Another "eye-opening" Pentagon war game based on 2030 showed in 2020 that the US would not be able to defend Taiwan from a Chinese invasion and suffer "capital losses" with the PLA targeting Guam. US defence sources told The Times that every US base in the Indo-Pacific is at risk of a Chinese attack.
Taiwan is the "most volatile issue" between the two superpowers, Bonnie Glaser, director of the China power project at the Centre for Strategic and International Studies (CSIS), told The Times and warned that the problem could trigger a nuclear war.
In 2018 and 2020, two other war games showed the same results with China targeting Guam. The 2018 war game revealed that the US military will lose fast if it doesn't change course considering the Chinese advancement in military technology and missiles.
"After the 2018 war game, I distinctly remember one of our gurus of war gaming standing in front of the Air Force secretary and chief of staff and telling them that we should never play this war game scenario [of a Chinese attack on Taiwan] again because we know what is going to happen," Lieutenant General S Clinton Hinote, deputy chief of staff for strategy, integration and requirements, United States Air Force (USAF), told Yahoo News in an exclusive interview in March 2021.
In the September 2020 war game, less than a year after the Covid-19 outbreak, China used biological weapons to attack US bases and warships in the Indo-Pacific and invaded Taiwan under cover of a military exercise like the Russian build-up ahead of the Ukraine invasion. The simulation ended with Chinese missiles hitting US bases and warships in the region and an aerial blitzkrieg and amphibious onslaught on Taiwan.
Besides, considering that the Quad is not a NATO-like military alliance in the region, China will not face a united front of European nations like Russia is facing in Ukraine. Except for the US, the other members of the Quad, especially India, will not be willing to assist Taiwan.
On 11 June, Vice-Admiral Biswajit Dasgupta, Flag Officer Commanding-in-Chief of the Eastern Naval Command, made it clear at the Shangri-La Dialogue that the Quad is "not a military alliance" for India.
Besides, it will be difficult to supply arms and ammunition to Taiwan because of its geographical proximity to China as Beijing could easily target the consignments. According to USAF General Mike Holmes, "With Ukraine, you have borders that you can move things across. Taiwan's a long way off."
PLA Rocket Force
In case, the US intervenes militarily, China's response will be a devastating pre-emptive attack in the first few days. "Many Chinese observers suggest that missile strikes on [US] air bases would be part of the opening salvos of a war," RAND said in 2019.
China will unleash a volley of missiles - the most varied stockpile of 2,000 land-based, cruise and anti-ship weapons in the world - on Guam and Diego Garcia.
After the conclusion of the CNAS war game, which simulated China attacking Guam and Japan in the first few days, Hinote said that Beijing would adopt a Pearl Harbour-like bombing strategy. "The attack is designed to give Chinese forces the time they need to invade and present the world with a fait accompli," he told the Air Force Magazine.
China has the most massive and diverse arsenal of missiles that threatens American ships in the Western Pacific, former US Indo-Pacific Command chief Admiral (retired) Harry Harris said in March 2018. "We are at a disadvantage with regard to China today in the sense that China has ground-based ballistic missiles that threaten our basing in the Western Pacific and our ships," he said in a testimony before the US Senate Armed Services Committee.

Ambassador Hangs Black Lives Matter Banner on Facade of US Embassy in South Korea
The U.S. Embassy in Seoul, South Korea has hung a large 'Black Lives Matter' banner from the facade of the embassy, according to a tweet on the embassy's Twitter account posted Saturday. Ambassador Harry Harris posted a follow-up statement that quoted President Kennedy, not President Trump, about race relations in the United States.

