UnitedHealth Group (managed health care and insurance provider) received $544,245,717 in state payments while donating $120,900 between the 2018 and 2022 cycles - $62,000 was donated in the 2022 cycle. Even the Chief Compliance Officer Joy Hia donated $500 to the 2022 campaign.
Centene Corporation (Fortune 500 managed care company) and Health Net, LLC, a major subsidiary, which provides health plans for those with Medicare and Medicaid, received $206,155,778 in state payments while donating $242,550. The company itself donated $121,800 while then-CEO Michael Neidorff gave $120,400 between 2018 and 2022. Not included is an additional $120,400 from wife Noemi Neidorff. Michael Neidorff passed away on April 7, 2022.
Kaiser Permanente received $172,217,805 while employees donated $35,910 including the vice president of government relations, Gary Cohen ($5,000 | 2018 election). Blue Shield of California received $74,283,100 in state payments while donating $102,550 including $70,200 from the company and $32,350 from key executives and employees. Masimo Corporation, a health-tech company, received $3,820,654 in state payments and gave $120,400 to Newsom's 2018 and 2022 races - half of the donations came in 2022.
II. MAJOR UTILITY COMPANIES - Gave $405,601 in campaign donations and received $430,416,420 in state payments
Pacific Gas & Electric Company (PG&E) based in San Francisco heavily criticized for its role in the California wildfires and recently came out of bankruptcy. The company received $323,777,292 in state payments (FY2021) and gave $123,929 in donations for the 2018 election. These donations included five and six figure gifts from five C-suite execs including CEO Geisha Williams ($10,000). Due to continuing scandals, Newsom stopped taking donations from PG&E after his election in 2018. The company also gave $358,000 between 2011-2018 to Newsom's wife, Jennifer Siebel Newsom's charity.
Edison International, with subsidiaries Southern California Edison and consultancy, Edison Energy, LLC, received $100,575,389 in state payments and gave $67,850 in campaign donations through the company, key employees, and staff. Additionally, the company's trade association, Edison Electric Institute, donated $15,000 to Newsom's 2018 race.
Calpine Corporation, the largest generator of electricity from natural gas and geothermal sources in the United States with 33 facilities in California received $3,134,154 in state payments and gave $109,822 in campaign donations. CEO Thad Hill gave $10,000 and other top execs gave $12,500 to Newsom.
California Water Service Company (Cal Water) received $2,121,724 in state payments and gave $94,000 between Newsom's 2018 and 2022 campaigns.
California American Water Company, a subsidiary of American Water - the largest publicly-traded water and wastewater utility in the U.S. - received $807,861 in state payments and gave $10,000 through their employees PAC in the 2018 election. American Water also gave at least $5,000 to the governor's wife's charity in 2019.
III. MAJOR TELECOM COMPANIES - Gave $241,959 in campaign donations and received $420.3 million in state payments
AT&T received $260,394,271 in state payments and donated $82,210 to Newsom's 2018 campaign. Public affairs executive Ken McNeely donated $17,000 between the 2010 and 2018 campaigns and also co-chaired the 2019 Flip The Script Gala for The Representation Project, a non-profit founded by Gavin Newsom's wife Jennifer Siebel Newsom.
Verizon received $130,184,875 in state payments and donated $46,700 with the majority of the donations ($45,000) through the company itself.
Telrite Holdings (Life Wireless) received $9,102,033 in state payments and donated $10,000 to the 2018 campaign. California operates its LifeLine, the free phone program for low-income residents.
Comcast received $20,627,409 in state payments and donated $103,049. The company itself gave $29,200. Employees gave $73,849 including senior executive vice president David Cohen, based in Philadelphia, who gave $29,200 to the 2018 election. The company also gave at least $15,000 to The Representation Project (Newsom's wife's charity).
IV. BIG LAW - top nine firms gave $198,142 in campaign donations and received $28.6 million in state payments
We found nine law firms that reaped $28,615,984 in state payments and gave $198,142 in campaign cash to the governor. These donations came the law firms, principals, partners, key employees, or staff.

California's Largest Utility Goes Bankrupt Under Billions In Wildfire Debt
Pacific Gas and Electric (PG&E), California's largest utility company, filed for bankruptcy at midnight on Tuesday, seeking to escape potentially $30 billion in liabilities, CBS News reports.
The company announced its plans to pursue bankruptcy protection two weeks ago after its CEO, Geisha Williams, stepped down reportedly over fallout from the utility's wildfire debt. PG&E said then that bankruptcy "represents the only viable option to address the company's responsibilities to its stakeholders."
PG&E is seeking $5.5 billion in bank loans on top of a $10 billion loan granted by the California Public Utilities Commission in San Francisco Monday to carry the utility through the bankruptcy process while continuing to serve its roughly 16 million customers, according to CBS News.
The bankruptcy may leave ratepayers and wildfire victims worse off. PG&E will be free from paying off damages from wildfires sparked by its equipment, and the utility may raise rates as part of its financial reorganization, CBS reports. Investigators found that equipment owned by PG&E sparked at least a dozen major fires in 2017. California officials are still investigating the causes of several major 2018 fires, including the Camp Fire that killed 86 people and all but destroyed the town of Paradise.
Some have attempted to blame global warming for PG&E's bankruptcy, and Williams said the company was under pressure from "climate-driven extreme weather."
The Camp Fire and wine country fires of 2017 "were associated with a failing and poorly maintained power infrastructure, strong Diablo winds, and people living in inappropriate locations on the wildland-urban interface," University of Washington climate scientist Cliff Mass told The Daily Caller News Foundation Jan. 15.
The California legislature took steps in 2018 to limit the company's liability for 2017 fires by passing a bill that many criticized as a "bailout." The law allows PG&E to hike rates on its customers to pay off liabilities for 2017 wildfires. The legislation did not affect potential liabilities for 2018 wildfires.

