Former Speaker of the House of Commons John Bercow has admitted that he had a "handmaiden role" in helping to stop a clean-break Brexit.
Speaking to Italian newspaper La Repubblica, Mr Bercow denied that he had "stopped" No Deal, but confirmed: "I facilitated colleagues who wanted legally to stop the No Deal Brexit."
He added: "I think I had a handmaiden role if I can put it that way. But did I do the deed? I didn't do the deed. I facilitated those who wanted to do the deed."
Brexiteers had accused Mr Bercow of bias in the latter years of his decade-long tenure as Speaker after making questionable decisions that appeared to favour the plight of Remainer MPs trying to stop Brexit. In January, he was accused of ignoring parliamentary protocol by allowing MPs a vote on blocking No Deal in a manner reportedly contrary to the advice of Commons clerks.
Breaking the appearance of impartiality in 2017, he admitted he had voted Remain in the June 2016 referendum. Earlier this month, he then dropped any pretence of neutrality entirely and said - shortly after vacating his role - he thought the vote to leave the EU was "the biggest foreign policy mistake in the post-war period".
The former speaker reiterated that assessment during his interview with Italian media, and added that the UK leaving the EU is not a certainty, saying: "No, I don't think it's inevitable."
Conceding that he thinks Brexit "probably will happen" he, however, said: "Is it possible there could be another referendum? Yes, it is possible. It may not look that likely at the moment... if you ask me what I think about that, I think there is a compelling case for the public to be asked to give their final verdict."
"I don't see how having more democracy can be undemocratic," he added.

In a letter to Prime Minister Theresa May, Sir Alan Duncan resigned his post as foreign office minister, saying it was "customary" for ministers to step aside upon the changing of a PM, and added that it would free to "express my views" ahead of May leaving office.

Though many still refuse to believe that Brexit, or a no-deal Brexit, is even possible…..Duncan immediately tried calling for a vote that, through a series of technicalities, would have amounted to a de facto confidence vote in Johnson.
But Duncan was stymied by Speaker John Bercow, who blocked his bid.
But even if enough support for the next leader was registered in the vote, it might have exposed how shaky a Johnson government would be.

In an interview with the BBC, Duncan said he wanted the Commons to hold an effective confidence vote in Johnson on Tuesday, after Johnson is declared the new Tory leader, but one day before he is sworn in as PM. Some saw the maneuver as a long-time critic trying to undercut Johnson, but Duncan insisted he wanted Johnson's government to succeed.
But, Duncan argued, this would be the first time in living memory where a minority government changes PM mid-term. To avoid a "constitutional crisis," Duncan said he thought it was important to establish that Johnson had the confidence of the Commons.
Recent polls show Johnson is expected to defeat his rival, Jeremy Hunt, by a landslide.But with Duncan now the fourth minister to resign from May's government in recent days, the vote just underscores how tenuous Johnson's government's grip on power will be.
Duncan, who once served under Johnson when Johnson was Foreign Secretary, said he was "totally" loyal to Johnson when he was his deputy, but that he nonetheless had serious concerns about Johnson's ability to lead. He suggested that he believes Jeremy Hunt, Johnson's opponent and Secretary of State for Foreign and Commonwealth Affairs, would be the more competent leader, despite widely held expectations that Johnson will win a ballot of Tory members.
"When I was his deputy I was totally loyal. We never had an argument. I never bad mouthed him. So I've served both foreign secretaries. And I've no doubt which of the two is the more capable and more competent. So I have very grave concerns that he flies by the seat of his pants, and it's all a bit haphazard and ramshackle. But there's no personal animosity of any sort. I just think he's going to go smack into a crisis of government."

Brexit toxicity? Crimes in UK parliament soar by almost 50 percent in two years
The number of crimes reported in Britain's parliament, including assault, robbery, drug possession and blackmail, have increased by nearly 50 percent since 2016, according to figures released by the Metropolitan Police.
Data acquired by Sky News under the Freedom of Information Act shows that there were 578 crimes reported on parliamentary grounds in Westminster between 2016 and 2018. In total, 236 crimes were reported in 2018, a 45 percent rise on 2016 numbers (163 reports).
The number of threatening letters sent to MPs has more than doubled in that time amid concerns they're being targeted over their views on Brexit.

