Donald Trump appears to pat Queen on back at state banquet in violation of 'no touch' protocol - but he's not the first

DONALD Trump appeared to break royal protocol during the state banquet last night when he seemed to touch the Queen on the back. The US President, 72, looked as if he put his left hand on the monarch's back as she stood up after his speech during the meal at Buckingham Palace.
Official royal protocol dictates that in order to be able to touch the Queen she must first offer her hand to you but this has been broken several times over the years without any consequence.
Mr Trump had been paying tribute to the monarch at a lavish banquet in front of 170 special guests that included Prince Charles and Camilla, Prince William and Kate Middleton and Theresa May.
Prince Harry also chose to spend the evening with wife Meghan and their baby son Archie after a row over the Duchess of Sussex's previous criticism of the President.
While it is unclear if the 'no touch' protocol was breachedthe Queen seemed completely unfazed by the actionas she warmly toasted his speech in which he said she was a "great, great woman".
Body language expert Judi James told The Sun Online thatthe pair displayed a "warm friendship" towards one another. (You don't have to be a body language expert to the connection, the smiles were unending)
During Mr Trump's first official visit to the UK last year it was reported he kept the Queen waiting for ten minutes before he arrived at Windsor Castle.
He was alsocriticised for not bowing when greeting her, and then walked ahead of heras they inspected the troops from the Coldstream Guards.
However the Queen later admitted it was she who was on the wrong side.
'GREAT, GREAT WOMAN'
Mr Trump said: "She has embodied the spirit of dignity, duty, and patriotism that beats proudly in every British heart. "On behalf of all Americans, I offer a toast to the eternal friendship of our people, the vitality of our nations and to the long cherished and truly remarkable reign of Her Majesty the Queen."
In her speech the Queen said: "As we face the new challenges of the 21st century, the anniversary of D-Day reminds us of all that our countries have achieved together." She added: "Mr President, as we look to the future I'm confident that our common values and shared interest will continue to unite us.
"Tonight we celebrate an alliance that has helped to ensure the safety and prosperity of both our peoples for decades, and which I believe will endure for many years to come."
During an official visit in 2009 the then First Lady Michelle Obama put a friendly arm around the Queen during a meeting. Mrs Obama later said the Queen had branded royal protocol as "rubbish".
In 2017, Canada's then Governor General David Johnston was spotted gently touching the Queen's elbow as she walked up the steps at Canada House in London when she visited to celebrate the country's 150th anniversary.
Defending his actions, Mr Johnston said he had done it to make sure she did not fall over as she climbed the stairs.
Australia's then Prime Minister John Howard denied he had broken royal protocol in 2000 when it was claimed he had put his arm around the Queen when he was introducing her to MPs at a VIP reception. Back in1992 Paul Keating, who was then the Aussie leader,earned the nickname "Lizard of Oz"when he touched the Queen's back during her tour of the country.

The syndrome of elections being stolen or altered by nefarious foreign governments is apparently contagious, as now up in Canada, the Trudeau Liberals and all four opposition parties in the House of Commons, are similarly convinced that evil interests abroad are trying to worm their way into the country's national affairs! [1]
The news broke on February 17 of this year in an article written by senior Parliamentary reporters Robert Fife and Steven Chase which outlined how "both secret and top-secret Canadian Security Intelligence Service documents" leaked to them "illustrate how an orchestrated machine was operating in Canada with two primary aims: to ensure that a minority Liberal government was returned in 2021, and that certain Conservative candidates identified by China were defeated." Importantly, the Chinese government would organize disinformation campaigns in proxies connected to Chinese connected organizations in districts with large Chinese-Canadian communities. [3]
While opinions may vary in terms of whether or not Prime Minister Trudeau acted responsibly, hardly anyone in mainstream media circles seems to question the claim that the Chinese intend to invest resources in a Canada where politicians range from hating them, to really, really hating them!
As it stands right now, a Chinese diplomat, Zhao Wei, was expelled from Canada on the grounds that an intelligence report accused him of trying to target and threaten a Conservative MP critical of China's treatment of the Uyghur Muslim minority. Beijing retorted by expelling a Canadian diplomat.[4]
A high profile academic, author and statesman, and the former Governor General, David Johnston was tasked by Trudeau to act as the Special Rapporteur looking into reports of foreign interference in Canadian elections. But in a report he wrote in late May, he said that no public inquest would be called, pointing to information that would have to be kept secret. He also suggested among other things that much of the intelligence was misconstrued by media having seen the broader context. [5]
But opposition parties not only demanded a public inquiry, they are also calling for Johnston to step down in favour of a candidate with less of a supposed conflict of interest with the prime minister. [6]
This Chinagate scenario is clearly not going away. But is it actually, like Russiagate in the U.S., ultimately a red herring? This issue of a new breed of artificially generated discord with rival powers will be the focus of this week's Global Research News Hour.
In our first half hour, we interview Yves Engler, prominent critic of Canadian Foreign Affairs, about the merits behind the accusations, as well as the view of other countries appearing to interfere in the country's elections and the role, in fact of Canada doing to other countries what it would not tolerate being done to itself.

