The RCMP is investigating Prime Minister Justin Trudeau, former Finance Minister Bill Morneau and others for obstruction of justice in the SNC-Lavalin scandal, Democracy Watch reported Monday.
Trudeau could face up to 10 years in prison if charged and convicted of the offense.
During Monday's Question Period in the House of Commons, the Opposition MP Dane Lloyd (CPC-Sturgeon River-Parkland) asked whether Trudeau or any of his cabinet members were under RCMP investigation. Government House Leader Mark Holland (Liberal-Ajax) rose to answer the question but his answer was inaudible. When he was asked a second time, Holland claimed he had already answered the question.
The conservative political and media watchdog filed an Access to Information request with Canada's national police force on July 27, 2022. The RCMP responded on May 25, 2023 that it has an ongoing investigation into Trudeau, Morneau, assorted staffers and former Clerk of the Privy Council Michael Wernick, Canada's top bureaucrat.
The SNC-Lavalin scandal took down two key ministers in the Trudeau cabinet as well as Trudeau's principal secretary, Gerald Butts.
The issue exploded in February 2019 when then-Attorney General and Justice Minister Jody Wilson-Raybould said Trudeau's office had tried to bully her into intervening in a fraud and corruption court case against Quebec contractor SNC-Lavalin, a major source of jobs and votes in the province.
Wilson-Raybould taped her conversations with Trudeau and appeared before the House of Commons Justice Committee to say that she felt pressured by Trudeau to intervene in the criminal prosecution of SNC-Lavalin. After she resigned from Trudeau's cabinet, former Treasury Board Secretary and Minister of Health Jane Philpott also quit the federal cabinet, specifically citing the SNC-Lavalin scandal as the reason for her departure.
Trudeau then ejected both of them from the Liberal caucus. As she resigned, Philpott declared that Canadians needed to know "the whole truth" about the affair.
The RCMP's response letter, letter to Democracy Watch is 96 pages long and says that "a review of the records revealed that this matter is currently under investigation." All but 10 of the pages are redacted because, as the police force explains, the case remains under investigation. The RCMP has not commented on any SNC-Lavalin investigation since Aug. 14, 2019, when it would only confirm that it was assessing the potential for criminal charges.

Former SNC-Lavalin executive found guilty of Libya corruption charges
A former senior executive of Canadian engineering and construction giant SNC-Lavalin was found guilty Sunday of corruption and fraud charges related to the company's dealings with the family of the late Libyan dictator Moammar Gadhafi.
After three days of deliberations, a jury in Montreal found Sami Bebawi, former head of SNC-Lavalin's international construction division, guilty of all five charges he faced, including fraud, corruption of foreign officials and laundering of proceeds of crime.
So far, the 73-year-old former executive is the only SNC-Lavalin official to have been convicted in the case.
Sentencing hearings are scheduled to begin on Thursday.
The Montreal-based company, which found itself at the centre of a political scandal earlier this year, is facing separate charges related to the corruption scheme in Libya.
Prosecutors presented Bebawi, 73, as a key figure in an elaborate scheme to bribe Libyan officials, including one of Gadhafi's sons, Saadi Gadhafi, in exchange for lucrative construction contracts in the oil-rich North African country.

Prosecutors alleged that SNC-Lavalin created a shell company and transferred about $113 million to its accounts.
According to the prosecution's star witness, Riadh Ben Aissa, another former SNC-Lavalin executive and a former subordinate of Bebawi, the money was intended mainly for Saadi Gadhafi.
Between 2001 and 2011, SNC-Lavalin won contracts in Libya totalling at least $1.85 billion.
SNC-Lavalin is accused of paying $47.7 million in bribes to public officials in Libya between 2001 and 2011. SNC-Lavalin, its construction division and a subsidiary also face one charge each of fraud and corruption for allegedly defrauding various Libyan organizations of $129.8 million.
The company says it intends to vigorously challenge the charges.
"SNC-Lavalin is focused on its business and delivering results, and will not comment on past or pending court proceedings," the company said Sunday in a statement.
SNC-Lavalin opts for judge-only trial in corruption case
Being found guilty could have grave consequences for SNC-Lavalin because it could find itself blacklisted and shut out of lucrative federal contracts for a period of 10 years as well as undermining its international business opportunities.
The engineering and construction firm has been at the centre of a political controversy following accusations by former attorney general Jody Wilson-Raybould that top government officials pressured her to overrule federal prosecutors and negotiate a deferred prosecution agreement (DPA) with the company.
The DPA would allow the company to pay a fine rather than face a criminal trial.
Wilson-Raybould resigned from cabinet in February following media reports that her demotion from the justice portfolio to veterans affairs in a January cabinet shuffle was caused by her refusal to intervene in the criminal prosecution of SNC-Lavalin.
Former Treasury Board President Jane Philpott also resigned from cabinet, saying she lost confidence in the government's handling of the affair.
The scandal also resulted in the resignation of Trudeau's principal secretary Gerald Butts and the early retirement of Michael Wernick, the former clerk of the Privy Council.

