Thousands of protesters were refusing to budge from the official residences of Sri Lanka's president and its prime minister on Monday, having occupied both homes for days. A wave of national outrage over the cost of living in the impoverished country appeared set to toppled its leaders, and the largely peaceful sit-ins of both men's opulent homes - and the protesters' refusal to leave - was literal and symbolic representation of the defiance.
The prime minister's office confirmed Monday that President Gotabaya Rajapaksa would resign on Wednesday - which would meet one key demand of the protesters.
Massive demonstrations ramped up over the weekend in the South Asian island nation of 22 million people, which sits just off India's southeast coast. Sri Lanka has been mired in an economic crisis for months, and feeling their plight was being not only unresolved, but unrecognized by their leaders, thousands of angry protesters swarmed the president's official residence in Colombo on Saturday.

Deposed former president Rajapaksa set to return to Sri Lanka
A Sri Lankan defense official told AFP that Sri Lanka's deposed former president Gotabaya Rajapaksa is anticipated to return to the nation on Saturday morning. The deposed President fled the country following protests that came in response to the worsening economic crisis.
The disgraced figure fled to the Maldives on July 13 and left there for Singapore a day later. Rajapaksa resigned by email, Indunil Yapa, the parliament speaker's spokesperson said hours after he landed in Singapore following the protesters' storming of his palace over the weekend.
Shortly after, Rajapaksa fled to Thailand since Singapore refused to extend his 28-day visa. In Bangkok, however, security authorities requested he does not leave his hotel residence as his safety remains at risk.
The official, who chose to remain anonymous, told AFP on September 2nd that the deposed former president "has been living in a Thai hotel as a virtual prisoner and was keen to return," adding that "We are told he will return very early on Saturday. We have just created a new security division to protect him after his return on Saturday. The unit comprises elements from the army and police commandos."
According to Sri Lanka's constitution, former presidents are guaranteed bodyguards, a vehicle, and housing.
In a meeting with President Ranil Wickremesinghe last month, Rajapaksa's younger brother, Basil, a former finance minister, asked for security guarantees to enable the ousted former president's return.
Rajapaksa's political party, the Sri Lanka Podujana Peramuna (SLPP), said in a statement that "Basil Rajapaksa requested the president to make arrangements for the former president to return home."

In a statement after talks in the capital Colombo, the IMF stated that "Sri Lanka has been facing an acute crisis… disproportionately borne by the poor and vulnerable…. the objectives of Sri Lanka's new Fund-supported program are to restore macroeconomic stability and debt sustainability," adding that a "good faith agreement" with creditors alongside debt sustainability was considered crucial to be met before the lender provides the funds.
The country's biggest bilateral lender, China, which accounts for approximately 10% of borrowings, confirmed it is ready to maintain close contact with Sri Lanka and "meet the challenges together," commenting that "we will together maintain a healthy and stable development of relations under our trade agreement [China-Ceylon Rice Rubber Pact signed in 1952]," according to the Chinese Commerce Ministry Spokesperson Shu Jueting.
According to IMF, Sri Lanka agreed to increase revenue and remove subsidies, while ensuring a flexible exchange rate and rebuilding its foreign reserves, which had hit rock bottom.
Price increases of 64.3%
After his predecessor escaped, President Ranil Wickremesinghe announced additional tax increases and drastic reforms as part of efforts to bring debt under control, as his policies and government had already bumped up prices on fuel and electricity more than thrice and removed energy subsidies, a key pre-condition for the IMF bailout.
Sri Lanka's unforeseen economic crisis began when the country ran out of foreign exchange to buy the goods and services needed to maintain its import-reliant economy running.
Against the greenback this year, the Sri Lankan rupee has also lost more than 45% of its value.
The coronavirus pandemic was a hard hit to the island's tourism industry, drying up foreign remittances from Sri Lankans working abroad who are both considered key foreign exchange earners and producers.
Rajapaksa's former government was condemned for introducing unsustainable tax cuts that bolstered government debt and aggravated the crisis, whereby inflation hit a monthly record in August with the country's main standard showing price average rises of 64.3%.

UN Environment Programme launched its anti-fertilizer efforts from Sri Lanka in 2019
The United Nations Environment Programme (UNEP) describes itself as "the global authority that sets the environmental agenda... and serves as an authoritative advocate for the global environment." Through its "Economics of Ecosystems and Biodiversity for Agriculture and Food" program launched in 2014, the UNEP advocates that nations "steer away from the prevailing focus on per hectare productivity."
But today the world is in its worst food crisis since 2008. The number of people suffering acute food insecurity increased by 25% since January 2022 to 345 million, according to the United Nations World Food Programme. Why, then, is the UNEP trying to steer nations away from fertilizers that increase food production?
The UNEP's Acting Director in 2019 said the reason was humankind's "long-term interference with the Earth's nitrogen balance." In October of that year, the UNEP hosted a meeting in the capital of Sri Lanka, Colombo and issued a "road map" to push nations to cut nitrogen pollution in half.
But the Netherlands proves that nations can slash nitrogen pollution from livestock by 70% while also increasing meat production. Same for crops. Since the early 1960s, the Netherlands has doubled its yields while using the same amount of fertilizer. While rich nations produce 70 percent higher yields than poor nations, they use just 54 percent more nitrogen.
One month after the Colombo meeting in 2019, which generated significant media attention in Sri Lanka, voters in that nation elected an anti-fertilizer president, H.E. Gotabaya Rajapaksa, who claimed, without scientific evidence, that synthetic fertilizers were causing kidney diseases. In April 2021, he banned fertilizer imports.
In June, 2021, two months after the fertilizer ban, Sri Lanka hosted a UN-sponsored "Food System Dialogue" aimed at influencing the UN's broader anti-fertilizer agenda for the world. "Sri Lanka's inaugural Food System Dialogue is part of a series of national and provincial dialogues conducted by the Ministry of Agriculture ahead of the 2021 UN Food System Summit set to take place in New York later this year."