When the Pierre Elliott Trudeau Foundation first opened its doors in 2002, proponents boasted that it would soon become Canada's version of the Rhodes Scholarship.
The foundation's namesake had died in 2000, and the Liberal government of the day decided to honour his legacy by earmarking $125 million for a memorial endowment. The foundation would award doctoral fellowships; up to $50,000 over four years for humanities scholars who looked "to promote (Pierre Trudeau's) ideas," in the words of Roy Heenan, Trudeau's former law partner.
"What is a more fitting legacy to a man who symbolized youth, excellence and the innovative spirit?" said then Minister of Health Allan Rock in a House of Commons speech that was duly applauded by the opposition benches.
Even the Canadian Alliance was a fan, with interim leader John Reynolds specifically praising the fact that the endowment would primarily be controlled by members of Trudeau's own family. "I would like to offer my best wishes to Sacha and his family. I am very pleased that they are involved in this project," he said.
Just two decades later and the Pierre Elliott Trudeau Foundation mostly makes the news these days due to its ties to scandal.
Despite the Liberal Party having no shortage of wealthy supporters, in its first years the Trudeau Foundation was attracting fewer donations than even some high school softball teams; as late as 2008 the group could boast only $2,000 in annual fundraising. But from the moment that Justin Trudeau became a serious contender for the prime minister's office, the foundation bearing his father's name was suddenly barraged by millions of dollars in unsolicited donations.
At the same time, the Trudeau Foundation built such a latticework of high-level contacts that seemingly half of Ottawa is either an official member, has been on the payroll, has acted as one of its official "mentors" or has benefited from its largesse.
When former Governor General David Johnston was selected Wednesday as Canada's "special rapporteur" to probe the extent of Chinese electoral interference, it was quickly noted that Johnston is a registered member of the Trudeau Foundation.
Morris Rosenberg - who was hired by the Trudeau government to draft an initial probe into foreign interference in the 2021 election - is a former director of the Trudeau Foundation.
Memorial endowments are typically bankrolled via private donations. That was certainly the case with the Rhodes Scholarship after which the Trudeau Foundation was modelled.

