You might remember: FBI Director Christopher Wray outlined during his remarks that the devices consisted of PVC pipe, clocks, batteries, wiring, and "energetic material that can become combustible when subjected to heat or friction".

The FBI director went out of his way to state: "These were not hoax devices." The DOJ case, which took place in New York's Southern District (SDNY) then moved to seal all court filings and the case against the nut continued behind the curtain of 'national security'. Suspect Cesar Sayoc was scheduled to go on trial this summer on charges relating to the pipe bombs. However, on March 21st, he entered a guilty plea before a federal judge in New York.
In a new development, Cesar Sayoc has written a letter to the judge (full pdf below) trying to walk back the statements put before him by lawyers in his guilty plea. Obviously, Mr. Sayoc is a person of unstable disposition, but his written statements speak to the nature of issues that have always seemed rather odd.

During his guilty plea, Sayoc said he was "aware of the risk that it would explode" even though he only intended to intimidate people, but in one letter he told Rakoff, "The devices would never explode or worked. The fireworks were sparkler type." (more)

The strange story of Ted Hilk, MIT graduate
"The Kansas native who scored a perfect 36 on his ACT before attending MIT kept to himself.
On March 23, after his parents hadn't heard from him in a month, emergency crews entered his apartment at the family's request.
The 30-year-old was found dead in his bedroom amid pills and pill bottles in advanced decomposition.
Also inside were "several pressure cookers, chemicals, lab equipment, metal drums…pill bottles…chemical bottles…"
It's an odd case. Lone genius found dead on March 23, 2021, GOV scrubs his online records, then Legacy Media drops official mysterious narrative on June 1, 2021.
Most reports say he had lidocaine & hydrochloroquine in his system, while another reported alcohol & amphetamine.
When he was a math student at the prestigious Massachusetts Institute of Technology in 2013, Ted Hilk's online profile included a famous English verse called "The Fifth of November."
"Remember, remember! The fifth of November. The gunpowder treason and plot," the poem begins, referring to Guy Fawkes, who was arrested while guarding explosives plotters hid under the House of Lords in London more than 400 years ago.
Hilk's father Wayne Hilk said his son - found dead Wednesday in a Streeterville apartment where police said they also discovered explosive materials - didn't find a dark meaning in the verse. It simply reminded him of his birthday, Nov. 5.
"He had a wicked sense of humor. I think a lot of those kids had stuff like that. They were college guys. No bombs, he wanted to help this world, cure cancer, do his research in areas that interested him, and he had many. He built things, he loved tools, he could design and develop as at early age. He was not political, he had no malice in his heart for anyone or anything," Hilk's father said in an email.
Still, the verse offers a strange, if unintended, parallel to the mystery surrounding 30-year-old Hilk's recent death in a seventh-floor downtown apartment at 240 E. Illinois St. His decomposing body was found there Wednesday along with a toxic, volatile chemical - azide - that's used in bomb triggers and airbags, authorities said.
Hilk's father traveled from Shawnee, Kansas, a suburb of Kansas City, to check on the well-being of his son, contacting Chicago police officers who found the body, CPD Supt. David Brown said. The police bomb unit removed potentially explosive materials from Hilk's apartment Thursday, officials said. Police say they're continuing to investigate Hilk's death and officers returned to the apartment Friday to continue their search for evidence. The results of an autopsy are pending.

Chicago experienced its most violent Memorial Day weekend in five years - 9 killed, 42 wounded - despite stepped up police patrols and a focus on neighborhood programs that city officials hoped would provide peaceful alternatives.
About half of those shot were on the West Side, most of them in a single police district, the 11th, where there were two mass shootings on Sunday. On the South Side, at least 23 people were shot. And downtown, where there has been a spike in shootings all year, four people were hit by gunfire.
The weekend was the most violent since 2017, when seven people were killed and 45 people were wounded, according to Chicago police data. The year before, 69 people had been shot over the long holiday weekend.
This past weekend's toll is sharply higher than last year, when three people were killed and 34 others were wounded.

The Chicago Police Department had canceled days off over the weekend, but Police Superintendent David Brown was vague last Friday about the numbers of additional police officers assigned to work.
He would only say the safety plan included foot, bike and roving patrols; traffic safety, DUI saturation and carjacking task force missions; and gang and gun and organized retail theft investigations.
At the same news conference, Mayor Lori Lightfoot said weekend programs in 15 high-crime neighborhoods - including music-and-game-filled "kickbacks" with DJs - would be held later into the night to fill gaps pinpointed in conversations with young people in those neighborhoods.
On Saturday, faith leaders led a march for peace down Michigan Avenue. "There will be no silence till we end the violence," a group of about 50 people chanted as they marched down the Mag Mile to Millennium Park.