Sri Lanka Collapsed First, but It Won't Be the Last

As a Sri Lankan, watching international news coverage of my country's economic and political implosion is like showing up at your own funeral, with everybody speculating on how you died.
The Western media accuse China of luring us into a debt trap. Tucker Carlson says environmental, social and corporate governance programs killed us. Everybody blames the Rajapaksas, the corrupt political dynasty that ruled us until massive protests by angry Sri Lankans chased them out last month.
But from where I'm standing, ultimate blame lies with the Western-dominated neoliberal system that keeps developing countries in a form of debt-fueled colonization. The system is in crisis, its shaky foundations exposed by the tumbling dominoes of the Ukraine war, resulting in food and fuel scarcity, the pandemic, and looming insolvency and hunger rippling across the world.
Sri Lanka is Exhibit A. We were once an economic hope, with an educated population and a median income among the highest in South Asia. But it was an illusion. After 450 years of colonialism, 40 years of neoliberalism, and four years of total failure by our politicians, Sri Lanka and its people have been beggared.
Former President Gotabaya Rajapaksa deepened our debt problems, but the economy has been structurally unsound across administrations. We simply import too much, export too little and cover the difference with debt. This unsustainable economy was always going to collapse.
But we are just the canary in the coal mine. The entire world is plugged into this failing system and the pain will be widespread.
Here's how the past few months have felt.
I have a car, which has now turned into a giant paperweight. Sri Lanka literally ran out of gas, so my kids asked if they could play inside it. That's all it is good for. Getting fuel required waiting for days in spirit-crushing queues. I gave up. I got around by bus or bicycle. Most of the economy stopped moving at all. Now fuel has been rationed, but irrationally. Rich people get enough fuel for gas-guzzling S.U.V.s while working taxis don't get enough and owners of tractors struggle to get anything at all.
The rupee has lost almost half its value since March and many goods are out of stock. You learn to react at the first sign of trouble: When power cuts started a few months ago my wife and I bought an expensive rechargeable fan; days later, they were sold out. When fuel cuts became dire we immediately bought bicycles, and the next day their price went up. Staples like rice, vegetables, fish and chicken have soared in price.
Many Sri Lankans are going on one meal a day; some are starving. Every week brings to my door a new class of people reduced to begging to survive.
I earn in dollars as a writer online so when the rupee depreciated and was devalued, I effectively got a raise. We can afford solar and battery backups to keep the power on. But many others are at the mercy of blackouts. People couldn't work as factories and other workplaces shut down and children couldn't sleep in the heat. The first major protests kicked off in March after a full night of this, when it seemed that the entire country was sleep-deprived and furious.

Sri Lanka: Troops open fire to quell unrest over fuel shortages
Srilankan officials reported that the military opened fire to quell rioting at a fuel station, as unprecedented lines for petrol and diesel formed across the bankrupt country.
On his account, army spokesperson Nilantha Premaratne stated that troops fired on Saturday night in Visuvamadu, 365 kilometers (228 miles) north of Colombo, as their guard post was pelted with stones.
"A group of 20 to 30 people pelted stones and damaged an army truck," he said.
Four civilians and three soldiers were injured when the army opened fire for the first time to quell unrest caused by the worsening economic crisis, according to local police.
Sri Lanka is experiencing its worst economic crisis, with the country unable to import basic necessities most notably food, fuel, and medicines.
The country's 22 million people have been suffering from acute shortages and long lines for scarce supplies, while President Gotabaya Rajapaksa has resisted calls to resign over mismanagement for months.
It is worth noting that armed police and troops have been stationed at fuel stations in Sri Lanka.
In April, a motorist was shot dead by police in the central town of Rambukkana during a clash over the distribution of rationed petrol and diesel.
Over the weekend, police reported three separate incidents involving motorists. In one clash, at least six constables were injured, and seven motorists were arrested.
The government announced a two-week shutdown of state institutions and schools in an effort to reduce commuting and conserve the impoverished country's depleting fuel stocks.
In addition, the country is experiencing record-high inflation and lengthy power outages, all of which have contributed to months of protests.
It has also defaulted on its $51 billion foreign debt in April and is negotiating a bailout with the International Monetary Fund.

Thousands of protesters outraged by the deteriorating material conditions of the nation's economic meltdown have stormed the presidential palace of Sri Lanka's President Gotabaya Rajapaksa, and I guarantee you the aerial footage as they poured into the building en masse has made every government leader and plutocrat a little uncomfortable today.
Just look at that. Look at all those people flooding in there. That is some truly awe-inspiring power. Imagine how terrifying it would be to find yourself on the receiving end of it.
I don't know enough about what's going on in Sri Lanka yet to comment with any authority on what powers might be at play in this uprising, but I do know that every ruler throughout history has spent time envisioning what would happen if a crowd that size decided to storm their base of operation. If their numbers became too great to suppress, or if your forces who would be doing the suppressing joined the ranks of the people instead, the best-case scenario for you is that you'd have already fled the building by that point, as Rajapaksa had the good sense to do shortly before the building was stormed. If enough angry people get their hands on you, it won't matter if they're armed with rockets or pistols or their own bare hands; you are in for a violent end.
If you've ever wondered why so much energy goes into keeping everyone propagandized in our society, this is why. If you've ever wondered why our rulers work so hard to keep us divided against each other, this is why. If you've ever wondered why we're always being instructed to take our grievances to the voting booth even though we learn in election after election that it never changes the things that most desperately need to change, this is why.
Our entire civilization is structured around preventing scenes like the one we're seeing in Sri Lanka today. Our education systems, our political systems, our media, our online information. Religions that have been around for thousands of years because the powerful endorsed and promulgated them are full of passages extolling the virtues of obedience, poverty, meekness, and rendering unto Caesar what is Caesar's. From the moment we are born our heads are filled with stories about why it's good and right to consent to the status quo and why it would be wrong to take back what has been stolen from us by a predatory ruling class.

