Ministers are at war over fears that a new trade deal could allow and to flood the UK with cheap beef and pork, The Mail on Sunday can reveal.
As talks go down to the wire, Environment Secretary is said to be pushing to limit their quotas to protect British farmers.
But Government sources close to the talks, led by Trade Secretary , insist the country will not lower its food standards.
The UK is expected within days to reach an agreement in principle to join the .
The issue of access to the UK beef and pork markets is understood to be one of the key issues still under negotiation. Talks with the 11-nation bloc - whose members also include New Zealand, Australia, Singapore, Japan, Chile, Vietnam and Malaysia - have been going on since 2021.
Concerns were raised initially overCanada's bid to get Britain to drop a ban on hormone-treated beef- but UK Ministers have insisted this will not happen.
However, there has also been apush from Canada and Mexicofor access to Britain's agricultural market, specifically beef and pork.
They are understood to want the same terms as those granted to Australia and New Zealand in their own trade deals with the UK - where tariffs on beef and sheep meat will be phased out and quotas on the quantities they can send will rise in the next ten to 15 years.
But there are concerns thatlower animal welfare standardsin countries in the Trans-Pacific trade bloc mean members will be able to undercut UK farmers if they are allowed high quotas.
According to sources, Ms Coffey is said to be 'fighting for the farmers' and has made her position on access clear. Another Government insider close to the talks said: 'We will not sign a deal that forces the UK to lower our food standards in any area whatsoever.
'Meanwhile,joining CPTPPmeans 99 per cent of UK goods exports will be eligible for tariff-free trade to a market of 500 million new customers. We're rightly told by our farmers that they have the best produce in the world - so go sell it to the world and thrive!'
The Mail on Sunday has campaigned forprotections against poor-quality foreign food- and to save British farms from being put out of business by cheap imports.
National Farming Union (NFU) President Minette Batters has said thatshe is now 'really wary' of the Government's approach to trade in wake of the deal with Australia and New Zealand.
She said thatfarmers were seen as an 'inconvenience' to UK trade policyand were 'sacrificed' in favour of the services sector in Britain's first post-Brexit deals.
Former Environment Secretary George Eustice is among those who have argued that theUK's deal with Australia is bad for farmers.
As a result, Ms Batters said she was watching negotiations on the future Trans-Pacific deal like a 'hawk' after arguing thatagriculture was sacrificed on the back of the service sectorin the Australia and New Zealand trade deals.
She said yesterday that Rishi Sunak had signalled during the leadership race that he would tread carefully when it came to trade deals. She added she hoped he would continue this approach in Government. But of previous trade deals, she said: 'You can't be under any illusions as tothe damage already done.'
During his first attempt at becoming Prime Minister last year, Mr Sunak described the deals as a 'one-sided' agreement.
However, he has described the Trans-Pacific deal as a 'fantastic' opportunity for the country. If the UK were to join, it would account for 16 per cent of the world's GDP.
Ms Badenoch has previously said: 'No matter how nice the deal is, there will always be a group of people who see it as a zero-sum game, and "we've got something that they haven't got".
She added that improving the message on how trade is good for farming is 'one of the challenges that I need to tackle and help them feel more reassured.'

House of Lords for sale? Met Police urged to probe bombshell claims
Scotland Yard has been urged to open an investigation into an alleged Tory 'cash for honours' scheme after it was revealed that more than a dozen party backers were given peerages following million-pound donations.
According to a joint investigation by the Sunday Times and Open Democracy, the Conservative Party has been abusing the honours system by offering seats in the UK's House of Lords to a select group of major boosters.
"Once you pay your ?3million, you get your peerage," one former Tory chairman allegedly said, according to the Times.
"The Metropolitan Police should launch a fresh cash for honours investigation to determine whether a criminal offence has been committed," Scottish National Party (SNP) MP Peter Wishart said in response to the allegations. Wishart said the Tory corruption scandal was "growing worse by the day."
Over the last two decades, all but one of the Tory party's main treasurers have been offered a peerage. That list includes businessman Peter Cruddas, whose peerage sparked controversy last year after Prime Minister Boris Johnson overruled a House of Lords commission's recommendation not to elevate him to a peerage.
Since the Conservatives came to power in 2010, 22 of the party's biggest donors have been made lords after donating a total of ?54 million. Despite a former Tory treasurer admitting there was a "tradition of ennobling party treasurers," the party denied that the nominations were tied to donations.
Cabinet minister George Eustice told the BBC that the nominees, being "successful" in business, brought "valuable" expertise to their seats.
Opposition parties are piling on the pressure, however, at a time when the government is still dealing with the fallout of the Owen Paterson lobbying scandal. Last week, the former MP resigned after he was deemed to have used his position as MP to lobby for companies where he worked as an adviser.
Deputy Labour Party leader Angela Rayner said the latest 'cash for peerage' allegations showed the Conservative Party is "corrupt, dodgy, sleazy and on the take."
Although it is a crime to buy or sell an honour, no charges were brought in previous allegations about peers who had made large loans to Labour despite several arrests.

