Italy wants to sign Belt and Road deal to help exports - deputy PM
MILAN (Reuters) - Italy wants to join China's giant "Belt and Road" infrastructure plan to boost Italian exports, not to strengthen political ties with the Asian giant, Deputy Prime Minister Luigi Di Maio said on Sunday.
Di Maio was responding to U.S. concerns at the prospect of a key ally supporting the Chinese initiative. A spokesman for the White House's group of national security advisers, Garrett Marquis, on Saturday called the Chinese venture a "vanity project" that Italy should steer clear of.
The "Belt and Road Initiative" (BRI), championed by Chinese President Xi Jinping, aims to link China by sea and land with southeast and central Asia, the Middle East, Europe and Africa, through an infrastructure network on the lines of the ancient Silk Road.
Aside from boosting trade and investment, Xi aims to advance exchanges in areas such as science, technology and culture.
"I have heard the alarm being raised from the United States yesterday about this deal on the Silk Road that Italy wants to sign with China," Di Maio said at an event organised by supporters of his ruling 5-Star Movement.

Marco Rubio Rips Italy for 'Desire to Curry Favor with Chinese'
Sen. Marco Rubio (R-FL) is speaking out about Italy's reported willingness to sign onto the People's Republic of China's Belt and Road Initiative, telling Breitbart News that reports of the Italians' openness to joining the Communist Party of China program is "stunningly naive."
Rubio's comments come in the wake of reports that Italy is signing onto the Belt and Road Initiative of Chinese president Xi Jinping later this month, which would make Italy the first G-7 nation to join the program.
"Italy's reported desire to curry favor with the Communist Chinese government by endorsing the 'Belt and Road Initiative' is stunningly naive," Rubio told Breitbart News. "China's goal is simple - undermine foreign competition by stealing intellectual property and trade secrets, and artificially propping up Chinese state-directed actors at the expense of its trading 'partners'. As we in the U.S. are learning, the long-term economic and national security risks far outweigh any increases in Chinese foreign investment or increased exports to China. Until the Chinese government fundamentally alters its goals and methods, the U.S. and its allies should remain wary of tighter economic engagement."
China's Belt and Road Initiative is an effort by Beijing to build economic, cultural, and political influence through Eurasia, across mainland Asia into the Middle East, Africa, and Europe. The Financial Times broke the news of Italy's reported desire to agree to China's plans, quoting Michele Geraci-an undersecretary in Italy's economic development industry-as saying that Rome intended to sign a memorandum of understanding with Beijing soon about the program.
"The negotiation is not over yet, but it is possible that it will be concluded in time for [Xi's] visit," Geraci said, per the Financial Times. "We want to make sure that 'Made in Italy' products can have more success in terms of export volume to China, which is the fastest-growing market in the world."
White House officials are not pleased with Italy's planned move.
"We view BRI as a 'made by China, for China' initiative," White House National Security Council spokesman Garrett Marquis told the Financial Times. "We are sceptical that the Italian government's endorsement will bring any sustained economic benefits to the Italian people, and it may end up harming Italy's global reputation in the long run."

Critics of the BRI have also emerged within the Italian government. Hours after the FT first reported the dispute between Washington and Rome, Guglielmo Picchi, undersecretary of state for foreign affairs and international co-operation and an MP from the coalition's far-right League party called for "further reflection" within the government.
"Right now, I don't think we should proceed with the signature," Mr Picchi wrote on Twitter. Mr Picchi declined to comment further.
Geopolitically along the Asian Pacific Rim, this could also spell bigger trouble for the west and be even more of a boon for China than just being able to claim a G-7 European power as one of its Belt and Road Initiative signers. The democracy on Taiwan's continued independence despite claims by the mainland Chinese Communists to sovereignty over Taiwan largely depends on continued relations with the Vatican, which is in Rome. The Vatican is one of a few nations worldwide, and perhaps the most powerful, that officially conducts diplomacy with Taiwan and not with Beijing. Beijing has refused to negotiate with countries that have official diplomatic ties with Taipei, Taiwan, and the Vatican for generations.

Italy joining China's new Silk Road raises eyebrows in Washington
Italy is planning to formally back China's multi-trillion-dollar Belt and Road Initiative (BRI). It would become the first G7 nation to join the ambitious project which promises to significantly boost global trade.
Rome is preparing to sign a memorandum of understanding to officially support the project, championed by Chinese President Xi Jinping, by the end of March, according to Michele Geraci, undersecretary in Italy's Ministry of Economic Development as quoted by FT.
"The negotiation is not over yet, but it is possible that it will be concluded in time for Xi's visit," Geraci told the media.
"We want to make sure that 'Made in Italy' products can have more success in terms of export volume to China, which is the fastest-growing market in the world."
The Chinese leader is expected to pay an official visit to Italy on March 22. After that Xi Jinping will reportedly head to France and ultimately the US for further negotiations to resolve the current trade stand-off between Beijing and Washington.
Italy's move has not been received well in Washington. The project, known as the new Silk Road, will not help Italy economically and may significantly damage the country's international image, according to the White House.
"We are skeptical that the Italian government's endorsement will bring any sustained economic benefits to the Italian people, and it may end up harming Italy's global reputation in the long run," National Security Council spokesman Garrett Marquis told the media.
The Belt and Road Initiative is expected to provide effective connectivity and boost China's cooperation with more than 80 countries in Southeast and Central Asia, the Middle East, Europe and Africa via various infrastructure projects on the lines of the old Silk Road. The project promises to significantly boost global trade, cutting trading costs by half for the countries involved.

