Ministers have come under fire from police officers and the travel industry after private messages from Matt Hancock highlighted the rapid and occasionally haphazard way in which they wrote Covid lockdown policies. Senior representatives of the police service attacked the government's handling of the pandemic after the Telegraph published messages showing the former health secretary urging ministers to "get heavy with the police" over lockdown enforcement. Officers were criticised in 2020 and 2021 for their hardline interpretation of the regulations, which involved them monitoring people with drones, fining people going for walks with cups of coffee and handing out leaflets asking why people were outside. The former chief constable of Greater Manchester police Sir Peter Fahy told BBC Radio 4's Today programme on Friday: "This [lockdown] legislation was rushed out: it was confused, with poor definitions in it, there was this constant confusion between what was legislation and what was guidance. Often it seemed ministers themselves didn't understand the impact of the legislation." He said it caused "huge resentment within policing" when "individual instances of officers trying to do their best were highlighted and misunderstood". The chair of the National Police Chiefs' Council, Martin Hewitt, criticised Hancock's use of the word "plod" in the messages, saying it was "much more a reflection on him than it is on the committed police officers and staff on the frontline protecting the country from Covid-19". Hancock also came under fire from Willie Walsh, the head of the travel industry body Iata, for another set of messages that showed him complaining about airlines and joking about people having to be quarantined in hotels on entering the UK. At one point he criticises airlines and airports for complaining about travel restrictions, and agrees when Simon Case, the Downing Street permanent secretary, calls them "horribly self-serving". Walsh, the former boss of British Airways, said: "The messages between Matt Hancock and Simon Case making light of travel lockdowns and the economic collapse of the airline industry reveal a breathtaking contempt for travellers and aviation workers."
The attacks cap a bruising week for Hancock, who is now an independent MP, having lost the Tory whip for appearing on the television show I'm a Celebrity ... Get Me Out of Here! Over the last five days the paper has revealed how Hancock's office helped arrange rapid Covid tests for a child of his Conservative colleague Jacob Rees-Mogg, how he clashed with the then education secretary, Gavin Williamson, over school lockdowns and how officials and ministers had to explain basic transmission statistics to the then prime minister, Boris Johnson. On Friday, the Telegraph published a new cache of messages showing the lengths Hancock went to during the crisis to protect and burnish his own reputation. At one point, the former health secretary asks an adviser whether he should release photographs of him on a surfing trip. At another, he shares a message from a friend who tells him the crisis could help "propel him into the next league" and "break you through in terms of public perception".

The journalist who leaked more than 100,000 of Matt Hancock's WhatsApp messages to the Telegraph has claimed the former Health Secretary sent her a 'menacing message' when he heard what she had done.
Isabel Oakeshott was given access to the messages while ghostwriting Mr Hancock's book Pandemic Diaries - but said she felt compelled to share them with the paper due to information that is in the 'public interest' being left out of the memoir.
Ms Oakeshott last night revealed she did not give the ex-minister advance notice of the leak, saying he found out 'late [Tuesday] Night'.
Writing in The Telegraph, she described the message as 'threatening' as she launched a fresh defence of her actions by focussing on the pandemic's impact on children.
On Wednesday she told Piers Morgan Uncensored on TalkTV: 'I received a somewhat menacing message at 1.20 in the morning.'
But when pushed to reveal what the contents of that message was, Ms Oakeshott refused to do so, saying: 'You can easily summise whether Matt Hancock is my friend at this point.'
She added: 'I think he is extremely troubled about how to respond to this, but this is not about him.'
Mr Hancock is said to be 'considering all options' in response to the leak.
'She's broken a legal NDA. Her behaviour is outrageous,' a source close to the former health secretary said.
Representatives for Mr Hancock have been contacted for comment.
Yesterday Ms Oakeshott confirmed that she had broken an non-disclosure agreement with Mr Hancock - although she argued that her action was overwhelmingly in the 'public interest'.
She wrote: 'One way or another, a great deal of material that is overwhelmingly in the public interest and pertinent to the public inquiry was suppressed [from Pandemic Diaries].'
The claim of the 'menacing message' came as the Telegraph published further revelations from the WhatsApps on Wednesday night.
They detailed comments made by the then-Health Secretary to former Education Secretary Sir Gavin Williamson, in which he branded teaching unions 'absolute a**es'.
Sir Gavin is said to have replied: 'They really really do just hate work'.
Following the messages' publication, the former education secretary tweeted that his comments had been 'about some unions and not teachers'.
He added: 'I have the utmost respect for teachers who work tirelessly to support students.
'During the pandemic, teachers went above and beyond during very challenging times and very much continue to do so.'
Further details about the government's decision-making over school closures were also released on Wednesday night.
A spokesman for Mr Hancock said: 'Tonight's [Wednesday's] revelations are exactly like last night's. These are partial accounts, obviously spun with an agenda.
'They show Matt was focused throughout on saving lives. The right place for a full assessment is the (official Covid) inquiry.'
Leaked messages published on Tuesday night seemingly showed Mr Hancock rejected the Chief Medical Officer's call to test all residents going into English care homes for Covid at the start of the pandemic.

Robert Halfon, the Conservative MP who chairs the House of Commons education committee, praised Zahawi as someone who "could find mangoes in the Antarctic" and reenergise the government's education policies.
"It may be that that's the kind of organisation that the Department for Education needs. Perhaps it needs a big shake-up and a brilliant organiser, which he's shown as vaccines minister he is very capable of doing.

More UK universities ban criticism of Israel - report
Following threats of government sanctions, over 200 higher education providers in England have adopted a controversial definition of anti-Semitism that places limits on criticism of Israel, a report has found.
According to the Office for Students (OfS), a total of 216 post-secondary institutions in the country have signed up to the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism over the past year.
The higher education regulator released figures on Wednesday that showed 95 universities have now adopted the IHRA definition - a significant increase from the 28 universities who had signed on as of September 2020, according to Union of Jewish Students (UJS) research.
After the UJS stated that some 80 universities had no plans to adopt it, former Education Secretary Gavin Williamson criticised the "shamefully low" figures in October 2020 and warned that the OfS would take action - including freezing "funding streams" - if universities did not sign on by December.

Millions more healthy people face putting their lives on hold after Sajid Javid revealed the requirement for the double-jabbed to self-isolate will not be dropped until August 16.
The Health Secretary said the 'protective wall' thrown up by the vaccine drive meant that ministers can 'look afresh' at rules when people are 'pinged' for contact with an infected individual.
From the middle of next month people who have received two doses - with the second administered at least two weeks previously - can take PCR tests rather than self-isolating. Under-18s will also not be subject to the restrictions from the same date.
But the timetable is far slower than many had hoped, and potentially means huge numbers of people will be caught after 'Freedom Day' on July 19. Mr Javid told the Commons that he had looked at changing the system earlier, but was 'more comfortable' waiting until even more people were vaccinated.
The dramatic news came after Mr Javid admitted coronavirus cases could top 100,000 a day by the summer as the government pushes ahead with the unlocking.
He gave the grim figure as he insisted Boris Johnson is right to continue with the dramatic endpoint on July 19, saying the hospitalisations and deaths were what mattered.
The PM was also given a boost this morning as 'Professor Lockdown' Neil Ferguson said he is 'optimistic' the 'gamble' of releasing restrictions will work - although he cautioned that cases could hit 200,000 a day and they might need to be reimposed if vaccines are slightly less effective than hoped and deaths surge.
Education Secretary Gavin Williamson is also due to set out proposals for scrapping school 'bubble' rules that have been causing huge numbers to stay away from classes.
Mr Javid said that by 'Freedom Day' he expects daily cases to reach 50,000 - nearly double the current level.
'As we ease and go into the summer we expect them to rise significantly and they could go as high as 100,000 case numbers,' he told BBC Radio 4's Today programme.
'We want to be very straightforward about this… but what matters more than anything is hospitalisation and death numbers. That is where the link has been severely weakened.'
Last night Mr Johnson signalled a 'big bang' end to lockdown on July 19, saying it was now or never for a return to normality despite the pandemic being 'far from over'.
He claimed further delay would run the risk of trying to reopen in autumn or winter when 'the virus has an edge'.
And at a sombre Downing Street press conference, Mr Johnson warned against going 'demob happy' at the ending of most coronavirus restrictions on July 19.
And he toned down previous pledges that the path out of lockdown would be 'irreversible' - with restrictions potentially returning and 'contingency' powers kept in reserve. A final decision on whether to press ahead on July 19 will be taken at the start of next week but seems almost certain to be approved.
Dropping the curbs will mean the end of all legal limits on socialising, which have wrecked family gatherings for 16 months, and the scrapping of social distancing rules that have hobbled pubs, restaurants and the arts.