Donald Trump will pay his first state visit to Britain in June, nearly one year after he sparked controversy during his last trip to the UK by saying Prime Minister Theresa May's Brexit plan would "probably kill" a trade deal with the US.
British government figures confirmed the US president would make a state visit, one month after he heads to Japan for a state visit that will see him become the first world leader to meet the new Japanese emperor. The White House and Downing Street both declined to comment.
The formal invitation will come from the Queen, as required by protocol. Mr Trump also met Queen Elizabeth II during his visit to the UK last summer. The Queen had dinner last month with Woody Johnson, the US ambassador. The White House and Downing Street have been negotiating arrangements for the state visit since late last year.
The visit is expected to coincide with the 75th anniversary of D-Day, which will also see Mr Trump attend an event in France to commemorate the end of the second world war.
Some British media have speculated about the possibility of a banquet at Buckingham Palace and a carriage procession down the Mall. It remains unclear if Mr Trump will address parliament. John Bercow, the Speaker of the House of Commons, has so far refused to offer an invitation, and has previously said it was an "earned honour" and not a right.
The visit will raise the spectre of protests against the US president who remains unpopular in the UK. According to a recent poll by YouGov, 67 per cent of Britons maintain a negative impression of Mr Trump.
During his last visit to the UK, Mr Trump largely avoided central London due to the expected protests. Activists floated a six-metre helium-filled effigy of the US president - called the "Trump baby" blimp - in Parliament Square.

Speaker John Bercow told MPs to ignore the demonstration and continue with the debate as they stood in a line with their backsides pressed against the security glass.
Most were wearing only thong-style underwear which left little to the imagination.
Shocked MPs including former Labour leader Ed Miliband glanced up at the group as they stripped off behind the glass screen that separate the chamber from the public gallery.
Some of the protesters were singing Nelly the Elephant while under the gaze of Parliamentarians.
Savannah, an English literature student from Ladbroke Grove in west London, was one of the naked protesters.
She said: 'A bunch of people glued themselves to the window in the public gallery.
'Everyone stripped and two people were elephants and had climate crisis written on them.
'We were pointing at them as the elephants in the room of the Brexit debate.'
Twelve climate change protesters were later arrested on suspicion of outraging public decency, Scotland Yard said.

Europhile Tory MP Sir Oliver Letwin tabled the motion last week on a series of indicative (non-binding) votes, in what Remainers and soft-Brexiters believe will break the Parliamentary deadlock over the Withdrawal Agreement, which remains fundamentally objectionable to Brexiteers and the Northern Irish conservative-unionist Democratic Unionist Party (DUP).
17:00 UPDATE - Speaker of the House of Commons Rejects Brexiteer Options for Tonight's Vote
Speaker Bercow has selected four options for debate and vote which either tie the UK in close union with the EU or threaten to cancel Brexit altogether, rejecting other pro-Brexit options that include leaving the EU in a clean break without a deal on April 12th.
The motions selected are:
Option C where any deal or political declaration must include at least a customs union with the EU;
Option D, a 'Common Market 2.0' Norway-style relationship with the EU, including membership of EFTA, the Single Market, and the free movement of people;
Option E which would require a second, 'confirmatory,' referendum on the deal;
and Option G, that if a deal has not been agreed and MPs have rejected leaving without a deal, Article 50 must be revoked and Brexit cancelled altogether. (Further details of the motions can be read in the original reporting below.)
John Baron MP, who proposed motions A and B, brought a point of order to ask the Speaker to clarify his rationale, as motion A (coming out of the Irish backstop unilaterally) is new and has previously received a majority and B, leaving the EU without a deal, as it is "Actually the legal default position for us triggering Article 50."
Mr Speaker replied that as "we are acting in a negotiation with the European Union," it has been made clear by the EU that that reexamination of the backstop is not being offered by Brussels, saying, "It may or may not feature in the future, but in terms of trying to broker progress, now I did not think it would be the most sensible motion to choose at this time."
"In relation to the 'no deal notion'... the honourable gentleman is exactly right. It is precisely because it is the default position in law that having on the paper, in my view, is a rhetorical assertion [and] is a statement of fact, but it does not, in my judgement, require debate," Mr Speaker said.
Debating on the motions are set to continue until 8pm where votes will be made on ballot papers, with results to be revealed at around 10pm tonight.

MPs voted in favour of MPs taking over Brexit business, a motion tabled by Sir Oliver, on March 25th which the government said would set a dangerous and disruptive constitutional precedent.
However, of the overwhelming Remainer and soft Brexit options presented to the 650 lawmakers in the first set of indicative votes on Wednesday, parliament voted against everything.
Given Remainers were unable to coalesce around one way of stopping Brexit, Sir Oliver & co is pushing for further votes today. MPs are set to approve the business motion at 3:30pm with Wednesday blocked off for similar debates.
After the vote on the business motion, MPs will debate the options until 8pm where they will make their choices on ballots papers, all results to be revealed by Speaker of the House of Commons John Bercow in one statement.

