An Al Jazeera investigation exposed several individuals linked to the government who are involved in gold smuggling.

Harare, Zimbabwe - Revelations of gold smuggling by individuals affiliated with Zimbabwean government officials and the ruling party in an Al Jazeera documentary have triggered outrage in the country.
The four-part documentary titled The Gold Mafia was filmed by Al Jazeera's Investigative Unit (I-Unit), based on dozens of undercover operations spanning three continents and thousands of documents.
It exposed how huge amounts of gold are clandestinely smuggled every month from Zimbabwe, Africa's sixth-largest gold producer, to Dubai in the United Arab Emirates, aiding money laundering through an intricate web of shell companies, fake invoices and paid-off officials.
Uebert Angel, presidential envoy and ambassador-at-large to Europe and the Americas since March 2021, was secretly filmed bragging that he could move $1.2bn easily, due to his diplomatic immunity.
Other individuals filmed or named in the documentary as being part of smuggling rings include Zimbabwe Miners Federation President Henrietta Rushwaya - believed to be the niece of President Emmerson Mnangagwa - and Kamlesh Pattni, a businessman previously involved in a gold smuggling scandal in Kenya.
Pattni, who "knighted" Robert Mugabe as King of Kings in March 2012, handing over a black gown and gold crown to the late leader, still has strong connections to the ruling party.
In October 2020, Rushwaya was arrested at the Harare airport for attempting to smuggle gold to Dubai. Her case is still in court but the National Prosecuting Authority has said there is not enough evidence for a conviction.
Chris Mutsvangwa, spokesman for the ruling Zimbabwe African National Union-Patriotic Front (ZANU-PF), blamed the West for attempting to foment public anger through the documentary.
"The country's detractors, who coalesced aroundGeorge Soros and his Open Society Institute of Southern Africaare clearly miffed and terribly disappointed that Zimbabwe has reverted to and resurrected gold as the reference anchor of the US Dollar," said Mutsvangwa in a statement.
"Countries under sanctions have to find ways of circumventing the sanctions," government spokesman Nick Mangwana said in a tweet, drawing widespread criticism from users. "This may mean having to procure supplies through third parties or sell in grey market."

Johannesburg - The African continent is seeing a shift in its economic landscape, with Zimbabwe recently banning all raw lithium exports after the government said it was losing ?1.7 billion from exporting it as a raw mineral and not processing it into batteries in-country.
Lithium is a mineral used as a component in electronic batteries for mostly cars, cellphones and computers. It is so valuable that it is known as "white gold", and its price has gone up by 1 100% in the past two years alone.
The alkali metal is found in small amounts in minerals such as spodumene, petalite, lepidolite and amblygonite, as well as in indigenous rocks and waters of some mineral springs. It's produced through the electric decomposition of molten lithium chloride and potassium chloride.
Zimbabwe holds some of the world's largest reserves of hard-rock lithium, a vital mineral in the production of clean energy technologies.
Presidential spokesperson George Charamba said the law had been drawn up following "a beeline of 30-ton trucks full of lithium ore from Sandawana (mine) to the sea en route to different destinations of the world".
"When the government caught up with the mischief, it looked for an appropriate law to deal with the illicit flow of high-value ore," he said.
He said the ban came days after President Emmerson Mnangagwa said a new law would target hordes of artisanal miners who were drawn by the mineral's high prices and invading abandoned mines to dig for lithium-bearing rocks.
Mnangagwa said the raw lithium was being exported through neighbouring countries.
Charamba explained that miners for a long time had been aware of the government's stance on value-addition driven by its long-term economic vision.
"Government has for a long time been having conversations about value-addition, so no one here has been caught unawares. President Emmerson Mnangagwa's vision is to industrialise the economy, and we have to be serious in terms of value-addition so that we fully industrialise the Zimbabwean economy," he said.
According to him, the paradigm policy shift by the Second Republic is the first by any country on the continent, whereas for years Africa has not benefited fully from its rich natural resource endowment. Hence the government's move demonstrates its determination to industrialise the economy in line with Vision 2030.
Energy experts weighed in on Zimbabwe's ban, saying it was a good move for Zimbabwe in terms of taking control of the raw materials produced by the country.
"Zimbabwe holds Africa's largest lithium reserves - the fifth-largest globally. The province of Masvingo is home to the Bikita mine (with reserves amounting to 10.8-11 million tons of lithium ore. With a grading of 1.4%, this would amount to around 0.15 million tons of usable lithium," he said.
Reddy said this was similar to a move made by Indonesia early last year which banned the export of unprocessed nickel ore.
"Indonesia has approximately 22% of the world's nickel reserves, and this policy shift also aimed to attract investment towards the local beneficiation of key minerals in the lithium-ion battery and EV value chain.
"South Africa has the world's largest reserves of manganese, another strategic mineral in the lithium-ion battery value chain. Co-operation with neighbouring African countries that have strategic mineral reserves is imperative if South Africa aims to develop a local lithium-ion cell manufacturing capacity in the years to come," he said.

Presidents swap stuffed lion for tractor
The Belarusian and Zimbabwean leaders have exchanged gifts during Alexander Lukashenko's visit to the African state
Belarusian President Alexander Lukashenko has received a stuffed lion from his Zimbabwean counterpart Emmerson Mnangagwa, in return gifting the country's leader a tractor to farm his private lands. Lukashenko arrived in the African nation on Monday for a state visit.
On Tuesday, the two presidents held a ceremony in the nation's capital city of Harare to mark the transfer of Belarusian agricultural machinery to Zimbabwe. Minsk has supplied the country with multiple domestically produced Belarus-92 tractors. At the event, Lukashenko extended his "gratitude" to the collective West for the opportunity.
"I want to thank the Americans and the entire Western world for imposing sanctions on us. Otherwise, not Belarusian tractors, but American and German ones would have stood today on this huge field," Lukashenko said during the ceremony.
The Belarusian leader also gifted a Belarus-92s tractor to Mnangagwa himself, personally presenting the vehicle and handing over the keys. The Zimbabwean president is expected to use the vehicle to farm on his private property, the Belarusian presidency noted in a statement.
Mnangagwa, in turn, gifted Lukashenko a stuffed lion. The lion is expected to end up on display at the presidential palace in Minsk, according to Belarusian media.