Every Canadian PM in Past 4 Decades Has Been Compromised by CCP: Former CSIS Official
Every Canadian prime minister over the past 40 years has allegedly been compromised by agents working for the Chinese Communist Party (CCP), according to Michel Juneau-Katsuya, the former chief of the Asia-Pacific desk at the Canadian Security Intelligence Service (CSIS).
Juneau-Katsuya made the comments during an interview with Canada's CBC News on March 19 in response to revelations made in a soon-to-be-released book, "The Mosaic Effect: How the Chinese Communist Party Started a Hybrid War in America's Backyard."
The book, authored by journalist Ina Mitchell and intelligence expert Scott McGregor, alleges that the United States ran a secret probe-Operation Dragon Lord-into CCP activities in Canada in the 1990s that found China's alleged infiltration of the nation's government posed a major security risk to the United States.
Juneau-Katsuya claimed that he was aware of the U.S. probe into the alleged CCP infiltration but Canadian policymakers ignored warnings from him and other intelligence officials for decades.
When asked how serious China's political interference in Canadian politics was, Juneau-Katsuya said it became "extremely dangerous" for Canada's democracy but claimed that a CSIS report regarding concerns about the alleged interference-issued during his time as chief of the Asia-Pacific desk-was sidelined by political leaders.
"Definitely, we have evidence that we have been infiltrated by agents of influence, people working on behalf of the Chinese intelligence service, not necessarily spies but people who have been recruited and were capable of influencing the power at bay," Juneau-Katsuya said.
According to the former CSIS employee, the alleged infiltration by Beijing in Canadian politics has been ongoing for the last 40 years, right up to the current administration led by Prime Minister Justin Trudeau.
Whistleblower Alleges CCP Election Interference
"Every [Canadian] prime minister has been compromised at one point or another by those [Chinese] agents of influence, and when we brought the warning, nobody listened," Juneau-Katsuya said.
The ex-intelligence official could not cite specific evidence regarding his claims, citing the sensitive nature of documents allegedly proving the CCP's interference. The Epoch Times could not verify his claims.
However, he added that if his and others' concerns had been taken seriously at the time, officials may have been able to mitigate the alleged CCP threat to Canadian politics, but the situation now had evolved into something more substantial, pointing to recent whistleblower allegations made in the Globe and Mail.
The Globe and Mail, citing national intelligence sources, recently reported on alleged schemes run by the CCP to interfere in Canada's elections in 2019 and 2021.
The reports noted that Beijing's alleged foreign influence operation was centered around returning a Liberal minority-seen as open to doing business with China-in 2021 and defeating Conservative candidates who are critical of the regime.
China has denied the allegations of interference but Trudeau has since appointed veteran former official David Johnston as an independent special investigator to probe the alleged election meddling.
The National Security and Intelligence Review Agency (NSIRA), an oversight agency, will also review how national security agencies in Canada handled the foreign interference threat.

Along with the murder charges, Williams was charged with breaking and entering, forcible confinement, and the sexual assault of two other women in connection with two separate home invasions near Tweed, Ontario in September 2009. According to reports, the women had been bound in their homes and Williams had taken photos of them. Williams was also charged in the death of Corporal Marie-France Comeau, a 37-year-old military traffic technician based at CFB Trenton, who had been found dead inside her home in late November 2009.
Williams was arraigned and remanded into custody on Monday, February 8, 2010. The Canadian Forces announced that day that an interim commander would soon be appointed to replace him (Dave Cochrane took over 11 days later), and removed his biography from the Department of National Defence website the following day.
Hours after the announcement of Williams' arrest, police services across the country reopened unsolved homicide cases involving young women in areas where Williams had previously been stationed. According to news reports, police began looking at other unsolved cases based on a full statement that Williams gave to police.
A week after his arrest, investigators reported that, along with hidden keepsakes and other evidence they had found in his home, they had matched a print from one of the homicide scenes to his boot.
In addition to the four primary incidents, the investigation into Williams includes probes into 48 cases of theft of women's underwear dating back to 2006. In the searches of his Ottawa home, police discovered stolen lingerie that was neatly stored, catalogued, and concealed.
In April 2010, Williams was placed on suicide watch at Quinte Detention Centre in Napanee, Ontario after he tried to kill himself by wedging a stuffed cardboard toilet paper roll down his throat.
After his conviction he was stripped of the rank of colonel in the Royal Canadian Air Force as well as his military decorations of the South-West Asia Service Medal with Afghanistan clasp and the Canadian Forces Decoration (CD) with one clasp by order of the Governor General of Canada David Johnston. He will be allowed to keep his military pension equal to $60,000 CAD per year as his pension can only be removed through an act of parliament.

