Vatican Bank claims "significant" damages in Maltese courts
Issue dates back to 2013, investments worth ?17 million
The Vatican Bank has started a civil action before the Maltese judicial authorities against various third parties it has accused of causing "significant" damages in relation to investment transactions.
The bank, known formally as the Institute for the Works of Religion (IOR), instituted the action against four companies and two individuals following transactions in which it said it had participated. Two of the companies have Maltese directors.
Details about the case, revealed in a statement, issued by the Vatican's press office, are still sparse, but a Vatican spokesman told Times of Malta the issue dates back to the beginning of 2013 for investments initially worth ?17 million. However, the damages have to be quantified by the Maltese courts.
"This action shows the bank's willingness to accept responsibility for past abuses," spokesman Greg Burke added.
"This initiative confirms IOR' s commitment, in the interest of transparency, to report to the competent authorities any potential abuses perpetrated against it and to take, as in this instance, any appropriate action to protect its financial and reputational interests, including outside of the Vatican City State."

"At this time of transition in Vatican communications, we think it's best the Holy Father is completely free to assemble a new team," Burke tweeted. "New Year, New Adventures." On Monday the Vatican announced that papal spokespersons Greg Burke and Paloma Garcia Ovejero have resigned - a move that comes just over two years after their 2016 appointments, and just weeks after two other key personnel changes in the Vatican's communications operation.
Taking the reins in the interim will be Alessandro Gisotti, until now Coordinator of Social Media for the Vatican office for communications and a longtime veteran of Vatican Radio.
Both Burke and Garcia Ovejero made Vatican history when they stepped on board as the Director and Vice Director, respectively, of the Holy See Press Office in August 2016, marking the first time the papal spokespersons were both non-clergy, and included a woman.
Burke, a former Time magazine and Fox News correspondent, had been appointed deputy of the Vatican's press office in late December 2015 and moved into the job last February, making him first in line to replace former papal spokesman, Italian Jesuit Father Federico Lombardi, the former director of Vatican Radio, who retired in 2016.
Garcia Ovejero studied journalism in Madrid's Complutense University and in 2006 obtained a specialization in Management Strategies and Communication at New York University. In 1998 she began working at the Spanish broadcaster Cope, and eventually moved to Rome in September 2012.
In a Dec. 31 statement coinciding with the announcement of Burke and Garcia Ovejero's resignations, Italian layman Paolo Ruffini, head of the Vatican communication's office, voiced appreciation "for their professionalism, their humanity and their faith."
Ruffini, appointed in July of this year, described Burke and Garcia Ovejero's resignations as their "autonomous and free choice," and thanked them "for the dedication with which they've performed their work."
In his own statement, Gisotti said he will seek "to fulfill the office given to me to the best of my abilities with the spirit of service to the Church and to the pope which I have the privilege to learn by being next to Father Federico Lombardi for almost 20 years."
The resignations come after a tumultuous year for Vatican communications following the March 21 resignation of former Vatican communications-head, Monsignor Dario Vigano, after misrepresenting a letter penned by retired Pope Benedict XVI and doctoring a photo of it.

The 59-year-old former Rome-based reporter for Fox News joined the Vatican in 2012 as an advisor in its Secretariat of State and become spokesman in 2016. He is a member of the conservative Catholic group Opus Dei.
Ovejero, 43, a former reporter for the Spanish radio network COPE, was one of the few high-ranking women in the Vatican.
During Burke and Ovejero's tenure, the top two jobs in the Vatican press room were, unusually, held by non-Italians.
Tornielli is now the third-ranking person in the communications department but his closeness to the pope, whom he has known since before the pontiff's election in 2013, will likely make him particularly influential.
Monday's resignations capped a year of tensions in Vatican communications.
Monsignor Dario Vigano resigned as overall head in March after a scandal over a doctored letter, a public relations fiasco two months after the pope warned of the dangers of fake news.
Vigano released part of a letter by former Pope Benedict that was to have remained private, using it to promote a book on the theology of Pope Francis.
A promotional photo for the book released by Vigano blurred a part of the letter in which Benedict declined to write an introduction, saying he was unhappy with one of its contributors.
Vigano was replaced in July by Paolo Ruffini, ex-head of a Catholic television station.
The Vatican said Alessandro Gisotti, an Italian journalist who has handled the Vatican's social media, would be interim spokesman.

