Libyan Defense Ministry issues arrest warrant against Bashagha
Libya's Defense Ministry's Military Prosecutor's Office issued an arrest warrant for Tobruk parliament-appointed Prime Minister Fathi Bashagha, following deadly clashes in Tripoli, the worst in the capital since a landmark 2020 ceasefire, which sparked fears of a major new conflict.
The prosecutor's office issued a written request for the arrest of Bashagha addressed to the police, intelligence services, as well as all security services in the country.
The warrant also ordered the arrest of Bashagha's key ally, Maj. Gen. Osama Al-Juwaili, the former head of the Tripoli-based military intelligence service; Bashagha's Minister of Health and government spokesperson, Othman Abdel-Jalil; and Mohammad Sowan, Libya's Democratic Party chairman.
In response, Bashagha blamed the clashes in Tripoli on Libyan Prime Minister Abdul Hamid Dbeibah and government officials.
"Under the orders of their leader, Dbeibah, caused security chaos in Tripoli, and they are held responsible for the repercussions due to their obsession with money and power," he added.
Bashagha accused Dbeibah of "exploiting state resources to form and back armed groups that consolidate his power by force."
Libya's rival premiers on Sunday have also exchanged accusations over the deadly clashes in Tripoli.
The Libyan Health Ministry said 32 people were killed and 159 were wounded during the fighting between rival armed groups which began overnight Friday and continued into Saturday, setting buildings on fire and damaging several hospitals.
The fighting came after months of mounting tensions between backers of Abdulhamid Dbeibah and Fathi Bashagha, whose administrations are fighting for control of the oil-rich North African country.
Dbeibah, whose government was installed in Tripoli in the country's west as part of a United Nations-led peace process last year, accused his rivals of responding to "foreign agendas".
Local media and experts said Bashagha had failed in what was his second attempt to dislodge his rival from the capital in three months.
In a video address late Sunday, Dbeibah lashed out at "criminals" and "putschists" who "waged war on the capital with tanks and heavy weapons."
He vowed to "go after all those involved" and to relocate the headquarters of some armed groups outside the city center.
Earlier, Bashagha, who was appointed by Libya's eastern-based parliament this year, held Dbeibah and "his ruling family and his armed gangs" responsible for "the blood that flowed" in Tripoli, accusing them of wanting to cling onto power "at any cost."
Bashagha, a former Interior Minister, is backed by powerful eastern military chief Khalifa Haftar, whose 2019 attempt to seize the capital by force turned into a year-long conflict.
Dbeibah has refused to cede power on the grounds that the next administration should be the product of elections.
A cautious calm
Libya plunged into chaos following the 2011 overthrow and killing of Muammar Gaddafi in a NATO-backed uprising, with a myriad of armed groups and foreign powers moving to fill the power vacuum.
A cautious calm had set in by Saturday evening, an AFP correspondent reported. Flights resumed and shops re-opened on Sunday.
Bashagha had initially ruled out the use of violence to take power in Tripoli but subsequently hinted that he could resort to force.
Certain armed groups, seen as neutral in the latest crisis, returned to support Dbeibah this weekend to push back Bashagha.
The public prosecutor on Sunday asked the head of passports to issue travel bans against Bashagha, some of his ministers, and a former military intelligence official, according to a letter carried by local media.
Dbeibah said earlier Sunday he would create two committees to survey the damage from the fighting.