France had Scott Morrison's mate David Gazard on their payroll for the $90 billion Submarine scam. Has Morrison pulled off one of the biggest stings ever?
The Submarine contract with France, who have a long history of bribing other countries for defence contracts, was always a major scam that blew out from $50 billion to $90 billion in a couple of years with millions flowing into the hands of Liberal Party cronies. France openly had several Liberal Party cronies on their payroll, including Scott Morrison's close friends David Gazard and Peter Costello, so they thought they owned the Australian government and that is why the French are so mad with Morrison cancelling the deal.
As with most major frauds it is a case of following the money to find the truth. I have been following the money in this matter since 2016 with a number of articles.
Scott Morrison's announcement of the Claytons deal with the US and UK for nuclear Submarines achieves nothing but to shine a light on the original scam further. As journalist Peter Hartcher from the SMH says below there is no deal with the US and UK. There is only an agreement with the US and UK to possibly come to an agreement in the future which is a joke and not worth the choreographed announcement between Morrison, Joe Biden and Boris Johnson that happened.
I have investigated the Submarine scam since it was first announced in 2016 and written numerous articles on the matter which are well worth reading again so you get the full picture. The titles of the articles by themselves tell a big part of the story. On the 30th of April 2016 I published an article titled "Bribery allegations against Australia's $50 billion submarine contract winner" which started off:
Australia has just awarded a $50 billion defence project to build Submarines and even before the ink is dry on the contract hundreds of thousands of dollars if not millions of dollars have landed in the pockets of Liberal Party crony and former staffer Sean Costello. To make matters worse the French company DCNS which has won the $50 billion contract is currently under investigation by a French court for bribing Malaysian officials to win their submarine contract in 2002.
DCNS is alleged to have bribed officials linked to Malaysian Prime Minister Najib Razak and the corruption also involves allegations of murder. This is on top of other previous allegations of bribery against DCNS.
Another suspicious element of the Australian tender is that DCNS employed former Liberal staffer Sean Costello as its CEO for the bid. Mr Costello was chief-of-staff for former Defence Minister David Johnston who was sacked from his position in 2014. Click here to read the article)

In summary, it looks like Trump is attempting to freeze the assets of just about person or any entity who or which has been involved in serious human rights abuse or corruption.
As it relates to the Australian Swamp, it looks to be just about anyone who has held a senior political or bureaucratic position in recent history and who has been "playing in the trough" may regret their previous activities.

France had Scott Morrison's mate David Gazard on their payroll for the $90 billion Submarine scam. Has Morrison pulled off one of the biggest stings ever?
The Submarine contract with France, who have a long history of bribing other countries for defence contracts, was always a major scam that blew out from $50 billion to $90 billion in a couple of years with millions flowing into the hands of Liberal Party cronies. France openly had several Liberal Party cronies on their payroll, including Scott Morrison's close friends David Gazard and Peter Costello, so they thought they owned the Australian government and that is why the French are so mad with Morrison cancelling the deal.
As with most major frauds it is a case of following the money to find the truth. I have been following the money in this matter since 2016 with a number of articles.
Scott Morrison's announcement of the Claytons deal with the US and UK for nuclear Submarines achieves nothing but to shine a light on the original scam further. As journalist Peter Hartcher from the SMH says below there is no deal with the US and UK. There is only an agreement with the US and UK to possibly come to an agreement in the future which is a joke and not worth the choreographed announcement between Morrison, Joe Biden and Boris Johnson that happened.
I have investigated the Submarine scam since it was first announced in 2016 and written numerous articles on the matter which are well worth reading again so you get the full picture. The titles of the articles by themselves tell a big part of the story. On the 30th of April 2016 I published an article titled "Bribery allegations against Australia's $50 billion submarine contract winner" which started off:
Australia has just awarded a $50 billion defence project to build Submarines and even before the ink is dry on the contract hundreds of thousands of dollars if not millions of dollars have landed in the pockets of Liberal Party crony and former staffer Sean Costello. To make matters worse the French company DCNS which has won the $50 billion contract is currently under investigation by a French court for bribing Malaysian officials to win their submarine contract in 2002.
DCNS is alleged to have bribed officials linked to Malaysian Prime Minister Najib Razak and the corruption also involves allegations of murder. This is on top of other previous allegations of bribery against DCNS.
Another suspicious element of the Australian tender is that DCNS employed former Liberal staffer Sean Costello as its CEO for the bid. Mr Costello was chief-of-staff for former Defence Minister David Johnston who was sacked from his position in 2014. Click here to read the article)