UK govt's education recovery chief resigns after reportedly seeking 10 times more funding for schoolkids' support plan
The UK's Education Recovery Commissioner Kevan Collins has resigned, with the Times Education Supplement (TES) reporting he stepped down amid a dispute over state funding for the government's education recovery plan.
Collins, a teacher of 30 years, was appointed by the government in February of this year to help young people catch up on work missed due to school closures during pandemic lockdowns.
But this week details of Collins' plan were leaked to newspapers, which detailed how he was seeking £15 billion from the Department for Education, as opposed to the £1.4 billion that had been promised.
His resignation letter to UK Prime Minister Boris Johnson was published by the TES on Wednesday.
In it, Collins refers to a meeting with the PM last week in which he says he told Johnson he does "not believe it will be possible to deliver a successful recovery without significantly greater support."
"I do not believe it is credible that a successful recovery can be achieved with a programme of support of this size," he adds.
Acknowledging the resignation, a spokesperson for Johnson said the PM "is hugely grateful" to Collins for his work in helping pupils recover from the effects of the pandemic.
Kate Green, Labour's Shadow Education Secretary, said Collins stepping down was a "damning indictment of the Conservatives' education catch-up plan."
The Times reported on Tuesday that Collins' £15 billion recovery plan included extending the school day by 30 minutes and giving each child an additional 100 hours of teacher contact time per year from 2022.
Green attacked the plan as "woefully inadequate," while education experts said the £1.4 billion funding agreed would only amount to around £50 per pupil.
Earlier on Wednesday, Education Secretary Gavin Williamson said he "absolutely" trusted Collins and defended the government's plan, pointing to the £1.7 billion of funding that has already been given to schools in the pandemic.

UK govt launches immediate investigation into sexual abuse in schools, after 11,000 alleged victims post testimonies online
An immediate review of safeguarding policies in British state and independent schools will be launched, the government has announced, following the online posting of thousands of reports of sexual abuse.
In a statement on Tuesday, the Department for Education said it had asked the UK's education watchdog, Ofsted, to look at "the extent and the severity of the issue", and ensure the correct practices are in place to support potential victims.
The review will be carried out by the end of May and will involves the police, as well as representatives from social services, victim support groups and schools.
A new helpline, run by the NSPCC, the UK's leading children's charity, will also go live from Thursday to support young people and help them report sexual abuse in school to the police, the department said.
The scale of the problem facing British schools has been laid bare in recent weeks, as more than 11,500 testimonies of rape, sexual violence and abuse were posted to the website Everyone's Invited.
"Sexual abuse in any form is abhorrent, and it is vital that these allegations are dealt with properly," UK Education Secretary Gavin Williamson said in response to the deluge of allegations of abuse.
While the review is to focus on state-run and independent schools, in recent weeks, the spotlight has also been thrown on alleged serial abuse in private institutions that don't have existing formal co-operation networks with police.
The fee-paying Highgate School, in London, which is named in the allegations posted to Everyone's Invited, has said that a former Court of Appeal judge will conduct a review into its alleged "rape culture".
Two other private schools in the capital, Dulwich College and Latymer Upper School, which have been hit by hundreds of allegations, have both reported incidents involving their pupils to police.
London's Metropolitan Police said last week that it is investigating a number of the complaints posted on Everyone's Invited and has engaged with the platform owner.

Boris Johnson today refused to rule out the brutal lockdown lasting until the summer amid claims he is willing to keep curbs longer to ensure it is the last national squeeze.
The PM insisted it is 'too early to say' whether the restrictions will stay in place for months longer - despite cases falling by more than a fifth on last week and hopes rising that the most vulnerable groups will be vaccinated by mid-February, with a record 366,919 jabs administered in 24 hours.
Mr Johnson also delivered a stark message that the new coronavirus strain is 'much more contagious', repeating his plea for people to stay at home and obey the rules.
The intervention came as scientists delivered a grim warning that even mass vaccinations will not be enough to stop the disease spreading, suggesting that measures will need to remain longer.
There are claims from the PM's circle that he is ready to risk the wrath of Tory MPs - who are clamouring for confirmation of an easing starting March 8 - by persisting with the curbs.
The UK recorded another 37,892 infections today, but that was down more than a fifth on last Thursday.
There were another 1,290 deaths but that was up just 3.4 per cent on the same day last week, suggesting that the rate might be slowing.

Study: "Cancel Culture" Decimating Free Speech At World's Leading Universities
A study by leading education focused think tank Civitas has found that free speech at the world's leading universities is being eroded at an alarming rate owing to the rise of "cancel culture".
The study found that within the past three years, more than 68 per cent of universities in the UK have seen free speech severely restricted, with academics unable to meaningfully discuss the nuances of issues such as race and gender.
The report notes that universities including Oxford, Cambridge and St Andrews, three of the world's premiere institutions are among those that have fallen into a "red" category for free speech following instances of "no platforming" of scheduled speakers.
The study warns that the situation has gotten so severe that it requires government legislation to stop campus censorship at 48 universities, the equivalent of at least 35 per cent of institutions.
Civitas noted that a further 70 institutions, over half, placed into a "amber category", have experienced restrictions on freedom of expression that should be looked into by university watchdog The Office for Students.
Researchers noted that freedom of speech "could be curbed by perceived transphobic episodes" in an alarming number of institutions, and that a "cancel culture" of open letters and or petitions from "external pressure groups" is eroding free speech.
Lead researcher Jim McConalogue noted "Our findings suggest that 86 per cent of universities faced either severe or moderate free speech restrictions which need to be addressed."
"The fundamental issue must be dealt with because students and academics find themselves in educational institutions in which they cannot speak freely of the leading subjects of their day including on race, gender, the outcomes of elections, their views on religion, or on discrimination itself for fear of judgements that lead to eventual penalty or censorship," McConalogue explained.
A previous Civitas report, published last month, found that "The racialisation of campus relations is driving a wedge between students and undermines any sense of our common humanity".
The report also noted that there is no statistical evidence that 'ethnicity' determines the educational attainment of higher education students:

The latest Civitas study was undertaken before another prominent incident at Cambridge University, with dons rejecting 'authoritarian guidelines' from the university that decreed opinions should be "respectful of the diverse identities of others".
Academics instead said they will promote 'tolerance' of differing opinions, and are backing amendments to make it more difficult for public speakers to be 'no-platformed' based on their beliefs and opinions.
In one particular incident, some students at Clare College, Cambridge, attempted to get a city councillor (who is also a porter at the college) fired for refusing to support a pro-trans motion.
The decimation of free speech at universities has become so severe that the Education Secretary Gavin Williamson announced earlier this year that stamping out 'no platforming' was a top priority.

A government-funded sex education "toolkit" including a game where children roll a 'body parts' dice and discuss sexual acts has raised concerns over the sexualisation of young people.
Produced by the Proud Trust, the toolkit has dice featuring words including "anus", "vulva", "penis", "hands and fingers", and "mouth", and orders children to talk through the sexual activities it would be possible to carry out using two body parts.
In the pack, teachers are told "not all combinations will be easy to discuss and some might seem impossible", but that "the aim is to get people talking and to limit assumptions about what kind of sex people have", according to documents seen by The Times.
"Every combination is worthy of a conversation!" it claims.
An LGBT charity which claims to be a "life saving and life enhancing organisation", the Proud Trust promotes the toolkit, titled Sexuality aGender v2 as designed for ages 13+ and "for use in secondary schools, colleges and other youth settings".

On its website, the Proud Trust also boasts that the kit "is "a fully planned out and resourced four lesson/session pack" that helps schools meet their "statutory requirements to deliver LGBT+ inclusive RSE" (relationships and sex education).
Sexuality aGender v2 was produced after the so-called charity was handed £99,960 from the government's Tampon Tax Fund, which is supposed to award the money collected from tax on women's sanitary products to projects aimed at helping disadvantaged women and girls. The Times reported that the contents of the pack have raised concerns.
Speaking to the newspaper, a spokesman for Safe Schools Alliance, Tanya Carter, stated: "This 'resource' clearly breaches safeguarding. The tampon tax should be used to educate girls on their rights - not prematurely sexualise them."
Tory peer Baroness Nicholson of Winterbourne wrote to the education secretary, Gavin Williamson, noting that "while the [RSE] guidelines are quite good on what they do want, they do not prohibit anything and in consequence seem to be abused".
"Abdicating responsibility to teachers only for them to abdicate it to minority interest lobby groups is surely unsatisfactory, unhealthy and unsafe," she said, adding: "It is right for the state to ensure that certain bases are covered. Unfortunately, as offered, the guidelines leave the door open for anyone to teach whatever they want at any age they consider appropriate."