32 Killed In Libya's Tripoli Clashes, Competing Prime Ministers De-Escalate
On August 28, tensions came to an end in Tripoli as forces loyal to Fathi Bashagha, the interim prime minister of Libya, withdrew from the outskirts of the capital.
The forces withdrew from the April 7 Camp and Bawabat al-Jibs in southern Tripoli. Forces supporting Abdul Hamid Dbeibeh, head of the Tripoli-based Government of National Unity, quickly took back both areas.
The surprise withdrawal came following unconfirmed reports of Turkish drone strikes on forces led by Bashagha's ally Major General Osama al-Juwaili. The forces returned to their previous positions in Bab al-Azizia to the south of Tripoli.
Bashagha forces advanced towards Tripoli in response to clashes between local armed factions in the capital. The fierce clashes, which saw the use of heavy weapons, ended after claiming the lives of 32 people and wounding more than 160 others.
The Libyan government crisis began in February, when Bashagha was selected as prime minister-designate by the eastern-based Libyan House of Representatives. Back then, Dbeibeh, rejected Bashagha's appointment as prime minister, stating that he will only hand power after a national election.
The crisis reached its peak earlier this week, when Bashagha reiterated his desire to "enter Tripoli, peacefully, in order to prevent blood shed." Dbeibeh responded by placing his forces in the capital on high alert.
Now, Bashagha and Dbeibeh are reportedly heading to indirect negotiations. However, there are no guarantees that the talks between the two leaders will be successful.
In spite of their previous disagreement, Field Marshal Khalifa Haftar, Commander-in-Chief of the Libyan National Army, is currently backing Bashagha's claim to the prime minister position. Meanwhile, Turkey is trying to stay neutral as both leaders are considered to be of its close allies in Libya.
Oil-rich Libya has been unstable ever since NATO intervened to overthrow the regime of Muammar Gaddafi in 2011, under the pretext of supporting freedom, democracy and human rights.

On Saturday evening, a major militant group based in Tripoli assaulted a rival base, using small arms, machine guns, and mortars.
Libyan military sources confirmed Saturday that the forces of Major-General Salem Jeha, loyal to the Libyan designate-government headed by Fathi Bashagha, are approaching the eastern entrance of the Libyan capital, Tripoli, and are ready to march in.
The sources told Sputnik that since the early morning hours, the forces have been moving with all military might, with its weapons and vehicles, heading from Misrata to Tripoli, the capital, and will not stop until they reach it.
The sources added that if the forces are attacked, they will deal with the fire source.
On the other hand, a Libyan military source in Misrata confirmed that the "Himayat Al-Dustoor" forces, - or, what translates to "Constitution Protection" forces - loyal to the National Unity Government headed by Abdel Hamid Dbeibah, are preparing to deploy towards Tripoli and close the coastal road.

Intense fighting between rival militant groups has left at least 12 dead and almost 90 injured, officials say
Intense fighting broke out in the Libyan capital of Tripoli on Saturday night. The city has since been engulfed by violence, according to witnesses cited by international media. The violence has claimed the lives of at least 12 people, the Tripoli-based Libyan Health Ministry said, calling it "preliminary" figures. It is also unclear whether those killed were combatants or civilians.
The fighting has also left at least 87 people injured, the ministry added. Photos and videos that surfaced on social media show plumes of black smoke billowing over the city as armed personnel and military hardware moved through its streets. Several videos also purportedly showed residential buildings being hit by artillery fire. Shooting and blasts could be heard on some videos.
Some media already described the fighting as the worst in two years, during which the war-torn nation has seen relative peace. Two governments - the Tripoli-based Government of National Unity (GNU) under Prime Minister Abdulhamid al-Dbeibah and its rival administration led by Fathi Bashagha supported by the Libyan parliament based in the eastern city of Tobruk - are still vying for power in the country.
Clashes erupted on Saturday night as one of the major Trlipoli-based militant groups assaulted a base held by another group supporting a different government. The militants have been using small arms as well as machine guns and mortars during the fighting.
According to Reuters, major forces, including hundreds of vehicles, are now entering the city from several sides, including west, east and south. The forces are said to be supporting the parliament-backed government of Bashagha. Yet, it is unclear if he seeks to mount an offensive on the Libyan capital and overthrow al-Dbeibah by force. Both leaders have already accused each other of disrupting the political negotiations that were expected to help the warring parties reach an agreement.
Bashagha is also supported by the Libyan eastern commander, Khalifa Haftar, who still has close ties to the Tobruk-based parliament. Haftar sought to launch his own offensive against Tripoli back in 2019 but his attack eventually failed, leading to a 2020 ceasefire and a UN-backed peace process.
The UN Libya mission expressed its concern at the shelling of civilian districts during clashes and called for an immediate ceasefire. Libya has been in turmoil since the 2011 NATO-backed coup ousted the nation's long-time leader, Muammar Gaddafi, who was later murdered. The nation has been split between the eastern and western governments since 2014. The UN-backed peace process envisioned national elections scheduled for December 2021 but the idea was abandoned amid disputes over the vote. The development has seen tensions rising between the two rival powers again.

