PM Medvedev: Doping accusations against Russia resemble 'endless anti-Russian soap opera'
The Russian prime minister added that a problem of consumption of banned performance enhancing drugs in Russia exists but this situation is unacceptable in sports
Continuous doping abuse accusations of the World Anti-Doping Agency (WADA) against Russian sports look like an 'endless anti-Russian soap opera,' Russian Prime Minister Dmitry Medvedev said in an interview with Russian television channels on Thursday.
"Everything that is connected with a doping scandal reminds me already of an endless anti-Russian soap opera as they have made a decision, introduced punishments and declared suspensions," Medvedev said.
"A bit later, something itched again and they decided - let's look once again at the very same lists, reanalyze the very same samples to see if we have missed something and we will punish again those, who have been already punished, and in some cases we will also expand the responsibility to other athletes, regardless of their innocence," the Russian prime minister stated.
Medvedev added that a decision of the World Anti-Doping Agency on possible sanctions regarding Russian sports "will be very tough for our country."
The Russian prime minister pointed out that a problem of consumption of banned performance enhancing drugs in Russia exists but this situation is unacceptable in sports.
"Is there a doping problem here [in Russia]? Yes, there is," Medvedev said in an interview with Russian television channels on Thursday. "Obviously, this is totally unacceptable regarding common approaches to the development of sports in the modern world."
"However, I have issued instructions to our sports authorities, the Sports Ministry and other relevant bodies to stand fighting for our interests and the interests of all athletes to provide for their participation in international tournaments," Medvedev added.
The Russian prime minister went on to say that Russia must continue stepping up its fight against the abuse of performance enhancing drugs in sports.

Putin to ruling party: Take lead to reverse unpopularity
MOSCOW (AFP-Jiji) - Russian President Vladimir Putin on Saturday told United Russia to take the initiative rather than wait for his lead as the ruling party struggles to overcome plummeting popularity after a long period of political dominance.
Putin addressed the annual convention of the party, which is widely seen as a rubber-stamp for the Kremlin and analysts say often takes the heat for any unpopular government decisions.
United Russia, which was established in 2001 and turns 18 next weekend, has been a legislative powerhouse, enjoying a constitutional majority in the parliament's lower house since 2007.
But the public's desire for change is growing, and the crisis has led to members trying to avoid the party's name in elections.
On Saturday, Putin called on delegates to take the lead and be "with the people."
"I ask you to be leaders. Find and raise difficult questions without waiting for my annual phone-in," the president said, referring to the marathon television session he holds with Russians who complain about crumbling infrastructure or unresponsive local officials.
However, he praised the party for "not shunning difficult decisions," likely referring to the recent reform hiking the state pension age, for which United Russia took the brunt of criticism.
'Party of crooks and thieves'
Such unpopular reforms and mounting economic troubles have led the party's rating to collapse to a record low of 32.2 percent this year.
Putin usually distances himself from United Russia, and his spokesman this week reiterated that although the president would address the convention, he is not its leader.
That role has been delegated to Putin's loyal lieutenant, Prime Minister Dmitry Medvedev.
United Russia has become so toxic that even ranking members chose to run as independents in local polls in September, earning a rebuke on Saturday from party chairman Medvedev, who chastised them for "confusing voters."
Medvedev also urged the party to "renew" itself before the next elections and become "invincible for political opponents" by the 2021 parliamentary polls.
"We are preparing for a difficult campaign on all levels of the government," he said, complaining of "dirty" and "unfair" tactics used by opponents to attack United Russia.
For Russia's opposition, the party has been associated with corruption and extreme bureaucracy.
Opposition leader Alexei Navalny has made it his mission to destroy United Russia, calling it the "party of crooks and thieves" in 2011 - a phrase that continues to stick at every election campaign.
Putin's 'lightning rod'
Unlike in many other countries, where the ruling party typically forms the government, United Russia does not make independent decisions and only rubber-stamps Kremlin and government initiatives.

Ukrainian Foreign Ministry issues protest over Medvedev's trip to Crimea
"The trip comes in defiance of repeated warnings from Ukraine," it said
KIEV, July 28. /TASS/. The Ukrainian Foreign Ministry has voiced protest in connection with the trip to Crimea of a Russian delegation led by Prime Minister Dmitry Medvedev, the ministry's press service said on Sunday.
"The trip comes in defiance of repeated warnings from Ukraine," it said. Earlier on Sunday, the prime minister arrived in Sevastopol to attend festivities marking Russia's Navy Day.
The Republic of Crimea and Sevastopol, a city with a special status on the Crimean Peninsula, where most residents are Russians, refused to recognize the legitimacy of the authorities in Kiev who seized power amid riots that sparked a coup in Ukraine in February 2014.
Crimea and Sevastopol adopted declarations of independence on March 11, 2014. They held a referendum on March 16, 2014, in which 96.77% of Crimeans and 95.6% of Sevastopol voters chose to secede from Ukraine and join Russia. The Russian president signed the reunification deals on March 18, 2014. Despite the convincing results of the referendum, Kiev refused to recognize Crimea as part of Russia.