As Zimbabweans faced the economic consequences of a crashing currency, well-connected businessman Kudakwashe Tagwirei skirted the rules to convert government-backed securities into scarce U.S. dollars -which he used to acquire shares in a lucrative platinum mine.
Key Findings
Even after Zimbabwe cut off its citizens from accessing U.S. dollars in mid-2019, the central bank governor allowed Tagwirei's company to cash out large portions of a treasury bill he held before it matured, and unlawfully convert them into tens of millions of U.S. dollars.
Documents indicate Tagwirei's staff repeatedly used treasury bills as a source of U.S. dollars which were extremely scarce in Zimbabwe as and when they were needed.
Tagwirei's company used these dollars to buy shares in a platinum mine from a company led by people linked to Zimbabwe's military.
As allegations of economic crimes swirled around Zimbabwean tycoon Kudakwashe Tagwirei in early 2020, his business associates were worried that foreign authorities were planning to take action against him.
Christopher Fourie, a central figure in Tagwirei's corporate network, sent a WhatsApp message in April 2020 to a colleague asking for details of a "contingency plan" in the event Tagwirei "gets sanctioned by [the] U.S."

Just four months later, this possibility became a reality when the U.S. slapped sanctions on the fuel magnate for misusing huge amounts of public money intended to boost the country's farming sector.
Specifically, the U.S. Treasury Department said Tagwirei had used his "relationship with President [Emmerson] Mnangagwa to grow his business empire dramatically and rake in millions of U.S. dollars."
Access to U.S. dollars has long been important in Zimbabwe, where domestic currencies have suffered chronic hyperinflation. Matters took on added urgency in early 2019, when Mnangagwa introduced a new pseudo-currency, the Real Time Gross Settlement dollar, or RTGS. The decision cut off most access to U.S. dollars for Zimbabweans, apart from the government and central bank.
Yet evidence suggests that these restrictions did not extend to Tagwirei, who is known to be close to Mnangagwa and other key Zimbabwean officials, including the head of the central bank.
Documents obtained by OCCRP show that the same month the RTGS was made Zimbabwe's official currency, Tagwirei acted swiftly to extract U.S. dollars from a government security his company had been awarded. These securities, known as treasury bills, should have only paid out upon maturity, but Tagwirei was permitted to cash them out ahead of time.
This preferential treatment let Tagwirei avoid the probability that his treasury bill would be worth only a fraction of its face value when it matured.

How a Politically-Connected Albanian Built an Empire on Waste
Court records obtained by BIRN in Kumanovo, however, reveal that one of the other men in the car was Mirel Mertiri, the ultimate recipient of dozens of state contracts over the last decade - including controversial concessionary agreements with Rama's government between 2014 and 2017 for the construction of three waste incinerators - worth hundreds of millions of euros.
According to BIRN's findings, 42-year-old Mertiri stands behind a business empire encompassing a broad network of companies registered in Albania and in offshore jurisdictions under the names of close associates.
The incinerator concessions are the most controversial of a string of so-called 'public-private partnerships' undertaken by Rama's government and, according to estimates of Albania's Supreme State Audit, could cost Albanian taxpayers more than 350 million euros over the next 30 years.
Mertiri's ambitions do not end at the borders of Albania, however.
Over the past two years, he has sought out contracts in Africa too, meeting Zimbabwean President Emmerson Mnangagwa and his health minister at the time, Obadiah Moyo.

Chinese Mining Companies Destroy Roads, Pollute Towns in Zimbabwe
Villagers in Makwa, Zimbabwe, have expressed outrage at Chinese mining companies for damaging a town road so severely that it has been described as a "death trap," the New Zimbabwe reported Sunday.
Villagers have also alleged that the companies are polluting the town's bodies of water and otherwise ravaging the locals' quality of life, the outlet noted.
Chinese mining companies have damaged the Deka Road, which connects various parts of Zimbabwe including the popular tourist destination Victoria Falls, so much so that a man reportedly died recently after driving over a pothole and flipping his vehicle.
"Villagers from Mashala and Simangani wards depend on the road and soon will be weaned off the whole district because soon the road will become totally unsafe to use," one villager named Fortune Mwembe told the New Zimbabwe. "The road is now dangerous and might cause accidents."
Village leader Rosemary Shoko told the local media outlet that the community is extremely concerned about the road, especially as so few people are benefiting from the work of those companies. Another issue is the damage and pollution done to the local environment as effluent enters the rivers, affecting the safety of fish stocks.
"The road was destroyed by mining companies that operate in the area," she said. "What worries people is that our resources are being destroyed yet only less than 10 percent of locals are employed by those companies. They are causing pollution, livestock and fish are dying on a daily basis. Soon we will be an island because of the lack of road."
"Fish is the source of employment for our people as every family has a member who does fishing along the Zambezi River and Deka. Livelihoods will be affected," Shoko continued.
Amid rising anger over the situation, villagers have demanded that the town's authorities and representative in parliament take concrete action to resolve the issue. Should they fail to act, locals have warned they may resort to vigilante justice, though they have not specified any particular action.
The incident is the latest in a long line of problems caused by Chinese companies operating in Zimbabwe as Beijing aggressively capitalizes on the country's rich natural resources and its troubled economy to advance its own economic, political, and military aims. Such campaigns are typically marketed under the guise of the "Belt and Road Initiative," China's supposed global infrastructure and development strategy.
Anger over the behavior of Chinese companies has risked boiling over in recent months not just with regards to environmental standards, but also to their treatment of local workers. In June, the Zimbabwe Congress of Trade Unions (ZCTU) pledged to launch a global campaign against Chinese involvement in Zimbabwe should their companies continue failing to adhere to basic workers' rights.
Tensions over labor conditions were highlighted in July when a Zimbabwean worker was shot and seriously wounded by his Chinese employer following a heated dispute over wages. The man has since initiated legal proceedings in the hope of receiving compensation.
In September, Zimbabwe's socialist president, Emmerson Mnangagwa, took the unprecedented step of banning all mining from national parks amid concerns that it was threatening various endangered species. The Chinese embassy in Harare claimed to welcome the new regulation as it provided clarity on the limits of their mining activity.

