Top intel official leaving post
A top intelligence official is leaving her post at the Office of the Director of National Intelligence (ODNI), the agency announced Friday.

Deirdre Walsh, who over a decade has filled several ODNI roles including chief operating officer, said in a statement to Politico that "I have served in this challenging role for nearly three years and look forward to taking on my next opportunity."

The ODNI did not immediately respond to a request for comment from The Hill.

It is unclear who will replace Walsh, who, according to her bio, worked on "orchestrating all transformation activities and effecting governance processes that will improve how information is presented in organizational decision-making."
The news comes the same day as Richard Grenell, the acting director of national intelligence, announced a list of organizational changes. Among the changes announced Friday are a phasing out of ODNI's Directorate of National Security Partnerships and combining four different ODNI organizations focused on cyber into a single cohort called "the IC Cyber Executive."

Walsh has garnered allies on Capitol Hill, particularly during her tenure from 2014-18 as the ODNI's congressional liaison.

ODNI has gone through several rounds of senior departures, including principal deputy director Sue Gordon; former acting Director of National Intelligence Joseph Maguire; principal executive Andrew Hallman; general counsel Jason Klitenic; chief of staff Viraj Mirani; and Intelligence Community Inspector General Michael Atkinson, who was ousted by President Trump.

Former Nunes (R-CA22) staffer tapped for Deputy position to replace outgoing ODNI, COO

A top career official is leaving the Office of the Director of National Intelligence, the agency confirmed on Friday.

Deirdre Walsh, who spent more than 10 years at ODNI - most recently as chief operating officer - said in a statement provided through an ODNI spokesperson: "I have served in this challenging role for nearly three years and look forward to taking on my next opportunity."

It is unclear who will replace Walsh, who was the office's first COO. Her work included "orchestrating all transformation activities and effecting governance processes that will improve how information is presented in organizational decision-making," according to her bio.

A staffer who worked under Rep. Devin Nunes (R-Calif.) on the House Intelligence Committee also recently joined ODNI to serve as a deputy to the COO.

Nick Ciarlante, who interned in Nunes' congressional office before joining the intelligence committee and working on the ODNI portfolio there, started the new job this week, two people with knowledge of the move said.

Richard Grenell, the acting director of national intelligence, also announced a series of other organizational changes on Friday, including phasing out of ODNI's Directorate of National Security Partnerships and merging four previously separate ODNI organizations focused on cyber into a single organization dubbed "the IC Cyber Executive."

Walsh is well-respected in the intelligence community and on Capitol Hill - she served as ODNI's director of legislative affairs from 2014 to 2018 - and has been instrumental in helping shepherd Rep. John Ratcliffe (R-Texas) through the confirmation process to replace Grenell as permanent director, the sources said.

Ratcliffe had his confirmation hearing in front of the Senate Intelligence Committee on Tuesday and is expected to be confirmed.

ODNI has seen a wave of senior departures over the last year, including principal deputy director Sue Gordon; Joseph Maguire, Grenell's predecessor as acting director; principal executive Andrew Hallman; general counsel Jason Klitenic; chief of staff Viraj Mirani; and Intelligence Community Inspector General Michael Atkinson, who was fired by the president. ODNI's chief information officer, John Sherman, also left last month.

Jason Klitenic, ODNI general counsel: Klitenic joined Holland & Knight in 2010 and led its national security team in Washington.

Klitenic, who is the brother-in-law of FBI Director Christopher Wray, was also on the Trump transition team.

Klitenic got a shoutout from Wray at the FBI director's confirmation hearing in 2017, when Wray thanked Klitenic and his wife Kate by name.

"A commitment like this affects the whole family, and I have no words to adequately express my gratitude to all of them," Wray said at the time.

Klitenic in July 2017 reported receiving $828,483 from Holland & Knight in salary and bonus, according to his financial disclosure form.

He's no stranger to working with federal agencies, as Klitenic previously worked with the Homeland Security, State and Defense departments. Since joining ODNI, he's likely to have regularly coordinated with the Justice Department, as he has during the whistleblower controversy.

