REVEALED: Chief magistrate in Assange case received financial benefits from secretive partner organisations of UK Foreign Office
The senior judge overseeing the extradition proceedings of WikiLeaks publisher Julian Assange received financial benefits from two partner organisations of the British Foreign Office before her appointment, it can be revealed.
It can further be revealed that Lady Emma Arbuthnot was appointed Chief Magistrate in Westminster on the advice of a Conservative government minister with whom she had attended a secretive meeting organised by one of these Foreign Office partner organisations two years before.
Liz Truss, then Justice Secretary, "advised" the Queen to appoint Lady Arbuthnot in October 2016. Two years before, Truss - who is now Trade Secretary - and Lady Arbuthnot both attended an off-the-record two-day meeting in Bilbao, Spain.
The expenses were covered by an organisation called Tertulias, chaired by Lady Arbuthnot's husband - Lord Arbuthnot of Edrom, a former Conservative defence minister with extensive links to the British military and intelligence community exposed by WikiLeaks.
Tertulias, an annual forum held for political and corporate leaders in the UK and Spain, is regarded by the UK Foreign Office as one of its "partnerships". The 2014 event in Bilbao was attended by David Lidington, the Minister for Europe, while the Foreign Office has in the past funded Lord Arbuthnot's attendance at the forum.
The Foreign Office has long taken a strong anti-Assange position, rejecting UN findings in his favour, refusing to recognise the political asylum given to him by Ecuador, and even labelling Assange a "miserable little worm".
Lady Arbuthnot also benefited financially from another trip with her husband in 2014, this time to Istanbul for the British-Turkish Tatlidil, a forum established by the UK and Turkish governments for "high level" individuals involved in politics and business.
Both Tertulias and Tatlidil are secretive gatherings about which little is known and are not obviously connected - but Declassified has discovered that the UK address of the two organisations has been the same.
Lady Arbuthnot personally presided over Assange's case as judge from late 2017 until mid-2019, delivering two controversial rulings. Although she is no longer personally hearing the Assange extradition proceedings, she remains responsible for supporting and guiding the junior judges in her jurisdiction. Lady Arbuthnot has refused to declare any conflicts of interest in the case.
The new revelations follow previous investigations by Declassified showing that Lady Arbuthnot received gifts and hospitality in relation to her husband from a military and cybersecurity company exposed by WikiLeaks. Declassified also revealed that the Arbuthnots' son is linked to an anti-data leak company created by the UK intelligence establishment and staffed by officials recruited from US intelligence agencies behind that country's prosecution of the WikiLeaks founder.