Many of the weekend shootings occurred in neighborhoods long troubled by gun violence.
In Lawndale, five people were wounded after gunmen opened fire on a crowd marking the anniversary of another teen's killing. A 16-year-old girl was among the wounded in the shooting early Sunday morning in the 800 block of South Karlov Avenue. Shell casings and at least 97 evidence markers could be seen in the street outside Daniel Webster Elementary School.
Later Sunday, a man was killed and four others wounded, including a gunman, during a domestic incident in Humboldt Park. The shooting led to a standoff with a police SWAT team. A gunman, 23, was arrested over an hour later and treated for a gunshot wound, police said.
Other fatal shootings from the weekend between 5 p.m. Friday and 5 a.m. Tuesday:
Three men were wounded, one fatally, in a shooting Monday in Burnside on the South Side. They were near a sidewalk about 7:45 p.m. in the 1300 block of East 93rd Street when someone opened fire, police said. One man, 25, was shot in the chest and died at Trinity Hospital. Another man, 26, was also shot in the chest and taken to the same hospital in critical condition. The third man, 27, was shot in his body and taken to the University of Chicago Medical Center. His condition was not released.
Chicago police and SWAT officers investigate in the 4400 block of West Walton Street where an alleged gunman barricaded himself in a building after one man was killed and three other people were wounded in a shooting Sunday night in West Humboldt Park on the West Side. The suspect also suffered a gunshot wound in the incident, thought to be domestic, but officers didn't fire any shots, police said.

Police services across Canada have been acquiring military equipment ranging from Cougar light armoured vehicles (LAVs) to military-style rifles.
In 2014 the Canadian Forces (CF) handed over a decommissioned LAV-essentially a tank-to the Windsor, Ontario police department for a symbolic $1. The police then spent $13,000 fixing and disarming it (Wilhelm 2014). A year earlier the police in New Glasgow, Nova Scotia had received a similar CF discard (Boutilier 2014).
Some Canadian police services, including those in Ottawa and Winnipeg, have purchased armoured vehicles. As University of Ottawa criminologist Michael Kempa points out, these acquisitions have not been subjected to public discussion and oversight (Ottawa Citizen 2014). For example, the Winnipeg police budgeted $350,000 to purchase their vehicle. They notified the Winnipeg Police Board after the purchase. The Winnipeg Police Board responded with a policy that any future purchases over $100,000 would require prior Board approval.
Windsor and Toronto police forces, among others, have purchased military-style Colt C8 patrol carbines made in Kitchener (Boutilier 2014). The Toronto police purchased four sound cannons-Long Range Acoustic Devices (LRAD)-before the G8 and G20 summits in 2010 (Yang 2010). The Vancouver police acquired LRADs prior to the 2010 Winter Olympics (Mahoney 2010). In 2014 the Montreal police purchased two LRADs (Zapirain 2014).
Although domestic police services have bought LRADs to deal with public disorder or protests, the device was originally developed for the U.S. Navy by U.S. defence contractor LRAD Corporation after a 2000 al-Qaeda bombing attack on the USS Cole while it was being refueled in Yemen (Foege 2009). The LRAD has kept vessels away from U.S. ships and destroyers, particularly in the pirate-ridden Gulf of Aden, and was used by U.S. troops in Iraq to control crowds (Foege 2009).
The volume of sound generated by sound cannons ranges from 135 to 143 decibels, and the piercing alert function can cause permanent hearing loss (Yang 2010). According to The Economist (2004) the LRAD incapacitates anyone within 300 meters, causing instant headaches.
When the Toronto police purchased LRADs, the Canadian Civil Liberties Association filed an injunction with the Ontario Superior Court to ban the alert function (Mahoney 2010). As a result of the ruling by Justice David Brown, the Toronto police can only use the voice function. Vancouver and Montreal police have chosen to use only this function as well (Halais 2014). Interestingly, the Royal Canadian Mounted Police (RCMP) restrict the use of LRADs to marine operations (Freeze 2010).