Hell freezes over? New York Times wants closer relationship with Russia, congratulates Trump
The New York Times' editorial board, fresh from peddling anti-Russia conspiracies for two years, has made a remarkable about-turn. Now the paper wants closer relations with the Kremlin, all to thwart China's ambitions.
'Russiagate' has maintained an iron grip on American political discourse for two years now, even after Special Counsel Robert Mueller's report cleared President Donald Trump of conspiring with the Kremlin to steal the 2016 US election. In the media, the public has been treated to nightly conspiracy theories and bizarre connect-the-dots articles claiming to prove collusion; and lawmakers have crafted ever more draconian sanctions bills against Russia and have slotted opposition to Russia into their campaign messages.
Meanwhile, Moscow and Beijing have looked to each other, holding joint military exercises and upping their trade volume to more than $100 billion in 2018. Russian Prime Minister Dmitry Medvedev recently announced plans to build a new, 2,000km-long highway linking Europe and China, while President Vladimir Putin has been mulling connecting Russia's Northern Sea Route with China's Maritime Silk Road, an ambitious global trade route linking China with ports in Southeast Asia, Africa, Europe, and the Middle East.
The idea of closer Moscow/Beijing cooperation clearly worries the New York Times' editorial board. In an op-ed published on Sunday, the board wrote that "President Trump is correct to try to establish a sounder relationship with Russia and peel it away from China" - itself a remarkable compliment from a paper that ran op-eds titled "Donald Trump Hates America," and "Trump is Racist to the Bone" in the last five days.
The board then suggested that the US could strengthen its cooperation with Russia in space exploration and Arctic cleanup - areas untainted by 'Russiagate'. In addition, new arms control treaties could be a step towards geopolitical cooperation between the two rival superpowers.

Russia Approves a Private $10 Billion Europe-China Highway
Would add a trucking option to the New Silk Road
Prime Minister Dmitry Medvedev has approved the construction of a new tolled motorway across Russia designed to significantly shorten cargo routes, local media reported. The project is expected to cost around $9.5 billion.
The massive infrastructure project, the Meridian highway, has won the support of the Russian government, Vedomosti business daily said, citing government officials. The highway is set to stretch over 2,000km from the Belarus border to the frontier with Kazakhstan, and it is expected to become part of the fastest trucking route between China and Europe.
While the construction will fully rely on investors' funds without taking money from the Russian budget, the government has pledged to assist with attracting new investment for the project, including from China. However, investors want the government to ensure their minimal revenue of around $550 million, covering not commercial but political risks such as the closure of state borders.
Given that tolls will be charged for trucks and cars, as well as the large capacity of the highway, the project is expected to break even in 12 years.
The Meridian highway falls under China's ambitious transcontinental trade and infrastructure project called One Belt, One Road, which Russia supports. In April, Russian President Vladimir Putin visited China and took part in the second Belt and Road Forum for International Cooperation. Back then, he said that the Chinese initiative will strengthen "the constructive cooperation" of the Eurasian states and will ensure sustainable economic development and economic growth in the region.

Inside the Ring: Obama and Russian Collusion
Former U.S. Ambassador to Russia Michael McFaul provided new clues recently about a controversial open-mic comment in 2012 by President Obama, widely viewed as secret collusion to limit U.S. missile defenses. A boom microphone overheard Mr. Obama telling then-Russian President Dmitry Medvedev during a nuclear security summit in Seoul on March 26, 2012, that he was facing his "last election" and as a result would have "more flexibility" once reelected. Mr. Medvedev promised to tell "Vladimir" - Vladimir Putin, the real power in Moscow who would again become president two months after the meeting. The disclosure set off widespread criticism of the Obama administration amid concerns that the president was preparing to limit American missile defenses in exchange for a Russian agreement to a follow-on strategic arms treaty to the 2010 New START accord.
''
Mr. McFaul first disclosed details about the exchange between Mr. Obama and Mr. Medvedev in his book "From Cold War to Hot Peace." In the book, Mr. McFaul wrote that the president, unaware of the overheard comment, told him after the Seoul meeting that he had discussed "missile defense and me." The American ambassador had been subjected to a campaign of physical and media harassment by the Russian government. In a car ride after the meeting, Mr. Obama told Mr. McFaul, "Well, the first thing I told him is, I said, 'Stop f-ing with McFaul,'" Mr. McFaul recounted when asked about the exchange during a recent conference at the Hoover Institution. "I lament in the book I wish that would have been the [comment] picked up instead of the other one," he said.
Mr. McFaul, in the book, did not go into detail on the missile defense part of the overheard discussion. But when asked by Inside the Ring at the Hoover meeting if the president at the time was willing to make concessions to Moscow on missile defense, Mr. McFaul said, "You're right. President Obama wanted another arms control treaty. And he had been working with them. "So what he was saying is [that] we're not going to be able to negotiate on [a follow-on] New START or missile defense until the election," he said. "And by the way, I don't understand why that's such a shocking statement. Elections matter, and he was not going to be focused to talk about it." Mr. McFaul said presidents use second terms to focus more on foreign policy, but he denied that the United States planned to give away advantages for U.S. missile defenses. The plans for another agreement fell through after the election because Mr. Putin showed no interest in further arms control.

Russia, China Prepare To Dump Dollar, Agree To Bilateral Trade In National Currencies
Just one month after conducting joint military exercises, Russia and China are set to sign an agreement which would boost the use of their national currencies in bilateral and international trade in an attempt to mmove away from the current dollar-denominated financial system, according to Russian state-owned news outlet TASS.
It is planned that Russia and China will be developing bilateral payments in national currencies, encourage and expand the use of national currencies, particularly through promotion of their use when signing international trade contracts. According to the draft agreement, the sides will also assume required measures to lift barriers for payments in national currencies. -TASS
The Kremlin released a draft decree on Wednesday outlining "settlements and payments for goods, service and direct investments between economic entities of the Russian Federation and the People's Republic of China are made in accordance with the international practice and the legislation of the sides' states with the use of foreign currency, the Russian currency (rubles) and the Chinese currency (yuan)."
According to the draft, Moscow and Beijing will cooperate to develop a national payments system, along with cross-border payments in national and other currencies.
"The sides deepen the cooperation in the field of national payment card systems and within the framework of the Russian and Chinese legislation provide support to commercial banks in their independent decision-making on joining the payment system in the state of the other side," reads the document.
Last November, Russian Prime Minister Dmitry Medvedev said that discussions were under way to allow the use of China's UnionPay credit card in Russia, and Russia's Mir card in China.