When Canadian Prime Minister Justin Trudeau took office in late 2015, he was a political golden boy who seemed destined to build on the legend of his father, who led the country for more than 15 years.
But six months ahead of an October election, polls suggest the 47-year-old politician with the broad smile and a penchant for colorful socks could become the first prime minister to lose power after a single majority mandate since the 1930s.
Trudeau is mired in a relentless scandal over alleged interference in a corporate corruption case that has led to the resignations of two Cabinet members, his top advisor and the head of the federal civil service.
The ruling Liberals have lost 6 percentage points since the start of the year, ceding the lead to the rival Conservatives, according to a Nanos Research poll published on Tuesday.
If an election were held now, the Conservatives would win 34.9 percent of the vote, the Liberals 32.8 percent and the left-leaning New Democratic Party 16.6 percent. The poll suggests the result would be deadlock or a fragile minority government.
"The Liberals have taken a hit, but they're still competitive," said pollster Nik Nanos. "The most significant effect has been the negative impact on the prime minister's personal brand."
An Ipsos poll from last month put the Conservatives at 40 percent, 10 points ahead of the Liberals.
Trudeau, the oldest son of the late Prime Minister Pierre Trudeau, has from the start pushed a progressive agenda in support of gender equality, the environment and aboriginal rights, all issues that appeal to his core voters, but which after more than three years sound increasingly scripted to some.
Trudeau is not helped by the optics of the scandal involving SNC-Lavalin Group Inc, a prominent Montreal-based engineering and construction firm that has been accused of bribing Libyan officials to get contracts between 2001 and 2011.
The prime minister has been on the defensive over allegations government officials inappropriately pressured Canada's former Justice Minister Jody Wilson-Raybould to drop a criminal case against the company in favor of a deferred prosecution agreement, or out-of-court settlement.
Wilson-Raybould, the first indigenous justice minister in Canadian history, resigned over the scandal. Former Treasury Board chief Jane Philpott also quit in protest. They were two of the highest-profile women in Trudeau's Cabinet.

Canadian Prime Minister Justin Trudeau can't seem to get out of his own way.
Just as the furor from what's become known as the SNC-Lavalin scandal was dying down, Trudeau has given two of his former cabinet ministers who were at the center of the drama reason to revive it. Former Treasury Board minister Jane Philpott, who resigned from Trudeau's cabinet in protest after the scandal broke, has asked the speaker of Canada's House of Commons to rule that Trudeau violated Canadian law when he unilaterally expelled her and former Justice Minister and AG Jody Wilson-Raybould from the Liberal Party caucus last week.
According to the Globe and Mail, a law called the Parliament of Canada Act - which was amended in 2015 to include a process for expelling members from a party caucus - stipulates that a caucus vote via secret ballot must be held before an MP can be ejected. Trudeau didn't hold a vote before effectively exiling the two dissident women from the party last week.
Trudeau told journalists last week he made the decision to oust them, saying "I have taken the decision to expel the honourable members from caucus."
For those who haven't been following the scandal, it started when the Globe and Mail reported earlier this year that Trudeau had pushed Wilson-Raybould out of his cabinet by demoting her to a lesser position after she refused to offer SNC-Lavalin, a Quebec-based engineering firm accused of corruption for bribing Libyan government officials, a deferred prosecution in accordance with the PM's wishes. During testimony before a Parliamentary committee, Wilson-Raybould described a campaign of inappropriate political pressure carried out by employees in Trudeau's office and the privy service, supposedly at the direction of the PM.
When Wilson-Raybould refused, she was moved during a cabinet shakeup. Wilson-Raybould has alleged that Trudeau was concerned about job losses in his home constituency in Quebec should SNC-Lavalin be stripped of its ability to win government contracts. The prime minister has maintained that he did nothing wrong, and that he told Wilson-Raybould that the decision was ultimately hers to make.
Adding a layer of irony to the situation, both MPs, who resigned from Trudeau's cabinet in March, were part of the new wave of more diverse MPs elected in 2015, and were part of the "gender balanced" cabinet appointed by the PM in 2017 after his electoral victory. Trudeau's treatment of the two has prompted accusations that Trudeau is a "fake feminist" - claims that will undoubtedly be bolstered by the fact that he violated the law to discriminate against them.
With the party's standing in the polls sliding due to the scandal, the Liberal majority has nevertheless rallied around their leader, recently blocking two Commons committee investigations into the scandal.
The opposition, meanwhile, has called on Trudeau to resign. But without any pressure from within his own party, it's unlikely that he will acquiesce to these demands.

