The cost to the state of repeatedly putting a sex offender back into the classroom is big, but the cost to the victims is much, much bigger," Wilson said. The lawyer said the compensation helped many victims put their lives back together, but only to an extent. "Nothing can restore the childhood innocence they were robbed of."

The court heard the crimes took place at various locations around the Geelong and Bellarine Peninsula areas including at public swimming pools and on one occasion inside play equipment. Hubers is a member of the controversial Geelong Revival Centre (GRC), where sources who spoke on the condition of anonymity said he taught religion and music within the assembly. The Age has previously spoken to more than a dozen former GRC members who raised serious allegations about a range of incidents stemming from their years inside the church. These include alleged incidents of sexual abuse not being reported to police, claims of brutal physical punishments on children, pressure on members not to seek medical treatment for serious illnesses in the belief that prayer would be sufficient, and the forced separation of families if a member decides to leave the church.

Convicted pedophile priest Gerald Ridsdale has admitted more historical child sexual abuse in Victoria.

Appearing in Bendigo Magistrates Court via video link from Port Phillip Prison, as he lay in his prison bed and propped up by three pillows, the frail 90-year-old pleaded guilty to eight additional sexual assault charges against children.

He was facing 62 child sexual assault charges but 56 were withdrawn.

The former Catholic priest, who had been too unwell to appear before his committal hearing previously, admitted six counts of indecently assaulting young males and two counts of buggery of two children who were aged under 14.

The crimes were committed in the regional Victorian towns of Inglewood, Ballarat, Apollo Bay, Horsham and Mortlake between 1973 and 1981.

"Are you guilty or not guilty, Mr Ridsdale," Magistrate Megan Aumair asked the accused on Wednesday.

"I'm guilty," Ridsdale replied.

The notorious pedophile priest will next appear at Bendigo County Court on February 17, 2025 for a plea hearing.

Ridsdale is serving a maximum of 40 years in prison after previously pleading guilty to sexually abusing at least 72 children during the 1970s and '80s while working as a Catholic priest at multiple schools and churches across Victoria.

He had a fall in November 2022 and was bed-ridden, suffering chronic pain, muscle wasting and weak limbs and was recommended to be placed into palliative care in 2023.

If he serves out his current maximum sentence, Ridsdale will be at least 100 years old.

His previous offending largely took place in western Victoria where he spent most of his time as a priest after being ordained in 1961.

He also served in NSW and in New Mexico in the United States, where he underwent church-connected sex offender treatment.

A paedophile priest will 'probably die' behind bars after his prison sentence was extended for abusing another teenage boy.

Gerald Ridsdale, 89, earlier this year admitted abusing his 72nd victim and another year was added to his 39-year jail sentence at Ballarat Magistrates Court in Victoria on Tuesday.

Ridsdale, who has been in prison since 1994, abused children between 1961 and 1988 while he worked as a Roman Catholic priest in churches and schools across the state.

He admitted indecently assaulting his latest victim, a 13-year-old boy, at a Catholic school in Horsham in 1987.

Ridsdale grabbed the boy's arm and called him a 'big strong lad' before touching him inappropriately in the school's counsellor's office.

The victim, who is now in his 40s, ran out of the room after the assault took place, 9 News reported.

'It was like I was a passenger and had no control,' he said in a statement read to the court.

'This led me down a path of destruction.'

Magistrate Hugh Radford said Ridsdale should have been looking out for the boy's welfare and that he was supposed to be 'a man of God'.

He handed Ridsdale a 12-month prison sentence, taking his maximum term to 40 years. He will be eligible for parole after a minimum of 33-and-a-half years, meaning he could be freed in April 2028, when he is in his late 90s.

'You will probably die in custody,' Mr Radford said.

During his 29 years as a priest, Ridsdale was shuffled between 16 church posts. In 2017, a government inquiry into child sex abuse found his frequent relocations were evidence of the church covering up his crimes.

The inquiry found that the late Australian Cardinal George Pell, who became the third-highest ranking cleric in the Vatican in 2014, knew Ridsdale had been sexually abusing children years before his arrest. Pell denied any previous knowledge of criminal allegations against Ridsdale.

The Pell and Ridsdale families had long been close in Victoria. Pell spent 13 months in prison before his own child abuse convictions were overturned on appeal in 2020. Pell died in January.

Cardinal George Pell's alma mater is resisting moves by his supporters in Ballarat to have his name returned to the Catholic college that launched his global church mission.

A group of prominent scholars has been quietly advocating behind the scenes for Pell's name to be reinstated at St Patrick's College, the main Catholic boys' school in country Victoria.

Discussions have been held with the aim of either returning Pell's name to a school building or placing it on the honour roll after the High Court freed him from prison after 404 days.

Sources said a third option was to return Pell's name in a "low key" way that acknowledged how he had risen from the school to become one of the nation's most influential Catholics.

The push has again split the school community, with principal Steven O'Connor acknowledging differences of opinion about what should be done to either remember or suppress Pell's name.

His name was stripped from the school after he was jailed for abusing two choir boys at Melbourne's St Patrick's Cathedral in 1996 and 1997 but the convictions were quashed in 2020 by the High Court.

"I understand there are different opinions across our school community about Cardinal George Pell and his legacy,'' Mr O'Connor said. "While I respect the diversity of these opinions and recognise there might never be a time when we are all in agreement, St Patrick's College has no plans to reinstate the Pell Wing.

"This has been renamed the Waterford Wing, which ties the school closely to its history and traditions by recognising the home of Blessed Edmund Rice.

"Additionally, we have no plans to reinstate Cardinal Pell's name on the honour roll, and we are not exploring any additional opportunities to integrate Cardinal Pell's name to our school property or processes.''

Mr O'Connor said there had been no communication from parents or carers but The Australian is aware of strong support from some old scholars, who believe the school should not punish the Pell name given the High Court's decision.

"There is a lot of talk and the school is well aware of the view that George should be acknowledged. It's obviously the right thing to do," a Pell supporter said.

Ballarat, 115km west of Melbourne, is divided over the Pell legacy, with much of the anger about the child sex abuse disaster being aimed at the late cardinal.

This was particularly so after Pell accompanied serial Ballarat offender Father Gerald Ridsdale to court in the early 1990s, an event that stained Pell's reputation among many Catholics who knew victims of Ridsdale.

St Patrick's College featured prominently in the Royal Commission into Institutional Responses to Child Sexual Abuse, with the Christian Brothers having an appalling record on child sex abuse.

Pell's staunchest critics believe the negative commentary towards him by the commission underpins why he should not be afforded any glory at his old school, although his supporters say the commission's position lacked substance.

The commission said Pell was told in 1982 that Ridsdale was being moved between parishes because he was an abuser. It also said Pell was conscious of child sexual abuse by clergy as early as 1973 and failed to act on complaints about priests.

It rejected Pell's evidence that he was lied to by church officials about Ridsdale and disgraced Melbourne priest Peter Searson.

Andrew Collins, a survivor who attended royal commission hearings in Rome, said Pell had played a large role in the diocese over many years but did not deserve recognition because there was evidence he had failed to act to protect children.

"He was in charge of all the education in the diocese," he said.

"Even when he did know, he didn't know anything."

Pell reportedly told several friends he attended the Ridsdale court hearing on the request of former Melbourne Archbishop Frank Little, who also was educated at St Patrick's.

St Patrick's has opted for a ?survivor-first strategy amid prolonged outrage over the way many children had been abused by Catholic clergy in western ?Victoria.

After George Pell gave evidence to the Royal Commission on matters relating to the sorrow of Ballarat, his third of four appearances, I wrote that all that was needed was the intervention of one decent man of the cloth to put a stop to the epidemic of child sexual abuse.

But that is an oversimplification.