13 people, including 2 children, confirmed dead in Superjet-100 crash-landing in Moscow
At least 13 people who were on board the burnt-out Aeroflot plane that crash-landed in the Moscow Sheremetyevo Airport have been confirmed dead. Seven more passengers were injured, three of them seriously.
Russia's Investigative Committee has confirmed that 13 people died in the Sunday crash-landing and fire. Investigators have opened a case into an aircraft operation safety rules violation, which led to the deaths of "two or more people."
Seven people were injured in Aeroflot flight SU1492's crash-landing, two of them seriously, the Russian Health Ministry said. Three people were admitted to the Russian National Surgery Center at the Vishnevsky Institute of Surgery, its director told journalists, adding that two of them suffered 15-20 percent body burns that had also damaged their lungs.
Fire engines were reportedly on the spot some two minutes after the plane crash-landed and the blaze was extinguished within minutes, but not before it engulfed the entire tail end of the jet.
Russian President Vladimir Putin has expressed his condolences to those who lost their loved ones in the crash and has ordered the authorities to conduct a thorough investigation of the incident. PM Dmitry Medvedev has meanwhile ordered Transport Minister Evgeny Dietrich to create a special commission to look into the crash.

Incredibly, the ongoing Mueller-directed farce popularly referred to as the "Trump-Russia collusion" investigation is being directed by a man who should be officially considered a top "Russia collusion" suspect. It was FBI Director Mueller, after all, who, along with then-Secretary of State Hillary Clinton, failed to take any action to stop the sale of Uranium One to Russia (see here, here, and here). Giving Putin 20 percent of our uranium production capacity seems to be a bit more serious than anything Donald Trump or anyone in his retinue have been accused of.
And what was Director Mueller doing while President Obama and Secretary Clinton were helping Putin build Skolkovo, Russia's hi-tech version of Silicon Valley?
https://thehill.com/opinion/white-house/429292-the-case-for-russia-collusion-against-the-democrats
As secretary of State, Hillary Clinton worked with Russian leaders, including Foreign Minister Sergey Lavrov and then-President Dmitri Medvedev, to create U.S. technology partnerships with Moscow's version of Silicon Valley, a sprawling high-tech campus known as Skolkovo.
Years later, intelligence documents show, both the Skolkovo and Uranium One projects raised serious security concerns.
In 2013, the U.S. military's leading intelligence think tank in Europe sounded alarm that the Skolkovo project might be a front for economic and military espionage.
https://www.telegram.com/article/20140408/NEWS/140409912
In an extraordinary warning issued to technology companies in Massachusetts, the FBI's Boston office said entrepreneurs could unwittingly be drawn into industrial espionage if they work with Russian-backed venture capital firms operating here and in Silicon Valley.
The bureau said it has sent notices to local companies and research facilities such as universities, and on Friday published an op-ed piece by an agent in the FBI's Boston office.
The FBI singled out the Skolkovo Foundation, founded by Russia's prime minister, Dmitry Medvedev, that in 2011 enlisted the Massachusetts Institute of Technology to start an elite technical college in Russia modeled after the Cambridge school.
?The foundation may be a means for the Russian government to access our nation's sensitive or classified research development facilities and dual-use technologies with military and commercial application," Lucia Ziobro, assistant special agent at the FBI's Boston's office, wrote in an op-ed piece that was published online by the Boston Business Journal Friday.
///
The FBI warning comes as the Obama administration has increased pressure on Russia for its annexation of the former Ukrainian territory of Crimea by levying sanctions on some business leaders close to President Vladimir Putin. In March, the Commerce Department banned new licenses for the export to Russia of defense-related products and "dual-use" technologies that could have military applications.
But Ziobro said the warning had been in the works since early February, before the situation began in Crimea.
?Rather than waiting for a crime to occur, we're putting the alert out in case something comes up from Russia," she said.
Many of Russia's overseas technology initiatives are active in Boston.

U.S. Fears Russian Acquisition of ICQ: Apparently, Most Criminals Use It
by Michael Suen | 12:36 pm, June 28th, 2010
Um, so did you know this? Apparently ICQ's heyday didn't end millions of years ago. According to an article from CY.TALK, senior U.S. officials are alarmed over the sale of the instant messaging service to a Russian company, fearing they will lose tabs on the criminal underworld.
ICQ, which is one of the largest IM services of its kind, is especially popular in Russia and Eastern Europe. The implications are clear: If we don't do something about it, our world will soon be overrun by guys straight out of Eastern Promises.
The US Committee on Foreign Investment, which had the power to block the deal, is now unable to do so, as the law dictates such a business deal cannot be canceled after 30 days of its initial announcement. They could break the rule and make an "exception," but then what would be the difference between us and them, hm?
Russian specialists dismiss the security concern, saying that as long as there is a global effort made to fight cyber crime, the IM service's location is irrelevant.
Director of the Institute of Globalization and Social Movements Boris Kagarlitsky said: "The problem is that not only criminals are using ICQ. Most users are innocent. Nevertheless, there is no guarantee that your mail is not read. This is a traditional human rights concern which has to be taken very seriously."
Sounds like the close-knit relationship (re)established between the U.S. and Russia last Thursday when President Barack Obama and Russian President Dmitry Medvedev had burgers for lunch and discussed political affairs isn't exactly smooth sailing just yet. At least we still have the "Twitters" on good ol' American soil.

The popular messenger has officially been banned in Russia over a denial to follow local legislation regarding countering terrorist activities. Telegram's creator has promised he will find a way to counter the ban.
The ICQ messenger will be used by Moscow's officials to communicate with each other, instead of the now banned Telegram, reports a journalist from the Russian newspaper Komsomolskaya Pravda on his Telegram channel. The journalist also joked that the last time he had used that messenger was even before the presidency of Dmitry Medvedev began. Russian media had earlier reported that Kremlin spokesman Dmitry Peskov had installed ICQ and was testing it.