British parliamentarians and NGOs reacted with outrage on Thursday when the government ruled out a judge-led inquiry into the country's involvement in the torture and rendition of terrorism suspects in the years after 9/11.
The announcement was made a year after a limited parliamentary inquiry found that UK government ministers and intelligence agencies had been involved in serious human rights abuses on more than 500 occasions between 2001 and 2010.
David Lidington, the deputy prime minister, told members of parliament that "things went wrong and seriously wrong in the aftermath of 9/11", but said an inquiry was no longer necessary because the country's policies and practices had greatly improved.
He also unveiled tighter guidelines for intelligence officers seeking information from prisoners outside the UK who could be at risk of being mistreated. However, the new guidelines still suggest that government ministers can authorise actions leading to torture.
However, Shadow Foreign Secretary Emily Thornberry said that an inquiry would be "the only way to get to the truth of the matter and learn lessons for the future", adding that she believed a decision had been taken to avoid judicial scrutiny.
Dominic Grieve, the former attorney general who led the parliamentary inquiry, said that a judge-led inquiry would enable "closure", even if such abuses were less likely in the future.
Former government minister David Davis predicted that the decision would face a legal challenge, saying he was tempted to tell the government: "See you in court."
The decision was also condemned by the legal NGO Reprieve, whose deputy director Dan Dolan said: "The government has not only broken its promise to parliament and the public, but to survivors of war-on-terror era torture."
The organisation would be exploring possible legal action, he said.
A second London-based NGO, Freedom from Torture, said it was shocked by the decision.
"Today's refusal to allow a spotlight to be shone on this darkest corner of recent British history is a betrayal of the country's values and all torture survivors," the organisation said in a statement.
The UK's security and intelligence agencies, MI5 and MI6, became mired in the abuse of detainees shortly after 9/11, while attempting to extract intelligence from al-Qaida suspects who were being mistreated by US intelligence officers and the US military.
The government then devised policies that allowed its intelligence officers to become closely involved in rendition and mistreatment of detainees, with the result that both agencies were embroiled in abuses that spanned the globe and went unchecked for years.
The UK's signals intelligence agency, GCHQ, also became involved by supplying locational information to enable rendition, and providing intelligence to assist with the questioning of detainees.
With a change of government following a 2010 election, a judge-led inquiry was opened, but suspended after Scotland Yard detectives began investigating a number of crimes committed by UK intelligence agencies. The government pledged at that time that the inquiry would be restored once the police investigation was concluded.
But nobody was ever charged as a result of the police investigations, much to the anger of some of the detectives involved.
Instead, a parliamentary investigation was established, and its members subsequently complained that it had been denied access to key witnesses and told that some records were missing.
Despite this, the parliamentary investigation found that:
-UK intelligence officers supplied questions to foreign agencies on at least 232 occasions despite knowing or suspecting a prisoner was being tortured
-Received information on 198 occasions from a prisoner they knew was being mistreated
-MI5 or MI6 offered to finance three rendition operations
-Planned, agreed or provided intelligence for a further 50 rendition operations
-Consented to mistreatment of detainees on two occasions and witnessed an individual being mistreated on 13 occasions.
The inquiry also found that government ministers took "inappropriate" decisions on two occasions, and that Jack Straw, then foreign secretary, authorised the payment of "a large share of the costs" of two rendition operations in October 2004.

LONDON - British Prime Minister Theresa May on Wednesday offered to quit if her twice-defeated EU divorce deal passes, in a last-ditch attempt to persuade euroskeptics to back it.
Here are some of those who could be in the frame to replace her:
Michael Gove, 51: One of the highest-profile Brexit campaigners during the 2016 referendum, Gove has had to rebuild his Cabinet career after falling early to May in the contest to replace David Cameron, who resigned the day after losing the referendum.
Seen as one of the most effective members of the Cabinet in bringing forward new policies, the high-energy environment minister has become a surprise ally to May and has so far backed her Brexit strategy.
Gove teamed up with Boris Johnson during the 2016 Brexit campaign only to pull his support for Johnson's subsequent leadership bid at the last moment and run himself.
Betting odds indicate he is the leading candidate to replace May and has a 22 percent chance of being the next prime minister.
Boris Johnson, 54: A former foreign minister, Johnson is May's most outspoken critic over Brexit. He resigned from the Cabinet in July in protest at her handling of the exit negotiations.
Johnson, regarded by many euroskeptics as the face of the 2016 Brexit campaign, set out his pitch to the membership in a bombastic speech at the party's annual conference last October - some members queued for hours to get a seat.
He called on the party to return to its traditional values of low tax and strong policing, and not to try to ape the policies of the left-wing Labour Party.
David Lidington, 62: May's de-facto deputy prime minister, he supported "remain" in the 2016 referendum and played a key role in David Cameron's failed renegotiation effort prior to the Brexit vote.
Lidington has been touted as a possible interim leader. At the weekend, he said he did not think he had any wish to take May's job.
"One thing that working closely with the prime minister does is cure you completely of any lingering shred of ambition to want to do that task," he said.
Jeremy Hunt, 52: Hunt replaced Johnson as foreign minister in July and has urged the Conservative membership to set aside their differences over Brexit and unite against a common foe: the EU.
Hunt voted to remain in the EU in the referendum. He served six years as Britain's health minister - a role which has made him unpopular with many voters who work in or rely on the state-run, financially stretched National Health Service.
Jacob Rees-Mogg, 49: A flamboyant millionaire who cultivates the image of an English gentleman from days gone by, Rees-Mogg has developed a cult following among those who want a more radical departure from the EU than May is proposing.
Rees-Mogg, the head of the influential ERG euroskeptic group of lawmakers, announced he had submitted a letter of no confidence in the Prime Minister the day after she unveiled her draft Brexit deal.
But does he want the top job? Asked immediately after saying he had submitted his letter to depose May, Rees-Mogg said he would not be putting himself forward for the job.
Dominic Raab, 44: Britain's former Brexit minister quit May's government last year in protest at her draft exit agreement, saying it did not match the promises the Conservative Party made in the 2017 election. Raab served only five months as head of the Brexit department, having been appointed in July.
He was seen as a relative newcomer to the top table of government, but had served in junior ministerial roles since being elected in 2010. Raab campaigned for Brexit ahead of the referendum.
Asked earlier this month if he would like to be prime minister he said: "Never say never."

