LONDON - MPs have voted by 330 to 275 in favor of a bill to legalize assisted dying in England and Wales for the first time.
MPs backed the Terminally Ill Adults (End of Life) Bill, introduced by backbench Labour MP Kim Leadbeater, at second reading, meaning it will now continue through parliament for further scrutiny.
The decision followed a packed five-hour debate in the House of Commons, where MPs made their choice in a free vote, meaning they did not have to vote on party lines.

LONDON - Less than six months after its general election the U.K. has been tipped headfirst into a fraught debate on a matter of life and death.
The landmark piece of legislation currently dominating the nation's attention does not concern the state of the economy, the NHS, the courts system, housing or welfare.
Instead, MPs will vote Friday on a bill that would for the first time give terminally ill adults in England and Wales the right to die at the time of their choosing.
The U.K. is the latest among a string of European countries to attempt to permit assisted dying. Irish MPs earlier this year endorsed a parliamentary report calling for assisted dying. Similar attempts to introduce legislation have been made recently in Scotland, Jersey and the Isle of Man.
Meanwhile, France was debating an assisted dying bill earlier this year, but progress was interrupted due to a snap election. And various forms of assisted dying are already legal in Austria, Belgium, Luxembourg, the Netherlands, Spain and Switzerland.
The U.K.'s Terminally Ill Adults (End of Life) bill is being treated as a matter of conscience, meaning MPs will be given a free vote and do not have to make their choices along party lines.
The bill was introduced by a backbench Labour MP, Kim Leadbeater, rather than by the government, after Prime Minister Keir Starmer promised ahead of the summer general election to allow the issue to come before parliament.
Unlikely alliances
The question has engendered deep divisions among those with responsibility for deciding and carrying out the potential change in the law.
Starmer's Cabinet is split in two, while MPs from all the major parties find themselves in disagreement with close colleagues. Medical specialists have also made interventions both for and against the bill.
A recent YouGov study showed that 73 percent of Britons think assisted dying should be legal. However, 19 percent said that while they support assisted dying in principle, they oppose it in practice because they don't believe adequate laws can be created to regulate it.
Former prime ministers are also split on the subject, with Gordon Brown, Theresa May, Boris Johnson and Liz Truss all against the plan, while David Cameron wrote in the Times that he had changed his mind and now supports assisted dying.
The debate has fostered some unlikely alliances too, with veteran Tory Edward Leigh teaming up with left-wing Labour stalwart Diane Abbott to express concern that the move would put vulnerable people at risk.
As Leadbeater attempted to drum up support for the bill in the final days of campaigning, she told the BBC she thought the vote would be "very close."
Shifting positions
While the proposal was once assumed to have widespread support among new, younger Labour MPs, the outcome now looks extremely uncertain.
This is down, in part, to some striking changes in approach by those at the top of government.
In his former job as director of public prosecutions, Starmer acted to make it less likely that people motivated by compassion to help someone die would face prosecution.
Earlier this year he told broadcaster and campaigner Esther Rantzen that he was "personally in favor of changing the law."
Since he has entered No. 10, however, he has kept out of the fray and refused to say how he will vote on Friday.