Comrade Nguyen Thien Nhan,
We are grateful for this opportunity to visit Ho Chi Minh City and for the fruitful and warm talks we have held.
We regularly exchange visits by top and high-level delegations. Last year, General Secretary of the Communist Party of Vietnam Nguyen Phu Trong visited Russia, and Prime Minister of Russia Dmitry Medvedev as well as State Duma Speaker Vyacheslav Volodin visited Vietnam. We look forward to a visit by Prime Minister Nguyen Xuan Phuc and Speaker of the National Assembly of Vietnam Nguyen Thi Kim Ngan this year.
When President of Vietnam Tran Dai Quang visited Russia in 2017, our leaders reached an agreement on holding the Year of Russia in Vietnam and the Year of Vietnam in Russia, which you have mentioned. The programme of this event includes dozens of undertakings, from cultural, academic and education exchanges to investment projects.
We are working hard to strengthen our trade and economic cooperation. Several Russian companies are working in Vietnam, and the Rusvietpetro Joint Venture is active in Russia. In addition to hydrocarbon projects, we are also implementing a promising project to build a nuclear science and technology centre in Dong Nai.

'Toxic mixture' of Trump, Pence & Bolton endangers Europe's security - top German MP
Published time: 23 Feb, 2019 08:13
The German politician proceeded to up the ante: "This is a toxic mixture, it endangers Europe's security."
In support of his claim, Trittin listed a number of important accords that were derailed or abandoned by the US, including the Paris climate change agreement, the 2015 Iran nuclear deal, and - most recently - the 1987 Intermediate-Range Nuclear Forces Treaty (INF). Treaties aside, Trump also quit UNESCO, citing the UN body's 'anti-Israel stance.'
Meanwhile, the New START treaty which cut US and Russian nuclear arsenals by half will expire by 2021, Trittin noted. The milestone pact was inked in 2011 by then-presidents Barack Obama and Dmitry Medvedev on the heels of 'resetting' strained US-Russia relations. But, eight years later, there is no sign that it may be prolonged.
With that in mind, Europe must turn its head to Russia as "it is time for a European disarmament initiative."

"Pawns In Someone Else's Dirty Game": Russia's Lavrov Slams US Interference In Venezuela
Commenting on Washington's claim that Venezuelan opposition leader Juan Guaido is the legitimate president, Russian Foreign Minister Sergey Lavrov called out what Moscow sees as rank hypocrisy, saying:
The US, which is paranoid about somebody interfering in their elections, even though they have no proof of that, themselves are trying to rule the fates of other peoples. What they actually do is interfere in their internal affairs. There is no need for [US special counsel Robert] Mueller to determine that.
He further noted that the speed of events and unrest inside Venezuela suggests foreign powers are ultimately pulling the strings, calling attempts to foster a coup "someone else's dirty game". He said:
We hope the Venezuelan opposition prioritize national interests and call on them not to be pawns in someone else's dirty game.
In separate statements Russian prime minister Dmitry Medvedev questioned of the "quasi-coup" in oil-rich but cash poor and inflation gutted Venezuela: "How would the American people feel if, say, the Speaker of the House declared herself president as a result of the shutdown?"
While countries like China, Turkey, and Syria have declared intentions to stick by Maduro, little has as yet be heard in terms of a consistent position from EU countries, which given their current silence will likely toe the US line.
But already, UK Foreign Minister Jeremy Hunt has made a statement saying it's "clear" that Maduro is "not the legitimate leader of Venezuela".

Russian PM comments on French protests and need to reform social welfare system
Russian Politics & Diplomacy January 15, 14:26 UTC+3
Most countries are facing common issues, Medvedev pointed out
MOSCOW, January 15. /TASS/. Large-scale protests in France point to a need to upgrade social welfare systems as soon as possible in accordance with the reality of the digital era, Russian Prime Minister Dmitry Medvedev said, addressing a plenary meeting of the Gaidar Forum on Tuesday.

"Most countries are facing common issues, which concern ways to ensure the rights of those who are being left out of the social welfare system in the wake of technological progress. Another question is what will become of this system and how it should be upgraded?" Medvedev said. "
"Complicated social processes and mass protests in European countries - particularly, in France - show that there is a need to find answers to these questions as soon as possible," he added.
"Undoubtedly, these matters are relevant for our country as well," Medvedev said.

US preparing to sink Obama-signed nuke control treaty with complaints about Russian missile - Lavrov
The US may be preparing to torpedo the New START deal with Russia, which limits the number of nuclear weapons each country can have, in its latest escalation over a Russian missile "violating" the INF arms treaty, Moscow says.
The suspicion was voiced by Russian Foreign Minister Sergey Lavrov in response to remarks by US Joint Chief of Staff Chairman Gen. Joseph Dunford, who said the New START treaty may be affected by the current quarrel, between the two countries, over another key agreement, the INF Treaty.
New START was signed in 2010 by then-presidents Dmitry Medvedev and Barack Obama. It set limits on how many nuclear warheads, and means for their delivery, each country can possess. It replaced an earlier agreement signed by US and USSR and is due to expire in 2021, with an option of a five-year extension.
The INF in turn was agreed in late years of the Cold War and banned a certain class of weapons - land-based ballistic and cruise missiles if intermediate range - to reduce tension in Europe. The mass deployment of such missiles by NATO nations and the Warsaw Pact Organization on the continent was deemed too risky, since it made the possibility of a nuclear war by mistake too likely.
"I have seen the statement that if the INF no longer exists, then the New START will be put in question," Lavrov told journalists on Friday.
It seems that the ground is being laid to eventually scrap this document too.
The INF has had a bumpy road over the past decade as tension between the US and Russia escalated. Washington claims Russia has secretly developed a missile that violates the terms of the treaty. Moscow says the US has de facto made its Tomahawk missiles land-based with the creation of the AEGIS Ashore, the land-based version of the naval anti-missile system that uses launchers compatible with the iconic cruise missiles.

