Military border deployments are legally good-to-go, IG finds
The Pentagon's mobilization of thousands of troops to the U.S.-Mexico border is fully legal, the Defense Department's inspector general confirmed in a report released Tuesday.
In providing aviation support, installing concertina wire and staffing mobile surveillance sites, the IG found, the troops are fully compliant with federal law and DoD policy.
"Additionally, we determined that DoD title 10 personnel had limited contact with civilians or migrants and contact that did occur was acceptable under DoD policy," according to the report, which surveyed troops from October 2018 to December 2019.
Under pressure from Congress, the IG announced a review late last year.
"Based on several requests, we have decided to conduct an evaluation, in accord with our standard processes, to examine the use of military personnel along the southern border," Glenn Fine, then the principal deputy inspector general performing the duties of the inspector general, said in a December memo. "In this evaluation, we will examine, among other issues, what they are doing at the border, what training they received, and whether their use complied with applicable law, DoD policy, and operating guidance. We intend to conduct this important evaluation as expeditiously as possible."
Though all use of troops and funds was legal, according to the report, the IG recommended that Northern Command beef up on Standing Rules for Use of Force training - which dictates how troops would engage with migrants or other civilians while patrolling the border - for any troops who were not re-trained before deployment, and to create procedures to ensure that commanders are documenting completed training for their troops.

The IG accepts to look into it, then picks up the coronavirus budget oversight duties when the Chinese virus hit, and fucked with the money of course and got 86'ed by POTUS. Mattis cried about it. Dollars to doughnuts this company failed on purpose to make their case for receiving the funds more illegitimate and the fired/resigned pentagon IG will testify before congress about how strange it was they got approved and how he can't be certain if he was fired because he was looking into the contract but it's possible.

I hate to burst your bubble, but nothing major is going to happen. Bongino dropped dime on everything about a year ago, and Bongino is well connected. The goal of Barr and Durham is to clean up the mess. Durham cleaned up the mess with Whitey Bolger and he cleaned up the mess at the CIA. Barr is a lover of the Department of Justice and the FBI. Give credit to Barr for getting good people off the hook like Flynn, and a little help for Stone, but Barr won't jeopardize the DOJ or FBI.
Trump is a decent guy who is what we call a civic nationalist. Note how Trump approved Q messages warn us about being divided on "religion". Well, the US is a Christian country and jews are American since they hate anything Christian. Same with moslems. Ever hear of Fetulah Gulan? Why is he still here?
And Trump is all about the economy. The Wall is all about the economy. That's his motivation. He's a decent guy that loves his country, and does a lot of good, but his underlying premise is wrong.

And she was dealing with Glenn Fine, who is another "mistakes were made" guy, like Wray. Anyhow do you think there will be any Justice when you got Lindsey Graham and Roy Blunt in there? Bottom line, Q is full of shit, ZOG is in control, and there will be no justice. We'll get more "mistakes were made" bullshit and plenty of deals cut. The goal is to clean up the mess and continue on as usual. I'm voting for Trump, if I vote, and he's a decent enough guy. But there's not going to be a Great Awakening.
Where are the indictments? Why is Antifa still around? How come all these deals are getting cut? Why does Q tell us to unite with moslems and jews who seek our destruction?
I'm not black pill. Support Trump. He'll keep the US moving along for the next 4 years (assuming he wins), but that's about all you can expect.

Pentagon watchdog sidelined by Trump resigns
The Pentagon's former top watchdog, whom President Trump replaced last month, has resigned from the inspector general's office, officials announced on Tuesday.
Glenn Fine submitted his resignation Tuesday morning as the Pentagon's principal deputy inspector general, saying in a statement that he believes "the time has come for me to step down and allow others to perform this vital role" after several years at the Department of Defense (DOD) and Justice Department.
"It has been an honor to serve in the inspector general community, both as the inspector general of the Department of Justice and the DoD acting inspector general and principal deputy inspector general performing the duties of the DoD inspector general," Fine said in a statement.
"The role of inspectors general is a strength of our system of government," he continued. "They provide independent oversight to help improve government operations in a transparent way. They are a vital component of our system of checks and balances, and I am grateful to have been part of that system."
He added that he wishes the "men and women of the DoD [Office of Inspector General] and the inspector general community continued success in these important responsibilities."
Fine had been serving as the Pentagon's acting inspector general since 2016, after coming to the watchdog's office in 2015. He also served as the Justice Department's inspector general from 2000 to 2011.
In April, Trump named a new acting inspector general, as well as nominated someone to take on the job permanently. The move meant Fine reverted to his previous position as the Pentagon's principal deputy inspector general.