The lawmakers are viewed either as dissident troublemakers or as principled whistle-blowers, so the prime minister is trying to change the channel to an issue on which he feels he's an unambiguous winner: climate change.
"The best thing the prime minister can realistically do in the short term is get out of the news and focus back on his agenda," Nik Nanos, chairman of Nanos Research, said in an interview.
The pollster's latest surveys show Trudeau's Liberals and the opposition Conservatives tied at 35 percent ahead of an election this fall. The governing party's support seems to have leveled off but Trudeau's personal approval ratings are still falling, Nanos said. "We're headed to a minority government."
Canada's 2015 election was a three-horse race between the Liberals, former Prime Minister Stephen Harper's Conservatives and the left-leaning New Democratic Party under Thomas Mulcair. But this year's vote is shaping up as a head-to-head fight between Trudeau and Harper's successor, Andrew Scheer.
Hearings into the scandal have shown that Trudeau and aides had a series of conversations with his then-justice minister, Jody Wilson-Raybould, and her staff over whether to help SNC-Lavalin settle a fraud and corruption case dating back to its work in Moammar Qaddafi's Libya. Issuing a directive to seek a deferred prosecution agreement would shield the firm from a potential conviction and subsequent ban on federal government contracts.
The controversy hinges on Wilson-Raybould's allegation that the interventions amounted to judicial interference. Trudeau and his aides, however, say they were just trying to stave off job losses, and chalk it all up to the normal operations of government.
Wilson-Raybould was a star recruit to federal politics in the Pacific Coast battleground of Vancouver in 2015 who went on to become Canada's first indigenous justice minister. She quit cabinet after being shuffled to a lesser role at the beginning of the year, and was soon followed out the door by another top rookie minister, Jane Philpott.

The two-month old scandal centers on Jody Wilson-Raybould, who in February said officials had leaned on her while she was justice minister last year to ensure construction company SNC-Lavalin Group Inc escaped a corruption trial.
Former Treasury Board chief Jane Philpott resigned her post because she disagreed with how Trudeau had handled the matter. He turfed both women from the Liberal caucus on Tuesday in a bid to end a scandal which is undermining his support ahead of a federal election in October.
"There is very good evidence that there were attempts to have political interference with a very serious criminal trial," Philpott said in an interview with Canadian Broadcasting Corp.

Wilson-Raybould was shuffled from her role earlier this year. She alleges the decision was made because of her decision not to intervene in the SNC-Lavalin case. Philpott resigned from cabinet shortly afterwards, her resignation letter citing a lack of confidence with the current government over the way it handled the affair.