Bashagha plans to take office in Tripoli in coming days
Libya's Fathi Bashagha, appointed as prime minister in a challenge to a unity government in Tripoli, plans to take office in the capital "in the coming days," he told AFP.
In February, Libya's parliament picked the former interior minister to lead a government to replace that of interim premier Abdulhamid Dbeibah - appointed last year as part of a UN-backed peace process to end more than a decade of violence in the North African country.
But Dbeibah has refused to hand over power before elections, setting up a confrontation with Bashagha.
In May, Bashagha arrived in the capital Tripoli in the country's west and attempted to take office there, sparking clashes between armed groups supporting him and those backing Dbeibah.
Bashagha told AFP that he backed down to avoid bloodshed, but said that he has since received "positive invitations" to enter the capital.
"All the roads are open into Tripoli and God willing we'll be there in the coming days," he said in an interview, on Friday, from his temporary base in the central city of Sirte.
The appointed prime minister indicated that "Some armed forces have changed their position and have nothing against us entering the capital."
Bashagha: Dbeibah's government is "illegitimate"
Dbeibah came to power following a landmark 2020 ceasefire that ended a year-long battle as eastern strongman Khalifa Haftar tried unsuccessfully to seize Tripoli by force.
The transitional government had a mandate to lead the country to elections last December, but they never took place due to divisions over the rules and the presence of controversial candidates.
Bashagha, 59, argues that today, Dbeibah's government is "illegitimate".
"Its mandate is over, and it failed to make elections happen," he said.
For elections to take place, he added, "the only condition is that Libya only has one government. Two governments is not acceptable."
Bashagha, a former fighter pilot trainer, was Interior Minister between 2018 and 2021. He said that he did not believe there would be a return to war, but warned that "there might be chaos because of demonstrations."
Bashagha: Adopt solutions that work for Libyans
His comments came days after protestors stormed Libya's parliament building in the eastern city of Tobruk, demonstrating against the political elite - including both Dbeibah and Bashagha - and deteriorating living conditions.
The three days of demonstrations, fuelled by public anger over chronic power cuts that have shut down air-conditioning units at the height of summer, also hit other cities including Tripoli and the eastern city of Benghazi.
Dbeibah's government has blamed the power cuts partly on fuel shortages caused by a blockade of key oil installations in Libya's east, by groups demanding Dbeibah's departure and a handover to Bashagha's government.
But Bashagha insisted there was "no link", indicating that once residents of the "Oil Crescent" region are "reassured that the revenues will not go to corruption, or theft or to other places, they will lift the siege on the oil exports."
The appointed prime minister also called on the world body "to adopt solutions that work for Libyans rather than just for the states that are interfering in Libya."
"We've succeeded in avoiding any military confrontation but Libya can't stay like this forever," he added, stressing that "There has to be a solution."

An armed group allegedly attacked his convoy last Tuesday. But there are several doubts about the true nature of the attack. Dbeibah struggles to stay in power, but now his chances are slim.
The parliament of Tobruk has given the green light to the formation of a new government of national unity. With the mediation of Aquila Saleh, the parliament appointed former Interior Minister Fathi Bashaga to form the new government. The elections, according to the indications coming from the parliamentary assembly, are once again postponed. Before going to the vote, it will be necessary for the government and parliament to rewrite some laws of the transitional constitution.
Saleh hopes to have the elections held within the next 14 months. The agreement signed between Aquila Saleh, Fathi Bashaga and General Haftar holds. In recent weeks, it was Saleh who mediated a meeting between Bashaga and the commander of the Libyan National Army.

