Ivory Coast troops held in Mali charged
Dozens of Ivorian troops detained in Mali on suspicion of being mercenaries have been charged and remanded in custody, court sources said to AFP on Sunday.
However, negotiations between Ivory Coast and Mali to free the 49 soldiers were still ongoing, according to a source close to the talks.
According to a Malian court source, the troops were charged with attempting to disrupt national security on Friday by a prosecutor in Bamako. They have already been detained for more than a month. Another source close to the judge, as well as a justice ministry official in Mali, verified the story to AFP.
The Ivory Coast has disputed the charge and asked that the troops be released, claiming that they were reinforcements for the UN peacekeeping mission in Mali, MINUSMA.
Negotiations to liberate the soldiers have begun, with Togolese President Faure Gnassingbe serving as a mediator. According to a source close to the talks, they made some progress but "stalled over crucial topics," which could explain the return to the legal process.
"Justice will continue its work, but the negotiations will also continue," the source said.
The troops' detention following their arrival at Bamako airport on July 10 triggered a diplomatic crisis between military-ruled Mali and its West African neighbor.
Talks deadlocked
Diplomatic sources close to the discussions revealed that Mali is demanding that Ivory Coast accept responsibility for the incident and show remorse for the deployment of the soldiers.
Reports indicated that Bamako also wants Abidjan to hand over those who have been on its territory since 2013 and are wanted in Mali.
They claimed that Ivory Coast has rejected both demands and is preparing for lengthy discussions to liberate its men.
The Ivory Coast claims the soldiers were wrongfully arrested at Bamako's airport after being dispatched to support the UN peacekeeping mission in Mali, MINUSMA. They say their role within the mission was "well-known to the Malian authorities".
Mali's military-led administration, on the other hand, claims they were detained after landing on a special flight without proper documentation and refers to them as "mercenaries."
A day after the troops were detained, MINUSMA spokesman Olivier Salgado endorsed Ivory Coast's claim, but the peacekeeping operation later acknowledged "dysfunctions" in the deployment of the Ivorian forces.
Mali's authorities then barred Salgado from the nation for publishing "inappropriate material" about the affair. It also suspended rotations of UN peacekeeping troops, but they are set to resume on Monday.
The junta accused Ivory Coast of urging regional partners to impose harsh sanctions on Mali, which were later lifted.
Since an August 2020 coup deposed elected leader Ibrahim Boubacar Keita following huge demonstrations over the management of a long-running and brutal insurgency, Mali has been governed by the military.

ECOWAS lifts sanctions on Mali
West African leaders meeting in Ghana on Sunday within the framework of the Economic Community of West African States (ECOWAS) announced lifting the trade and financial sanctions on Mali.
The West African bloc had imposed sanctions on Mali over the coup that took place last year despite the military junta pledging to return to civilian rule following reforms.
ECOWAS said it accepted Bamako's March 2024 date for a return to civilian rule.
"It's done!" one participant at the summit of the West African bloc ECOWAS told AFP. "We have decided to lift economic and financial sanctions against Mali."
The leaders of ECOWAS had agreed to cut financial aid and freeze Mali's assets at the Central Bank of West African States.
Earlier, the junta had submitted a proposal to the bloc for a new timeframe for restoring power to civilians, Foreign Minister Abdoulaye Diop announced on the eve of a summit of the group.
In August 2020, army officers led by Colonel Assimi Goita toppled the elected president Ibrahim Boubacar Keita amid street protests against his rule.
Under threat of sanctions, Goita promised to restore civilian rule in February 2022 after holding presidential and legislative elections.
But he staged a second coup in May 2021, forcing out an interim civilian government and provoking widespread diplomatic condemnation.
ECOWAS insisted that Mali hold elections in February, but the junta promised it would set an election date only after holding a nationwide conference, arguing a peaceful vote was more important than speed.
The sanctions were received by condemnations from Bamako, with the junta announcing the recall of the country's ambassadors to the West African nations involved, as well as the closure of air and land borders with them.

