Biden Picks Air Force Chief Charles Q. Brown as Top US General
President Joe Biden has picked U.S. Air Force Chief General Charles Quinton Brown to become the top U.S. military officer, the White House said on Wednesday, elevating a former fighter pilot with experience in the Pacific at a time of rising tensions with China.
Brown will be the second black officer to become chair of the Joint Chiefs of Staff after Colin Powell two decades ago.
Biden's official schedule for Wednesday read: "In the afternoon, the president will announce his intent to nominate General Charles Q. Brown, Jr. to serve as the next chairman of the Joint Chiefs of Staff."
The move follows Biden's appointment of Lloyd Austin as the first black U.S. Secretary of Defense-the top civilian position at the Pentagon.
According to a senior Biden administration official, Austin had recommended Brown for the position, as he believed Brown has a good understanding of "the strategic challenges the United States faces around the world."
"He helped build and lead the air campaign against ISIS. He is deeply versed in the challenges posed by the PRC (Peoples Republic of China). And he has a strong understanding of our NATO allies' perspectives and capabilities," the official said.
Brown, a self-described introvert, will replace outgoing Trump appointee Army General Mark Milley, who has served since 2019 as the 20th chairman of the Joint Chiefs of Staff.
Brown was born in 1962 into a military family in San Antonio, Texas. He began his military career in the U.S. Air Force, and quickly rose to become fighter squadron commander. He clocked more than 2,900 flying hours, including 130 combat hours, and even earned a spot as an F-16 flight instructor at the Air Force Weapons School-an elite aerial fighting school similar to the Navy's TOPGUN.
In 2013, Brown was promoted to major general. Two years later, he was appointed to the United States Air Forces Central Command (USAFCENT), tasked with overseeing coalition air operations against the ISIS terrorist group in the Middle East.
From 2018 to 2020, Brown served as commander of the U.S. Air Force in the Pacific, which provided him with a good perspective on China's rapidly strengthening military-an issue likely to loom large over his four-year term as chair.
Heather Wilson, who was secretary of the Air Force at the time, praised Brown's leadership style and experience in the Pacific.
"He's thoughtful, respected by his peers and subordinates, and will provide steady leadership and good advice for the country," she said.
His Senate confirmation vote was 98-0.
In the wake of the 2020 killing of George Floyd, Brown posted an emotional video online discussing his own experiences in the military.
He remembered how, during his Air Force career, he was often the only African American in the team or, as a senior officer, in the room. "I'm thinking about wearing the same flight suit with the same wings on my chest as my peers and being questioned by another military member: 'Are you a pilot?'"
Brown also spoke of "being told by other African Americans that I wasn't black enough since I was spending more time with my squadron than with them."

MPs on the House of Commons Public Safety and National Security Committee have called GoFundMe to testify about the funds raised.
"Important questions remain about how such a huge sum of money could be raised by anonymous donors and what their motivations were. People are rightly worried about American interference and what sort of standard is applied when donations are accepted," reads a statement from the NDP's public safety critic Alistair MacGregor.
"It's not enough for GoFundMe to cancel the campaign as though there's nothing to see here."
Tamara Lich, one of the protest organizers, said in a video last Friday that they are redirecting donations to U.S.- based GiveSendGo, which describes itself as a free, Christian crowdfunding platform.
Co-founders of the platform said in a statement Monday the Freedom Convoy has become GiveSendGo's largest campaign ever with more than US$4.5 million raised in less than 24 hours.
"In light of allowing this campaign we have seen an overwhelming outpouring of support from across the globe," said Heather Wilson.
However, they also make note of recent attempts of "bots" seeking to overwhelm their system.
Some U.S. Republicans, including Florida Gov. Ron DeSantis and Texas Sen. Ted Cruz, have criticized GoFundMe for its conduct amid the events.
Texas Attorney General Ken Paxton also tweeted out that "patriotic Texans" donated to the "worthy cause," and that he has assembled a team to investigate potential fraud.
"Texas donors will get justice! #GoFundMe," he said.
Responding to these comments, Mendicino said it's not the concern of the attorney general as to how Canada operates in accordance with the rule of law.
"We have rules, we have laws, we have principles, we have values, those are all enshrined in the Charter and where those rules are broken there is an appropriate way to address that through law enforcement," he said.
Blair simply added: "We're all entitled to an opinion, and in my opinion he's wrong."
The protests have gained the attention of former U.S. president Donald Trump who released a statement last week applauding the movement.
"The Freedom Convoy is peacefully protesting the harsh policies of far left lunatic Justin Trudeau who has destroyed Canada with insane Covid mandates," Trump said.
Former U.S. Ambassador to Canada Bruce Heyman says while Trump's comments are unsurprising, elected U.S. officials shouldn't be weighing in.
"There is no role for a sitting U.S. senator, a congressperson, a governor, a state's attorney general to involve themselves in what is happening in Ottawa today. They shouldn't be a part of this. Specially they're encouraging raising money, this is ridiculous," he said.

The 59-year-old Lorenzen helped found two tech firms operating out of Rhode Island, where she lives - Dissect Cyber Inc. and Zetalytics LLC. Her companies have contracted with the U.S. Department of Homeland Security's cybersecurity division and other agencies. In that role, she oversees one of the world's largest and most diverse systems of "passive," or stored, DNS records, which can be searched to uncover potential security incidents. The year before the 2016 presidential campaign, she boasted, "Massive passive DNS data is what I comb daily, providing the most interesting IPs and domains, real time."
She specializes in identifying "spoofed domains" used for email phishing scams.
In her bio, Lorenzen also said she currently serves "as the principal investigator for a critical infrastructure supply-chain cybersecurity notification research project." She did not provide further details about the project. However, she regularly trains and briefs federal law enforcement agencies about cybersecurity issues.
A colleague of Lorenzen who features prominently in the project to link Trump to the Russian bank, but who is not referenced in the indictment, is L. Jean Camp, an Indiana University computer science professor who posted the dodgy data on her website and helped propagate the conspiracy theory in the media. "This person has technical authority and access to data," she said of "Tea Leaves," the originator of the data, vouching for her friend Lorenzen while hiding her identity.
Camp is a Democratic activist and major Hillary Clinton booster and donor. Federal campaign records show she contributed at least $5,910 to Clinton's 2008 and 2016 campaigns, including thousands of dollars in donations around the time she and the Clinton campaign were peddling the Trump-Alfa conspiracy theory.
Camp called for a full-blown FBI investigation into the data she pushed in the media. When the FBI dropped the case in February 2017, Camp lashed out at the bureau for closing the Trump email probe after reopening the Clinton email case. In a March 2017 tweet, she fumed, "Why did FBI kill this story before election to focus on Her Emails?" She also called for people to "join the resistance" against Trump.
Camp did not return a request for comment.

