Report Reveals 80% Of Retired US Generals Go To Work For Weapons Manufacturers
The revolving door between the Defense Department and the weapons industry spins - a new report offers ways to slow it down.
At a time when the Pentagon budget is soaring towards $1 trillion per year and debates about how to respond to the challenges posed by Russia and China are front and center, it is more important than ever to make an independent assessment of the best path forward.
Ideally, this would involve objective analysis by unbiased experts and policy makers grounded in a vigorous public conversation about how best to defend the country. But more often than not, special interests override the national interest in decisions on how much to spend on the Pentagon, and how those funds should be allocated.
A 2021 report by the Government Accountability Office found that 1,700 senior government officials had taken positions in the arms industry over a five year period, an average of well over 300 per year. And a new report from our organization, the Quincy Institute for Responsible Statecraft, found that this practice is particularly pronounced among top generals and admirals. In the past five years, over 80% of retired four-star generals and admirals (26 of 32) went on to work in the arms sector as board members, advisers, lobbyists, or consultants.
For example, Boeing recruited the former Chief of Naval Operations Admiral John Richardson following his retirement from government service. The admiral joined the company's board of directors within two months of his retirement ceremony. Boeing was the Pentagon's sixth largest contractor in Fiscal Year 2022, with total prime contracts awards amounting to $14.8 billion.
Another prominent example of a four-star officer going to work for a top contractor is retired Marine Corps General Joseph Dunford, who served as chairman of the Joint Chiefs of Staff before he retired in September 2019. Five months later Dunford joined the board of directors of Lockheed Martin.
The most recent batch of retired four-stars are not only seeking employment with the big contractors, they are also branching out to work for small and mid-size companies that focus on cutting edge technology, like next-generation drones, artificial intelligence (AI), and cybersecurity.
For example, the former head of Africa Command, General Stephen Townsend (U.S. Army, Ret.), joined a company called Fortem Technologies, which is dedicated to airspace awareness and defense against drones. General Mike Murray, former head of the U.S. Army Futures Command, went onto the boards of three emerging defense tech firms - Capewell, Hypori, and Vita Inclinata. And both former Chief of the National Guard Bureau head Gen. Joseph L. Lengyel and former Vice Chief of Naval Operations Adm. William K. Lescher went to work for AI firms upon leaving government service.

SAN ANTONIO - A Joint Base San Antonio-Fort Sam Houston U.S. Army Soldier was found dead late Friday night on base, according to JBSA officials.
Spc. Craig Boylston, a 38-year-old Army Reserve member who was on active duty for training at the U.S. Army Medical Center of Excellence, was found in his car outside of his on-post lodging, officials said.

The commanding general of US Army Forces Command, Gen. Michael Garrett, has directed Maj. Gen. John Richardson IV to formally assume the role of acting commander at Fort Hood from Wednesday, the statement read.??
Efflandt will stay on at Fort Hood for the time being, serving as deputy commanding general for support until the new commander is assigned to the role.?

On April 11, 2019, Moran was nominated for appointment as Chief of Naval Operations.[9] He was confirmed for the position by the U.S. Senate on May 23, 2019.[10] He was due to assume the position on August 1, 2019.[11] However, on July 8, 2019, he announced that he would instead decline the post and retire based on "an open investigation into the nature of some of my personal email correspondence over the past couple of years and for continuing to maintain a professional relationship with a former staff officer, now retired, who had while in uniform been investigated and held accountable over allegations of inappropriate behavior."[12][13] The Outgoing Chief of Naval Operations, Admiral John Richardson, praised Moran's 38 years of Navy service, calling him "a close friend and colleague" and "superb Naval Officer and leader."[14]
The Department of Defense Office of Inspector General (OIG) issued a report on the outcome of its investigation in August 2019. The OIG determined that Moran's use of a personal email account to send official military communications violated Department of Defense policies.[15] OIG also found that Moran frequently communicated using the personal email account with a Navy commander who had been removed from the CNO's staff in 2017 for "inappropriate behavior towards junior female officers and a female civilian employee."[15] OIG found that this Moran's continued relationship with the Navy commander did not violate any Navy policy and was a "performance issue" rather than misconduct.[15] In his response to the OIG's conclusions, Moran acknowledged using his personal email account for military business, but stressed that he had never used the account to exchange classified information.[15] With respect to his communications with the former Navy commander, Moran said that he regretted that some viewed "my continuing professional relationship with this Navy commander as insensitive, inappropriate, or wrong" and said that he believed in "a balance between accountability and redemption."[15]

New Fort Hood Commander Orders Training Pause to Rebuild Soldiers' Trust
The new senior commander at Fort Hood, Texas, has ordered a training stand-down for all units as the first step in repairing the "erosion of trust" between soldiers and leaders that likely set the conditions for the disappearance and murder of Spc. Vanessa Guillen, a high-profile case that has attracted national scrutiny.
Just two weeks after taking over as the deputy commander of III Corps on Sept. 2, Maj. Gen. John Richardson IV has launched a yearlong effort to heal the base's deeply scarred image and begin rebuilding unit cohesion. The effort starts next week with Operation Phantom Action, a week-long training stand-down to give leaders time to start earning back the trust of their soldiers.
Army Forces Command sent Richardson to replace Maj. Gen. Scott Efflandt as the senior commander at Hood until the current III Corps Commander, Lt. Gen. Pat White, returns next month. White has been deployed as the leader of Combined Joint Task Force-Operation Inherent Resolve, which oversees the fight against ISIS in Iraq and Syria.
Efflandt and other leaders at Hood are the subject of multiple investigations to determine the root reasons why the base has suffered 28 soldier deaths so far this year, including the tragic death of Guillen. The 20-year-old 3rd Cavalry Regiment soldier was allegedly murdered by a fellow male soldier. Her family maintains that he had sexually harassed her, but she was afraid to report it to her leaders.
Rebuilding Lost Trust
Richardson believes he already has insights into Fort Hood's problem and how to fix it.
"My assessment is that we do have some significant issues to tackle here at Fort Hood," he told Military.com. "I think, first and foremost, you've got to admit that you have a problem before you can start to fix it. … We have had an erosion of trust between the soldiers and their leaders at echelon."
Soon after taking command Sept. 16, Richardson, along with 1st Cavalry Division commander Maj. Gen. Jeffery Broadwater, told brigade commanders that all leaders on Hood are going to return to the basics of building unit cohesion – a skill they said has been lost in the years of back-to-back deployments to combat zones.
"I am a true believer that cohesive teams are what win battles at the lowest level; it's the platoon that wins wars," Richardson said. "My assessment was that it really had to do with people and the time that we are investing in people, and the impact that is having on our ability to build cohesive teams that are based off of trust.