An investigation into the toolkit by campaign group Transgender Trend in May revealed that "anal sex is a constant feature" of the pack, which "normalis[es] the practice" by noting a survey which found that just under one in five 16- to 25-year-olds said they had engaged in the activity in the last year.
The toolkit also demands that learners "use the phrase 'a person with a vagina' rather than 'a woman's vagina' and 'a person with a penis' rather than a 'man's penis'" so as to be sensitive to the beliefs of transgender people, according to the investigation.
Breitbart London has previously reported on World Health Organization (WHO) and UN-produced 'comprehensive sex education' guidelines, which demand countries around the world promote transgender ideology, homosexual lifestyles, and "safe access to abortion".
The material, which critics say sexualises children, also discusses the so-called sexual 'rights' of children, including that children under four should be given information about "early childhood masturbation" and "the right to explore gender identities".

Boris Johnson's top adviser Dominic Cummings has warned ministerial aides that they will be fired if any cabinet business is leaked to the press - but rather ironically, the warning itself was immediately leaked to the Telegraph.
Dominic Cummings told aides that he had a "one strike policy" on government leaks and "if you leak, you are gone," according to one insider who relayed the juicy details of the meeting to the newspaper.
But the PM's new adviser reportedly went even further, threatening that if any of the advisers tried to take him to an employment tribunal, "you will be dead to me."
Perhaps aware of the irony of the latest leaks, Cummings did not return a request for comment to the Telegraph. A Downing Street source astutely commented, however, that it "sounds like someone is breaking the one strike policy."
"There has been a very clear message to special advisers that our focus is about delivering not about swanning around," the person told the newspaper.
Cummings is a hardline Brexiteer and one of the masterminds of the 2016 Vote Leave campaign, who supports Johnson's push for Britain to exit the European Union in October, even in a 'no deal' situation.
Cummings also reportedly told aides to prepare an emergency budget for the week following the Conservative Party conference in October ahead of the UK's departure from the EU set for October 31. One source told the paper that the annual Tory gathering will be like a "no deal rally."
Johnson's predecessor Theresa May was plagued by leaks from her government. In May, former Defence Secretary Gavin Williamson was fired after reportedly leaking details of Chinese tech firm Huawei's involvement with the development of Britain's 5G network.

It's a quirk of political life that a man who once sold fireplaces for a living can be placed in charge of a nation's military and then its schools, all in a matter of months.
Headmasters, teachers and pupils have every right to be nervous, because Williamson used his brief tenure as defence secretary desperately trying to start a war. He told Russia, the world's biggest nuclear power, to "shut up and go away" before threatening to deploy an aircraft carrier off the coast of China and saying he'd be willing to use 'lethal force.'
Asking a man like that for a bit more cash for textbooks is going to be a nervy experience, especially if his famed pet tarantula is sitting on his desk at the time.
His voting record on education suggests he is very much in favour of less funding for students and making them pay higher fees, but is there a bright side for anyone in education with Williamson at the helm?
Well, kids should pay attention because there is a good chance he'll leak answers to exam questions.
British parents could see space open up in private schools if he scares off all the Russian and Chinese students.
Schools should be warm though as he can probably still get them a good deal on some heating.
And, ultimately, he will be a role model for all children who can now see that, no matter how unpopular you are, no matter how badly you screw up, no matter how low you sink, there is always a way back. Especially in the Tory party. Inspirational.

Huawei chairman Liang Hua has stated that his company would be willing to sign "no spy" agreements with governments, while vehemently denying any Chinese laws forcing companies to spy on foreign countries.
Hua said he has not met with any British government officials on this current trip to the UK but claimed his company has long-cooperated with Britain's National Criminal Intelligence Service (NCIS) and established good cybersecurity measures.
The businessman called for industry-wide, technical solutions to improve cybersecurity while calling on world governments to adopt an "evidence-based approach" to cybersecurity risks.
He denied the existence of any Chinese laws which compel companies to gather intelligence on other countries or plant backdoors in equipment installed outside of China, but added that Huawei would be willing to sign "no-spy" agreements with governments around the world, including Britain.
This echoed similar statements made by the company's vice-president for Western Europe, Tim Watkins, who said that Huawei founder Ran Zhengfei "made it clear that he has never been asked to hand over any customer data or information" adding that "he would refuse and if it was attempted to be enforced he would shut the company down."
Huawei is currently embroiled in a major scandal in the UK over whether it should be allowed to operate the country's 5G network technology amid US concerns that it could be exploited by the Chinese government for large-scale spying purposes.
At a meeting in April, the UK's National Security Council (NSC) agreed in principle to allow Huawei to supply "non core" technology. Gavin Williamson was fired from his role as defence secretary as a result of a leak from said meeting.

UK police will not probe sacked defense minister over Huawei leak
LONDON (Reuters) - British police will not investigate the sacked defense minister, Gavin Williamson, after a senior officer said the information that was leaked about Chinese telecoms company Huawei was too minor to count as a criminal offence.
Prime Minister Theresa May fired Williamson on Wednesday, despite his denials that he was to blame for a newspaper report that Britain would allow Huawei equipment to be used in part of a new 5G mobile data network.
The Daily Telegraph story, which came from a meeting of Britain's normally top-secret National Security Council (NSC), embarrassed the government and set it at odds with the United States over the next generation of communications technology.
The opposition Labour Party had called for a criminal investigation into the leak. But on Saturday, Britain's top counter-terrorism police officer rejected this.
"I am satisfied that what was disclosed did not contain information that would breach the Official Secrets Act," Metropolitan Police assistant commissioner Neil Basu said.

The US may withhold intelligence from the UK if Theresa May's government uses Chinese firm Huawei to build its next-generation mobile internet infrastructure, an American official has suggested.
"It is the United States' position that putting Huawei or any other untrustworthy vendor in any part of the 5G telecommunications network is a risk," said Robert Strayer, the deputy assistant secretary for cyber, international communications and information policy at the US state department.
"If other countries insert and allow untrusted vendors to build out and become the vendors for their 5G networks we will have to reassess the ability for us to share information and be connected with them in the ways that we are today.
"Exactly how that will be done will depend on the risk of the equipment that is put into the networks."
Mr Strayer was speaking during an online press briefing on Monday.
His remarks come in the wake of Theresa May reportedly approving plans to have the Chinese company build non-core parts of the UK's 5G communications network.
The official said that the US did not distinguish between core and non-core elements and instead believed that there was no safe level of involvement for Huawei.
"Having potentially compromised equipment and software provided by vendors in any part of that network is an unacceptable risk," he said.
"It is our position in the United States that there is no way that we can effectively mitigate the risk of having an untrustworthy vendor in the edge of the network."
Huawei's role in building the UK's 5G network has divided Westminster in recent weeks.
There are concerns about whether the technology giant poses a threat to national security.
US intelligence has suggested that Huawei is directly funded by the Chinese security services, according to The Times.
In Whitehall an inquiry is under way after details emerged of a highly secretive National Security Council meeting at which Ms May reportedly gave the green light for the Chinese company's involvement.
Multiple cabinet ministers were reported to have objected to the Huawei decision, including Jeremy Hunt, Sajid Javid, Gavin Williamson, Liam Fox and Penny Mordaunt.
They have all denied providing the details of the meeting. Cabinet ministers have been warned of the possibility of a criminal investigation into the leak.
On Monday, Jacob Rees-Mogg said the matter of the leak was trivial when compared to the issue of the Chinese company's involvement in the 5G network.
"The whole story here is not about a leak, it's about whether or not we're getting into bed with the Chinese company Huawei against the advice of the US and Australians who have decided not to," he told LBC.
"This is a fundamental issue of national security, whether somebody mentioned it in passing and leaked it is trivial in comparison."
The US has banned Huawei from its government networks and Australia and New Zealand have also placed restrictions on the company.