An alpaca euthanised because it was said to have bovine tuberculosis did not have the disease, its owner claims, citing an autopsy. That conclusion is disputed by officials, who say the post-mortem offers evidence of the disease.
The scandal provoked by the death of the alpaca, named Geronimo, was given a new twist on Wednesday, when the legal team supporting its owner, Helen Macdonald, an alpaca breeder, revealed the preliminary findings of a post-mortem examination.
Geronimo did not have bovine tuberculosis, the lawyers claimed, "the preliminary gross post-mortem findings [being] negative for visible lesions" - a typical marker for the fatal disease, which results in the slaughter of thousands of cattle in the UK every year to prevent its spread.
"For clarity, there are no white or cream caseous, enlarged abscesses typical for bTB in alpacas, whether in the lungs, bronchial, mediastinal or retropharyngeal lymph nodes," the autopsy report stated. In Macdonald's view, these findings undermine the conclusions of the Department for Environment, Food and Rural Affairs (DEFRA), and she has called for the immediate resignation of its head, Secretary of State George Eustice. Last month, she staged a protest outside DEFRA's HQ. She and her fellow demonstrators then marched to 10 Downing Street, demanding accountability from the government.
"There is a long list of people who contributed to the barbaric treatment of Geronimo," Macdonald told the protesters, adding that she had been punished by officials for daring to "stand up to their dogma".
"Geronimo was the innocent victim of arrogance, ignorance and greed."
Those same officials are arguing that the post-mortem results were inconclusive, however, and still suggest the animal might have had the disease. The samples collected will undergo further testing, with the results expected to be available before Christmas.
"We have completed the initial post-mortem examination of Geronimo. A number of TB-like lesions were found and, in line with standard practice, these are now undergoing further investigation," Chief Veterinary Officer Dr Christine Middlemiss said in a statement.
These tests include the developing of bacteriological cultures from tissue samples, which usually takes several months. We would expect to complete the full post-mortem and culture process by the end of the year.
The Geronimo saga began back in2017,when Macdonald imported the animal fromNew Zealand.Down under, the animal had tested negative for bovine TB in multiple skin tests. In the UK, however, its blood tests returned positive results twice, despite it never having shown any visible symptoms of the disease.
Pro-Geronimo experts are of the view that the latter were false positives, as the animal had been 'primed' - effectively, micro-vaccinated - against TB, but DEFRA officials maintain the tests provided enough evidence to permit the animal to be put down. Geronimo was ultimately forcibly removed from Macdonald's farm by DEFRA agents supported by police officers on August 31.

'Green revolution': Boris Johnson set to announce plan to make UK world leader in renewable energy
British Chancellor Rishi Sunak announced Prime Minister Boris Johnson will publish his plan for a 'green revolution' this week, after pledging to make the UK a world leader in green energy during last month's conference speech.
The new measures are due to be revealed as part of the UK government's 25 year environment plan, which will seek to "kickstart a green economic recovery," while creating jobs, protecting the nation's iconic landscapes and providing a blueprint for meeting net zero emissions targets by 2050.
Johnson has previously made clear his ten-point plan for delivering a green recovery and making the UK a world leader in the field, incorporating it into his 'Build Back Better' plan. The prime minister said "with the natural world under threat, it's more important than ever that we act now to enhance our natural environment and protect our precious wildlife and biodiversity."
Environment Secretary George Eustice praised the expected plan as showing how the UK is "leading the world in protecting the natural environment and combating climate change."
The Conservative Party has previously promised action on climate change, with former leader David Cameron claiming he'd created the "greenest government ever." However, the party's opponents argue that, while many policies were pledged, little was achieved. On November 8, Shadow Business Secretary Ed Miliband called on Johnson to go further than his proposals and "strain every political sinew" to secure a global commitment that leads to "dramatic reductions" in emissions.
The launch of the 'green revolution' plan comes after the departure of two of Johnson's close advisers, former Communications Director Lee Cain and former Chief Adviser Dominic Cummings, both of whom are thought to have opposed an environmental speech until Covid-19 is brought under control.