Fort Hood commander loses post, denied transfer after incidents at Army base
WASHINGTON - The commander of the U.S. Army's Fort Hood is being removed from his position and will no longer assume command of a division at Fort Bliss, according to a U.S. Army statement released Tuesday.
Maj. Gen. Scott Efflandt was set to take over the 1st Armored Division soon. Now the Army will announce who will take over the division in the coming days. Division commander is a critical step in an Army general's career and losing a division can be a career-ending move.
Fort Hood has been plagued by a series of incidents. Two soldiers, including Spc. Vanessa Guillen, have gone missing only to have their bodies discovered later. Soldiers assigned to the base were arrested in a prostitution sting. A number of soldiers have recently died by suicide.
The commanding general of U.S. Forces Command, Gen. Michael Garrett, has directed Maj. Gen. John Richardson IV to assume command at Fort Hood, effective Wednesday. Efflandt will stay on at Fort Hood for the time being, serving as deputy commanding general for support.
Gen. Garrett will appoint Gen. John Murray, commanding general of U.S. Futures Command, to "lead an in-depth investigation into the chain of command actions related to Spc. Vanessa Guillen," the statement says. The Army has several open investigations at Fort Hood already, and now Gen. Murray's investigation will add those efforts into a larger look at the base leadership.

JAKARTA (Reuters) - Chief of U.S. Naval Operations Admiral John Richardson said on Tuesday the United States and China "will meet each other more and more on the high seas" after a Chinese warship came close to a U.S. ship in the disputed South China Sea.
The Chinese vessel came within 45 yards (meters) of the USS Decatur during a "freedom of navigation" sail in late September, U.S. Vice President Mike Pence said this month.
The U.S. mission was the latest attempt to counter what Washington sees as Beijing's efforts to limit freedom of navigation in the strategic waters, where Chinese, Japanese and some Southeast Asian navies operate.
China's relationship with the Russian navy should be watched "with interest" as it grows, said Richardson, speaking at an event co-organized by the U.S. embassy in Jakarta.

Something is really bothering me and has for a long time now even to the early days of our discussions when this entire thing started. I created the large posts about the mosquito/vaccination connection to Chelsea Clinton (will remind if need be) and then I created the large posts about the DNA collection groups and engineering a bioweapon which included the fairly recent articles on how China was specifically buying American corpses (dead and long dead and in very large number). Then I recalled an original FBIAnon warning in relation to Scalia and how the issue was "much bigger" than anything we could realize. So I got to digging and uncovered that the group Monsanto was dealing with numerous cases at that point in time.
On its face it would appear like a normal run of the mill (you caused cancer) case but then I got to digging into Monsanto and saw that they were completely loaded with ex CIA, FBI and DOJ officials who worked within it inside and out. I cross referenced many of these people and a very large number came back (through various checks) to being in relation to a company called the BGI Group.
Here is where it gets interesting. BGI group is owned/controlled by China, operates in America and nearly all of those ex CIA, FBI and DOJ officials are all connected to it. So I dug more into it and saw that vaccinations and the chemicals involved run through their Chinese companies (connected to BGI) at a very large level. Then I looked deeper and saw that they were creating various things related to mosquitos. Finally I found this which (somehow) went unnoticed by the greater public and coming straight from the Navy about 23&me:

Navy officials, speaking on condition of anonymity because they were not authorized to publicly discuss the case, said the Navy secretary is authorized to pull such awards and would be doing so.
Three lieutenants – George O. Hageman, Brian P. John and Scott I. McDonald – and a female officer whose name and rank were redacted by the Navy received Navy Achievement Medals just eight days after Gallagher was found not guilty on all but one charge.
Gallagher was accused of stabbing to death a 15-year-old ISIS fighter in 2017 and posing with the corpse for photos.

US Navy prosecutors accused decorated US Navy SEAL Eddie Gallagher of premeditated murder over the stabbing of an injured 15-year-old ISIS terrorist in Mosul, Iraq in May of 2017.
Gallagher denied the charges and the entire case was turned upside down in June when a combat medic testified that he, not Eddie Gallagher killed the ISIS fighter.
Special Operator 1st Class Corey Scott, a SEAL Team Seven medic, testified to shocked trial observers in a Naval Base courtroom in San Diego, California that he killed the ISIS fighter by asphyxiation.
And a jury earlier this month found Navy SEAL Eddie Gallagher not guilty of war crimes.
Even though Gallagher was cleared of murder charges, the jury sentenced him to reduced rank and partial pay because he took a photo with a dead ISIS terrorist.
Eddie Gallagher has served 19 years in the US Navy, 8 tours, 6 of which as an elite special forces operator - he was ranked as the top SEAL chief and his platoon ranked as the top SEAL platoon.
In addition to pulling the Navy medals from the prosecutors, President Trump should promote Eddie Gallagher back to his previous position.

A four-star US Navy admiral who was set to become the branch's top uniformed officer is instead retiring after his judgment was questioned over a professional relationship he maintained with a former Navy public affairs official who left the service amid allegations of sexual harassment and sexual assault.
Adm. William Moran was vetted for promotion after being nominated by President Donald Trump and confirmed by the Senate in May but that plan abruptly changed Sunday when he announced his retirement.
He was expected to take over the job in August.
Adm. John Richardson, the current Chief of Naval Operations will remain in the post until a replacement can be identified, according to a statement by Secretary of the Navy Richard Spencer. Richardson can remain in the job until September.
Richardson addressed the situation in an email to Navy staff and flag officers on Monday.
"It is my sad duty to confirm to you that Adm. Moran has submitted his request to retire. The Secretary of the Navy has accepted his request. He will not serve as the next CNO," Richardson wrote, according to a copy of the email obtained by CNN.
"This is an extremely difficult situation, but importantly, this matter strongly reinforces the importance of trust, and the high standards of behavior needed to secure that trust. The American people expect this from us. We must expect and enforce this standard for ourselves," he wrote.
Moran's departure comes at a time when the Pentagon continues to operate without a Senate-confirmed secretary of defense. Many other senior military roles remain unfilled or are filled by officials in acting roles.
Those vacancies are a reflection of the Department of Defense's ongoing struggle to establish an unprecedented transition plan aimed at ensuring continuity of leadership at the highest levels while there is still no confirmed secretary of defense following the dramatic implosion of Patrick Shanahan's nomination last month.
According to Spencer, Moran retired from the service rather than take on the role of chief of naval operations due to a situation where he "maintained a professional relationship with an individual who was held accountable and counseled for failing to meet the values and standards of the Naval profession."
"While I admire his faithful service and commitment to the Navy, this decision on his part to maintain that relationship has caused me to call his judgment into question," Spencer wrote.
Moran said in a separate statement he "made this difficult decision based on an open investigation into the nature of some of my personal email correspondence over the past couple of years and for continuing to maintain a professional relationship with a former staff officer, now retired, who had while in uniform been investigated and held accountable over allegations of inappropriate behavior."
"To be clear, my decision to maintain this relationship was in no way an endorsement or tacit approval of this kind of conduct," he added.
"I understand how toxic it can be to any team when inappropriate behavior goes unrecognized and unchecked … Every Sailor is entitled to serve in an environment free of harassment or intimidation," Moran said.
Both statements from Moran and Spencer note the situation arose from a professional relationship over the course of Moran's career with the Navy, rather than a private relationship.