"Gen. John Hyten, vice chairman of the Joint Chiefs of Staff, said Wednesday that he hopes to see "significant improvement" this year on loosening classification standards in the infamously overclassified Pentagon.
Hyten said the process, which has the backing of Defense Secretary Mark Esper and Chairman of the Joint Chiefs of Staff Gen. Mark Milley, will attempt to make it easier to communicate with industry, the public and internally at the Defense Department.
"In many cases in the department, we're just so overclassified it's ridiculous, just unbelievably ridiculous," Hyten told the audience at an Air Force Association event.
To underline his point, Hyten said when he was head of U.S. Strategic Command, he invited Adm. Harry Harris, then the head of U.S. Pacific Command, to a briefing - one so classified that their deputy commanders, both three-star officers, were not allowed to attend. Chinese State Media Reveals Mysterious Hypersonic Aircraft
China's China Central Television has briefly revealed the country's new hypersonic aircraft under development. According to the report, the China Aerospace Science and Technology Corporation is currently working on a hypersonic vehicle, which is capable of traveling on the speeds of about 5-20 mach for about 5 hours.
China's aggressive push into hypersonic technology began in early 2018, when Chinese researchers first revealed a novel design for an ultra-fast plane they say will be able to take dozens of people and tonnes of cargo - "anything from flowers to bombs, and likewise, passengers could be tourists or military special forces" - from Beijing to New York in about two hours.
The plane would travel around 6,000km/h (3,700mph) or about five times faster than the speed of sound, according to the team, which is also "involved in China's top-secret hypersonic weapons programme," according to the South China Morning Post. Today's current journey from Beijing to New York depending on the jet stream is roughly 13 to 14 hours. An 80% reduction in travel time is a game changer for civilian aviation, but also a red flag if the aircraft is converted into a hypersonic heavy bomber.
"It will take only a couple of hours to travel from Beijing to New York at hypersonic speed," head of hypersonic research Cui Kai wrote in a paper this month in Physics, Mechanics and Astronomy, published by Science China Press.
The team said they had tested a scaled-down prototype of the hypersonic plane in a wind tunnel at the Chinese Academy of Sciences in Beijing. Researchers carried out aerodynamics evaluations on the aircraft pushing it to 8,600km/h (5343 mph) and discovered it performed exceptionally well, with low drag and high lift.
The project reflects China's ambition to overtake the US on developing new strategic weapons: according to the head of hypersonic research Cui Kai "This will require original rather than knock-off designs," adding that the I-plane was part of a new family of aircraft in development that had not been reported until now. "It could lead to a huge step forward in hypersonic technology," he said.
China has tested various types of hypersonic vehicles over the Gobi Desert in recent years, some capable of reaching 10 times the speed of sound. It is also building the world's fastest wind tunnel to simulate hypersonic flight at speeds of up to 12 kilometres per second (or 43,200km/h). At such velocity, a Chinese hypersonic vehicle could reach the west coast of the United States in less than 14 minutes.

At the start of 2018, US Admiral Harry Harris, who heads the military's Pacific Command, warned lawmakers that, "China's hypersonic weapons development outpaces ours ... we're falling behind. We need to continue to pursue that and in a most aggressive way to ensure that we have the capabilities to both defend against China's hypersonic weapons and to develop our own offensive hypersonic weapons."

South Korea signed a provisional agreement to pay around 1.04 trillion won this year for the stationing of U.S. Forces Korea (USFK) troops here, a rise of 8.2 percent year-on-year.
Chang Won-sam, the top negotiator in defense cost-sharing negotiations and Timothy Betts, acting deputy assistant secretary and senior adviser for security negotiations and agreements of U.S. State Department signed the one-year contract at the foreign ministry in Seoul, Sunday which the South will pay 1.038 trillion won ($923 million) for stationing 28,500 USFK soldiers in South Korea. The figure was to reflect an 8.2 percent increase of Seoul's own defense budget in 2019 year-on-year. The South paid 960.2 billion won for the defense cost sharing in 2018.
The official Special Measures Agreement (SMA) will be officially signed by Foreign Minister Kang Kyung-wha and U.S. Ambassador to South Korea Harry Harris after Cabinet members and President Moon Jae-in approve the preliminary document. The SMA will take effect after National Assembly ratifies it around April.
The agreement came after months-long negotiations between the two since last year.