Chicago Reports 797 Murders For 2021, Most Of Any US City
According to data released by the Chicago Police Department and cited by the Associated Press, the city recorded 797 homicides, the most in Chicago since 1996 and more than any other city in the country. The 2021 total was 25 more than in 2020 and 299 more than in 2019. On top of that, there were 3,561 shootings in 2021.
"We all know this has been a challenging year here in the city of Chicago," Police Superintendent David Brown said at a news conference this week. "Too many families are reeling from the loss of (loved) ones due to senseless gun violence."
Brown added that most of the violence stemmed from conflicts between gangs and was concentrated on the city' notorious south side. Over the weekend, 40 people were shot and subsequently 11 people died in Chicago. The city is just coming off of it deadliest weekend so far this year from the weekend before according to ABC Chicago.
A drive-by gunman shot two men on Saturday afternoon while they stood outside the gas station. Both men, one age 33 the other age 20, died from their wounds.
Two women and one man were walking on the street just before 9:00 PM when a gunman got out of a car and opened fire on all of them. The man died while the women walked away with injuries.
As a result of heightened crime, President Biden is met Monday with the Chicago Superintendent David Brown, along with New York City mayoral candidate Eric Adams and DC Mayor Muriel Bowser. Biden Giving Chicago Billions to Address Mayor Lightfoot's Crime Wave
Just hours after three undercover law enforcement officers were shot in Chicago on Wednesday morning, President Joe Biden visited with Chicago Mayor Lori Lightfoot at an airport stop to discuss gun violence and federal support.
"During a greet with Mayor Lightfoot on the airport tarmac, President Biden expressed his personal support for the two ATF officials and the Chicago police officer who were shot earlier today," White House press secretary Jen Psaki said in a statement Wednesday.
"He reiterated his commitment to working with the mayor and leaders in Chicago in the fight against gun violence and conveyed that the Department of Justice would soon be in touch about the strike force announced just a few weeks ago that will be working with cities like Chicago."
Earlier on Air Force One, Psaki spoke about billions in federal funds being diverted from unspent coronavirus stimulus that will be delivered to Illinois, the city of Chicago and Cook County.
"I will note that, in terms of the efforts the president has underway to address the rise in violence we've seen over the last 18 months, including in Chicago, there are a number of steps that impact Chicago directly and specifically, including - his Rescue Plan is giving cities like Chicago - alone is getting almost $1.9 billion through the Rescue Plan," Psaki told reporters. "Cook County is getting over $1 billion, and the state government of Illinois is receiving an additional $8.13 billion."
Over theJuly Fourth weekend, after Lightfoot had had a pair of heated exchanges with Newsmax correspondent William Kelly,17 people were killedand 99 others were wounded in shootings in the city, the deadliest weekend of the year to date, according to the Chicago Sun-Times.
"Our thoughts go out to the two ATF agents and the Chicago Police Department officer who were wounded, as well as their families and fellow agents and officers," Psaki told reporters en route to Chicago's O'Hare International Airport. "As the president has said many times, every time a law enforcement officer pins on their shield and walks out the door, they're carrying a sacred responsibility."
With Wednesday's shootings, 36 Chicago officers have been shot or shot at this year, Chicago Police Superintendent David Brown told reporters.
"This is a very challenging time to be in law enforcement, but they are rising to the challenge of doing all they can - and the work they do is extremely dangerous," Brown said.
Meanwhile, the White House is focusing on guns with the gun trafficking strike force, according to Psaki.
"As a part of our gun crime reduction strategy, Chicago is also taking part in a community violence intervention collaborative with 15 jurisdictions nationwide to help them invest in proven evidence-based, community-based strategies," she said.

The three undercover law enforcement officers were "fired upon from the street" while driving onto an expressway on Chicago's South Side at 5:50 a.m. Central time near the 22nd District police station in the Morgan Park neighborhood.
While their injuries were not considered life-threatening, the Chicago officer was struck on the back of the head.
"It appears to be a graze wound," Brown said.
No arrests have been reported.
Newsmax's Kelly had intended to attend a news conference with Biden and Lightfoot on Chicago's gun violence epidemic, but Biden and Lightfoot met only on the airport tarmac and there was no press briefing on crime.