WASHINGTON - The four-star admiral set to become the Navy's top officer on Aug. 1 will instead retire, an extraordinary downfall prompted by what Navy Secretary Richard Spencer on Sunday called poor judgment regarding a professional relationship.
The sudden move by Adm. William Moran may add to the perception of turmoil in the Pentagon's senior ranks, coming less than a month after Pat Shanahan abruptly withdrew from consideration to be defense secretary after serving as the acting secretary for six months.
Leaders of the individual military services, both civilian and uniformed, play less critical roles in national security than the defense secretary, and they are not in the chain of military command. But they are responsible for ensuring that the armed forces are trained, equipped and prepared for combat and other roles.
Moran had been vetted for promotion to the top uniformed position in the Navy, nominated by President Donald Trump and confirmed by the Senate in May to succeed Adm. John Richardson as chief of naval operations and as a member of the Joint Chiefs of Staff.
Instead, Moran said in a written statement Sunday evening that he told Spencer he decided to decline his appointment as the next chief of naval operations and requested to be allowed to retire.
"As painful as it is to submit my request to retire, I will not be an impediment whatsoever to the important service that you and your families continue to render the nation every day," Moran wrote.
Spencer said his vision for the Navy includes "an urgent resolve by all" to live up to high standards.
"Adm. Bill Moran recently brought to my attention that over the past two years he maintained a professional relationship with an individual who was held accountable and counseled for failing to meet the values and standards of the Naval profession," Spencer said in a written statement Sunday evening. "While I admire his faithful service and commitment to the Navy, this decision on his part to maintain that relationship has caused me to call his judgment into question. Therefore, today I accepted Adm. Moran's request to retire."
Senior Navy officials said Spencer learned of this relationship only after Moran's Senate confirmation in May. The officials spoke on condition of anonymity to discuss sensitive details.
Spencer provided no details about the unnamed individual, but other officials said Spencer was referring to Moran having recently taken public affairs counsel from Chris Servello, who was removed from his position as public affairs adviser to Richardson in 2017 and given a non-punitive letter of reprimand for drinking and fraternizing with junior officers during and after a December 2016 Navy Christmas party.

The big picture: The person at the heart of the matter was not named, but officials told AP, NBC News and the Washington Post Moran is retiring because of his association with Chris Servello.
Servello was removed from his position as the spokesman for Adm. John Richardson, the chief of naval operations, in 2017 amid allegations that he behaved inappropriately toward women while dressed as Santa Claus at a December 2016 Navy Christmas party.
An investigating officer said in a report obtained by USA Today that Servello had shown a pattern of using his professional reputation and community standing "as an advantage in attempting to develop sexual relationships."
What's next? Chief of Naval Operations Adm. John Richardson will stay on until a new CNO is nominated, according to NBC News, citing defense officials. The law prevents Richardson from serving as CNO for more than 4 years, a date he'd reach on Sept. 17, NBC News notes.

The Navy's top officer warned against using popular at-home ancestry DNA test kits this week, saying scientific advancements are making biological weapons more tailorable.
Biological weapons that can target specific groups or individuals vulnerable to pathogens or other diseases are a growing national security concern, Chief of Naval Operations Adm. John Richardson said during a Tuesday speech on nuclear deterrence in Washington, D.C.
"Be careful who you send your DNA to," Richardson said at the event, hosted by the Mitchell Institute for Aerospace Studies. "There's a number of those companies where you can go and find out what your makeup is. That's a lot of information.
"You learn a lot about yourself, and so does the company who's doing it," the CNO added.
More than 26 million people have taken at-home ancestry tests, according to a study from the Massachusetts Institute of Technology. Based on the rate at which people are buying the kits, that number could jump to 100 million by 2021, the study adds.
Officials with AncestryDNA, one of the leading companies that offer mail-in tests, says protecting customers' privacy and data remains the company's highest priority.
"Customer DNA data in Ancestry's systems is de-identified, encrypted and segmented to a separate, dedicated access-controlled storage platform," Jasmin Jimenez, an Ancestry.com spokeswoman, said. "Our customers maintain ownership and control over their own data at all times."
The company doesn't share customer DNA with insurers, employers or third-party marketers, she said. And personal data, she added, is only provided to law enforcement officials if there is a valid legal process, such as a court order.
A spokesman for 23andMe, another popular genetic test site, cited similar privacy safety protocols, with multi-layer encryption of customer data and restricted access to the company's systems.
Paul Rosenzweig, a cybersecurity expert with R Street Institute who served as President George W. Bush's Department of Homeland Security deputy assistant secretary for policy, said people must treat their DNA like any other personal data.
"Share it sparingly and only with people you trust, because it can be misused by malicious actors," he said.
Steven Block, a biology and applied physics professor at Stanford University, agrees that people should be mindful of database hacking threats. But they tend only to store a limited amount of data, he added, since people share just a subset of their genetic info – about 1/1,000th of their full DNA – when taking most ancestry tests.
"If you have the physical swab, then you have a sample of the complete DNA information for the individual, and the potential to do much more with that than, say, the sort of limited information that ancestry-kit companies collect and store," Block said.
Unless someone carries a rare mutation, it's unlikely that information from a DNA test would be used to personalize a bioweapon, he added, since it would require so much work to develop and test it.
"All that requires special expertise and resources," Block said.."This is not the sort of thing someone might cobble together readily in a garage – at least not any time soon. … Also, you have to ask whether a personalized bioweapon is really the most practical way to assassinate someone."

On 31 May 2002[6] Navy Secretary Gordon England issued SECNAV Instruction 10520.6, directing all warships and auxiliaries of the U.S. Navy to fly the First Naval Jack as a "temporary substitution" for the Jack of the United States "during the Global War on Terrorism". This was based on a late 2001 post-9/11 suggestion from retired Captain Brayton Harris (who in 1975 and 1976 had been Special Assistant to the Secretary of the Navy for the bicentennial). Most vessels made the switch on September 11, 2002, the first anniversary of the terrorist attacks.
This directive only applied to commissioned vessels of the U.S. Navy, to include the previously excluded USS Constitution. Commissioned vessels of the U.S. Coast Guard designated as "United States Coast Guard Cutter" ("USCGC") and USCG patrol boats, vessels of the National Oceanographic and Atmospheric Administration, and the predominantly civilian-manned vessels of the U.S. Navy's Military Sealift Command designated as "United States Naval Ship" ("USNS") would continue to fly the Jack of the United States from their jackstaffs while moored or at anchor.
This First Navy Jack, along with the Serapis flag, is also featured on the crest of the Arleigh Burke class guided missile destroyer USS John Paul Jones (DDG-53).[7]
On 21 February 2019, Chief of Naval Operations Adm. John Richardson announced the blue Union Jack will return to Navy ships, restoring the 1980 practice of reserving the First Navy Jack to the longest active status warship.[8]
Other U.S. Navy uses
Since 11 September 2002, U.S. Navy installations and facilities ashore have been allowed but not required to fly the First Navy Jack from multi-halyard gaff-rigged flagpoles when the United States ensign is also flown.
The First Navy Jack has also been authorized for wear as a patch by sailors and naval officers on flight suits and certain versions of the Navy Working Uniform (NWU), including sailors and naval officers wearing the Army Combat Uniform (ACU) while assigned to and serving with Army units, at the discretion of the local Army commander.[9][10] For the NWU and ACU, the patch is typically worn on the opposite sleeve as the U.S. flag.