Not even one good copper could put a stop to it. Denis Ryan tried to prosecute Monsignor John Day in Mildura in 1972 and lost his job over it. I chronicled Ryan's story in Unholy Trinity. The book was published in 2013.

It is an appalling tale of betrayal and miscarriage of justice that had its denouement in the Royal Commission with Victoria Police throwing their hands up and ultimately apologising to Ryan. But the collusion between church and state went on well after 1972.

The prolific nature of offending against children by clerics within the Ballarat diocese and more broadly in Victoria could only thrive with multiple failures across religious, educational and welfare institutions, compounded by a wretched corruption within the criminal justice system.

While Pell has passed away amid easy recriminations, Gerald Ridsdale remains barely mentioned. His offending against children was so prolific that on convictions alone he stands as the worst sex offender this country has ever seen. Ridsdale now languishes in prison.

Joining him in the confines of the Hopkins Correctional Centre in Ararat is a litany of disgraced clerics, including another offender whose crimes against children are almost beyond comprehension, the Christian Brother and former principal at St Alipius Primary School, Robert Best.

In 2017, Best pleaded guilty to 24 counts of indecent assault on boys aged between eight and 11 years. He molested them over a 20-year period between 1968 and 1988 at the Ballarat East school as well as St Leo's College in Box Hill and St Joseph's College, Geelong. He was already serving a 15-year sentence for child sex offences.

Incontinent and in ill health, Best will remain incarcerated until at least 2027. Like Ridsdale, in all probability, he will die in jail. Good riddance.

Already gone to God or perhaps elsewhere was Denis Ryan's nemesis, John Day, a sociopathic pervert with more than 100 victims. Day was so certain he could molest and rape children with impunity, he sexually assaulted boys and girls while driving his car in the company of nuns. He died unrepentant and unpunished in 1978.

At his funeral service in Warrnambool, Day was eulogised by his boss and protector, the Bishop of Ballarat, Ronald Mulkearns, for his "humble magnificence".

So much for eulogies.

It is important to understand the history of one of the darkest times in our social history. After decades of abuse, the chronology reached a turning point in 1992 when Gerald Ridsdale was convicted for the first time. The floodgates began to open and dark secrets were starting to be dragged into the light.

Cardinal George Pell, Australia's highest-ranked Catholic cleric, has died in Rome at the age of 81.

Cardinal Pell, who was in charge of Vatican finances between 2014 and 2019, was jailed in Australia for child sexual abuse in 2019 but vigorously maintained his innocence and had his convictions quashed more than a year later.

Archbishop of Melbourne Peter Comensoli said Cardinal Pell died "from heart complications following hip surgery".

"Cardinal Pell was a very significant and influential Church leader, both in Australia and internationally, deeply committed to Christian discipleship," he said.

"At this immediate moment, let our prayers go out to the God of Jesus Christ, whom Cardinal Pell wholeheartedly believed in and followed, that he may be welcomed into eternal life.

"Our prayers of comfort and condolence are also with his family, especially his only surviving sibling David Pell."

Prime Minister Anthony Albanese said he had expressed the federal government's condolences to Archbishop of Sydney Anthony Fisher.

"For many people, particularly of the Catholic faith, this will be a difficult day," Mr Albanese said.

He said the federal government would help bring Cardinal Pell's remains back to Australia, where he will be buried in the crypt of St Mary's Cathedral in Sydney.

Cardinal Pell served as both archbishop of Melbourne and Sydney before being elevated to the College of Cardinals by Pope John Paul II in 2003.

As archbishop of Melbourne in 1996, he was responsible for establishing the Melbourne Response, which offered capped compensation payments of $50,000 to victims of sexual abuse at the hands of clergy.

The scheme proved controversial, with a 2015 report released by the Royal Commission into Institutional Responses to Child Sexual Abuse recommending it be operated and administered independently of the Melbourne archbishop's office.

Cardinal Pell made several appearances at the royal commission, which ultimately found he knew of abuse by paedophile priest Gerald Ridsdale in the 1980s but did not take adequate action to address it, a finding Cardinal Pell disputed.

He was seen in public in Rome last week at the funeral of former Pope Benedict XVI.

Dr Miles Pattenden, a senior research fellow at the Australian Catholic University, said the cardinal's legacy would be "mixed".

"George Pell was one of the most conservative figures of his generation in the global church," Dr Pattenden said.

"He was a staunch defender of traditional positions on morality and also on questions of liturgy and, of course, that won him many admirers in the church and just as many opponents."

Dr Pattenden said while Cardinal Pell had "many admirers", there were also "many people who hold him at least indirectly responsible for many of the problems which have assailed the Australian church over the past 20 or 30 years".

He said there were many who wished Cardinal Pell had "been called to account in a fuller way for some of his decisions as archbishop".

Lawyers acting for the father of a former choirboy have claimed the former senior Catholic cleric was not a fit and proper person to be a priest or the archbishop of Melbourne because of his knowledge of other instances of abuse inside the church.

Documents filed in August last year and publicly released on Friday also allege that Pell was "prepared to use opportunities afforded to him to act upon his sexual proclivities towards boys under 16 years of age" and that they would introduce evidence to that effect.

Prosecutors previously alleged that two former choirboys were sexually abused by Pell in Melbourne's St Patrick's Cathedral. Pell was in 2018 found guilty by a County Court jury of abusing them in the cathedral after a Sunday Mass in December 1996. Those convictions were quashed by the High Court in 2020 and Pell was released from prison after more than a year in custody.

The documents list several allegations of abuse that have been made against Pell since the early 1960s and also allege that he was not a "fit and proper person to serve as a priest, nor as Archbishop of Melbourne".

"[Pell] became aware of allegations and instances of sexual abuse and other sexually inappropriate conduct by members of clergy ... [Pell] failed to properly consider and take appropriate action in relation to sexual abuse by members of the clergy," the statement of claim, lodged by lawyers acting for the father, listed with the court under the pseudonym RWQ, says.

"[Pell] took steps to avoid sexual abuse and sexual misconduct by the clergy becoming known ... [Pell] failed to report or prevent sexual abuse by members of the clergy."

The plaintiff's lawyers cite examples that Pell was aware of multiple cases including that of Doveton parish priest Father Peter Searson and Father Nazareno Fasciale, which they suggest he should have acted upon.

In 2020, the full bench of the High Court found there was a "significant possibility" an innocent person was found guilty at trial. Pell pleaded not guilty and maintained his innocence.

At the County Court trial, one of the former choirboys gave evidence alleging he and his friend were abused after a Sunday Mass by the church leader, who in 1996 was the archbishop of Melbourne.

One of the former choirboys died in his 30s in 2014 from an accidental heroin overdose, having never made a complaint against Pell. That man's father has lodged a civil case in the Supreme Court to sue the Catholic Archdiocese of Melbourne and Pell.

In September last year, Pell's legal team filed a request for more specific information in the legal claim.

On Thursday Pell's lawyer, Nicholas O'Bryan, said the cardinal "absolutely denies the allegations and will be defending the claim". Specific details of Pell's defence were not released by the court on Friday.

Pell, now 81, is a past archbishop of both Melbourne and Sydney and rose from being Australia's most senior Catholic figure to become the treasurer of the Vatican, until his criminal case in effect ended his tenure in senior ranks of the church.

In May 2020 the Royal Commission into Institutional Responses to Child Sexual Abuse found Pell knew nearly 40 years ago that notorious paedophile priest Gerald Ridsdale was being moved out of a small, Victorian country parish to protect the Catholic Church from scandal. Pell, however, has denied that he knew.

The case will return to court on August 4.

Catholic Church considers appeal while facing huge sex-abuse hit

The Catholic Church is confronting a potentially huge hit to its ?finances, with several new sex abuse claimants emerging after a $1.9m damages payout to a former altar boy in the archdiocese of Melbourne.