A watchdog who was yanked from his role by President Trump just before he was about to begin oversight on coronavirus spending resigned from the Pentagon.
Glenn Fine, the principal deputy inspector general of the Department of Defense, stepped down from his position in the Pentagon on Tuesday. In a statement announcing his resignation, Fine said it was time for someone else to take his place.

The watchdog would have been the chairman of a new Pandemic Response Accountability Committee, but Trump fired him from his role as acting inspector general just before the committee convened. Because he was no longer an inspector general, he could not serve on the committee.
The president temporarily replaced Fine with an inspector general at the Environmental Protection Agency. Fine is one of several inspectors general to be removed by Trump in recent months.

The chopping block: Trump's list of fired IGs
1. Intelligence Community Inspector General Michael Atkinson: President Trump wrote to Congress on April 3 he no longer had confidence in Atkinson, who helped facilitate the whistleblower complaint that led to his impeachment. Republicans had criticized changes in the whistleblower policies by Atkinson that permitted secondhand information to be used to launch an investigation.
2. Department of Defense acting Inspector General Glenn Fine, who was to chair the panel overseeing coronavirus federal spending: No official explanation provided by Trump for the April 7 firing. Trump said, "I don't think I ever met Fine," and suggested he was cleaning out Obama-era holdovers, citing "reports of bias."
3. Health and Human Services acting Inspector General Christi Grimm: Trump replaced Grimm on May 1 with assistant U.S. Attorney Jason Weida after Grimm released a report in late March that found "severe shortages of testing supplies" and "widespread shortages of personal protective equipment" among other problems experienced by medical workers battling the coronavirus. Trump later tweeted that Grimm was an Obama-era holdover who never contacted coronavirus task force members before conducting the report.
4. State Department Inspector General Steve Linick: The Trump administration fired Steve Linick on Friday. In a letter to Speaker Nancy Pelosi, Trump said he no longer had full confidence in Linick. Secretary of State Mike Pompeo had advised Trump to fire Linick. House Democrats had called on Linick to open an investigation into Pompeo's efforts to secure an arms deal with Saudi Arabia. Linick was also investigating reports Pompeo used his staff to conduct personal chores.
5. Department of Transportation acting Inspector General Mitch Behm: The Trump administration on Sunday installed Howard "Skip" Elliot as the new acting inspector general, replacing Behm, who will remain in his prior job as deputy inspector general.
Trump's IG shuffle has largely attracted Democratic criticism, but his firing of Linick has raised bipartisan alarm in Congress. Pelosi wrote to Trump Monday, giving him a 30-day deadline to explain why Linick was fired. Republicans want more information, too. Sen. Chuck Grassley, an Iowa Republican, wrote to Trump Monday, asking him to provide further justification for firing Linick by June 1. Grassley also demanded Trump respond to a Friday request for more details about his decision to fire Atkinson. "As mentioned in previous letters, Congress's intent is clear that an expression of lost confidence, without further explanation, is not sufficient ... This is in large part because Congress intended that inspectors general only be removed when there is clear evidence of unfitness, wrongdoing, or failure to perform the duties of the office," Grassley wrote to Trump. Sen. Mitt Romney, a Utah Republican, harshly criticized Trump for the string of IG removals, as did Sen. Susan Collins, a Maine Republican. Collins is a co-author of the 2008 Inspectors General Reform Act, which requires a president to provide reasons for an IG's removal. "The President has not provided the kind of justification for the removal of IG Linick required by this law," Collins said Saturday.
Late Monday, the Foreign Relations Committee Chairman Jim Risch told the Washington Examiner in a statement he has been in contact with the Trump administration about Linick's firing. "The role of an inspector general is important throughout our government and is meant to work independently to root out waste, fraud, and abuse at every level, all with total detachment from politics," Risch said. "When Congress created that position, this official was designated to serve at the discretion of the president as part of his control of the executive branch. It is the president's prerogative and within his authority to make decisions regarding the adequacy of performance and continued employment of the inspector general. I have been in contact with the administration over this matter and expect to continue to learn more."

