According to media reports, two Slovak lawmakers Peter Krupa and Andrej Medvecky blocked the pulpit in the parliament and unfurled the Slovak flag. Then, lawmakers from a different party approached the pulpit and displayed an upside-down Ukrainian flag. In response, Medvecky threw water on both the Ukrainian flag and his opponents.
"This was not a deliberate anti-Ukraine stunt. This was an incident within a wider context of the struggle between the authorities and opposition in the parliament, not on the issue of Ukraine. However, any disrespect toward Ukraine's state symbols is absolutely unacceptable," Kuleba said at a press conference, adding that upon learning about the incident he "ordered the Ukrainian embassy in Slovakia to issue a protest as is done in such cases and demand apologies from the person who did it."
At the same time, the minister stressed that Ukraine and Slovakia enjoy a "wonderful relationship," which will not be undermined by the aforementioned incident.
Earlier in the week, Slovak Foreign Ministry Ivan Korcok joined his Austrian and Czech counterparts for a two-day visit to Ukraine.

PRAGUE (Reuters) - Slovak Foreign Minister Ivan Korcok resigned on Wednesday amid a crisis threatening the four-party government led by Prime Minister Igor Matovic, Korcok's party said.
Korcok is the sixth minister to quit the cabinet since a coalition row erupted at the start of March.
It was sparked by Matovic's bypassing his coalition partners and ordering Russian Sputnik V coronavirus vaccine, which has not been cleared for usage by the European Union's medicines agency, EMA.
The crisis hits the country of 5.5 million as it slowly emerges from its worst coronavirus wave to date, which has overfilled hospitals and put Slovakia among Europe's worst-hit countries in recent weeks.
Korcok is a nominee of the right-wing Freedom and Solidarity Party (SaS), which has been demanding the government be reformed with the same parties but under a new prime minister.
SaS and another coalition party, Za Ludi, have called on Matovic to quit after a year of tumultuous governing filled with spats between Matovic, an anti-corruption campaigner whose OLANO movement surprisingly won last year's election, and his partners.
President Zuzana Caputova joined the calls for his resignation on Tuesday, and for a new cabinet formed by the same four parties to lead the country out of the health crisis.
Matovic himself said on Sunday he was willing to quit but listed a series of conditions. Among them are a spot for himself in any new cabinet but not for his main rival, SaS chief Richard Sulik.
OLANO's Jaroslav Nad, the defence minister, has said Finance Minister Eduard Heger may become the prime minister if there is an agreement on new government.
The ruling parties together have a solid majority in parliament and have all spoken against calling an early election.
Slovakia has received 200,000 of the Sputnik vaccines, but has yet to start administering the shots, pending testing of the batch, expected to be concluded this week. It would be the second EU country after Hungary to vaccinate with a product not approved by the EU drug regulator.

EU does not accept Belarus election results, preparing sanctions - Foreign policy chief Borrell
The European Union is refusing to recognize election results in Belarus and is preparing sanctions over the 'rigged' vote and the heavy-handed police response to protests, EU foreign policy chief Josep Borrell has confirmed.
The EU "doesn't accept election results" in Minsk, Borrell tweeted on Friday evening, adding that work has begun on "sanctioning those responsible for violence [and] falsification" of the vote.
Borrell's comments come after a conference call of 27 EU foreign ministers, which ended in a consensus that the Belarus elections "were rigged," according to Slovakian FM Ivan Korcok.
"We cannot ignore the facts of election fraud and the use of force," Polish Foreign Minister Jacek Czaputowicz said after the meeting, adding that the EU foreign policy unit has been tasked with putting together a list of officials to be sanctioned.
Mass protests began shortly after the presidential election last Sunday, which the incumbent President Aleksandr Lukashenko won in a landslide, according to official results. Thousands have been arrested and two people have died in the five days of unrest, with viral videos showing law enforcement brutally dispersing demonstrators calling for regime change.
Ahead of the ministerial teleconference, European Commission President Ursula von der Leyen called for "additional sanctions against those who violated democratic values or abused human rights" in Belarus and expressed confidence the foreign ministers will "demonstrate our strong support for the rights of the people in Belarus to fundamental freedoms and democracy."
Opposition candidate Svetlana Tikhanovskaya, who has fled to Lithuania after Belarus security services said they intercepted a plot to assassinate her, called for peace on the streets - but insisted the election had been rigged. Lukashenko maintains the vote count was fair.

Chinese FM: Political manipulation over virus origin is futile
Chinese State Councilor and Foreign Minister Wang Yi said on Wednesday that tracing the origin of the COVID-19 virus should be put in the hands of experts, whose research shall be carried out globally without disturbance from political factors.
Any political manipulation on this scientific matter is futile, he added.
Wang made the remarks in a phone conversation with Slovak Minister of Foreign and European Affairs Ivan Korcok, lauding the prioritization of developing China-Slovakia relations by the new Slovak government.
China first reported the epidemic outbreak to the World Health Organization (WHO), which reflected China's responsible attitude. Still, the earliest report does not mean the virus originated from China, Wang stressed.
Since the coronavirus outbreak, China has provided urgent medical supplies and assistance to over 150 countries and international organizations, he said, noting that this kind of help has no political strings attached and zero geopolitical considerations.
Justice and truth speak for themselves; facts will eventually defeat lies, he said.
The Slovak foreign minister said China and Slovakia have traditional friendship and possess huge cooperation potential. The new Slovak government will always pursue the one-China policy and make the development of a friendly relationship with China and the deepening of bilateral cooperation a priority of its foreign policy.
Korcok said as a member of the European Union, Slovakia unswervingly supports multilateralism, views China as an important cooperative partner on the international stage, and is prepared to strengthen coordination and cooperation with China on global matters.
He agreed with Wang that tracing the origin of the virus is a scientific matter which should be resorted to by experts.
Mongolia to send 30,000 sheep to China
Wang also had a phone conversation with Mongolian Foreign Minister Damdin Tsogtbaatar on Wednesday.
Mongolian President Khaltmaa Battulga, the first foreign head of state who visited China after the coronavirus outbreak, demonstrated his support for China with practical actions, Wang said. Battulga's offer of 30,000 sheep on behalf of the Mongolian people has generated a warm response among the Chinese people, and enhanced the traditional friendship between the two sides, he said.
Noting that solidarity, cooperation, and determination are in need at this time, Wang said any words and deeds that run counter to them are inappropriate, and attempts to politicize the epidemic and label the virus are unacceptable.
Tsogtbaatar said that China has taken timely and effective prevention and control measures to contain the epidemic in a short period of time, which demonstrates its strong mobilization capabilities and medical science and technology.
Recalling the Mongolian president's visit to China in February, Tsogtbaatar said with joint efforts, Mongolia and China have registered no infections from the other side.
Mongolia is ready to strengthen coordination with China and realize its promise of sending 30,000 sheep to the Chinese people, said the Mongolian minister.