Catholic bishops told to act on sex abuse or lose all credibility
VATICAN CITY (Reuters) - The Roman Catholic Church's leading experts on sexual abuse told bishops on Tuesday finally to take responsibility for a global clerical abuse scandal and go and speak personally to victims, or risk seeing the Church lose its credibility worldwide.
Pope Francis has summoned the heads of some 110 national Catholic bishops' conferences and dozens of experts and leaders of religious orders to the Vatican on Feb. 21-24 for an extraordinary gathering dedicated to the sexual abuse crisis.
Victims of clergy sexual abuse are hoping that the meeting will finally come up with a clear policy to make bishops themselves accountable for the mishandling of abuse cases.
"Absent a comprehensive and communal response, not only will we fail to bring healing to victim survivors, but the very credibility of the Church to carry on the mission of Christ will be in jeopardy throughout the world," the conference's steering committee said in a letter to all participants.
"But each of us needs to own this challenge, coming together in solidarity, humility, and penitence to repair the damage done, sharing a common commitment to transparency, and holding everyone in the Church accountable," said the letter, which was released by the Vatican.
The committee is made up of Cardinal Blase Cupich of Chicago, Cardinal Oswald Gracias of Mumbai, Archbishop Charles Scicluna of Malta, the Vatican's leading sex abuse investigator, and Father Hans Zollner, an abuse expert based in Rome.
"The first step must be acknowledging the truth of what has happened," they said.
Each bishop was asked to visit survivors of clergy sex abuse in their area to learn first-hand the suffering that they have endured.

Human remains have been discovered at a property in Rome owned by the Vatican in a potential breakthrough for police investigating one of Italy's darkest mysteries.
Fragments of human bone were found during restoration work on the property next to the diplomatic office of the Holy See in Rome, the Vatican said in a statement on Tuesday.
Citing sources close to the investigation, the Italian news agency Ansa reported on Wednesday that the remains found during restoration work on the floor of the property could belong to two people. Workers are reported to have found an almost complete skeleton in one area and bone fragments in another.
A police investigation was under way to establish the age and gender of the remains and date of death. Media reports said the remains were discovered on Monday.
"Above all we need to established the period [of death] before we jump to conclusions," Greg Burke, the Vatican's spokesperson, told the Guardian.
"The [outcome of the investigation] isn't anything that will be known in a few days, it will take some time."
Detectives will be looking in particular at whether they are a DNA match for Emanuela Orlandi or Mirella Gregori, both of whom were aged 15 when they went missing separately in Rome within the space of 40 days in 1983.
Orlandi was the daughter of a member of the Vatican's police, and was last seen on 22 June 1983 when leaving a music class.
Theories have circulated that the then 15-year-old was kidnapped by an organised crime gang to put pressure on Vatican officials to recover a loan.
Another claim was that she was taken to force the release from prison of Mehmet Ali Agca, the Turk who attempted to assassinate Pope John Paul II in 1981.
Her brother Pietro has been leading a decades-long campaign to find out what happened to her and has accused the Vatican of silence and even complicity in the case.
The Vatican has said on several occasions that it has cooperated with Italian police over the case.
However, Pietro Orlandi organised a sit-in manifestation in June, accusing the Vatican of "raising the wall even higher".
"A few days after Emanuela disappeared, Monsignor Giovanni Battista Morandini told my dad that the State was concerned about the incident. and that it was suggested to plug the leak before it was too late. I think the decision to drop the investigation was a consequence of those words," he said at the time.
The family's lawyer, Laura Sgrò, said on Wednesday: "We're waiting to understand the details of the discovery, such as when the bones were found, who found them...gradually we should understand better what happened.
"The family's hope is that [the remains belong to Emanuela], for so long we have fought a battle to bring her home."
Gregori disappeared exactly 40 days before Orlandi. Her mother says Gregori answered the intercom at the family apartment before telling her parents it was a school friend and she was going out to speak to him. She never returned.
Investigators have not ruled out that the cases could be connected.