Prime Minister Theresa May has announced that she has written to the EU to request a short extension to Article 50, insisting that she is not prepared to "delay Brexit any further than June 30."
Addressing a raucous group of British lawmakers in the House of Commons during PMQs, May confirmed that she had written to European Commission President Donald Tusk on Wednesday morning to request the short delay.
Labour leader Jeremy Corbyn slammed May's Brexit announcement, claiming that "We're now in the midst of a full-scale national crisis."
Corbyn accused the PM of "incompetence" and "failure" over Brexit, insisting that the prime minister "has no plan" before asking May whether she will meet him to sort out the Brexit mess - to which May could give no direct answer.
SNP Westminster leader Ian Blackford issued the PM with a veiled threat to hold another Scottish independence referendum "if Westminster fails," unless her Tory government agreed to a second EU referendum.
Blackford's SNP colleague, Pete Wishart, branded May "Weak, weak, weak," after claiming her Brexit deal now "lies in tatters."
Jean-Claude Juncker, the president of the EU Commission, has reaffirmed Brussels' position on a possible extension to Article 50. He has insisted that a deal needs to be signed off between the UK and EU before European Parliament elections on May 23.
Junker claims this is necessary, otherwise the UK has to participate in those elections. It means May runs the risk of the EU not granting an extension to June 30, but to May 22.
In her letter to Tusk, May blames UK parliamentarians and House Speaker John Bercow for the delay request. The PM goes on to express her hopes that the EU27 will ratify concessions she received from Juncker last week. She then intends to bring her deal back to parliament for a third meaningful vote, before leaving the bloc by June 30.
Since the withdrawal deal was agreed between May and the EU back in November, it's been comprehensively rejected twice by the House of Commons, leaving the prime minister humiliated and, seemingly, on the brink of being ousted as leader.

He relies on a 17th century convention which specifies that a text already rejected cannot be represented during the same parliamentary session. Theresa May must therefore, in a few days, amend the agreement in order to be able to submit it once again to the vote of the parliamentarians, which seems complicated given that Brussels still excludes renegotiating it. Brexit Secretary Steve Barclay says a new vote this week is "unlikely". "A no deal is better than Mrs May's agreement, but Mrs May's agreement is better than not leaving the EU" said ERG (Group of Eurosceptic Conservative MEPs) President Jacob Rees-Mogg. Theresa May said she will "find a way through" to organize a third vote, according to The Independent. Stephen Barclay, the Brexit secretary, said she would attempt to get around the Speaker's ruling by arguing she had secured changes, such as the EU agreeing an extension to Article 50 to delay Brexit day.
How long will the Fed be patient? Tomorrow's Fed press conference will be closely followed by investors, who expect a status quo on rates, possible announcements regarding the reduction of its balance sheet, new economic prospects and more details on its timetable.
New IMF loan to Argentina. The institution has decided to release nearly $11 billion to enable the second largest South American power to revive its growth, stabilize its currency and control its inflation. It had already paid $7.6 billion last December as part of the $56.3 billion assistance plan it provided last year.
In other news. China is committed to importing "very attractive" quantities of US agricultural products as part of the "dynamic" trade negotiations (Sonny Perdue, US Secretary of Agriculture). Swiss exports reached a new monthly record of CHF 19.4 billion (+2.3% compared to January). During his visit to Washington, the French Defense Minister took the opportunity to express Europe's concern about the sustainability of the United States' engagement in NATO.