(Reuters) - President Donald Trump's nominee to be ambassador to South Korea on Thursday backed the idea of a "pause" in major military exercises between U.S. and South Korean forces, while talks on North Korea's nuclear programme continue.
"The whole landscape has shifted, and I believe that we should give exercises, major exercises, a pause to see if (North Korean leader) Kim Jong Un is in fact serious about his part in negotiations," retired Admiral Harry Harris, who just stepped down as head of the U.S. military's Pacific Command, told a Senate hearing.
Immediately after his historic summit in Singapore with Kim on Tuesday, Trump announced he would halt U.S.-South Korea military exercises, a move long sought by North Korea.
Harris said his understanding was that any suspension would involve only major military exercises and that regular training of U.S. forces in South Korea would continue, although final decisions were up to the Department of Defense.
"I'm convinced that our alliance commitments to South Korea remain ironclad and have not changed," he told the Senate Foreign Relations Committee.
On Wednesday the U.S. military was looking at ways to ensure American forces in South Korea could still be fully trained and ready. U.S. officials said it was unclear what types of training involving U.S. and South Korean troops might constitute "war games" Trump wants halted. But big, joint U.S.-South Korean exercises appeared off-limits under the new guidance. [
Trump on Wednesday hailed his meeting with Kim as having removed the North Korean nuclear threat, but Harris told the panel "I think we must continue to worry about the nuclear threat."
Harris also said he believed sanctions on North Korea should stay in place while denuclearization talks continue, echoing comments earlier on Thursday by U.S. Secretary of State Mike Pompeo. Pompeo, speaking in Seoul, said tough sanctions would remain until North Korea's complete denuclearization, apparently contradicting the North's view that the process agreed at the Trump-Kim summit would be phased and reciprocal.
While some Democrats on the Senate committee in particular expressed concern about the lack of specifics from Trump about the North Korean talks, the hearing was largely positive.
Harris was introduced by two Democratic senators, Maisie Hirono and Bill Nelson, and both Republican and Democratic senators said during his testimony that they expected he would be confirmed.
The post of ambassador in Seoul has been empty since Trump became president in January 2017, but would likely become pivotal as the United States seeks to put flesh on its broad agreement with the North.

US Secretary of State Mike Pompeo and high-ranking North Korean official Kim Yong Chol enter a second day of meetings in New York on Thursday (May 30) as they try to settle nuclear weapons disagreements and set the stage for an historic summit between their two leaders.
The two men left a 90-minute private dinner at a New York apartment on Wednesday night without providing details about their conversation. Another round of talks was scheduled for Thursday, with Pompeo expected to leave New York that afternoon.
Pompeo would only say that the dinner "was great" and that the two men dined on "American beef."
It was not yet known whether the two men made any progress toward narrowing long-standing differences between Washington and Pyongyang that could end decades of hostile relations and open the way for the summit between US President Donald Trump and North Korean leader Kim Jong Un.
Earlier in the day, the White House left open the possibility of a Trump-Kim summit on June 12 in Singapore, despite Trump's cancellation of the meeting just days ago.
As the dinner was underway inside an apartment on New York's East Side, just south of the United Nations, a senior State Department official separately briefed reporters on the high-level talks that were underway.
Pompeo and General Kim, vice-chairman of the ruling Workers' Party's Central Committee, "are trying to get to know each other" following their two initial meetings this year in North Korea, said the US official who asked not to be identified.
The official added that before any summit between the two leaders can occur, Pyongyang is "going to have to make clear what they are willing to do" amid demands from Washington that North Korea permanently end its nuclear weapons program.
Trump, the official said, "can make a fly or no-fly decision anytime he wants," referring to the possible unprecedented Singapore summit.
If not enough progress is made to lead to a productive meeting between Trump and Kim Jong Un, the official said, "we will ramp up the pressure on them and we'll be ready for the day that hopefully they are ready."
Shortly before Wednesday's dinner, Pompeo repeated the Trump administration's bottom-line demand in a Twitter post: "Looking forward to meeting with Kim Yong Chol in New York to discuss @Potus potential summit with Chairman Kim. We are committed to the complete, verifiable, and irreversible denuclearization of the Korean Peninsula @StateDept."
Trump last week called off the summit after North Korea expressed anger at comments by senior US officials. But Trump later said he was reconsidering his position and US, North Korean and South Korean officials have gone ahead with summit preparations.