Like other snake flags, the First Navy Jack has been used by non-Navy people in protest or commemoration. Adm. John Richardson, the chief of naval operations, announced the name change at a leadership conference in Washington, D.C. on Monday.
"This new name more accurately describes the full totality of the mission, supporting naval warfare - from seabed to space," Richardson said in a pre-recorded video that included NAVWAR's commander, Rear Adm. Christian Becker.
NAVWAR develops and maintains the Navy's electronic communications systems, intelligence technology and communications satellites.
Like other systems commands, NAVWAR is responsible for working with the defense industry to develop and build new weapons systems for the Navy.

Admiral John Richardson, head of the US Navy, said he told his Chinese counterpart, vice-admiral Shen Jinlong, in January that Washington would not treat Chinese fishing boats that work with the People's Liberation Army-Navy any differently from actual Navy ships. "I made it very clear that the US navy will not be coerced and will continue to conduct routine and lawful operations around the world, in order to protect the rights, freedoms and lawful uses of sea and airspace guaranteed to all," Adm Richardson told the Financial Times.
China's informal marine militia has been expanding since 2015, when it established a headquarters on the Paracel Islands.
The maritime militia has been strengthened since 2015, when it created a headquarters in the China-administered Paracel Islands, a disputed area in the South China Sea that is also claimed by Vietnam and Taiwan. It has also received training alongside the Chinese navy and coast guard. In its last annual report on the Chinese military, the Pentagon said the fleet "plays a major role in coercive activities to achieve China's political goals without fighting."
China has increasingly used the maritime militia because fishing boats are less likely to prompt a military response from the US. But the latest warning significantly raises the stakes for China's non-navy vessels engaging in aggressive acts.
Defense analysts have long warned about the need for a more effective strategy to counter Beijing's expansionary aims in the Pacific, and Andrew Erickson, a maritime militia expert at the US Naval War College, recently called for the US to "deal with China's sea forces holistically" by demanding that both military and paramilitary ships follow international rules. He added that the US must "accept some friction and force Beijing to choose" between de-escalating or inflaming tensions.
James Stavridis, a retired US admiral and former NATO commander, said Richardson made the right call.
"It is a warning shot across the bow of China, in effect saying we will not tolerate 'grey zone' or 'hybrid' operations at sea," said Mr Stavridis. "A combatant is a combatant is the message, and the CNO (Chief of Naval Operations) is in the right place to warn China early and often."
As is now customary whenever the US ratchets up the pressure on the Chinese Navy, don't be surprised too see a retaliatory show of force in the coming days and weeks.

Vice Admiral Scott Stearney, who oversaw US Navy forces in the Middle East, was found dead on Saturday in his residence in Bahrain, according to navy officials. The Naval Criminal Investigative Service and the Bahraini Ministry of Interior are cooperating on an investigation. However, no foul play was suspected.
"This is devastating news for the Stearney family, for the team at 5th Fleet, and for the entire Navy," Chief of Naval Operations Admiral John Richardson said in a video statement. "Scott Stearney was a decorated naval warrior. He was a devoted husband and father, and he was a good friend of all of us," Richardson said.
Stearney was the commander of US Naval Forces Central Command and of the US Navy's Bahrain-based Fifth Fleet, which is responsible for patrolling the Gulf, the Strait of Hormuz, Red Sea, Arabian Sea and parts of the Indian Ocean.
In recent years, the fleet has dealt with potential threats from pirates and weapons smugglers as well as Iranian Revolutionary Guard boats and Houthi rebels firing missiles at commercial ships from Yemen.
In 2004, the fleet's surface warships were ordered to hold an "ethics, trust, responsibility and mission stand down" after two sailors were accused of stealing money and other valuables during an inspection of a Singaporean vessel in the Gulf.
Born in Chicago, Illinois, Stearney graduated from the University of Notre Dame with an economics degree before joining the US Navy in 1982. Two years later, he became a pilot and logged more than 4,500 flight hours over the course of his career, which also included stints as a trainer and service in Afghanistan.
In May, Stearney was appointed as commander of the US Naval Forces Central Command and of the Fifth Fleet, positions he occupied until his death. Rear Admiral Paul Schlise, the deputy commander of Fifth Fleet, has assumed its command, while Vice Admiral James Malloy, a deputy chief of naval operations, is preparing to fly out to Bahrain to take command in the interim. Further information is expected as the investigation continues.

SAN DIEGO - The Navy's top officer Friday defended the decision to keep from the public eye a damning internal report on the 2017 warship Fitzgerald collision that killed seven sailors.
Speaking to reporters after his appearance at the U.S. Naval Institute's West 2019 conference here, Chief of Naval Operations Adm. John Richardson said much of the report overlapped with what the service publicly released.
But much of the probe overseen by Rear Adm. Brian Fort portrayed a far grimmer picture of what the crew of the guided-missile destroyer faced. It also prompted hard questions about the actions taken by the Fitz's squadron and Navy officials back in the United States.
First revealed by Navy Times, the Fort report chronicled details that Richardson, other Navy leaders and their public reports never mentioned, such as specifics about the destroyer's brutal operational tempo, officers who didn't trust each other, radars that didn't work and sailors who didn't know how to operate them.
The investigators also portrayed the warship's chiefs mess as ineffective and their sailors plagued by low morale in the months leading up to the June 17, 2017, collision.

A senior US naval officer said that he had had a "constructive and candid" discussion with his Chinese counterpart as part of an effort to calm growing tensions between the two sides.
Admiral John Richardson, the US Chief of Naval Operations, tweeted after the meeting with Vice Admiral Shen Jinlong, the head of the PLA Navy, that the two sides were both committed to continuing their dialogue.
"Our two countries have many aligned interests and all countries benefit from a free, open and secure Indo-Pacific," wrote Richardson.

The blog, written by Ian Easton,* says: "The PLA's nightmare scenario appears to be one in which it would be called upon to conduct all five joint operations in a two-front war against the United States and Taiwan in the East, and India in the South.
"In this scenario, available Chinese military sources envision the PLA first launching a joint firepower strike against Taiwan and then conducting a short-duration, high-intensity joint blockade of the island. When the ROC military was judged as having been sufficiently weakened, the PLA would launch a joint attack operation and make amphibious landings.
"Once major beachheads were secured, intense urban and mountain warfare operations in the island's depths would follow.
"According to the assumptions seen in PLA writings, at some undefined moment, the United States could intervene and launch cruise missile strikes and air raids on Chinese forces in the Taiwan Strait and along the PRC coast."

Richardson & Jinlong have met once before in 2018 and have had 3 teleconferences, the last in Dec. 2018. Admiral Richardson said the purpose of the trip is for a "routine exchange of views" in order to "reduce risk and avoid miscalculation."

However, actual details on the visit are sparse. But the Japan Times reported that "The meeting will come in the wake of an announcement Tuesday by Beijing that its so-called carrier killer anti-ship missile had been deployed to the country's northwest, just a day after the U.S. Navy sailed a warship past disputed islands in the South China Sea."

The new Chinese "carrier killer" missile accelerates to speeds that make it very hard to intercept. In addition, it can target not just ships, but also U.S. bases in Japan. So it's probably no accident that the warship that sailed past the islands was the USS McCampbell, a guided-missile destroyer. Or surprising that China called this move a "provocation."

The "risk" is that tensions could escalate, something both sides want to avoid–hence, Richardson's mission to China.