Jesus Soto, who was hired two years after the 2010 San Bruno gas line disaster, will have his $500,000 dollar salary increased to $575,000 under action taken Friday by the company's board of directors. Soto serves as senior vice president over gas operations. Nurse Arrested in Rape of Incapacitated Woman Who Gave Birth The move to bolster his salary comes amid turmoil at the company, which already defaulted on some of the settlements it has reached with past fire victims. The company's CEO, Geisha Williams, resigned earlier this month. PG&E issued a statement explaining the $75,000 pay raise for Soto. It reads: PG&E sets executive compensation to be comparable with similar companies in the industry. Executive compensation generally comprises base pay and incentive compensation. Historically, we have not requested customers to pay for any incentive compensation for any officers. These costs are all funded by PG&E shareholders. Beginning in 2019, shareholders are also funding all officers' base pay compensation. Nick Stavropoulos, who retired in September 2018, was president and chief operating officer of Pacific Gas and Electric, the utility operation of PG&E. Stavropoulos was eligible for a $6.9 million cash payout for his retirement, according to an official filing with the Securities and Exchange Commission in 2018.
From 2012 through 2017, PG&E allegedly falsified an array of records related to its gas pipeline system. Stavropoulos was the executive in charge of gas operations or was the head of the utility during those years.

No clear path for California as massive PG&E utility nears bankruptcy
SACRAMENTO, Calif. (Reuters) - PG&E Corp's announcement that it will file for bankruptcy, citing massive potential liability from deadly wildfires, puts California politicians in quandary, whether to offer a bailout or risk allowing the state's largest private utility to fail.
Governor Gavin Newsom, a Democrat, told reporters late on Monday his team was discussing the possibility of helping PG&E (PCG.N) stay solvent, but no decisions had been made.
And lawmakers in the state legislature, who last year approved a bill making it easier for PG&E to bill ratepayers for the costs of wildfires sparked by its equipment in 2017, said that there was less support this year for extending additional financial assistance to the company.
"We would like to see it (bankruptcy) avoided, but we are not naive," Newsom said. "I'm cognizant of the taxpayers, and I'm cognizant of the ratepayers, and I'm absolutely cognizant of those who lost everything."
PG&E's announcement on Monday that it intends to file for Chapter 11 bankruptcy protection as early as this month, citing potential liability exceeding $30 billion due to wildfires, came a day after its chief executive officer, Geisha Williams, was ousted from her post.
PG&E, which ranks as the largest U.S. power utility by number of customers, supplies electricity to 40 percent of Californians. The state, Newsom said, is determined to keep service running to those customers.
But the utility's power equipment has been linked to the ignition of more than a dozen wildfires in the past two years, and is a suspected cause of the deadliest fire in state history, which swept through the town of Paradise in November, killing 86 people and destroying 90 percent of homes and businesses there.
Mark Toney, executive director of consumer advocate group the Utility Reform Network, said the atmosphere had cooled considerably toward PG&E in recent months, making a bailout politically more difficult for lawmakers.
"PG&E is going to have a much harder time because it doesn't appear that they've learned any lessons," Toney said.

Pacific Gas & Electric Co. said it plans to file for Chapter 11 bankruptcy as investigators continue to look into the utility's possible involvement in causing the Camp Fire, which began Nov. 9 in Butte County, Calif.
PG&E said the company plans to file for voluntary reorganization on or about January 29. It issued the announcement Monday because the utility must tell employees at least 15 days before a change of control in the company.
The San Francisco-headquartered utility, which serves 16 million residents in northern and central California, said it does not expect its bankruptcy filing to impact electric or natural gas service for customers. Employees will continue to receive pay and healthcare benefits as usual, the company said.

The utility's CEO Geisha Williams resigned Sunday as expectations rose PG&E would declare insolvency as it faced potentially billions of dollars in liability over its role in recent California wildfires. State fire investigators blamed the utility's power lines for causing a number of California wildfires in October 2017.
"The people affected by the devastating Northern California wildfires are our customers, our neighbors and our friends, and we understand the profound impact the fires have had on our communities and the need for PG&E to continue enhancing our wildfire mitigation efforts," interim CEO John Simon said in a statement. "We remain committed to helping them through the recovery and rebuilding process."
PG&E has seen its shares plunge in recent days after media reports about the company's potential bankruptcy filing as lawsuits have been filed charging the utility's role in the devastating wildfires that killed dozens.