Greg Zanetti May Run for Governor

Longtime Albuquerque financial adviser and New Mexico National Guard Brig. Gen. Greg Zanetti is eyeing a Republican run for governor - bringing the current number of prospective or confirmed Republican and Democratic candidates for the 2010 race to four.
Zanetti said Friday that he plans to file paperwork next week to establish a "Zanetti for Governor" exploratory committee that would allow him to begin raising money for a potential gubernatorial bid.
"I strongly believe that we need to restore trust in government here in New Mexico," the 50-year-old Zanetti said in a written statement.
"I understand finance," he added. "I have worked in the financial sector for 22 years and know what needs to be done to restore prosperity to our pension funds and state finances."
Zanetti, a West Point graduate, recently completed duty at Guantanamo Bay, Cuba, where he served as deputy commander.
He is a former Bernalillo County Republican Party chair and in 1994 made an unsuccessful GOP primary bid for lieutenant governor.
Zanetti is married to former Republican state Rep. Teresa Zanetti.
If he does decide to run next year, Zanetti could find himself battling former U.S. Rep. Heather Wilson for the Republican nomination.
Wilson has said she is also considering a gubernatorial run and reaffirmed her interest during a brief Journal interview Friday. She said she is doing consulting work for national defense and intelligence institutions.
Democratic Lt. Gov. Diane Denish has long been preparing for a 2010 governor's bid and has amassed a campaign chest of more than $1.75 million.
Meanwhile, actor and Pecos-area resident Val Kilmer said recently that he is considering a Democratic run.

Biden to Nominate Former Pentagon Official Frank Kendall to Top Air Force Post
President Joe Biden plans to nominate Frank Kendall, a former top Pentagon official, to be the next Air Force secretary, the White House announced Tuesday.
Defense News first reported the news of Kendall's expected nomination.
Gina Ortiz Jones, a former Air Force captain, has also been nominated to be the under secretary of the service, the White House said. Jones, an intelligence officer who deployed to Iraq and is openly gay, ran as a Democrat for Congress in 2018 and again in 2020.
John Roth is currently the acting Air Force secretary. Barbara Barrett, who served as the fourth female Air Force secretary and succeeded Heather Wilson, was the last person to officially fill the role.
Kendall currently holds a number of positions, including senior fellow at the Center for American Progress and senior adviser to the Center for Strategic and International Studies. He is also a member of the Council on Foreign Relations, the White House said.
"Frank Kendall is exactly the kind of public servant we need at the helm of the Air Force at a time when the service is navigating so many unique challenges, including effective acquisition to meet our nation's future threats," Rep. Adam Smith, D-Wash., chairman of the House Armed Services Committee, said in a statement. "With more than 40 years of experience in defense and national security, and with a particular focus on acquisition policy during his tenure in the Obama administration, I cannot think of a better, more equipped leader to tackle these issues head on."
Smith also praised Biden's nomination of Jones, who would be "the first woman of color to serve as Under Secretary of the Air Force, marking yet another historic nomination as the Biden-Harris administration continues to prove their commitment to building a diverse Department of Defense that reflects the American population."
Kendall spent 10 years on active duty and retired as a lieutenant colonel from the Army Reserve. Under the Obama administration, he served as the under secretary of defense for acquisition, technology and logistics at the Pentagon between 2012 and 2017. He is a graduate of the U.S. Military Academy at West Point, and also received a degree in aerospace engineering from the California Institute of Technology and a law degree from Georgetown University.
Kendall was instrumental in facilitating an expensive overhaul of the Pentagon's military health system in 2015. The Defense Department that year awarded a $4.3 billion contract to a team that included Leidos Inc. and Cerner Corp. to modernize the military's digital medical records system.

Va. Police Department Fires Cop Over Donation to Kyle Rittenhouse Legal Fund
On Tuesday, a Virginia city fired a police lieutenant after a data breach at a crowdfunding site revealed that the lieutenant had contributed to the legal fund of Kyle Rittenhouse, the 17-year-old boy who opened fire amid riots in Kenosha, Wisc., seemingly in self-defense. The cop, like a few other police officers across the country, had mistakenly used his official email address to make the donation. He had also posted a comment supporting Rittenhouse.
Chip Filer, city manager of Norfolk, Va., fired Lieutenant William Kelly upon the recommendation of Norfolk Police Chief Larry D. Boone.
"I have reviewed the results of the internal investigation involving Lt. William Kelly. Chief Larry Boone and I have concluded Lt. Kelly's actions are in violation of City and departmental policies," Filer said in a statement. The city manager argued that Kelly's "egregious comments" in support of Rittenhouse "erode the trust between the Norfolk Police Department and those they are sworn to serve."
The police department had placed Kelly on administrative duty on April 16, after the report of the donation and comments first broke. The city manager's statement noted that Rittenhouse faces multiple felony charges, including homicide. The statement did not explain that a New York Times video analysis provided strong evidence that Rittenhouse fired in self-defense.
"I want the residents of Norfolk to know that their police department will represent and uphold our organizational values of Service, Honor, Integrity, Equality, Leadership, and Diversity," Chief Boone said in a statement. "A police department cannot do its job when the public loses trust with those whose duty is to serve and protect them."
"We do not want perceptions of any individual officer to undermine the relations between the Norfolk Police Department and the community. I ask the community to continue to support the officers of the Norfolk Police Department as in the past knowing that right now, at this moment, they are continuing to serve and protect them," he concluded.
Kelly has the right to appeal the decision according to the City of Norfolk's grievance procedure and according to applicable law.
The Guardian first reported the data breach last Friday. The newspaper published the names of police officers who had contributed to Rittenhouse's legal defense fund in a story that began with this sentence: "A data breach at a Christian crowdfunding website has revealed that serving police officers and public officials have donated money to fundraisers for accused vigilante murderers, far-right activists, and fellow officers accused of shooting black Americans."
The co-founders of GiveSendGo, the Christian crowdfunding site that hosts Rittenhouse's campaign, told PJ Media they had "closed the loophole" and added more protections to prevent future data breaches.
Heather Wilson, one of GiveSendGo's co-founders, insisted that Americans "have the right" to contribute to fully-legal crowdfunding campaigns like that of Rittenhouse "and not lose your job over it."
Lt. Kelly had contributed $25 to Rittenhouse's legal defense fund using his work email address. Along with the donation, he commented, "God bless. Thank you for your courage. Keep your head up. You've done nothing wrong. Every rank and file police officer supports you."
While the Norfolk Police Department should make it clear that Kelly's statement does not represent the department as a whole, this contribution and the comment arguably fall short of a firing offense. Perhaps Norfolk's police policies explicitly forbid the use of a cop's official email address to make such a donation, but it seems the city manager's central concern involved Kelly's comment, not the donation itself.
Clay Messick, a 15-year veteran police officer and president of the local police union, told the Virginian-Pilot that the firing does not seem fair.
Messick called the decision "disappointing," even though Kelly is not a member of his union. Messick said he never saw an administrative investigation conducted "so hastily."
"We were hoping for a full, transparent investigation," Messick told the Virginian-Pilot. "But after 72 hours, I do not believe that is what we got. It is hard to call this fair."
Jacob Wells, the other co-founder of GiveSendGo, claimed that his platform has "never taken sides."