Elabbar is considered the ideal character for a balanced dialogue both for the internal forces of the country, and to coordinate the position of the government with the activities of the United Nations, in this period that will lead to the elections.
Dbeibah, however, does not let go. He could be behind last Thursday's protests in Tripoli. A group of protesters staged a stand in front of the Parliament headquarters in Tripoli Wednesday to demand the Parliament and the High Council of State withdraw from the political scene.
The protesters expressed their rejection of any new transitional stage after the parliament decided to choose a new government on Thursday. They raised slogans demanding to go to elections and clarify the nature of the force majeure announced by the speaker of Tobruk-based Parliament, Aqila Saleh, and how to end it. Other protesters sharing the same demands protested in Martyrs Square in central Tripoli.
On Tuesday night, Prime Minister Abdul Hamid Dbeibah delivered a speech in which he called on the Libyan people to take to the streets and express their rejection of what he called "the political class holding to power" and say no to any new transitional stages before organizing elections. A clear attack on the three-way ticket formed by Saleh, Bashaga and Haftar.

Late Libyan Leader's Son Saadi Gaddafi Freed From Prison - Report
During the NATO-backed revolt in 2011, Saadi Gaddafi fled to Niger, but was extradited to Libya in 2014 and has been imprisoned in Tripoli ever since.
Libyan authorities have released Saadi Gaddafi on Sunday, as per Reuters, citing sources in the country's government. He is the third son of former Libyan leader Muammar Gaddafi, who was deposed and died during a 2011 uprising.
According to the report, Gaddafi promptly boarded a flight to Istanbul upon his release.
The sources reportedly claimed that Gaddafi's release was the outcome of negotiations with top tribal figures and Prime Minister Abdulhamid Dbeibeh. According to another source, former Interior Minister Fathi Bashagha was also participating in the talks.
As stipulated in the report, Saadi Gaddafi was found not guilty of "murder, deception, threats, enslavement, and defamation of former player Bashir Rayani," by the nation's Justice Ministry in 2018.
In 2011, he was the head of Libya's Special Forces and was active in the Libyan Civil War. That year, he was placed on Interpol's wanted list, and allegedly tortured while in a Libyan prison after he was extradited back to the war-torn nation.
In the decade following the insurrection, Libya has experienced upheaval, division, and violence. In March 2021, the Government of National Unity was formed as part of a peace effort that included elections scheduled for December.
Earlier this week it was reported that Gaddafi's brother, Saif Al-Islam Gaddafi, decided to run in the nation's December presidential elections. Saif al-Islam himself has been a prisoner in the city of Zintan, Libya, and was released from prison in 2017 after being granted full amnesty.
After the overthrow and brutal assassination of Libyan leader Muammar Gaddafi in 2011, Libya ceased to function as a single state. In the past few years, there has been a confrontation between the Government of National Accord under Fayez al-Sarraj, who governed in Tripoli in the west of the country, and the authorities in the east of Libya, which were supported by the Libyan National Army under the command of Field Marshal Khalifa Haftar.
In early February, the UN-sponsored Libyan Political Dialogue Forum in Geneva elected a transitional executive power of Libya, which will rule the country until the general elections scheduled for December 24.

Reports of repainted Russian fighter jets being sent to bomb Libya have nothing to do with reality, Moscow said in response to the latest sensational claims by US Africa Command about alleged Russian involvement in the region.
The accusation that Russia sent combat aircraft to Libya "does not correspond to reality," Andrey Krasov, first deputy chairman of the State Duma Defense Committee, told Interfax on Tuesday.
"Russia's position is well known: we are in favor of ending the bloodshed in Libya, we urge all parties to the conflict to refrain from using weapons and sit at the negotiating table," Krasov added.
Krasov was addressing the claims by AFRICOM earlier in the day, featuring a series of grainy photos of MiG and Sukhoi fighters and a claim by General Charles Townsend that they "watched as Russia flew fourth generation jet fighters to Libya - every step of the way."
The AFRICOM press release that quoted Townsend, however, was far more cautious about the claim, saying instead that they "assessed" the planes were recently deployed to Libya in support of Wagner Group private military contractors, and are "likely" to provide close air support. Likewise, "it is assessed" that the planes came from Russia via Syria, where they were "repainted to camouflage their Russian origin."
Townsend's own follow-up to the "we watched" claim is likewise a qualification, as he says neither the Libyan National Army nor private companies "can arm, operate and sustain these fighters without state support - support they are getting from Russia."
AFRICOM did not specify how allegedly repainting very distinctive planes would camouflage their origin, or offer any evidence for their assessments.
Fathi Bashagha, a minister in the Tripoli-based government of national accord (GNA) - which is fighting the LNA for control of Libya - claimed last week in an interview with Bloomberg that "at least six MiG 29s and two Sukhoi Su-24s" arrived in Libya from the Khmeimim air base in Syria, where the Russian expeditionary force is based.

