Dan Andrews' ruthless divisiveness was unmatched.
He leaves a legacy as contested as the political battlefield that he ruled over, a strategy that was built on winning and holding office at any cost.
Andrews was fuelled by a precocious, instinctive talent that, in the end, could not mask the deep flaws that delivered an imperfect pandemic response and a smashed budget.
Victoria's finances are in terrible shape, but don't expect Andrews to be apologetic.
"I am not a regretful person, I don't look back,'' he said at Melbourne's Parliament House.
Andrews was Australia's first truly modern political leader, marketing himself shamelessly at younger, digital era voters while wedging the Greens in the inner city.
He wedged everyone, sometimes - in the case of the pandemic - he wedged himself.
Andrews was a creature of party headquarters who saw life principally through the prism of numbers - 50 per cent plus one.
Reviled by the right but loved by the left, Andrews delivered Labor three election wins and skewered four Liberal leaders. He was an election-winning machine.
Andrews was, in many senses, popular in raw numerical terms but he profited by a roll call of catastrophic Liberal failures.
Andrews led the national debate on social issues for years and supercharged the state's economy by pouring concrete like it was Carlton Draught after a grand final win.
At no point after the 2020 pandemic broke out did he look like demanding serious budget repair.
Despite all this, Andrews, just 38 when elected leader in 2010, goes down as the most influential premier in Victoria behind Liberal Henry Bolte, who ruled for 17 years until 1972.
When considering who is the most significant Victorian leader since World War II, think about the enormity of the challenges facing Andrews in the midst of the pandemic, even if some of those challenges were own goals.
Anyone wanting evidence of the bitter Victorian divide should have been in Crown casino at 1.20pm for the Carbine Club grand final week function on Tuesday.
Eddie McGuire broke the news to 900 or so mainly old blokes who roared with approval. No doubt there were many who kept their Labor allegiances to themselves.
This is the thing about Andrews, the people who voted for him often kept their counsel, making it even harder for the Liberal Party to know where to look.

The Morrison government is rethinking its budget strategy amid concerns the key pre-election document will be overshadowed by the state memorial service for Shane Warne the next day.
As the federal cabinet met on Friday to sign off on the budget measures, sources said it was likely that some announcements meant to be made on the budget night, March 29, would now be brought forward or delayed until the election campaign, to be called soon after.
There is a suspicion within the government that Victorian Labor Premier Dan Andrews deliberately scheduled the service, expected to be watched by millions, to sabotage the budget, which the government plans as its election campaign springboard.
The government will call the election soon after the budget, for either May 14 or May 21 and is banking on a fight centred on national security and the economy.
Federal Labor is delighted at the timing but the Premier's office denied any foul play, as did media and AFL personality Eddie McGuire, who liaised with Warne's family on the date of the service.
"This is not about politicians, it's about the family and the fans," said a spokeswoman for Mr Andrews.
"As it should be, the process for choosing a memorial date was led by the family - and we respect their wishes."
Mr McGuire told AFR Weekend that the two optimal dates were either budget day or the day after, March 30.
This was because of a range of factors, including that it needed to be after Warne's funeral on Sunday week, that it be held a respectful time apart from the March 17 state memorial service for cricketing great Rod Marsh, and with the AFL season to start next week, the availability of the MCG is limited.
Mr McGuire said the original decision was to hold Warne's state service on March 29, but it was Mr Andrews who pointed out that was budget day and that the service should be moved to the next day so Scott Morrison and Opposition Leader Anthony Albanese could attend.
"The optimal day was the 29th but Dan Andrews said that's the budget day," Mr McGuire said.
But it is unlikely either Mr Morrison or Mr Albanese will attend. The day after the budget, which is handed down at 7.30pm the night before, is the busiest of the year as the government goes about selling the measures and the opposition countering them.
Mr Albanese will also be busy preparing his reply to be delivered on the night of March 31, which will be of critical importance to Labor before Mr Morrison pulls the trigger for the election.
Mr Albanese also exploited Mr Morrison's misfortune over his government's handling of the floods by visiting the flood-ravaged towns of northern NSW on Friday.
Mr Morrison had created controversy by meeting in secret people who had lost their homes and businesses.
He said he wanted to protect their privacy, but it also believed the government wanted to avoid images of the Prime Minister being accosted by hostile voters, as had happened on the south coast of NSW during the 2019-20 bushfires.

Eddie McGuire quits as Collingwood president
Embattled Collingwood president Eddie McGuire has stood down, denying the club is racist after a damning report found systemic prejudice within the organisation.
"I try my best and I don't always get it right but I don't stop trying," he said hoarsely in Melbourne on Tuesday.
"Today effectively immediately I step down from the presidency of the Collingwood president."
Thanking Victorian Premier Daniel Andrews and Sports Minister Martin Pakula, Mr McGuire said since he became president in 1998 his "sole motivation was to heal, unite, inspire and drive a new social conscience".
But he denied Collingwood was a racist organisation, pointing to the club's work with Aboriginal communities as well as women, the LGBT community and the homeless.
"It is why I'm so proud of our club and the people every day of every week who benefit and who are inspired by the very purpose of the being of Collingwood and that is to be a beacon of hope for all people, particularly those at their lowest ebb or who have been socially isolated and left behind," he said, before a backdrop that featured the Collingwood logo, but none of the club's sponsors.
Mr McGuire said he had become "a lightning rod for vitriol" following his comments last week that the arrival of the report on racism was a "proud" day. His position as president had become untenable, he said.
"It is because we have so much going on, so much good to do and with the interruptions and pressure from COVID-19 that I committed to continue my presidency until the end of this season," he said.
"However, I don't think it is either fair or tenable for the club or the community."
A tearful McGuire described his involvement in the club as "the first time I ever felt part of a community".
"I love my memories of Victoria Park," he said, referring to the club's home ground.
His decision to step down follows the publication of a letter by prominent Magpies supporters published earlier on Tuesday.
Mr McGuire chocked back tears from the outset of the press conference.
He cited progress in creating opportunities for women and Indigenous players, but conceded the report had found systemic racism at the club.
He admitted the club's efforts had not "always been good enough".
"And for that we are sorry," he said.
Over the past week, Collingwood's present and past players have issued apologies for the issues unveiled in the Do Better report.
Mr McGuire said he was going to take a break from his media responsibilities to "recoup and heal".
"To old mate 'Joffa' Corfe and my beloved magpie army, I'm with you all side-by-side," he said.
"Black and white forever."
Lumumba slams Andrews
Meanwhile, Former Collingwood player Heritier Lumumba says Daniel Andrews has shown "us the boy's club on full display" after the Victorian Premier backed Mr McGuire for a second time.
After Mr Andrews said he believed the Collingwood president could implement anti-racism reform following the release of a petition signed by Aboriginal leaders, Lumumba said it was clear the Victorian Premier "cares more about one white man's ego than fighting racism".
"With so many leaders from First Nations & communities of colour calling for McGuire to step down, Daniel Andrews has shown us the boy's club on full display," he said on Twitter on Tuesday.
"The pain & trauma of communities who suffer racism is more important than powerful white men and their friendships.
"If Andrews wants to show real leadership, stand up for the communities who are hurting because of Collingwood's public refusal to admit fault.
"He says Eddie is 'equal to the task.' 22 years is a long time for someone to decide if they want to understand what racism is.
"The fact that Andrews can ignore a former Aboriginal and Torres Strait Islander Social Justice Commissioner, former Indigenous players and their families, academics and community leaders, shows he cares more about one white man's ego than fighting racism.