UK votes to legalize assisted suicide
MPs have backed proposals to legalise assisted dying in England and Wales in a historic vote which paves the way for a change in the law.
In the first Commons vote on the issue in nearly a decade, MPs supported a bill which would allow terminally ill adults expected to die within six months to seek help to end their own life by 330 to 275, a majority of 55.
It followed an emotional debate in the chamber, where MPs from both sides shared personal stories which had informed their decisions.
The bill will now face many more months of debate and scrutiny by MPs and peers, who could choose to amend it, with the approval of both Houses of Parliament required before it becomes law.
Supporters gathered outside Parliament wept and hugged each other as the result was announced.
Campaign group Dignity in Dying said the vote was a "historic step towards greater choice and protection for dying people".
Dame Esther Rantzen, one of the most high-profile campaigners for assisted dying, said she was "absolutely thrilled".
The broadcaster, who has terminal lung cancer, said any change in the law would probably come too late to affect her personally.
But she said "future generations will be spared the ordeals we have to suffer at the moment" if the bill becomes law.
Labour MP Kim Leadbeater, who put forward the bill, told the BBC she was "a bit overwhelmed" following the vote and it meant "a huge amount" to be able to tell campaigners the bill had passed its first parliamentary hurdle.
However, Conservative Danny Kruger, a leading opponent of the bill, said it could be defeated at a later stage if MPs' concerns were not properly addressed.
He said many of his colleagues believed the bill was "very dangerous" and he hoped that if safeguards in the legislation were not strengthened they would choose to vote against it in the future.
MPs were given a free vote, meaning they could make a decision based on their own conscience rather than having to follow a party line.
A higher percentage of female MPs backed the bill compared to their male counterparts.
Of the 258 female MPs able to express their preference, 143 - or 55% - were in favour, while 188 (49%) of the 381 male MPs backed the bill.
Prime Minister Sir Keir Starmer and his Conservative predecessor Rishi Sunak voted in favour, while Tory leader Kemi Badenoch voted against.
The PM, who previously supported a change in the law in 2015, did not speak in the debate or reveal how he planned to vote in advance, saying he did not want to influence the decisions of MPs.
The government has taken a neutral stance on the bill and has said it will work to ensure it is effective if Parliament backs a change in the law.
The vote followed more than four hours of passionate debate in a packed Commons chamber.
More than 160 MPs requested to speak but far fewer got an opportunity to do so due to time constraints.
Opening the debate, Leadbeater said the current law was "failing" and needed to change to give terminally ill people choice at the end of their life.
The MP for Spen Valley said too many people were experiencing "heartbreaking" suffering as a result of the "cruel reality" of the status quo.
She gave examples of terminally ill people who had died "screaming for assistance" or taken their own lives because they were in uncontrollable pain.
Opponents of the bill raised concerns that terminally ill people, particularly the elderly, disabled or vulnerable, could be pressurised into ending their own lives.
They also argued the focus should be on improving end-of-life care rather than introducing assisted dying.
Leadbeater insisted her bill included "the most robust and strongest set of safeguards and protections in the world", with strict eligibility criteria.
To be eligible for assisted dying under Leadbeater's Terminally Ill Adults (End of Life) Bill, someone must have the mental capacity to make a choice about ending their life and express a "clear, settled and informed" wish, free from coercion or pressure, at every stage of the process.
Two independent doctors and a High Court judge must be satisfied someone is eligible and has made their decision voluntarily.
However, Labour's Diane Abbott was among those who argued these safeguards were not sufficient.
The longest serving female MP said she feared the role of the judge could be only "a rubber stamp".
She told MPs some terminally ill people may also feel under pressure to end their lives as they don't "want to be a burden" or because of the cost of their care.
Cabinet ministers are divided over the issue, with Health Secretary Wes Streeting and Justice Secretary Shabana Mahmood - the two ministers who would have overall responsibility for implementing any change in the law - voting against.
Overall 15 cabinet members, including Chancellor Rachel Reeves and Home Secretary Yvette Cooper, voted in favour, while eight voted against.
Current laws across the UK prevent people from asking for medical help to die.
A separate bill to legalise assisted dying in Scotland, external has been proposed by a Liberal Democrat member of the Scottish Parliament and is expected to be voted on by MSPs next year.

Someone with far-above-average wealth choosing to keep the Conservatives' two-child limit to benefit payments which entrenches children in poverty, while inexplicably accepting expensive personal gifts of designer suits and glasses costing more than most of those people can grasp - this is entirely undeserving of holding the title of Labour Prime Minister.
Forcing a vote to make many older people iller and colder while you and your favourite colleagues enjoy free family trips to events most people would have to save hard for - why are you not showing even the slightest bit of embarrassment or remorse?
I now have no confidence in your commitment to deliver the so-called "change" you promised during the General Election campaign and the changes we have been striving for as a political party for over a decade.