What does Britain have in the works for its upcoming space strategy?
WASHINGTON - For months, analysts and industry have been waiting on the release of a new space strategy for the United Kingdom, one that would lay out steps forward for the U.K.'s future in the increasingly important war-fighting domain.
But the report has yet to materialize, even after Defence Secretary Gavin Williamson pledged it would be out before the end of 2018.
So when might the document roll out?
According to Gen. Gordon Messenger, the U.K.'s vice chief of the Defence Staff, the government expects to release an interim report in the spring/summer time frame, with the final report coming later in the year, following the government's conclusion of the comprehensive spending review, which will set London's budget for several years.
As to why the document was delayed: "The reason is because we want it to have some substance," Messenger told Defense News during a recent visit to Washington.
"We just wanted to signpost a little bit more substance to industry and to our partners on where we sit in terms of space capability. And [so we paused] just to reflect a little when we were at risk of producing a very broad policy statement rather than something that might have a little bit more substance to it."
"I'm guilty of delaying it, and I think it would be difficult for us to push out anything of substance before the spending review now, to be honest," he added, opining that industry should feel more confident the document will have money attached, as it will be released after the spending review.
During the interview, Messenger outlined a few priorities for that document: first, the development of a geostationary orbit for communications to bolster the U.K.'s Skynet constellation; and second, a replacement for the capability gap that now exists after the European Union pushed Britain out of the Galileo program.
"We are examining a number of options, not all of them space-based, to look at the gap that Galileo was designed to deliver, now that we are almost certainly no longer in the Galileo program," he said. "That's quite a complex debate, but certainly has a space dimension to it."
Finally, he noted that the U.K. is looking at the "merits" of a low-Earth orbit constellation for a "variety of potential uses." That is notable, as the U.S. Defense Department is prioritizing the creation and launch of a low-Earth orbit constellation. Given close ties between the U.S. and the U.K. on defense matters, including intelligence sharing and strategic weapons, it is possible the two could find common ground on such a system.
Messenger confirmed he talked about that program while meeting with Pentagon research head Mike Griffin, the driving force behind that constellation.

What does Britain have in the works for its upcoming space strategy?
WASHINGTON - For months, analysts and industry have been waiting on the release of a new space strategy for the United Kingdom, one that would lay out steps forward for the U.K.'s future in the increasingly important war-fighting domain.
But the report has yet to materialize, even after Defence Secretary Gavin Williamson pledged it would be out before the end of 2018.
So when might the document roll out?
According to Gen. Gordon Messenger, the U.K.'s vice chief of the Defence Staff, the government expects to release an interim report in the spring/summer time frame, with the final report coming later in the year, following the government's conclusion of the comprehensive spending review, which will set London's budget for several years.
As to why the document was delayed: "The reason is because we want it to have some substance," Messenger told Defense News during a recent visit to Washington.
"We just wanted to signpost a little bit more substance to industry and to our partners on where we sit in terms of space capability. And [so we paused] just to reflect a little when we were at risk of producing a very broad policy statement rather than something that might have a little bit more substance to it."
"I'm guilty of delaying it, and I think it would be difficult for us to push out anything of substance before the spending review now, to be honest," he added, opining that industry should feel more confident the document will have money attached, as it will be released after the spending review.
During the interview, Messenger outlined a few priorities for that document: first, the development of a geostationary orbit for communications to bolster the U.K.'s Skynet constellation; and second, a replacement for the capability gap that now exists after the European Union pushed Britain out of the Galileo program.
"We are examining a number of options, not all of them space-based, to look at the gap that Galileo was designed to deliver, now that we are almost certainly no longer in the Galileo program," he said. "That's quite a complex debate, but certainly has a space dimension to it."
Finally, he noted that the U.K. is looking at the "merits" of a low-Earth orbit constellation for a "variety of potential uses." That is notable, as the U.S. Defense Department is prioritizing the creation and launch of a low-Earth orbit constellation. Given close ties between the U.S. and the U.K. on defense matters, including intelligence sharing and strategic weapons, it is possible the two could find common ground on such a system.
Messenger confirmed he talked about that program while meeting with Pentagon research head Mike Griffin, the driving force behind that constellation.

Will the UK Continue to Launch Strikes Against ISIS in Syria?
On Saturday (23 March) the Syrian Defence Force announced that ISIS' last stronghold, the small town of Baghuz on the banks of the Euphrates, had been captured. With that, ISIS' so-called Caliphate was at an end.
When British MPs voted for resolutions supporting strikes against ISIS in Iraq and Syria, these had specific aims. Firstly, in 2014, strikes were authorised to aid Iraqi security and then in 2015, to eliminate ISIS' safe haven in Syria. Now, more than four years later, Iraq has declared victory over ISIS, and the so-called 'safe haven' for ISIS has been removed
Over the weekend however, British ministers have been quick to insist that the battle goes on. In a clearly coordinated message, both British and US Defence Secretaries argued that while the caliphate is over, the ideology remains. British Defence Secretary Gavin Williamson, wrote in The Telegraph:
"We cannot say this fight is over. The terrorists are as much an evil ideology as a geographical entity. We've always known that cutting off one head of the snake could lead to others springing up elsewhere. We're painfully aware of the threat these extremists still pose whether to Iraq, the wider region or to our own shores.
And lest his intent to launch air strikes wherever deemed necessary was not clear enough, he went on:
As I said to RUSI recently, a Global Britain must to be ready to intervene, using all the hard power at our disposal to defend the international rules-based system.
Meanwhile, acting US Defence Secretary Patrick Shanahan welcomed the "critical milestone," but warned that "our work is far from complete. We will continue our work with the global coalition to deny Islamic State safe haven anywhere in the world,"
It may be true of course to say that the ideology remains and that ISIS will continue to launch attacks despite the loss of territory. However, it is far from clear whether continuing air strikes by US and British drones and other aircraft will do anything to weaken such an ideology. Likely just the opposite.
Despite some making bellicose noises, it is not clear at this point whether British drones and other aircraft will continue to launch strikes now the ISIS has lost its territory. But efforts to stretch four-year old parliamentary resolutions to legitimise air strikes against an ideology - perhaps even beyond Iraq and Syria - would be laughed at if politicians and the public were not so distracted by Brexit. Some, thankfully, are paying attention. Last month, shadow Foreign Secretary Emily Thornberry insisted in the House of Commons that MPs did not vote for an open-ended military commitment and that once ISIS has lost their territory, "the 2015 mandate for military action will need to be renewed if our engagement in Syria is going to continue."
While the US has long deemed itself to be in a global war on terrorism, the UK - along with most of the international community and international law experts - has taken a different view. Attempts by some ministers to join the US in a boundary-less war on an ideology - no matter how abhorrent - must be resisted. British drones and other aircraft should now cease launching air attacks and the UK should instead turn its attention to aiding post-conflict stabilisation and reconstruction in region.

BREXIT TENSIONS: 'Questions Raised' As 10K Foreign Troops arrive in UK for 'major exercise'
TEN Thousand foreign troops will arrive in Britain on March 30, just one day after Britain's former Brexit day.
The Government says that "The UK will boost its defensive capabilities by hosting a major international military exercise for two weeks from 30 March 2019."
But questions are being raised about the timing as tensions rise across Brexit Britannia over a perceived 'sellout' of the historic vote, that seems to have been betrayed.
More than 10,000 military personnel, 35 warships, 5 submarines and 59 aircraft and helicopters from 13 countries will take part in Exercise Joint Warrior until 11 April.
The aim of Joint Warrior is to allow the UK's Royal Navy, Army, Royal Air Force and their allies to conduct joint operations involving different forces and units and against a range of current and future threats.
Defence Secretary Gavin Williamson MP said: "The UK military is a partner of choice for its major international allies and a resolute force for peace around the world. The UK will not waver in continuing to work with its allies to protect our mutual interests."
Led by the UK, Joint Warrior allows key NATO allies to tackle complex warfare scenarios to ensure that the international community stands fit and ready to work to face any threat together.
Although run by the UK, Joint Warrior is closely aligned to NATO training aims and is included in the NATO exercise programme.
The Exercise will be controlled and directed from the Maritime Operations Centre at Scotland's largest military establishment, HM Naval Base Clyde, with a range of air, surface, sub-surface, sea control and maritime security roles being rehearsed off the West Coast of Scotland.
Air units will coordinate with maritime and land forces, exercising Intelligence, Surveillance and Reconnaissance (ISR), air defence, air mobility and attack. Aircraft will operate from RAF Lossiemouth, Prestwick and Stornoway airports as well as from RAF Leeming, RAF Coningsby, RAF Mildenhall, RAF Marham and RAF Brize Norton.
Land activity will focus on integrating with close air support at the Cape Wrath naval bombardment range and the RAF bombing range at Tain, supported by the RAF Spadeadam Electronic Warfare Training Range in Cumbria. There will be amphibious landings by Royal Marines at the MOD's Castlemartin range in Wales and possibly also in Dumfries and Galloway.
The following nations are taking part in Exercise Joint Warrior: Belgium, Canada, Denmark, Estonia, France, Germany, Italy, Latvia, Lithuania, the Netherlands, Norway, Spain, the UK and the US.
Together these allies and partner nations will deploy 10,300 armed forces personnel (at Sea 6,500 personnel, Land 3,000 personnel and Air 800 personnel)
After an initial briefing weekend at HMNB Clyde, the exercise splits its participants into two opposing Task Forces starting in the Scottish Exercise Areas (water and airspace generally to the West of Scotland, particularly The Minches). As the exercise progresses elements of the Task Forces will progress south to conduct an amphibious exercise off the South West Coast of Wales.