A team of Boeing and Leonardo helicopters were chosen by the U.S. Air Force to replace the Air Force's UH-1N Huey fleet with 84 helicopters under a $2.38 billion contract.
The $375 million contract announced Sept. 24 is for the first four MH-139 helicopters and includes integration of non-developmental items, according to the Air Force. The first operational helicopter delivery is expected in fiscal 2021, when it will take over patrolling nuclear missile fields and perform doomsday VIP transport in and around Washington, D.C.
Boeing will provide its MH-139 helicopter and related support to the U.S. Air Force to replace the fleet of UH-1N "Huey" helicopters used to protect America's intercontinental ballistic missile bases.
"We're grateful for the Air Force's confidence in our MH-139 team," said David Koopersmith, VP and general manager for Boeing Vertical Lift. "The MH-139 exceeds mission requirements, it's also ideal for VIP transport, and it offers the Air Force up to $1 billion in acquisition and lifecycle cost savings."
The contract also includes operations, maintenance, training systems and support equipment for the MH-139 aircraft.
"We're proud to provide the U.S. Air Force with solutions across the entire services ecosystem," said Ed Dolanski, president of U.S. Government Services at Boeing Global Services. "With the AW139 platform's more than 2 million flight hours and established supply chain, we look forward to applying our expertise to drive cost savings while supporting mission readiness."
Air Force forecasts put the program's total price tag at $4.1 billion, but Air Force Secretary Heather Wilson said, "Strong competition drove down costs for the program, resulting in $1.7 billion in savings to the taxpayer."
Boeing teamed with Leonardo to offer the MH-139 helicopter based on Leonardo's commercial AW139 multi-mission helicopter. The team pitched the aircraft as an affordable Huey replacement that could save the Air Force $1 billion over its life cycle, according to Rick Lemaster, Boeing's director of global sales and marketing for military vertical-lift programs.
Incumbent Bell did not submit an offering, leaving the Boeing-Leonardo team to fight it out with Sikorsky and Sierra Nevada Corp. in the "best-value" competition.

Air Force Secretary Barbara Barrett will resign from her role ahead of President-elect Joe Biden's inauguration next week, the service announced Tuesday.
Barrett is one of six top Air Force officials to leave prior to the new administration, with a retirement ceremony set for Thursday at Joint-Base Anacostia-Bolling in Washington, D.C., the service said.
Also to depart are Will Roper, assistant secretary for acquisition, technology and logistics; acting Undersecretary Shon Manasco; Comptroller John Roth; General Counsel Thomas Ayres; and John Henderson, assistant secretary of installations, environment, and energy. Their last day will be Jan. 19, a day prior to President-elect Joe Biden's inauguration ceremony.
The incoming Biden administration has not yet announced who would fill the Air Force's top roles.
The Senate in October 2019 confirmed Barrett as the fourth woman to be the top civilian leading the Air Force after Heather Wilson left to become president of the University of Texas at El Paso.
It is typical for politically appointed officials to step down in the changeover of administrations, but sometimes there are exceptions.
In December, Defense News reported that the Biden administration was considering keeping Army Secretary Ryan McCarthy in his role for the time being, though it is unknown whether a delayed National Guard response to violent riots at the Capitol last week has killed that idea.

Air Force Secretary Barbara Barrett to Resign Before Inauguration
Air Force Secretary Barbara Barrett will resign from her post prior to President-elect Joe Biden's inauguration ceremony next week, according to an announcement.
The Air Force will host a retirement ceremony for Barrett, its fourth female secretary, Thursday at Joint Base Anacostia-Bolling in Washington, D.C., the service said in an AF.mil post Tuesday.
The Senate confirmed Barrett to be the 25th Air Force secretary in October 2019, following the departure of Heather Wilson.
President Donald Trump announced via Twitter in May 2019 that Barrett was his pick after Wilson had vacated the job weeks earlier to take a university position in Texas. Barrett had previously been nominated for the job in 2003 but was never confirmed, according to a report from Defense News.
Barrett is the first service secretary to announce her departure. Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, is also expected to step down.
Defense News reported in December that the Biden administration is weighing keeping Army Secretary Ryan McCarthy in his position for at least another year. However, it is unclear whether that is still on the table in the wake of a delayed National Guard response to insurrectionists storming the Capitol last week; the Army secretary plays a major role in authorizing Guardsmen in the District of Columbia since it has no governor.
Service secretaries have typically resigned or offered to leave when a new administration comes in, but there have been exceptions.
Michael Donley, the 22nd Air Force secretary, was nominated by President George W. Bush in June 2008 and confirmed months later. President Barack Obama reappointed him to the position in 2009.
Robert O. Work, the deputy secretary of defense under the Obama administration, attended his retirement ceremony even as he agreed to stay on in an acting capacity under the Trump administration, according to Defense News' Aaron Mehta.
The service noted that Thursday's ceremony will also honor Roper, Air Force Undersecretary Shon J. Manasco, Comptroller John P. Roth, General Counsel Thomas E. Ayres, and Assistant Secretary of the Air Force for Installations, Environment and Energy John W. Henderson.

Goldfein Departs: On a Future Bomber, Female Pilots and Surviving a Shootdown
Since revealing the next-generation bomber's name and teasing mock-up images four years ago, the Air Force has tried to strike a balance between talking openly about the B-21 Raider acquisition effort the Pentagon's biggest since the F-35 Joint Strike Fighter program kicked off in the 1990s and guarding details of its advanced technology.
The future stealth bomber's design and early development have hit planned milestones, defense officials have said. But the project remains under a veil of secrecy as the Pentagon pursues its strategy to take on more formidable foes, such as Russia and China.
The years of secrecy raise questions about what else the service has in development, especially as this year's Air Force budget proposal asked lawmakers to support further investment in classified programs. Should the American public keep an eye out for other secret weapons to make a surprise debut?
"Maybe," Air Force Chief of Staff Gen. David Goldfein, who's set to retire Aug. 6, said in a July 22 interview. "As it should be no surprise to you, that of the services, the vast majority of those [secret] things, those capabilities are in the Air Force – and the Space Force."
This reporter posed a similar question to then-Air Force Secretary Heather Wilson in 2019.
"We always have things in the works that we can't talk about," Goldfein said. "This is part of what I would call a reveal-and-conceal strategy. It's a little hard to deter someone if they don't know what you have."
He continued, "If you truly want to deter, which is our overall intent because we'd prefer not to fight, then you have to reveal at a time and place of your choosing what you have. That's why I say maybe, because that's a secretary of defense, really a presidential decision, of when we reveal."
Goldfein spoke on a number of topics, from his mission to build a more inclusive service to ensuring bomber forces stay ready. He also reflected on his own high-profile shootdown and rescue in Serbia in 1999. His comments have been edited for clarity and brevity.