Top US Navy commander heads to China amid spiraling tensions & raging trade war
The US chief of naval operations is set to meet his Chinese counterpart in Beijing to work to "avoid miscalculation" and "reduce risk" amid the ongoing trade war and heightened tensions between the world powers.
Chief of Naval Operations (CNO) Adm. John Richardson will travel to China on Sunday. He is due to hold a range of meetings with top military brass and his counterpart, Chinese Navy Commander Vice Adm. Shen Jinlong, a US Navy press release said. Details of Richardson's visit remain sparse, but the CNO said "a routine exchange of views is essential, especially in times of friction, in order to reduce risk and avoid miscalculation."
The trip comes as tensions between Beijing and Washington are not letting up. The major bones of contention include sail-throughs by the US Navy in the South China Sea. While the US maintains it does so under the Freedom of Navigation program, China slams the actions as outright provocations.
Apart from that, China was labeled as "predatory" and "a strategic competitor" by the US Defense Department's 2018 National Defense Strategy.
Beijing has not minced words either - just over a week ago, it lambasted the White House for "gross interference" in internal affairs, due to President Donald Trump signing into law the Asia Reassurance Initiative Act of 2018. The document, among other things, pledges support and encourages "the travel of high level United States officials to Taiwan." The latter, however, is considered an undisputed part of China by Beijing.
Earlier this month, the Chinese military said "drilling soldiers and war preparations" will be a top priority for 2019, though it did not single out any potential rival. The statement effectively echoed a call from Chinese leader Xi Jinping to hone combat skills and "prepare for war."
That followed a dire prediction from retired Lt. Gen. Ben Hodges, who said there is "a very strong likelihood" of the US finding itself at war with China in just 15 years.
Meanwhile, China and the US also share serious disagreements in trade and commerce, dubbed "a trade war." After being kicked off by Trump, who raised tariffs for hundreds of categories of Chinese goods in July last year, Beijing fired back with similar measures.

Chief of Naval Operations Adm. John Richardson will travel to Beijing and Nanjing from Jan. 13 to 16, meeting with China's Central Military Commission leadership and People's Liberation Army Navy commander Vice Adm. Shen Jinlong.
"A routine exchange of views is essential, especially in times of friction, in order to reduce risk and avoid miscalculation," Richardson said in a statement. "Honest and frank dialogue can improve the relationship in constructive ways, help explore areas where we share common interests, and reduce risk while we work through our differences."
The top U.S. naval officer and Shen met previously at the 2018 International Seapower Symposium, hosted by Richardson in the United States. The two have held three discussions via video teleconference, with the most recent occurring last month. This will be Richardson's second visit to China as chief naval officer.
The meeting will come in the wake of an announcement Tuesday by Beijing that its so-called carrier killer anti-ship missile had been deployed to the country's northwest, just a day after the U.S. Navy sailed a warship past disputed islands in the South China Sea.
China's DF-26 ballistic missile, which reportedly has a range of 3,000 to 4,000 km, was mobilized to the northwest plateau and desert areas, the state-run Global Times newspaper reported, quoting national broadcaster CCTV.
While the actual deployment date was not mentioned, the timing of the reports' release coincided with a U.S. "freedom of navigation" operation (FONOP) near Chinese-held islands in the South China Sea's Paracel chain on Monday. In the FONOP, which Washington conducts globally to challenge maritime claims it considers excessive, the U.S. Navy sent the Yokosuka, Kanagawa Prefecture-based USS McCampbell guided-missile destroyer near the islands - a move China blasted as a "provocation."
The Global Times report alluded to U.S. operation, quoting an unidentified expert as noting that the deployment "is a good reminder that China is capable of safeguarding its territory."
"Even when launched from deeper inland areas of China, the DF-26 has a range far-reaching enough to cover the South China Sea," the expert added.
Beijing has constructed a series of military outposts throughout the waterway, which includes vital sea lanes through which about $3 trillion in global trade passes each year. The Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping claims in the South China Sea, where the U.S., Chinese, Japanese and some Southeast Asian navies also operate.

The Navy has put development of hypersonic weapons on its acquisition wish list even as Russian President Vladimir Putin boasted this week of a successful test and planned deployment in 2019 of "invincible" nuclear-armed versions that can fly at more than 20 times the speed of sound.
Under his plan, released Dec. 17, Chief of Naval Operations Adm. John Richardson listed the Navy's intention to "develop and field an offensive hypersonic weapon by 2025" as a top priority.
The Air Force also has put a priority on hypersonics, reflecting the increasing concerns of the Pentagon that Russia and China have taken the lead on a technology that potentially poses the threat of making existing missile defense systems obsolete.
In April, the Air Force awarded a contract to develop a prototype hypersonic cruise missile, or the Hypersonic Conventional Strike Weapon.
Officials have been candid in acknowledging that the U.S. is likely playing catch-up to Russia and China in the development of hypersonics.
In a roundtable discussion with reporters last January, Air Force Gen. Paul Selva, vice chairman of the Joint Chiefs of Staff, said, "We have lost our technical advantage in hypersonics," but "we haven't lost the hypersonics fight."
The Defense Advanced Research Projects Agency is working with the Air Force on the joint Tactical Boost Glide (TBG) program to perfect hypersonic weaponry.
In the boost-glide system, a rocket accelerates the payload to speeds many times the speed of sound. The payload then separates from the rocket and glides unpowered to the target.
Putin has boasted that the Russian hypersonics weapon, in addition to its high speeds, which limit the warning time for defenses, can also change directions in flight, thereby thwarting tracking.
On Wednesday, Putin oversaw the test launch of the "Avangard" hypersonics weapon from a silo in the Dombarovsky missile base in the southern Ural Mountains.
Only the missile launch was shown by Russian state television, but Russian officials claimed that the hypersonic payload successfully hit a target on the Kura shooting range on the Kamchatka Peninsula in eastern Russia, more than 3,000 miles away.
Deputy Prime Minister Yury Borisov told Russian state television that the test's success showed that Russia now has a hypersonic weapon that "essentially makes missile defenses useless."
Putin and other Russian officials increasingly have claimed that new weapons in Russia's arsenal can easily get past U.S. defenses, particularly as the U.S. threatens to withdraw from the 1987 Intermediate-range Nuclear Forces Treaty.
In his State of the Union speech last March, Putin claimed that Russia has a nuclear-propelled underwater drone, nuclear cruise missile and high-powered combat laser. Putin said the "hypersonic" nuclear cruise missile could be launched from a bomber and evade any existing defenses.
The hypersonic cruise missile "flies at a speed 20 times the speed of sound," he said, "and it can maneuver thousands of kilometers up and down and right to left. It's like science fiction."
The Navy's push for a hypersonic weapon was included in Richardson's "Design 2.0" plan, intended to "guide our behaviors and investments this year and in the years to come." He said that specifics "will be reflected in our annual budget documents."
The Design 2.0 plan reflects the concerns of the 2018 National Defense Strategy in stating that "China and Russia are deploying all elements of their national power to achieve their global ambitions. In addition, our competitors have been studying our methods over the past 20 years.
In many cases, they are gaining a competitive advantage and exploiting our vulnerabilities."
To counter the threat, Richardson listed a number of ASAP capabilities and programs that the Navy needs to acquire or put in operation more quickly.
Among those priorities are acquiring the Columbia-class replacements for the Ohio-class ballistic submarines; awarding the Future Frigate contract by 2020; building up the 2nd Fleet to full operational capability in 2019; and awarding contracts by 2025 for a new family of underwater unmanned vehicles.