The White House said on Wednesday that negotiations at the demilitarised zone along the border between North and South Korea for the summit were going well.
Separately on Wednesday at Pearl Harbor in Hawaii, Admiral Harry Harris, the outgoing head of US Pacific Command who is Trump's pick to be the ambassador to South Korea, said North Korea remained the US' most imminent threat.
"And a nuclear-capable North Korea with missiles that can reach the United States is unacceptable," Harris said.
Earlier, a US official said negotiations about the summit's agenda have so far been slow going, and the two fundamental issues, the definition of North Korean denuclearisation and whether both sides would take actions at the same time or separately, remained unsettled.

Australians are being assured the controversial AUKUS pact will not undermine this country's sovereignty or increase military dependence on the United States, as an announcement looms on the nuclear submarine project.
In an address to Parliament on Thursday, Richard Marles will hit back at critics including former prime ministers Malcolm Turnbull and Paul Keating, by arguing the controversial partnership "expands strategic options".
Next month the federal government is due to reveal the "optimal pathway" for Australia to acquire nuclear-powered submarines, which Mr Marles has indicated could be a new design between all three countries.
"The capability decisions we will make in the context of AUKUS are about strengthening our sovereignty," Mr Marles will argue, according to speaking notes distributed by his office ahead of his speech.
"Some argue that Australia's reliance on our partners for the acquisition of naval nuclear-propulsion technology gives rise to a dependence that undermines Australia's sovereignty."
Opponents of the AUKUS project warn the project breaches Australia's international nuclear non-proliferation obligations and undermine this country's sovereignty, an assertion the Defence Minister rejects.
"The reality is that almost all of Australia's high-end capability is developed in cooperation with our partners," Mr Marles is expected to say.
"Submarines are no exception. And that dramatically enhanced capability dramatically enhances our sovereignty," the Defence Minister will tell the House of Representatives.
"We need to leverage expertise from the United Kingdom and the United States to help us along our optimal pathway - and building capability with them means we are better able to shape, deter and respond within our strategic landscape."
When the AUKUS partnership was unveiled in 2021 former prime minister Keating warned it would lead to a "a further dramatic loss of Australian sovereignty, as material dependency on the US robbed Australia of any freedom or choice in any engagement Australia may deem appropriate".
His view is shared by Mr Turnbull, who argues "nuclear-powered submarines to be acquired from the US will not be able to be operated or maintained without the supervision of the US Navy".
Could be in the water within 30 years
One of the most respected naval figures in the United States has predicted an Australian nuclear-powered submarine could be developed within 30 years, far sooner than many experts anticipate.
Retired Admiral Harry Harris, a former commander of the US Indo-Pacific Command, has urged the AUKUS partners to speed up delivery of the fleet which he said would change the balance of power in the region.
"You know some people - the Chief of Naval Operations - have said it could be 30 years before we see an Australian nuclear submarine underway in the Indian Ocean," Admiral Harris told a Congressional hearing.
"I said that if we put our hearts and minds to it, and our resources to it - and by 'ours' I mean ours, the United States', the UK's and Australia's - we can do this faster than that.
"I mean, we put a man on the moon in eight years, and we developed a COVID vaccine in one year. We can do this, but we're going to have to put our shoulders to the task."

Defence Minister Richard Marles will move to allay fears the AUKUS pact will undermine the nation's sovereignty by making it overly reliant on foreign technology, arguing nuclear submarines and other high-end capabilities will build the nation's self-reliance.
In a statement to parliament on Thursday, Mr Marles will seek to repudiate critics, including former prime minister Malcolm Turnbull, who warn Australia's future nuclear submarines will require so much allied support they cannot be considered a sovereign capability.
Mr Marles will argue "almost all of Australia's high-end capability is developed in co-operation with our partners", and that such technology "dramatically enhances our sovereignty".
He will tell the House of Representatives the Albanese government has "full knowledge and concurrence" regarding foreign military activities in Australia - a form of words first used by the Hawke government to endorse the operations of joint facilities, including Pine Gap.
Mr Marles will argue "Defence capability is a key factor in sovereignty", and suggest Australia will have "absolute discretion" over the use of its future AUKUS-derived capabilities.
"Through AUKUS, we are building Australian capability and expanding our strategic options," Mr Marles will say, according to an advance copy of his speech.
"This represents a long-term commitment to building our self-reliance and, in turn, will enhance Australia's agency to pursue our sovereign interests. That is the essence of sovereignty," he will say.
The statement - the first of its kind since 2019 - comes about a month before the government unveils its preferred nuclear submarine option and interim measures to prevent a "capability gap" before the boats are delivered. Whether Australia decides on a US or UK submarine design, it will be reliant on its AUKUS partners to help maintain and operate the boats throughout their life.
Suggestions US submarines could be based in Australia, or leased to the ADF and manned by joint crews, have also alarmed some commentators, who fear Australia would have little ?control over such capabilities.
But Mr Marles will reject ?arguments that Australia's ?reliance on its AUKUS partners to access nuclear propulsion technology will create "a dependence that undermines Australia's sovereignty".

