Mbeki observed:

"South Africa is a country of two nations. One of these nations is white, and relatively prosperous, regardless of gender or geographic dispersal. It has ready access to a developed economic, physical, educational, communication, and other infrastructure... The second and larger nation of South Africa is black and poor, with the worst affected being women in the rural areas, the black rural population in general, and the disabled. "This nation lives under conditions of a grossly underdeveloped economic, physical, educational, communication, and other infrastructure. It has virtually no possibility to exercise what in reality amounts to a theoretical right to equal opportunity, with that right being equal within this black nation only to the extent that it is equally incapable of realization."

The reproduction of the apartheid architecture is sustained by the skilful deployment of what the French Marxist philosopher Louis Althusser describes as the state's ideological and repressive apparatus. According to Althusser, repressive state apparatus comprise the government, the judiciary, the police, and the armed forces whose basic function is to advance and protect the interest of the ruling class. Ideological state apparatus comprises institutions that shape the master narrative of the time. They are part of the superstructure that provides the theoretical, cultural, and ideological logic that undergirds the system. They include media outlets, churches, social and sports clubs, and the family. Their role is to reinforce the ideas and control of the dominant/ruling class. Accordingly, a social class cannot hold state power unless it simultaneously exercises domination over and through the deployment of the repressive and ideological apparatus.

Apartheid masters understood this very well. Regarding the deployment of the ideological apparatus, Steve Biko eloquently argued. "The logic behind white domination is to prepare the black man for the subservient role in this country... To a large extent, the evildoers have succeeded in producing at the output end of their machine a kind of black man who is man only in form... His heart yearns for the comfort of white society and makes him blame himself for not having been 'educated' enough to warrant such luxury. Celebrated achievements by whites in the field of science - which he understands only hazily serve to make him rather convinced of the futility of resistance and to throw away any hopes that change may ever come."

Commenting on the application of repressive state apparatus, Biko observed: "The white man's quest for power has led him to destroy with utter ruthlessness whatever has stood in his way... The unnecessary harassment of Africans by police, both in towns and inside townships, and the ruthless application of that scourge of the people, the pass laws, are constant reminders that the white man is on top and that the blacks are only tolerated - with the greatest restraints."

Post-1994 dispensation represents the ANC's total failure to understand the kinematics and dynamics of power. The ruling party appears to be trapped in the political imagination of apartheid. The new mandarins have become the modern-day enforcers of apartheid. Founding fathers of liberation movements could not have imagined that after almost 30 years in power, Africans would still be pariahs in the country of their birth.

The surprising appointment is due to Ramaphosa's visit on Friday to Lusaka for the funeral of the late President Kenneth Kaunda.

Angie Motshekga, Minister of Basic Education was appointed by President Cyril Ramaphosa to serve as Acting President on Friday.

THE APPOINTED WAS ANNOUNCED ON FRIDAY

In a statement, the Presidency announced the appointment has been made in view of the President's visit today to Lusaka, Zambia.

"The President will attend the State Funeral Service for the late President Kenneth Kaunda."

Kenneth Kaunda, the founding President of Zambia, died at the age of 97 on Thursday, 17 June, just days after he was admitted to Maina Soko Military hospital.

The cause of death is yet to be revealed. Kaunda was admitted for treatment for pneumonia at the hospital in Zambia's capital, Lusaka, on Monday. He was said to be recovering and an administrative assistant, Rodrick Ngolo, insisted that the former political leader had not contracted COVID-19, at the time.

The Presidency added that Angie will take this position on Friday while Deputy President David Mabuza is currently receiving medical treatment in the Russian Federation.

"Deputy President Mabuza has requested from the President, to take a few days of leave."

During this time, the Deputy President will undertake a visit to the Russian Federation for a scheduled medical consultation.

"This consultation is a follow-up to previous medical consultations that the Deputy President received from the Russian Federation."

The Presidency said it is unclear what Mabuza is being treated for, or why he cannot receive sufficient treatment locally.