Two envelopes addressed to Secretary of Defense James Mattis and Chief of Naval Operations Adm. John Richardson have initially tested positive for the deadly poison ricin at the Pentagon's mail facility, according to a report.
The packages, which were delivered Monday, were intercepted before making it into the sprawling headquarters of the Defense Department in Virginia near Washington, DC, spokesman Chris Sherwood said Tuesday.
They triggered alarms as they underwent a security screening at the off-site mail processing center, according to the Military Times.
A defense official told CNN that the intended recipients were Mattis and Richardson.
"On Monday, the Pentagon Force Protection Agency detected a suspicious substance during mail screening at the Pentagon's remote screening facility," Army Col. Rob Manning, a Pentagon spokesman, said in a statement.
"The envelopes were taken by the FBI this morning for further analysis," he said, adding that all US Postal Service mail received at the screening facility Monday was under quarantine and posed no threat to Pentagon personnel.
The FBI said in a statement that as the envelopes are undergoing further testing, "we will have no further comment."
Ricin, a highly toxic compound extracted from castor beans, has been used in terror plots and is lethal in tiny doses if swallowed, inhaled or injected. It is 6,000 times more potent than cyanide.
If ingested, it causes nausea, vomiting and internal bleeding of the stomach and intestines, followed by failure of the liver, spleen and kidneys, and death by collapse of the circulatory system.

MANAMA, Bahrain – Vice Adm. Jim Malloy, the deputy chief of naval operations for operations, plans and strategy, is slated to take command this week of the Navy's mission in the Middle East, leading sailors in Bahrain in the wake of the sudden death of a three-star admiral.
Vice Adm. Scott Stearney, who led U.S. Naval Forces Central Command and the 5th Fleet, was found dead at his Bahrain home Saturday. A private memorial was being planned on the Navy's base in Bahrain, officials said Monday.
Navy officials declined to comment on reports by CBS News and USNI News, which cited unnamed defense officials that Stearney died in an apparent suicide.
While Stearney's death is under investigation, Chief of Naval Operations Adm. John Richardson said Saturday no foul play was suspected.
Richardson tapped Malloy – now en route to Bahrain – soon after Stearney's death to assume temporary command.
Meanwhile, 5th Fleet sailors continue to carry out operations in a region where countering Iran and ensuring freedom of navigation in the Persian Gulf is one of the command's top priorities.
"Scheduling has not been affected; Fleet is continuing operations," said Cmdr. Joshua Frey, spokesman for U.S. Naval Forces Central Command.
Gen. Joseph Votel, U.S. Central Command chief, said Sunday he was confident the sailors would carry out their missions, but that it would be with "heavy hearts."
Stearney, described by Richardson as a "decorated naval warrior" and a "devoted husband and father," assumed command of 5th Fleet in May. Upon taking command, Stearney said he was he was ready to work with partners to "to keep conflict out of the maritime and promote security and stability."
U.S. 5th Fleet area of operations stretches from the Persian Gulf and Gulf of Oman to the Red Sea and parts of the Indian Ocean. The region includes three strategic shipping choke points: the Strait of Hormuz, the Suez Canal and the Strait of Bab al Mandeb at the southern tip of Yemen.
Stearney earned his commission in 1982 after graduating from the University of Notre Dame. He graduated from the prestigious Navy Fighter Weapons School, popularly known as TOPGUN, where he later served as an instructor.
Stearney flew the F/A-18 Hornet in multiple squadrons and served aboard the aircraft carriers USS Theodore Roosevelt, USS George Washington and USS Dwight D. Eisenhower. He also served in Afghanistan as chief of staff of Joint Task Force 435, which advises Afghan security forces.

Stearney took over as commander of U.S. Naval Forces Central Command and the Combined Maritime Forces in May, where he commanded more than 20,000 U.S. and coalition sailors, Marines, Coastguardsmen, and civilians. Stearney served 36 years in the Navy.

Stearney was a native of Chicago and entered the Navy in 1982 after graduating from the University of Notre Dame. He became a Navy aviator in 1984 and served in strike fighter squadrons flying the FA-18 Hornet, according to the Navy website.

Stearney's past assignments included commander of the U.S. Transportation Command's Joint Enabling Capabilities Command, commander of Strike Force Training Atlantic, commander of Carrier Strike Group and commander of Navy Warfare Development Command, and director of operations of U.S. Central Command, the Navy said.

A Chicago native, Stearney commissioned into the Navy in 1982 and was designated a naval aviator two years later, according to his command biography.
He served in numerous strike fighter squadrons, flying the F/A-18 Hornet for squaddrons 87 and 136.
Stearney led Strike Fighter Squadron 131 and served in Afghanistan as chief of staff of joint task forces there.
Before taking the helm of 5th Fleet in May, he served as operations director for U.S. Central Command.

Will the 'Taiwan question' give rise to a World War III scenario?
The United States and China are set to go head-to-head over disputes in relation to Taiwan and the South China Sea, with deadly consequences on the immediate horizon.
You wouldn't know it with all the media hype over the US mid-term elections, but the US and China are on a deadly collision path in the South China Sea and Taiwan Strait. In the last two months, the US military has flown B-52 bombers and carried out its so-called "freedom of navigation"operations in the South China Sea. There have also been instances of US warships sailing through the Taiwan Strait in support of Taiwan, an island which China considers to be a rogue part of Chinese territory.
On a side note, it is amazing to say the least that the US believes it should have the "freedom to navigate" in the South China Sea, yet seems to get up in arms when Iranian ships expect the same kind of freedom in the Persian Gulf.
Near-collisions in the South China Sea
Last September, US and Chinese warships almost collided when sailing near an islet claimed by Beijing in the Spratly Islands. Reportedly, the Chinese warship threatened the US Destroyer that it would "suffer consequences" if it did not move, as it sailed within 45 yards of the American vessel.
In a last-ditch effort to avert this collision course, US Secretary of State Mike Pompeo and Secretary of Defence James Mattis will host their Chinese counterparts Yang Jiechi and China's Defence Minister Wei Fenghe this Friday for talks on reducing tensions. However, I think we can say with some confidence that these talks will be absolutely meaningless. Firstly, China already canceled the first round of talks set for September due to their frustration over US-enforced sanctions. Secondly, Chief of US Naval Operations Adm. John Richardson just recently, and quite openlystated that the US and China "will meet each other more and more on the high seas"; with Jim "Mad Dog" Mattis saying in Mid-October that the US and its allies would "continue to fly, sail, and operate wherever international law allows and our national interests demand."
And of course we know how much the US loves to travel even well beyondthe realms of international law, so we can expect to take Mattis at his word quite literally.
Barely a few days ago, Pompeo for his part also warned China that it should "behave like a normal nation on commerce and with respect to the rules of international law" - whatever that means.
The Taiwan question
Since the near-collision in September, a US Navy research ship has also visited Taiwan and two US warships have sailed through the Taiwan Strait. According to Stratfor, the US is possibly attempting to standardize patrols in the area, even potentially paving the way for an aircraft carrier group to transit through.
At the end of October, China strengthened its resolve to protect its interests in Taiwan, vowing to never give up an inch of its territory. Incidentally, it was Wei Fenghe who stated that "if someone tries to separate Taiwan from China, the Chinese armed forces will take action at any price." He also vowed the same regarding China's interests in the South China Sea, where it has heavily fortified at least seven islands or reefs, loading them with military bases, airfields, and advanced weapons systems.
A 2018 report by the US Department of Defense argued that China now possessed "the world's largest and most capable maritime militia." The Chinese People's Liberation Army Navy (PLAN) has over 300 surface combatants, submarines, amphibious ships, patrol craft and specialized types, making it the largest navy force in the Indo-Pacific region (comparatively, the US has some 282 deployable battle force ships).
Regardless, Taiwan and the US are reportedly pushing ahead with their plans to repel any alleged Chinese invasion, with military drills set for the end of November between the two already in the works. Funnily enough, the drills will most likely take place in the area around Taiping Island. Taiwan's military is also hoping to purchase MQ-8 Fire Scout uncrewed helicopters and MK-62 Quickstrike mines from the US. Taiwan may also seek to lay these mines in its waters close to Taipei as well as other key ports and bases, a plan which eerily echoes that of Greer's report in Foreign Policy above.
People don't need to be well-versed in international politics to see and feel the warning signs. A recent Military Times poll of active-duty troops showed that 46 percent of US troops believe the US will be drawn into a major war soon, with a focus on Russia and China in particular. Only 5 percent said the same thing in a similar poll conducted approximately a year ago.