Zimbabwe NGO: Mnangagwa's Rights Violations Worse than Mugabe's
The Zimbabwe Human Rights NGO Forum published a report on Friday in which it claimed that human rights violations in the country under current President Emmerson Mnangagwa are worse than those carried out under former Zimbabwean dictator Robert Mugabe.
The human rights forum is a union of 21 rights-based NGOs in Zimbabwe. The Forum's report cited human rights violations "recorded between April and September this year when the country was under strict Covid-19 [Chinese coronavirus] lockdown restrictions," New Zimbabwe noted on Friday.
"The [government's] promises of a 'new dispensation' have disappeared, and the patterns of misgovernance and human rights abuse that characterized Zimbabwe under Robert Mugabe's rule have re-emerged," the Forum stated in its report. These abuses have worsened since Mugabe left office in 2017, the group asserted, adding that "some of these violations can be characterized as crimes against humanity."
"Mugabe's regime saw the slaughter of an estimated 20,000 citizens in Matabeleland and Midlands provinces in the early 1980s and Operation Murambatsvina in 2005, among other difficult post-independence periods," New Zimbabwe recalled.
The newspaper noted that the recent human rights violations in Zimbabwe have occurred "within the context of Covid-19 [Chinese coronavirus], deepening poverty, and widespread hunger for the majority of Zimbabweans, and massive corruption that is bleeding the country of critical resources needed for the protection of its citizens."
The Forum condemned what it referred to as "the use of coercion on dissenting voices" in Zimbabwe. "The evident fragility of the country cannot be managed by the resort to coercion and rule by presidential decree," the human rights group argued in its report.
"Constitutionalism and the rule of law have been replaced by coercion and decree [in Zimbabwe]," according to the Forum.
"Zimbabwe is receiving increased pressure from the international community for reform, even concern from SADC [Southern African Development Community] countries and the African Union, in order to arrest the slide from fragile to failed state [sic]," the group revealed, adding "something must be done with urgency."
"The call for urgent action by the Forum comes only a day after opposition MDC Alliance deputy national chairperson, Job Sikhala appealed to the United Nations (UN) Security Council to immediately consider military intervention due to the political, economic and humanitarian crisis in the country," New Zimbabwe reported.

Zimbabwe to Punish 'Unpatriotic' Citizens Who Talk to Foreign Governments
The regime of President Emmerson Mnangagwa in Zimbabwe is working on a "Patriot Bill" that would punish "unpatriotic" citizens who talk to foreign governments without official approval or make "false statements that harm the country."
The Daily Nation quoted a senior official who said the legislation has reached an "advanced stage." Like other authoritarian regimes around the world, Mnangagwa seeks to redefine opposition as "foreign collusion" and punish it as sedition.
Zimbabwe's effort looks very similar to the national security law China imposed on Hong Kong in June, although Mnangagwa's officials bizarrely claimed it was modeled on the U.S. Logan Act, an esoteric 18th-century law that is occasionally invoked to justify political persecutions but has never actually been enforced against anyone:
"The Bill is premised on the constitutional provision on the foreign policy of our country, which values the promotion and protection of the national interests of Zimbabwe," Justice, Legal and Parliamentary Affairs secretary Virginia Mabhiza told state-controlled media.
"It is the duty of the state to engage other sovereign nations on issues pertaining to foreign nations, and not self-serving citizens.
"Private citizens will have to avoid conduct such as travelling to foreign countries as self-appointed ambassadors, meeting foreign officials to undermine the national interest."

"Conniving with foreign governments and nationals to inflict harm on the country and its citizens will be criminalized," she added.
"For years, the ruling Zanu-PF [party] has accused the opposition of campaigning for Western sanctions against Zimbabwe," the Daily Nation observed, recalling the party's threat to expel U.S. Ambassador Brian Nichols for allegedly funding anti-government protests in July.
A spokesman for Zanu-PF called Nichols a "thug" who was working with a "coterie of gangsters" on "mobilizing and funding disturbances, coordinating violence, and training insurgency."
At roughly the same time, senior Zimbabwean officials were accusing Western governments of sponsoring a journalist named Hopewell Chin'ono famed for investigating allegations of corruption, and of working with opposition politician Jacob Ngarivhume to organize protests.
Chin'ono and Ngarivhume were later arrested for "inciting violence," imprisoned for a month, banned from social media, and forbidden to leave the capital city of Harare. Chin'ono displayed symptoms of possible coronavirus infection when he was granted bail in September. Human rights campaigners intensified their complaints about Mnangagwa's suppression of dissent.