With a Hard Brexit Looming, UK Invites 10,000 Foreign Troops Over for Military Exercises
LONDON - As the drama over Brexit continues to reach new heights, the U.K. government has raised eyebrows by announcing that it will host 10,000 foreign troops for a massive military exercise beginning the day after Brexit had been set to take place.
The announcement of the exercise has raised the specter of a post-Brexit "martial law" scenario, given that the Theresa May-led government has been examining the possibility of declaring martial law in the country in the event of a no-deal Brexit since at least this January.
According to a government press release, the NATO-affiliated military exercise known as "Joint Warrior" will take place from March 30 until April 11 and will see the U.K. host 10,000 soldiers as well as 35 warships, five submarines, and 59 aircraft and helicopters. Thirteen countries will participate, including the United States, France and Germany, and the exercise will occur in areas spaced throughout Scotland, Wales and England.
Though the exercise has occurred for several years, its timing the day immediately after Brexit has raised concerns that the Tory government may, in fact, enact its publicly acknowledged no-deal Brexit martial-law plan despite claims from Health Secretary Matt Hancock in January that, while such an option exists, it "isn't the focus of our attention." When the exercise was announced on March 14, Brexit was set to take place March 29 but, a two-week extension having been worked out with the EU, that date was recently changed to April 12, the day immediately after the exercise is set to end.
Following the extension, Politico reported that the EU had essentially taken control of the Brexit timetable and a "no-deal" Brexit still remains the most likely option come April 12, with some EU leaders giving a Brexit deal a 10 percent chance of passing in Parliament.
Anticipating post-Brexit upheaval
The U.K. government's martial-law option for Brexit, according to a report published earlier this year by the Sunday Times, would allow government ministers to impose curfews and travel bans, confiscate private property and deploy the armed forces to any U.K. location of their choosing. The plan, according to the Times, was drafted as a means of combating "civil disobedience" that could occur following a "no-deal" Brexit.
Since it was first revealed in January, many members of Parliament have asked that the current government, and specifically Defense Minister Gavin Williamson, rule out the possibility of using martial law in the event of the U.K. leaving the EU in absence of a deal, but the May-led government has refused to rule out the possibility and it remains under consideration.
Given the existence and very real probability of the imposition of martial law following the event of a no-deal or "hard" Brexit, the timing of this massive military exercise is troubling, especially so given that the announcement was made well before the current extension, so that it would have begun on the day immediately following the March 29 date then set for Brexit. Even in light of the recent extension, the threat of post-Brexit unrest the very day that this massive foreign detail is set to wrap up its operations fails to assuage many of those concerns.
Whatever takes place on April 12, it seems clear that both the May-led government and the EU are eager to make the process as arduous as possible in order to keep other nations, like France andItaly, from listening to the sizable portion of their populations that also want out of the EU. Those that want to keep the EU together and powerful - including May, who voted Remain and has hintedthat she would do so again - wish to set an example that would chill any future efforts to exit the bloc.

News has now emerged that, far from prioritising Hedges' freedom, Britain was, in fact, close to signing a memorandum of understanding with the UAE whilst the PhD student was still detained and facing life imprisonment. The UAE's continued abuse of the rights of Emiratis and Yemenis, as well as UK citizens Ali Issa Ahmed and Andrew Neal, lays bare Britain's failure to hold its historical ally to account.
Today the UAE acts with total impunity. This would not be possible if it were not for the key role outlined for the Gulf in the current British government's post-Brexit vision of "Global Britain". The seven Emirates which now constitute the UAE were once ruled as British protectorates known as the Trucial States alongside Bahrain and Qatar; both were initially set to join the UAE, but Saudi Arabia ensured that they did not. Although the UAE has become an important international political, economic and military actor, it remains heavily dependent on Britain, the USA, and France for its security and defence; all three maintain permanent military bases there.
Britain's inertia regarding the UAE's mounting human rights abuses is entirely unjustifiable but taken within the context of its colonial past it comes as no major surprise. In 1930, Lebanese journalist Ameen Rihani wrote: "Security and peace England has brought to the Arabs of the Gulf... But what is it costing the Arabs? The Gulf should be renamed: it is neither Persian nor Arabian, it is British." Unwavering British support for their favoured rulers in the Gulf ensures British economic and strategic interests are protected, at the expense of the Khaleeji people.
Global Britain as advocated by Trade Minister Liam Fox and Defence Minister Gavin Williamson is steeped in imperial nostalgia for the East India Company and the British Raj. UK foreign policy is predominantly a tool to boost trade and protect British commercial interests. In April 2018, at the opening of the Royal Navy base in Bahrain, the need for a British military presence in the Gulf to fortify the post-Brexit project was spelled out by Williamson: "Our Armed Forces are the face of Global Britain and our presence in Bahrain will play a vital role in keeping Britain safe as well as underpinning security in the Gulf."

As Russia bolsters its efforts to secure and tap the Arctic, both the UK and the US have been vowing to meet its "challenge" - a premise that could lead to war, experts say, if their naval powers could muster the capabilities.
"It's nobody's lake," said US Admiral James Foggo in a recent interview with US media - the latest in a string of American warnings against Russia's northward push. His concern is primarily for "Arctic Council nations - of which we are a member," and which are not interested in the Northern Sea Route being exploited by adversary powers like Russia and China.
UK Defense Secretary Gavin Williamson recently joined the chorus of warnings, saying Britain would "stay vigilant to new challenges" by "sharpening our skills in sub-zero conditions, learning from longstanding allies like Norway or monitoring submarine threats with our Poseidon aircraft."
But Russia is better positioned both legally and physically to oversee the Arctic and, while still dangerous, the bellicose statements carry little weight for the reality on the ice, experts have told RT.
Bravado for domestic consumption
Williamson's promise to defend NATO's northern flank from Russia must be viewed "in the context of current UK domestic politics," believes security analyst and former UK army officer Charles Shoebridge. With Brexit just around the corner, Williamson is drumming up the Russia and China threats so that other European nations aren't "tempted to turn to the EU for its security, but must continue to rely on the US and UK through NATO."
Ultimately, he could be aiming just for political gain.

Williamson, addressing the Munich Security Conference on Friday, accused Russia of "illegal activity" on land and at sea, and called on Moscow to reset its relationship with Western countries through dialogue. Lavrov addressed the meeting on Saturday and seized the opportunity to jibe back at Williamson when asked about the security situation of the Arctic. "We want to understand what kind of mandate NATO is going to have in the Arctic," he said. "If you listen to some people like the minister of war - oh, sorry the minister of defense - of the United Kingdom then you might get an impression that nobody except NATO have the right to be anywhere," he added to laughter. It was not the first time Lavrov and Williamson have clashed verbally. Last year, after Williamson told Russia to "go away and shut up", Lavrov retorted: "Maybe he lacks education."

UK Defence Secretary Gavin Williamson has been caught at the center of a huge row with China after he threatened to send a warship to the Pacific. In response Chinese Vice Premier Hu Chunhua cancelled scheduled trade talks with Britain's finance minister Philip Hammond just "hours" after the remarks, Reuters revealed Thursday.
The talks had been set for the coming weekend, with reports specifically noting Chunhua canceled the meeting "in protest at Williamson's speech on Monday."
During those remarks the defense secretary said that the UK must "show [China] the high price of aggressive behavior." He also spoke of the British military boosting its "lethality" -however, ironically it appears Britain has actually suffered the immediate repercussions.