U.K. law enforcement officials plan on entering homes to break up Christmas gatherings if occupants break any COVID-19 lockdown rules, according to The Sun.
A cabinet minister recently announced that it's possible that the government will be forced to severely restrict in-home gatherings and household mixing to mitigate the impact of COVID-19 during colder months.
What are the details?
David Jamieson, West Midlands' police and crime commissioner, said that his officers will certainly investigate whether citizens are breaking lockdown measures during the upcoming holiday season.
In remarks to the Telegraph, Jamieson said, "If we think there's large groups of people gathering where they shouldn't be, then police will have to intervene. If, again, there's flagrant breaking of the rules, then the police would have to enforce. It's not the police's job to stop people enjoying their Christmas, however, we are there to enforce the rules that the government makes, and if the government makes those rules, then the government has to explain that to the public."
Jamieson also warned that people are reaching a boiling point when it comes to COVID-19 lockdowns and restrictions.
"We're sitting on a time bomb here," he said. "We're getting very near the stage where you could see a considerable explosion of frustration and energy. … Things are very on the edge in a lot of communities, and it wouldn't take very much to spark off unrest, riots, damage."
The Sun also reported that Jane Kennedy, who is police and crime commissioner in Merseyside, said that she also will enforce a potential crackdown on illegal gatherings over the coming holidays if necessary.
Environment Secretary George Eustice, according to The Guardian, said that it was "too early to outline exactly what restrictions would be in place over the festive season," and said that "families would be banned from 'coming together in large gatherings'" if necessary.
The Guardian added:
A letter from the Liberal Democrats' leader, Ed Davey, the party's Scottish and Welsh leaders and the Alliance party deputy leader in Northern Ireland has called for a "four nations summit" to agree on uniform guidance for families at Christmas.
The letter to the four UK governments, which have each been setting their own restrictions, says: "We must accept the inevitability that people are going to travel to be with their loved ones during the festive time of year."
In areas of England under tier 1 measures, people must abide by the rule of six indoors, but in other areas social mixing between households inside is not allowed except where support bubbles have been formed.
The outlet projected that more than 8 million people across England will be impacted by the most strict of the tiers mentioned above by the week's end.

UK publishes controversial bill it says breaks Brexit treaty
The British government has published the controversial new UK Internal Market Bill which it's been argued necessitates the rewriting of parts of the Brexit withdrawal agreement.
The new legislation published Wednesday, is seen as a move to override key parts of the current Brexit deal and once again raises the possibility of a hard border between the Republic of Ireland and Northern Ireland.
European Commission Vice President Maros Sefcovic has called for an "extraordinary Joint Committee" meeting so that Britain's Michael Gove can respond to "strong concerns on the bill."
"We're not moving the goalposts," Environment Secretary George Eustice said in defense of the move.
However, the British government admitted that the proposals would break international law, but "in a very specific and limited way," and adds to growing concerns that Britain could crash out of the European single market with no agreement on trade when the status quo agreement expires in December.
Prime Minister Johnson argued in parliament that the bill was a "legal safety net" to prevent abuse of the Northern Ireland part of the current EU Withdrawal Agreement.
British Prime Minister Boris Johnson is expected to downplay the potential risks of taking unilateral action which contravenes the terms of the original agreement, much to the chagrin of his counterparts in Brussels and Dublin.
"Unilateral actions which seek to change the operation of measures already agreed including in an international treaty and incorporated into domestic law do not build trust," Irish Prime Minister Micheal Martin said, adding that he is "extremely concerned" at the British government's intention to "break international law."
The bill has yet to be debated and approved in both chambers of parliament before being written into law, but would afford UK ministers the ability to ignore certain clauses in the Brexit deal struck with the EU in relation to export declarations and other procedures.

In his resignation letter, Mr Eustice stated that he's always been in favour of a compromise, he backed Chequers and he would vote through Mrs May's Withdrawal Agreement. But he is concerned that Brexit might be delayed or that a no-deal outcome will be taken off the table, which are things Mrs May has criticised but, of course, has promised MPs a vote on.