Zimbabwe Frees Tortured Journalist, Bans Him from Social Media, Takes His House
Zimbabwe's high court released investigative journalist Hopewell Chin'ono on bail on Wednesday after he spent six weeks in jail for his support of an anti-government protest, New Zimbabwe reported.
Chin'ono, 49, was released on $10,000 bail pending trial on charges of inciting public violence after he tweeted his support for an anti-government demonstration this summer. He was arrested for the act on July 20.
"The appeal be and is hereby granted. The reasons given by the magistrate in denying him bail are hereby set aside," High Court judge Tawanda Chitapi ruled, referring to Chin'ono's three previous attempts to secure bail.
The journalist "was ordered to surrender his passport and title deeds to his Chisipite home [in Zimbabwe's capital, Harare] with court authorities," according to the newspaper.
Upon his release, Chin'ono told journalists that he felt "strengthened" by his time in jail and that it had redoubled his resolve to continue investigating government corruption in Zimbabwe. According to the Associated Press (AP), Chin'ono's bail conditions "ban him from using Twitter until his trial is finished," but he vowed to find an alternative platform for his reporting.
Shortly before his arrest on July 20, Chin'ono reported on alleged corruption within Zimbabwe's government related to a $60 million purchase of coronavirus medical supplies by the health ministry. Zimbabwe President Emmerson Mnangagwa later fired the country's health minister, Obediah Moyo, over the scandal. Moyo has since been formally charged with corruption.
Prior to his release, New Zimbabwe reported that Chin'ono "looked frail when he appeared before Harare magistrate Ngoni Nduna on Tuesday with lawyers insisting the journalist was not supposed to be in court after a private doctor had indicated Monday he may have contracted Covid-19 [Chinese coronavirus] while in prison custody."
One of Chin'ono's lawyers, Taona Nyamakura, told the court on Tuesday that the journalist's coronavirus symptoms should have precluded him from appearing in court.
"His condition may be exposing everyone in the courtroom [to coronavirus] as prison authorities forced him to come to court," Nyamakura said. "His condition requires him not to be in contact with other people until he is given the green light to do so by his physician."
According to the report, "[t]he court heard that prison wardens dragged Chin'ono out of his cell on the pretext that his physician wanted to see him, only [for him] to be brought to court."
Upon his release from jail on Wednesday, Chin'ono said he had a fever but was "feeling much better," while responding to questions about his coronavirus symptoms.
"Mentally, I am fine," he added, according to the AP.

A spokesman for the ruling leftist party of Zimbabwe, Patrick Chinamasa, insulted U.S. Ambassador to Zimbabwe Brian Nichols in a screed Monday in which he referred to the diplomat as a "thug" and an "Uncle Tom."
The ruling Zanu-PF party - the party of late dictator Robert Mugabe - has panicked in response to dissidents organizing a major protest against President Emmerson Mnangagwa for July 31, arresting protest organizers and claiming that American officials were secretly behind any domestic discontent. Zimbabweans have expressed outrage for the past several months at Mnangagwa's government for overtly participating in corruption, erupting particularly against the nation's former health minister after his arrest for being involved in a $60 million corruption scheme.
Public unrest allowed the military to depose Mugabe in 2017 and return Mnangagwa from exile. Mnangagwa had fled the country after an internal power struggle with Mugabe's wife, "Gucci" Grace.
Like much of Africa, the Chinese coronavirus pandemic has caught Zimbabwe's weak healthcare infrastructure off guard, resulting in reports of health workers lacking sufficient supplies to do their jobs and suspicions that the virus is much more widespread in the national population than the low number of coronavirus tests would indicate. At press time, Zimbabwe's government has documented 2,704 cases of Chinese coronavirus and 36 deaths.
Chinamasa unleashed on Nichols during a press conference Monday, blaming him and America for growing unrest in the country.
"Concerning the machinations and antics of the U.S. Ambassador Brian Nichols and a coterie of gangsters and mercenaries who are disguised as diplomats, I want to warn them and remind them that it is high time they get to know that Zimbabwe is a sovereign republic and we are a full sovereign State," Chinamasa said, according to New Zimbabwe. "If he continues to undermine the republic, mobilizing, and funding disturbances coordinating violence and training in insurgency, our leadership will not hesitate to give him marching orders."
"Diplomats should not behave like thugs and Brian Nichols is a thug," Chinamasa added, warning "Don't dare Zimbabwe. We are waiting for you. Zimbabwe is not one of the states or provinces that make the United States of America."

Zimbabwe Sees Child Marriage Boom During Coronavirus Lockdown
Zimbabwean girls face increased risk of sexual exploitation, including child marriage, due to economic hardship and closed schools during the coronavirus pandemic, South African NGO Gender Links reported Monday.
"Poverty has been worsened in communities [due to economic shutdowns during the pandemic] and some families can opt to sacrifice their daughters [to child marriage] ... it will save them from the hunger and other economic woes brought by the pandemic," Zimbabwe's Parliamentary Chairwoman on Education, Priscilla Misihairambwi Mushonga, told Gender Links.
The number of child marriages in Zimbabwe has increased during the pandemic, and "there [have been] many girls being married off, however, with few being reported," Mushonga says. Teenage pregnancies across the country are also "on the rise," she added.
Zimbabwe ordered schools closed this year in a bid to curb the spread of coronavirus, forcing many young girls who normally sought "refuge" from abusive households to remain trapped at home indefinitely, increasing their risk of sexual abuse, according to the report.
"The deepening poverty owing to loss of livelihoods brought about [by the pandemic]" combined with "perennial droughts in Zimbabwe's Matabeleland South Province, are driving a number of families to marry off their under-age daughters," the report states.
Zimbabwe technically outlawed child marriages in 2016, though the recent increase in the practice indicates that many in the country ignore the official ban.
Whistleblowing journalist Hopewell Chin'ono, who has openly criticized the practice of child marriage in Zimbabwe, was arrested this week after upsetting the Zimbabwean government by reporting on the Health Ministry's corrupt procurement of coronavirus medical supplies, New Zimbabwe reported Monday.
Chin'ono's reporting on the alleged fraud within Zimbabwe's Health Ministry led authorities to open an investigation into Health Minister Obadiah Moyo. Police arrested Moyo in mid-June "on allegations of corruption regarding a $60-million deal to procure [coronavirus] test kits and medical equipment." Zimbabwe President Emmerson Mnangagwa then fired the health minister in early July for "conduct inappropriate for a government minister," South Africa's News24 reported.
Police also arrested Jacob Ngarivhume, the leader of the minor opposition party Transform Zimbabwe, on Monday on the same charges as Chin'ono: "inciting public violence." Ngarivhume had been organizing an anti-government protest for July 31, Voice of America Zimbabwe reports.
Following news of Chin'ono and Ngarivhume's arrests on Monday, Zimbabwe's opposition MDC party accused the state of "persecuting a journalist for exposing government corruption." A Zimbabwe government official later responded to this allegation by tweeting that journalists were "not above the law," the BBC reported.
"[T]he incident comes at a time of rising tensions in Zimbabwe, with hyperinflation strangling the economy, and talk of a new round of mass protests against Zanu-PF, the party that has run the country since independence," BBC Africa notes.
"Zimbabwe's government promised reforms and economic growth after former President Robert Mugabe was ousted from power three years ago," the news outlet writes. "But critics say it has reverted to its old habits of repression and corruption."