Sri Lanka security forces raid main protest camp in Colombo
Sri Lankan security forces demolished the main anti-government protest camp in the capital, evicting activists in a nighttime raid.
Troops and police Special Task Force commandos with batons and armed with automatic assault rifles raided the camp where protesters blocked the Presidential Secretariat.
Hundreds of soldiers removed the demonstrators' barricades outside the building, while the last remaining protesters on the premises were evicted.
This came hours before the country's new President, Ranil Wickremesinghe, swore in lawmaker Dinesh Gunawardena as the country's new Prime Minister to try to manage the financial crisis that has crippled the economy and triggered months of protests.
9 arrested, 2 injured
Wickremesinghe himself was elected by legislators on Wednesday to replace Gotabaya Rajapaksa, who fled to Singapore and resigned after demonstrators chased him from his palace.
The remaining protesters have been demanding Wickremesinghe also quit, accusing him of protecting the Rajapaksa regime which has dominated politics for much of the last two decades.
By morning, police commandos and soldiers armed with automatic assault rifles encircled the complex, and the main roads leading to the area remained blocked.
Hundreds of activists demonstrated at a nearby designated protest site against the authorities' actions, demanding Wickremesinghe's resignation and dissolving the parliament to allow for fresh elections, insisting they would continue their struggle.
"Police and security forces acted to clear protesters occupying the Presidential Secretariat, the main gate and the surroundings," police said in a statement.
"Nine people were arrested. Two of them were injured," it added.
Using force against journalists
Amnesty International urged Sri Lankan authorities to respect the right to protest and condemned the use of force against journalists, including a BBC photographer, covering the military action.
The overnight raid came after
Wickremesinghe's swearing-in, and it was condemned by the head of the influential Bar Association of Sri Lanka, Saliya Peiris, who warned it would hurt the new government's international image.
"Unnecessary use of brute force will not help this country and its international image," Peiris pointed out in a brief statement, adding that a lawyer was among those arrested.
Wickremesinghe warned protesters
Wickremesinghe has pledged to set up a unity government to steer the country out of its worst economic crisis since gaining independence from Britain in 1948.
A foreign exchange crisis triggered by the Covid-19 pandemic and exacerbated by mismanagement has left Sri Lanka suffering lengthy power blackouts and record-high inflation.
The country's 22 million people have also endured months of food, fuel, and medicine shortages.
The cabinet is scheduled to be sworn in later Friday and is expected to include opposition legislators.
After Rajapaksa stepped down, six-time Prime minister Wickremesinghe took over the leadership temporarily, until he was confirmed as the new President on Wednesday.
Wickremesinghe had warned protesters that occupying state buildings was illegal and that they would be evicted unless they left on their own.
The day Rajapaksa was forced to flee, protesters also set fire to Wickremesinghe's private home in the capital.
"If you try to topple the government, occupy the president's office and the prime minister's office, that is not democracy, it is against the law," he claimed.
Sweeping powers
Wickremesinghe has also declared a state of emergency that gives sweeping powers to armed forces and allows police to arrest and detain suspects for long periods without being charged.
Protesters have accused Wickremesinghe of being a proxy of the former president's powerful family - a charge he has denied.
"I am not a friend of the Rajapaksas," he told reporters at the Gangaramaya temple. "I am a friend of the people," the new Prime Minister claimed.

MPs have backed acting president Ranil Wickremesinghe for the top job
The Sri Lankan parliament has chosen six-time prime minister Ranil Wickremesinghe as the island nation's new president. His predecessor Gotabaya Rajapaksa fled the country last week and resigned after heated protests over the state of the economy.

The main opposition leader in Sri Lanka, Sajith Premadasa, withdrew from the country's presidential election on Tuesday in favor of a ruling party dissident.

Protests in Sri Lanka have reached their 100th day on Sunday, forcing one President out of his office and now the protestors are after his successor as the economic crisis worsens.
Last weekend, Gotabaya Rajapaksa narrowly escaped his palace just before protesters stormed his residence. Rajapaksa is blamed by the protesters for Sri Lanka's financial turmoil, which has put 22 million people in suffering as they endure food, medicine, and fuel shortages.
Rajapaksa's ousting was organized mainly by Facebook, Twitter, and TikTok posts.
It all began as a two-day protest on April 9, when tens of thousands of people sat in front of Rajapaksa's office.
After Rajapaska's resignation, Prime Minister Ranil Wickremesinghe automatically became acting President and is looking for a vote next week to become the next President. However, his popularity among protesters isn't so high.
US eyes Sri Lanka crisis with twisted excitement
Sri Lanka has become the first country to announce default on its foreign debt in the 21st century as its government declared bankruptcy, in addition to living a political crisis that has seen its President announce resignation and an economic crisis which has crippled millions of lives in the country.
Sri Lanka grapples with record inflation rates, medicine, fuel and food shortages which came as a result of multiple factors, such as the COVID-19 pandemic that hit the country's lifeline, the tourism industry, and energy inflation, which came as a result of the war in Ukraine.
Sri Lanka's debt problem did not come from China as major Western news outlets are trying to portray. In fact, bilateral foreign debt to China only accounts for 10% of the country's outstanding foreign debt. Most of the debt is owed to commercial creditors and multilateral financial institutions from the West - those are largely responsible for the crippling debt, unpayable at this time. On its part, Sri Lanka sold the debt to vulture funds, which "exploited Sri Lanka's every penny."
Will Sri Lanka become a battlefield for exploitation? "Sri Lanka is already scarred and cannot bear the pressure and cost of becoming a geopolitical arena," The Global Times wrote. But, the US looks "at Sri Lanka which is in crisis not with anxiety, but with twisted excitement."
Genuine assistance to Colombo does not seem to be anywhere on the horizon.

Apparently even close regional allies like the Maldives see embattled Sri Lankan President Gotabaya Rajapaksa as too much of a liability to have around for more than a day or two.
While he had initially fled his country on a military aircraft Wednesday just as protesters overran his presidential residence in Colombo and were even enjoying his swimming pool, and with his motorcade later being briefly spotted speeding through the streets of Maldive capital of Mal?, he's now reported to have arrived in nearby Singapore on Thursday. But it seems protests are following him wherever he goes.
CNN reports that Rajapaksa "has fled Maldives on board a flight for Singapore, a high-ranking security source in Colombo told CNN, as anger grows in his home country over his refusal to formally resign."
Family members were also being ferried out of the capital as it descended into chaos. To leave the Maldives, he may have had some help from the Saudis, the report continues:
Rajapaksa left the capital of the Maldives, Mal?, on board a "Saudi flight," the source said. Rajapaksa had been waiting to secure a "private jet" from a close family member in Colombo, but that had "not materialized," the source added.
CNN believes the source was referring to Saudia flight 788, which left Mal? at 11:30 a.m. according to the source. The flight landed in Singapore at 7:17 p.m. local time Thursday, according to the Changi Airport website. Saudia is the flag carrier of Saudi Arabia.
Former prime minister and Acting President Ranil Wickremesinghe's office was also stormed just as Gotabaya was safely in the Maldives.