After decades of tensions, the Vatican and China have signed a "provisional agreement" on the appointment of bishops.
The deal - signed in Beijing by deputy foreign ministers on both sides - gives the Holy See a say in naming of bishops, and grants the pope veto power over candidates.
Beijing had long insisted that it must approve appointments of bishops in China, and that insistence has stymied improved relations between the two sides.
Since China turned Communist, its 12 million Catholics have been divided between a state-approved church and an underground church loyal to the Vatican.
NPR's Sylvia Poggioli reports for our Newscast unit that "the historic move could pave the way to formal diplomatic ties but it will also anger many Chinese Catholics as a sellout to the Communist government."
"The Vatican said Pope Francis had recognized the legitimacy of seven state-appointed bishops and said he hopes the deal 'will allow the wounds of the past to be overcome' and lead to full Chinese Catholic unity," Poggioli reports.
She adds, "many underground Chinese Catholics fear greater suppression if the Vatican cedes more control to Beijing. Other Catholics see the accord as a rapprochement that will avert a potential schism."
The deal was announced Saturday while Pope Francis was visiting the Baltics.
Vatican spokesman Greg Burke, speaking in Vilnius, Lithuania, told reporters the aim of the accord "is not political but pastoral, allowing the faithful to have bishops who are in communion with Rome but at the same time recognized by Chinese authorities," The Associated Press reports.
Besides warming diplomatic efforts, the agreement could pave the way for a papal trip to China.
The New York Times reports "Pope Francis has for years talked about his desire to visit China, where Roman Catholicism has steadily lost ground in the face of intensifying crackdowns and surveillance on religious groups under President Xi Jinping. Protestants, whose faith is spreading fast around the country, have largely eclipsed the percentage in China of Catholics."

Announced by Pope Francis, the deal clears the way for the reappointment of clergy in China, concerning the nomination of bishops, "a question of great importance for the life of the Church," the Vatican said in a statement on Saturday, AFP reported.

The Pope recognized seven bishops earlier appointed by China without the approval of the Holy See and an eighth bishop who "had expressed the desire to be reconciled with the Apostolic See" before he died last year, according to the statement. The deal also ruled out that bishops in the future would be proposed by the Chinese authorities and then approved by the Pope, the BBC reported.
China said that a 'provisional' agreement was signed between vice foreign minister Wang Chao and Vatican under-secretary for relations with states Antoine Camilleri. The two sides will "continue to maintain communication and push forward the improvement of bilateral relations," Chinese statement added.
The agreement came as a part of Chinese President Xi Jinping's program of "sinicizing" religious practices in China. The government should "provide active guidance to religions so that they can adapt themselves to socialist society," the Chinese president said, cited by the Guardian.
The deal was criticized by analysts as being 'naive' from the Vatican side, yet Greg Burke, director of the Holy See press office, said that the deal is not political but pastoral; "allowing the faithful to have bishops who are in communion with Rome but, at the same time, recognized by Chinese authorities." There are an estimated 12 million Catholics in China, however, the Vatican cut ties with Beijing two years after the establishment of the Communist People's Republic of China. The Vatican was also one of 17 nation-states to recognize Taiwan as The Republic of China, separate from the mainland.
Pope Francis has sought to improve relations with China since he took office in 2013. China had repeatedly declined the Pontiff's overtures, saying that the Vatican should give up its recognition of Taiwan and promise not to interfere with mainland China's domestic policies.
The Taiwanese government noted that it has been assured by their European ally that the deal was "not of a political or diplomatic nature" and it would not affect their diplomatic relationship.