Attempted coup in Mali comes amid tensions with France
A group of Malian officers attempted a coup last week with the help of a Western state, the government in Bamako has announced. While the military government did not name the alleged foreign culprit, the announcement comes amid the ongoing deterioration of relations with Mali's former colonial ruler, France.
"A small group of anti-progressive Malian officers and non-commissioned officers attempted a coup on the night of May 11-12, 2022," government spokesman Colonel Abdoulaye Maiga said on national TV on Monday evening. "These soldiers were supported by a Western state. The attempt failed thanks to the vigilance and professionalism of Mali's defense and security forces."
The government denounced the "outrageous attack on state security, the purpose of which is to hinder - or even annihilate - the substantial efforts to secure our country and return to a constitutional order that guarantees peace and stability" in Mali, but offered few details of the alleged plot.
One anonymous military source told Al-Jazeera that about 10 people have been arrested so far. The government has confirmed that security at checkpoints around the capital has been increased in an effort to catch accomplices that may still be at large.
Claims of the failed coup came on the same day Mali withdrew from the G5 Sahel Force, a multinational effort to counter Islamist militants in the region. The five-member group set up in 2017 also included Chad, Burkina Faso, Mauritania and Nigeria.
Mali is currently ruled by interim President Assimi Goita, an army colonel who led the 2020 military coup against President Ibrahim Boubacar Keita - as well as the May 2021 coup against his replacement Bah N'Daw.
Following the 2021 coup, Goita's government has been accused by Western powers of inviting Russian private military contractors to help Bamako fight Islamist militants in the north.
Meanwhile, Bamako's relations with Paris continued to deteriorate. At Goita's insistence, France pulled its troops out of Mali in February. The country banished French state media in March, accusing them of publishing false reports about human rights abuses. Earlier this month, Mali severed defense accords with Paris, citing "flagrant violations"of its sovereignty by French troops.

DAKAR, Senegal - Members of the Malian military arrested the country's acting president and prime minister Monday, regional officials said, raising the specter of a second coup d'etat in nine months and drawing a fierce rebuke from the African Union and others in the international community.
The detention of interim president Bah N'Daw and Prime Minister Moctar Ouane followed a controversial cabinet reshuffle that removed two members of the junta that overthrew Mali's government in August.
The international body monitoring Mali's 18-month transition to a civilian-led government - comprising the AU, the West African bloc known as ECOWAS, the United Nations and U.S. officials, among others - said in a statement that it "expresses its deep concern" over the arrests.
Members of the monitoring group "strongly condemn the attempted coup," the statement said, and "demand the immediate and unconditional release of these authorities," adding that the "military elements detaining them will be held personally responsible for their security."
The State Department's Bureau of African Affairs called "for their immediate, unconditional release" in a tweet.
A spokesman for the junta, who spoke on the condition of anonymity because he was not authorized to speak publicly, denied that military officers had arrested N'Daw and Ouane, saying they could "move freely."
Army tanks paralyzed traffic in the West African nation's capital, Bamako, in the hours after N'Daw and Ouane unveiled a new administration that excluded the junta members: the former defense minister, Sadio Camara, and security minister, Modibo Kone.
Officers detained the leaders and brought them to an army base north of Bamako, according to three Western diplomats who spoke on the condition of anonymity because they were not authorized to speak to the media.
The last president of Mali, Ibrahim Boubacar Keita, resigned on state television after mutinous soldiers stormed the capital and forced him into their custody. Thousands of Malians had flooded the streets in the preceding months, accusing him of corruption and demanding his exit.
Protesters said they took issue with Keita's close ties with France and the way he handled the insurgency that has rocked stability in Mali for the past eight years.
"I do not wish for blood to be shed anymore so I can maintain power," Keita said at the time. "I have decided to quit my duties."
Fighters linked to al-Qaeda and the Islamic State have taken over much of the countryside, waging a bloody war against the government and Western influence. The country endured its deadliest year on record in 2020, according to the Armed Conflict Location & Event Data Project, which counted more than 2,800 casualties.
Mali's transition government, installed shortly after the toppling, announced a new mix of 25 ministers Monday amid mounting criticism that the army held too much power.
N'Daw, 70, was a defense minister under Keita. He retired from the Malian military about a decade ago and is supposed to serve as president until the next election in March 2022.