Air Force Awards Boeing $1.2 Billion for 8 F-15EX Fighters
The U.S. Air Force has awarded a contract to acquire its first fourth-plus-generation F-15EX fighter aircraft from Boeing Co.
The service said Monday that the nearly $1.2 billion contract will cover eight jets, including initial design, development, test and certification, plus spare parts and support equipment, training and technical data, and delivery and sustainment costs.
"The F-15EX is the most affordable and immediate way to refresh the capacity and update the capabilities provided by our aging F-15C/D fleets," Gen. Mike Holmes, head of Air Combat Command, said in a release. "The F-15EX is ready to fight as soon as it comes off the line."
In January, officials posted a presolicitation notice with the intent of awarding two sole-source contracts, one for the F-15EX and the other for its F110 engines. The move initiated the Air Force's first fourth-generation fighter program in more than 20 years.
Last month, the Air Force awarded General Electric a $101.4 million contract for the first, unspecified number of engines; however, Pratt & Whitney which makes the current F-15 Eagle engine can also submit designs at its own expense after the company pushed back on the service's sole-source objective.
According to Boeing, the F-15EX will be able to "launch hypersonic weapons up to 22 feet long and weighing up to 7,000 pounds." The company has said the fighter will be equipped with better avionics and radars and could carry more than two dozen air-to-air missiles.
"The F-15EX is the most advanced version of the F-15 ever built, due in large part to its digital backbone," said Lori Schneider, Boeing's F-15EX program manager. "Its unmatched range, price and best-in-class payload capacity make the F-15EX an attractive choice for the U.S. Air Force."
The service said the aircraft's most significant upgrade will be its open mission systems architecture, allowing the plane's software to be upgraded and installed more easily compared to its aging F-15C/D cousin, which the service has been on a quest to replace.
Officials voiced concerns in 2017 about the older Eagle model's longevity.
"We are already having serious problems with that airframe, with metal fatigue within the longerons on the side of the aircraft," then-Air Force Secretary Heather Wilson said during a forum in May 2019.
Senior defense officials with the Cost Assessment and Program Evaluation office told reporters that they arrived at the Boeing-made F-15EX decision because the aircraft would help keep a "robust industrial base" and provide "a higher-capacity" combination alongside Lockheed Martin's F-35 Joint Strike Fighter.

Pentagon's top tech experts, Griffin and Porter, resign
WASHINGTON - The Pentagon's top two technology experts have submitted their resignations.
Mike Griffin, who became the Defense Department's first undersecretary of research and engineering in early 2018, and his deputy Lisa Porter have both submitted their resignations, a defense official confirmed to Defense News. The two will be exiting the building July 10.
In a letter to R&E staff, Griffin and Porter wrote that "a private-sector opportunity has presented itself to us, offering an opportunity we have decided to pursue together."
"It has been a pleasure leading this great team over the past few years. We greatly appreciate your hard work, diligence, integrity, and devotion to technical excellence and technical truth in furtherance of the R&E mission," the duo wrote. "We wish you all the very best."
They become the third and fourth officials to submit resignations in the last week. On June 16, Elaine McCusker, the department's acting comptroller, submitted her resignation, followed two days later by Kathryn Wheelbarger, the acting assistant defense secretary for international security affairs.
News of Griffin and Porter's resignations were first reported by Inside Defense.
In his role as R&E head, Griffin had the lead on developing new capabilities for the department, such as hypersonic weapons, directed energy and a variety of space-based programs. Included in his portfolio were the Missile Defense Agency and the Defense Advanced Research Projects Agency.
Porter, who previously was executive vice president and director of In-Q-Tel Labs, served as Griffin's deputy from 2018 onward. Although highly respected, she kept a low profile, largely avoiding media engagements during her time in office.
A former NASA head under President George W. Bush, Griffin entered the Department of Defense with a reputation as an innovative thinker, but also as someone who could be prickly with others. In his first public speech after taking office, he infamously bragged that he answered to no one but the secretary and deputy secretary of defense - a statement that rankled members of Congress.
At the DoD, Griffin showed a strong personality that clashed with various service-level executives, with the most public fight coming with former Air Force Secretary Heather Wilson. The news emerged a day after the House Armed Services Committee recommended removing the Missile Defense Agency from under Griffin's control.
Members of Congress have expressed frustration with Griffin's decision to cancel the Redesigned Kill Vehicle. Alaska Republican Sen. Dan Sullivan said the move would mean 20 missile silos at Fort Greeley will be empty for a decade, and meant Griffin was out of step with the president.
"Heck, if you were at the Pentagon when the president was announcing the Missile Defense Review, he specifically mentioned these silos at Fort Greeley. I'm not even sure he knows about the fact that one of his lower-level undersecretaries decided on his own to dig 20 holes and not put anything in there for at least 10 years," Sullivan, a member of the Senate Armed Services Committee, told Defense News last month. "That just makes no sense. None. Zero."
Griffin himself may have hinted that his time at the building is coming to a close in a May 20 speech, which he opened by noting that being a "presidential appointee, I think most of you know, is literally at the pleasure of the administration. So, we never know for employment is until tomorrow or next year or anything in between.
"But, that's okay. You don't you don't take these jobs unless you understand that. This is my third time in that arena," he said.

Pentagon Personnel Chief is Latest DoD Leader to Resign
A retired Air Force general performing the duties of the under secretary of defense for Personnel and Readiness at the Defense Department has resigned, according to the Pentagon.
Without citing a specific reason, Defense Secretary Mark Esper announced in a statement Friday that James 'Jimmy' Stewart had stepped down from the position.
"Today, I accepted the resignation of Jimmy Stewart," Esper said.
Stewart, who was confirmed as the assistant secretary of defense for Manpower and Reserve Affairs in October 2018, "has been filling the under secretary role since then, a role that is critical to the National Defense Strategy, in support of our families and readiness," Esper said.
"I note that Jimmy came out of retirement, after having served 37 years in the Air Force, to serve his country again. It's people like Jimmy, the selfless individuals who put service before self, who are the backbone of this country. I thank Jimmy and his family for their service to the department and the nation, and wish him the best in his retirement," he added.

Matt Donovan, the under secretary of the Air Force who served as acting Air Force Secretary until Barbara Barrett's recent confirmation, will step into the role vacated by Stewart, Esper said.
Donovan will still maintain his current role as Air Force under secretary until Dec. 27. When he transitions to performing duties as the Under Secretary of Defense for Personnel and Readiness for DoD, Shon Manasco, the Assistant Secretary of the Air Force for Manpower and Reserve Affairs, will take over as Air Force under secretary.
"Under Secretary Donovan's steady leadership and work improving the force's readiness, modernization, and advocacy will leave the Department of the Air Force better for generations to come," Barrett said Friday. Donovan has been the under secretary for more than two years.
"The Department of the Air Force is in good hands with Shon Manasco's leadership," Barrett added.
Stewart is just the latest in a long series of officials to resign or be removed from top Pentagon roles in the last few years. Navy Secretary Richard Spencer was asked for his resignation in November after Esper said he had broken trust by dealing unilaterally with the White House. Air Force Secretary Heather Wilson resigned in May to take a position as president of the University of Texas at El Paso. On Thursday, Pentagon officials confirmed that Assistant Secretary of Defense for Indo-Pacific Security Affairs Randall Schriver was resigning after nearly two years in the post.
The position Stewart is vacating has not been filled by a Senate-confirmed official since Robert Wilkie departed to become secretary of the Department of Veterans Affairs in July 2018.
According to his Air Force biography, Stewart was a pilot with over 4,700 flight hours flying the KC-10 Extender, C-17 Globemaster III, C-141A/B Starlifter, WC-130H weather reconnaissance aircraft and the C-130H2 Hercules during his nearly 40-year career, which spanned both active duty and the Air Force Reserve.
He retired from the Air Force as a major general in 2014.