Klitenic is now in the spotlight for letters he wrote to the House and Senate Intelligence committees earlier this week, on behalf of ODNI. In the letters, he argued that a whistleblower complaint sought by the House panel did not have to be shared with Congress because it didn't reach the statutory standards needed for disclosure.

During his confirmation hearing in 2017, Klitenic told Senators in his opening statement: "I also believe strongly in my responsibility, if confirmed, to keep the Congress fully and currently informed and my responsibility to support your oversight over the IC. The IC's unique missions are often practiced in secrecy, to protect critical sources and methods in support of our national security."

The top lawyer for the intelligence community, who played an integral role in the decision to keep from Congress the whistleblower complaint that sparked the impeachment inquiry into President Trump is leaving his post, CBS News has learned.

Jason Klitenic, general counsel for the Office of the Director of National Intelligence, will step down from his position next month and return to the private sector, the office, which oversees the 17 intelligence agencies, said. Klitenic has served as the top lawyer for the intelligence community since August 2018 after he was unanimously confirmed by the Senate.

Klitenic's departure comes alongside the looming March 11 deadline for Acting Director of National Intelligence Joseph Maguire to either be nominated for the position formally by Mr. Trump or replaced.

The general counsel for the Office of the Director of National Intelligence is the latest high-level executive branch employee to announce his resignation.

Jason Klitenic confirmed that he would be leaving the office to return to the private sector, according to Politico. Democrats heavily criticized Klitenic over his decision not to pass the whistleblower's complaint about President Trump's phone call with Ukraine onto Congress. The report had been deemed "urgent" by an agency watchdog, but Klitenic referred the report to the Department of Justice, which disagreed with the "urgent" qualification.

The attorney defended his decision not to turn over the whistleblower's report, which led to Trump's impeachment in the House, because he felt that separation of powers allowed him to consult with the Justice Department before turning over the report to Congress. The law requires that if the report is deemed "urgent," but Klitenic argued that watchdogs should not be given "unilateral right to forward a complaint to the congressional intelligence committees."

Klitenic eventually turned over the whistleblower's report to Congress after House Intelligence Committee Chairman Adam Schiff was told about the report and demanded to see it.

The attorney will leave the department in early March, just before acting Director of National Intelligence Joseph Maguire approaches his March 11 term deadline. Maguire can only work as an "acting" director for a set amount of time. Trump's nominee to replace him, Texas Rep. John Ratcliffe, withdrew from the nomination, leaving the seat in limbo as Trump works to either choose a nominee to be approved by the Senate or to name a new acting director.

Klitenic is planning to exit ODNI in early March, the news outlet reported, adding that it is unclear what led to his departure from the agency. ODNI did not immediately return a request for comment from The Hill.

Klitenic's announced departure comes less than a month before the deadline for acting Director of National Intelligence (DNI) Joseph Maguire to exit his position. A federal law that limits how long an official can serve as acting DNI prevents Maguire from serving past March 11.

Maguire and Klitenic's decision to block the dissemination of a government whistleblower complaint that Intelligence Community Inspector General Michael Atkinson deemed "urgent" sparked outrage from Democratic lawmakers last September.

The complaint, which was later released publicly, focused on Trump's dealings with Ukraine and alleged that the president had pressured the nation to announce investigations of his political rivals. It was at the center of the House's eventual vote to impeach Trump.

Klitenic said in a letter to Atkinson at the time that Maguire consulted with the Justice Department and determined that the complaint was not authorized for congressional disclosure because it "did not concern allegations of conduct by a member of the Intelligence Community or involve an intelligence activity under the DNI's supervision."

House Intelligence Committee Chairman Adam Schiff (D-Calif.) requested the whistleblower complaint after first learning that Atkinson dubbed it "urgent." But Klitenic later responded by noting that DNI had consulted with the Justice Department and determined that the documents did not meet the criteria for public disclosure.

"Based on those consultations, we determined that the allegations did not fall within the statutory definition of an 'urgent concern' and that the statute did not require the complaint to be transmitted to the intelligence committees," Klitenic said in a September letter to House and Senate Intelligence committee leaders.

He also said in that letter that the contents of the complaint included "potentially privileged communications by persons outside the Intelligence Community."