Over 2,500 Foreign Criminals Freed From UK Prisons in the Past Year
Over 2,500 foreign criminals have been released onto the streets of Britain rather than being deported in the last year alone.
At an average of seven releases per day, Home Office figures reveal that over the past 12 months some 2,552 foreign criminals were freed from prison and remained in the UK without being deported.
The number of foreign criminals being released back into the community spiked during the Chinese coronavirus pandemic, with a record 846 set loose between April and June alone, the Daily Mail reported.
Hundreds of foreign national offenders successfully won their release after arguing that as a result of many international flights being grounded during the pandemic, there was not a "realistic prospect of imminent removal" and therefore, under current law, it would be illegal to detain them in immigration holding facilities.
Research Director for the Centre for Crime Prevention think-tank, David Spencer, said: "It is outrageous that thousands of convicted foreign national criminals have been able to exploit the pandemic to secure their release onto our streets."
With the recent surge in releases, there are now a record 9,987 foreign national offenders free to roam the streets of Britain, representing a 150 per cent jump since 2012, when fewer than 4,000 remained in the country.

Pro-migrant lawyers have already successfully blocked some of the deportations with last-minute legal challenges, and it is expected that more will be saved from deportation on appeal.

British Library Boss Claims 'Racism Is a Creation of White People', Demands 'Decolonisation'
The chief librarian of the British Library said "racism is a creation of white people" while pushing for "decolonisation" of the Library as Black Lives Matter activists continue their long march through British institutions.
Liz Jolly, the chief librarian, is backing a so-called "Anti-Racism Project" to develop and deliver "major cultural change" within the taxpayer-funded institution in order to reflect the "diversity" of modern Britain.
In a video recording obtained by The Telegraph, Jolly said called for white staff members to join in on the leftist purge, saying: "I think, as I have said before, that we need to make sure some white colleagues are involved because racism is a creation of white people."
The Library has created a "Decolonising Working Group" that has encouraged staff members to support the radical Black Lives Matter movement and to read Marxist literature.
In the effort to "decolonise" the British Library, an internal report demanded that statues honouring the founders of the library be removed, including Sir Hans Sloane.
They also called for the bust of Sir Joseph Banks, a British botanist and co-founder of the Library, to be removed, and that even the statue of King George III should be reviewed for possible removal.

The group said that "colour blindness" is, in fact, a manifestation "covert white supremacy", and that the Library building itself is a symbol of imperialism because it looks like a battleship.

The Decolonising Working Group also called for every empty hall in the library to be devoted to the cause of so-called "anti-racism".
They went on to say that the Library is tainted by its links to the "ongoing settler-colonisation of Palestine" by Jewish people.
London Assembly member Peter Whittle responded to the report by saying: "This is utterly chilling and [its] importance cannot be overstated. The British Library is the very spine of British Culture. It is being systematically attacked from within by the people who lead it. They hate our history and call Western civilization 'outdated'."
"They should resign," Whittle said.
Iranian Australian columnist Rita Panahi added: "How can the British Library chief be so pig-ignorant? 'Racism is a creation of white people'?! Say that in Asia or the Middle East and they'll laugh at you."
Conservative Pary MP Ben Bradley said that "there is something fundamentally wrong with the leadership of the British Library."
"If the Chief Librarian is so unhappy with British history perhaps they should not be in that job," he said.
"The very suggestion that racism only applies in one direction, by white people towards BAME people, is categorically false, inflammatory and divisive," Bradley concluded.
The British Library is the largest library in the world by the number of objects housed, which is estimated to be around 200 million. The collection includes two copies of the Magna Carta, the 1215 charter that laid the groundwork for many liberal rights enshrined in throughout Western countries, notably the American Constitution.