Statement by UK Defense Secretary Gavin Williamson
The Royal Navy should be able to "develop a reign of terror down enemy coasts", Defence Secretary Gavin Williamson said today.
During a speech outlining military spending priorities, Williamson said:
"In 1940, Winston Churchill said: "Enterprises must be prepared with specially trained troops of the Hunter class who can develop a reign of terror down enemy coasts".
Our actions mean we will deliver on Churchill's vision for our Royal Navy and for our Royal Marine commandos."
According to the National Army Museum, Churchill's quote ends by proposing a "butcher and bolt policy" of commandos behind enemy lines, "leaving a trail of German corpses behind them".
Williamson's speech was interpreted as a show of force against both Russia and China, as he said he would send the military's new aircraft carrier to the South China Sea.
The Defence Secretary also defended the concept of foreign military intervention, saying that the price of not intervening is often higher than the price of intervening.
Williamson's "reign of terror" comments are characteristic of the inflammatory language he favours. He was widely mocked when he said that "Russia should go away. It should shut up."
According to BuzzFeed News, Williamson's general use of language has angered his colleagues in the Ministry of Defence. One former adviser reportedly said:
"The shooting from the hip and choice of words has raised a few eyebrows because it's not particularly statesmanlike.
There is a tendency for some who arrive in the department to want to play with the toys and grandstand, which is something to be avoided - it's not great. The language has been a little bit alarming to those in the services."
Labour's Shadow Defence Secretary Nia Griffith also criticised Williamson's "sabre-rattling". In response to his speech, she said:
"The Conservatives have slashed the defence budget by over £9bn in real terms since 2010 and they are cutting armed forces numbers year after year.
"Instead of simply engaging in yet more sabre-rattling, Gavin Williamson should get to grips with the crisis in defence funding that is happening on his watch."
On the other hand, Campaign Against Arms Trade criticised Williamson's current planned increase in military spending instead of the cuts of the past eight years.
The anti-arms organisation also objected to Williamson's comments about increasing "lethality" and "hard power". Spokesperson Andrew Smith said:

"Certainly, it's convenient to threaten society with the so-called 'Russian threat', distracting it from the relevant internal and external problems that Great Britain faces today," the embassy said in a statement.
"Apart from that, the British minister is pursuing a very particular goal with such statements: painting our country as an 'aggressor', he is trying to steadily expand the state funding of the UK's military-industrial complex."
Williamson, 42, is known for pushing Britain to reassert its role as an influential military power. He also often makes headline-grabbing bombastic statements. In September, commenting on plans to send British troops to the Arctic, he called the region the nation's "backyard."
At the end of last year, he unveiled plans to build military bases in the Far East and the Caribbean, suggesting that it will help the UK to become a "true global player" after leaving the EU.
During the tensions over the Skripal poisoning case, Williamson went on a fiery tirade against Moscow, saying that Russia should "go away and shut up."

The UK invested 100 million pounds to secure its nine new F-35s as part of a wider 425 million pound program to upgrade the RAF's capabilities. Speaking at the unveiling ceremony, RAF Chief Sir Stephen Hillier boasted that the air force was "more lethal now than we have ever been," adding that the RAF was "now prepared to deploy this capability worldwide on operations, should the need arise."
Williamson said the UK was still committed to purchasing a total of 138 F-35s in the future. For now, he said, the UK has "the capability, with nine ready to fly, nine ready to fight. We look forward to expanding that number. We see it as both a defensive and offensive weapon."

London is planning to set up new military bases in the Caribbean and in Southeast Asia after it completes the Brexit process, The Sunday Telegraph reported, citing British Secretary of State of Defence Gavin Williamson. He reportedly called Brexit "the biggest moment" for the UK since the end of the Second World War and said that it would allow London to "recast ourselves in a different way" and "play the role on the world stage that the world expects [the UK] to play".

The secretary of defence further stated that leaving the EU would allow the UK to forge deeper ties with Australia, Canada, New Zealand, as well as with Caribbean and African states.
An anonymous source close to Williamson earlier told the newspaper that new bases could be stationed in Singapore or Brunei, and on Montserrat Island or in Guyana within the next few years.
The UK currently has 15 overseas military bases, including on the Falkland Islands, in Cyprus, Canada, Gibraltar and the British Indian Ocean Territory, but British forces are due to leave their German base in 2019.

On November 20, the Daily Telegraph reported that the UK is going to increase its military support to the Kiev government. This effort will include the deployment of British troops in Ukraine and sending a British Navy ship to the country.

Since 2015, the UK has reportedly trained about 10,000 Ukrainian troops in areas such as logistics and identification of improvised explosive devices. So, British special services also provide "assistance" to their Ukrainian counterparts in the smoldering conflict in the region of Donbass.
On November 19, 2018 the Ukrainian Defense Ministry said that the US had allegedly suggested to supply two Oliver Hazard Perry-class frigates to Ukraine. These frigates were put out of commission by the US Navy in 2013-2015.
On September 27, Ukraine received two old patrol boats from the US Navy. Despite receiving them free, Ukraine will have to pay $10 million for renovations of the vessels in Baltimore, where they will remain until fall of 2019.
These developments come ahead of an expected further escalation in relations between Ukraine and Russia. The Sea of Azov is the main point of tensions between the two sides besides the region of Donbass. Over the past year, Ukraine has undertaken a series of hostile steps toward civil ships under Russian flag in the Sea of Azov. Rusisa has responded by deploying an additional coastal guards force and started checks of all ship heading towards the Ukrainian ports in the area.
According to experts, there are litlte doubts that the Kiev government will use its "boosted" naval capabilities to increase tensiosn in the Azov Sea.
Another point of escalation is a contact line between the Ukrainian Armed Forces and forces of the Donetsk and Lugansk People's Republics. Sporadic clashes and artillery duels erupt there on a cosntant basis. However, as the Ukrainian presidential election is drawing closer, the chances that the Poroshenko regime (wich lost all of its questionable popularity) will attempt to use the conflict to gain an upper hand in a political standoff with its internal opponents are growing.

British Defense Secretary Gavin Williamson has visited Ukraine and toured the eastern part of the country, where Ukrainian officials told him how they are fighting against a "Russian aggression."
Two regions of Ukraine are divided between rebel-controlled parts and those under control of the central government in Kiev. Ukrainian officials regularly host tours for foreign dignitaries to show off its military, which, Kiev insists, is fighting Russian aggression rather than its own people who rejected the 2014 armed coup in Kiev.
Defence Secretary Gavin Williamson is the latest such visitor to be snatched by hosts and brought to what can be loosely called the frontline. Gen. Sergey Naev, the commander of Ukraine's military crackdown on the rebels personally told the visiting Briton about his successes and needs and "thanked the government and the people of Britain for supporting Ukraine in her fight with the insidious enemy," as the Facebook page of his task force put it.
Hearing such things about Russia was probably appreciated by the British secretary, whose anti-Russian stance is no secret. Williamson famously told Moscow to "go away and shut up" shortly after Britain expelled 23 Russian diplomats in the aftermath of the Skripal poisoning and has been relentless in drumming up the specter of Russian aggression to secure extra taxpayer money. At least he seems to be quite happy shaking hands with Ukrainian soldiers. Or maybe it's just that manly helmet and bulletproof vest that did the trick.
Of course, visiting Ukraine must feel like a great reprieve. There pretty much any foreign official with a grudge against Russia gets a king's welcome. And Williamson doesn't even work for the International Monetary Fund, so he didn't have to twist any arms, pushing for yet another hike of gas prices or subsidy cut.
In Ukraine, the media called Williams a good friend of the country and didn't ridicule his habit of keeping a giant tarantula in the office or suggest that mounting a few big guns on a tractor is a viable alternative to buying tanks. And if his speech to the local lawmakers is interrupted by Siri, nobody would probably care - the Ukrainian parliament witnessed things much weirder.
And certainly if Williamson were to find some even more rude words about Russia, he would not be grilled for them in a live interview. He'd have a street in Kiev named after him or something.