Medvedev sees Poroshenko's chances of winning presidential election as zero
According to Dmitry Medvedev, the incident in the Kerch Strait may be fraught with problems for economy in Ukraine
MINSK, November 27./TASS/. Russian Prime Minister Dmitry Medvedev believes Ukrainian President Pyotr Poroshenko has no chances of winning the next year's presidential election.
"It is obvious that incumbent President Poroshenko has no chances to win in the elections as things stand at the moment, and maybe even no chances to continue to the second round," Medvedev told reporters. He believes the Kerch Strait provocation was apparently undertaken "to achieve certain decisions politically advantageous for the incumbent president".
He said certain Ukrainian analysts spoke about a possible scenario like the one that unfolded in the Kerch Strait back a year ago within the context of the upcoming presidential election in Ukraine.
Medvedev said the incident was not discussed at a session of the Eurasian Intergovernmental Council in Minsk. "This is not the issue to be discussed in Minsk," he explained.
According to Medvedev, the incident in the Kerch Strait may be fraught with problems for the Ukrainian economy. "Obviously, this incident [in the Kerch Strait] is an additional complication of the processes going on in Ukraine," he said. "It will create or, at least, may create serious problems for Ukraine's economy."
"And, naturally, it will do no good to the relations between Russia and Ukraine," he added.
On November 25, three Ukrainian naval ships breached the Russian state border in the Kerch Strait. The Ukrainian ships did not respond to the legitimate demands coming from the vessels of the Border Service of the Russian Security Service (FSB) and the Black Sea Fleet that had pursued them in order to stop them immediately and thwart their dangerous maneuvers. Because of their blatant refusal to submit to the order, gunfire had to be used to stop the intruding Ukrainian ships. Three Ukrainian servicemen were lightly injured and later received medical treatment. In addition, the ships were detained. A criminal case was launched into the breach of the Russian state border. Later in the day, following Ukrainian President Pyotr Poroshenko's order, the Council of National Security and Defense of Ukraine decided to impose martial law in the country.

Russia and China ditching dollar for national currencies payment system to avoid sanctions
Moscow and Beijing are drafting a pact to increase the use of the ruble and the yuan in bilateral and international trade. The countries aim to cut reliance on the US dollar to avoid sanctions targeting financial transactions.
The plan is to launch a new cross-border system for direct payments in national currencies. Discussions are underway to allow the use of China's UnionPay credit card in Russia and Russia's Mir card in China, according to Russian Prime Minister Dmitry Medvedev, who visited China this month.
"No one currency should dominate the market, because this makes all of us dependent on the economic situation in the country that issues this reserve currency, even when we are talking about a strong economy such as the United States," Medvedev said.

Russia Sees No Alternative to Negotiation Process on Libya Crisis
Russia sees no alternative to negotiation process on the settlement of the crisis in Libya and urges all parties to the conflict to continue the dialogue and reach compromises, First Deputy Chief of the Russian Government Staff Sergei Prikhodko said on Tuesday.
"We believe that there is no alternative to the negotiation process. All Libyan parties should continue the dialogue on searching the compromises, relying on the Skhirat Agreement, the only viable basis for achieving a long-term settlement as stated in the UN Security Council resolution 2434," Prikhodko said.
He also added that Russia is not taking sides in the Libyan conflict as it is interested in the territorial integrity of the country.
"We do not take sides in the intra-Libyan conflict. Guided by the interest of preserving the sovereignty and territorial integrity of Libya, we maintain balanced contacts with all the major military-political forces in this country," Prikhodko said.
Russian Prime Minister Dmitry Medvedev will take part in the Palermo Conference on Libyan settlement later on Tuesday.
Libya has been torn apart by conflict since longtime leader Muammar Gaddafi was overthrown in 2011.
The eastern part of the country is governed by the Tobruk-based parliament, backed by the Libyan National Army (LNA). The UN-backed Government of National Accord (GNA), headed by Prime Minister Fayez Sarraj, operates in the country's west and is headquartered in Tripoli.

Medvedev warns West cannot sway Moscow's stance by stoking anti-Russian hysteria
Russian Prime Minister Dmitry Medvedev in an interview with Euronews television channel
Dmitry Medvedev: If we look back on the current relations between Russia and the EU, let us face it, these relations are going through hard times. We believe that this is the result of rather hasty decisions made by the European Union itself. And I think EU residents are the ones paying for these decisions (I emphasize once again, we did not initiate them). Of course, this negatively affects our country as well.
Host: In the case of the Skripal poisoning. The defense given by the two suspects was mocked in Europe or outside of Russia. Are you embarrassed by that reaction? Do you think it damages Russia's credibility?
Dmitry Medvedev: Today, we have not yet talked about our friends across the ocean, for example, the anti-Russia hysteria in the United States of America. We are perfectly aware of the fact that all that is connected with Russia in the United States now has a different goal - internal political squabbles; in fact, arguments between the Republicans and the Democrats and arguments inside the Republican Party. The same can be said about the European countries. Nine times out of ten, this anti-Russia campaign is in pursuit of entirely internal political goals: to stay in power, form a government or achieve some other goal. But certainly not to influence Russia's position. It cannot be influenced, something that everyone realises very well.
Host: I want to ask you about the two Skripal suspects, just because I want to know if you really believe that they went there to see a cathedral.
Dmitry Medvedev: I do not know. I will not comment, just because I am not acquainted with those people, neither am I acquainted with the comments to a sufficient degree. I do not know. How can I know?
Host: But does Russia see itself at war with America or anyone who imposed sanctions on your country?
Dmitry Medvedev: And sanctions against the banking sector are, in fact, a declaration of trade war. These are the hardest sanctions. But without a doubt, we will be able to overcome this kind of pressure. We don't have any doubt that our economy is able to adapt to any form of pressure. The only question is why one would need this. I mean that this tends to upset international order, including the international economic order.
We understand that, for example, the extent of the integration, or mutual dependence of the Russian and US economies is insignificant. American businesses are not much affected by the sanctions that the United States has imposed on our country because the amount of trade is modest. But European businesses have been hit hard because the amount of trade is huge. Currently, trade with the United States is estimated at about $20 billion - this is a low period, though. This is nothing. The amount of trade with the European Union is much more significant, as the European Union accounts for 45 percent of our trade. This figure runs into the hundreds of billions of euros. I will just give you one example. After the sanctions were imposed, our trade with the European Union all but halved, plunging from 430 billion euros to 220-230 billion euros at some point. So my question is: So my question is: what losses did Europe incur? Europe lost jobs. It lost revenue. It lost confidence
Host: Is Donald Trump the best thing that happened to Russia in recenttime?
Dmitry Medvedev: We did not elect Donald Trump. Donald Trump is the President of the United States of America. We respect the choice of the American people. If there were a different president instead of Trump, we would respect him no less. As far as we can see, Donald Trump is having a hard time because he is being attacked by the right and by the left. On the one hand, he is suspected of having some sort of sympathy towards our country even though he actually has not yet done anything to radically improve relations between our countries. And he is unlikely to do - due to the pressure being put on him. And on the other hand, he is being pressured in other areas.