The speech follows comments by former US Indo-Pacific commander Admiral Harry Harris, who declared the AUKUS pact was "supremely important", and urged the nation's Republican-controlled congress to slash regulations ?impeding the sharing of ?advanced military technology with Australia.

Admiral Harry Harris, the former commander of the US military in the Indo-Pacific, has urged the new Republican controlled congress to slash regulations that impede the sharing of advanced military technology with Australia's "tremendous military", declaring the AUKUS security pact "supremely important".
In one of two hearings on Capitol Hill on Tuesday (Wednesday AEDT) convened by the new Republican leadership to probe China's growing military and economic threat, Admiral Harris said he "couldn't emphasise enough how important" it was "to get through this export control issue with Australia".
Admiral Harris, who was Donald Trump's initial choice as Ambassador to Australia, also dismissed claims that it would be 30 years before Australia had its own nuclear-powered submarine up and running, owing to the complexity of the construction and personnel raining process.
"We put a man on the moon in eight years, and we developed a Covid vaccine in one year. We can do this, but we're going to have to put our shoulders to the task," he told the House Armed Services Committee.
The government is expected to announce jointly with the US and UK governments next month, following an 18-month consultation period, a plan of how, when and at what cost the navy will obtain eight nuclear powered-submarines as promised under the AUKUS security pact.
Without changes to US rules known as International Trade and Arms Regulations, experts doubt the pact's goals, including sharing advanced nuclear and missile technologies, can be realised.
"It's not going to happen overnight. It's a big thing to do," Mr Marles told reporters in Washington last week when asked about progress.
Mr Marles and Foreign Minister Penny Wong did didn't extract promises from their US counterparts to reform the rules when they were in Washington for AUSMIN bilateral meetings in December.
At that time, US Ambassador to Australia Caroline Kennedy told The Australian the US was aware of the problem and was working toward changes, which would ultimately require congressional approval.

His remarks came two days after the downing of a Chinese surveillance balloon off South Carolina by the US military, which has dramatically intensified focus on how the use can respond to China's growing influence
They also came in the lead up to President Biden's second State of the Union Address, to be delivered today at 9pm (1pm AEDT), expected to include more references to China than White House strategists would have liked.
In a sign Republicans intend to use their new-found congressional clout to focus on China, Republicans laid out a package of 17 proposed laws in a separate, House Financial Services committee hearing designed to thwart Chinese economic and financial power.
These included seeking to admit Taiwan to the International Monetary Fund, imposing sanctions on firms connected to the Chinese military, investigating Chinese links to the deadly fentanyl trade, and stopping US businesses from using China's new digital currency.
"China is not an ally or a strategic partner. They are our competitor and pose the single greatest threat to America's global standing," said Republican congressman Henry McMaster, chairman of the House Financial Services Committee, in his opening remarks.
"The juxtaposition between the United States and China could not be more clear: they are centralised; we are decentralised; they are closed, we are open; they suppress free speech, we embrace it. For the US to compete with China, we cannot become more like the Chinese Communist Party".