Defence providing 'surge' support to border protection efforts north of Australia

Extra Defence surveillance aircraft and ships have been deployed to Australia's north, to assist with border protection efforts, amid warnings that changes to temporary protection visas could prompt a resumption in people smuggling ventures.
Defence has revealed in recent weeks it's provided the "surge" support to Operation Sovereign Borders (OSB) following a request from its Commander, Rear Admiral Justin Jones.
During a senate estimates hearing on Wednesday evening, Opposition senators quizzed the Vice Chief of Defence about "Opposition Resolute", the military's contribution to Australia's border protection efforts.
"The Defence Force generally surges as is required to support Operation Sovereign Borders," Vice Admiral David Johnston explained to the committee.
"That is available to the government to employ the ADF in that nature, and we are currently providing surge support," he confirmed.
Under subsequent questioning from Coalition frontbencher Simon Birmingham, the Vice Chief gave some more limited details about the increased military support to the border protection operations.
"It is of the nature of additional aircraft surveillance and additional ships that are patrolling in our northern waters".
Vice Admiral Johnston confirmed the surge was requested in the last few weeks, but wouldn't specify why, telling the committee it was a question better put to Home Affairs.
This week the Albanese government confirmed thousands of refugees who arrived in Australia before "Operation Sovereign Borders" began in 2013 would be eligible to stay here permanently.
On Monday the OSB Commander published a stern online warning to potential asylum seekers who were contemplating travelling to Australia by boat.
"The Australian government's decision to resolve legacy temporary visa caseloads does not change how Australia protects its borders," Rear Admiral Jones says in a video translated to several regional languages.
"Let me be clear, anyone who attempts an unauthorised boat voyage to Australia will be turned back to their country of departure, returned to their home country or transferred to a regional processing country."
The Opposition has warned that Labor's changes to visa settings could prompt a resumption of people smuggling operations to Australia.
"If the Labor government was so sure that their policy was not going to result in people smugglers reopening their trade, why did they put more Defence support into protecting our northern borders and do it ahead of that policy announcement?" Shadow Home Affairs Minister Karen Andrews said.
"What they're saying on the one hand is not being supported by their actions."
At the last election Labor promised to abolish Temporary Protection Visas but they will remain on the statute books.

Defence Minister Richard Marles has blasted the former government for letting Australia's major defence purchases, including new submarines and Navy frigates, drift for years.
In a move designed to get these purchases, which will be worth hundreds of billions of dollars, back on track, Marles took the unusual step of extending by two years the terms of three of the country's top military leaders, while appointing new heads of the army, navy and air force as expected.
Defence Force Chief General Angus Campbell, Vice Chief of the ADF Vice Admiral David Johnston and Chief of Joint Operations Lieutenant-General Greg Bilton will now all serve until July 2024.
Of the three new services chiefs, Rear Admiral Mark Hammond was named Chief of Navy, Major-General Simon Stuart Chief of Army and Air Vice-Marshal Robert Chipman Chief of Air Force.
Marles said the Morrison government, which cancelled a $90 billion contract to purchase French Attack-class submarines in favour of a still-to-be-selected British or American nuclear boat under the AUKUS defence pact, had seen "a number of procurements fall behind".
He also acknowledged the $45 billion future frigates program had slipped behind schedule and said "there might be others".
It was the fault of the former government, not the reappointed Defence chiefs, that these signature purchases had fallen behind schedule because it had "allowed the nation to drift right across the board, not just in terms of defence, but in terms of our economy, in terms of wage growth".
"In respect to defence and national security, the former government was big on rhetoric. It was appalling on action. And it let the nation drift. And as a result, a range of key procurements are behind time," Marles said.
Extending the terms of the ADF chief and vice chief meant there would be continuity of advice to governments, he said, on the submarine and frigate purchases.
"We're going through a process right now of evaluating the options for what will be the solution for submarines under the framework of AUKUS, which will deliver the next generation of submarines, the nuclear-powered submarine for the country," he said.
"In doing that, we're also looking at how quickly that can be delivered and that really will answer the question as to what capability gap arises. And from there, we will look at a whole range of options in terms of dealing with that capability gap. And there are many options which remain."
In practice, those options could include a so-called "son of Collins" diesel-electric submarine, which some experts have called for, or a US Virginia-class boat - as Opposition Leader Peter Dutton has flagged - though there are serious doubts about whether US production capacity could be ramped up quickly to build the boats for Australia.
Dutton, who was previously defence minister, said it was a great decision to extend the terms of the ADF chiefs but rejected suggestions the previous government had left a significant capability gap.
"It defies logic. When Labor were [last] in government, they reduced spending in defence to the lowest level since 1938," he said, adding the former government had spent more money on troops, training and equipment.
"I think it's an absurd comment for him to make and frankly beneath him on a day when we should be celebrating the extension of General Campbell and the other [chiefs]."
The decision to extend the appointments of General Campbell, Vice-Admiral Johnston and General Bilton is unusual but not unprecedented. The last Defence chief to have their term extended was Air Chief Marshall Angus Houston, who was appointed by former prime minister John Howard in 2005 and had his term extended by Kevin Rudd until 2011.