This is not the first or the second time Mabuza has sought medical treatment in Russia. In 2018, Mabuza spent more than 15 days in Russia for "routine" medical treatment.

ANC secretary general Ace Magashule could potentially turn the party on its head, in making a dramatic change to its step aside resolution

Things have just gotten more interesting in the implementation of the contentious African National Congress (ANC) step aside resolution. ANC secretary general Ace Magashule has widened the scope for those who now have to either step aside from their duties in the ruling party, or face suspension.

In a letter dated Friday, 9 April 2021 and sent to all the ANC's provincial secretaries, Magashule said in addition to those facing corruption or serious criminal charges, the list of names must also include those who have been implicated or alleged to be involved in wrongdoing but not yet charged.

Ace Magashule has further imposed a deadline of Thursday, 15 April, for his counterparts in the various provinces, to submit the names of those who'll soon find themselves sitting at home, at least temporarily.

"Provinces are requested to submit, by April 15, the names of those members who have been charged with corruption or other serious crimes and those who are alleged, reported to be or implicated in corrupt activities. Provinces must provide details of whether affected comrades have been personally informed in writing"

This is a dramatic change in the implementation of the step aside resolution. The National Executive Committee (NEC), the highest decision-making body, had taken a decision back in March, that the resolution would strictly be applicable to those facing charges.

"All members who have been charged with corruption or other serious crimes must step aside within 30 days, failing which they should be suspended in terms of rule 25.70 of the ANC constitution," Ramaphosa said at the time.

It's no secret that the list of ANC members, particularly those who have been merely accused of wrongdoing, is endless - this begs several questions, what would the allegations be limited to? What exactly would that scope be? If this is implemented at all, would there even be anybody left in the ANC?

From ANC president Cyril Ramaphosa, to the likes of Naledi Pandor, Gwede Mantashe and David Mabuza - a large number of party members in the ANC face allegations and recommending that even they surrender their posts, even temporarily, would most certainly impair the ruling party.

Former president Jacob Zuma has a few bones to pick with the ANC, particularly the top six, after it asked him to appear before the State Capture Commission

Former president Jacob Zuma appears to still hold a grudge against the African National Congress (ANC) for asking him to resign as the head of state. In a 23-page document, which is based on a meeting he held with the ANC top six, Zuma lays into the party's top brass, particularly pertaining to his refusal to appear before the State Capture Commission, under chairperson Raymond Zondo.

However, the former president also brings up the circumstances pertaining to his late-night resignation on 14 February 2018.

"My own comrades worked to oust me and even worked with the opposition to remove an ANC president from parliament - something that was unprecedented. To this day, I do not understand what led to this. I asked some of you, what was it that I had done wrong for me to deserve to be pushed out of this position before the term ended," Zuma said in the speaking notes addressed to ANC secretary general Ace Magashule.

The meeting, which was held in March, was aimed at convincing Zuma to finally take the stand at the commission, something he has been reluctant to do for over a year now, as he has accused it of being biased. The ANC was under immense pressure to take some form of action and prove once and for all, that it really does support the work of the commission and by extension, measures aimed at countering and exposing corruption.

JACOB ZUMA IS STICKING TO HIS GUNS

The Constitutional Court is set to soon deliver judgement on an application by the commission, to have a two-year jail-term imposed on Jacob Zuma for being a no show at the proceedings - in defiance of a ruling by the very same court.

The ANC top six are: President Cyril Ramaphosa, Deputy president David Mabuza, secretary general Ace Magashule, deputy secretary general Jessie Duarte, Treasurer general Paul Mashatile and chairperson Gwede Mantashe.

Zuma further maintained that he will not appear before the commission.

"I am entitled in terms of the Constitution of the Republic of South Africa to hold and express views, opinions and beliefs about the judiciary. I am entitled to freedom of conscience and it is my right to conscience that I refuse to participate in the judicial process that appears to lack the attributes of independence"