The headline in the UK newspaper the Daily Mail on August 7 encapsulated much that is paranoid in sad modern Britain. It read "Russian warships pass through English Channel as Putin's armed forces ratchet up pressure on the Royal Navy."
Certainly, the United Kingdom is in a state of crisis; but it isn't because of any sort of military threat. The vote to leave the European Union was a major slide down the greasy pole of decline and Time magazine summed up the debacle by pointing out that:
"At heart of this political saga is the fact that the politicians leading the Brexit "Leave" campaign - Boris Johnson chief among them - never actually explained to the British public what a vote for 'Leave' entailed. The promise of Brexit was all things to all people, which is how it managed its 52- to 48-percent victory over the 'Remain' side. Then prime minister David Cameron resigned, and it fell to his successor Theresa May to figure out what Brexit actually means."
The Brexit pantomime is taking place in an era in which it is recorded that "As benefits are cut and rents soar, Britain has seen a staggering rise in homelessness: the number of rough sleepers in England alone has more than doubled since 2010. Almost 1.2 million older people in Britain, as well as another one million disabled people, are living without the social care they need for basics such as eating, dressing and washing. It's horrific: severely ill people forced to wait 14 hours to go to the toilet or wheelchair users who, with no assistant to help them cook, are now malnourished."
But this dreadful state of affairs means nothing to those who lack for nothing - which includes politicians of the governing Conservative Party who demand that more taxpayers' money must be spent on military hardware. The previous defence minister, Michael Fallon (who had to resign because he was found out to have indulged in some sexual shenanigans), told the BBC last year that "we will be adding to defence, there will be new equipment and the budget will grow every year" and the present one, Gavin Williamson (the man who said that Russia should "go away and shut up"), demanded in June that Britain increase its annual military spending by £20 billion, or about 25 billion dollars.
The strange thing about agitating to spend more money on armaments is that, apart from an indubitable terrorist menace, there is no military threat whatever to Britain. On the other hand, there is a social crisis of the most serious magnitude. As the New York Times reported in May, "the protracted campaign of budget cutting, started in 2010 by a government led by the Conservative Party, has . . . yielded a country that has grown accustomed to living with less, even as many measures of social well-being - crime rates, opioid addiction, infant mortality, childhood poverty and homelessness - point to a deteriorating quality of life."

Gavin Williamson is at it again - pointing the finger at Russia without any evidence. This time the UK Defence Secretary is accusing Moscow of being culpable for the death of a British citizen before the probe has concluded.
It is the first time that Williamson, or any UK official, has linked the Kremlin to the death of the 44-year-old woman who was poisoned by what some have alleged is the same A-234 nerve agent used to attack the Skripals.
The Defence Secretary, however, did not explicitly say if he was referring to the attack on the Skripals, the Amesbury poisoning, or both. Williamson was asked in Commons about the threat posed to the British people following Dawn Sturgess' death.
"The simple reality is that Russia has committed an attack on British soil which has seen the death of a British citizen," he replied. "That is something that I think the world will unite with us in actually condemning."
Police believe that Sturgess and her partner Charlie Rowley handled an item contaminated by the Novichok-type poison. The Amesbury couple live only a few miles from where ex-Russian double agent Sergei Skripal and his daughter Yulia were attacked in March.

He said if the UK did not have an effective army, air force and navy the country might have to 'turn to the greatest deterrence of them all'.
The Royal United Services Institute Sea Power Conference in London, Mr Williamson said: 'You do not want to be in a position where your only deterrence against threat and against aggressors is a nuclear deterrence.
'We have got to talk about deterrence being full-spectrum, right across the board.
'It is sometimes difficult to explain to people that actually investing in our armed forces is all about making sure that things do not happen.
'It is about aircraft carriers, it is about a presence in the Pacific, it is a presence in the North Atlantic, it is a presence in the Mediterranean and in the Gulf with conventional frigates and destroyers that are able to say that Britain is interested, Britain cares, Britain will protect our interests and our values.
'If we do not have that conventional deterrence and the ability to deter through conventional forces, then what we will find ourselves in is a place that none of us wish to be in and having to turn to the greatest deterrence of them all.'
Mr Williamson said last year the Royal Navy had to respond on 33 occasions to Russian vessels approaching UK waters as an example of the continuing threat.
'It goes to show the increasing aggression, the increasing assertiveness of Russia and how we have to give the right support to our Royal Navy in order to give them the tools to do the job and keep Britain safe,' he said.
The Defence Secretary said that at a time of rapid technological change, the Government needed to work with industry to ensure the forces had access to the latest developments far more quickly than at present.
'It takes 15 to 20 years-plus to procure an aircraft carrier. How many models of iPhone will have been procured and developed in that time?' he said.
'If we do not have technology and be able to use technology and bring technology into our ships, into our submarines at a much faster pace, then we will always be behind our enemies.'

Landmark Proposals to Strengthen Free Speech at UK Universities
New Free Speech Champion and registration condition for higher education providers announced
Tougher legal measures to strengthen free speech and academic freedom at universities in England have been announced by the Education Secretary today (16 February), to stamp out unlawful 'silencing' on campuses.
Following an increasing number of cases of individuals being silenced, the Education Secretary has warned of a 'chilling effect' where students and staff feel they cannot express themselves freely.
The proposed measures deliver on a manifesto commitment, and include a new free speech condition placed on higher education providers in order to be registered in England and access public funding. The regulator, the Office for Students, would have the power to impose sanctions, including financial penalties, for breaches of the condition.
The strengthened legal duties would also extend to Students Unions, which for the first time would have to take steps to ensure that lawful free speech is secured for their members and others, including visiting speakers.
In addition, a new legal measure would enable individuals to seek compensation through the courts if they suffer loss as a result of breach of the free speech duties - such as being expelled, dismissed or demoted.
Education Secretary Gavin Williamson said:
Free speech underpins our democratic society and our universities have a long and proud history of being places where students and academics can express themselves freely, challenge views and cultivate an open mind.
But I am deeply worried about the chilling effect on campuses of unacceptable silencing and censoring. That is why we must strengthen free speech in higher education, by bolstering the existing legal duties and ensuring strong, robust action is taken if these are breached.
Under the plans, the Education Secretary would also appoint a new Free Speech and Academic Freedom Champion to investigate potential infringements, such as no-platforming speakers or dismissal of academics, and higher education providers would be legally required to actively promote free speech.
The new Champion would be appointed to the board of the Office for Students and would be able to investigate potential infringements of the new registration condition on freedom of speech and academic freedom in higher education. The registration condition would work alongside strengthened legal duties on free speech and academic freedom and the Champion would also be able to recommend that the Office for Students imposes fines.
The policy paper also includes Government expectations that go beyond the minimum legal duties, setting out what universities should aspire to.
The Government will continue to work alongside the sector on guidance and further research, and the next steps for legislation will be set out in due course.
Tom Simpson, Associate Fellow at Policy Exchange, and an Associate Professor of Philosophy and Public Policy, at the Blavatnik School of Government, University of Oxford, said:
This policy paper by the Department of Education is a very welcome step towards ensuring that viewpoint diversity is protected in British universities.
As Cambridge University's recent Senate House vote shows, there is a substantial majority of academics who favour academic freedom. The problem, as Policy Exchange's research has explored, is that a very online culture allows the views of a minority to exert disproportionate influence on administrators, and to exert a chilling effect on other academics. Promoting a norm of political non-discrimination, and incentivising administrators to do what they are already legally obliged to do, is a crucial step towards ensuring a culture of free discourse in our universities.

Mr Levido grew up in Port Macquarie before working for Australian political guru Sir Lynton Crosby's office in Washington. He is also reported to have worked on campaigns for former UK Prime Minster David Cameron and most recently, helped secure Australian Prime Minister Scott Morrison's victory over Labour's Bill Shorten in May.
In October, he was drafted in to work for the Conservatives with powerful Boris Johnson aide Dominic Cummings deferring to the young Aussie on campaign matters, while he took up residence in a "god pod" of central desks in Tory HQ.
Campaign insiders said decisions were made quickly and bad ideas instantly dropped, as the party made sure not to repeat the mistakes of Theresa May's campaign in 2017.
Onward think tank director Will Tanner said Mr Levido's campaign was characterised by "discipline and grit".
The Conservative social media strategy was run with the help of two New Zealanders Sean Topham, 28, and Ben Guerin, 24, known collectively as the "meme machine", according to the New Statesman.
Their company, Topham Guerin, is just three years old and worked on Scott Morrison's victory in Australia as well as the with the young Nationals' in New Zealand. The controversial pair is famed for their ruthless approach to social media that involves producing deliberately low-tech memes to appear to the baby boomer generation, or chopping up interview footage to distort the meaning.
In the UK election, Facebook banned a Conservative Party campaign ad that distorted the words of BBC Political editor Laura Kuenssberg and News anchor Huw Edwards.
The party was also subject to complaints about using a "fact check" Twitter handle during a live debate for a Conservative Party twitter feed.