Trump Removes State Department Inspector General Steve Linick
President Trump is ousting State Department Inspector General, Steve Linick, extending a string of administration firings of government watchdogs.
The president sent notice of Linick's removal, effective in 30 days, to House Speaker Nancy Pelosi on Friday. A State Department spokesperson offered no reason for the change, but issued a statement confirming that Linick will be replaced by Ambassador Stephen Akard, who currently directs the department's Office of Foreign Missions.
Pelosi warned of a "dangerous pattern of retaliation against patriotic public servants."
Linick had been on the job since 2013 and had recently issued reports criticizing some Trump appointees of retaliating against career public servants. Democrats expressed outrage at his firing. The chairman of the House Foreign Affairs Committee, Eliot Engel, D-N.Y., accused President Trump of taking the action to protect Secretary of State Mike Pompeo.
"I have learned that the Office of the Inspector General had opened an investigation into Secretary Pompeo," Engel said. "Mr. Linick's firing amid such a probe strongly suggests that this is an unlawful act of retaliation."
Engel did not offer further detail, but promised to press the State Department for answers.
A Democratic aide on Capitol Hill elaborated that "the OIG was looking into the Secretary's misuse of a political appointee at the Department to perform personal tasks for himself and Mrs. Pompeo."
In recent weeks, the president also removed Michael Atkinson as inspector general of the Intelligence Community, as well as Glenn Fine, who had been named to oversee the federal government's response to the coronavirus pandemic.

Secretary of State Mike Pompeo has fired the State Department's inspector general, an Obama administration appointee whose office was critical of alleged political bias in the department's management. The ouster is the latest in a series of moves against independent executive-branch watchdogs who have found fault with the Trump administration.
A senior department official said Pompeo removed Steve Linick from his job Friday but gave no reason for his removal. Linick had served in the job since 2013. Linick's office had issued several reports critical of the department's handling of personnel matters, including accusing some of President Donald Trump's appointees of retaliating against career officials.
Linick will replaced by Stephen Akard, a former career foreign-service officer who has close ties to Vice President Mike Pence, said the official, who was not authorized to discuss the matter publicly and spoke on condition of anonymity. Akard currently runs the department's Office of Foreign Missions. He had been nominated to be the director general of the foreign service but withdrew after objections he wasn't experienced enough.
Linick, a former assistant U.S. attorney in California and Virginia, had overseen inspector-general reports that were highly critical of the department's management policies during the Trump administration. His office had criticized several Trump appointees for their treatment of career staff for apparently being insufficiently supportive of Trump and his policies.

Trump has been taking aim lately at inspectors general. In several instances this year, news of their firings or demotions has broken late on Fridays.

On Monday, Rep. Adam Schiff (D-Calif.), one of the leaders of the Democrats' failed impeachment push to remove President Donald Trump, called the deaths from the coronavirus "casualties" of the Senate's refusal to remove Trump from office in February. He appeared to suggest that all the deaths from coronavirus could be attributed to the fact that Donald Trump is president during this crisis.
"We certainly told the senators that he was not going to change and there was no way to constrain him, that he is who he is and he would continue to operate the way he had, and indeed that's exactly what we've seen since," Schiff told MSNBC's Lawrence O'Donnell. "Now the one thing I think we dramatically understated is when we asked the question, 'If you found him guilty, do you really need to remove him, given that there's another election only nine months away, how much damage could he do?'"
"We said a lot but little did we know just how great the casualties would be," Schiff argued. "Some days we lose the equivalent of the number of people we lost on 9/11. And you know I think there's no way we could have foreseen just how tragic his malfeasance would be in the remaining months of his administration."
Schiff may not have meant to say all or even most of the deaths from coronavirus are "casualties" of the failure of impeachment, but that is exactly what his words suggest.
Throughout the interview, the Democrat slammed Trump. He attacked the president for having originally said that the coronavirus would be no worse than the flu - a line uttered across the media in part because experts did not understand the virus thanks to the Chinese Communist Party's lies about it. He attacked the president for removing inspectors general such as Democratic favorite Glenn Fine.
While Trump arguably has made some missteps during the crisis, he has also arguably managed it rather well, given the knowledge available at the time. There is no reason to think most of the deaths could have been prevented, and had Trump issued a nation-wide stay-at-home order, Schiff would likely be crowing about his tyrannical overreach.
In fact, Schiff's decision to reach for impeachment arguably undermines his attack on the president.
When the first confirmed coronavirus case in the U.S. came on January 20, 2020, Schiff was focused on prosecuting the impeachment case. Trump wasn't acquitted by the U.S. Senate until February 5. On February 14, Democrats set their sights on Attorney General William Barr, perhaps beginning the process of impeaching him. That week, Rep. Eric Swalwell (D-Calif.) floated the idea of impeaching Trump again - over his tweets.