London: Russia's Foreign Ministry has sanctioned a broad list of 121 Australian media executives, mining bosses, academics, defence officials and journalists, including the editors of The Sydney Morning Herald and The Age.
The move, announced in Moscow on Wednesday evening, cited the "Russophobic agenda" from the individuals named.
The Kremlin's "stop list", which bans those named from entry to Russia "indefinitely", was compiled in response to the growing sanctions of the Australian government, the ministry said.
It includes Herald editor Bevan Shields, The Age editor Gay Alcorn as well as Peter Costello, who is also chairman of Nine Entertainment Group that owns The Age and Sydney Morning Herald, and chief executive Mike Sneesby.
Mining magnates Gina Rinehart and Andrew "Twiggy" Forrest had sanctions imposed, along with ABC chairwoman Ita Buttrose, co-chairman of News Corp Lachlan Murdoch and chairman of Seven Group, Kerry Stokes.
Atlassian co-founders Mike Cannon-Brookes and Scott Farquhar, property tycoon Harry Triguboff and Rio Tinto iron ore chief executive Simon Trott will also be banned from entering Russia.
"Entry to the Russian Federation for these persons is closed on an indefinite basis in response to the growing sanctions of the Australian government, which apply to an increasing number of Russian citizens - both officials and their families, as well as representatives of the business community and the media," the statement said.
The names of journalists and commentators such as Herald international and political editor Peter Hartcher make up roughly half the list, including a spread of foreign correspondents, many who have covered the war, and their editors.
Several Defence officials are also named, including Chief of the Defence Force Angus Campbell, department secretary Greg Moriarty, navy chief Rear Admiral Mark Hammond, Royal Australian Air Force's Air Vice-Marshal Darren Goldie and the Australian Defence Force's Vice Admiral David Johnston.
New South Australian Premier Peter Malinauskas is the only elected official included, potentially because of his Lithuanian heritage. The Kremlin slapped a similar ban on all 227 members of the House of Representatives and the Senate in early April.
The statement said the Kremlin reserved the right to add more names to the list.
"Taking into account the fact that Canberra does not intend to abandon the anti-Russian course and continues to produce new sanctions, work on updating the Russian 'stop list' will continue," the statement said.
Russia announced a similar move against dozens of British journalists on Tuesday.
In April, Moscow announced entry bans on the leaders of Australia and New Zealand in tit-for-tat measures after Canberra and Wellington imposed sanctions on Russia over its invasion of Ukraine.
Australia has imposed sanctions on Russian military commanders and close associates of Russian President Vladimir Putin after the invasion of Ukraine on February 24. Putin's press secretary, Dmitry Peskov, and Foreign Ministry Director of Information Maria Zakharova were among those sanctioned.