Michael Oppenheimer, a professor of geosciences and international affairs at Princeton University, said he doubts anything "measurable" will come out of the conference but he was nevertheless hopeful.

VATICAN CITY (AP) - Pope Francis will meet with some of the world's oil executives next week, likely to give them another moral nudge to clean up their act on global warming.
Climate change policy and science experts are cautiously hopeful but aren't expecting any miracles or even noticeable changes.

Michael Oppenheimer, a professor of geosciences and international affairs at Princeton University, said he doubts anything "measurable" will come out of the conference but he was nevertheless hopeful.
Oil companies have talked about fighting climate change, but they haven't done much beyond talk, said MIT management professor John Sterman.
The pope offers "moral persuasion," but if it is just a photo opportunity for oil executives to show off "it doesn't mean anything and in fact it's just PR to help oil companies burnish up their image while they continue to delay actions," Sterman said.
Jerry Taylor, president of the Washington libertarian-oriented think-tank Niskanen Center, said he figures the oil executives will tell the pope they're willing to accept action, such as a tax on heat-trapping carbon dioxide emissions.
"But what is needed is for these oil majors to tell Republican lawmakers of their concern and support for action, not the pope. And this they have not done in any focused, sustained, or meaningful way," Taylor said in an email. That's where, he said, the pontiff needs to push them farther on the morality of what they're doing, he said.
Dana Fisher, a sociologist who studies environmentalism at the University of Maryland, said the pope is cementing his leadership on climate.
"He certainly is trying to lead for the planet and lord knows we need it," she said.
Gary Yohe, an economics and environment professor at Wesleyan University in Connecticut, said the executives might feel compelled to listen to the spiritual leader of nearly 1.3 billion Catholics.
"This is not somebody you can ignore," Yohe said. "It might be a come to Jesus moment for them."

Vatican Denies Signing Accord with Saudi Arabia to Build Churches
The Vatican has denied reports that it entered into an agreement with the government of Saudi Arabia to build Christian churches in the country.
On Friday, Breitbart News commented on a recent report by the Egypt Independent newspaper that for the first time in history, Saudi Arabia had signed a joint agreement with the Vatican to build churches for Christians living in the officially Muslim nation. (The online page containing that report is no longer available.)
The Egypt Independent had declared that the accord had been signed by the Secretary-General of the Muslim World League Sheikh Mohammed bin Abdel Karim Al-Issa and Cardinal Jean-Louis Tauran, the president of the Pontifical Council for Interreligious Dialogue in the Vatican, while the Financial Express added that Saudi Arabia's newfound openness to socio-cultural cooperation with the non-Muslim world would have stemmed from a desire to reduce dependency on oil resources, its primary economic driver.
On Saturday, however, Vatican spokesman Greg Burke told Breitbart News that no such agreement has been reached.

According to the Vatican newspaper, L'Osservatore Romano, Cardinal Tauran visited Riyadh on April 16-20, where he was received at the royal palace by King Salman bin Abdulaziz Al Saud, who acts as the country's prime minister as well as the custodian of the Two Holy Mosques, and his son, the Crown Prince Mohammed bin Salman. Tauran and his delegation also visited the Center for the Fight against Extremist Thought and met with the current grand mufti of Saudi Arabia, Abdul-Aziz ibn Abdullah Al ash-Sheikh.
In his address to Saudi officials, Tauran underscored that "hundreds of thousands of Christians" reside in the Saudi Kingdom and insisted that Pope Francis follow their situation "with close attention." The cardinal also reiterated the Vatican position on the equal treatment of all citizens regardless of their religion, including those who do not profess any religion, and called for establishing a common basis for the construction of centers of worship.
Nonetheless, these talks did not lead to an agreement providing for the building of churches to care for the needs of Christians in Saudi Arabia, according to the Vatican's spokesman.
Saudi Arabia, officially a Muslim nation, remains the only country in the region without a single Christian church.