"Since the President is out of the country, an emergency has been declared to deal with the situation in the country," Dinouk Colombage, spokesman for the Prime Minister and current acting President Ranil Wickremesinghe, told AFP.
In addition, police revealed that they were imposing an indefinite curfew across the Western Province to contain growing protests, as requested by Wickremesinghe.
Thousands of protesters stormed the prime minister's office, at which police threw tear gas to disperse them, as reported by AFP. The protesters demanded that Wickremesinghe resign along with Rajapaksa.
"There are ongoing protests outside the Prime Minister's office in Colombo and we need the curfew to contain the situation," a senior police officer told AFP. The police contended that they were following orders to suppress the demonstrators due to their role in the dysfunction of the state.
According to the Adaderana news portal, the Prime Minister also ordered arresting protesters who behave "inappropriately" as well as their vehicles.
On Saturday, thousands of men and women stormed Rajapaksa's residence, which drove him out to escape to a military base, later fleeing the country on Wednesday, the day he previously promised to resign on.
In April, all 24 ministers of Sri Lanka's cabinet resigned from their posts amid protests and clashes in the capital, Colombo.

Sri Lankan President Gotabaya Rajapaksa has attempted to flee the country, which was met with failure after airport staff foiled his plan and forced him to retreat.
Rajapaksa is set to officially resign on Wednesday following months of demonstrations aimed at toppling the government and ending his reign as President. He was reportedly trying to escape to Dubai on Monday night.
The attempt was thwarted after immigration staff denied the president's request to access the VIP area of the airport to stamp his passport, officials said. He would not stand in the other queues out of fear of being among the public in light of the resentment felt toward him.
Due to the two aforementioned factors, Rajapaksa missed four flights to the UAE and he had to return to a nearby military base alongside his wife.
Though unconfirmed, officials told AFP that the president was mulling using a navy patrol craft to leave Sri Lanka in a bid to flee the outrage against him.
As President, Rajapaksa has immunity from arrest, and he reportedly wants to go abroad before resigning from his post to curtail any arrests. He could face charges of corruption and economic mismanagement. His actions bankrupted the country and led to the worst financial crisis in recorded history.
He could also face accusations of war crimes, including enforced disappearances and extrajudicial killings during his time as Sri Lanka's minister of defense when he ended the civil war in 2009 with bloody means. For more than a decade, the allegations against him have not made it to any court of law.
His brother, former Finance Minister Basil Rajapaksa, was also prevented from boarding a flight to the United States over accusations of widespread corruption.
Following news of the Rajapsksas attempting to flee Sri Lanka, a motion was filed to the supreme court seeking an order to prohibit the former finance minister, former Prime Minister Mahinda Rajapaksa, Prime Minister Ranil Wickremesinghe, and several others who served in Rajapaksa's administration from being able to leave the country due to the damage they have done to the population and the economy.
The protests against the Rajapaksa administration culminated in the president fleeing his official residence in the capital as protestors were gathering around the presidential palace. The demonstrators later broke into the palace and have been there since, with security guards and personnel not doing anything to stop them.
In response, Sri Lanka's Prime Minister Ranil Wickremesinghe summoned an urgent cabinet meeting to discuss a "swift resolution" to a potential power vacuum after President Gotabaya Rajapaksa fled his official residence Saturday.
Wickremesinghe, who is next in line of succession if Rajapaksa resigns, invited political party leaders to join the meeting and also asked for parliament to be convened urgently to discuss the crisis, his office said in a statement.
Sri Lanka went into default on its $51 billion foreign debt in April and is currently negotiating a bailout with the International Monetary Fund.

Parliamentary Speaker Mahinda Yapa Abeywardana has already informed Rajapaksa of the decisions made at the Saturday emergency meeting of the party leaders, which was convened in response to the mass protests in Colombo. The letter called for the immediate resignation of President Rajapaksa and Prime Minister Ranil Wickremesinghe and provided for convening the parliament within 7 days to appoint an acting president.
Speaker Abeywardana is expected to become the acting president, since both the president and prime minister are resigning.

In Sri Lanka, Organic Farming Went Catastrophically Wrong
A nationwide experiment is abandoned after producing only misery.
Faced with a deepening economic and humanitarian crisis, Sri Lanka called off an ill-conceived national experiment in organic agriculture this winter. Sri Lankan President Gotabaya Rajapaksa promised in his 2019 election campaign to transition the country's farmers to organic agriculture over a period of 10 years. Last April, Rajapaksa's government made good on that promise, imposing a nationwide ban on the importation and use of synthetic fertilizers and pesticides and ordering the country's 2 million farmers to go organic.
The result was brutal and swift. Against claims that organic methods can produce comparable yields to conventional farming, domestic rice production fell 20 percent in just the first six months. Sri Lanka, long self-sufficient in rice production, has been forced to import $450 million worth of rice even as domestic prices for this staple of the national diet surged by around 50 percent. The ban also devastated the nation's tea crop, its primary export and source of foreign exchange.
By November 2021, with tea production falling, the government partially lifted its fertilizer ban on key export crops, including tea, rubber, and coconut. Faced with angry protests, soaring inflation, and the collapse of Sri Lanka's currency, the government finally suspended the policy for several key crops-including tea, rubber, and coconut-last month, although it continues for some others. The government is also offering $200 million to farmers as direct compensation and an additional $149 million in price subsidies to rice farmers who incurred losses. That hardly made up for the damage and suffering the ban produced. Farmers have widely criticized the payments for being massively insufficient and excluding many farmers, most notably tea producers, who offer one of the main sources of employment in rural Sri Lanka. The drop in tea production alone is estimated to result in economic losses of $425 million.
Human costs have been even greater. Prior to the pandemic's outbreak, the country had proudly achieved upper-middle-income status. Today, half a million people have sunk back into poverty. Soaring inflation and a rapidly depreciating currency have forced Sri Lankans to cut down on food and fuel purchases as prices surge. The country's economists have called on the government to default on its debt repayments to buy essential supplies for its people.
The farrago of magical thinking, technocratic hubris, ideological delusion, self-dealing, and sheer shortsightedness that produced the crisis in Sri Lanka implicates both the country's political leadership and advocates of so-called sustainable agriculture: the former for seizing on the organic agriculture pledge as a shortsighted measure to slash fertilizer subsidies and imports and the latter for suggesting that such a transformation of the nation's agricultural sector could ever possibly succeed.