Singapore: Australia's attempts to ease south-east Asian anxiety about its submarine ambitions continue to fall short, with Malaysia deeply concerned despite acknowledging the difference between nuclear power and nuclear arms.
The Philippines, Singapore and Vietnam have welcomed the AUKUS pact between Australia, the United States and the United Kingdom, as well as Australia's plans to enhance its military capability with varying degrees of enthusiasm. But Indonesia and Malaysia are fearful its acquisition of nuclear-propelled submarines will ramp up tension and trigger an arms build-up in the region.
It is a view not disputed by Rafael Grossi, the director general of the International Atomic Energy Agency, who on Wednesday said the prospect of other countries seeking to follow Australia and develop their own nuclear-powered submarines "cannot be excluded".
The Morrison government has sought to address consternation in Jakarta and Kuala Lumpur by sending Vice Admiral David Johnston, the Vice Chief of the Defence Force, to the region for talks but two of Australia's most important neighbours are unconvinced.
"Marise Payne, the Foreign Minister, spoke to me twice on the phone. Immediately after the announcement [last month] and also last week after they sent their Vice Admiral to brief us on what the submarine [plan] is all about," Malaysia Foreign Minister Saifuddin Abdullah told the Foreign Policy Community of Indonesia on Wednesday during a visit to Jakarta.
"She tried her level best and her team tried their level best to impress upon us that it is a nuclear-propelled submarine but not a nuclear-armed submarine. We take it at face value that's what it is because it is still a work in progress. But we were very clear about sending our message of concern to Canberra."
Saifuddin said nuclear power was "not something that will make Malaysians and I believe many ASEAN people comfortable".
"We know the difference between nuclear arms and using nuclear for scientific purposes," he said. "But when I talk to my friends they always remind me 'it is a submarine'. Whether it is nuclear-propelled and not nuclear armed, it is a submarine. What do you use a submarine for?"
He said some ASEAN member nations would raise the issue with Australia, a dialogue partner of the regional bloc, when leaders convened for a three-day virtual summit next week.
"During the next ASEAN [leaders meeting] there is the ASEAN-Australia summit. I believe some member states want to raise the issue with Australia during the summit," he said.
"I don't think it is useful to evaluate whether we are satisfied with [Australia's] explanation. The issue is still there."
Saifuddin was speaking a day after Australia and Malaysia celebrated 50 years of the Five Power Defence Arrangements, which also includes the UK, Singapore and New Zealand, with a flyover in Singapore.
He said Malaysia didn't want to have to choose sides in the geopolitical rivalry between the US and China.
"We feel the heat but we want to maintain our neutrality," he said.
Malaysia has faced increasing incursions into its airspace and waters by China, and as recently as a fortnight ago it summoned Beijing's ambassador to lodge its latest protest.
Even so, Saifuddin said Malaysia's relations had improved with China, its top trading partner and investor, "despite what happened in the South China Sea".
Grossi, the head of the IAEA, the United Nations nuclear watchdog, said Australia's pursuit of a fleet of nuclear-powered submarines as a non-nuclear armed nation needed to be closely monitored.
"We have to have specific agreements to make sure that whatever they receive technology-wise or material-wise, is under safeguards," he said.
"There has to be a specific arrangement with the IAEA… which has never been done before and it's a very, very demanding process."