Under current regulations, all Zimbabweans returning from abroad are required to remain in quarantine for three weeks at a government-approved facility. According to police, a total of 276 people had fled quarantine centres, including some who had tested positive.
Almost 30 of them had been arrested, and would be taken to court for exposing their families and communities to the virus, police added. They included two men who had infected seven members of a family, state television reported.
Police say they intend to step up efforts to enforce regulations arguing that many people have become complacent.
Drinking dens had opened and "beer-drinking binges" were being held in backyards, police said. "We'll be arresting all these violators," spokesman Paul Nyathi was quoted by state television as saying.
Zimbabwe's lockdown measures to combat the spread of coronavirus have worsened the country's economic and political crisis. The government expects the economy to shrink by 4.5% this year while annual inflation surged to 785% in June.
There are calls for more protests against President Mnangagwa, who appears increasingly intolerant of criticism, BBC World Service Africa regional editor Will Ross reports.

Zimbabwe Stops Issuing Passports As Cash Shortage Hits Crisis Levels
According to Zimbabwe's President Emmerson Mnangagwa, the reintroduction of the Zimbabwean dollar (which was officially abandoned a decade ago), the banning of the use of other international currencies, and the resulting hyperinflation (analysts are already forecasting a 100% inflation rate for 2019) are simply important steps to "restoring normalcy to our economy."
But as anybody who has lived in, or visited, Zimbabwe over the past couple of decades, "normal" isn't exactly a high bar. Considering that, under ex-leader Robert Mugabe, the Zim dollar once depreciated to 35 quadrillion per $1 (transforming the wheelbarrow into an essential tool for facilitating routine, every-day transactions like buying groceries), we'd think Zimbabweans are looking for something different, rather than a return to the country's insanely dysfunctional status quo.
One economist last week tagged Zimbabwe's present real rate of inflation at nearly 500%, as Zimbabwe's economy slides back into crisis and its currency rapidly depreciates against the dollar.
Of course, Mnangagwa's decision to revive the hated Zim dollar might be more pragmatic than it first appears: After all, South Africa banks had largely cut Zim off from the country's most stable supply of American dollars (the de facto currency of choice for Zimbabweans hoping to protect their wealth), so Mnangagwa's decision to 'ban' the greenback might be the political equivalent of shouting 'you can't fire me because I quit!' at a former employer.
But regardless of the government's motives, this doesn't change the fact that Zimbabweans have been struggling with shortages of cash, fuel and electricity for months. And now, the country's 'everything shortage' is impacting the hopes and dreams of any Zimbabwean who still harbors hopes of leaving Zimbabwe.
That's right: Zimbabwe's government is so broke, the company that prints its passports is refusing to supply any new booklets until the government has taken care of its debts.

Tendai Mpofu applied for new passports for his sons more than two months ago. Their current ones expire this month, just when they're due to travel to South Africa for a school sports event. It may be a long wait before they get new documents.
With inflation at almost 100% and an acute lack of foreign currency, Zimbabwe is facing its worst economic crisis in more than a decade. While President Emmerson Mnangagwa has said that the passport company is refusing to print anything until the government has cleared its debts, others say Zimbabwe is simply too broke to import the ink and paper needed.
And it's not only passports that are in short supply: The government is also running out of the cheap plastic it uses to print ID cards.
An official at the passport office said the situation is "dire" and passports were only being issued for emergencies. Identity cards are also hard to come by - metal cards were replaced with plastic ones but now plastic is in short supply.
No need to panic, though - the government has the (admittedly dire) situation under control.

Zimbabwe Cyclone Death Toll Rises to 65 As Rescue Operations Continue - Reports
The death toll from the flooding and landfalls in Zimbabwe, caused by the Tropical Cyclone Idai, has risen to 65, local media reported on Sunday.
On Saturday, the country's Ministry of Information reported that at least 24 people had been killed and 40 others had been injured as a result of the natural disaster. Over 100 people were reported to be missing.
According to the ZBC broadcaster, search and rescue activities are underway in the eastern province of Manicaland, where the cyclone has affected thousands of people.
The cyclone hit neighboring Mozambique on Friday, killing at least 66 people. A day after, as Idai spread to Zimbabwe, President Emmerson Mnangagwa declared a state of disaster in the affected areas. According to the Information Ministry, at least five bridges have been either swept away or submerged in water as a result of the cyclone, hampering search and rescue operations.

A spokesman for Zimbabwe's largest trade union said police have arrested the secretary general of the Zimbabwe Congress of Trade Unions, Japhet Moyo.
He was arrested at the airport in Harare on Monday and lawyers are checking with police to see why. His organization had called for last week's nationwide strike to protest the government's action to more than double the price of fuel. The strike and protests sparked off a government crackdown in which 12 people were killed, according to human rights groups. More than 600 people, including opposition members of parliament, have been arrested in connection with last week's protests. The labor federation called for last week's job stay away.