Mutinous soldiers surrounded the private residence of Mali's President Ibrahim Boubacar Keita on Tuesday, firing shots into the air in what marked the beginning of a coup attempt currently underway following several months of demonstrations calling for his resignation.
According to a security source and an official in the prime minister's office, mountaineering soldiers rounded up an unconfirmed number of senior civilians and military officials from the capital and drove them back to their base.
Reports that the mutineers had arrested President Keita swept Bamako, prompting hundreds of anti-government protesters to pour into a central square to celebrate and to call for his resignation.

How it got here...
Today's dramatic escalation has capped off a day of political chaos in Mali, where the U.N. and former colonizer France have spent more than seven years trying to stabilize the country since a 2012 coup allowed an Islamic insurgency to take hold in the West African nation.
The unrest kicked off earlier in the day in the garrison town of Kati, where the previous coup originated under similar circumstances eight years earlier.
The soldiers took weapons from the armoury at the barracks and then detained senior military officers.
Anti-government protesters cheered the soldiers' actions, some setting fire to a building that belongs to Mali's justice minister.

Prime Minister Boubou Cisse, who was believed to be sheltering with Keita, urged the soldiers to put down their arms and puts the interests of the nation first, insisting there is no problem whose solution cannot be found "through dialogue".
Earlier in the day, government workers fled their offices as armed men began detaining officials including the country's finance minister Abdoulaye Daffe.

"Officials are being arrested - it's total confusion," an officer at Mali's Ministry of Internal Security, is quoted as having spoken on condition of anonymity because he is not authorized to speak to journalists.
Mali's president, who was democratically elected and has broad support from former colonizer France and other Western allies, was believed to be sheltering at his private residence in Bamako's Sebenikoro neighbourhood along with the Prime Minister.

Representatives of the military who took power in Mali have announced the cancellation of the curfew across the country, the National Committee for the Salvation of the People said on Sunday.
According to the committee's statement, a curfew that had been in force for more than two weeks after the toppling of President Ibrahim Boubacar Keita in August is canceled.
The coup rocked the West African country on 18 August when a group of Malian soldiers initiated an uprising at a military base near Bamako, the capital of Mali. The military demanded political reforms, a transition of power, and a new general election. Rebels kidnapped several high-ranking officials, including President Keita and Prime Minister Boubou Cisse. Keita subsequently announced the resignation of the government and parliament.
Leaders of countries around the world as well as international organizations have condemned the coup, with the West African ECOWAS union closing its borders and cutting political and economic ties with Mali.
The rebels established the National Committee for the Salvation of the People under the leadership of Colonel Assimi Goita, who was previously the commander of military forces in central Mali.
Representatives of the Malian military and the ECOWAS delegation have not yet reached an agreement regarding conditions for the transition to a civilian-led government.

US suspends military support to Mali after coup d'état
The United States has suspended all cooperation with Mali's military following the overthrow of the Malian president by army officers, the U.S. envoy to West Africa's Sahel region said on Friday. This comes despite thousands of Malians celebrating the overthrow in the streets of the capital of Bamako.
U.S. envoy J. Peter Pham told the press that the U.S. condemns the overthrow of President Ibrahim Boubacar Keita. Yet he specified that a decision on whether to formally designate the actions as a coup had to go through a legal review.
"Let me say categorically there is no further training or support of Malian armed forces full-stop. We have halted everything until such time as we can clarify the situation," Pham said to the media.
Pham's comments are important since if Washington were to officially designate Keita's overthrow as a coup, that could result in a total cut-off of direct support to the Malian government. A Pentagon spokesperson referred on Friday to the removal of Keita as an "act of mutiny."
The U.S regularly trains troops and officers of the Malian military, including some of the officers involved in the coup against President Keita.
But the more important factor at play here is the intelligence support that the U.S. furnishes the French-led coalition, which includes Mali, in the ongoing and bloody fight against Islamic jihadists. Most of the American support stems from neighboring Niger where the U.S. operates drones from Air Base 201.