More Deep State Sabotage
IN THE SENATE OF THE UNITED STATES
August 1, 2018
Mr. Graham (for himself, Mr. Menendez, Mr. Gardner, Mr. Cardin, Mr. McCain, and Mrs. Shaheen) introduced the following bill; which was read twice and referred to the Committee on Foreign Relations
US Congress publishes entire text of Russia sanctions 'bill from hell'
The full text of Congress' latest sanctions bill has been released, revealing a punitive piece of legislation that aims to undermine Russia economically - and even suggests designating Moscow a state sponsor of terrorism.
Dubbed the "sanctions bill from hell" by its authors, the 'Defending American Security from Kremlin Aggression Act of 2018' was introduced by a group of Republican and Democratic senators on August 2. The bill would place restrictions on US cooperation with Russia's oil industry, target Russian sovereign debt transactions as well as Russian uranium imports. In addition, the legislation calls for sanctions against "political figures, oligarchs, and other persons that facilitate illicit and corrupt activities, directly or indirectly, on behalf of the President of the Russian Federation, Vladimir Putin."
The bill, which was recently published in full on Congress' official website, also pledges full support for NATO and would require a two-thirds majority vote in the Senate if the United States ever wishes to exit the transatlantic alliance.
The legislation also declares that "the United States will never recognize the illegal annexation of Crimea by the Russian Federation" and that Washington, in conjunction with NATO, should "prioritize efforts to prevent the further consolidation of illegal occupying powers in Crimea."
The pending 'Kremlin Aggression Act' decrees that Congress should also determine whether Russia "meets the criteria for designation as a state sponsor of terrorism."
The bill also accused Russia of "enabling the brutal regime of Bashar al-Assad in Syria to commit war crimes," adding that Moscow has shown itself to be "incapable or unwilling" to compel Assad to "stop using chemical weapons against the civilian population in Syria."
The Act calls for a congressional committee to investigate "alleged war crimes and crimes against humanity attributable to [Russia]" and resolves to "punish the Government of the Russian Federation for, and deter that Government from, any chemical weapons production and use through the imposition of sanctions, diplomatic isolation, and the use of the mechanisms specified in the Chemical Weapons Convention for violations of the Convention."
The legislation is just the latest addition to a laundry list of sanctions and laws passed in the months following the 2016 presidential election.
Republican hawk Lindsey Graham (South Carolina) and Bob Menendez (D-New Jersey), who both sponsored the bill, said in a joint statement that the legislation is designed to show that the US will "not waver in our rejection of [Russian President Vladimir Putin's] effort to erode western democracy as a strategic imperative for Russia's future." The Russia-obsessed Senator John McCain (R-Arizona) was one of the five co-sponsors of the bill.
Moscow has brushed off the new wave of accusations as a projection of internal US struggle. Some elements in the US government are trying to "keep afloat" the conspiracy that Russia meddled in the US elections, in hopes of derailing constructive relations with Moscow and using the issue "purely for internal American purposes," Senator Konstantin Kosachev, who chairs the Upper House Committee for International Relations, has said in response to the latest sanctions.

Prime Minister Dmitry Medvedev has warned that the adoption of any US legislation that targets Russian banking operations and currency trade would be considered a declaration of economic war.
"If they introduce something like a ban on banking operations or the use of any currency, we will treat it as a declaration of economic war. And we'll have to respond to it accordingly - economically, politically, or in any other way, if required," Medvedev said last week. "Our American friends should make no mistake about it."
Moscow has vowed to respond to any new sanctions. Russia's Finance Ministry said it would continue to sell off its holdings of US Treasury securities, while some lawmakers have called for Russia and its allies to stop using the US dollar for mutual payments.

New US Anti-Russia Sanctions Made to Head Off Senate-Proposed Sanctions - Expert
Russian Prime Minister Dmitry Medvedev said that the new sanctions the US plans to introduce might be treated as a declaration of economic war. Radio Sputnik discussed this in detail with independent political analyst Gilbert Doctorow.