Gotabaya Rajapaksa will leave office amid mass protests and economic turmoil
Sri Lankan President Gotabaya Rajapaksa will resign, effective next week, local media reported on Saturday. Rajapaksa earlier left his residence in Colombo as thousands of protesters laid siege to the compound.
Rajapaksa's resignation was announced by Sri Lankan news outlet Newsfirst, which cited Speaker of Parliament Mahinda Yapa Abeywardena. His resignation came hours after Prime Minister Ranil Wickremesinghe declared that he would also be willing to step down, paving the way for an interim government followed by elections.
Sri Lanka has been rocked by protests for several months, with the unrest driven by soaring inflation and shortages of food, fuel, and medicine. The country defaulted on its foreign debt in May, and fuel rationing was introduced earlier this month, with armed troops deployed to filling stations.
The economic crisis has been blamed partly on the Covid-19 pandemic and the resulting fall in tourism revenue for the island nation. However, Rajapaksa's government has been fiercely condemned for its policies of lavish spending and careless tax cuts, while printing money to pay off foreign bonds.
Changes in the country's government did little to allay public anger, and protests continued through May and June after Rajapaksa's brother, Mahinda Rajapaksa, stepped down as Prime Minister, handing the job to Wickremesinghe.
A crowd believed to number around 100,000 descended on Rajapaksa's presidential palace earlier on Saturday, as officials told reporters that the president had been "escorted to safety." With his whereabouts unknown, the demonstrators forced their way into the building, where they raided its kitchen and swam in Rajapaksa's private pool.
According to Newsfirst, Rajapaksa will leave office on Wednesday. Parliament will likely choose a caretaker president, and Speaker Abeywardena will likely take over as Prime Minister, local media reported.

Sri Lankan President Gotabaya Rajapaksa fled his official residence in the capital, Colombo, on Saturday, a top defense source told AFP before protesters, who had gathered around the presidential palace, stormed the compound.
"The president was escorted to safety," the source said, revealing that soldiers fired in the air to prevent the crowds from taking over the palace.
Local private broadcaster Sirasa TV showed crowds entering the residence that used to be highly guarded by security and military personnel.
In response, Sri Lanka's Prime Minister Ranil Wickremesinghe summoned an urgent cabinet meeting to discuss a "swift resolution" to a potential power vacuum after President Gotabaya Rajapaksa fled his official residence Saturday.
Wickremesinghe, who is next in line of succession if Rajapaksa resigns, invited political party leaders to join the meeting and also asked for parliament to be convened urgently to discuss the crisis, his office said in a statement.
The storming comes as Sri Lanka suffers through months-long food and fuel crises, power blackouts that would go on for the majority of the day, and soaring inflation rates as the country ran out of foreign currency to import key goods.

Sri Lankan PM resigns, parliament speaker becomes interim
Sri Lankan Prime Minister Ranil Wickremesinghe has agreed to resign to pave the way for an all-party government, the prime minister's office confirmed on Saturday.
"Prime Minister Ranil Wickremesinghe has told the Party Leaders that he is willing to resign as Prime Minister and make way for an all-Party Government to take over," the prime minister's office said in a statement.
"He says he is taking this decision in view of the fact that island-wide fuel distribution is due to recommence this week, the World Food Program Director is due to visit the country this week and the Debt Sustainability report for the IMF is due to be finalized shortly," the statement indicated.
Wickremesinghe has agreed with the recommendation to resign of the opposition party leaders to ensure the safety of citizens, the statement added.
Sri Lankan Parliament Speaker assigned Interim PM
Sri Lankan Parliament Speaker Mahinda Yapa Abeywardana has been assigned to become the country's interim prime minister by the political party leaders at an emergency meeting called for the resignation of the incumbent prime minister and president, leader of Sri Lanka Congress party Rauff Hakeem said on Saturday.
"At Speaker's Residence urgent Party Leader's meeting. Several other Leaders including PM, AKD and Sumanthiran participated via zoom. Decision to ask both President and PM to resign. Speaker to take over as temporary President according to constitution," Hakeem said on Twitter.
Later, Hakeem said that Abeywardana has called on the country's president and prime minister to step down according to an overwhelming request from the political parties.
"Correction to my earlier tweet on consensus to ask PM and President to resign. No consensus as PM disagrees. Speaker however decided to write to President and PM to resign as per overwhelming request," he tweeted.
Earlier in the day, Colombo was rocked by thousand-strong protests. Crowds tore through the barricades surrounding the residence of President Gotabaya Rajapaksa, climbed over the fence, and took control of the area, Sri Lankan media said, publishing multiple videos from the scene. Rajapaksa is reported to have been evacuated.

Sri Lanka is 'bankrupt,' Prime Minister says
Sri Lanka is "bankrupt," Prime Minister Ranil Wickremesinghe has said, as the country suffers its worst financial crisis in decades, leaving millions struggling to buy food, medicine and fuel.
Wickremesinghe told lawmakers that negotiations with the International Monetary Fund (IMF) to revive the country's "collapsed" economy are "difficult," because the South Asian nation of 22 million has entered the talks as a bankrupt country, rather than a developing one.
"We are now participating in the negotiations as a bankrupt country. Therefore, we have to face a more difficult and complicated situation than previous negotiations," Wickremesinghe said in parliament.
"Due to the state of bankruptcy our country is in, we have to submit a plan on our debt sustainability to (the IMF) separately," he added.
"Only when they are satisfied with that plan can we reach an agreement at the staff level. This is not a straightforward process."
Sri Lanka is in the midst of its worst financial crisis in seven decades, after its foreign exchange reserves plummeted to record lows, with dollars running out to pay for essential imports including food, medicine and fuel.
President Gotabaya Rajapaksa tweeted on Wednesday that he had sought assistance from Russian President Vladimir Putin and requested "an offer of credit support to import fuel."