Rightside Legal lawyer Michael Magazanik said several people had come forward alleging offending by disgraced Catholic priest Desmond Gannon in the wake of the huge payout this year to one of his victims.

The Catholic Church is considering appealing the decision by Victorian Supreme Court judge Andrew Keogh, who ordered the church to pay the $1.9m for pain, suffering and economic loss to the former parishioner.

The victim alleged there was negligence by the archdiocese and it was vicariously liable for the abuse perpetrated by Gannon, a serial offender. Responsibility was finally sheeted home to the church, which had been warned in the past about Gannon's behaviour but failed to act.

The altar boy was sexually ?abused three times by Gannon between 1968 and 1970 but he was not convicted and jailed for the abuse until 2009.

Mr Magazanik said he believed there were still a large number of people in the community who had been offended against by clergy and had not previously alerted authorities.

"I think there is a really big cohort of clergy abuse survivors who have never come forward," he said.

"We've had a steady run of new clients since the Gannon decision. The church is deluded if it believes this completely avoidable disaster is coming to an end."

The church did not comment on the Gannon matter but has confirmed an appeal against the Gannon decision was being considered.

The massive Gannon payout comes as the archdiocese of Melbourne battles strong financial headwinds from the pandemic, the long-term implications of the sex-abuse crisis and changing community attitudes to religion.

It is believed there have been dozens of Gannon victims.

The neighbouring diocese of Ballarat has also confronted a relentless series of complaints in recent decades, many related to Gerald Ridsdale, whom police believe could have attacked hundreds of victims.

The Victorian government passed legislation in 2019 that en?abled the courts to set aside past deeds of release relating to child abuse, which could have a profound impact on the number of large civil claims that could follow.

There are expected to be hundreds of people in Victoria who have signed deeds of release in exchange for relatively small financial payouts, under the Catholic Church's Melbourne Response and Towards Healing, and via other institutions.

Chris Goddard, adjunct professor at UniSA and an expert on abuse matters, said large payouts such as the Gannon case contrasted sharply with the small payments afforded victims under the Melbourne Response and other schemes.

He said the recent large civil payments would still not restore people's lives.

"It's to try to give restitution to lives that were destroyed," he said.

In the case of Gannon's victim, most of the payout was for loss of earning capacity damages.

The Gannon victim previously had received $139,000 in compensation under the Melbourne Response but that payment and deed was not a barrier to the claim as it was an ex-gratia payment made when he had no legal rights.

There are questions about whether many - or even any - of the Melbourne Response deeds will protect the church after legislative reform and legal precedents were set.

Legal sources familiar with the Gannon decision said the church would have no option but to ?appeal the decision because of the financial implications of the case, even though some church cases are covered, at least in part, by ?insurance.

Prolific paedophile priest Gerald Ridsdale has admitted to more child sex offences.

Ridsdale, who is already expected to die behind bars, pleaded guilty to another 13 offences on Wednesday.

The 88-year-old was charged in March with the sexual abuse of two boys in Mortlake, in western Victoria, between May 1981 and November 1982.

Prosecutor Marcel White withdrew 11 charges, leaving Ridsdale to plead guilty to four charges of indecent assault and nine of sexual penetration of a child aged between 10 and 16.

"I plead guilty Your Honour," Ridsdale said, appearing by videolink in Warrnambool Magistrates Court.

He'll face a pre-sentence hearing in the County Court, sitting at Warrnambool, at a later date.

Ridsdale was already behind bars in 2020 when he was given an even longer prison sentence for a dozen rapes and sexual assaults against four victims aged seven to 16 in the 1970s.

"It seems you knew no boundaries or had any sense of restraint," Judge Gerard Mullaly said, extending Ridsdale's non-parole period until he is 90.

He was previously eligible for parole this year.

Gerald Ridsdale - arguably Australia's most prolific paedophile priest - has faced court on fresh charges that allege he abused two boys about 40 years ago.

Ridsdale has been in prison since 1994 for sexual offending against children while he was a parish priest in western Victoria for 27 years, and has been sentenced a handful of times over the years for crimes against a total of 69 known victims.

On Monday, the 87-year-old appeared before Warrnambool Magistrates Court, on a video link from prison, after police charged him earlier this month with 24 offences, including 10 counts of sexual penetration of a child aged between 10 and 16.

Charge sheets allege he abused the boys in Mortlake, near Warrnambool, between May 1981 and November 1982.

Ridsdale spoke several times during the short administrative hearing, to confirm he could hear what was being said, that he had a lawyer acting for him and the name of the prison where he is being kept.

Magistrate Peter Mellas remanded Ridsdale to next face court on June 17.

Ridsdale is currently eligible for parole in April 2025 after a County Court judge increased his prison stretch two years ago.

His past court appearances have resulted in convictions for 179 offences against children, though in 2015 the Royal Commission into Institutional Responses to Child Sexual Abuse heard the true number of lives he had damaged might never be known.

Notorious paedophile priest Gerald Ridsdale has been charged with a string of additional offences as part of a police investigation into historical allegations of sexual assault.

The 87-year-old is accused of committing 24 offences against two male victims in Mortlake in 1981 and 1982.

Victoria Police did not provide a breakdown of the charges but revealed they included indecent assault and penetration of a person between the ages of 10 and 16.

Ridsdale has been in prison since 1994 for more than 100 counts of sexual abuse against children spanning three decades.

He was due to become eligible for parole in April 2022, but his release date was pushed back to April 2025 in May 2020, after he was sentenced in Melbourne's County Court for the abuse of four boys in the 1970s.

Ridsdale was ordained as a priest at St Patrick's Cathedral in Ballarat in 1961 and went on to work at parishes in several communities, including Ballarat, Horsham, Edenhope, Mortlake, Inglewood and Warrnambool until the late 1980s.

He previously told the Royal Commission into Institutional Responses to Child Sexual Abuse he was sexually abused as a child and had first abused children when he was training to become a priest.

He will appear in Warrnambool Magistrates Court later this month.

Former Christian Brother Ted Bales admits to abusing another 19 children

Convicted paedophile and former Christian Brother Ted Bales has pleaded guilty to abusing 19 children in the 1970s and 1980s, bringing to 50 his total number of confirmed victims.

Bales on Friday entered a plea of guilty through his lawyer to 33 charges of indecent assault in Melbourne Magistrates Court, related to 19 victims. The charges represent a series of offences against his victims as prosecutors withdrew dozens of other individual charges.

Bales, 71, who was formerly known as Edward Dowlan until he changed his surname by deed poll, was a teacher and dormitory supervisor at schools in Melbourne, Ballarat, Geelong and Warrnambool in the 1970s and 1980s, where the attacks took place. He was a Christian Brother until he left the order in 2008.

The charges he pleaded guilty to on Friday relate to offending in Melbourne's northern suburbs, in Ballarat and in and around Geelong.

Bales was in 1996 jailed for abusing children and then went into prison again - where he remains - after being sentenced in 2015 for abusing a further 20 children, some as young as eight.

His latest admissions will probably mean his jail term will be increased after he fronts a plea hearing in the County Court in January.

He was jailed for five years in 1996 and in 2015 jailed for six years, with a non-parole period of three years. However the Court of Appeal increased his maximum jail term to eight years and five months after prosecutors successfully argued that the original jail term was manifestly inadequate.

Bales did not appear before the court on Friday and is still in prison serving his current sentence. Defence lawyer Andrew Croxford said Bales had provided instructions to enter a guilty plea on the latest charges.

Bales changed his surname after his first conviction in an attempt to escape publicity. Among the schools he taught at was St Alipius Primary School in Ballarat, where he worked alongside two of Victoria's other most notorious paedophiles, Gerald Ridsdale and Robert Best.