To President Donald Trump, the most important character trait an underling can exhibit is loyalty to President Donald Trump. A president deserves advisers and support staff he can trust.
In some jobs, though, federal officials must put loyalty to the nation, adherence to the law, transparency and truthfulness above personal or political fealty. Nowhere is that more true than in the offices of the nation's inspectors general. Their impartiality and fairness are crucial attributes, which makes this tear Trump has gone on against three highly regarded inspectors general both dangerous and destructive.
Tuesday Trump removed Glenn Fine from his position as acting inspector general of the Defense Department. That means Fine will also lose a key role he was named to by a panel of federal inspectors general last week, chairman of the Pandemic Response Accountability Committee that is overseeing the nation's $2 trillion coronavirus relief package. Fine, a former Justice Department inspector general who has served four presidents over two decades, is widely regarded as a straight shooter whose loyalty is to the law. Trump's removal of him is just the latest example of a pattern of undermining impartial oversight.
Late Friday, Trump fired Inspector General of the Intelligence Community Michael Atkinson. An attorney who came into the Department of Justice after the 9/11 attacks, Atkinson was appointed to his current position by Trump, and promised to revive a largely defunct whistleblower program. He did so most famously by finding credible the claim of a CIA agent detailed to the White House that Trump solicited interference from the Ukrainian government in his reelection bid.
Atkinson was right to send the complaint to Congress. Trump's call with the Ukrainian president was worthy of investigation, and led to his impeachment. But Atkinson failed to meet Trump's key criterion: absolute loyalty.
This week, Trump has been on the warpath against Health and Human Services Inspector General Christi Grimm, furious with her report detailing shortages of supplies and delays in testing at hospitals across the country treating coronavirus victims. Asked about the report during his Monday evening news conference, Trump demanded, "When was she appointed? Do me a favor and let me know." The implication was that Grimm is an Obama holdover out to embarrass him. Fact: Trump appointed her in January.
Trump's demand of absolute loyalty is so extreme that it at times pushes underlings into actions that seem to appall even the President. Acting Navy Secretary Thomas Modly resigned Tuesday after his vicious attack on Capt. Brett Crozier, whom Modly relieved of duty for publicizing the vulnerability of his 5,000-member crew to the coronavirus. Modly's move rightly infuriated the nation.
Trump often puts his needs before the nation's, or believes they are one and the same. Ideally, they would be. But when it comes to oversight, the nation needs fearless and impartial internal watchdogs. Trump's demand for loyalists undermines the government's ability to operate properly, and the nation's belief that it can.

US President Donald Trump has dismissed the Pentagon's inspector general from the top watchdog role over the $2 trillion coronavirus relief bill. Opinions were split on whether it was "cleaning house" or "blatant corruption."
The president removed Glenn Fine as the Pentagon's Inspector General, by extension booting him from the top oversight post on the Pandemic Response Accountability Committee, on Monday. The committee, created to oversee the administration of the $2 trillion aid package signed into law last month, is made up of inspector generals who, in turn, had appointed Fine to lead them.