(Bloomberg) – Libya's security chief called on the U.S. to set up a base in the North African country to counter Russia's expanding influence in Africa.
Fathi Bashagha, the interior minister for the Tripoli-based administration, said his government proposed hosting a base after Secretary of Defense Mark Esper laid out plans to scale back the U.S. military presence on the continent and re-focus deployments globally on confronting Russia and China. Bashagha's government has been engaged in a months-long battle with forces trying to seize the capital led by eastern strongman Khalifa Haftar, who's backed by Russian mercenaries.
"The redeployment is not clear to us," Bashagha said, speaking in a phone interview with Bloomberg on Friday. "But we hope that the redeployment includes Libya so it doesn't leave space that Russia can exploit."
The oil-rich nation across the Mediterranean from Europe has been one of the main stages for Russia's push for influence over the past year. More than a thousand mercenaries deployed by a confidant of President Vladimir Putin have backed Haftar's offensive to capture the capital from the internationally recognized government.
Bashagha warned that Russia's backing of Haftar was part of a broader push for influence.
"The Russians aren't in Libya just for Haftar," he said. "They have a big strategy in Libya and Africa."
Gate to Africa
Esper's plan to pull troops from Africa provoked criticism in Congress, with 11 lawmakers led by House Armed Services Committee Vice Chairman Anthony Brown, a Democrat, noting in a letter last month that Russia and China were investing in the continent to strengthen their influence. Republican Senator Lindsey Graham, a top ally of President Donald Trump, was among a bipartisan group of lawmakers who confronted Esper on the sidelines of a security conference in Munich and said they wouldn't back the plan, NBC reported on Tuesday.
In late January, Esper said the U.S. wouldn't withdraw all of its troops from Africa, but acknowledged a review is under way to account for a new strategy that makes countering Russia and China the priority. The U.S. has about 6,000 troops in Africa, including those guarding diplomatic facilities, according to a defense official.
"Libya is important in the Mediterranean: it has oil wealth and a 1,900-kilometer coast and ports which allow Russia to view it as the gate to Africa," Bashagha said. "If the U.S. asks for a base, as the Libyan government we wouldn't mind – for fighting terrorism, organized crime and keeping foreign countries that intervene at a distance. An American base would lead to stability."
Benghazi Attack
The U.S. hasn't had forces in Libya since last April, when it withdrew them as Haftar's forces marched toward the capital. The country has been in turmoil since a 2011 U.S.-led and NATO-backed uprising ousted long-time autocrat Moammer al-Qaddafi. The following year, a jihadist-led mob attacked the U.S. consulate in the eastern city of Benghazi, killing the American ambassador, Christopher Stevens. In a 2016 interview with Fox News, then-President Barack Obama said that failing to plan for the aftermath of Qaddafi's ouster was the worst mistake of his presidency.
"We hope that the U.S. can move on from this regretful incident," Bashagha said of the attack on the embassy. "All Libyans regret it. It wasn't the Libyan people but a small group of criminals that did it."
Since April, control of the country has been divided between Haftar's forces, who are also backed by Egypt and the United Arab Emirates, and the UN-recognized government, which gets military support from Turkey. The war prompted the U.S. to withdraw a counter terrorism contingent from Tripoli that had been assisting in the fight against Islamic State militants in Africa.
Bashagha warned that arms pouring into the country despite a United Nations arms embargo could find their way to neighboring Egypt, where weapons smuggled out of Libya have reached Islamic State militants in Sinai and the neighboring Palestinian Gaza Strip.

Turkey will introduce a bill to send troops to Libya as soon as Parliament resumes, in response to the country's invitation, President Recep Tayyip Erdo?an announced on Thursday.
Speaking at a meeting of provincial heads at the headquarters of the ruling Justice and Development Party (AK Party) in the capital Ankara, Erdo?an said the military mandate to send troops to Libya will be on Parliament's agenda when it resumes early January.
He also criticized countries supporting the East Libya-based warlord Khalifa Haftar rather than Fayez al-Sarraj.