Hyten Poised For Confirmation Despite Democrat Backed Sexual Assault Claims.
His accuser, who took a front-row seat at his confirmation hearing, of course says the Air Force four-star is lying to Congress.
A four-star U.S. Air Force general appears poised to be confirmed as the No. 2 uniformed officer in the U.S. military, despite what Democratic lawmakers have described as "credible" allegations of sexual assault made by a junior officer.
Gen. John Hyten, who currently leads U.S. Strategic Command, categorically denied the accusations on Tuesday during his confirmation hearing to become vice chairman of the Joint Chiefs of Staff.
"Nothing happened, ever," Hyten said.
Lawmakers on the Senate Armed Services Committee, who have spent three weeks digging into the allegations of multiple instances of sexual misconduct, told Hyten that they had been unable to substantiate the junior officer's claims. Several Republican lawmakers explicitly declared the accusation against Hyten to be false.
Hyten's accuser, Army Col. Kathy Spletstoser, sat in the first row throughout his confirmation hearing. She stared straight ahead, her face impassive. Only as former Air Force Secretary Heather Wilson introduced the general did she appear to react, working her jaw silently as Wilson declared, "I believe the Senate will come to the same conclusion I did. Gen. Hyten was falsely accused and this matter should be set aside as you consider his nomination."
Speaking to reporters after the hearing, a visibly emotional Spletstoser said that Hyten had lied to lawmakers. "You just had a four-star general get up in front of the American people and in open testimony and make false official statements under oath. The bottom line is, he lied about sexually assaulting me."
The roughly two-hour hearing raised controversial and painful questions about how the military handles allegations of sexual assault, which anonymous survey data suggested hit a four-year peak of 20,500 servicemembers in 2018.
Remarkably, even Democratic lawmakers declined to explicitly praise or credit Spletstoser's story from the dais on Tuesday. Her most natural likely defenders on the committee, Sens. Elizabeth Warren, D-Mass., and Kirsten Gillibrand, D-N.Y., are both running for president in 2020 and are in Detroit this week for a primary debate.
Hyten's most important defender on Tuesday was also a woman. Sen. Martha McSally, R-Arizona-closely watched as an Air Force veteran who was raped by a superior officer while she was a cadet at the Air Force Academy-said in a statement from the dais that Hyten was innocent. "This wasn't just a jump ball. Not a he-said, she-said," McSally said. "Not a situation where we just couldn't prove what allegedly happened...The full truth was revealed in this process."

Brenda Cartier, now the director of operations at Air Force Special Operations Command headquarters at Hurlburt Field, Florida, received a letter of counseling after an inspector general investigation found she failed to treat subordinates with dignity and respect in her previous position, and falsely claimed flight hours on an MC-130J in 2017.
The March 2019 report, which the Air Force provided at Air Force Times' request, also found that Cartier received $250 in flying incentive pay as a result of the flight hours she improperly claimed in July 2017. The IG report reviewed allegations about Cartier's actions while she was a colonel, in command of Air Education and Training Command's 58th Special Operations Wing at Kirtland Air Force Base in New Mexico.
Cartier's promotion to brigadier general took effect in August 2018, but an official ceremony marking her promotion is scheduled for June 14, Air Force spokeswoman Ann Stefanek said in an email. She was first nominated to receive her star in November 2017, and is AFSOC's first female air commando one-star.
"After reviewing the report of investigation and considering the details of Brigadier General Cartier's career, the Secretary of the Air Force [Heather Wilson] determined her promotion to the rank of brigadier general was in the best interest of the Air Force," Stefanek said.
Stefanek said Cartier declined to comment further.

Matthew Donovan to become acting Air Force secretary at end of month
Matthew P. Donovan, the under secretary of the Air Force, will become acting secretary of the service on June 1, after Air Force Secretary Heather Wilson resigns her position, the Pentagon announced Wednesday.
Wilson announced in March in a letter to President Donald Trump that she planned to resign at the end of May to become the president of the University of Texas at El Paso, according to the Pentagon.
"In her two years as secretary, Heather defined the Air Force the nation needs and made incredible progress in implementing the strategy to get us there," acting Defense Secretary Patrick Shanahan said in the prepared Pentagon statement, adding Donovan "will do a fantastic job."
A native of Hancock, N.H., Donovan became the Air Force's under secretary in August 2017 after working as the majority policy director for the Senate Armed Services Committee, according to his official Air Force biography.
Donovan, 60, is also an Air Force veteran, enlisting in 1977 and then commissioning through the Air Force Officer Training School in 1982. He served as a command pilot, flying the F-15C Eagle and the F-5E Tiger II tactical fighter aircrafts, according to his biography.

With four months left on a 24-month timetable, the Air Force has eliminated 328 published instructions and revised another 450, according to a Friday memo signed by Air Force Secretary Heather Wilson, Chief of Staff Gen. David L. Goldfein and Chief Master Sgt. Kaleth O. Wright.

COLORADO SPRINGS, COLORADO - This was supposed to be a week in which Pentagon leaders would "share our thinking and lay out our unified, whole-of-government plan to ensure U.S. leadership" in space.
But less than an hour after Acting Defense Secretary Patrick Shanahan uttered those words, It became clear that deep disagreements remain about how to reorganize the U.S. military's orbital operations.
In her own speech here, Air Force Secretary Heather Wilson warned about new plans to launch clouds of inexpensive satellites to augment larger ones that are more capable, yet ostensibly more vulnerable to jamming, cyber attack, or destruction by China and Russia.
"Launching hundreds of cheap satellites from the Earth as a supplement for the complex architectures where we provide...will result in failure on America's worst day," Wilson said.
She did not mention the new Space Development Agency by name, but her target was obvious to most of the thousands of military and commercial space professionals gathered at the annual Space Symposium.

The head of U.S. Strategic Command, or STRATCOM, has been nominated as the next vice chairman of the Joint Chiefs of Staff, according to Air Force's top civilian.
Air Force Secretary Heather Wilson told audiences at the Space Symposium in Colorado on Tuesday that STRATCOM commander Gen. John Hyten has been nominated for the position.
Hyten would take over from Air Force Gen. Paul Selva, who is retiring.
The move to elevate Hyten comes at a time when the Defense Department is focused heavily on expanding its space assets.
As STRATCOM chief, Hyten has emphasized the need for nuclear modernization and expanded communications, as well as the growing demand for improved defenses in space against near-peer adversaries such as Russia and China.
Since assuming the position in 2016, Hyten has said space is his "third priority," with "nuclear first, nuclear command-and-control second."
He has said he is grateful the Trump administration is creating a Space Force and associated components to deal with emerging threats from adversaries in space.
"The president said we need a structure inside the Pentagon focused on space all the time, and I support that structure," Hyten said during a March 28 House Armed Services Subcommittee on Strategic Forces hearing. "I think the most important thing we can do in the near term [is] to stand up a new unified command, moving space out from under my command, out from under U.S. Strategic Command, and creating a new U.S. Space Command focused 100 percent of the time on the space problem.
"Space will never be higher than my third priority. I get to spend so little time on space because I have to focus on the nuclear capability," he added.
Prior to his current post, Hyten was vice commander and then commander of Air Force Space Command at Peterson Air Force Base, Colorado, between 2012 and 2016, according to his official biography.
He has fought for other modernization programs, including the UH-1N Huey helicopter replacement program, which has been in the works for more than a decade. Last year, Hyten stressed the move is long overdue for STRATCOM, which uses the aging Huey helicopter for aerial protection of its missile sites.
"We are going to get a new helicopter in the missile fields," he said Aug. 1 during his opening remarks at the 2018 STRATCOM Deterrence Symposium in Omaha, Nebraska. "We are going to get a new helicopter if I have to die trying or if I have to kill somebody to do it. It is taking way too long."
In September, the Air Force chose Boeing Co. to build the Huey replacement at a cost of approximately $2.38 billion.
If confirmed, Hyten will serve with Army Chief of Staff Gen. Mark Milley. In December, Trump nominated Milley to succeed Chairman of the Joint Chiefs Gen. Joseph Dunford.