JAKARTA (Reuters) - Chief of U.S. Naval Operations Admiral John Richardson said on Tuesday the United States and China "will meet each other more and more on the high seas" after a Chinese warship came close to a U.S. ship in the disputed South China Sea.
The Chinese vessel came within 45 yards (meters) of the USS Decatur during a "freedom of navigation" sail in late September, U.S. Vice President Mike Pence said this month.
The U.S. mission was the latest attempt to counter what Washington sees as Beijing's efforts to limit freedom of navigation in the strategic waters, where Chinese, Japanese and some Southeast Asian navies operate.
China's relationship with the Russian navy should be watched "with interest" as it grows, said Richardson, speaking at an event co-organized by the U.S. embassy in Jakarta.

In recent years China has increasingly asserted itself in the South China Sea, building militarized islands atop reefs and fortifying other specks of land it occupies. China claims nearly the entire sea, using as justification its "nine-dash line," which encircles most of the waterway. An international tribunal invalidated that claim in July 2016, but China disregarded its findings.
China has rapidly modernized and expanded its navy (paywall), which last year became the world's largest, with more warships and submarines than the United States. Though the US Navy remains more advanced, admiral Philip Davidson, who leads the US's Indo-Pacific Command, said in his Senate confirmation process (pdf) earlier this year that China "is now capable of controlling the South China Sea in all scenarios short of war with the United States."

Chinese President Xi Jinping ordered the Southern Theatre Command to prepare for war during an inspection last Thursday.
The command oversees the South China Sea, where tensions have been on the rise.
A Chinese destroyer confronted a US Navy warship conducting a freedom-of-navigation operation near the Spratly Islands at the end of September, nearly causing a collision.
According to the China Daily, Xi told troops they were "constantly working at the front line, and playing key roles in protecting national territorial sovereignty and maritime interests".
"I hope you can fulfil such sacred and solemn missions."
The powerful Chinese leader has made strengthening and modernising the People's Liberation Army (PLA) a top priority.
As Xi delivered his speech in Guangdong province, Chinese Minister of Defence Wei Fenghe warned that China will not give up "one single piece" of its territorial holdings, adding that "challenges" to its sovereignty over Taiwan could lead China to use military force.
The US Navy recently sent two warships through the Taiwan Strait, a move that, like the US military's frequent bomber overflights and freedom-of-navigation operations in the South China Sea, angered Beijing.
Tensions have been running particularly high in the South China Sea in recent months, with regular US B-52 bomber flights through the region and Chinese PLA Navy warships challenging American military ships and aircraft that venture too close to Chinese-occupied territories in the disputed waterway.
US Navy Adm. John Richardson, chief of naval operations, said Monday that the US Navy will continue to carry out freedom-of-navigation operations and challenge "illegitimate maritime claims."

A former Navy sailor arrested earlier this month faces charges related to ricin-related threats mailed to President Trump and other top administration officials. William Clyde Allen III, arrested Oct. 5, was indicted on seven counts by a federal grand jury in Salt Lake City Thursday, according to the Justice Department. The 39-year-old was charged with one count of using a biological agent as a weapon, one count of mailing a threat against the president, and five counts of mailing threatening communications to an officer or an employee of the United States, the news release stated.
The five charges are for each of the threats the Logan, Utah, resident allegedly made to Defense Secretary Jim Mattis, Naval Operations Chief Adm. John Richardson, FBI Director Christopher A. Wray, CIA Director Gina Haspel, and Air Force Secretary Heather Wilson. The threatening letters are alleged to have included castor bean material and had "Jack and the Missile Bean Stock Powder" written inside. Court documents stated the suspect bought 380 castor beans last December. Even a small amount of ricin, which is made from castor beans, can be fatal to people if it is consumed, inhaled, or injected into the bloodstream.
Allen pleaded not guilty on all charges Thursday. He will remain in jail until the trial, set to start on Dec. 26. Allen faces life in prison for the biological weapon charge, up to five years in prison for mailing a threat against a president, and up to 10 years in prison for each of the five mailed threats to the U.S. officials. It's not clear how Allen was released from his military service or his motive for the alleged acts.

The report cited U.S. officials saying a return address was the potential link to the former sailor.
Two packages suspected to contain ricin were caught at the Pentagon's mail processing facility Monday before they reached their intended recipients, and a third letter, addressed to President Donald Trump, was intercepted by the Secret Service.
The content in the packages that triggered the alert "appears to be castor seeds, from [which] ricin is derived," said Pentagon press secretary Dana White.
A fourth package, which sent staffers to the hospital, was mailed to Sen. Ted Cruz, R-Texas, office, however that incident, which was identified to not be a hazardous substance, is not believed to be linked to the other two incidents.
An FBI official said the bureau was working in coordination with the Secret Service on the White House and Pentagon packages, however.
A DoD official said the Pentagon was aware of the reports that the sender was potentially a former service member, but directed all inquiries to the Federal Bureau of Investigation, which has the lead on the case.
Similarly, a spokesman for the Naval Criminal Investigative Service directed all inquiries to the FBI.

A former Navy sailor has reportedly sent the two suspicious packages found in a Pentagon mailroom on Tuesday, a Fox News report claims.
Investigators told Fox that one of two envelopes, addressed to Defense Secretary James Mattis and top Navy officer Admiral John Richardson, initially tested positive for ricin contamination.
A return address on one of the envelopes pointed investigators towards the sailor, whose name has not yet been released.
The packages never actually made it into the Pentagon, but were intercepted at a remote mailroom in an adjacent building, after a tip from the White House. All mail to the Pentagon has been put under quarantine following the incident.
Similar packages were discovered on Tuesday at the Texas office of Senator Ted Cruz (R-Texas) and at the White House, addressed to President Donald Trump. The Texas package was found to be safe, while law enforcement officials have not yet confirmed whether the package addressed to Trump contained ricin or any other poison.
Ricin is a highly toxic substance extracted from castor beans, and has figured prominently as a bioweapon in a number of foiled terrorist plots.
The most recent incident involving ricin-laced mail in Washington, DC was in April 2013, when a Mississippi man mailed envelopes with the toxin to Senator Roger Wicker (R-Mississippi) and President Barack Obama.
The Pentagon's remote mail facility was set up after the 9/11 terrorist attacks and the subsequent anthrax scare, to ensure that letters and packages can be screened for dangerous substances before they enter the Defense Department's headquarters.