Remainer Speaker Bends Rules so MPs Can Vote to Disrupt No Deal Brexit
Members of Parliament have challenged Speaker of the House of Commons John Bercow for allowing a vote on an amendment intended to derail a "No Deal" Brexit, in what may be construed as a breach of Commons precedent.
It is widely expected that Prime Minister Theresa May's EU Withdrawal Agreement will be voted down next week, which would leave No Deal as the default Brexit option. Current rules dictate that Mrs May would have to make a statement within 21 days on the Government's plan of action, with a Commons vote in the following seven days.
However, Mr Bercow accepted a business motion amendment from Dominic Grieve, ad hoc leader of the anti-Brexit rebels within the Tory Party, calling for the Government to go back to Parliament within just three days of the "meaningful vote" - to give MPs an opportunity to try and block a No Deal Brexit, by all accounts.
Combining with the left-wing opposition parties, the Tory europhiles were able to pass the amendment in the teeth of Government and Democratic Unionist Party (DUP) resistance, by 308 to 297.
A Government source speaking to The Times said Bercow allowed the amendment despite Commons clerks, whose job it is to advise the Speaker on Parliamentary procedure, telling him that amendments should not have been allowed.
Other sources expressed their shock, telling the newspaper of record that they believed the motion was "bomb proof," with even those in favour of the Grieve amendment sure it would never be accepted.
Mr Grieve had tabled the amendment Tuesday night after pro-EU MPs had passed an amendment to the Finance Bill designed to prohibit spending on No Deal preparations without authorisation from Parliament - which is dominated by Remainers and largely opposed to No Deal.
Following Prime Minister's Questions, the Speaker defended his decision, saying: "It is the long, established practice of this House that the Speaker in this chair makes judgements upon the selection of amendments and those judgements are not questioned by members of the House.
"I am clear in my mind that I have taken the right course."

In what will likely plunge the already fraught US-UK 'special relationship' into further doubt, the US Embassy in London has felt the need to warn its own citizens over upcoming protests against Donald Trump's visit this week.
US President Donald Trump is set to land in London on Thursday for a three-day visit to the UK. Demonstrations against his much-delayed visit are planned across the country, with more than 55,000 expected to hit the streets of London.
The US Embassy has now issued a set of guidelines to US citizens ahead of the mass protests, which include keeping a "low profile" and staying alert if in the proximity of the crowds, as they may "become violent."
The issuing of safety guidelines goes to show just how much the 'special relationship' between the two historical allies has soured over the past year.
May first invited Trump when he was sworn in as president back in January 2017. If he does finally make it to the UK this week, it means it will have taken him 18 months to finally land in the country.
News of a potential visit was met with widespread opposition, with up to 1.8 million people signing a petition calling on May to rescind the invitation as it would otherwise be an "embarrassment to Her Majesty the Queen."
Commons Speaker John Bercow also opposed Trump visiting Parliament, citing his "sexist" and "racist" policies.
Stripped of all the pomp of a full state visit, it seems that Trump will largely avoid the streets of London by meeting the PM at her country residence at Chequers, as well as the Queen at Windsor Castle.
In June 2017, Trump reportedly told May he wanted to postpone the visit until Britons supported his arrival. This remark came following comments Trump made about London Mayor Sadiq Khan in the aftermath of the London Bridge terrorist attack, which killed seven.

The past month has seen talk of "constitutional crisis" on both sides of the Atlantic. In the United States, President Trump's use of a national emergency to fund his proposed border wall led 12 Senate Republicans, wary of creating a precedent for executive overreach, to join with Democrats on a bill to block his executive order. After Trump vetoed the bill, Speaker Nancy Pelosi declared, "The president has decided to be in defiance of the Constitution, to deface it with his actions."
Across the Atlantic, the United Kingdom's constitutional crisis hinges on Prime Minister Theresa May's determination to take the country out of the European Union. Although May's government and the E.U. have agreed to a deal on the terms of Britain's departure, which had been scheduled for this Friday, the prime minister has thus far failed to secure necessary parliamentary approval for the agreement, losing two votes on the deal by historic margins. Last week, it looked as if she might finally have had the votes - but then Speaker of the House of Commons John Bercow invoked a precedent dating back to 1604 and refused to allow a third vote. His assertion of parliamentary sovereignty in the face of executive prerogative has provoked a constitutional crisis in Britain, a country where the balance of power has historically rested firmly with the executive.
The emergence of an empowered executive in the United States and a defensive one in the United Kingdom signals a remarkable reversal of historical roles. Traditionally, the prime minister, chosen for her ability to command a parliamentary majority, towers over the legislative branch. The U.S. system was explicitly designed to be the reverse: The founders drafted the Constitution to ensure that the president would not wield the unchecked power of the British executive. And yet we are now in the paradoxical position where the U.S. president seems, for the moment, to have outmaneuvered Congress, while the British speaker has put the prime minister in temporary check.

Speaker John Bercow has thrown his biggest curve ball yet at the Brexit process, moving to block the Government bringing back another Meaningful Vote to the Commons. Bercow said the Government must now meet the test of "substantial changes" in order for a new meaningful vote motion to be tabled. His rationale for allowing MV2 was that it "could credibly be argued that it was a different proposition" from the first. Suddenly the Speaker has decided that he cares about Erskine May.