Colorado, Alabama and California emerge as favorites for Space Command headquarters: report
The Air Force is zeroing in on military bases to potentially house President Trump's proposed U.S. Space Command, with the short list of contenders located in Colorado, Alabama and California, according to CNN.
An Air Force memorandum obtained by the network identified six potential bases, four in Colorado and the other two in California and Alabama, according to CNN. While the memo indicated the findings were approved by Air Force Secretary Heather Wilson, an Air Force spokesperson told the network that Air Force personnel have not yet sent a list of base candidates to Wilson.
The memo puts the "projected manpower" for the base at 1,450 personnel, including 50 contractors, 827 civilians, 183 enlisted personnel and 390 officers, according to CNN. About 350 of the personnel would come from the existing Joint Force Space Component Command, currently part of U.S. Strategic Command.
The reported finalists are Colorado's Buckley Air Force Base, Cheyenne Mountain Air Force Station, Peterson Air Force Base and Schriever Air Force Base, the Army's Redstone Arsenal in Alabama and Vandenberg Air Force Base in California.
"Placing United States Space Command on a Department of Defense space installation will align the command with critical space force expertise and provide resident military, civilian, and commercial space manpower for United States Space Command recruiting and retention," a document attached to the memo said, according to CNN.
The Senate Armed Services committee is set to hold its first hearing on Trump's Space Force proposal this week.
"A coherent space strategy is an integral part of our National Defense Strategy," committee Chairman James Inhofe (R-Okla.) said in a statement. "I look forward to hearing from Pentagon leadership about what they see as the necessary capabilities of a space force, the costs and benefits associated with their solutions, and what our full range of options are."

Wilson said she plans to accept a position as president of the University of Texas at El Paso and is expected to leave the Air Force in May.
March 8 (UPI) – Secretary of the Air Force Dr. Heather Wilson announced her resignation in a Twitter message on Friday.
In the brief tweet, Wilson wrote that she will accept the position of president of the University of Texas at El Paso.
The University of Texas System Board of Regents unanimously approved a decision on Friday to name Wilson the sole finalist for the position.
"Secretary Wilson is a unique candidate with her background of academic and government service," said Regent Steve Hicks at a meeting of the Board of Regents.
Wilson previously worked at the National Security Council and the U.S. Mission to NATO, as well as in the U.S. Congress from 1998 to 2009 as a representative from New Mexico. She was also president of the South Dakota School of Mines and Technology from 2013 to 2017 before President Donald Trump chose her to lead the Air Force.

WASHINGTON (Reuters) - U.S. Air Force Secretary Heather Wilson, who was considered a top candidate to become the next secretary of defense, has decided to resign after almost two years to return to academia, U.S. officials told Reuters, leaving another vacant post at the top level of the Pentagon.
Wilson was not asked to leave by anyone in President Donald Trump's administration and was not resigning under pressure, the official told Reuters.
"It has been a privilege to serve alongside our Airmen over the past two years and I am proud of the progress that we have made in restoring our nation's defenses," Wilson, 58, said in her resignation letter, a copy of which was seen by Reuters.
She plans to step down on May 31 to become president of the University of Texas at El Paso, said the official, who spoke on condition of anonymity.
The University of Texas Board of Regents still has to approve Wilson's selection but she is the sole finalist.
The resignation leaves another senior Pentagon job open and follows the December departure of Defense Secretary Jim Mattis, who quit over policy differences with Trump and had picked Wilson for the job.
Mattis' deputy, Patrick Shanahan, is performing the role in an acting capacity in what is widely seen as an audition for the job. Wilson's resignation could add to speculation that Shanahan may remain in the position.
A Pentagon spokesman told a news conference that he could not confirm Wilson's resignation but that he had no reason to doubt the Reuters story.
"Everyone she has talked to wants her to stay but she thinks the time is right to take on this new challenge," the U.S. official said, speaking on condition of anonymity.
Wilson informed Vice President Mike Pence of her decision earlier in the week and Air Force Chief of Staff David Goldfein on Thursday, the official said.
SPACE FORCE
It is unclear who might succeed Wilson and inherit steep challenges facing the Air Force, which include the creation of Trump's "Space Force," a new branch of military service that will carve out some responsibilities current done by the Air Force. The Air Force is also reeling from a fresh scandal involving sexual assault.
Wilson was the first Air Force Academy graduate to ever take the highest position in her service, and counted a robust resume that included a decade as a Republican lawmaker in Congress. She also served on the National Security Council staff during the George H. W. Bush administration, and as president of the South Dakota School of Mines and Technology.
After joining the Pentagon, Wilson visited Iraq and Afghanistan and came away concerned about the wear-and-tear on an Air Force that she thought was too small, especially as the Pentagon shifted its focus to competition with Russia and China.
Last fall, she predicted the Air Force would need to grow sharply over the next decade or so, boosting the number of operational squadrons by nearly a quarter to stay ahead of Moscow and Beijing.
She told reporters at the time that the preliminary analysis drew partly from classified intelligence about possible future threats, showing that Air Force, at its current size, would be unable to preserve America's edge.
Wilson estimated the Air Force would need about more 40,000 personnel as part of the plan to have a total of 386 operational squadrons, compared with 312 today. The U.S. Air Force had 401 squadrons in 1987, at the peak of the Cold War.

Before being elected to Congress, Wilson was a cabinet secretary in New Mexico's state government responsible for foster care, adoption, juvenile delinquency, children's mental health and early childhood education.
From 1989 to 1991, Wilson served on the National Security Council staff as director for defense policy and arms control for President George H.W. Bush during the fall of the Berlin Wall and the collapse of the Warsaw Pact.
From 1991 to 1995, and again from 2009 to 2013, Wilson was in the private sector. In 1991 she founded Keystone International, Inc., a company that did business development and program planning work for defense and scientific industry. She served as a senior advisor to several national laboratories on matters related to nuclear weapons, non-proliferation, arms control verification, intelligence and the defense industrial base. Wilson also served on the boards of two publicly traded corporations as well as numerous advisory and non-profit boards.
Wilson was an Air Force officer from 1982 to 1989. She graduated from the U.S. Air Force Academy in the third class to include women, and earned her master's and doctorate degrees as a Rhodes Scholar at Oxford University in England.
Wilson was a collegiate rower at Oxford and is an instrument-rated private pilot.