Ridsdale, Australia's most prolific paedophile priest, last year had his jail time extended until at least 2025. Ridsdale has been in jail since the late 1990s and has at least 69 confirmed victims though the true number might never be known.

Best was in 2017 ordered to serve at least another decade in prison for abusing 20 children at Victorian schools and cannot be released from prison until 2027 at the earliest.

The judges who last sentenced Ridsdale and Best acknowledged it was likely both men would die in custody given their old age and poor health.

Magistrate Pauline Spencer remanded Bales in custody to face the County Court for a two-day plea hearing starting on January 27.

A Victorian man who was sexually abused by Australia's most prolific paedophile priest has reached a $1.5 million settlement with the Catholic Church, one of the largest payouts of its kind.

The now 58-year-old was abused by paedophile priest Gerald Ridsdale as well as Christian Brothers teachers Gerald Leo FitzGerald and Stephen Farrell while a student at St Alipius Boys' School in Ballarat in the 1970s.

On Friday he reached a $1.5 million settlement, plus costs, with the Christian Brothers and Catholic diocese of Ballarat. He is among hundreds of survivors who have sought compensation in the wake of landmark legislation that allows victims to sue the church.

While the victim went on to have a successful career as the executive of a multinational company, he has always struggled to trust men and has no male friends.

His life unravelled in 2015 after he gave evidence to the royal commission under the pseudonym BAQ.

"It made me face what I couldn't face," he said. "There was lots of pain but I never regretted the process."

After recounting his traumatic childhood experience, BAQ nearly lost his marriage and quit a job that he loved. He hasn't worked since.

"I reached the point where I thought, 'I can't do this anymore' and after taking some leave I resigned."

He said the settlement was an important step in the healing process.

"I feel vindicated and listened to. The church has taken responsibility for what they did to me," he said. "It can't erase the memory but I can move on."

The abuse started when BAQ was around eight years old.

During the daily reading sessions in grade 3, students were asked to face the front of the classroom while FitzGerald sat at the back of the classroom and chose a boy to sit on his knee.

BAQ said he was chosen up to 20 times that year and the teacher kissed, cuddled and fondled his genitals.

"It was terrifying waiting each day to see who he would choose," BAQ told the royal commission.

On an overnight school fishing trip in grade 5, Farrell unzipped BAQ's sleeping bag and masturbated him.

BAQ recalled visiting Ridsdale at the presbytery, who asked the boy to remove his trousers and bend over. He was then abused.

Ridsdale is serving a 36-year prison sentence for abusing 69 victims, while FitzGerald died in 1987 as he was being investigated. Farrell was sentenced to 18 months' jail in 2018.

A Victorian man abused as a schoolboy by Catholic pedophile priest Gerald Ridsdale and two teachers has been given a $1.5m settlement on the eve of the matter going to trial.

It was the early 1970s when the man, who cannot be named, joined Ridsdale's list of almost 70 child victims.

At the time Ridsdale was a priest of the Diocese of Ballarat in regional Victoria and lived at the presbytery next to St Alipius Boys' School, where he also served as the school's chaplain.

The then schoolboy was also victimised by others at St Alipius - Christian Brothers teacher Gerald Leo FitzGerald and Stephen Farrell, who taught him in year 3 and year 5.

Now, five decades after all that abuse, the schoolboy has finally resolved his claim against the Catholic Diocese of Ballarat and the Christian Brothers.

The $1.5m settlement, plus legal costs, is one of the largest payouts Victoria has seen for institutional sexual abuse.

The victim's lawyer, Dr Viv Waller, is sure it would not have eventuated without the looming threat of court action that was due to start next week.

"Catholic defendants have to be dragged to the door of the court before they offer appropriate amounts of compensation, and this matter was resolved in the shadow of a trial due to start in the next few days," she said.

The victim has decided not to give media interviews other than a brief comment to Nine newspapers' the Age: "I feel vindicated and listened to. The church has taken responsibility for what they did to me. It can't erase the memory but I can move on."

In 2015, the victim gave evidence to the royal commission into institutional child sexual abuse, under the pseudonym BAQ.

He told of being abused by Ridsdale at the presbytery, of being assaulted by Farrell during a school fishing trip, and of his terror as he waited each day for the other teacher, FitzGerald, to decide which boy he would abuse at the back of the classroom.

As an adult, he coped by becoming a workaholic, while other survivors turned to drugs and alcohol. He told himself that he wasn't badly affected. But, after addressing the royal commission, he was unable to work.

Waller, whose firm has resolved dozens of institutional sexual abuse cases, encouraged abuse survivors to re-examine their matters in light of recent legal reforms.

She says that in some cases survivors who may have received small payouts, in some cases as little as $15,000, through negotiated settlements with religious institutions might be able to achieve more just sums.

Diocese of Ballarat vicar-general Father Kevin Maloney also encouraged more victims to come forward.

A Christian Brothers spokesman said the order has been meeting its obligations to victims of abuse for more than 30 years, with payments running into the tens of millions of dollars annually.

Ridsdale is serving a 36-year jail sentence for abusing close to 70 victims. FitzGerald died in 1987 while under investigation. Farrell was given an 18-month jail term in 2018.

Australia's most prolific paedophile priest, Gerald Ridsdale, is likely to die in prison after having his jail time increased again following another sentence for sexually abusing boys.

Ridsdale, due to turn 86 next week, was 25 years into a 33-year sentence and was eligible for parole in April 2022.

But his earliest release date is now April 8, 2025, after he was sentenced in the Melbourne County Court on Thursday for the abuse of another four boys in western Victoria in the 1970s.

Judge Gerard Mullaly set a maximum 10-year term with a non-parole period of four years for the 14 charges.

Taking into account Ridsdale's age and the likelihood of him dying in jail, three of those years are to be served cumulatively with the sentences he was already in jail for.

"At your age, my sentence may well mean that you are as a consequence more likely to die in custody," Judge Mullaly said.

It brings the total number of known Ridsdale victims to 69 and known sexual offences to 179 between the years 1961 and 1988.

"You knew what you were doing was profoundly wrong and harmful but you kept doing these things to these children over and over," Judge Mullaly said.

The sentence of Ridsdale comes a week after the unredacted findings about Cardinal George Pell from the Royal Commission into Institutional Responses to Child Sexual Abuse were released.

The commission found Cardinal Pell, who shared a home with Ridsdale in the 1970s and provided character evidence for him in court in 1993, knew nearly 40 years ago that Ridsdale was moved out of another parish to protect the church from scandal.

Cardinal Pell was not involved in any of Ridsdale's offending.

The pattern of shuffling Ridsdale - under the leadership of Ballarat bishop Ronald Mulkearns - from parish to parish has since been proven to have only facilitated the abuse of new groups of children.

"In terms of the length of your offending it seems it only came to an end when you were moved on to a new parish which, as has been revealed, only facilitated you exploiting a new group of children," Judge Mullaly said.

Ridsdale, who uses a walking stick but is in otherwise good health, has been in prison since August 1994, a year after he was laicised by the church.

Ridsdale has been sentenced six different times from 1993 until Thursday, when he pleaded guilty to the new charges - 14 counts of indecent assault and buggery - for the abuse he committed when he was a priest in Warrnambool, Inglewood and Edenhope from 1970 until 1979.

The four boys were aged between seven and sixteen years old and most of the boys were abused for years.

He used the guise of reading the Bible to one boy to fondle his penis, and corrupted the sanctity of confession for another, pretending he was hearing the boy's confession - alone in a bedroom of the family home - only to abuse him.

One of his victims said the abuse affected every part of his life in his statement to the court.

