Obama Arrives in Ethiopia, a Favored Ally In Spite of Human Rights Abuses

massive car bomb ripped through the fa?ade of a major international hotel in Mogadishu on Sunday, killing 13 in a tragic reminder of why, exactly, President Barack Obama is visiting Somalia's autocratic neighbor Ethiopia - this despite having said, upon his first presidential visit to the continent in 2009, that "Africa doesn't need strongmen, it needs strong institutions."
Ethiopia's powerful military has been a vital bulwark against the al-Qaeda-affiliated al-Shabaab insurgent group in Somalia, which was responsible for Sunday's bombing in Mogadishu. But the American need for security support in an unstable East Africa comes at a cost. Despite a history of jailing journalists and holding elections widely derided as a sham - the most recent parliamentary election, in May, resulted in 100% of the seats going to the governing party - Ethiopia can now claim the de facto stamp of approval that comes with an American Presidential visit.
On the morning of July 27, Ethiopian Prime Minister Hailemariam Desalegn welcomed Obama into Addis Ababa's National Palace with the pomp and glory of an ancient empire that, unlike much of Africa, was not colonized by a European power until 1936. Ethiopia denounces Trump for INCITING WAR by saying Egypt will 'BLOW UP' disputed Blue Nile dam project
US President Donald Trump's comment that Egypt will "blow up" a disputed dam that Ethiopia is building on the Blue Nile has sparked an outcry in Addis Ababa, where the government is calling the statement an "incitement to war."
Ethiopian Foreign Minister Gedu Andargachew summoned US Ambassador Michael Raynor for clarification on Saturday, a day after Trump spoke in the Oval Office about Ethiopia's $4.6 billion hydroelectric dam project.
The project has created a "very dangerous situation," said Trump, because one of the country's downstream neighbors, Egypt, which relies on the Nile and its tributaries for most of its irrigation and drinking water, "is not going to be able to live that way."
The president's comments came during a ceremony marking a peace deal between Israel and with Sudan, which is also downstream. "They'll end up blowing up the dam," Trump said of Egypt. "And I said it and I say it loud and clear - they'll blow up the dam. And they have to do something."
Ethiopian Prime Minister Abiy Ahmed said his country won't cave in to "belligerent threats." He added that Ethiopia is committed to talks led by the African Union on resolving disputes over the allocation of the Nile's waters, and he has seen "significant progress" in negotiations. Known as the Grand Ethiopian Renaissance Dam (GERD), the project is billed by Addis Ababa as a way to bring millions of Ethiopians out of poverty.

Given such high stakes, Trump was wading into a fraught situation. "The incitement of war between Ethiopia and Egypt from a sitting US president neither reflects the longstanding partnership and strategic alliance between Ethiopia and the United States, nor is acceptable in international law governing interstate relations," Andargachew said on Saturday.

The Trump administration, which previously tried unsuccessfully to broker an agreement to resolve the GERD dispute, last month announced it was suspending some of its financial aid to Ethiopia after the North African nation started filling the dam's reservoir. Egyptian officials have accused Trump of showing favoritism to Egypt and its president, Abdel Fattah al-Sisi. "Sorry to say, but the man doesn't have a clue on what he is talking about," former Ethiopian Prime Minister Hailemariam Desalegn said on Saturday. "Ethiopia and Ethiopians will never be threatened by such an irresponsible statement."
European Union chief negotiator Josep Borrell said an agreement on the GERD between Ethiopia, Sudan, and Egypt is within reach. "Now is the time for action and not for increasing tensions," he said.

Eritrean and Ethiopian government officials held talks about a stalled peace deal for the first time since a conflict between the two countries ended almost two decades ago.
Ethiopian Prime Minister Abiy Ahmed is seeking to normalize relations with neighboring Eritrea as part of a broader program of reforms he's initiated since taking office two months ago. He's also announced plans to open up the Africa's fastest-growing economy to foreign investors and also lifted a state of emergency imposed after the snap resignation of his predecessor, Hailemariam Desalegn, in February.
"The new developments in Ethiopia augur well for the resolution of the frozen boundary conflict and durable peace between Eritrea and Ethiopia," Andebrhan Welde Giorgis, a former member of Eritrea's ruling People's Front for Democracy and Justice and now an independent analyst, said by phone from Brussels. "At the same time, the winds of change blowing in Ethiopia could also cross over and usher in a new democratic dispensation in Eritrea."
Officials including Yemane Ghebreab, an adviser to Eritrean President Isaias Afwerki, and Foreign Minister Osman Saleh, arrived in the Ethiopian capital, Addis Ababa, on Tuesday afternoon, Shamble Tillahun, a spokesman for the Ethiopian government communications office, said by phone from the city. Images published by the Fana Broadcasting Corp. showed the officials holding talks with Abiy.
100,000 Killed
Ethiopia's highest governing body said on June 5 it would fully implement the so-called Algiers Agreement signed in 2000 to formally end a two-year war between the two Horn of African nations that killed about 100,000 people. The deal was never implemented, with Ethiopia refusing to recognize a monitor's findings on ownership of the disputed border town of Badme.
Eritrea, a one-party state that sits on a key shipping strait linking the Red Sea and Suez Canal, has been under United Nations sanctions since 2009, after allegations that Isaias's government supports al-Qaeda-linked rebels in Somalia. The former rebel leader has ruled Eritrea since 1993, when it gained independence from Ethiopia.