A majority of Canadians are keeping tabs on the SNC-Lavalin affair and that doesn't bode well for Prime Minister Justin Trudeau, according to a new Ipsos poll conducted exclusively for Global News.
If an election were held tomorrow, Trudeau would receive only 31 per cent of the decided popular vote - down three points from a couple of weeks ago - while Conservative Party Leader Andrew Scheer would receive 40 per cent, according to the poll of 1,000 Canadians carried out between March 1 and March 4.
That's the biggest lead the Conservatives have had since the previous election campaign - and that's despite the fact that the polling data was obtained before Treasury Board President Jane Philpott resigned from Trudeau's cabinet on Monday, following in the heels of former attorney general Jody Wilson-Raybould and principal secretary Gerald Butts.
"This is the first time we've actually seen the Conservative Party resuscitated and looking like they could potentially form the government," said Darrell Bricker, CEO of Ipsos Public Affairs.
"The Liberals, on the other hand, have been dropping precipitously over the space of the last few weeks. The question is have they hit bottom yet?"
The national approval figures are mirrored in Canada's largest province, Ontario, where the Conservatives sit at 40 per cent, nine points over the Liberals, who are at 31 per cent.
Crucially, the Tories enjoy a commanding lead in the vote-rich 905 region surrounding Toronto.
"The Conservatives have over a 20-point lead in the 905, which has the most seats that swing back and forth in any election campaign," said Bricker.
"With that kind of lead, they're set to sweep the 905. If they sweep the 905, they probably win the election."
The Trudeau Liberals' prospects in Quebec also look dim. The Liberals had a 13-point lead over the Conservatives in Canada's second-most populous province only two weeks ago, but that lead has since been slashed by half.
The Liberals now have the support of 35 per cent of Quebecers, with the Conservatives at 29 per cent and the Bloc Quebecois and NDP well behind at 19 per cent and 14 per cent respectively.
The polling also reveals that the ongoing SNC-Lavalin affair is directly responsible for Trudeau's flagging support.
Sixty-four per cent of Canadians say they're now following the issue - that's 15 points up from two weeks ago.
Most of them also say they believe the issue deserves all the attention it has been getting, compared to less than a third who say the matter is being blown out of proportion.

Treasury Board President Jane Philpott, a member of Canadian Prime Minister Justin Trudeau's cabinet, resigned her post on Monday because she "lost confidence" in the administration's handling of the SNC-Lavalin scandal.
In her resignation letter, Philpott declared herself a true believer in Trudeau's agenda but said her confidence in his leadership was shaken by former Justice Minister Jody Wilson-Raybould's testimony that she was improperly pressured to avoid prosecuting engineering giant SNC-Lavalin for corruption.
"The solemn principles at stake are the independence and integrity of our justice system. It is a fundamental doctrine of the rule of law that our Attorney General should not be subjected to political pressure or interference regarding the exercise of her prosecutorial discretion in criminal cases," Philpott wrote.
Perhaps the most cutting line in Philpott's letter of resignation was when she declared, "There can be a cost to acting on one's principles, but there is a bigger cost to abandoning them."
Wilson-Raybould herself resigned abruptly in February. She hailed Philpott as "incomparable" on Monday and saluted her "constant and unassailable commitment to always doing what is right and best for Canadians."
Trudeau's top aide and close friend Gerald Butts resigned later in February, insisting there was no wrongdoing in the effort to protect SNC-Lavalin from prosecution, but he will return to the spotlight on Wednesday to testify before the House of Commons Justice Committee.
The Toronto Sun on Monday judged Butts may have become the key figure in the battle for Trudeau's political survival, saying:
The most damning evidence put forward by Wilson-Raybould is from two text messages her chief of staff, Jessica Prince, sent to her following meetings she had with the PMO [Prime Minister's Office]. Butts apparently told her "there is no solution here that does not involve some interference."
Trudeau Chief of Staff Katie Telford apparently also told her "we don't want to debate legalities anymore."
Both of these - the Butts one in particular - suggest they knew what they were doing was not in line with the law, yet didn't care.
The Conservative and NDP MPs on the committee will need to grill Butts on these issues. Canadians want answers.
In other words, Butts' testimony may determine whether Trudeau's efforts to protect SNC-Lavalin are upgraded from "inappropriate" to "illegal."
Trudeau's defense strategy appears to depend on carefully chipping away at Wilson-Raybould's credibility without flatly accusing her of lying, a strategy that will presumably widen to include Philpott as well. According to the latest polls, it's not working - Trudeau's numbers are collapsing, Canadians say they are following the story closely, and some 67 percent of them believe Wilson-Raybould instead of Trudeau.

