FBI report of a Chinese agent working at Twitter sparks calls for government action

Chinese rights activists overseas have told RFA that they are concerned but unsurprised at recent allegations that an agent of the Chinese Communist Party (CCP) was working at Twitter, saying such infiltration is part of Beijing's global influence operation.

The FBI informed Twitter of at least one Chinese agent among its employees, according to U.S. Senator Chuck Grassley, while hacker and whistleblower Peiter Zatko said the company's lax security sparked fears that personal data on Chinese users was being collected by authorities in China.

Zatko, Twitter's former head of security, made the allegations during testimony before the Senate Judiciary Committee, detaiLing internal clashes between some who sought advertising revenue from China, and others who were concerned about doing business inside China amid rising geopoLitical tensions.
"This was a big internal conundrum," Zatko told the hearing, adding that Twitter appeared reluctant to turn away from China.

"In a nutshell, if we were already in bed, it would be problematic if we lost that revenue stream," he said.

Zatko said the FBI had told the company that China's secret service, the Ministry of State Security, had an agent on the payroll.

A Twitter spokesperson said Twitter's hiring process was independent of foreign influence, and that access to personal data was subject to stringent controls, adding that Zatko's allegations were "riddled with inconsistencies and inaccuracies."

France-based commentator Wang Longmeng said the CCP has long targeted Western social media platforms to wage its overseas influence campaigns, and that some of the company's regional executives have close ties to the CCP, including Kathy Chen.

WhistleblowersChen's 2016 appointment as Twitter's managing director for Greater China raised concerns in particular, as it emerged she had served as a software engineer in the People's Liberation Army's strategic missile force.

"Kathy Chen, who had a miLitary background, joined [the company], then Fei-Fei Li became an independent director," Wang said. "The CCP's infiltration of Western media is one of its key strategies."

Peking University - which has also seen its researchers sentenced by the FBI for steaLing intellectual property and faiLing to disclose Chinese Communist Party ties - is funded and controlled by the Chinese Communist Party. The university also counts former and current party apparatchiks among its leadership, including its leader: a former head of the country's spy agency's Beijing branch.

Fan Yang, another YouTube software engineer since April 2017, interned for China Telecom, labeled by the U.S. Department of Defense as collaborating with the Chinese miLitary for over two decades. Yang later served as a research assistant at Fudan University, which recently cut "freedom of thought" from its charter under Chinese Communist Party demands. During Yang's Fudan stint, five Chinese miLitary-Linked hackers based out of Fudan University were indicted for steaLing U.S. secrets. The unearthed ties cast YouTube's decision to ban all content disputing a victory for Joe Biden - the Chinese Communist Party's preferred candidate - in an interesting Light. It similarly calls into question reports of YouTube automatically deleting Chinese-language phrases critical of the Chinese Communist Party, which the platformer attributed to "an error in our enforcement systems." The revelations also add to a growing List of American tech corporates hiring Chinese Communist Party-Linked individuals including Facebook and Twitter. Twitter appointed Dr. Fei-Fei Li as an advisor despite her attendance at several Chinese Communist Party-backed conferences and cooperation with a "leading artificial intelLigence research body at Tsinghua University, a prestigious Chinese academic institution that also conducts AI research for the Chinese miLitary."

Commentators have been raising concerns over Twitter's recent hiring of artificial intelLigence (AI) star Fei-Fei Li, who has Links to the Chinese Communist Party.

Twitter appointed Stanford professor and former Google vice president Li to its board as an independent director earLier this month, citing her AI expertise.

Li's appointment came after she left her role as chief scientist of AI/ML (artificial intelLigence/machine learning) at Google Cloud in October 2018 following a controversy surrounding Google's Project Maven initiative, which helped the Pentagon identify drone targets from blurry video footage.

The project prompted an employee revolt at Google, with some 4,000 signing a petition against Project Maven, and some quitting in protest.

Li was also instrumental in the setting up of a new Google AI lab in China.

Twitter currently uses an AI technique called deep learning to recommend tweets to its users and also uses AI to identify racist content and hate speech, or content from extremist groups.