"I am single, alone, broke, depressed, embarrassed, forgetful, unemployed, wondering how I can afford and how I will get through tomorrow. Things would be different had this individual not been a part of my life."

The elderly parents of two brothers both abused by Ridsdale spoke of the guilt they endured years later when they learnt what their priest had done.

"They say that they trusted their beautiful children to you without question," Judge Mullaly said.

"They still struggle daily with a feeling of guilt. They are not to blame, only you are."

Clergy abuse survivor draws support for petition to defrock Pell

A petition started by a clergy abuse survivor has received more than 30,000 signatures supporting his call for Cardinal George Pell to be defrocked.

Paul Levey, who was abused by convicted paedophile priest Gerald Ridsdale, began the Change.org petition on Friday and said he was surprised by the response.

"The first night I went to bed and it was at 600 and I thought that was fantastic. Now, I think it's around 32,000 signatures," Mr Levey said.

Mr Levey was 13 when he was sent to live with Ridsdale in the presbytery in Mortlake, in south-west Victoria, where he was abused daily for six months.

He said the release of the Royal Commission into Institutional Responses into Child Sexual Abuse's previously redacted findings into Cardinal Pell inspired him to start the petition.

The Royal Commission found that Cardinal Pell was told at a meeting in 1982 that Ridsdale was being moved from Mortlake because of his alleged sexual abuse of children, although it made no finding that Cardinal Pell was aware of specific cases of abuses.

Mr Levey said he plans to send the petition to Pope Francis, Melbourne Archbishop Peter Comensoli, and Ballarat Bishop Paul Bird.

"Hopefully it'll show them there's a lot of people out there that aren't happy with the way things are done with the Catholic Church," he said.

"Whether Pope Francis takes any notice of it, or just dismisses it, it shows the community of survivors that there's 32,000 people behind us now.

"We're not out there on our own."

In a statement, Cardinal Pell said he was "surprised by some of the views of the Royal Commission about his actions" as they "are not supported by evidence".

"He is especially surprised by the statements in the report about the earlier transfers of Gerald Ridsdale discussed by the Ballarat Diocesan Consultors in 1977 and 82," the statement said.

"The Consultors who gave evidence on the meetings in 1977 and 1982 either said they did not learn of Ridsdale's offending against children until much later or they had no recollection of what was discussed.

Cardinal George Pell needs to be removed from the priesthood after the full details of the Royal Commission into Institutional Child Abuse findings were finally released, acknowledging he knew of child abuse in the Ballarat diocese. Pell allowed Gerald Ridsdale and others to continue to abuse children in their care for decades by simply moving them around to continue abusing

I was a victim of Ridsdale over a period of years, living in the presbytery in Mortlake where he abused nearly every Catholic boy in the town, as well as number of young girls.

George Pell accompanied Ridsdale to court in the '90s as a character reference. He claimed he did not know why he was going to court that day.

I ask Pell be dismissed from the clerical state and defrocked, or in the very least resign immediately.

Pell attended consulters meetings in Ballarat Diocese were Ridsdale's and other child abuse offending was discussed in Rome Pell quoted " it was not of interest to me "

Victoria police will receive a copy of the unredacted child abuse royal commission report findings relating to Cardinal George Pell.

"We will then undertake an assessment of those findings," a spokeswoman told Guardian Australia. "At this time it would not be appropriate to comment further about any possible action."

The comments follow the publication of previously redacted parts of the child sexual abuse royal commission's final report after its five-year inquiry into abuse within institutions, including churches. The findings regarding Pell were not released with the rest of the commission's final report in 2017 due to legal action against the cardinal and fears the report would prejudice a jury. Pell was acquitted in April of child sexual abuse charges and released from jail, clearing the way for the report to be made public.

The commission found that Pell was aware of children being sexually abused within the Archdiocese of Ballarat by the notorious paedophile priest Gerald Ridsdale, and it was "implausible" that other senior church figures had not told Pell abuse was occurring.

A solicitor who represented victims during the inquiry, Peter O'Brien, said police must investigate the royal commission findings that Pell knew priests were abusing children but failed to act appropriately to stop them.

"At the very least there must be a criminal investigation," he said. "The findings are extremely damning and suggest criminal, not only immoral, misconduct."

To date, no one has been convicted in Australia for the crime of concealment of child sexual abuse. New South Wales, Victoria, Tasmania and the Australian Capital Territory have concealment-related offences but they are difficult to prosecute.

In a statement issued on Thursday afternoon, Pell said he was "surprised by some of the views of the royal commission about his actions".

"These views are not supported by evidence," Pell said. He maintained that he did not know of Ridsdale's abusing children at the time or that this was the reason for him being moved between parishes. He also said a meeting he had with a delegation from Doveton parish in 1989 about Father Peter Searson did not mention sexual assaults, nor did the delegation ask Pell to remove Searson.

However, Pell confirmed when he gave evidence before the royal commission he was handed a list of incidents and grievances about Searson at the meeting, which included reports Searson had abused animals in front of children and was using children's toilets. But Pell told the commission this was not enough information for him to act.

Shine Lawyers' national practice leader, Lisa Flynn, who represents the father of Pell's alleged victim, now deceased, said Pell did not deserve his cardinal title.

"In my view, his position as Australia's highest-ranking representative in the Catholic church should be reviewed based on his choice to protect paedophiles over innocent children, at the time the abuse occurred," she said.

"Pell's preference to protect paedophiles over the safety of children is deplorable. There are no excuses for someone who conceals this disgusting behaviour towards innocent, young children."

Pell has always maintained his innocence in response to allegations against him, and was acquitted of his convictions by the full bench of seven judges of the high court in April. He has previously said he had been made a scapegoat for the Catholic church's failures.

Pell told Sky News in April: "I'm the scapegoat that's copped most of this." He said his actions setting up the Melbourne Response - the scheme established by the Archdiocese of Melbourne in 1996 to respond to allegations of sexual abuse within the church - had not been adequately recognised and showed he took abuse allegations seriously.

Dr Cathy Kezelman is president of the Blue Knot Foundation, which provides specialist phone counselling to survivors of abuse. She said the royal commission's findings were not the result of a "witch hunt" but were "the considered findings of a thorough highly professional Royal Commission examining the facts".

"The commission found it implausible that Cardinal Pell was not aware of child sexual abuse activity," she said. "It identified that not only was he aware that children were being abused, but that he failed to act - not once but on numerous occasions.

Cardinal Pell said he was surprised by some of the views of the Royal Commission about his actions . These views are not supported by evidence.

He is especially surprised by the statements in the report about the earlier transfers of Gerald Ridsdale discussed by the Ballarat Diocesan Consultors in 1977 and 82.

The Consultors who gave evidence on the meetings in 1977 and 1982 either said they did not learn of Ridsdale's offending against children until much later or they had no recollection of what was discussed. None said they were made aware of Ridsdale's offending at these meetings.

The then Fr Pell left the Diocese of Ballarat and therefore his position as a consultor at the end of 1984.

As an Auxiliary Bishop in Melbourne 1987-96, Bishop Pell met with a delegation from Doveton Parish in 1989 which did not mention sexual assaults and did not ask for Searson's removal.

Appointed Archbishop of Melbourne on 16 August 1996, Archbishop Pell placed Fr Searson on administrative leave in March 1997 and removed him from the parish on 15 May 1997.

It is good that all the material from Case 35 of the Royal Commission into the Institutional Responses to Child Sexual Abuse has now been made fully available. There was never any question that the redacted information should remain closed to the public.

I again offer my unreserved apology for the failure of the Catholic Archdiocese of Melbourne to responsibly care for and protect our young people and vulnerable adults.

I wish also to commend the work of all involved in the Royal Commission, particularly the survivors who took part, and for those many voices they represented. The Royal Commission was extremely difficult and painful and has been a critical catalyst for important and necessary change.