Sri Lanka: Troops open fire to quell unrest over fuel shortages
Srilankan officials reported that the military opened fire to quell rioting at a fuel station, as unprecedented lines for petrol and diesel formed across the bankrupt country.
On his account, army spokesperson Nilantha Premaratne stated that troops fired on Saturday night in Visuvamadu, 365 kilometers (228 miles) north of Colombo, as their guard post was pelted with stones.
"A group of 20 to 30 people pelted stones and damaged an army truck," he said.
Four civilians and three soldiers were injured when the army opened fire for the first time to quell unrest caused by the worsening economic crisis, according to local police.
Sri Lanka is experiencing its worst economic crisis, with the country unable to import basic necessities most notably food, fuel, and medicines.
The country's 22 million people have been suffering from acute shortages and long lines for scarce supplies, while President Gotabaya Rajapaksa has resisted calls to resign over mismanagement for months.
It is worth noting that armed police and troops have been stationed at fuel stations in Sri Lanka.
In April, a motorist was shot dead by police in the central town of Rambukkana during a clash over the distribution of rationed petrol and diesel.
Over the weekend, police reported three separate incidents involving motorists. In one clash, at least six constables were injured, and seven motorists were arrested.
The government announced a two-week shutdown of state institutions and schools in an effort to reduce commuting and conserve the impoverished country's depleting fuel stocks.
In addition, the country is experiencing record-high inflation and lengthy power outages, all of which have contributed to months of protests.
It has also defaulted on its $51 billion foreign debt in April and is negotiating a bailout with the International Monetary Fund.

To stem Chinese advance in Sri Lanka, US would like Sri Lanka to sign the MCC compact and SOFA, both of which have raised the hackles of nationalists.
Colombo, October 11: The Sri Lankan government will not bend to the United States on the issue of the Millennium Challenges Corporation Compact (MCC) or the Status of Forces Agreement (SOFA) when the US Secretary of State Mike Pompeo visits for talks with Lankan leaders, a top government source said.
The Gunaruwan committee appointed by President Gotabaya Rajapaksa had gone into the MCC compact and has suggested that it be renegotiated to make it compatible with the Sri Lankan constitution and law. It remains to be seen if the Americans will agree," the top source said. As for SOFA , it cannot be on the agenda now because we would like to take up issues one by one," he added.
SOFA, like the MCC, has also come under heavy flak from Sri Lankan nationalists and the media on the grounds that it violates Sri Lankan law and constitution.
Pompeo will be here on a scheduled visit at the end of October as part of a tour of various countries.
The ranking US official is currently busy sewing up Quad" an alliance of US, Australia, Japan and India. He had visited Japan, had a powwow with its newly elected Prime Minister Yoshihide Suga and emerged from it confident that Abe's successor is in line with the anti-China policy of Abe and the US. Pompeo would like to firm up his ties with India and hope to rope Sri Lanka into the alliance giving its strategic position in the Indian Ocean where China's maritime activity is increasing with the construction of ports in Sri Lanka, Myanmar, Bangladesh and Pakistan, facilities which could be used for military purposes in the future. On September 10, the US signed a Framework for U.S. Department of Defense-Maldives Ministry of Defence Defense and Security Relationship" agreement to keep the Chinese away.
The US is worried about Chinese investments and loans advances to Sri Lanka as it fears that Sri Lanka will become a Chinese satellite. To stem the Chinese advance in Sri Lanka, the US would like enter into the SOFA agreement with the island nation and also create for itself an economic base by using the MCC compact of US$ 480 million. It has warned Sri Lanka not to fall into a Chinese debt trap and lose its sovereignty to China.
In a recent newspaper interview, the US Ambassador Alaina Teplitz made this plain invoking the wrath of the Chinese Embassy which asked her not to break diplomatic etiquette by fomenting trouble between the host country (Sri Lanka) and a third country (China).
Earlier In the interview to the Colombo-based Daily Mirror, US Ambassador Teplitz questioned China's trade deals with Sri Lanka and asserted the need to ensure that global standards of free trade and a fair investment climate are in place for the benefit of Sri Lankan and US businesses.
Teplitz noted that the US believes partnerships between countries should be open, transparent, and mutually beneficial - and if this is what Sri Lanka's relationship with China embodies, then the US will encourage it.
Our concern is that Sri Lanka is not vulnerable in its relationships, and that this country is able to negotiate the best deals supporting sustainable, environmentally sensitive, and affordable results," Teplitz said.
She noted that a 2019 World Bank study concluded that more than 60 percent of PRC-funded BRI projects are allocated to Chinese companies and stressed that tender processes are opaque.
'The World Bank called for open and transparent public procurement to increase the likelihood that BRI projects are allocated to the firms best placed to implement them. Sri Lankan think tank Verité Research analyzed 50 high value loans from the PRC to Sri Lanka. All but one loan (where data was available) were 100 percent 'tied' - meaning the loan terms dictated that contracts and tenders be awarded to Chinese contractors, limiting the ability of Sri Lankan and global firms to compete for these projects. Fair competition would lower prices and ensure better quality,' she said.
The Ambassador noted that Sri Lanka is a sovereign nation and it is not up to the United States to dictate the quality of Sri Lanka's partnerships, but the US does believe it is better for countries if transactions are transparent and cost-effective, and if they create jobs and other material benefits for local people.