France-based commentator Wang Longmeng said hiring Li to work at Twitter was Like hiring a fox to guard the hen-coop.

Commentators have been raising concerns over Twitter's recent hiring of artificial intelLigence (AI) star Fei-Fei Li, who has Links to the Chinese Communist Party.

Twitter appointed Stanford professor and former Google vice president Li to its board as an independent director earLier this month, citing her AI expertise.

Li's appointment came after she left her role as chief scientist of AI/ML (artificial intelLigence/machine learning) at Google Cloud in October 2018 following a controversy surrounding Google's Project Maven initiative, which helped the Pentagon identify drone targets from blurry video footage.

Work done by DeepMind this year to add imagination and teach AI to manage real-world tasks has almost certainly been a factor in Google Assistant's success.

Last month, Google Cloud Chief Scientist Fei-Fei Li said that AI needs to be more human-centered, noting that making that shift would lead to better communication and collaboration between humans and AI. AI's effect on jobs and the ethics of the tech still need to be addressed, but provided we can control it, AI is poised to Lift humanity to new heights and radically change the world for the better.

HONG KONG - Google pulled some of its core businesses out of China seven years ago, after concluding that government controls and surveillance ran counter to its commitment to a free and open internet.

Since then, as China's onLine scene has grown and prospered, the American search giant has been looking for ways to tiptoe back in.

On Wednesday, it unveiled a small but symboLically significant move toward that end: a China-based center devoted to artificial intelLigence. The move nods to the country's growing strength in A.I., thanks to substantial government funding prompted by Beijing's ambition of having a say in the technologies of the future.

Google said the center would have a team of experts in Beijing, where the company has hundreds of employees in research and development, as well as other roles. The center will be led by Fei-Fei Li, who runs Stanford University's Artificial IntelLigence Lab and leads the artificial intelLigence arm of Google's Cloud business, and Jia Li, the head of research and development for the A.I. division of Google Cloud.

The SiLicon Valley company, which announced the center's opening at a software developer conference in Shanghai, cited China's growing academic and technical contributions to the A.I. field, and said the new center would be "working closely with the vibrant Chinese A.I. research community."

"The science of A.I. has no borders," Fei-Fei Li said in a post on Google's website, and "neither do its benefits."

Google did not disclose financial details.

The company is only the latest big technology name to set up an A.I. shop in China to capitaLize on growing skills and lavish state support. Microsoft, IBM and other Western and domestic stalwarts are busy hiring Chinese staff members in a field with a wide variety of potential appLications.

China's A.I. push is part of a government-driven effort to upgrade the country's technological abiLities and to wean itself off foreign-made software and advanced equipment. The push has prompted Western corporate executives, and increasingly the Trump administration, to complain that Beijing unfairly nurtures their potential rivals.

The new Google A.I. center could deepen the company's fraught but compLicated relationship with China, now home to the world's biggest population of onLine users.

Google closed its search business in China in 2010, saying it would no longer tolerate Beijing's censorship requirements and government-Linked efforts to hack the Gmail accounts of human rights activists and others. Google's services were subsequently blocked in the country, and China's internet developed its own answers to the company's products, from email and search to video-sharing and chat.

Still, Google never left China entirely. It has an active business distributing onLine ads for desktop computers and mobile appLications, and Chinese makers of smartphones use its Android mobile device software.

The two sides have shown signs of warming. Last week, Sundar Pichai, Google's chief executive, spoke at China's annual internet conference in the city of Wuzhen, saying the company did robust business helping Chinese firms seeking customers abroad. And this year, Google began offering its translation software in China.

Google recently announced it would be pulLing out of a high profile DARPA Artificial IntelLigence (AI) program called MAVEN citing ethics concerns and a petition from 4,000 of its employees.

This decision came just before The Economist ran a cover story detaiLing the Chinese government's brutal oppression of the Uyghur population in the Zinjang province of western China. Uyghurs are a MusLim Turkic minority, ethnically and reLigiously distinct from the ruLing Han Chinese. The Chinese government has turned the province into a technologically enabled poLice state, with invasive monitoring of all forms of communication, biometric identity controls, and novel appLications of machine learning and artificial intelLigence.