Egypt To Send Tanks In Support Of Libyan National Army's Offensive Of Tripoli
The situation in Libya appears to be deteriorating towards an even more severe crisis, as both Turkey and Egypt appear to be making moves in support of the rival sides. Turkey recently signed a military cooperation agreement with the UN-assigned Government of National Accord (GNA), led by Prime Minister Fayez al-Sarraj.
Egypt, alongside Russia, supports the Libyan National Army, led by Field Marshal Khalifa Haftar, who fights on the part of the democratically elected House of Representatives.
On December 19th, unnamed Egyptian sources cited by Middle East Monitor claimed that Egyptian president Abdel Fattah Al-Sisi approved the deployment of Russian-made tanks to Libya to support the forces loyal to Khalifa Haftar in their offensive on Tripoli and their fight against the primarily terrorist groups that are employed to fight on behalf of the GNA.
The sources allegedly explained that the Egyptian government officials agreed with Haftar that they would "temporarily" provide these tanks, provided that he hands back the rest of them after the end of the battle and the achievement of his goals, about the storming of the Libyan capital.
The sources supposedly claimed that the agreement was concluded as such to avoid conflict with the UN anti-armament resolution imposed on parties of the conflict in Libya.
According to the sources, the decision was made after "Cairo sensed serious intentions from Ankara of direct military intervention in Libya" in favour of the GNA.
On December 18th, the head of the GNA Fayez Al-Sarraj and the Interior Minister Fathi Bashagha discussed facilitating capabilities to counter the LNA's offensive amid the ongoing "full mobilization of forces across the country" to repel the "aggression of Khalifa Haftar's forces on Tripoli".
On the same day, Turkish President Recep Tayyip Erdogan said that Turkey would further military cooperation with the GNA and would even go ahead and offer military support.

Libyan GNA Claims Foreign-Owned Warplanes Behind Strikes on Tripoli
On 4 April, General Khalifa Haftar, whose forces control Eastern Libya, announced the first phase of an offensive intended to gain control of forces loyal to Tripoli, prompting the mobilisation of the defense. In response, armed forces loyal to the Tripoli-based Government of National Accord (GNA) launched a military op against the LNA.
According to the Tripoli-based Libyan government, cited by Libya Observer, the country's Presidential Council has evidence that foreign aircraft were involved in a drone attack on Tripoli that took place on Saturday evening, noting that an investigation is underway in coordination with the United Nations.
Addressing a news conference in Tunis with his counterpart, Libyan Interior Minister Fathi Bashagha noted that the accuracy of the airstrikes on Tripoli points to the warplanes being part of an arsenal belonging to only two Arab countries, allegedly referring to either the United Arab Emirates or Saudi Arabia. Separately, Bashagha called out France for backing General Khalifa Haftar, urging the European country to stand with the democratic values it claims to prioritize.
"The war in Tripoli now was not started by our government but we found ourselves in a position where we must defend democracy and civil state", Bashagha added.
He said that the forces of "warlord Khalifa Haftar" have revived the terrorist groups, adding that "no party can brag about fighting terrorism to us, we know all about it and we did it numerous times".
"Haftar is from the school of Gaddafi regime and has the same mentality. He is the only one who doesn't want to end Libya's crises", he added.
The official made derogatory remarks over the silence of the international community on the Tripoli airstrikes, specifying that there would not be dialogue with Haftar, but with the eastern population, forecasting a new roadmap for a resolution of the crisis in the country.
Libyan National Army spokesman Ahmed Mismari is reported to have claimed that Haftar had announced the start of the second stage of the offensive on Tripoli after the completion of the first, launched 4 April in a bid to drive out of the city what the former referred to as terrorist forces. In response, armed forces loyal to the Tripoli-based GNA kicked off a military op to counter the LNAefforts.
The longstanding civil conflict in the country has led to the absence of a central government, with the country's eastern and western parts governed by two separate groups. The Tobruk-based parliament, elected in 2014 and backed by the Libyan National Army, exerts control over the east of Libya, while the Government of National Accord, established in 2015, controls parts that lie west of Tripoli.