China grips Sri Lanka with artificial island off Colombo
COLOMBO – China, no stranger to building islands, has finished one off the coast of Colombo that gives Sri Lanka, a strategically located South Asian nation, the potential of erecting a futuristic business hub.
Billed as Port City Colombo, the 269 hectares of land reclaimed off the coast of Sri Lanka's largest city was officially declared part of the country last weekend. The night sky above Colombo's coast lit up with fireworks to mark the moment this Chinese-led venture was formally able to begin attracting foreign investors.
Seasoned observers reckon the island will further deepen China's economic ties with debt-strapped Sri Lanka, where India, the U.S. and Japan are also vying for influence. But it was China that provided the $1.4 billion investment to dredge the sea and build the artificial island. It is the largest foreign direct investment project ever undertaken in Sri Lanka.
Diplomatic sources in Colombo say Port City Colombo stands apart from other big-ticket ventures in the country, a big beneficiary of China's belt and road largesse. Billions of dollars in Chinese loans have resulted in a slew of projects – a port, airport and highways.
Port City Colombo will not join this list; the FDI project comes at no financial cost to Sri Lanka.The project began in September 2014, when Chinese President Xi Jinping first visited Sri Lanka. It involved China Communications Construction Company, the giant developer and most active builder when it comes to Sri Lanka's BRI projects, through an affiliate, China Harbor Engineering Company (CHEC). Officials at CHEC Port City Colombo, a company floated by CHEC for this venture, are targeting investors from the Middle East, India, Southeast Asia and China in their endeavor to turn the island into "South Asia's premier residential, retail and business destination," as the company states in its promotional material.
Financial analysts in Colombo reckon that Port City Colombo's location will allow it to draw Indian businesses. At the company's road show in Mumbai, India's financial capital, one message was driven home – that the new hub is a two-hour flight away.
But as CHEC Port City Colombo points toward its goal of attracting a further $13 billion in property development investments, it awaits some action in the Sri Lankan parliament, which needs to pass several pieces of legislation, including one to make the island a special economic zone. Some of the legislation is contentious, especially that calling for a new legal regime and regulations that some observers are likening to the "one country, two systems" formula China uses with Hong Kong. That will require an amendment to Sri Lanka's constitution.
Thulci Aluwihare, head of strategy and business development at CHEC Port City Colombo, says a strong government push is needed if the legislative hurdles are to be cleared. "There is a draft SEZ law waiting for cabinet approval," he said. "Till such time we can only do soft marketing to attract potential investors."
According to Malik Cader, a former director general of the Securities and Exchange Commission of Sri Lanka, the legislation has absorbed English common law principles regarding dispute resolution within Port City Colombo. "The government needs to get these laws approved because [other] countries in South Asia are getting bullish to attract foreign investment, and this opportunity cannot be lost."
Influential domestic business lobbies are making a similar case. The Ceylon Chamber of Commerce, the island's oldest and largest business association, is throwing its weight behind Port City Colombo, saying it will give Sri Lanka's digital and information technology companies a boost. "The Port City is an opportunity for Sri Lankan tech and startups to upgrade and look outside," said Shiran Fernando, the chamber's chief economist, insisting that the island could eventually become a smart city.
Sri Lanka's new, pro-China government, headed by President Gotabaya Rajapaksa, appears to have heeded this call. Political allies of the president, elected in a landslide in November, said in late November that modern laws are needed to attract foreign investors to the project. "Advanced financial and commercial investments are planned," said Basil Rajapaksa, younger brother of Gotabaya and a former economic minister. And "they [commercial investments] need a different legal framework."
Sri Lanka began tilting toward China while Mahinda Rajapaksa was president, from 2005 to 2015. On Saturday, Mahinda, now the prime minister, was present to celebrate a milestone for which he laid the foundation.

In the decade since Sri Lanka's civil war ended, a former wartime defense chief has successfully dodged accusations of crimes against humanity. He may soon run for president.
But the accusations, which are supported by United Nations inquiries, recently caught up with him in a California parking lot.
The former official, Gotabaya Rajapaksa, oversaw the final stages of a quarter-century-long conflict with Tamil separatists that ended in 2009. So far he has avoided prosecution at home and abroad over the allegations of crimes against humanity.
But in early April, a private investigator tracked Mr. Rajapaksa, now an American citizen, to a Trader Joe's parking lot in a Los Angeles suburb. He was then personally served with civil court complaints accusing him of a journalist's murder and the torture of an ethnic Tamil who had Canadian citizenship, court documents show.
Supporters of the lawsuits say they were brought in California since opening criminal trials in Sri Lankan courts is politically impossible for now, not least because Mr. Rajapaksa's family has significant influence over the country's institutions. They say the California cases are a logical interim step in a long campaign for justice.
"There is no doubt that the case has caused enormous interest because Sri Lankans are amazed to see a powerful and feared figure, who still has his people inside the security establishment, being openly challenged," said Yasmin Sooka, a South African human rights lawyer who specializes in Sri Lanka and worked on the torture complaint.
Mr. Rajapaksa's spokesman, Milinda Rajapaksha, said on Friday that the defendant "does not acknowledge any kind of official delivery of legal documents by any party." But he said Mr. Rajapaksa's legal counsel in the United States would take action "if required."
Separately, Mohammed Ali Sabry, the head of Mr. Rajapaksa's legal team in Sri Lanka, said that California litigation would be handled from the US.
Mr. Rajapaksa was Sri Lanka's defense chief from 2005 to 2015, when his brother, Mahinda, was president. Thousands of people disappeared or were tortured during the war's final years, including aid workers, journalists, ethnic Tamil civilians and the Rajapaksa family's political opponents.
Many of them turned up dead, according to United Nations reports, and millions of people in the country are still traumatized by the war's painful legacy.
Last week in Sri Lanka, Mr. Rajapaksa told reporters that he had started the process of renouncing his American citizenship, a requirement for contesting the presidency, which his brother relinquished after losing a 2015 election.
Harshana Rambukwella, a political scientist at the Open University of Sri Lanka, said that if Mr. Rajapaksa runs for president, he could potentially leverage the California litigation to drum up nationalist sentiment among his base within the country's Sinhalese ethnic majority.
The essence of the candidate's argument, Mr. Rambukwella said, would be that human rights campaigners are persecuting leaders who liberated Sri Lanka from civil war.
But rights advocates say that the California cases are important because they focus international scrutiny on the Rajapaksa family's wartime actions.
The first case concerns the 2009 killing of a prominent Sri Lankan investigative journalist, Lasantha Wickrematunge, who was bludgeoned to death by men on motorcycles who had surrounded his car.
In court papers, lawyers for the journalist's daughter, Ahimsa Wickrematunge, accused Mr. Rajapaksa of instigating, authorizing and covering up the killing as part of a "systematic" targeting of journalists who were perceived to be critical of the government. The suit seeks unspecified damages.
"My family and I have been pushing for justice for my father's killing for 10 years now," Ms. Wickrematunge said in an interview. "This pursuit isn't tied to any election. It is tied to a need for truth."

