Pentagon working with SpaceX to cut off Russian military's illicit use of Starlink internet

WASHINGTON - The Pentagon is coordinating with SpaceX to identify and disable Starlink satellite internet terminals that have been illicitly acquired by Russian forces for use in their invasion of Ukraine, a senior U.S. defense official told Congress.
During a May 21 hearing of the Senate Armed Services Committee's strategic forces subcommittee, Sen. Elizabeth Warren (D-Mass.) pressed John Hill, the Pentagon's deputy chief of space policy, on whether SpaceX has been cooperating to ensure Russian troops do not operate Starlink terminals obtained from black markets in violation of U.S. sanctions.
Hill said SpaceX, which is owned by Elon Musk, has been "more than cooperative" and "forward leaning" in working to identify terminals in Russian hands and turn them off.
"Not only has SpaceX been very cooperative with the entire United States government and the government of Ukraine, they've been forward leaning in identifying and providing information to us," Hill told lawmakers.
Warren said it has been "concerning" that Ukrainian forces have reported Russia obtaining and using the SpaceX satellite internet terminals in occupied areas of Ukraine, despite sweeping U.S. sanctions aimed at crippling Russia's military capabilities.
Musk denied selling terminals to Russia, but lawmakers want to know SpaceX's policies for complying with sanctions.
The Massachusetts senator insisted that the use of Starlink internet services by Russian troops "poses a serious threat to Ukraine."
Warren asked Hill whether the Defense Department can identify all illicit Russian use of Starlink and completely shut down that capability.
Cat-and-mouse game
While the U.S. government and SpaceX have had some success working together to cut off identified terminals being used by Russian forces, Hill acknowledged it is an endless cat-and-mouse game because Russia keeps acquiring more terminals through black market channels as quickly as existing ones are turned off.
"I think we can continue to identify them or turn them off but I think Russia will not stop" trying to obtain more terminals illicitly, Hill said.
Warren questioned whether the Pentagon's next contract for Starlink services should specify requirements for SpaceX to prevent Russia's illicit use of the satellite internet network.
Hill said those operational details would be better addressed through a private briefing rather than in an open congressional hearing, citing the sensitive nature of the capabilities involved.
The back-and-forth highlighted the role of Starlink's satellite internet, which can connect from anywhere on the battlefield. It has been crucial for Ukraine's command-and-control and intelligence sharing.
"Russia's outdated communications have been a major contributor to their failures in Ukraine," Warren said. "Starlink obviously would be enormously valuable to the Russians.
It would provide Russia with secure communications that they sorely need, which would significantly erode Ukraine's advantage on the battlefield."
Hill said a lot of the information about Russia's use of Starlink has been shared by SpaceX via U.S. Space Command's "commercial Integration cell," a group of commercial satellite companies that work with the U.S. government. "We share information, including company proprietary information and classified information," said Hill. "As we share information, we can develop strategies to identify all the terminals which should be left on or which ones should be turned off."

"For a single activity, only a single agency will have oversight of that responsibility," added Kelvin Coleman, director of the FAA's Office of Commercial Space Transportation, or AST. "There is no situation where both the Department of Commerce and the Department of Transportation will have joint oversight responsibilities for a single activity."
Two other agencies offered their support for the Space Council's mission authorization proposal. "As NASA is increasingly a customer of commercial services, we really need greater clarity regarding who is responsible for authorizing and supervising commercial space activities," said NASA Deputy Administrator Pam Melroy. She said the proposal offered "a logical extension of the authorities of the Departments of Commerce and Transportation" to provide that authorization and supervision.
John Hill, deputy assistant secretary of defense for space and missile defense, noted the proposal would also give the Commerce Department the authorities it needs to handle civil space traffic coordination, allowing the DOD to focus its resources on the "inherent military aspects" of space domain awareness. "We urge your support."
One concern from industry about the White House mission authorization proposal is that giving even a subset of responsibilities to AST would further burden an office that is scrambling to keep up with a growing pace of commercial launches and reentries.
"Launch licensing is an intense process," Coleman said, but argued that mission authorization would be different because of a far lower risk to the uninvolved public that drives the rigor of the launch licensing process. "We envision a very light-touch approach."
In an interview after the hearing, Coleman said his office had not determined the level of staffing it would need to implement the mission authorization proposal from the White House, but noted it would likely follow existing procedures for payload and interagency policy reviews for launch licensing.
"I view authorization of these activities in sort of a different light than I would view licensing for a launch because the risks posed to the public is significantly different," he said. "I believe a light-touch approach is appropriate and there should be a commensurate amount of resources associated with that kind of approach."
At the hearing, some senators mentioned that they are working on a commercial space bill, yet to be introduced, that would offer their own version of mission authorization. They did not disclose details about their proposal, but industry officials said they expect it to differ from both the White House proposal and the House bill.