Washington | Australia should receive nuclear-powered submarines quickly under the AUKUS agreement and not wait decades for their development, a former US commander of the Pacific Command said on Tuesday (Wednesday AEDT).
Speaking at a Congressional hearing, Admiral Harry Harris urged the United States, Britain and Australia to speed up delivery of the fleet under the pact for Australia's "tremendous military", which he said would change the balance of power in the region.
"You know some people - the Chief of Naval Operations - have said it could be 30 years before we see an Australian nuclear submarine under way in the Indian Ocean," Admiral Harris said.
"I said that if we put our hearts and minds to it, and our resources to it - and by 'ours' I mean ours, the United States', the UK's and Australia's - we can do this faster than that.
"I mean, we put a man on the moon in eight years, and we developed a COVID vaccine in one year. We can do this, but we're going to have to put our shoulders to the task."
The AUKUS members are poised to unveil within weeks the so-called optimal pathway for Australia to acquire nuclear submarines. Concerns have been raised over the time needed to develop the submarines, given the complexity of construction and training of personnel, and the fact the US Navy is under pressure to boost the size of its nuclear-powered submarine fleet.
Defence Minister Richard Marles has said that supplying an interim submarine to the Australian navy has been ruled out, as the three countries come close to finalising the study on supplying the vessels.
"For Australia, which has a tremendous military, for them to have the long reach of a nuclear submarine force would be dramatic. It would help us dramatically. It would change the balance of power in the Indian Ocean, and it would make Australia a blue-water navy," Admiral Harris told Democrat Congressman Joe Courtney at the hearing.
The US is experiencing a critical workforce shortage in submarine and shipbuilding, which means it can now produce only two Virginia class nuclear-powered submarines per year, a far cry from the 273, albeit less sophisticated diesel-powered subs, that were built in just four years following the attack on Pearl Harbour.
While visiting the UK and Washington last week for talks with his American and British counterparts, Mr Marles said building up the submarine workforce remained a "real challenge" but ultimately would generate thousands of jobs.
Another potential hold-up is the strict US export controls that could limit the transfer of advanced military technology to Australia for the submarines. Admiral Harris called for the regulations to be overhauled.
"I can't emphasise enough how important it is to get through this export control issue with Australia. We could have every good intention in the world, but we could be bound up by our own regulation and our own regulatory policy, so whatever could be done to relax that would be beneficial," he said.
His comments echo those of the outgoing chairman of the US Congress' Armed Services Committee, Adam Smith. He said last month that such export controls needed to be eased to ensure the speedy delivery of nuclear propulsion technology from the US to Australia.
Australia plans to reduce the impact of the capability gap by upgrading its ageing Collins-class submarines, squeezing out an extra 10 years of service.

Australia will sign a treaty with the US and Britain on ?Monday formalising access to the ?allies' nuclear submarine ?secrets under the AUKUS strategic partnership.
The agreement, to be tabled in parliament, will allow Defence's nuclear submarine taskforce to commence a detailed assessment of Australia's submarine options, and open the door for Australian personnel to undergo nuclear training in the US and UK.
Defence Minister Peter Dutton will sign the "Exchange of Naval Nuclear Propulsion Information Agreement" in Canberra with US charge d'affaires Mike Goldman and British high commissioner Vicki Treadell.
The move follows a determination by US President Joe Biden at the weekend approving the sharing of US nuclear propulsion technology with Australia and Britain for "our mutual defence".
Mr Dutton told The Australian the treaty was a key step forward, enabling detailed consultations between Australia and its allies on their closely guarded nuclear submarine technology.
"This agreement will support Australia in completing the 18 months of intensive and comprehensive examination of the requirements underpinning the delivery of nuclear-powered submarines," he said.
"The US and the UK will be able to communicate to Australia naval nuclear propulsion information to determine the optimal pathway to acquire nuclear-?powered submarines for operation by the Royal Australian Navy.
"With access to the information this agreement delivers, coupled with the decades of naval nuclear-powered experience our UK and US partners have, Australia will also be positioned to be responsible and reliable stewards of this technology."
The agreement will be considered by parliament's joint standing committee on treaties, and will also be subject to domestic consideration in the US and UK. Mr Dutton said Australian personnel would now be able to commence education and training programs in the US and UK to learn "how to safely and effectively build, operate and support ?nuclear-powered submarines".
The agreement would also allow Australia to get to work creating the necessary regulatory framework to enable the safe ?development and operation of nuclear propulsion, he said.
Mr Dutton stressed the agreement was consistent with Australia's obligations under the UN's Nuclear Non-Proliferation Treaty. "Australia is not seeking nuclear weapons. The submarines will be conventionally armed. The agreement only allows for the sharing of naval nuclear propulsion information. No nuclear ?material or equipment can be transferred under this agreement."
Indonesia, in particular, has expressed concerns about Australia's promised nuclear sub?marines, suggesting they would exploit a "loophole" in the NPT.
The signing of the treaty comes just over two months after Scott Morrison, Mr Biden and British Prime Minister Boris Johnson announced the AUKUS partnership.
The most likely submarine ?options for Australia are the US Virginia-class or the UK Astute.
The head of the government's nuclear submarine taskforce, Vice-Admiral Jonathan Mead, said it was "very unlikely" Australia would get a design that had not been built before. He told a recent Defence estimates hearing that while all options were on the table, Australia intended to select a ?"mature design".
Vice-Admiral Mead said he was working to achieve "early delivery" of the first boat, with a "worst-case scenario" of just one completed by 2040. The government has pledged the boats will be built in Adelaide, complicating what is already the most complex project the nation has considered.
Former US Indo-Pacific commander Harry Harris said last week he believed the construction timeframe could be "truncated" if the US, UK and Australia were "fully committed" to the plan.