'Final humiliation': Minister George Eustice quits over possible Brexit delay
Agriculture minister George Eustice has resigned over Theresa May's decision to allow a vote on delaying Brexit if her deal is rejected again by MPs.
Mr Eustice said that while he would vote for her deal when it comes back before MPs, he wants to be "free to participate in the critical debate that will take place in the weeks ahead".
The MP for Camborne and Redruth in Cornwall said in his resignation letter that he fears events in Parliament this week "will lead to a series of events culminating in the EU dictating the terms of any extension requested and the final humiliation of our country".
Accusing Brussels of failing to conduct the exit negotiations "honourably", he added: "If the position of Parliament is now that we will refuse to leave without an agreement then we are somewhat stuck.
"This is uncomfortable for everyone, but we cannot negotiate a successful Brexit unless we are prepared to walk through the door.
"We must therefore have the courage, if necessary, to reclaim our freedom first and talk afterwards.

The government's LEAD ADVISOR on food issues has condemned what ministers have billed as a landmark national plan to combat food poverty and obesity, saying it is "not a strategy" and warning it could mean more children will go hungry.
Henry Dimbleby's verdict is further bad news for Boris Johnson as the white paper is a direct response to last year's wide-ranging review of Britain's food system, which was led by THE RESTAURATEUR.
Johnson's plan was billed as the first such blueprint SINCE RATIONING 75 YEARS AGO, (and they brag about that) positioning England as a leader on food and environment in a post-Brexit world. But the final plan strips away many of Dimbleby's key recommendations.
"It's not a strategy," the founder of the Leon food chain said of the final document, which he has been shown. "It doesn't set out a clear vision as to why we have the problems we have now and it doesn't set out what needs to be done."
The document, to be introduced into the House of Commons by the environment secretary, George Eustice, on Monday, is virtually unchanged from a leaked draft revealed by the Guardian last week.
In his document, Dimbleby made a number of high-profile suggestions, including a significant expansion to free school meals, greater environment and welfare standards in farming, and a 30% REDUCTION IN MEAT AND DAIRY CONSUMPTION.

Instead, the few specific policies chosen by the government include an increase in domestic tomato production, and making it easier for deer stalkers to sell wild venison.
Dimbleby said the cost of living crisis meant there was even more need for free school meals than when he produced his plan, which called for up to 1.5 million more children in England to receive them.
"With inflation as it is, both the amount spent on FREE SCHOOL MEALS is significantly less in real terms than it was a year ago and the number of people who need it is significantly more - we need to tackle that," Dimbleby said. "I do hope it is being looked at, people are being inflated into poverty and food providers are being inflated into not producing healthy meals," he warned.
He was also critical of one thing that did change between the draft seen by the Guardian and the final version, involving the removal of commitments to make it easier to import FOOD WITH HIGH ANIMAL WELFARE AND ENVIRONMENTAL STANDARDS.
He said: "Yet again the government has ducked the issue of how we don't just import FOOD THAT DESTROYS THE ENVIRONMENT and [which] is cruel to animals - we can't CREATE A GOOD FAIR FARMING SYSTEN- then export those harms abroad. I thought the government would address this but it didn't."

With more than 2.5 million Ukrainians having been forced to leave the country, sources say ministers will waive the strict rule that requires owners to have a pet passport or health certificate?to bring in their pets.
It's thought the government is also set to announce it will cover the cost of vaccines including for rabies.
In addition, quarantine costs will be free - and officials are considering setting up a new system of home quarantine if demand exceeds places in UK quarantine facilities. Ukrainian dogs and cats that have already been vaccinated should not need to be quarantined.
British animal-protection activists have been lobbying the government to relax entry restrictions on pets belonging to those fleeing war.
The government move is understood to be considered a trade-off for the government's dropping the flagship Animals Abroad Bill, which would have banned imports of real fur, body parts from trophy-hunting, foie gras and shark fins, as well as adverts for elephant rides.
Under the UK's rules, owners may to enter or return to Britain with a pet cat, dog or ferret only if the animal has been?microchipped, has a?pet passport or health certificate and has been?vaccinated against rabies.
Normally, animals from Ukraine would also need a blood test for rabies at least three months before travelling.
But it's understood these requirements will all be waived.
The government is preparing to unveil a system of paying British people ?350 a month for hosting refugees from Ukraine.
And officials are working with vets and quarantine facilities to look at ways to support incoming pet owners.
Last week lobbyists wrote to animal-welfare minister Zac Goldsmith and environment secretary George Eustice, calling for an emergency pet passport scheme and offering help in setting up cat and dog health check systems.
They warned that forcing people already devastated by war to potentially leave their beloved animals to die would deepen their trauma.
Dominic Dyer wrote in his letter: "If UK policy remains that no companion animals can enter the UK with refugees, we could see tens of thousands of?dogs?and?cats?having to be euthanised in Poland, Hungary and Romania in the weeks ahead.
"Each of these animal deaths would bring further misery to the women and children who have escaped war and would make Britain's immigration policy look extremely cruel in comparison to other EU member states."
The International Fund for Animal Welfare has estimated up to half of Ukrainian families fleeing are pet owners.
If the rules on microchipping and paperwork are not followed, any pet would normally be put in quarantine for up to four months, under the UK's strict measures to keep the country rabies-free.
A government spokesperson said: spokesperson said: "We recognise the difficult and distressing situation that Ukrainian nationals currently face, and the UK government is working at pace to support them.
"We have strong biosecurity measures in place to protect the public and other animals from diseases which can be brought to the UK by animals from overseas.
"The government is looking at options to provide support to Ukrainian nationals who are entering the UK with their pets."
Mimi Bekhechi, vice-president of People for the Ethical Treatment of Animals (Peta), welcomed the decision, saying its workers in Poland and Ukraine had "seen first-hand the dangerous lengths that people are going to to bring their animals with them when fleeing".