Israel & US Conduct High Altitude 'Arrow-3' Missile Defense Tests In Alaska
Following Iran's provocative test firing last week of its medium-range ballistic missile the Shahab-3, which is capable of hitting Israel, Prime Minister Benjamin Netanyahu announced on Sunday the successful test firing of Israel's own Arrow-3 ballistic missile shield over Alaska, tests previously considered secretive.
"The performance was perfect - every hit a bull's eye," Netanyahu, who doubles as defense minister, said in a statement following the three secret "live interception" tests held in coordination with the United States and the missile system's maker, Boeing Co. The Arrow-3 is touted as being able to shoot down incoming missiles in space, or while a hostile missile is still outside the earth's atmosphere, and is the "bottom tier" and longest range integration on top of the the short-range Iron Dome interceptor.
Specifically the Arrow-3 is designed to take out advanced ballistic missiles in Iran and Syria's arsenal. The tests were held in Alaska due to Israel not being considered a capable hosting site given the system's specifications, as well as likely the current soaring regional tensions with Iran.
"Today Israel has the capabilities to act against ballistic missiles launched at us from Iran and from anywhere else," Netanyahu said on Sunday. "All our foes should know that we can best them, both defensively and offensively."
"They were successful beyond any imagination. The Arrow 3 - with complete success - intercepted ballistic missiles beyond the atmosphere at unprecedented altitudes and speeds," the Israeli PM added. However, no details regarding what altitudes were reached during the testing were given.

During the Alaska tests the Israeli Arrow-3 missiles were also integrated with the US' long-range, very high-altitude active electronically scanned array surveillance radar which globally assists in early detection of hostile projectiles with a range up to 2,900 miles. As Reuters summarized:
Israel's Ministry of Defense said that, as part of the Alaska tests, Arrow-3 was successfully synched up with the AN-TPY2 radar - also known as X-band - which provides the United States with extensive global coverage. Israel hosts an X-band battery.
"We are committed to assisting the government of Israel in upgrading its national missile defence capability to defend the state of Israel and deployed U.S. forces from emerging threats," Vice Admiral John Hill, director of the Pentagon's Missile Defence Agency, said in a statement.
The Arrow-3 system, once fully integrated with the Iron Dome and the medium-range 'David's Sling,' will mark the highest level in Israel's multi-tiered missile defense network.

Williams got into the golf business with the help of another of his wife's political allies.
He got his entry in 1993, when the Los Angeles County Board of Supervisors entertained bids on a contract to run county-owned Chester Washington Golf Course in South Los Angeles.
One of the bidders, Alton Duhon, a black golf professional, said he knew in his gut he was wasting his time as soon as he saw Williams sitting with another group on the day they were to be interviewed by a ratings panel. Duhon said he was with his partners, two other African American golf course professionals, while Williams was with a white-owned major company, American Golf.
"I knew that meant they weren't going to go with us," Duhon said. "I knew he was bigger than I was. He's Mrs. Waters' husband. He's a football player. And his wife's got all the action."
Indeed, with Williams and Waters' son, Edward, as minority partners, American Golf got the panel's nod and the board's approval for the 20-year lease to run Chester Washington, which has a rich history as a training ground for top-flight African American golfers.

American Golf was to put in more than $700,000, according to a draft partnership agreement.
Rep. Waters has reported on her financial disclosure statements that her husband has earned between $140,000 and $400,000 since his group won the lease. The job of the minority partners was to help maintain good relations with the surrounding community, according to the draft. It said they were to have no active role in running the course.
Evans, who lends his name to a charity golf tournament, said he got his investment opportunity by approaching the then-president of American Golf. He said he has had little or no contact with his fellow minority partners. He said he has seen Williams around, but never met Edward, and has no idea how they became his partners.