Lidington's supporters include cabinet remainers Greg Clark, Amber Rudd and David Gauke. The chancellor, Philip Hammond, also believes Lidington should take over if May refuses this week to seek a new consensus deal on Brexit. Sajid Javid, has agreed to put his own leadership ambitions on hold until the autumn to clear the way for Lidington - as long as his main rivals do the same. The relatively unfamiliar - especially outside the UK - Lidington "is understood not to be pressing for the top job but is prepared to take over if that is the will of cabinet. He would agree not to stand in the contest to find a permanent leader." A cabinet source said: "David's job would be to secure an extension with the EU, find a consensus for a new Brexit policy and then arrange an orderly transition to a new leader." Lidington's friends want him to pledge to allow the cabinet to decide Brexit policy in order to get Hunt and Gove on board, urging the three cabinet heavyweights to work together to take control of the government.
Michael Gove, a leading Brexiteer in the 2016 referendum, and Foreign Minister Jeremy Hunt also have some support. Hunt, the foreign secretary, does not support Lidington because he believes he would do a deal with Labour to take Britain into a permanent customs union with the EU, although he has lost confidence in May's ability to take advice or deliver the deal. Meanwhile environment secretary Gove has a leadership team in place and a raft of supporters who have been recruited in a series of secret dinners hosted by Mel Stride, the Treasury minister. Gove is said to be ready to support Lidington if others do but is sceptical that agreement will be reached.

Eleven cabinet ministers are planning "a full blown cabinet coup" to "remove Theresa May as prime minister" the Sunday Times' political editor said.
The reporter also said that David Lidington, May's de-facto deputy, Environment Secretary Michael Gove or Foreign Secretary Jeremy Hunt are among the contenders to become interim prime minister, according to the plan. He also quoted an unidentified minister as saying that Theresa May "will be gone in 10 days".
Earlier in the month, a Politico-Hanbury poll revealed that over half of UK voters want May to resign due to her failure to secure parliament's approval for the Brexit agreement she had negotiated with Brussels. May told Conservative lawmakers in December that she was going to resign before the next general election, slated for 2022. However, she has not set a date for her intended resignation.
On Friday, Austrian Chancellor Sebastian Kurz said that the possible departure of Theresa May from the post of UK Prime Minister would complicate the situation with Brexit.
Following discussions on Thursday evening in Brussels, heads of the EU member states identified two scenarios for postponing Brexit, which the United Kingdom has requested. The first would be an extension until May 22, provided the withdrawal agreement is approved by the UK parliament. Should lawmakers reject the deal, the deadline would only be moved until April 12. European Council President Donald Tusk said that April 12 was a key date with regard to whether or not the United Kingdom would participate in the elections to the European Parliament.