WASHINGTON - The long-delayed Missile Defense Review, which will be formally introduced by President Donald Trump at the Pentagon on Thursday, will call for research and investments to ensure America's security for the next several decades: laser technology, the F-35 as an ICBM killer, and potentially putting interceptors in space.
Trump will roll out the report at 11 a.m. Thursday as part of his third visit to the Pentagon since taking office.
Expected to attend the rollout is a who's who of national security officials, including vice president Mike Pence, national security adviser John Bolton; Acting Secretary of Defense Patrick Shanahan; Air Force Secretary Heather Wilson; Army Secretary Mark Esper; Pentagon policy head John Rood; Undersecretary of Defense for Acquisition and Sustainment Ellen Lord; Pentagon technology head Mike Griffin; and Rep. Mike Turner of Ohio, a leading advocate for missile defense.
A senior administration official, speaking to reporters ahead of the report's release, confirmed a number of new technologies that Defense News has learned are highlighted in the report. The official told reporters that overall, the review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future."
It's been a long road for the MDR to finally emerge. Pentagon officials originally said the document would be released in late 2017 - then February, then mid-May and then late in the summer. In September, Rood, who as undersecretary of defense for policy is the point man for the MDR, indicated the report could come out in a matter of weeks. And in October, Shanahan, then the deputy secretary of defense, said the document had been done "for some time."
There is also widespread speculation in the missile defense community that the review has been delayed, at least in part, because of the warmed relations between the Trump administration and North Korea. Notably, the mid-May time frame for release, which was floated by Shanahan in April, lined up President Donald Trump's planned meeting in Singapore with North Korean leader Kim Jong Un. While that meeting was canceled and then eventually happened in June, there was a sense the Pentagon did not want to do anything that could jeopardize those talks, such as releasing a report discussing how the U.S. could counter North Korean capabilities.
Ironically, Trump will be rolling the report out just hours before a high-level North Korean delegation is expected to arrive in Washington for talks with the administration. However, Sung-Yoon Lee, a Korean expert with Tufts University's Fletcher School, doesn't expect that to impact any negotiations.

Senior defense officials remain far apart in their estimates of how much it would to create the Space Force military branch championed by President Trump.
Deputy Defense Secretary Patrick Shanahan on Thursday told reporters at the Pentagon that it would cost "single digit, not a double-digit" billions of dollars. "It might be lower than $5" billion, he said.
About two hours later, Air Force Secretary Heather Wilson defended her service's far higher estimate. In September, she estimated that standing up a Space Force and a new combatant command for space warfare would cost about $13 billion over five years. (Shanahan did not specify the timeframe for his $5 billion estimate on Thursday.)
"Our cost estimate that we gave to a lot of people in the Pentagon in September was the cost of a fully-fledged, stand-alone department and also a unified combatant command," she said at the Defense One Summit. "Whatever is put forward needs to implement the president's proposal," she said. "What we put forward was cost estimates to implement a stand-alone department. The president is going to be making some decisions to put forward a proposal in concert with his fiscal year 2020 budget proposal that will go to the Congress in February. The costs will be really based on what are the elements in the model in that proposal."
For example, Wilson's estimate assumes that the National Reconnaissance Office will be folded into the new military branch. But a draft proposal of the Pentagon's Space Force plan, which will be sent to Congress in February, did not include NRO in the Space Force.
Todd Harrison, a defense budget analyst with the Center for Strategic and International Studies, was deeply critical of Wilson's cost estimate, which he called "an example of malicious compliance." Next Monday, Harrison is scheduled to release a detailed Space Force cost estimate.

A former Navy sailor arrested earlier this month faces charges related to ricin-related threats mailed to President Trump and other top administration officials. William Clyde Allen III, arrested Oct. 5, was indicted on seven counts by a federal grand jury in Salt Lake City Thursday, according to the Justice Department. The 39-year-old was charged with one count of using a biological agent as a weapon, one count of mailing a threat against the president, and five counts of mailing threatening communications to an officer or an employee of the United States, the news release stated.
The five charges are for each of the threats the Logan, Utah, resident allegedly made to Defense Secretary Jim Mattis, Naval Operations Chief Adm. John Richardson, FBI Director Christopher A. Wray, CIA Director Gina Haspel, and Air Force Secretary Heather Wilson. The threatening letters are alleged to have included castor bean material and had "Jack and the Missile Bean Stock Powder" written inside. Court documents stated the suspect bought 380 castor beans last December. Even a small amount of ricin, which is made from castor beans, can be fatal to people if it is consumed, inhaled, or injected into the bloodstream.
Allen pleaded not guilty on all charges Thursday. He will remain in jail until the trial, set to start on Dec. 26. Allen faces life in prison for the biological weapon charge, up to five years in prison for mailing a threat against a president, and up to 10 years in prison for each of the five mailed threats to the U.S. officials. It's not clear how Allen was released from his military service or his motive for the alleged acts.

US Defense Secretary James Mattis says the Pentagon agrees with President Donald Trump on viewing space as a possible battlefield and is considering setting up a combatant command until the Space Force can be created.
"We need to address space as a developing war-fighting domain, and a combatant command is certainly one thing that we can establish," Mattis told reporters on Tuesday, adding that the Pentagon is "in complete alignment"with Trump's concerns about protecting US assets in space.
"We're going to have to address it as other countries show a capability to attack those assets," the secretary added.
Trump issued a directive in June to begin preparations for creating the Space Force as a separate branch of the US military, along with the Army, Navy, Air Force, Marines, and Coast Guard. Doing so will ultimately require an act of Congress, however.
"We are working our way through all this," Mattis said. "The vice president is kind-of the point man for the president on this, we are working daily with his office and with supporters on Capitol Hill and the relevant committees."
Though Mattis was opposed to the idea of setting up a space force last year, he seems to have come around to Trump's viewpoint that space "is a war-fighting domain just like the land, air, and sea."
America's way of life is dependent on space, NASA administrator Jim Bridenstine told CBS News last month. "If we lose the GPS signal, there are no inner bank transfers, that means there will be no milk in the grocery stores, our way of life shuts down, and that's why hostile countries around the world are taking action to make these capabilities vulnerable for the USA," he added.
Current Air Force Secretary Heather Wilson has pointed to China's 2007 use of a guided missile to destroy a satellite in orbit as a potential threat to 77 US military satellites currently orbiting the earth.
"The United States is determined to protect our capability on orbit, we're going to defend ourselves, and we're developing the capability to do that," Wilson said at an event hosted by the Washington Post last month.
Setting up a space force as a separate service branch won't do much good without a combatant command, Wilson's predecessor, Deborah Lee James, argued at a Brookings Institute event.
"A military service trains, organizes, and equips, it doesn't war fight. The combatant commands do the war fight," James said.
The comments from Mattis on Tuesday seem to indicate the Pentagon is looking at setting up a command first, while continuing to push the launch of Space Force through the bureaucratic channels of Washington.
"We'll get it right. We'll work it through the Congress. We have the direction from the president and we're underway," Mattis said.
The US currently has six geographic (Africa, Europe, Central, Northern, Southern, Into-Pacific) and four functional combatant commands (Cyber, Strategic, Special Operations and Transportation).

Voice of doom: Radio geek may have intercepted order for B-52 bomber to drop nukes
A radio enthusiast has recorded what is said to be a coded message directing a B-52 strategic bomber to launch a nuclear attack off the US Pacific coast. The nightmare scenario was part of the drills simulating nuclear warfare.
The dialogue was intercepted on Tuesday by radio and Boeing aircraft enthusiast Matt Cawby. It appears to be one of the so-called Emergency Action Messages (EAMs) used to initiate nuclear attacks, Tyler Rogoway, editor of military aviation-themed blog The War Zone, writes.