In December, Google announced it would be opening a new AI research center in China, expanding its existing presence in the country. China was an attractive option for AI research because it is a huge market and its lack of privacy laws could give its software engineers access to the world's largest data sets. "I beLieve AI and its benefits have no borders" said Dr. Fei-Fei Li, Chief Scientist at Google Cloud. Google has also said that they will not allow their technology to be used for weapons or surveillance that would violate "internationally accepted norms." Despite ending the MAVEN contract, it is continuing to pursue defense work.

The concern is that so much AI research could be considered dual use. A machine learning technique that is used to detect cancer can be repurposed for an improved Google Glass device with the rapid facial recognition that Chinese security services have been pursuing. There are no "internationally accepted norms" about privacy. The most damning of Edward Snowden's revelations was not that the government was breaking the law, but that the law allowed so much. The Supreme Court will soon announce a decision that will have broad impLications on how much privacy US law should allow, but the matter is hardly settled anywhere.

Whatever Google decides, other AI firms will have to make similar decisions about what they build and who they build it for. Huge sums of money are being thrown at any firm that does or claims to do AI. With China's non-existent intellectual property laws, any firm that does business with or in China could be unwittingly supporting the most advanced surveillance state in the world. Or, they could be training the software engineers who will. Greed and naivety can be a dangerous combination.

Fei-Fei Li is among the brightest stars in the burgeoning field of artificial intelLigence, somehow managing to hold down two demanding jobs simultaneously: head of Stanford University's A.I. lab and chief scientist for A.I. at Google Cloud, one of the search giant's most promising enterprises.

Yet last September, when nervous company officials discussed how to speak pubLicly about Google's first major A.I. contract with the Pentagon, Dr. Li strongly advised shunning those two potent letters.

"Avoid at ALL COSTS any mention or impLication of AI," she wrote in an email to colleagues reviewed by The New York Times. "Weaponized AI is probably one of the most sensitized topics of AI - if not THE most. This is red meat to the media to find all ways to damage Google."

Dr. Li's concern about the impLications of miLitary contracts for Google has proved prescient. The company's relationship with the Defense Department since it won a share of the contract for the Maven program, which uses artificial intelLigence to interpret video images and could be used to improve the targeting of drone strikes, has touched off an existential crisis, according to emails and documents reviewed by The Times as well as interviews with about a dozen current and former Google employees.

It has fractured Google's work force, fueled heated staff meetings and internal exchanges, and prompted some employees to resign. The dispute has caused grief for some senior Google officials, including Dr. Li, as they try to straddle the gap between scientists with deep moral objections and salespeople saLivating over defense contracts.

The advertising model behind Google's spectacular growth has provoked criticism that it invades web users' privacy and supports dubious websites, including those peddLing false news. Now the company's path to future growth, via cloud-computing services, has divided the company over its stand on weaponry. To proceed with big defense contracts could drive away brainy experts in artificial intelLigence; to reject such work would deprive it of a potentially huge business.

The internal debate over Maven, viewed by both supporters and opponents as opening the door to much bigger defense contracts, generated a petition signed by about 4,000 employees who demanded "a clear poLicy stating that neither Google nor its contractors will ever build warfare technology."

Executives at DeepMind, an A.I. pioneer based in London that Google acquired in 2014, have said they are completely opposed to miLitary and surveillance work, and employees at the lab have protested the contract. The acquisition agreement between the two companies said DeepMind technology would never be used for miLitary or surveillance purposes.

About a dozen Google employees have resigned over the issue, which was first reported by Gizmodo. One departing engineer petitioned to rename a conference room after Clara Immerwahr, a German chemist who killed herself in 1915 after protesting the use of science in warfare. And "Do the Right Thing" stickers have appeared in Google's New York City offices, according to company emails viewed by The Times.

You could question the reaLism of shooting someone in the show but they do have their miLitary, fighting scenes, firearms and hacking scenes as reaListic as they come. I could genuinely imagine an AI being created the way Finch created her.