Trump replaces Pentagon IG, removing him from coronavirus relief oversight panel
President Trump has replaced the Pentagon's top watchdog a week after he was named to lead a committee charged with overseeing the $2 trillion coronavirus relief package.
Glenn Fine, who has served as acting Pentagon inspector general since 2016, will go back to being the principal deputy inspector general and will no longer lead the coronavirus relief oversight panel, his office said Tuesday.
"Yesterday, the president nominated Mr. Jason Abend for the position of DoD Inspector General," Dwrena Allen, spokeswoman at the Department of Defense Office of the Inspector General, said in an email. "The same day, the president also designated Mr. Sean W. O'Donnell, who is the Environmental Protection Agency Inspector General (EPA IG), to serve as the Acting DoD IG in addition to his current duties at the EPA."
The EPA IG's office similarly told The Hill that O'Donnell "is filling both roles for now" and that "no changes are expected at the EPA OIG."
Fine "remains focused and committed to the important mission of the DoD OIG," Allen added.
The move also means that Fine is no longer on the Pandemic Response Accountability Committee, she said.
The panel of inspectors general was created by the $2.2 trillion stimulus bill Congress passed last month to audit and investigate implementation of the bill.
Fine was appointed as chairman of the committee last week, a move that won praise across the political spectrum
"Glenn Fine has a good reputation as a tough federal prosecutor and former [Department of Justice] Inspector General, and must exercise his full oversight authority to ensure that the Trump administration implements the CARES Act as intended," Senate Minority Leader Charles Schumer (D-N.Y.) said in a statement last week.
The move follows several steps Trump has taken to combat oversight of the bailout fund. After signing the relief package into law last month, the president issued a signing statement saying he would not allow the special inspector general for the relief program to report to Congress without his supervision.
And last week, he nominated one of his own White House lawyers, Brian Miller, for the special inspector general position.
O'Donnell has served as EPA inspector general since he was confirmed by voice vote in December. Prior to that he was a trial attorney in the criminal division of the Department of Justice.
Abend, who Trump nominated to take on the Pentagon inspector general post full time, is currently a senior policy adviser at U.S. Customs and Border Protection and was previously a special agent in the inspector general offices of the Federal Housing Finance Agency and the Department of Housing and Urban Development.

President Trump has fired a Pentagon official who was supposed to oversee the implementation of the $2.2 trillion coronavirus relief package. A panel of inspectors general tapped Glenn Fine, the acting Pentagon watchdog, to lead the group responsible for overseeing the coronavirus funds, but Trump removed Fine from his post on Monday, Politico reported.

WASHINGTON, April 5 (Xinhua) – Captain Brett Crozier, who has commanded aircraft carrier USS Theodore Roosevelt until his recent removal by the Navy for sounding the alarm about a coronavirus outbreak on board, has tested positive for the virus, The New York Times reported on Sunday.
The Times, citing Crozier's Naval Academy classmates, said Crozier exhibited symptoms before he was relieved of his duty on the warship Thursday.
Secretary of Defense Mark Esper said Sunday an investigation into Crozier's actions is ongoing. "All the services at times relieve commanders without the benefit of an investigation up front because they've lost confidence in them. It's certainly not unique to the Navy," he said on CNN's "State of the Union" program.
The secretary also confirmed that there have been 155 positive tests among sailors on board the Roosevelt, that more than half of the crew have been tested, and that there have been no hospitalizations.
The Navy planned to evacuate 2,700 of the roughly 5,000 crew members on the vessel, leaving the rest on board to maintain the ship's operation. As of Saturday, 1,548 service members have disembarked the ship, and The Times, citing local hotel association, said at least an additional 400 service members will be moved to Guam hotels Sunday.
Crozier sent a five-page internal letter earlier this week to higher-ranking officials in the chain of command, pleading for help from the Pentagon to contain a COVID-19 outbreak aboard the Roosevelt by transferring 90 percent of the crew onto Guam for quarantine. The ship now docks in Guam.
"We are not at war," the captain wrote in the letter, which was first made public by the San Francisco Chronicle. "Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset - our sailors."
Crozier's ousting was announced Thursday by Acting Navy Secretary Thomas Modly, who said the captain allowed "the complexity of his challenge with the COVID breakout on the ship to overwhelm his ability to act professionally when acting professionally was what was needed the most at the time."
"In sending it out pretty broadly, he did not take care to ensure that it couldn't be leaked," Modly said. "And that's part of his responsibility."
President Donald Trump said Saturday that he supported Crozier's firing, adding "it was terrible what he did."
The Democrats, however, condemned the Navy. Democratic lawmakers in both the Senate and the House asked for a probe into the matter.
Immediately following Crozier's ouster Thursday, the Democratic leaders of the House Armed Services Committee issued a statement condemning his removal. "Captain Crozier was justifiably concerned about the health and safety of his crew, but he did not handle the immense pressure appropriately," the lawmakers said, adding that "relieving him of his command is an overreaction."
"Throwing the commanding officer overboard without a thorough investigation is not going to solve the growing crisis aboard the U.S.S. Theodore Roosevelt," they said.
Democratic senators Richard Blumenthal of Connecticut and Chris Van Hollen of Maryland wrote a letter co-signed by 15 of their colleagues Friday to Acting Inspector General for the Department of Defense Glenn Fine, urging him to launch a formal investigation into the Navy's response to the COVID-19 outbreak on the Roosevelt, as well as its decision to fire the captain.
"It is essential that your office conduct a comprehensive investigation to avoid any potential conflicts of interest within the Navy chain of command, and we encourage you to evaluate all relevant matters associated with the dismissal and the outbreak on the ship," they wrote in the letter.
Former Vice President Joe Biden criticized the Navy's actions. "I think it's close to criminal the way they're dealing with this guy," Biden said Sunday on ABC's "This Week," adding that Crozier "should have a commendation rather than be fired."
In a Friday tweet hailing the captain, Biden said Crozier "was faithful to his duty-both to his sailors and his country."
"Navy leadership sent a chilling message about speaking truth to power," the former vice president said. "The poor judgment here belongs to the Trump Admin, not a courageous officer trying to protect his sailors."