Russia 'can't beat US in trade war,' but could hurt Washington elsewhere (or team up with China)
Published time: 10 Aug, 2018 21:08
After Prime Minister Medvedev accused the US of declaring a trade war with its latest sanctions against Russia, experts weigh up how much damage each country might inflict on the other and what Moscow can do to dodge the blows.
Labeled "draconian" by both sides, the White House sanctions over Russia's alleged involvement in the poisoning of the Skripals in the UK in March will be applied in two steps. On August 22, an initial restriction on exports of security-sensitive goods will come into force and, unless Russia assures the US that it has stopped using chemical weapons (which it denies in the first instance), more severe restrictions will be introduced 90 days later. These include a potential moratorium on national carrier flights to the United States and an almost complete import ban.
Dmitry Medvedev on Friday promised a "political and economic reaction,"but what can Russia do?
Respond in kind, or go asymmetrical?
Gilbert Doctorow, a Brussels-based Russian affairs analyst, says that the US, particularly with the second proposed round, is threatening to "go for the jugular" in a way it has not during any of the previous acts of sanction dating back to the Crimea secession in 2014. Which means that Russia's response has to be more than symbolic.
"There are a number of measures that it can implement to hurt the US rather badly. One is a cut-off of delivery of Russian made rocket engines used in the US space program," he told RT. "There are also such things as prohibition of export to the US of rare and strategic metals essential to all kinds of industry, or raising manyfold the charges for use of Russian airspace or, alternatively, simply prohibiting US civil aviation from using Russian airspace."
But Doctorow and Vladimir Vasiliev, from Moscow's Institute for US and Canadian Studies, each agree that Russia is more likely to take a wait-and-see approach than to try to get the first shot in.
"A lot will depend on the US sanctions, which have not been thought through. Politics dominates economics in this area; they've been announced, but Commerce Department officials are now frantically scrambling to create an actual sanctions packet in time for August 22,"Vasiliev said, adding that the impact on trade for both sides could be so severe, Russia may choose not to exacerbate the effect.
Yet the experts believe that a more practical response would be asymmetrical. Rather than punishing the US, which exported a paltry $7 billion of goods to Russia last year, economically, Moscow could exact a political revenge, in areas where Washington is much more dependent on its goodwill - not least in Syria, where both countries are entangled and Moscow has the upper hand.
"There are actions to directly counter US sanctions directed against other countries, such as Iran and North Korea. Russia can stop cooperating with the US and, indeed, go over to the other side, which would be quite destructive of US foreign policy," suggests Doctorow.
Beijing or Brussels?
Alternatively, Moscow could simply bypass sanctions by strengthening its other relationships.
Vasiliev suggests greater cooperation with Europe, which is reliant on Russian energy exports and, due to its geographic and economic position, "offers greater opportunities" for its easternmost state.
David Kotz, professor of economics at the University of Massachusetts, Amherst, suggests looking instead to the east.
"The US has been angering a lot of countries around the world over trade and that should make it easier for Moscow to find allies on the economic front. First of all, China. Now the two countries have even more grounds to work together," said Kotz.
Although in geopolitical terms China and Russia, with their complementary economic strengths, have always seemed like a natural fit; the relationship between Vladimir Putin and Xi Jinping, much warmer than that of their predecessors, could lead to a more full-hearted economic alliance.

Russia to treat further US sanctions as an open declaration of economic war - PM
Prime Minister Dmitry Medvedev has warned the US that any sanctions targeting Russian banking operations and currency trade will be treated as a declaration of economic war and retaliated against by any means necessary.
"If they introduce something like a ban on banking operations or the use of any currency, we will treat it as a declaration of economic war. And we'll have to respond to it accordingly - economically, politically, or in any other way, if required," Medvedev said during a trip to the Kamchatka region.
"Our American friends should make no mistake about it," he emphasized.
On Wednesday, the US State Department announced a new round of sanctions targeting Russian exports of dual-purpose electronics and other national security-controlled equipment, which will come into effect on August 22.
The stated reasoning behind latest punitive actions are accusations levelled against Russia over the Sergei and Yulia Skripal poisoning back in March, which the UK and its allies pinned on Moscow without due investigation. Washington subsequently accused Moscow of breaking the 1991 international law against chemical and biological warfare.
The Kremlin has repeatedly denied the allegations, while the UK authorities have provided no proof of Russia's involvement in the case. Furthermore, Moscow eliminated all stockpiles of its chemical weapons under international obligations, unlike the US, which has still to honor its commitment.
While Russia reserved the right to retaliate against new trade restrictions, the US threatened to intensify sanctions within three months, by potentially cutting off nearly all exports and imports and banning the Russian airline Aeroflot from flying to the US.
To avoid further pressure, Washington demands that Moscow confess and provide "reliable assurances" that Russia will not use chemical weapons in the future. The US also seeks to have "on-site inspections" of alleged chemical production facilities, which Russia has already shut down.

Russian PM Compares Further Anti-Moscow Sanctions to Economic Warfare
Russia's Prime Minister Dmitry Medvedev warned the United States on Friday that sanctions it plans to impose in August over the ex-spy poisoning would be treated as a declaration of economic war.
Russian Prime Minister said that if some sort of ban on banking activities or currency ban was imposed on Russia - it would mead a declaration of economic war.
"All I can say is: if they ban banking operations or the use of any currency we will call it a declaration of economic war. And we'll have to respond to it - economically, politically or in any other way, if need be. Our American friends should make no mistake about it," he said during a trip to the Kamchatka region.

Russia sets standards for organic food production
President Vladimir Putin has signed a new law regulating production, storing and transportation of organic produce in Russia. The decree bans agrochemicals, pesticides, antibiotics growth stimulators and hormones.
The new law, previously approved by both chambers of the Russian Parliament, will enter force on January 1, 2020. The regulation introduces references to "organic produce,""manufacturer of organic produce" and "organic agriculture," as well as sets control over producing, storing, labeling, selling and transporting goods of the kind.
The legislation doesn't cover such goods as perfumery, cosmetics, and medicines, forest plants seeds, hunting and fishing produce apart from aquaculture.
Similar regulations have been approved by more than 80 countries so far. The first attempts to adopt the measure in Russia were taken 15 years ago. The legislation may help Russia take 25 percent stake in the global organic produce market, said Russia's Prime Minister Dmitry Medvedev earlier this year.
The measure, which also includes creating of a national register, will help to force dishonest players out of the market and will have a positive impact on the quality of organic products, according to State Duma speaker Vyacheslav Volodin.