Ibrahim Boubacar Keita said on Tuesday he was resigning and dissolving parliament and dismissing the government after being detained by the rebellious armed forces units.

Clashes on 11-12 July between protesters and security forces led to the deaths of 11 people, with over 120 reported injured.
The opposition accuses Keita of failing to deal with corruption and restore security in the country amid escalating jihadist and inter-communal violence and has criticized controversial legislative elections held in late March, which were reportedly accompanied by kidnappings and death threats against observers and local officials.

Coup d'?tat soutenu par l'Occident d?jou?, le gouvernement pr?tend
La tentative de coup d'?tat au Mali survient dans un contexte de tensions avec la France
Un groupe d'officiers maliens a tent? un coup d'?tat la semaine derni?re avec l'aide d'un ?tat occidental, a annonc? le gouvernement de Bamako. Alors que le gouvernement militaire n'a pas nomm? le coupable ?tranger pr?sum?, l'annonce intervient dans un contexte de d?t?rioration continue des relations avec l'ancien dirigeant colonial du Mali, la France.
"Un petit groupe d'officiers et de sous-officiers maliens anti-progressistes a tent? un coup d'?tat dans la nuit du 11 au 12 mai 2022", a d?clar? le porte-parole du gouvernement, le colonel Abdoulaye Maiga, ? la t?l?vision nationale lundi soir. "Ces soldats ?taient soutenus par un ?tat occidental. La tentative a ?chou? gr?ce ? la vigilance et au professionnalisme des forces de d?fense et de s?curit? maliennes."
Le gouvernement a d?nonc? "l'attaque scandaleuse contre la s?curit? de l'?tat, dont le but est d'entraver - voire d'an?antir - les efforts substantiels pour s?curiser notre pays et revenir ? un ordre constitutionnel qui garantit la paix et la stabilit?" au Mali, mais a offert peu de d?tails sur le complot pr?sum?.
Une source militaire anonyme a d?clar? ? Al-Jazeera qu'environ 10 personnes avaient ?t? arr?t?es jusqu'? pr?sent. Le gouvernement a confirm? que la s?curit? aux points de contr?le autour de la capitale avait ?t? renforc?e dans le but d'attraper les complices qui pourraient encore ?tre en fuite.
Les all?gations du coup d'?tat manqu? sont survenues le jour m?me o? le Mali s'est retir? de la Force du G5 Sahel, un effort multinational visant ? contrer les militants islamistes dans la r?gion. Le groupe de cinq membres mis en place en 2017 comprenait ?galement le Tchad, le Burkina Faso, la Mauritanie et le Nig?ria.
Le Mali est actuellement dirig? par le pr?sident par int?rim Assimi Goita, un colonel de l'arm?e qui a dirig? le coup d'?tat militaire de 2020 contre le pr?sident Ibrahim Boubacar Keita - ainsi que le coup d'?tat de mai 2021 contre son rempla?ant Bah N'Daw.
? la suite du coup d'?tat de 2021, le gouvernement de Goita a ?t? accus? par les puissances occidentales d'avoir invit? des sous-traitants militaires priv?s russes ? aider Bamako ? combattre les militants islamistes dans le nord.
Pendant ce temps, les relations de Bamako avec Paris ont continu? de se d?t?riorer. Sur l'insistance de Goita, la France a retir? ses troupes du Mali en f?vrier. Le pays a banni les m?dias d'?tat fran?ais en mars, les accusant de publier de faux reportages sur les violations des droits de l'homme. Plus t?t ce mois-ci, le Mali a rompu les accords de d?fense avec Paris, invoquant des "violations flagrantes"de sa souverainet? par les troupes fran?aises.