One man is in custody and a second is being sought after police recovered hundreds of stolen guns in suburban Midlothian, authorities said Tuesday.
The guns - nearly 370 .22- and .380-caliber firearms - had been stolen Sunday from a United Parcel Service distribution center in Memphis and were part of a shipment that was headed to Dallas, according to the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.
One man, Taveyan Turnbo, 18, is in custody and a second man, Roland Jackson, 24, of Chicago, is being sought in connection with the theft, according to ATF.

The FBI is investigating at the Pentagon after two packages believed to contain the poison ricin were sent to Defense Secretary Jim Mattis and Cheif of Naval Operations Admiral John Richardson.
The packages, which were delivered Monday, were intercepted as they were undergoing security screening at an off-site mail processing center before arriving at the Pentagon, according to spokesman Chris Sherwood.

As Russia expands its military activity in the North Atlantic and Europe, the United States is responding by reactivating the Navy's storied Second Fleet.
"There are some bad actors on the world's stage," fleet commander Vice Adm. Andrew "Woody" Lewis said during a ceremony at the fleet's home port of Norfolk, Virginia, according to the Navy Times.
"We call them competitors in our strategic documents. They intend to undermine and rewrite the order that America established at the end of World War II, and threaten the very birthright freedoms that we hold sacred."
The Second Fleet was created after World War II to counter Russia during the Cold War. Its most famous exploit was the blockade of Cuba ordered by President John F. Kennedy during the Cuban Missile Crisis.
In 2011, during the Obama administration's efforts to "reset" relations with Russia, the fleet was deactivated and its ships were reassigned to other commands.
At the Norfolk ceremony, Chief of Naval Operations Adm. John Richardson said, "A new Second Fleet increases our strategic flexibility to respond-from the Eastern Seaboard to the Barents Sea."
This ability to respond is in line with the National Defense Strategy. In remarks presenting the strategy, Defense Secretary Gen. Jim Mattis said in January, "Though we will continue to prosecute the campaign against terrorists that we are engaged in today, but Great Power competition, not terrorism, is now the primary focus of U.S. national security."
Of concern to the United States are the large amounts of oil and natural gas available to be exploited in the Arctic, the development of new sea lanes as Arctic ice melts, and Russia's wide-ranging and sophisticated submarines, armed with new missiles meant for striking land targets.
"We're not looking for a fight," Richardson said. "But the best way to avoid a fight is develop the most powerful and deadly and competitive Navy possible."

Bush, Lewis warned of foreign adversaries who intend to undermine American dominance, referring to (but not naming) Russia - which has vast military assets in the Arctic Circle, a region estimated to contain 15% of the world's remaining oil and up to 30% of natural gas deposits.

WASHINGTON (CNN) - The US officially re-launched the US Navy's Cold War-era Second Fleet Friday, a move that comes amid renewed concern over the threat posed by Russia.
"US Second Fleet has a storied history, and we will honor that legacy," Vice Adm. Andrew "Woody" Lewis, who took command of the fleet Friday, said during a ceremony marking the fleet's re-launch in Norfolk, Virginia.
Lewis said his goal was to "build a fleet that is ready to fight. Ready to fight so we don't have to."
"Second Fleet will enhance our capacity to maneuver and fight in the Atlantic, and as a result, help to maintain America's maritime superiority that will lead to security, influence, and prosperity for our nation," Adm. Richardson, the Chief of Naval Operations, said at the relaunch ceremony.
The fleet was originally established in the earliest days of the Cold War and was primarily tasked with supporting NATO in its stand-off with the Soviet Union.
It participated in some of that geopolitical conflict's most defining moments including the 1962 Cuban Missile Crisis when Second Fleet ships helped enforce the quarantine that prevented Soviet ships from reaching the island.
But the fleet was disestablished in 2011 to save costs and amid reduced tensions with Moscow following the Obama administration's proposed "reset" with Russia.
However the US has become increasingly concerned with Russia's military activities including its naval presence in the Atlantic Ocean.
NATO and US officials have said that Russian naval activity, including the use of submarines, is at its highest levels since the end of the Cold War. Officials are concerned that Russian submarines could pose a threat to US attempts to reinforce Europe by sea should a conflict take place between NATO and Russia.
Russia also recently sent a spy ship up the east coast of the US, and Russian Vladimir President Vladimir Putin has announced that Russia is seeking to develop an underwater nuclear-armed drone.
"Prompted in part by a resurgent Russia, the National Defense Strategy made clear that there are countries once again competing to define this era not in the interest of opportunity and equality for all, but on their very restrictive terms," Admiral John Richardson said.
"We're not looking for a fight, but the best way to avoid a fight is to have the most powerful and deadly and competitive Navy possible while strengthening our combined naval power in our alliances and expanding our maritime partnerships," Richardson added.
Officials say the fleet will work with the pre-existing naval units like Naval Forces Europe and the Fourth and Sixth Fleets while focusing on joint, integrated training and operations in "high-end of naval warfare."
The fleet will also once again help support NATO and the recently announced NATO Joint Force Command for the Atlantic which will be located in Norfolk, Virginia.

Navy Drops Case Against SEAL Eddie Gallagher's Platoon Commander
The Navy has decided to drop all charges against Lt. Jacob Portier, the former platoon commander for Navy SEAL Eddie Gallagher, who was recently found not guilty of killing a wounded ISIS fighter in a high-profile case that exposed poor preparation and potentially unethical practices by Navy prosecutors in the case.
Portier was accused of failing to report Gallagher's alleged war crimes up the chain of command. Gallagher was accused of stabbing a wounded ISIS fighter to death, as well as shooting at innocent civilians while on deployment to Iraq in 2017.
A small group of junior SEALs who had deployed with Gallagher made the allegations against Gallagher and Portier. However, during Gallagher's trial, the prosecution's star witness, another SEAL, admitted to killing the ISIS fighter, destroying the prosecution's case. The defense said the prosecution had simply not asked the SEAL how the fighter died.
Even before that, the prosecution had suffered other problems - including being caught sending spy software to Gallagher and Portier's defense attorneys and a journalist without a warrant. The lead prosecutor was dismissed just weeks before the trial over the spying.
Despite the prosecution's missteps, the Navy awarded the prosecutors and their staff with Navy Achievement Medals at a ceremony where the Navy judge in Gallagher's case and Portier's case attended. President Trump on Wednesday ordered the Navy to rescind those awards.
On Thursday, the Navy announced it was dropping charges against Portier.
"Chief of Naval Operations Adm. John Richardson today dismissed all charges in the case of Lt. Jacob Portier," said the statement.