Theresa May appears set to approve Chinese participation in "non-core" elements of Britain's 5G network via Huawei, delivering a blow to the Five Eyes security alliance of Anglosphere nations, reports suggest.
The British prime minister overrode the objections of Defence Secretary Gavin Williamson, Home Secretary Sajid Javid, Foreign Secretary Jeremy Hunt, Trade Secretary Liam Fox, and International Development Secretary Penny Mordaunt at a meeting of the National Security Council to allow Huawei, an allegedly employee-owned Chinese telecoms giant, to develop "non-core" infrastructure for the 5G network, according to The Telegraph.
Digital minister Margot James has pushed back on the reports somewhat, not denying that Huawei will be involved in 5G development, but claiming that "In spite of Cabinet leaks to the contrary, final decision yet to be made on managing threats to telecoms infrastructure."
Many senior Tories are concerned that the Prime Minister's rumoured decision will deal a severe blow to the Five Eyes intelligence network, comprising the Anglosphere nations of the United Kingdom, the United States, Australia, New Zealand, and Canada.
The U.S. is keen that Five Eyes members do not involve Huawei in 5G development, as it could afford the Chinese Communist Party regime a back door to spy on their activities.
The Australian government agrees, warning that there are "serious concerns over Huawei's obligations to the Chinese government and the danger that poses to the integrity of telecommunications networks in the U.S. and elsewhere".
"There's a reason others have said no," commented Tom Tugendhat, the chair of the House of Commons foreign affairs committee.
"It is unwise to co-operate in an area of critical national infrastructure with a state that can at best be described as not always friendly."
There is a risk that the United Kingdom could be shut out if intelligence-sharing if a Huawei connection leads to it being perceived as a "weak link", potentially leaving the British more at risk from international terrorism and hostile state actions than its allies.

Ministers have come under fire from police officers and the travel industry after private messages from Matt Hancock highlighted the rapid and occasionally haphazard way in which they wrote Covid lockdown policies. Senior representatives of the police service attacked the government's handling of the pandemic after the Telegraph published messages showing the former health secretary urging ministers to "get heavy with the police" over lockdown enforcement. Officers were criticised in 2020 and 2021 for their hardline interpretation of the regulations, which involved them monitoring people with drones, fining people going for walks with cups of coffee and handing out leaflets asking why people were outside. The former chief constable of Greater Manchester police Sir Peter Fahy told BBC Radio 4's Today programme on Friday: "This [lockdown] legislation was rushed out: it was confused, with poor definitions in it, there was this constant confusion between what was legislation and what was guidance. Often it seemed ministers themselves didn't understand the impact of the legislation." He said it caused "huge resentment within policing" when "individual instances of officers trying to do their best were highlighted and misunderstood". The chair of the National Police Chiefs' Council, Martin Hewitt, criticised Hancock's use of the word "plod" in the messages, saying it was "much more a reflection on him than it is on the committed police officers and staff on the frontline protecting the country from Covid-19". Hancock also came under fire from Willie Walsh, the head of the travel industry body Iata, for another set of messages that showed him complaining about airlines and joking about people having to be quarantined in hotels on entering the UK. At one point he criticises airlines and airports for complaining about travel restrictions, and agrees when Simon Case, the Downing Street permanent secretary, calls them "horribly self-serving". Walsh, the former boss of British Airways, said: "The messages between Matt Hancock and Simon Case making light of travel lockdowns and the economic collapse of the airline industry reveal a breathtaking contempt for travellers and aviation workers."
The attacks cap a bruising week for Hancock, who is now an independent MP, having lost the Tory whip for appearing on the television show I'm a Celebrity ... Get Me Out of Here! Over the last five days the paper has revealed how Hancock's office helped arrange rapid Covid tests for a child of his Conservative colleague Jacob Rees-Mogg, how he clashed with the then education secretary, Gavin Williamson, over school lockdowns and how officials and ministers had to explain basic transmission statistics to the then prime minister, Boris Johnson. On Friday, the Telegraph published a new cache of messages showing the lengths Hancock went to during the crisis to protect and burnish his own reputation. At one point, the former health secretary asks an adviser whether he should release photographs of him on a surfing trip. At another, he shares a message from a friend who tells him the crisis could help "propel him into the next league" and "break you through in terms of public perception".

Government to target free speech "silencing" at universities

The government has drawn up plans to tackle woke curbs on free speech at Britain's universities. The measures will combat no-platforming, whereby a university guest speaker whose views are known to contradict the progressive mob is disinvited and their views silenced.
But the government's commitment to creating a new "free speech champion" goes beyond the worrying no-platforming trend and seeks to protect students and academics from censure if they express opposing views while also seeking to neutralise the repressive stigma over free speech that has spread across British academic culture.
Under the proposal, universities will be legally required to encourage freedom of speech and the Office for Students will have the power to fine attempts to restrict open expression of views.
Students and academics could also seek compensation from the courts for being silenced. Student unions, which have a reputation for hard-left views, actively promoting no-platforming and cancel culture will have a legal duty to ensure open expression of views.
The proposed measures are in response to what the Education Secretary describes as a "real and alarming threat" of the "silencing of voices and a chilling effect of censorship" in UK higher education.
Writing in the Telegraph, Gavin Williamson said: "Under this rising intolerance, students have found themselves wrongfully expelled from their courses, academics fired and others forced to live under a threat of violence. And I was shocked by the findings of a recent study by King's College London, that found a quarter of students believed violence was an acceptable response to some forms of speech."
But Williamson is confident the new laws will place Britain's grand academic heritage on a safe footing. Rounding off his op-ed he said: "Though the problems we face are undoubtedly serious, now there is real cause for optimism. We have witnessed the bravery of students, academics and leaders alike, who have stood up courageously for free speech and academic freedom in the face of vocal opposition.
"This fills me with hope that the tide is turning, and that together the Government and our higher education community can continue our longstanding tradition of respecting and protecting the right of speech and ensure our universities remain the bastions of free thought and intellectual debate, for which they have long been celebrated."
Unsurprisingly, Williamson's overdue move has received a hostile response from Student Unions, with the National Union of Students denying free speech is being curbed at all, in spite of constant reports of no-platforming while the definition of extreme has become looser and looser. In March, pro-Remain centre-right Conservative MP Amber Rudd was no-platformed at Oxford University.
"Students' unions are committed to freedom of expression and are the very home of rigorous debate and new ideas," responded the National Union of Students vice-president for higher education, Hillary Gyebi-Ababio.
"There is no evidence of a freedom of expression crisis on campus, and students' unions are constantly taking positive steps to help facilitate the thousands of events that take place each year."
Moderate voices are pleased with the government's intervention. Echoing the Education Secretary's concern for the future of British academic life, for which the questioning of dogmatic views is fundamental, Tom Simpson, a professor of philosophy at Oxford University and an associate fellow at centrist think tank, Policy Exchange said that a "very online culture" meant that a minority were overly influential and able to "exert a chilling effect on other academics".

Defence Secretary Gavin Williamson has been sacked following an investigation into the leak of information from the National Security Council.
A statement said Theresa May's decision was "informed by his conduct", following an inquiry into the leak.
She had "lost confidence in his ability to serve" in his role, No 10 said.
The inquiry followed reports that ministers had raised concerns over a plan to allow Huawei limited access to help build the UK's new 5G network.
Mr Williamson has been defence secretary - his first cabinet role - since 2017 in the wake of Sir Michael Fallon's sudden resignation.
The inquiry into the National Security Council leak began after a Daily Telegraph report on warnings within cabinet about possible risks to national security over a deal with Huawei.

The National Security Council (NSC) is made up of senior cabinet ministers and its weekly meetings are chaired by the prime minister, with other ministers, officials and senior figures from the armed forces and intelligence agencies invited when needed.
It is a forum where secret intelligence can be shared by GCHQ, MI6 and MI5 with ministers, all of whom have signed the Official Secrets Act.
There has been no formal confirmation of Huawei's role in the 5G network and No 10 said a final decision would be made at the end of spring.
Huawei has denied there is any risk of spying or sabotage, or that it is controlled by the Chinese government.

Fighter jets were scrambled from an RAF station in Scotland after Russian military aircraft flew close to UK airspace.
The Ministry of Defence (MoD) said the Typhoon jets involved were from RAF Lossiemouth in Moray.
The Typhoons later returned from over the North Sea to Lossiemouth.