"The Attorney-General has confirmed that there have been no significant changes to the (EU) withdrawal agreement despite the legal documents that were agreed last night," Starmer said in a statement.
"The government's strategy is now in tatters."
Attorney-General Geoffrey Cox advised on Tuesday that a revised divorce deal with the European Union had not given Britain legal means of exiting the so- called backstop arrangement unilaterally if "intractable differences" arose.
The British parliament is set to vote on a final Brexit plan on Wednesday with a dramatic late-night dash to Strasbourg by Prime Minister Theresa May seeing the removal of a major stumbling block that might finally see a divorce deal done.
Ms May secured the "compromised" Brexit changes after she made an unscheduled trip to Strasbourg for face-to-face talks with European Commission president Jean-Claude Juncker on the eve of a crucial vote in the House of Commons.
In a late night joint news conference, Ms May and Mr Juncker claimed to have reached valuable consensus on the thorny issue of the Irish border - the largest stumbling block to Brexit - without having to unravel the overall previously agreed 585-page divorce plan.
"In politics, sometimes you get a second chance," Juncker said on Tuesday.
"It is what you do with this second chance that counts because there will be no third chance. Let's be crystal clear about the choice - it is this deal or Brexit might not happen at all."
His words were aimed squarely at British MPs and Conservative Brexiteers who have been vocal in the debate and warning Ms May faced yet another humiliating defeat in the House.
At the start of the late night talks, EU diplomats were convinced Britain's fallback position would be to simply apply for more time even though the EU had made it clear that there was no more time, Britain's Brexit time was up.
The prime minister's de facto deputy Cabinet Office Minister David Lidington trumpeted the partial victory first, revealing she had won "legally binding" changes from the EU "that strengthen and improve the withdrawal agreement" particularly over the contentious so-called Northern Ireland backstop question.
He said significantly the agreement now had confirmation that the EU "cannot try to trap the UK in the backstop indefinitely and that doing so would be an explicit breach of the legally-binding commitments that both sides have agreed."

British PM Theresa May has agreed to a "legally binding" deal with the EU around the Northern Ireland 'backstop' to secure Brexit, and will put that to a vote in the Parliament on Tuesday. Talks with EU leaders are ongoing.
During the negotiations on Monday with European Commission President Jean-Claude Juncker in Strasbourg, May secured legally binding changes that "strengthen and improve" the original Brexit agreement, her Cabinet Office Minister David Lidington told reporters Monday evening.
British lawmakers have the choice to "vote for this deal or plunge the country into a political crisis," said Lidington, noting that the EU has made clear this will be "the only deal on the table."
Though the talks are continuing, Lidington said that May and Juncker have agreed on two documents, the first of which provides that the EU cannot try to "trap" the UK with the Northern Ireland backstop. If that happens, the document allows for the UK to launch a formal dispute process through independent arbitration.
The draft joint statement outlines commitments by both the UK and the EU to expedite the process of enacting a future relationship, and to replace the backstop with "alternative arrangements" by 2020. That provision will be legally binding, Lidington said.

The timing was decided for them by none other than May's hamster-faced Chief of Staff Gavin Barwell who, it is said, deliberately released some of the 48 letters which had previously been withheld in order to force the issue.

Gavin Barwell, in cahoots with fellow Remainer David Lidington (Minister for the Cabinet Office), is holding talks with Labour MPs regarding their preferred - and the most likely - option at this stage: a Second Referendum. The terms of this referendum will, of course, be so rigged as to divide the Brexit vote and secure something much closer to Remain and many miles from the Brexit that the majority voted for in June 2016.
Meanwhile, Cabinet Office lawyers are busy working on ways to revoke Article 50 (Britain's exit from the European Union). Furthermore, Lidington, Amber Rudd, Philip Hammond, and the rest of the Remainer Conservative cabal are plotting a series of free votes in Parliament (the deal, no deal, Norway, second referendum), confident that the second referendum is the only thing Parliament will go for...

"The pretty straight kind of guy", friend to sleazy billionaire global despots, and as-yet-unconvicted war criminal has persuaded the European Commission that No Deal is not a viable option for the UK and will never happen. He has told them that the public is against Brexit and that a second referendum will deliver a Remain result. For this reason, the EU's negotiators are in no hurry to offer Theresa May any kind of improvement on their current deal offer: they think she's stuck with it regardless.

Labour is content largely to watch while the Tory party destroys itself. They are hoping for a No Deal, which they see as the best hope of delivering Brexit chaos followed - they are calculating - by a General Election which they will win. They don't want to push for a second referendum themselves because they fear a backlash from their working class Brexit-supporting voters. However, while they will not initiate a second referendum, their shadow Chancellor John McDonnell has argued they should support one if it comes along.
It's becoming increasingly clear, isn't it, that all the events leading up to Brexit referendum vote in June 2016 were completely irrelevant. Worse, the victory won by the 17.4 million people who voted Brexit, was an illusory triumph. So busy were the Brexiteers celebrating and imagining that they had won that they didn't notice the galvanising effect this had on the Remainer Establishment - which only redoubled its efforts to make sure Brexit never happened.