The Pentagon's top watchdog has been given an additional duty: to oversee the distribution of the $2 trillion CCP virus rescue bill.
Glenn Fine, the acting Inspector General for the Pentagon, has been appointed to chair the Pandemic Response Accountability Committee (PRAC), one of three key oversight mechanisms attached to the rescue package.
President Donald Trump on Friday signed the $2.2 trillion stimulus bill meant to fuel the fight against the pandemic and sustain the hard-hit economy as the nation takes drastic measures to stop the spread of the disease.
Like similar measures taken in other countries, America's stimulus package is the largest of its kind in modern national history.
The appointment of Fine in his oversight role was announced on Monday by the Council of Inspectors General on Integrity and Efficiency (CIGIE).
The committee wields an $80 million budget, and is tasked with oversight and preventing and finding fraud, waste, abuse, and mismanagement.

Schumer asks watchdogs to investigate whistleblower retaliation after Trump purges impeachment witnesses
Senate Minority Leader Chuck Schumer is imploring dozens of inspectors general to investigate whistleblower retaliation in the Trump administration after last week's purge of two impeachment witnesses. The New York Democrat plans to send letters Monday to 74 independent watchdogs, asking they look into the treatment of government whistleblowers following the removal of Lt. Col. Alexander Vindman from the National Security Council and U.S. Ambassador to the European Union Gordon Sondland's sudden recall from his post. Schumer argued that Trump's decision to jettison Vindman and his identical twin brother Lt. Col. Yevgeny Vindman from the White House was "part of a dangerous, growing pattern of retaliation against those who report wrongdoing only to find themselves targeted by the President and subject to his wrath and vindictiveness."
In his letter to the Defense Department's acting Inspector General Glenn Fine, Schumer asked for documentation about when employees were last reminded of their protections as a whistleblower and demanded that Fine reassure Congress that future whistleblowers are protected when they come forward. "Without the courage of whistleblowers and the role of Inspectors General, the American people may never have known how the President abused his power in the Ukraine scandal," Schumer wrote. "It is incumbent on you that whistleblowers ... are protected for doing what we hope and expect those who serve our country will do when called: tell the truth."
Trump ordered the removal of the Vindmans from the National Security Council, likely sending them back to roles within the Pentagon. Both of the brothers are still active duty in the military. The president claimed Alexander Vindman, who was an impeachment witness against Trump, had "problems with judgment" and needed to be removed. In his impeachment testimony, Vindman said he was told by his superiors to stay quiet about concerns he had related to Trump's July 25 phone call with Ukraine's president. Details about this conversation, in which Trump pressed Ukrainian President Volodymyr Zelensky to investigate his political rivals, first appeared in a whistleblower complaint that sparked impeachment proceedings. The identity of this whistleblower, known only to be a CIA analyst, is not publicly known, but Republican allies of the president have called for this person to come forward to answer for what they claim to be a sham impeachment. Trump was acquitted of two charges in the Senate on Wednesday. Sondland, also an impeachment witness, was recalled from his post as ambassador to the European Union on Friday. In his testimony, Sondland said there was no quid pro quo, but that he presumed Trump's decision to withhold military aid from Ukraine was tied to the "anti-corruption statement" about the Bidens. Several Republican senators advocated that Trump not remove Sondland, but the president moved ahead with the decision anyway.