While the passage of time can never obscure the systemic failings of leadership, process and culture of that period, the Catholic Archdiocese of Melbourne has acted upon the recommendations of the Royal Commission. Much has changed as a result.

Rigorous policies, procedures and practices to ensure safety for children and young people are now in place, and principally regulated through the Commission for Children and Young People. New governance structures for Catholic education in relation to Parish Priests as employers has also been announced, and is intended to be implemented by 1 Jan 2021.

Child safety and care is not a project with an end date. It requires life-long vigilance. My commitment, and that of our leadership in the Archdiocese, is to listen attentively and honestly to those who have experienced abuse, and to find pathways of justice and healing for them.

As the current Archbishop of Melbourne, I now have the responsibility to consider the details of the material released today, and to determine what further steps may need to be addressed as a result.

Cardinal George Pell has refused to accept a royal commission's findings about his knowledge of paedophiles within the Catholic Church and failure to protect children under his care, saying they are not supported by evidence.

Previously unpublished findings by the Royal Commission into Institutional Responses to Child Sexual Abuse implicate Australia's most senior Catholic cleric in the culture of cover-up that allowed notorious predators such as Gerald Ridsdale, Edward Dowlan and Peter Searson to abuse children over three decades.

The royal commission found Cardinal Pell knew by 1982 of complaints against Ridsdale and perhaps as early as 1977, about 16 years before he was first charged by police. Ridsdale, one of the nation's most prolific paedophiles, is still being brought to justice and will be sentenced next week for further crimes against children.

The royal commission described as "implausible" Cardinal Pell's explanation that he was deceived about Ridsdale by Ronald Mulkearns, a former bishop of Ballarat who, when confronted by complaints against Ridsdale, moved him from parish to parish to avoid scandal.

The explanation by Cardinal Pell, a former archbishop of Melbourne, about why, a decade later, he did not do more to protect children from Searson at a small Catholic school in the suburb of Doveton was similarly dismissed by the royal commission.

The former senior Vatican figure, who testified before the royal commission in 2016 from Rome, said he was "surprised by some of the views of the royal commission" and "especially surprised" about the findings about his knowledge of Ridsdale.

"These views are not supported by the evidence," he said.

In response to the release of the commission's findings, Archbishop of Melbourne Peter Comensoli on Thursday issued an unreserved apology for his Archdiocese's failure to care for and protect young and vulnerable people.

"While the passage of time can never obscure the systematic failure of leadership, process and culture of that period, the Catholic Archdiocese of Melbourne has acted upon the recommendations of the royal commission," the Archbishop said.

"Child safety and care is not a project with an end date. It requires life-long vigilance."

One of Ridsdale's victims told The Age the findings would prompt more civil actions against the church. "It's devastating to read that it all could have been prevented and it wasn't," he said.

Chrissie Foster, an advocate for sexual assault victims whose two daughters were raped by a parish priest, said the findings about Cardinal Pell "fits in with what victims and family members have said all these years".

Premier Daniel Andrews urged "people of faith" to face the facts in the royal commission findings.

The royal commission found that in November 1989, when Cardinal Pell was an auxiliary bishop in the Melbourne Archdiocese, he received a delegation of teachers from the Doveton school, who raised concerns about Father Searson.

They complained that Searson, a sadistic figure previously accused of raping a young woman, had threatened people with a gun, engaged in "sexualised conduct" towards children and cruelly killed a cat, in view of children, in the school playground.

Serious and credible complaints about Searson had also been ignored by Frank Little, the man Cardinal Pell later replaced as archbishop of Melbourne, commissioners found.

Cardinal Pell's testimony - that teachers put the allegations in a "non specific way" and their veracity was played down by a senior administrator of the school - was rejected by the royal commission, which found Cardinal Pell should have taken decisive action to have Searson removed from the school and the church.

The royal commission noted Searson went on to repeatedly rape an altar boy at the Doveton presbytery for years after the delegation of teachers met Cardinal Pell. This, said the royal commission, was "the tragic consequences of inaction".

"It was later put to Cardinal Pell that his evidence that he was deceived on two occasions was an extraordinary position. He said: 'Counsel, this was an extraordinary world, a world of crimes and cover-ups, and people did not want the status quo to be disturbed.'

"We are satisfied that, on the basis of the matters known to Bishop Pell on his own evidence … he ought reasonably to have concluded that action needed to be taken in relation to Father Searson."

Searson died without being charged of child sex abuse.

Child Abuse Royal Commission's key findings on Cardinal George Pell

The unredacted pages of the child abuse royal commission's reports reveal Cardinal George Pell turned a blind eye to paedophile priests, including Australia's worst paedophile priest Gerald Ridsdale, and was "conscious" of the abuse nearly 50 years ago.

Despite his claims that he was unaware of sexual abuse allegations, the commission found Cardinal Pell should have known and would have known that children were being abused.

However, the commission cast serious doubt about a key allegation against Pell; that he attempted to bribe David Ridsdale to "keep quiet" about his uncle's abuse.

Here are the key findings on Cardinal Pell's conduct:

'Implausible' he was deceived by senior Catholic figures

The commission rejected Cardinal Pell's evidence that he was deceived by Catholic Church officials in "a world of crimes and cover-ups" about Australia's worst paedophile priest, Gerald Ridsdale, and Melbourne parish priest Peter Searson.

The commission rejected Cardinal Pell's claim that Ballarat bishop Ronald Mulkearns lied to him in a 1982 meeting about the true reason for Ridsdale's removal from the Victorian rural parish of Mortlake.

"Cardinal Pell's evidence that 'paedophilia was not mentioned' and that the 'true' reason was not given is not accepted," the commission said.

"It is implausible … that Bishop Mulkearns did not inform those at the meeting of at least complaints of sexual abuse of children having been made."

Pell knew about abuse in early '70s, sought to avoid 'gossip'

By 1973, Cardinal Pell was aware that fellow Ballarat priest Gerald Ridsdale was taking boys on overnight camps. He was "not only conscious of child sexual abuse by clergy" but he had "considered measures of avoiding situations which might provoke gossip about it", the commission said.

Pell failed to report Father Searson

The commission found Cardinal Pell should have advised senior Catholic authorities to remove paedophile priest Father Peter Searson - an "unstable and disturbed individual" - in 1989.

"We found that he should have advised the archbishop to remove Father Searson and he did not do so," the commission said.

Pell dismissed Dowlan complaint

The royal commission accepted the evidence of Timothy Green that in 1974 he tried to bring concerns about paedophile Brother Edward "Ted" Dowlan to Cardinal Pell and was met with resistance. The commission found Cardinal Pell said words to the effect of, "Don't be ridiculous," and walked away.

Doubt over bribery allegation

The commission did not uphold the most serious allegation against Cardinal Pell; that he attempted to bribe David Ridsdale to stop him complaining to police about abuse he suffered at the hands of his uncle.

"It is more likely that Mr Ridsdale misinterpreted an offer by Bishop Pell to assist as something more sinister," it found.

Pell falsely accused in case of mistaken identity

Cardinal Pell was falsely accused of dismissing some complaints by otherwise honest witnesses in apparent cases of mistaken identity, the commission found.

"While we accept that [one boy] genuinely believes he spoke to Father Pell, we are not satisfied he did. We do not know the identity of the priest he did speak to," it said.

Pell did not report FitzGerald's conduct

Cardinal Pell, who in the mid-1970s was an assistant priest at Ballarat East, told the royal commission it was "quite common knowledge" that Christian Brother Leo FitzGerald used to take young boys swimming naked.

The cardinal did not inform his superiors or authorities about the behaviour, but the commission found it was "not unreasonable" for priests to believe it was not their responsibility to inform the Christian Brothers.