Bolton Leaving Turkey After Erdogan Rejects Meeting Request
TEHRAN (FNA)- US President Donald Trump's National Security Adviser John Bolton is preparing to leave Ankara after Turkey's President Recep Tayyip Erdogan denied his requested meeting.
Erdogan earlier in the day slammed statements Bolton made that Washington's condition for a troop withdrawal from Syria is that Turkey protects the PKK's Syrian affiliate People's Protection Units (YPG), Daily Sabah reported.
Commenting on the development, Erdogan told reporters that Presidential Adviser Ibrahim Kalin is Bolton's Turkish counterpart. The two held a meeting on Syria at the Presidential Complex in Ankara earlier on Tuesday.
Erdogan said at the Justice and Development (AK Party) Party's parliamentary group meeting on Tuesday morning that Bolton's comments on the YPG were unacceptable, and that Turkey could not accept the US' stated condition.
Bolton stated on Sunday that the US military withdrawal from Northeastern Syria is conditioned on defeating the remnants of Daesh terrorist group, and on Turkey assuring the safety of fighters allied with the United States - the Syrian Democratic Forces (SDF), which is dominated by the YPG terrorists.
Bolton and Kalin had a productive discussion regarding the United States' decision to withdraw from Syria, Spokesperson for the US National Security Council Garrett Marquis said after the meeting on Tuesday morning.
Marquis added in a statement that the two sides had identified further issues for dialogue and that the US looks forward to ongoing military-to-military consultations.
US Chairman of the Joint Chiefs of Staff Gen. Joseph Dunford and James Jeffrey, the US Special Representative for Syria and the Special Envoy for the Anti-Daesh Coalition, also attended the meeting that lasted a little over two hours.

Putin pressed Trump for talks on arms control: report
Russian President Vladimir Putin reportedly pressed President Trump to agree to bilateral talks on arms control during their two-hour private meeting in Helsinki last month.
Politico reported that a leaked Russian document it obtained contains a list of topics for negotiation that a source said Putin brought to his one-on-one meeting with Trump.
The proposals include cooperation on nuclear arms and weapons limits, two topics that Russia and the U.S. have frequently discussed during diplomatic interactions.
"This is, 'We want to get out of the dog house and engage with the U.S. on a broad range of security issues,' " the unidentified source told Politico.
Trump's meeting with the Russian president has been shrouded in mystery, with top Trump administration officials admitting they do not know what was discussed. In the weeks after the controversial Helsinki summit, multiple lawmakers called for the only other American in the room, the interpreter, to testify about what she had heard.
Trump faced intense bipartisan backlash after his joint press conference with Putin after their meeting, during which he downplayed Russian interference in U.S. elections and appeared to cast doubt on the U.S. intelligence community's conclusions. He said he didn't see any reason why Russia "would" have hacked the 2016 election.
Though he partially walked back the comments several days later, insisting he meant to say "wouldn't," lawmakers have continued to express concern over what he might have promised Putin during the meeting.
The proposal obtained by Politico reportedly does not mention cooperation between the two countries in Syria, a topic Putin introduced during the press conference as a starting point for bilateral agreements.
Russia's ambassador to the United States last month said Trump made "important verbal agreements" with Putin during their private conversation, and a Russian Foreign Ministry spokeswoman told reporters that the Kremlin has already started to implement undefined agreements from the summit.
Top Trump administration officials, including press secretary Sarah Huckabee Sanders and State Department spokeswoman Heather Nauert, have remained vague when answering questions about what Trump and Putin talked about.
Though the White House declined to comment on the document obtained by Politico, National Security Council spokesman Garrett Marquis said Trump and Putin did not exchange written proposals.
"During the historic meeting between President Trump and President Putin, the two leaders discussed a range of subjects, including our nuclear arsenals, which when combined account for roughly 90 percent of all nuclear weapons," Marquis told Politico.
"There were no commitments to undertake any action, beyond agreement that both sides should continue discussions," Marquis said. "The President did not receive any written proposals from President Putin, and the President did not provide any written proposals to President Putin."

Putin Offered Trump to Revive Arms Control in Helsinki Talks - Reports
A list of proposed topics for negotiation, not previously made public, offers new insights into the substance of the July 16 summit between presidents Vladimir Putin and Donald Trump.
During their meeting in Helsinki last month, Russia's President Vladimir Putin presented his US counterpart Donald Trump with a series of concrete initiatives on disarmament, nuclear arms control and a proposed ban on weapons in space, the newspaper Politico wrote on Thursday citing the English translation of a Russian document containing the proposals Putin made to Trump during their July 16 dialogue.
According to the newspaper, the Russian proposals include a five-year extension for the so-called New START Treaty on limiting nuclear arms which was signed by Putin and then-President Barack Obama in 2010 and later ratified by the Russian parliament and the US Senate.
The document also addresses rising tensions in Eastern Europe, proposing that Washington and Moscow "take measures in order to prevent incidents while conducting military activities in Europe, as well as to increase trust and transparency in the military sphere."
It also calls on the two sides to "initiate expert consultations to identify destabilizing kinds of arms, to take them into account in the arms control mechanism."
Reviving Dialogue
According to Politico, the document proposes "strategic stability" consultations, led by the two countries' deputy foreign ministers to tackle a host of thorny issues.
It also recommends dialogue in the so-called 2+2 format between the US Secretaries of State and Defense and their Russian counterparts, as well as meetings between the heads of the US and Russian armed forces.

The newspaper also quoted John Rood, undersecretary of defense for policy, as writing in July that "we're in the process of trying to arrange a period of time, a date and a place, to meet to have strategic stability talks."
He added that the talks would ideally involve "clear understandings of how we regard nuclear doctrine."