Government ministers have rehearsed for the Queen's death for the first time in an "unprecedented" exercise to prepare for 10 days of national mourning, it has been reported.
Cabinet ministers and Whitehall officials this week met for the exercise, apparently known as Castle Dove, to discuss 'D+1', the day after the monarch's death, according to the Sunday Times.
According to the newspaper, Theresa May's deputy David Lidington chaired the meeting on Thursday which was also attended by home secretary Sajid Javid, leader of the commons Andrea Leadsom and Scottish secretary David Mundell.

UK ministers took part in a secret exercise to prepare for the aftermath of the Queen's death, according to a report by the Sunday Times. The scale of the high-level gathering was dubbed "unprecedented."
Thursday's meeting was chaired by UK Prime Minister Theresa May's deputy David Lidington, and was attended by Home Secretary Sajid Javid, Leader of the House of Commons Andrea Leadsom, and Scottish Secretary David Mundell, the paper reported. The exercise took place in the same Cabinet Office room where the Cobra emergency committee meets and political aides were banned in an effort to prevent any leaks.
Plans for the 92-year-old Queen's death have long been in place, and are referred to as 'London Bridge'. However, the scale of this week's exercise along with the ministers' attendance has been described as "unprecedented."
"This is the first time different ministers have come together in one room," an unnamed Whitehall source told the Times. "Previously it has only been officials."
The exercise, called 'Castle Dove', focused on plans for the day after the Queen's death, known as 'D+1', and the planned 10 days of mourning that would follow the monarch's passing.
Plans are in place for 600 members of the privy council to gather at Buckingham Palace to set in motion the new king's accession to the throne. The Queen's eldest son Prince Charles is next in line for the crown, with his son William to take his place after his death. New currency with the new king's face on it would begin to circulate.
The exercise took place on the same day that the Queen cancelled an appearance at St Paul's cathedral because she was feeling "under the weather," a statement from the palace said. The Times reports the Castle Dove exercise was not carried out because of any particular concerns about her health. LONDEN - Ministers in het Britse kabinet willen dat premier Theresa May direct aftreedt. Dat bericht de krant The Sunday Times, die sprak met elf rebellen binnen de regering.
De opstandige ministers zouden van plan zijn hun politieke baas maandag te confronteren. Ze kunnen dan dreigen collectief op te stappen als de premier weigert te vertrekken. ,,Het einde is nabij, ze is binnen tien dagen vertrokken'', zou een van de ministers hebben voorspeld.
May kwam aan de macht in de chaotische periode na het referendum in 2016. Ze ondermijnde haar gezag door in 2017 vervroegde verkiezingen uit te schrijven en een teleurstellend resultaat te boeken. De Conservatieve Partij zag haar parlementaire meerderheid toen in rook opgaan. May sloot vorig jaar een Brexitdeal met de EU, maar slaagde er vervolgens niet in die door haar eigen Lagerhuis te loodsen.
'Unaniem'
De ministers zouden nu op haar plaats een interim-premier willen installeren. May's secondant David Lidington, milieuminister Michael Gove en minister van Buitenlandse Zaken Jeremy Hunt worden genoemd als mogelijke kandidaten. Een bron rond de regering meldt volgens de krant Mail on Sunday dat het kabinet het er ,,unaniem'' over eens is dat May zo snel mogelijk moet opstappen.
De krant The Guardian bericht dat het handjevol overgebleven politiek bondgenoten van May probeert haar toch in het zadel te houden. Zij waarschuwen dat haar vertrek kan leiden tot nog meer verdeeldheid binnen de Conservatieve Partij of nieuwe verkiezingen. May zou zondag krijgsraad houden in haar buitenverblijf Chequers.
De tijd dringt voor de Britten om een oplossing te vinden voor de impasse rond de Brexit. Als het Lagerhuis alsnog de deal van May goedkeurt, dan volgt een ordelijke Brexit op 22 mei. Wordt het terugtrekkingsakkoord voor de derde keer afgewezen, dan krijgt Londen tot 12 april de tijd om een alternatief plan op tafel te leggen.