The exchange between the B-52 pilot, codenamed 'Doom 61' in the drill, and an operator on the ground, was posted by Cawby on Twitter. The message itself is relayed via NATO phonetic alphabet. The bomber was flying off the coast of Washington and Oregon when it was intercepted by the aviation enthusiast, according to Rogoway.
The EAMs direct the nuclear forces to unleash pre-planned nuclear strikes. Rogoway explains that "in order for that deterrent to work, enemies need to know that the command and control infrastructure that controls the arsenal is totally reliable and can act with sudden efficiency. Hence the display of force and the radio transmissions from last evening."
The B-52s, along with B-2 stealth bombers, comprise the 'air leg' of the US nuclear triad. The other two 'legs' are the ballistic missile submarines and silo-based ICBMs.
Last August, the Pentagon awarded Lockheed Martin Corporation and Raytheon Company a $900-million contract each for manufacturing nuclear-tipped cruise missiles for B-52s. "This weapon will modernize the air-based leg of the nuclear triad," Air Force Secretary Heather Wilson said in a statement. The new missiles are expected to be fielded by 2030.
However, recent reports also indicated that the bombers may also be fitted with wing pylons able to support MOAB, the most powerful non-nuclear US bomb.

Congress divided over aircraft, ships and space in defense bill
With the Pentagon newly flush from a two-year funding deal, the House and Senate are now heading toward final negotiations on an annual defense authorization bill that will help direct how the money is spent.
Lawmakers will have to roll up their sleeves and settle disagreements over aircraft, ships and space policy in the coming weeks and months as part of the 2019 National Defense Authorization Act conference committee, which usually produces a final bill in the fall.
The legislation will set Pentagon priorities and policies for the final year of a deal struck by Congress to hike defense spending and give the military a chance to rebuild its forces.
The two chambers' dueling versions of the NDAA diverge in three areas, and the conference negotiations could shift the cost of the roughly $717 billion bill by hundreds of millions of dollars and have profound effects for military operations for years to come.
No doubt the Pentagon will be watching closely as the House and Senate weigh aircraft programs and space reforms it has resisted. Here are the largest expected flashpoints.
JSTARS
The Air Force has been pushing back publicly over efforts to force a replacement of its fleet of 17 Joint Surveillance Target Attack Radar aircraft, or JSTARS, which could eventually cost $6.5 billion.
The E-8C aircraft fly over a battlefield and collect surveillance information for Army ground forces, but the Air Force says the aircraft are becoming obsolete due to advances in enemy air defenses. Secretary Heather Wilson recently compared the Gulf War-era JSTARS to early 20-ounce cellular phones and dial-up Internet service.
The House version of the NDAA mandates the service move ahead with replacing the Boeing aircraft and authorizes $623 million to do so. But the Senate has no such requirement, noted Mackenzie Eaglen, a resident fellow and defense budget analyst at the American Enterprise Institute.
"Based on our analysis resulting from extensive committee oversight activity, we have concluded that completely walking away from this program imposes an unprecedented level of risk to our warfighters," Rep. Mike Turner, R-Ohio, said during a floor speech.
The Senate Armed Services instead proposes blocking the Air Force from retiring the existing JSTARS aircraft while authorizing it to move ahead with its vision for a replacement system of drones, aircraft and space-based sensors.
"We're just not sure that the replacement plan is really adequate and we want to be sure before we leave a proven platform that we're not going to be in a place where we don't have the assets and the resources that we need," Sen. Angus King, I-Maine, who sits on the committee, told the Washington Examiner.
The two chambers might not be far from a deal. King simply said "yes" when asked if the Air Force was off on its claim the aircraft would be shot down on the first day of any war.

A $24million contract to install new refrigerators on the presidential fleet has been cancelled.
Rep Joe Courtney, a Connecticut Democrat, first revealed the contract cancellation in a statement issued on Monday.
'The Air Force, working with the White House Military Office, recently reviewed the investment for the VC-25A chiller replacement and jointly decided to terminate the effort,' Secretary of the Air Force, Heather Wilson, said in a statement.
Wilson said the plan to replace the refrigerators still exists, but the 'progress on the VC-25B program weighed against the cost of the chiller effort makes termination the most prudent fiscal sense for the government'.
The Air Force and White House Military Office will need to reevaluate this effort, Wilson said.
Courtney, who is the ranking member of the House Armed Services Subcommittee on Seapower and Projection Forces, said he supports the decision.
'Clearly, the Air Force is making the right decision [to] cancel the previously announced sole-source contract and hit restart on this process,' Courtney said in a statement.
Boeing won the contract with the Air Force in December 2017, with the cost covering design and installation of the custom chilling units on the two Boeing VC-25As that make up the presidential fleet.
'Air Force One' is a colloquial designation that refers to any plane carrying the president.
There are currently two planes in the presidential fleet, which are 747-200s that have been heavily altered, and are known by the military classification VC-25A.

Biden to Nominate Former Pentagon Official Frank Kendall to Top Air Force Post
President Joe Biden plans to nominate Frank Kendall, a former top Pentagon official, to be the next Air Force secretary, the White House announced Tuesday.
Defense News first reported the news of Kendall's expected nomination.
Gina Ortiz Jones, a former Air Force captain, has also been nominated to be the under secretary of the service, the White House said. Jones, an intelligence officer who deployed to Iraq and is openly gay, ran as a Democrat for Congress in 2018 and again in 2020.
John Roth is currently the acting Air Force secretary. Barbara Barrett, who served as the fourth female Air Force secretary and succeeded Heather Wilson, was the last person to officially fill the role.
Kendall currently holds a number of positions, including senior fellow at the Center for American Progress and senior adviser to the Center for Strategic and International Studies. He is also a member of the Council on Foreign Relations, the White House said.
"Frank Kendall is exactly the kind of public servant we need at the helm of the Air Force at a time when the service is navigating so many unique challenges, including effective acquisition to meet our nation's future threats," Rep. Adam Smith, D-Wash., chairman of the House Armed Services Committee, said in a statement. "With more than 40 years of experience in defense and national security, and with a particular focus on acquisition policy during his tenure in the Obama administration, I cannot think of a better, more equipped leader to tackle these issues head on."
Smith also praised Biden's nomination of Jones, who would be "the first woman of color to serve as Under Secretary of the Air Force, marking yet another historic nomination as the Biden-Harris administration continues to prove their commitment to building a diverse Department of Defense that reflects the American population."
Kendall spent 10 years on active duty and retired as a lieutenant colonel from the Army Reserve. Under the Obama administration, he served as the under secretary of defense for acquisition, technology and logistics at the Pentagon between 2012 and 2017. He is a graduate of the U.S. Military Academy at West Point, and also received a degree in aerospace engineering from the California Institute of Technology and a law degree from Georgetown University.
Kendall was instrumental in facilitating an expensive overhaul of the Pentagon's military health system in 2015. The Defense Department that year awarded a $4.3 billion contract to a team that included Leidos Inc. and Cerner Corp. to modernize the military's digital medical records system.