Australia's second-most senior military officer has held a phone call with a top member of Myanmar's military junta, as the Federal government continues to press the regime to free detained academic Sean Turnell.
It's the first time that Australia has managed to gain access to the upper echelons of the new military government since the coup of February 1.
The Australian government has not yet released any details of the call between Vice-Chief of the Australian Defence Force David Johnston and Vice-Senior General Soe Win.
The ABC has been told the two men discussed the case of Professor Turnell, who used to work as an adviser to deposed leader Aung San Suu Kyi before being arrested on February 6.
But it's not clear if Vice-Admiral Johnston used the opportunity to press the military to relinquish power and free civilian political leaders.
Some state media outlets in Myanmar gave some prominence to the exchange.
One newspaper said during the conversation, Vice-Senior General Soe Win compared Myanmar' military - known as the Tatmadaw - directly to the Australian armed forces.
"[He] continued to say that the Tatmadaw is a democratic Tatmadaw [as] is the Australian military, valuing democratic practices including freedom of expression and avoidance of brutal crackdown[s] on peaceful protesters," it read.
The paper said Vice-Admiral Johnston stressed that Australia was a "development partner" and would provide assistance to Myanmar to fight the COVID-19 pandemic.
Both men also reportedly discussed "the reason(s) of the Tatmadaw [for] taking all the powers of the country" although state media did not provide any further details.
The call comes as protests swell against the military coup in Myanmar.
On the weekend, police opened fire on protesters in the city of Mandalay, killing two protesters and injuring more than 20.
Call receives mixed feedback
Human rights groups have slammed the phone call, accusing the Australian government of bolstering the credibility to a violent and illegitimate regime.
Rawan Arraf from the Australian Centre for International Justice said the call was "unbelievable."
"Soe Win is a man designated for sanctions by the United States, the United Kingdom and Canada, and is credibly accused of genocide, war crimes and crimes against humanity," she said.
"While the rest of the world is coordinating targeted action against the junta, Australia lends credibility to it by having its senior military leadership host phone calls."
But some analysts defended the call and said it was reasonable for the Australian government to use every opportunity to urge the military not to use violence on protesters.
"It is essential that Australia and others take every opportunity to urge restraint on Myanmar's security forces and secure the real ease of political prisoners, including Australia's Sean Turnell," said Aaron Connelly, a Singapore-based analyst with the International Institute for Strategic Studies.
"By using military officers to deliver that message, Australia avoids conferring any legitimacy on the Myanmar armed forces' coup," he said.
The US, Canada and the United Kingdom have all hit Myanmar's military leaders with sanctions, while New Zealand has suspended high-level contact with the regime while imposing a travel ban on its top generals.
Australia has announced it is reviewing foreign aid and military cooperation with Myanmar in the wake of the coup but has not yet announced any concrete measures in response.

The Commission examining foreign interference within Canada's electoral system has announced that starting March 27, over forty individuals including Prime Minister Justin Trudeau will testify at the Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions, led by Commissioner Marie-Jos?e Hogue.
Prime Minister Trudeau, once reluctant to greenlight a public inquiry, now finds himself at the center of the hearings.
The hearings aim to delve into the potential foreign influence on the 2019 and 2021 federal elections.
As previously reported, alleged CSIS leaks state that the Chinese Communist Party (CCP) interfered in Canada's 2021 election to help the Trudeau Liberals win and cause the Conservatives to lose.
Over the next two weeks, the Commission will engage with a broad range of stakeholders, including diaspora communities, political figures, and representatives from Elections Canada.
"A goal for these hearings is to give citizens a better understanding of the foreign interference threats our electoral system may have faced in the 2019 and 2021 elections," Commissioner Hogue said.
The move follows intense scrutiny over Trudeau's handling of foreign interference allegations, including the controversial engagement of a family friend to conduct an investigation into the matter instead of a public inquiry. His family friend, David Johnston, eventually stepped down amid criticisms alleging he was partial to Trudeau.

Johnston dismissed the need for a public inquiry into foreign interference, citing the cost of the process.
The order paper requested funding and contract details to be disclosed on Navigator, a public relations firm and crisis think-tank hired by Johnston to assist with his closed-door investigations.

Prime Minister Justin Trudeau was in Guelph, ON Friday to announce the Housing Accelerator Fund (HAF), $4 billion in government spending that the Prime Minister's website says "will provide funding for local governments to fast track the creation of 100,000 new homes across Canada. Local governments are now invited to develop innovative action plans, in line with the flexible criteria, to remove barriers to building more homes, faster."
He made the declaration in front of a row of construction workers who will presumably benefit from the construction of new homes and with local MP Lloyd Longfield (L-Guelph) by his side.
But when Trudeau decided to go hyper-political with his speech, defending his selection of former Governor General David Johnston as his "special rapporteur" to investigate Chinese election interference and to attack Conservative Party opposition to it, the construction workers indicated their disapproval and Longfield looked uncomfortable throughout Trudeau's increasingly partisan speech.