The Ellis case

Cardinal Pell sought to "vigorously defend" the church against civil lawsuits in order to discourage survivors of abuse from seeking compensation, the commission found. Cardinal Pell decided to fight a sexual abuse claim brought against the church by John Ellis because the alleged survivor was seeking what he believed were excessive damages.

"[A] reason [for Cardinal Pell's decision to fight the case] was to discourage other prospective plaintiffs from litigating claims of child sexual abuse against the Catholic Church," the commission said.

The unredacted commission findings were released on Thursday after the High Court last month overturned Cardinal Pell's child abuse convictions.

Porter seeks 'final advice' on release of commission's Pell findings

Federal Attorney-General Christian Porter has sought "final advice" about releasing unpublished royal commission findings into the conduct of Australia's most senior Catholic, Cardinal George Pell.

Mr Porter said he sought the advice after being told by his Victorian counterpart, Jill Hennessy, that there were no legal barriers to making public the previously redacted findings of the Royal Commission into Institutional Responses to Child Sexual Abuse.

"I have sought final advice from my department on the release of the documents and will proceed upon receipt of that advice which I expect as soon as possible,'' he said.

Mr Porter's comments suggest the release of the material is imminent. Although royal commission findings must be tabled in Parliament, this can be done without Parliament sitting.

Ms Hennessy wrote to Mr Porter on Monday telling him there are no investigations by Victoria Police or planned prosecutions that require the findings to remain hidden from view.

The advice clears the way for the federal government to make public the royal commission findings examining Cardinal Pell's knowledge of child sexual abuse by Catholic priests when he was in the Ballarat diocese, the centre of clerical abuse in Australia.

"The removal of redactions is entirely a matter for the Royal Commission into Institutional Responses to Child Sexual Abuse," a state government spokeswoman said.

"The government is not aware of any impediments to the unredacted versions of these reports being tabled and published at this time."

The release of 60 pages of redacted royal commission findings is the next step in the saga of Cardinal Pell, who was this month acquitted in the High Court over the alleged sexual assault of two 13-year-old choirboys when he was Archbishop of Melbourne.

The section of the royal commission final report detailing Cardinal Pell's time in Ballarat and when he might have first learned that paedophile priests such as Gerald Ridsdale were preying on children in the diocese was suppressed to prevent any findings from having a prejudicial impact on the criminal proceedings against him.

Cardinal Pell was convicted in December 2018 by a County Court jury of five historical child sex offences and the verdict upheld by a majority decision of the Victorian Court of Appeal.

When the High Court overturned that decision, ruling unanimously that the verdict was not open to the jury on the evidence and ordering that his conviction be quashed, Premier Daniel Andrews immediately called on the federal government to authorise the release of the royal commission findings.

In response, Mr Porter wrote to Ms Hennessy asking whether there were any matters still before police or the Office of Public Prosecutions that would prevent the findings being released.

Cardinal Pell, who provided testimony to the royal commission from Rome, has steadfastly denied knowing when he was in Ballarat about the sexual abuse of children by Ridsdale and other priests or that paedophile priests were moved from the diocese in response to complaints against them.

Ridsdale admits more abuse but lawyer asks for no extra jail time

Gerald Ridsdale - arguably Australia's most prolific paedophile priest - has admitted abusing more children who were in his care, but his lawyer has argued his jail term should not be increased.

Ten counts of indecent assault and four of buggery against four boys in the 1970s took to 69 the number of Ridsdale's known victims, the County Court heard on Monday, though it is not known exactly how many lives he damaged over 27 years of offending while a parish priest across western Victoria.

Ridsdale, 85, has been in prison since 1994 and a handful of prosecutions since have increased his overall jail term to 34 years. The earliest he will be eligible for parole is April 2022.

Defence counsel Tim Marsh called on Judge Gerard Mullaly not to increase the non-parole term for a man who has spent 26 years behind bars and whose plea of guilty validated victims who had contacted police.

Mr Marsh acknowledged his submission could be viewed as wanting "no sentence" but said Ridsdale's continued imprisonment gave victims closure, and acknowledged the insight shown by an old man in declining health who faced the likelihood of dying in jail.

Incorporating this punishment into his overall sentence was appropriate, Mr Marsh said, as it was hard to imagine Ridsdale would have been jailed for 34 years had all his crimes been dealt with in the 1990s.

"There is no sentence you can impose to address the impact on the victims," Mr Marsh told the judge.

Prosecutor Andrew Moore called for Ridsdale's non-parole term to be lengthened. It was inappropriate not to, he said, given the violent, demeaning crimes and physical pain they caused the boys.

Victims told the court of the lasting emotional trauma they suffered.

Documents show Ridsdale abused four boys in Warrnambool and other towns, including one child who was 12 when plied with beer and attacked on successive nights on a weekend trip away, and another who was sexually assaulted during confession at the family home. The four were aged between seven and 16.

Mr Marsh acknowledged the trust Ridsdale breached in an era when priests were venerated in small communities. Ridsdale told one boy, "Don't you tell anyone anything, they won't believe you over a priest."

One victim said the abuse affected every part of his life, and he now struggled with injuries suffered in falls caused by alcoholism.

In a statement he compiled early one morning at a caravan park, the man wrote: "I am single, alone, broke, depressed, embarrassed, forgetful, unemployed, wondering how I can afford and how I will get through tomorrow. Things would have been different had this individual not been part of my life."

The parents of two brothers who were both abused by Ridsdale spoke of the guilt they endured at learning years later of what their priest did.

"We trusted our innocent, beautiful children with this bastard without question but we should have been more vigilant on their behalf," they said.

"Our boys deserved better than this in their lives", only to be deceived "by a filthy, conniving make-believe priest and paedophile".

Another victim was furious the Catholic Church knew of the crimes and moved Ridsdale around the state to avoid questions, but was thankful to feel "heard" years later and hoped others might "find the courage to report".

Ridsdale had in recent years conceded he should never have been allowed to join the priesthood and Mr Marsh said the former cleric knew at the time he would be moved "if things got too hot".

Asked by Judge Mullaly why Ridsdale never volunteered his crimes, Mr Marsh said the "sheer volume" of names and locations so many years ago made it difficult.

The court heard that Ridsdale, who appeared via video link on Monday, is in declining health, recently had bowel surgery and has heart problems. He needs a walking frame to move.

He will be sentenced on May 14.

Police investigating George Pell over fresh child sexual abuse allegation - report

News Corp says acquitted cardinal faces new claims over alleged incident in the 1970s when he was a priest in Ballarat

Cardinal George Pell is being investigated by police over a new allegation of child sexual abuse, according to News Corp reports.

Pell was released from jail last Tuesday after the high court acquitted him on five historical child sexual abuse charges. Pell, 78, spent more than 400 days in jail after being convicted by a jury in December 2018. The high court acquitted Pell after finding the jury should have held a reasonable doubt as to his guilt.

Pell has given an exclusive interview to his longtime friend and supporter from Sky News, Andrew Bolt, which is due to air on Tuesday night.

On Tuesday the Herald-Sun reported that Pell was being investigated by police over an incident in the 1970s, when Pell was a priest in the Victorian town of Ballarat. The report did not suggest the allegation was true, and Pell has always vehemently denied all allegations of sexual abuse against him.

A Victoria police spokesman said: "Victoria police will not be providing any comment in relation to these allegations."

Guardian Australia has contacted the Catholic archdiocese of Sydney for comment.

Pell's spokeswoman, Katrina Lee, was quoted by the Herald-Sun as saying: "In any police matter there should be due process through the proper channels."

Pell may also face a number of civil cases.