PG&E Shares Crash 50%, Bonds Crater As CEO Quits Ahead Of Bankruptcy Filing
Shares of the troubled California utility PG&E tumbled more than 50% on Monday after its CEO Geisha Williams quit, followed by the revelation made in an 8-k filing on Monday morning that the utility - which is facing potentially billions of dollars in fines related to the California wildfires - is planning to file for bankruptcy on Jan. 29.
PG&E has seen its shares plunge by more than half since November after the state opened an investigation into the utility's role in the wildfires. The utility had already participated in one of the largest bankruptcies in US history back in 2000 during California's energy crisis. Following a collateral-call-triggering downgrade to junk last week, rumors circulated that PG&E could inform its employees about bankruptcy plans as soon as Monday.
The rout in PG&E shares have established the trade as the worst ever made by Stanley Klarman's Baupost Group.
Williams, who was one of the first Hispanic CEOs in the Fortune 500, will be succeeded by the company's general counsel on an interim basis. Her departure follows the exits of three PG&E CEOs earlier this month, according to Bloomberg.
"I will be leaving PG&E," Williams said in a separate email, without providing a reason for her departure. "I value the opportunity I've had to lead PG&E and wish all of my colleagues well."
Meanwhile, the possibility of a state takeover and/or state-organized breakup have also loomed over the company. Newly appointed California Governor Gavin Newsom said during a press conference Thursday that his office would be making an announcement related to PG&E within the next few days and that the issue was at the top of his agenda. He said in a later interview that the announcement would involve appointments to the California Public Utilities Commission, the state's grid operator and to a commission established by legislature to explore wildfire issues.
Wall Street analysts are scrambling to discern the possible fallout from such a large bankruptcy filing, and its possible implications on the junk bond market, and whether a PG&E bankruptcy could create an "AIG" moment. Citigroup Inc. called it a "a crisis of confidence." Guggenheim Securities analysts likened the dilemma PG&E poses to investors and lawmakers as "a falling knife."
After taking the helm at PG&E, Williams pushed for changes to California laws to free utilities from responsibility if their equipment malfunctions and causes a natural disaster - something she decried as "bad public policy." However, while lawmakers have rejected PG&E's calls to change wildfire liability laws, they did pass a law in August to help the utility to pay for the 2017 wine country fires. California lawmakers are now weighing whether to pass another law to help PG&E limit its liability.

Camp Fire investigation leads to possible second origin away from Pulga
Cal Fire announced Thursday that investigators have identified a possible second ignition point for the Camp Fire.
The announcement came after this newspaper reported Thursday that a roadblock manned by security guards Wednesday outside Concow was related to Cal Fire's investigation into where and how the Camp Fire started.
Cal Fire-Butte County Chief Darren Read said investigators have identified a "possible second origin" for the fire. He did not release any additional information regarding the second origin point, saying the fire remained under investigation.
A cause has not been released.
The roadblock Wednesday outside Concow was on Concow Road somewhere between Mountain Pine Lane and Rim Road. Read said Cal Fire is conducting a thorough investigation into fire, and the probe has led investigations in multiple directions.
The roadblock was, as the crow flies, several miles away on a ridge far above the Camp Fire's first reported origin near Pulga "under the high-tension power lines" across the Feather River from Poe Dam, according to firefighter radio transmissions reviewed by Bay Area News Group.
PG&E's president, Geisha Williams, previously told E-R reporter Laura Urseny that there was a power outage about 15 minutes before the Camp Fire was first reported, and a later aerial patrol observed damage in the area of transmission lines.
Butte County District Attorney Mike Ramsey said Wednesday that PG&E is cooperating with fire investigators, but it was not clear whether the utility's transmission tower caused the fire.
Ramsey said fire investigators hoped to wrap up their investigation Wednesday of the initially reported Camp Fire ignition point near Pulga. The District Attorney's Office was involved "in anticipation that if anything is referred to us in terms of a criminal case, that we're on top of it right now."

PG&E, facing responsibility for billions of dollars in 2017 wildfire damages, will renew a push next year to change California's stringent legal standard of holding power companies liable for losses from fires caused by their equipment.
Geisha Williams, PG&E's CEO, said Monday in a livestreamed quarterly earnings report the state's liability policy is "flawed and it needs to be addressed," repeating a contention she had made previously when state lawmakers considered a comprehensive wildfire response bill.
That bill, signed into law by Gov. Jerry Brown in September, is "a constructive initial step," Williams said.
The law did give PG&E precedent-setting relief, allowing it for the first time to tap ratepayers for a portion of last year's wildfire costs the embattled utility anticipates could reach $17 billion. The California Public Utilities Commission was ordered to apply a financial "stress test" determining the specific amount PG&E can pay without harming ratepayers or affecting power service. PG&E can then recoup any additional amount through sales of state-sponsored bonds, which will be repaid by the utility's customers through charges on their monthly bills.