Zimbabwe's capital is returning to normal Monday, after a week of turmoil in which Zimbabweans protested dramatic fuel price hikes and government security forces launched a crackdown in which 12 people were killed.
Most shops and businesses have reopened, although many people are stocking up on food items in case the country faces further unrest.
President Emmerson Mnangagwa is expected to return to the country late Monday, after announcing Sunday that he will skip attending the World Economic Forum in Davos, Switzerland. He is in Kazakhstan, after visiting Russia last week.
Mnangagwa had been under growing pressure to return from a two-week overseas visit as accounts emerged of abuses by security forces, including dozens of people wounded by gunfire and others hunted down in their homes and severely beaten. Zimbabwe has seen days of unrest since Mnangagwa made an announcement more than doubling fuel prices that made the struggling country's gasoline the most expensive in the world.
Indicating the severity of Zimbabwe's economic problems, South Africa confirmed that it turned down Mnangagwa's request for a loan of $1.2 billion recently. "We just don't have that kind of money," South African treasury spokesman Jabulani Sikhakhane told the broadcaster, eNCA.
Zimbabwe's courts are on Monday to hear two cases related to the government's ongoing clampdown on dissent. The High Court will hear a challenge to the government's suspension of internet services. Although internet service has been restored after a nearly week-long blackout, social media outlets such as Facebook, WhatsApp and Facebook are still jammed. The government has said its action is to prevent Zimbabweans from organizing violent protests.
The blockade "has caused serious inconveniences, loss of business and income, threats to life and the right to health care as people are not able to access vital communication relating to their medication," said the court application by Zimbabwe Lawyers for Human Rights and the Media Institute of Southern Africa, which urged the court to rule that the government should lift its restrictions.
In a separate court case, the lawyer for activist and pastor Evan Mawarire is trying to get him released on bail. In jail since Wednesday, he has been charged with subversion against the government for which he faces 20 years in jail if convicted. Mawarire had used social media to support peaceful protests against the fuel price increases. The case against Mawarire is a "travesty of justice" said his lawyer, Beatrice Mtetwa.
In the widespread crackdown, more than 600 people have been arrested of which more than 400 have been denied bail, said Mtetwa.
When Mnangagwa tweeted Sunday that he would cut short his European trip and to come back to Zimbabwe he didn't mention the violence, saying only that he is returning "in light of the economic situation." He said his first priority "is to get Zimbabwe calm, stable and working again."
At Davos, he planned to appeal for foreign investment and loans, but the visit had been expected to be a challenge. His Davos visit a year ago came shortly after he took over from longtime, repressive leader Robert Mugabe, a move cheered by Zimbabweans and the international community.
But Mnangagwa has faced a year of troubles in which his administration failed to improve the collapsed economy, narrowly won a disputed election and violently put down anti-government protests.
The Zimbabwe Catholic Bishops' Conference last week lamented the government's "intolerant handling of dissent" and its failure to halt economic collapse, concluding that "our country is going through one of the most trying periods in its history."

The unrest was sparked in November by fuel tax reforms but it has developed into a broader movement against Mr Macron.
The sometimes-violent protests have continued despite a series of humiliating climbdowns by Mr Macron in a desperate bid to regain control.
It is currently uncertain if Russian leader Vladimir Putin will attend Davos after presidential spokesman Dmitry Peskov saying "nothing is excluded" when asked if Putin will be heading to Switzerland.
But the WEF will not be short of political figures by any means, with German Chancellor Angela Merkel, Italian Prime Minister Giuseppe Conte, Spanish Prime Minister Pedro Sanchez and Chancellor of Austria Sebastian Kurz all on the guest list.
Also in attendance will be: Leo Varadkar, Taoiseach of the Republic of Ireland, Queen Máxima of the Netherlands, Belgium Prime Minister Charles Michel, Norwegian Prime Minister Erna Solberg.

Zimbabwe plans new currency as dollar shortage bites: finance minister
Zimbabwe will introduce a new currency in the next 12 months, the finance minister said, as a shortage of U.S. dollars has plunged the financial system into disarray and forced businesses to close.
In the past two months, the southern African nation has suffered acute shortages of imported goods, including fuel whose price was increased by 150 percent on Saturday.
Zimbabwe abandoned its own currency in 2009 after it was wrecked by hyperinflation and adopted the greenback and other currencies, such as sterling and the South African rand.
But there is not enough hard currency in the country to back up the $10 billion of electronic funds trapped in local bank accounts, prompting demands from businesses and civil servants for cash which can be deposited and used to make payments.
Finance Minister Mthuli Ncube told a townhall meeting on Friday a new local currency would be introduced in less than 12 months.
"On the issue of raising enough foreign currency to introduce the new currency, we are on our way already, give us months, not years," he said.
Zimbabwe's foreign reserves now provide less than two weeks cover for imports, central bank data show. The government has previously said it would only consider launching a new currency if it had at least six months of reserves.
Locals are haunted by memories of the Zimbabwean dollar, which became worthless as inflation spiraled to reach 500 billion percent in 2008, the highest rate in the world for a country not at war, wiping out pensions and savings.
A surrogate bond note currency introduced in 2016 to stem dollar shortages has also collapsed in value.
President Emmerson Mnangagwa is under pressure to revive the economy but dollar shortages are undermining efforts to win back foreign investors sidelined under his predecessor Robert Mugabe.
Mnangagwa told reporters on Saturday that the price of petrol had increased to $3.31 per liter from $1.32 from midnight but there would be no increase for foreign embassies and tourists paying in cash U.S. dollars.
Locals can pay via local debit cards, mobile phone payments and a surrogate bond note currency.
With less than $400 million in actual cash in Zimbabwe according to central bank figures, fuel shortages have worsened and companies are struggling to import raw materials and equipment, forcing them to buy greenback notes on the black market at a premium of up to 370 percent.

The Confederation of Zimbabwe Industries has warned some of its members could stop operating at the end of the month due to the dollar crunch.
Cooking oil and soap maker Olivine Industries said on Saturday it had suspended production and put workers on indefinite leave because it owed foreign suppliers $11 million.
A local associate of global brewing giant Anheuser-Busch Inbev (ABI.BR) said this week it would invest more than $120 million of dividends and fees trapped in Zimbabwe into the central bank's savings bonds.