DoD Inspector General Exposes Pentagon Contractor's 9,400% Profit On Half-Inch Pin
TransDigm Group Inc. sold the Pentagon "drive pins" for $4,361 each - should only cost $46, a 9,400% gain in excess profits, according to the Inspector General US Department of Defense's audit labeled "For Official Use Only" obtained by Bloomberg.
The inspector general's audit shows 98 of 100 parts inspected were overinflated in value and concluded the Pentagon is paying the Ohio-based defense manufacturing firm $91 million more in the next several years for parts valued at $28 million, with excess profit per part of 95% to the 9,400%.
The audit "exposes how a company entrusted with supporting our military men and women took advantage of American taxpayers by overcharging the government more than $16 million" in aerospace components sold between 2015 and 2017, Oversight Committee Chairman Elijah Cummings said in a statement.
On Wednseday morning, the House Committee on Oversight and Government Reform held a hearing to address excess profits by TransDigm.
Inspector General of the Department of Defense Glenn Fine was front and center and told committee members about the outrageous price gouging by the defense firm.

Acting Defense Secretary Patrick Shanahan cleared in ethics probe
April 25 (UPI) – Acting Defense Secretary Patrick Shanahan has been cleared by the Pentagon's inspector general after an investigation into possible ethics violations involving ties to Boeing, his former employer. The Department of Defense's Inspector General's Office announced the decision Thursday after more than 30 witnesses, including Shanahan, were interviewed about allegations he violated ethics agreements by promoting the interests of Boeing and disparaged its competitors.
"We did not substantiate any of the allegations," the IG's office wrote in the 47-page report. "We determined that Mr. Shanahan fully complied with his ethics agreements and his ethical obligations regarding Boeing. We determined that Mr. Shanahan did not make the alleged comments and did not promote Boeing or disparage its competitors."
In February, an attorney with the Senate Committee on Armed Services forwarded an anonymous allegation to the Pentagon's Office of Inspector General that said Shanahan violated ethics rules by promoting Boeing. He allegedly tried to force the Marine Corps' commandant, Gen. Robert Neller, to buy Boeing F/A-18s, and threatened to cut other Air Force programs unless the Air Force Chief of Staff, General David Goldfein, supported buying Boeing F-15Xs. In March, Citizens for Responsibility and Ethics asked the inspector general to launch an investigation into whether Shanahan's actions violated his signed ethics agreement of no conflicts of interest with Boeing while at the Pentagon. "The Office of Inspector General took these allegations seriously, and our 43-page report of investigation, which we released today, describes our conclusions and the facts on which they are based," Glenn Fine, the IG official who oversaw the investigation, said in a statement obtained by CNN. "The evidence showed that Acting Secretary Shanahan fully complied with his ethical obligations and ethical agreements with regard to Boeing and its competitors." Shanahan "shared his aircraft industry experience as an industrial engineer and supply chain manager to highlight best practices, decrease costs, and increase performance for the DoD's benefit, not to promote Boeing or any specific aircraft," Instead, the report concluded that his comments "were directed at holding contractors accountable and saving the government money, consistent with his duties as Deputy Secretary of Defense." according the report.
Specifically, Shanahan did not "repeatedly dump" on Lockheed Martin's F-35 aircraft in meetings as alleged and did not pressure the Air Force to accept Boeing's KC-46 delivery. "While Mr. Shanahan did routinely refer to his prior industry experience in meetings, witnesses interpreted it, and told us, that he was doing it to describe his experience and to improve government management of DoD programs, rather than to promote Boeing or its products."