One of Prime Minister Justin Trudeau's most trusted ministers announced on Monday that she planned to resign from his cabinet following damning testimony last week from her close friend, former Justice Minister Jody Wilson-Raybould, with whom she was closely allied when the two served in the cabinet together.
Jane Philpott, Trudeau's now-former president of the Treasury board, tweeted a statement announcing her resignation Monday afternoon. In it, she said that, after "serious reflection", she had decided to do the right thing and resign from the government, in keeping with her "ethical responsibilities and constitutional obligations."
Philpott went on to explain that the constitutional convention of cabinet solidarity means ministers must defend all cabinet decisions and other ministers publicly, and must speak in support of the government and its policies.
But given the preponderance of evidence supporting Wilson-Raybould's allegations about a concerted campaign of political pressure and veiled threats orchestrated by Trudeau and senior members of his office, Philpott said she could no longer abide by this prinicple.
"Sadly, I have lost confidence in how the government has dealt with this matter and in how it has responded to the issues raised," Philpott said in the statement.
Political analysts in Canada have argued that presenting a united front about Trudeau's innocence would be critical if the Liberals hoped to retain control of government during October's general election.
Philpott is following Wilson-Raybould in resigning from Trudeau's government. Wilson-Raybould resigned in February after being abruptly moved to lead the veteran's affairs department during a cabinet shuffle - a move that was widely regarded as a demotion. Wilson-Raybould claimed that this move was retribution for her refusal to offer Quebec-based engineering firm SNC-Lavalin a deferred prosecution agreement, something she said at least 11 members of Trudeau's government had pressured her to do. She also claimed the prime minister himself insinuated that he wanted her to stymie the government's prosecution of SNC-Lavalin, in the hopes of preventing job losses in his district.
Trudeau claimed that he told Wilson-Raybould that SNC-Lavalin's fate was entirely up to her discretion. Philpott's resignation comes as Trudeau's political opponents are requesting an official inquiry into the scandal.

In Major Blow To Trudeau, Senior Minister Quits Over Corruption Allegations
So much for "circling the wagons".
One of Prime Minister Justin Trudeau's most trusted ministers announced on Monday that she planned to resign from his cabinet following damning testimony last week from her close friend, former Justice Minister Jody Wilson-Raybould, with whom she was closely allied when the two served in the cabinet together.
Jane Philpott, Trudeau's now-former president of the Treasury board, tweeted a statement announcing her resignation Monday afternoon. In it, she said that, after "serious reflection", she had decided to do the right thing and resign from the government, in keeping with her "ethical responsibilities and constitutional obligations."
Philpott went on to explain that the constitutional convention of cabinet solidarity means ministers must defend all cabinet decisions and other ministers publicly, and must speak in support of the government and its policies.
But given the preponderance of evidence supporting Wilson-Raybould's allegations about a concerted campaign of political pressure and veiled threats orchestrated by Trudeau and senior members of his office, Philpott said she could no longer abide by this prinicple.
"Sadly, I have lost confidence in how the government has dealt with this matter and in how it has responded to the issues raised," Philpott said in the statement.
Political analysts in Canada have argued that presenting a united front about Trudeau's innocence would be critical if the Liberals hoped to retain control of government during October's general election.
Philpott is following Wilson-Raybould in resigning from Trudeau's government. Wilson-Raybould resigned in February after being abruptly moved to lead the veteran's affairs department during a cabinet shuffle - a move that was widely regarded as a demotion. Wilson-Raybould claimed that this move was retribution for her refusal to offer Quebec-based engineering firm SNC-Lavalin a deferred prosecution agreement, something she said at least 11 members of Trudeau's government had pressured her to do. She also claimed the prime minister himself insinuated that he wanted her to stymie the government's prosecution of SNC-Lavalin, in the hopes of preventing job losses in his district.
Trudeau claimed that he told Wilson-Raybould that SNC-Lavalin's fate was entirely up to her discretion. Philpott's resignation comes as Trudeau's political opponents are requesting an official inquiry into the scandal.

TORONTO - Jane Philpott has stepped down from Prime Minister Justin Trudeau's cabinet.
Philpott announced her decision to resign as Treasury Board president in a statement Monday. After some reflection, she said, it became clear it would be "untenable" for her to continue to serve as a minister.
"I have been considering the events that have shaken the federal government in recent weeks and after serious reflection, I have concluded that I must resign as a member of cabinet," she wrote.
She specifically cited the Liberals' handling of the SNC-Lavalin affair and its treatment of former attorney general Jody Wilson-Raybould, whose explosive testimony before the House of Commons justice committee last week has spurred Conservative calls for Trudeau to resign.