UK minister who approved Trump's request to extradite Assange spoke @ secretive conferences with people calling for him to be "neutralized"
The British minister who approved the controversial US request for the UK to extradite publisher Julian Assange attended six secretive meetings organised by a US institute which has published calls for Assange to be assassinated or taken down, it can be revealed.
Sajid Javid, who was Britain's Home Secretary from April 2018 to July 2019, attended "starlight chats" and "after-dinner cocktails" in a series of off-the-record conferences involving high-level US military and intelligence figures at a 5-star island resort off the coast of Georgia, USA. Many of those attending have been exposed in WikiLeaks publications and have demanded the organisation be shut down.
Javid signed the Trump administration's extradition request for Assange in June 2019. He was Britain's Chancellor until his resignation 9 days ago. One of the criteria under which a British Home Secretary can block extradition to the US is if "the person could face the death penalty".
The month before being appointed Home Secretary in April 2018, Javid visited Georgia for the "world forum" of the American Enterprise Institute (AEI)-an influential neoconservative US organisation with close ties to the US intelligence community. The AEI has run a campaign against WikiLeaks and Assangesince 2010.
It can now be revealed that Javid spoke at the 2018 meeting, as did Jonah Goldberg, a fellow at the AEI who has called for Assange to be "garroted". In a column published on the AEI website, Goldberg wrote: "WikiLeaks is easily among the most significant and well-publicised breaches of American national security since the Rosenbergs gave the Soviets the bomb. So again, I ask: Why wasn't Assange garroted in his hotel room years ago? It's a serious question."
Bill Kristol, a close associate of the AEI who also spoke in Georgia with Javid, has written a column titled "Whack WikiLeaks" in which he asked: "Why can't we use our various assets to harass, snatch or neutralize Julian Assange and his collaborators, wherever they are? Why can't we disrupt and destroy WikiLeaks in both cyberspace and physical space, to the extent possible?" Kristol's article was promotedon social media by another AEI fellow who spoke in Georgia with Javid.
Both Goldberg and Kristol spoke at all four of the AEI's world fora that Javid attended from 2014 to 2018.
On the panel with Javid in 2018 was Elliott Abrams, a key neo-conservative architect of the Iraq war of 2003 best-known for his conviction during the Iran-Contra scandal in the Reagan administration. Abrams has lamented WikiLeaks' document releases. Also on Javid's panel was Fred Kagan, a senior AEI staffer who served as an advisor to the US military in Afghanistan.
Javid's signing of the US extradition request was a controversial decision opposed at the time by the Shadow Home Secretary, Diane Abbott. "Julian Assange is not being pursued to protect US national security, he is being pursued because he has exposed wrongdoing by US administrations and their military forces," Abbott told the British parliament in April 2019 after Assange had been grabbed from the Ecuadorian embassy in London.
The Trump administration's extradition request is unprecedented in that the UK has never extradited a journalist and publisher to a third country for prosecution.
The deliberations within the UK Home Office about Assange's extradition and incarceration in Belmarsh maximum-security prison, where he is currently held, are opaque. Declassified sent a Freedom of Information request to the Home Office asking for any telephone call or email mentioning Assange sent to or from Sajid Javid while he was running the department. The Home Office replied: "We have carried out a thorough search and we have established that the Home Office does not hold the information that you have requested."
It is unclear if Javid only discussed the Assange extradition request in person while Home Secretary or if he used a private email or phone to do so.

Hours following Assange's arrest in London on Thursday, Corbyn tweeted a video statement of Labour MP Diane Abbott, who argued in Parliament that WikiLeaks had "lifted the veil on US military operations in a variety of theaters, none of which have produced a favourable outcome for the people of those countries."
"Julian Assange is not being pursued to protect US national security, he is being pursued because he has exposed wrongdoing by US administrations and their military forces," said Abbott.
The US has charged Assange with "conspiracy to commit computer intrusion," over the 2010 publication of classified US documents provided to WikiLeaks by US Army whistleblower Chelsea Manning.
Fearing extradition to the US on spurious charges raised against him in Sweden, Assange sought refuge in the Ecuadorian Embassy in London in 2012. He remained inside the embassy for almost seven years, with the UK denying him passage out, until his asylum was revoked by Ecuadorian President Lenin Moreno.