Reps. Steve Womack of Arkansas and Tom Cole of Oklahoma requested an investigation into the Pentagon's handling of a controversial cloud contract known as JEDI.
JEDI has provoked widespread criticism from the technology industry that the contract has been rigged from the start to favor Amazon.
The request follows The Daily Caller News Foundation's report in August detailing how a former senior adviser to Defense Secretary James Mattis, Sally Donnelly, had consulted for Amazon Web Services prior to entering the Pentagon.
Two members of the House Appropriations Committee requested an investigation Monday into the Pentagon's handling of its $10 billion winner-take-all cloud computing contract following widespread criticism that the deal has been rigged from the start to favor Amazon.
Amazon Web Services is the only cloud computing platform that meets all the specifications of the Joint Enterprise Defense Infrastructure (JEDI) program, which stands to be one of the largest stand-alone technology contracts the federal government's ever awarded at up to $10 billion over 10 years. The Department of Defense is expected to select a winner for the contract in April.
The Daily Caller News Foundation reported in August that a former senior adviser to Secretary of Defense James Mattis, Sally Donnelly, had once consulted for Amazon Web Services through a firm she owned. Donnelly did not recuse herself from involvement in crafting the contract, despite receiving payments from the sale of her Amazon-linked firm, which she sold just prior to entering the Pentagon. "It has come to our attention through media reports that individuals who held, or hold, high ranking positions in the Department have access to the specific contractor," Reps. Steve Womack of Arkansas and Tom Cole of Oklahoma wrote in a letter Monday to Department of Defense Acting Inspector General Glenn Fine. The "specific contractor" in question appears to be a reference to Amazon Web Services.
"Our current understanding is that these individuals, in direct contrast with the Federal Acquisition Regulation and DoD Ethics Policy, had involvement in the development of the JEDI program," the letter continues.
Mattis met with Amazon founder and CEO Jeff Bezos at the tech giant's headquarters in August 2017, resulting in what Defense One reported as a "transformative" experience for Mattis where he became convinced that a department-wide move to a commercial cloud provider such as Amazon Web Services was necessary
Two days before Donnelly departed the DOD for the private sector on March 9, the Pentagon issued a draft request for proposal for JEDI, which many in the IT industry complained provided an unfair advantage for Amazon's cloud platform.
DOD spokeswoman Heather Babb would not tell TheDCNF whether Donnelly organized Mattis's summit with Bezos. Instead, she generally said the two were involved in "arranging meetings and travel."

Pentagon Watchdog to Examine Sexual Harassment at Defense Schools

The Pentagon inspector general will open a review of procedures and policies designed to prevent sexual harassment of students in the Defense Department's pre-K-12 school system, Principal Deputy IG Glenn Fine announced on Thursday.
In a memo to all service secretaries and manpower-related Defense undersecretaries, the IG previewed an "evaluation of the Department of Defense and DoD Education Activity Response to Incidents of Serious Student Misconduct on Military Installations."
The assignment of investigators to perform site visits, interviews, documentation and database reviews of both sexual assault and harassment cases comes in response to instructions in the Senate Armed Services Committee's report accompanying the fiscal 2019 National Defense Authorization Act.
In a section on family readiness matters, the senators cited Title IX of the 1972 Education Amendments Act and noted that "student victims of sexual harassment in DODEA schools do not have the same rights and protections as those available to students attending U.S. public schools."
The Pentagon schools' current policies for responding to incidents, the report stated, "fail to respect the rights of victims and lead to inadequate and insufficient responses to complaints of sexual harassment." The senators in their report gave DODEA until March 31, 2019, to establish new policies and procedures.
The IG's office said it would also "evaluate the department and referrals to DoD law enforcement organizations, as well as referrals to military and civilian child advocacy and health services."
DODEA managers do have detailed sexual harassment prevention policies in place. The agency did not respond to Government Executive queries by publication time as to what incidents might have prompted concern.