Trudeau has moved minister Jane Philpott into the newly-vacated role as president of the Treasury Board and minister of digital government. This spot needed filling after long-time MP Scott Brison announced last week that he was resigning from cabinet because he will not be seeing re-election in 2019.
Philpott moves out of her role as Indigenous services minister, a cabinet post created in 2017 as part of an effort to reset the nation-to-nation relationship with Indigenous people.
That job is now Newfoundland MP Seamus O'Regan's, who is being shuffled out of the Veterans Affairs portfolio, a job he's had since joining cabinet in that same 2017 shuffle.
Jody Wilson-Raybould is out as justice minister, a job she's had since 2015, and has been shuffled into the Veterans Affairs job.
Replacing her as Canada's new justice minister and attorney general is Quebec MP David Lametti, who had been serving as a parliamentary secretary for innovation.
Lametti, who in his new position will have the final decision on the extradition of Huawei executive Meng Wangzhou.
Keeping in mind regional representation, Trudeau has promoted Nova Scotia MP Bernadette Jordan to cabinet in a new role, as minister of rural economic development.

Green Party Leader Annamie Paul took shots at Prime Minister Justin Trudeau while giving a speech in which she accused fellow party members of waging a "racist" attack on her leadership.
Paul held a press conference on Wednesday, following a non-confidence vote levelled against her.
"A small group of councillors sought to force a vote of no-confidence in my leadership. They did so with no substantive consultation with the members they represent. They produced a list of allegations that were so racist, so sexist, that they were immediately disavowed by both our MPs as offensive and inflammatory and contrary to party ethics," Paul told reporters.
According to a copy of allegation of non-confidence obtained by Global News, party members said Paul "has acted with an autocratic attitude of hostility, superiority and rejection."
Members also accused the Green Party leader of "failing to develop a collaborative working relationship, failing to engage in respectful discussions, and failing to use dialogue and compromise."
"She has attended few council meetings, and when in attendance, has displayed anger in long, repetitive, aggressive monologues and has failed to recognize the value of any ideas except her own, acting in a manner not in compliance with the leader's role and responsibilities," the allegation reads.
The internal party feud reached its boiling point earlier this week after former Green Party MP Jenica Atwin crossed the floor to the Liberals over dissenting views on the Israel-Hamas conflict.
During her speech, Paul also accused Trudeau of faking his social justice views and not being a real "ally" or a feminist.
"The Liberal Party of Canada has demonstrated that it is hell bent on winning their majority at almost any cost. By their admission, in recent days, they have sought to sow division, and to create disarray," said Paul.
"That claim that they are allies is one where they talk the talk without walking the walk. To the prime minister, Justin Trudeau, you are no ally and you are no feminist."
Paul also accused Trudeau of failing to support "strong, capable, competent women" in politics and "pushing them out" of the party fold when things don't go his way.
At the height of the SNC-Lavalin political interference scandal in 2019, several women - including former justice minister Jody Wilson-Raybould - left the Liberal Party caucus after it was revealed that Trudeau attempted to interfere in the justice system.
Upon Wilson-Raybould's departure, former Liberal cabinet minister Jane Philpott also left the party, followed by the departure of Liberal MP Celina Caesar-Chavannes.
Ethics Commissioner Mario Dion eventually found the prime minister guilty of breaking ethics laws a second time over his conduct in the affair.

The Canada infrastructure Bank (CIB) has been steeped in controversy since it was first proposed.
The Liberal's 2015 election promise was to provide low-cost financing to municipalities for infrastructure projects, as a vehicle for Ottawa to use its strong credit rating and lending authority to help municipalities reduce their cost of borrowing.
The Liberal plans evolved considerably since the party first promised an infrastructure bank during that election campaign - there was no mention of attracting private capital. The role of the proposed Canadian Infrastructure Development Bank was to attract financing from institutional investors to fund projects over the next 10 years as a Crown corporation.
Dominic Barton and Michael Sabia sketched out the infrastructure bank idea at the Public Policy Forum summit in Oct. 2016, a more ambitious plan in which the bank would gather and prioritize large projects that could earn revenue, such as electrical networks, and that attract billions in added international investment.
Sounds an awful lot like McKinsey's "for-profit public-sector work" and advising governments.
The proposal to entice global pension funds into major Canadian investments goes far beyond anything promised to date by the federal Liberals, but Finance Minister Bill Morneau - who worked directly with the panel over the past several months - signalled a strong openness to the recommendations announced Thursday.
However, the panel's 14 members include leaders of some of those institutional investors, including Mark Wiseman, senior managing director of BlackRock Inc., and Michael Sabia, CEO of the Caisse de dépôt et placement du Québec pension fund.
Examples of potential projects listed... include toll highways and bridges, high-speed rail, port and airport expansions, city infrastructure, national broadband infrastructure, power transmission and natural resource infrastructure.