Australia should be able to acquire nuclear submarines much earlier than a mooted 2040 delivery date, easing fears of a capability gap, according to a former top US military commander with responsibility for the Indo-Pacific.
In an interview with The Australian Financial Review, retired admiral Harry Harris said the AUKUS agreement the Morrison government struck with the United States and United Kingdom to access nuclear technology "changes the regional balance" amid growing alarm over China.
Mr Harris, a former ambassador to South Korea, also said China's actions against Australia and other countries had backfired and shown the communist regime was its own worst enemy.
In the latest round of bellicose rhetoric from Chinese state-run media, the editor-in-chief of The Global Times, Hu Xijin, declared it was "unimaginable" that China would not carry out a heavy attack on Australian troops and military facilities if they joined the defence of Taiwan.
Mr Hu was responding to Defence Minister Peter Dutton's statement in a weekend newspaper interview that it was "inconceivable" Australia would not join US forces if America committed troops to defending Taiwan.
Former prime minister Paul Keating told the National Press Club last week Taiwan was not a vital Australian interest and likened the AUKUS deal to "throwing toothpicks at a mountain".
But Mr Harris, who will speak at the UBS Australasia conference on Tuesday, said nuclear submarines would be a crucial part of Australia's national security "backbone" and military projection.
'Your interests are global'
"It's a significant capability that changes the regional balance," said Mr Harris, who headed the US Pacific Command between 2015 and 2018.
"Australia is the country that straddles the Indian Ocean and the Pacific Ocean. Australia's history and your global reach lends itself well to the notion of a nuclear submarine force.
"Your interests are not limited to the range of the Collins class submarines. Your interests are global, and your nuclear submarine force would give you the security backbone to make that global reach a reality."
To avoid a capability gap, the government will extend the lives of the ageing six Collins class submarines by another 10 years, expecting the first of the nuclear-powered submarines to be delivered by 2039.
But there are growing fears among strategists and defence industry that a gap will emerge anyway should delays hit the nuclear submarine program.
Mr Harris said it should be possible to deliver submarines sooner than that, despite Australia's lack of nuclear expertise.
"If the three countries involved here - the United States, Great Britain and Australia - put our hearts and minds and resources to the problem set, then I think it can happen a lot faster than 20 years," he said.
"We put a man on the moon in eight years, and we developed a vaccine for COVID in one year. To put a nuclear submarine in the water flying Australian colours is not an insurmountable task in the far future, if we put our mind to it."
Mr Harris said it was not as if Australia was starting with a completely blank piece of paper when it came to submarine warfare. The Collins class was already a strong submarine and Australian officers and crew were highly skilled.