Zimbabwe's Mugabe in Singapore for medical treatment, unable to walk
HARARE (Reuters) - Former Zimbabwean leader Robert Mugabe has been receiving medical treatment in Singapore for the last two months and is no longer able to walk, though he should return home next week, President Emmerson Mnangagwa said on Saturday.
Mugabe, 94, who ruled the southern African nation for nearly four decades since independence from Britain in 1980, was forced to resign in November 2017 after an army coup.
Mnangagwa told ruling ZANU-PF supporters at a rally in Murombedzi, Mugabe's village some 100 km (60 miles) west of the capital Harare, his predecessor had been due to return on Oct. 15 but that his poor health had delayed the journey.

HARARE, Sept. 27 (Xinhua) – The World Bank on Wednesday said it will offer technical support to Zimbabwe as it seeks to implement a debt arrears clearance plan, dubbed the Lima plan agreed with global lenders in Peru in 2015.
Zimbabwe owes the World Bank over 1 billion U.S. dollars in debt arrears, which led the global lender to suspend balance of payment support to the southern African country in 2000.
The near two decades long isolation from the international community restricted financial aid flows and resulted in a build-up of arrears to multilateral and bilateral partners including the World Bank, the African Development Bank and the IMF.
However, the country has only managed to clear debt arrears owed to the IMF in fulfillment of the debt clearance plan.
The clearance of the arrears to the global lenders would facilitate access to much needed financing from international financial institutions.
World Bank vice president for Africa Hafez Ghanem told Zimbabwean media after a meeting with President Emmerson Mnangagwa in New York that the two had discussed the possibility of the bank providing technical support to Zimbabwe, the state news agency New Ziana reported Thursday.
Ghanem said he was aware that Zimbabwe, through its finance ministry and the Central Bank, was fervently working on implementing the Lima plan, which is crucial towards the attainment of Mnangagwa's vision 2030.
"We will be in contact with them (Zimbabwean Minister of Finance and central bank governor) to work on that (Lima plan) and also to look at the future how the World Bank and Zimbabwe's cooperation can be strengthened and how we can move beyond the debt clearance," he said.
Zimbabwe has also sought support for the Lima plan from its former colonial master, Britain, at next month's annual meetings of the IMF and the World Bank in Bali, Indonesia.
Zimbabwe's new administration has placed emphasis on economic growth, and re-engagement with the international community as it takes steps to fulfill the "open for business" mantra which seeks to enable greater foreign direct investment inflows.
Successful implementation of the Lima plan also requires Zimbabwe to implement a raft of economic reforms including reducing the fiscal deficit, stabilizing the monetary system but most importantly resolving the arrears issue to allow for a resumption of development financing.
Zimbabwe is also required to reform its public sector and reduce the high wage bill which currently accounts for more than 90 percent of the national budget, which is funded entirely on taxes.

Just a week into his new post as Zimbabwe's finance minister? Mthuli Ncube is working on a transitional stabilisation programme? which he expects to unveil next month.
An economist by training? Ncube said: "We are on top of this?" as the administration of President Emmerson Mnangagwa seeks to reverse years of economic shrinkage.
The programme? he said? would outline Zimbabwe's fiscal and monetary policies and its plan to clear its arrears to the International Monetary Fund and World Bank.
Ncube told journalists at a media briefing in Harare on Tuesday that the programme he was working on would be the driver of President Emmerson Mnangagwa's economic plan to turn Zimbabwe into a middle-income country by 2030.
"Vision 2030 is achievable? but we need to pursue fiscal consolidation?" Ncube said.
The southern African country is battling an economic crunch marked by a severe US dollar shortage? high state expenditure at 97% of monthly revenues and a drying up of lines of credit for nearly two decades.
Ncube is set to make a bid to the international financial institutions at the next IMF and World Bank meetings set to take place in Bali? Indonesia.
He said the "world was waiting" to hear what Zimbabwe's economic reforms would have.
Ncube said former colonial master Britain had been supportive all the way and had helped set up important international meetings.

This Chinese move against the petrodollar should not be mistaken as a move against the United States, though. It is really a move against the 700 or so top Khazarian mafiosi who have used their control of the petrodollar as part of their plan to enslave humanity.
In fact, patriots in the U.S. are actually fighting alongside their Asian allies to free the American people. That is why an "underwater base off Malibu, California was destroyed, resulting in a 5.3 magnitude earthquake on April 5," Pentagon sources say.
The U.S. military was eliminating a sea-bed base that was involved in the attacks that caused all the mysterious fires recently in Northern California. They did not say who the base belonged to, but apparently it and possibly others have been financed by the California branch of the Khazarian mafia.

The Zimbabwe African People's Union (ZAPU) has accused the African National Congress (ANC) of having an opportunistic relationship with the ruling Zanu PF party in Zimbabwe.
These sentiments come after the ANC publicly endorsed Zanu PF's Emmerson Mnangagwa as the winner of Zimbabwe's disputed elections, with reports indicating the two southern African ruling parties are involved in "delicate talks."
ZAPU, which was once allied with the ANC during the liberation struggle in both countries, said the ANC's current partnership with Zanu PF was based on "gifts and presents" rather than shared ideology.
"We are wise enough to understand that some individuals in the ANC enjoy a political relationship with Zanu PF which is based on gifts and presents more than it is ideological," said ZAPU National Spokesperson, Msongelwa Ndlovu in an interview with CITE.
"It is a different animal to the ANC of Oliver Reginald Tambo whose foundation was the Freedom Charter. This ANC is doing everything against the core values of the Freedom Charter when it comes to the Zimbabwean question," he said.
"It is an absolute disgrace for a party which was persecuted for its relationship with ZAPU to shift allegiance only because their nemesis is in a position of privilege. We have been tempted to denounce the ANC and cut ties completely, but we're aware that the real ANC will never change," Ndlovu said.
Ndlovu also claimed ZAPU was aware that a South African wealthy businessman, entrepreneur and investor, one Zunaid Moti, was at the centre of "oiling the relationship between ANC and Zanu PF."
Ndlovu, said the ANC had "molested" the core values of the Freedom Charter, the ANC's founding document, in its pursuit of personal gain.
He said Moti had supported a tour of South African celebrities and regional journalists in Zimbabwe prior to the country's elections.
Ndlovu remarked that the current leadership of the ANC have hijacked the revolutionary movement in order to commercialise it.
"There is an evident and deliberate purge of freedom fighters in the ANC disguised as a renewal process. The current ANC of labour unionists and student activists is closer to White monopoly capital than it is to the ordinary people whose living shield is the Freedom Charter. We hope that one day South Africans will restore this glorious movement back to its founding values," said the ZAPU spokesperson.
He called on South Africans to restore the ANC to its founding values.