Japan Seeks 'Sustainable World' In Africa Aid Forum
With its stated purpose to "create a sustainable world together", Japan on Saturday kicks off its aid conference for Africa, where rival China has invested heavily in recent years.
The eighth Tokyo International Conference on African Development (TICAD8) comes against the backdrop of China's rising influence, cemented on the continent by its "Belt and Road" infrastructure initiative. A "complex" international environment caused by issues including "the situation in Ukraine" surrounds the meeting in Tunisia's capital, the Japanese foreign ministry said. It is the first TICAD held every three years either in Japan or an African country since the pandemic began and Prime Minister Fumio Kishida will be attending remotely after testing positive for Covid-19. Replacing him at the head of the Japanese delegation will be his Foreign Minister Yoshimasa Hayashi, and about 5,000 participants are expected to attend. Among them will be 30 heads of state and government, converging on the Tunisian capital from across the continent. Alongside the summit, businesspeople will attend an economic conference while various parallel events and workshops will address civil society and women's inclusion. Since their inception in 1993, the TICAD conferences, co-sponsored by the United Nations, World Bank and African Union, have generated 26 development projects in 20 African countries, largely funded by the Japan International Cooperation Agency (JICA).
With a view to "accelerating Japanese investment in Africa", the conference will focus on three pillars: economy; society; and peace and stability, according to the official presentation. With more than $130 million already set to be delivered in food aid, Japan will also provide assistance for "rice production and food security" in view of the food crisis worsened by the Ukraine war. Japanese economic paper Nikkei reported that aid to Africa could increase by 40 percent over the next three years, compared to 2020-2022.

IMF hopes to complete Sri Lanka aid talks 'as quickly as possible'
The IMF hopes to complete the negotiations with Sri Lanka on a bailout package "as quickly as possible" and the "moment there is a government" in the country, its Managing Director Kristalina Georgieva said on Wednesday, hours after the crisis-hit island nation elected a new president.
Sri Lanka has been gripped by severe shortages of fuel, food and other essentials after its foreign reserves dried up. Citizens have turned their anger on the government and forced once-powerful President Gotabaya Rajapaksa to resign last week. On Wednesday, the Sri Lankan Parliament elected Acting President Ranil Wickremesinghe as his replacement. "IMF hopes to complete negotiations with Sri Lanka "as quickly as possible, & the moment there is a govt we can continue our discussions & our team will be there," Georgieva said, Hiru News reported. Wickremesinghe in his previous capacity as prime minister and finance minister has been involved in the negotiations with the Washington-based International Monetary Fund (IMF).
Sri Lanka's large creditors include Japan, China and India.

Sri Lanka's most senior officials have assured Australia that their administration remains committed to battling people smuggling following a fresh wave of asylum boats trying to reach Australia spurred by the economic meltdown in the Indian Ocean country.
Home Affairs Minister Clare O'Neil met with President Gotabaya Rajapaksa and, separately, with Prime Minister Ranil Wickremesinghe and Foreign Minister G L Peiris in Colombo on Monday where she announced $50m in aid for the South Asian nation now facing its worst economic crisis since independence, and reasserted Australia's commitment to help the government tackle transnational crime, including people smuggling and drug smuggling.
Ms O'Neil also promised Australian government help to promote Sri Lanka to Australian investors and tourists at a time when the country is in desperate need of foreign currency and economic stimulus.
On Tuesday she will open a new fisheries monitoring centre, to provide maritime surveillance of the country's multi-day fishing trawler fleet - the boat of choice for people smugglers attempting to ferry Sri Lankans to Australia.
Australia has intercepted at least four Sri Lankan asylum boats in recent weeks while Sri Lankan naval authorities say they have intercepted at least 400 asylum seekers in their own waters.
Ms O'Neil told Mr Rajapaksa that her new Labor government remained committed to the previous administration's Operation Sovereign Borders and would continue its "Zero Chance" advertising campaign to dissuade illegal migration, a statement issued by the President's office said.
The Sri Lankan leader - who is under intense pressure to quit over the catastrophic situation in the country, which many Sri Lankans blame on his former government's mismanagement - said he understood "Australia is on high alert for security in the Indian Ocean".
"President Rajapaksa stated that the Sri Lankan government would extend its fullest support to maintain the Indian Ocean as a security zone," the statement added.
Some 50 Sri Lankan navy personnel are in Australia on a specialist training program.
The two governments will hold an eighth round of the Sri Lankan Australian joint working group on countering people smuggling and other transnational crimes "when conditions permit".

Die Regierung bietet den Landwirten au?erdem 200 Millionen US-Dollar als direkte Entsch?digung und zus?tzliche 149 Millionen US-Dollar an Preissubventionen f?r Reisbauern, die Verluste erlitten haben. Das hat die Sch?den und Leiden, die das Verbot verursacht hat, kaum wettgemacht. Landwirte haben die Zahlungen weithin daf?r kritisiert, dass sie massiv unzureichend sind und viele Landwirte ausschlie?en, insbesondere Teeproduzenten, die eine der Hauptbesch?ftigungsquellen im l?ndlichen Sri Lanka bieten. Allein der R?ckgang der Teeproduktion wird Sch?tzungen zufolge zu wirtschaftlichen Verlusten in H?he von 425 Millionen US-Dollar f?hren.
Die menschlichen Kosten waren sogar noch gr??er. Vor dem Ausbruch der Pandemie hatte das Land stolz den Status eines oberen mittleren Einkommens erreicht. Heute sind eine halbe Million Menschen wieder in Armut versunken. Steigende Inflation und eine rapide an Wert verlierende W?hrung haben die Menschen in Sri Lanker dazu gezwungen, den Kauf von Nahrungsmitteln und Treibstoff einzuschr?nken, da die Preise steigen. Die ?konomen des Landes haben die Regierung aufgefordert, ihre Schuldenr?ckzahlungen nicht zu leisten, um lebenswichtige Vorr?te f?r ihre Bev?lkerung zu kaufen.
Das Mischmasch aus magischem Denken, technokratischer Hybris, ideologischer T?uschung, Eigenhandel und schierer Kurzsichtigkeit, das die Krise in Sri Lanka hervorgebracht hat, verwickelt sowohl die politische F?hrung des Landes als auch die Bef?rworter der sogenannten nachhaltigen Landwirtschaft: Erstere, weil sie das Versprechen der ?kologischen Landwirtschaft ergriffen haben als kurzsichtige Ma?nahme zur K?rzung von D?ngemittelsubventionen und -importen und letzteres f?r die Andeutung, dass eine solche Umgestaltung des landwirtschaftlichen Sektors des Landes jemals gelingen k?nnte.