Russian Prime Minister Warns NATO Against Accepting Georgia
MOSCOW (Sputnik) - NATO should not accept Georgia as its member because it might lead to a military conflict since Moscow recognizes the independence of Abkhazia and South Ossetia, which Tbilisi considers its territory, Russian Prime Minister Dmitry Medvedev said.
The prime minister recalled NATO's recent statement that Georgia would become the alliance's member.
"It is an absolutely irresponsible position. It is just a threat to peace. This can undoubtedly lead to a potential conflict because we consider Abkhazia and South Ossetia independent states. We have friendly relations with these states. Our military bases are located there," Medvedev said in an interview with Russia's Kommersant newspaper.
The Russian prime minister noted that NATO's decision to accept Georgia might lead to very grave consequences.
"That is why I hope that NATO's leadership will be smart enough not to make any moves in this direction," Medvedev noted.
Tuesday marks the 10th anniversary of the beginning of a military conflict between Moscow and Georgia, after which Russia formally recognized the independence of South Ossetia and Abkhazia. Both republics proclaimed their independence from Georgia back in the early 1990s.
The Prime Minister also said that Russia would welcome the restoration of diplomatic ties with Georgia if Tbilisi shows readiness to do so.

"We are ready to build relations with the new [Georgian] leadership... If our Georgian colleagues are ready to do this, we will not object," Medvedev said.

Russian President Vladimir Putin's approval ratings have survived reports of high-level corruption and falling living standards in recent years, but they are now falling quickly because of a government plan to raise the national retirement age.
Prime Minister Dmitry Medvedev announced last month that the state pension age would rise gradually beginning next year - from 55 to 63 for women and from 60 to 65 for men. The increase marks the first change to retirement age norms, which Soviet authorities established in the 1930s.

Nor did Medvedev and Obama improve their mutual chemistry during the Russian president's visit to the United States in June 2010. Obama took Medvedev to his favorite eatery - Ray's Hell Burger in Arlington, just outside Washington. Medvedev ordered a burger with cheddar, jalapeños, onions, and mushrooms, plus a Coke to wash it down, and Obama got one with cheddar, onions, lettuce, tomato, and pickles, plus iced tea; the two presidents split an order of fries. Photos taken of them made them look very chummy.

Amid talk of European energy security and diversification of gas supplies, Bulgaria has proposed building another pipeline to get gas directly from Russia, according to President Rumen Radev.
The Balkan nation currently gets Russian natural gas by transit through Ukraine and other Gazprom customers in Europe. Last year, sales of the blue fuel to Bulgaria reached 3.3 billion cubic meters, 4.7 percent more than in 2016.
As for the supplies from Russia, Bulgaria needs drop shipment of the gas through the Black Sea. Let's call it 'Bulgarian Stream'," Radev said in an interview with Russian business daily Kommersant.
"The approach is motivated by common sense, as well as by energy efficiency and security demand not only for Bulgaria, but for the entire European Union," Radev told the media. "Such ambitions do not differ from Germany's intention to implement the Nord Stream 2 gas pipeline project".
At the moment, the Bulgarian authorities are wagering on the Turkish Stream gas pipeline, which is currently under construction. The country is supposed to get first shipments of Russian gas via the route after 2019. Turkish Stream is set to stretch across the Black Sea from Russia to Turkey and further to Turkey's border with European neighbors.
The Bulgarian President is currently paying a two-day visit to Russia. Radev is scheduled to meet Russia's Prime Minister Dmitry Medvedev in Moscow on Monday. On Tuesday, he will have his first meeting with Russian President Vladimir Putin in Sochi.

The coin features the motto "Unity in Diversity" on the obverse and a symbolic "Tree of Life" on the reverse. Ostensibly, the Tree represents world unity by combining leaves from trees indigenous to the five continents where the coin will be spent. That is, of course, a lie to cover the real cryptosymbology. If you look closely, you'll notice that the tree design forms both a Pyramid Eye and an owl, the two favorite symbols of the NWO:

Iran next….
The author of that article, Michael Doran, wrote another article "Obama's Secret Iran Strategy"
In early 2013, at the outset of his second term, Obama developed a secret bilateral channel to Ahmadinejad's regime. When the full impact of this is taken into account, a surprising fact comes to light. The turning point in the American-Iranian relationship was not, as the official version would have it, the election of Hassan Rouhani in June 2013. It was the reelection of Barack Obama in November 2012.
Indeed, the first secret meeting with the Iranians (that is, the first we know of) took place even earlier, in early July 2012, eleven months before Rouhani came to power. Jake Sullivan, who at the time was the director of policy planning in Hillary Clinton's State Department, traveled secretly to Oman to meet with Iranian officials. The Obama administration has told us next to nothing about Sullivan's meeting, so we are forced to speculate about the message that he delivered.
Recall that this meeting took place shortly after a hot microphone had caught Obama saying to Dmitry Medvedev, the Russian president, "On all these issues, but particularly missile defense, this can be solved, but it's important . . . to give me space. This is my last election. After my election, I have more flexibility."
Did Sullivan give the Iranians a similar message? Did he tell Ahmadinejad's officials that Obama's need to secure the pro-Israel vote had forced him to take a deceptively belligerent line toward Iran? That Iran had nothing to fear from an Israeli attack? That after the election Obama would demonstrate even greater flexibility on the nuclear issue?
By February 2013, a month after his inauguration, the backchannel was crowded with American officials. Not just Sullivan, but Deputy Secretary of State William Burns, National Security Council staffer Puneet Talwar, State Department non-proliferation adviser Robert Einhorn, and Ambassador to the United Nations Susan Rice were all engaging their Iranian counterparts.
Even more important was concession number two, which permitted the Iranians to continue enriching uranium to levels of 5 percent-this, despite the fact that six United Nations Security Council resolutions had ordered Iran to cease all enrichment and reprocessing activities.