Less than a month into Zimbabwe's independence in 1980, then African National Congress leader Oliver Tambo met with then Prime Minister Robert Mugabe over how the new nation would help the liberation movement execute its war against Apartheid.
The two leaders then set up a committee co-led by Emmerson Mnangagwa, then Mininster of State Security and Thabo Mbeki, that time a high ranking ANC cadre to come up with a deal and operationalise it.
This new interesting detail is according to former President of South Africa and ANC struggle veteran Thabo Mbeki who recentrly gave a eulogy during a recent commemoration even held in honour of the life of Zimbabwe's ex-President, Cde Robert Mugabe, who died a fortnight ago.
Cde Mbeki said the committee then came up woth a cocktail of interventions that oiled the ANC's struggle for independence, including movement of weapons from Zambia and cadres, using Zimbabwean identity cards.
"Emmerson Mnangagwa, was Minister of State Security that time and I worked with him. He is now President of Zimbabwe. Under the deal we crafted, Zimbabwe moved a whole battalion to the Limpopo river at the border with South Africa.
"That means the Zimbabwean soldiers would cross our weapons from Zambia to the Limpopo. Our people would then cross from South Africa, without weapons and get them in Zimbabwe. There were a lot of roadblocks then," said Mbeki.
Mbeki said, many ANC cadres travelled to sensitive meeting abroad, I would go as Patrick Zhuwao," he said, drawing laughter from the crowd that included former Zimbabwean a minister Patrick Zhuwao.
The security situation then was very fragile and dangerous. Its was a transitional period and Ian Smith's spies were still in government.
"Imagin it was just within a month of Zimbabwe's independence and the security situation was still delicate. There we were, requesting Zimbabwe to host our freedom fighters. Mugabe then said let us come up with a team from both sides to operationalise the process.
"We needed to cross our weapons from Zambia through Zimbabwe to our border, the into South Africa. Mnangagwa helped our cadres get Zimbabwean identity cards and our people carrying weapons passed every roadblock without problem. Each time they produced Zimbabwean IDs they passed through each road block without problems.
"This is a secret am letting out for the first time. That is how Mugabe and Mnangagwa stood by us. I could say more. But Zimbabwe played a very important role until we got our independence in 1994," said Mbeki much to applause.
"The Liberation struggle in South Africa had reached fever pitch, inspired by the new State of Zimbabwe, and needing to up the guerilla movement against black discrimination. For some of us in the ANC, Zimbabwe is a very special country."

The five-member panel had Egyptian, Canadian, American, Belgian and Senegalese members, and British and Swiss technical advisers. It was mandated by the security council to investigate the scramble for Congo's resources in the wake of four years of war which left 2 million dead.
Some of the report's harshest criticism was levelled at officials from several African countries who stayed in Congo after peace deals led to the official withdrawal of outside forces. The list of the accused is a roll call of top military officers, government officials and businessmen, including the Rwandan army's chief of staff, James Kabarebe, Zimbabwe's parliament speaker, Emmerson Mnangagwa, and Uganda's army chief of staff, Major General James Kazini.
"The elite networks derive financial benefit through a variety of criminal activities, including theft, embezzlement, diversion of public funds, undervaluation of goods, smuggling, false invoicing, non-payment of taxes, kickbacks to public officials and bribery," the report said.
So lucrative and elaborate was the looting that there were attempts to prolong the fighting by stirring conflict between rival militias and rebels. "Those [criminal] groups will not disband voluntarily. They have built up a self-financing war economy centred on mineral exploitation," the panel said.
Rwanda's claim to have stayed in Congo to hunt the Hutu interahamwe militia responsible for the 1994 genocide was described as a cover for its army's desire to strip minerals. The report even claimed that Rwanda had collaborated with its enemies. It cited a letter from Jean-Pierre Ondekane, a senior pro-Rwandan official, urging all army units to maintain good relations "with our interahamwe and Mayi-Mayi brothers", and "if necessary to let them exploit the sub-soil for their survival".

Zimbabwe is confident of rejoining the Commonwealth of former British colonies, with a senior official saying on Monday that the country's application now undergoing consultations among the grouping's 54 member states.
Ministry of Foreign Affairs and International Trade spokesperson Constance Chemwayi told the state-run Herald daily that Zimbabwe was in the second stage of a four-step process to rejoin the grouping.
The second stage involves Commonwealth secretary general Patricia Scotland consulting member states on whether Zimbabwe should be allowed back into the group.
"Commonwealth decisions are based on consensus and by that nature, every member is entitled to a say on the case of Zimbabwe," Chemwayi said.
She said laid down procedures for re-admission into the Commonwealth include a first step that involves an informal assessment by the secretary general. This stage was done in June 2018 and July 2019 when Scotland undertook missions to Harare to discuss with the Zimbabwean authorities.
"Following the second assessment mission in 2019, Zimbabwe's application is currently in the consultation stage," Chemwayi said.
President Emmerson Mnangagwa wrote to the Commonwealth secretary general in May 2018 expressing Zimbabwe's willingness to return to the 54-member grouping after nearly two decades of estrangement.
Zimbabwe withdrew from the Commonwealth in 2003 at the height of tension between Harare and London over the land reform programme.