Pierre Karleskind, a top French MEP in charge of the parliament's fisheries committee, has told the BBC that the Brussels ban on live shellfish exports from the UK "doesn't make any sense" because "UK waters didn't become dirty on December 31 at midnight".
Karleskind took the chairmanship of the committee last year and worked as a professional oceanographer before becoming an MEP in 2019. He's a member of Emmanuel Macron's La République En Marche!, making his criticism of Brussels policy all the more unexpected and damning.
His remarks come a day after the UK's environment secretary George Eustice refused to rule out boarding EU boats in British waters to make sure they were following UK rules.

Eustice has come out strong today too, demanding that the EU "abide by their existing regulations and not seek to change them."
He said: "It's quite unexpected and really indefensible that the European Commission made clear only last week that they were going to change their policy on this and, as things stand, put a ban on the trade altogether.
"Whereas previously they'd been clear that this is trade that could continue, and all they needed to do was design the right export health certificate.
"The truth is there is no legal barrier to this trade continuing, both on animal health grounds and on public health grounds - there is legal provision within existing EU regulations to allow such trade to continue from the UK."

Eustice refuses to rule out boarding EU boats if Brussels won't back down
The environment secretary George Eustice has hinted that Britain could begin boarding EU fishing vessels if Brussels bureaucrats don't back down on unreasonable regulation agenda that has seen British shellfish banned from the corrupt bloc.
Taking questions in the Commons yesterday, Eustice was asked about possible retaliation and the possibility of boarding EU boats to ensure British laws are being complied with.
Sheryll Murray, the Conservative MP for South East Cornwall, said: "I call on him to start the necessary and frequent boardings on EU vessels in our exclusive economic zone to ensure that they comply with UK laws. If we disrupt their fishing activity, so be it, but we must show the fishing industry support and also provide details of the promised financial support without which our industry will not survive."
Eustice replied that the UK has taken "a pragmatic, sensible, phased approach in the initial months" of post-Brexit arrangements, but warned Brussels bureaucrats that "there is no obligation on us to continue that."
He went on to demand "some reciprocation from the EU on the application of common sense and reasonableness" and added that "it goes without saying that any EU vessels accessing UK waters will need to abide by UK law."
Royal Navy gun boats have already been deployed to the Channel in a post-Brexit show of force, highlighting British capacity to enforce the law in our own waters.
The row over shellfish exports has been rumbling for weeks. Last week Eustice spoke to a Lords committee and reported that "it's fair to say that on that, the EU has changed its position and it only changed its position towards the latter part of last week."
"We think this is a misinterpretation of their own laws and is unjustified and our animal and plant health team is working up a technical dossier to continue the dialogue so we can get that particular issue unblocked."

Scientists discovered early in the pandemic that infected people "shed" the virus in their faeces.
Further research concluded that wastewater sampling could provide a signal of a coronavirus outbreak up to a week earlier than medical testing.
The Department for the Environment, Food and Rural Affairs says this has begun at 44 wastewater treatment sites.

Scientists are continuing to fine-tune and reproduce a test before it can be rolled out as part of a Covid-19 alert system. Dr Singer pointed out that this wastewater epidemiology is a very "messy science"; by its nature, wastewater contains a lot of contaminants and samples vary widely, which makes it tricky to develop a one-size-fits all standard, accurate test.