In a preview of the Pell interview released by Sky News, Bolt alluded to the possibility of new investigations and said Pell would respond to questions about Victoria police in the interview. In the preview Bolt asks Pell: "How would you react if the Victorian police were to keep trawling for victims, keep trawling for attempts to prosecute you?"

Pell responds: "Well, I wouldn't be entirely surprised. But who knows. That's their business."

At a Victoria police media conference on Tuesday afternoon, deputy commissioner Shane Patton was asked for his response to allegations police had a vendetta against Pell.

Patton said: "I don't have any comments to make at all in respect to Cardinal Pell."

Bolt wrote numerous opinion pieces in support of Pell before the criminal case had concluded.

The conclusion of Pell's criminal trial last week sparked renewed calls for the federal attorney general, Christian Porter, to release the redacted sections of the child sexual abuse royal commission's final report that related to Pell. The commission, which examined institutional abuse throughout Australia, published its final report in 2017 but pages relating to Pell were blanked out so as not to jeopardise his criminal case.

However, a new criminal investigation may place the release of the commission report in doubt. The redacted section examines the actions of Catholic church authorities in Ballarat, including at the time when Pell was a priest in the region.

Pell was cross-examined by the commission in 2016 on what he knew about the notorious paedophile priest Gerald Ridsdale, who was a friend of Pell's at the time in Ballarat. Pell responded: "It was a sad story and of not much interest to me. I had no reason to turn my mind to the evils Ridsdale had perpetrated."

Pell shared a house with Ridsdale and sat on a committee of priests who made decisions to move Ridsdale from parish to parish.

George Pell's legal woes far from over: Cardinal will still have to face a surge of civil cases from alleged sexual abuse victims after being cleared of molesting two choirboys

Cardinal George Pell's legal woes are far from over even after he walked from prison a free man with his child sexual abuse convictions overturned.

Australia's most senior Catholic faces at least 10 potential civil lawsuits claiming he either molested other boys or covered up abuse by fellow priests.

One claim was filed in the Victorian Supreme Court last year by a victim of notorious paedophile priest Edward 'Ted' Dowlan, alleging Pell did nothing to protect him.

Melbourne lawyer Vivian Waller is handling eight other civil cases against the 78-year-old clergyman and more are expected from other complainants.

Pell was jailed for six years in 2018 for sexually abusing two choirboys in Saint Patrick's Cathedral in Melbourne in 1996.

Two of three Court of Appeals justices upheld the jury's verdict last year but a full bench of the High Court unanimously quashed the convictions.

Many of the alleged victims were waiting until after the High Court appeal before launching their own cases, so a flurry of suits could hit courts within days.

They include the father of one of the two choirboys Pell was convicted of molesting in St Patrick's Cathedral in Melbourne in 1996, before it was overturned by the High Court on Tuesday.

The father, who can't be named, of the choirboy codenamed R blames Pell for his son spiralling into a drug addiction that led to his heroin overdose death in 2014.

The sole already-filed case concerns a man who was abused during Dowlan's time at East Melbourne's Cathedral College between 1982 and 1988.

He claims Pell knew of Dowlan's criminal ways and was complicit in moving him between schools across the state, allowing the abuse to continue.

Dowlan admitted abusing boys since 1971 when he was among a ring of pedophiles at St Alipius Primary School in Ballarat that included predators Robert Best and Gerald Ridsdale.

Pell was the episcopal vicar for education in the Ballarat diocese from 1973 to 1984.

Bishop of Ballarat Paul Bird, Archbishop of Melbourne Peter Comensoli and the Catholic Education Commission, are also named in the suit.

Lawyer Michael Magazanik, representing the applicant victim, told the court last year there was no question the abuse occurred and his client had been compensated for it previously.

The diocese of Ballarat or the Catholic Church's insurers would most likely bear the brunt of the lawsuits as under new laws the church entity that is able to fund the legal proceedings is named as the primary defendant.

Pell and any other parties could still be named on the lawsuit in addition.

The newly-released cardinal has little money to mount a defence or pay damages. His criminal defence was paid for by wealthy benefactors.

Study identifies 16 child sex abuse rings in Victorian Catholic Church

A three-year research project into paedophile Catholic clerics in Victoria has identified 16 child sex abuse networks operating over six decades involving 99 priests and Christian Brothers.

The investigation found that clergy paedophile rings shared patterns of behaviour with criminal gangs, the Mafia, terrorist cells, corrupt police, drug dealers, money launderers and price-fixing cartels.

The research showed their abuse was facilitated and reinforced by church hierarchy, including five successive archbishops of Melbourne from Daniel Mannix, appointed in 1917, through to George Pell (himself appealing against a conviction for child sex abuse) in 2001.

The researcher, Sally Muytjens, spent more than three years investigating "dark networks" of paedophile clergy in Victorian dioceses. She published the research late last year, receiving a doctorate from Queensland University of Technology.

Muytjens' research found the largest and most active dark networks were at schools including St Alipius in Ballarat and Salesian College, Rupertswood, and orphanages including St Vincent de Paul's in South Melbourne and St Augustine's in Geelong.

One of the worst offenders, convicted paedophile and former Christian Brother Edward "Ted" Dowlan, was active in five of the 16 dark networks, she found.

Her study also identified Christian Brother Rex Francis Elmer as a member of two paedophile networks. The Sunday Age last week revealed that Elmer taught at Catholic schools in regional Victoria and Africa for decades after his order first knew he had abused children at a Melbourne orphanage.

In her thesis, Muytjens used a research method called social network analysis, which can reveal hidden patterns and ties between members of groups and provide insights into how they operate.

Using SNA enabled her to identify connections between clergy perpetrators and specific locations in Victoria from 1939 until 2000, unearthing what she described as a pervasive "sexual underworld" that had the potential to destroy Victorian dioceses.

Elsewhere, SNA has been used to map links between terror cells involved in the September 11, 2001, attacks and 2005 London bombings, and to track child sex trafficking networks in Britain, Italian money-laundering rackets and an Australian amphetamine trafficking ring.

It has also been employed to track the spread of contagious diseases, as well as population displacement after natural disasters.

Muytjens also drew on material from the Victorian parliamentary inquiry and the Commonwealth Royal Commission into Institutional Responses to Child Sex Abuse, victims' advocacy group Broken Rites and media coverage of criminal trials involving clergy, to map links between clergy child sex abusers in Victoria over six decades.

Her thesis examined the responses of the Catholic Church to such criminal activity, describing the institution as a "grey network" that repeatedly facilitated abuse.

"One of these patterns was promoting known clergy perpetrators of child sex abuse to senior positions which not only provided further access to victims but also placed them in positions where they were better able to protect the dark network from exposure," she wrote.

The code of silence among Catholic clergy in Victoria mirrored patterns of behaviour exhibited by groups including crooked police and the Mafia, Muytjens added, and that "extended to a refusal to give evidence to the police". "Similar methods were utilised by clergy perpetrator networks within the Victorian Catholic Church to maintain silence."

Documented clusters of paedophile clergy, including at St Alipius Boys' School in Ballarat in the 1970s, showed they were "conducting illicit activity in an organised and co-operative way", Muytjens wrote.

Dowlan and notorious paedophile priest Gerald Ridsdale both had multiple convictions for sexually abusing children, including at St Alipius. Another four clergymen were each part of least two different clusters of abusers at different times, Muytjens found.

"Some [clergy] committed child sex abuse at institutions where they were the only known dark network actor ... [but] they were also transferred to parishes where there were clusters of other known clergy perpetrators.

"These perpetrators were part of multiple clusters at different times ... As [Ridsdale and Dowlan] were prolific perpetrators, it can be reasonably argued that [they] were transferred out of clusters when subject to complaints of child sex abuse but were returned to clusters where they could be better supported and protected through stronger ties.