A University of Chicago student died Sunday after being struck by a stray bullet while commuting home from his internship on a train.
On Thursday night, Max Solomon Lewis was struck in the back of the neck by a stray bullet while his Chicago Transit Authority train was stopped at the 51st Street/Washington Park station, according to a GoFundMe page organized by his friend, Zachary Cogan.
Lewis, a rising third-year student at the University of Chicago, was rushed to the hospital, where on Sunday morning he succumbed to his injuries.
"Max was an intelligent, caring, compassionate member of the UChicago community and a dear friend to many," Cogan writes on GoFundMe. "He is known amongst friends, peers, and classmates for his kindness, goofiness, grit, impeccable work ethic, and most importantly, his unfailingly genuine soul. He will be sorely missed."
Chicago police say Lewis was not the intended target of the shooting. Investigators have not released a description of the shooter, KMGH reports.
Before his death, Lewis was pursuing a double major in computer science and economics. According to Cogan, the 20-year-old was the former president of the Alpha Epsilon Pi fraternity. He grew up in Denver, Colo., and loved going on runs, leading the Promontory Investment Research- a registered student organization at the college- and hanging out with friends.
"There are no words to adequately characterize how devastating this loss is," Cogan writes. "Of all people in this world, Max was the last to deserve something like this."
Lewis's death came towards the end of the July 4th weekend, during which 100 people were shot in Chicago, 18 of them fatally, Chicago Police Superintendent David Brown said, KMGH reports.
Another victim of the city's gun violence over the weekend was 19-year-old National Guard soldier Chrys Carvajal who was outside of a party on the city's Northwest Side early Saturday when an apparent drive-by shooter fired upon him.
In a GoFundMe post, Carvajal's sister, Jennifer Ramirez, wrote of her brother: "He was one of kind with a pure soul. Chrys was one to make people laugh and smile. He put his family first, and did everything he could to make us all proud. Chrys was full of life, with a bright future ahead of him."

An Iowa man has been arrested after a rifle and ammunition were found near a window inside his hotel room in downtown Chicago on the Fourth of July, officials said.
A member of the cleaning staff at the W Hotel alerted authorities about firearms he found "in a very suspicious position inside one of the rooms" on Sunday, Chicago Police Superintendent David Brown said Tuesday.
The rifle and handgun, along with five rifle magazines, were found laying on the windowsill of the hotel room on the busy holiday weekend night, Brown said. Prosecutors clarified Tuesday the rifle had four magazines next to it and a live round in the chamber, Chicago ABC station WLS reported.
The hotel overlooks Navy Pier and the lakefront, where hordes of people gather for Fourth of July festivities.
Keegan Casteel, 32, of Ankeny, Iowa, was questioned by the Chicago Police Department's Joint Terrorism Task Force and arrested without incident. He's been charged with two felony counts of aggravated unlawful use of a weapon, police said.
Casteel had a court appearance Tuesday and was ordered to be held on a $10,000 bond, according to WLS. If he posts bond, he'll be allowed to return to Iowa.
The setup echoed the 2017 Las Vegas massacre when a shooter opened fire from the 32nd floor of the Mandalay Bay Hotel onto the Route 91 Harvest music festival on the Las Vegas Strip, killing 60 and wounding hundreds more.
The hotel employee "likely prevented a tragedy from happening," Brown said.

Police said Casteel does not have a criminal history. He also did not have a Firearms Owner Identification Card in Illinois, Brown said, which is needed to legally have a gun in the state. Casteel does have an Iowa gun permit, prosecutors said.
It's unclear if Casteel has obtained a lawyer.
"We are also conducting gun tracing of both rifle and the handgun for further investigation. There is no previous criminal history of this person nor any other issues in our federal databases," Brown said. "Obviously, very concerning given to the position of the W Hotel to Navy Pier."
Chicago suffered a bloody holiday weekend, with 100 people shot since Friday night, 18 fatally, officials said Tuesday.
In anticipation of the violence, CPD beefed up security measures throughout the city. Overall, 12,00 officials had days off canceled and worked 12-hour shifts in a strategy focusing on 15 violence-prone areas in the city, per WLS.

Chicago Police Superintendent David Brown held a press conference Monday to discuss recent crime rates. Murder and gun violence particularly are on the rise compared to last year, but on a downward trend from month to month.
Brown reported that murders are already up 5% from last year and shootings have increased by 17%. January saw the biggest increase with 34% more murders and 46% more shootings. May saw the smallest increase with only 13% increase in murders and 20% increase in shootings. "It's nothing to celebrate," Brown said, "but form a macro perspective it's a downward trend." Yet, even though May saw the fewest shootings this year, Memorial day weekend in particular saw a significant increase from 2020.

But Chicago police have also confiscated over 5,000 guns this year already. According to the superintendent, that means they're projected to confiscate more than the 11,000 guns they recovered last year.
"Every gun recovered is a potential deadly force encounter and arguably, a potential for reducing violence," Brown said. "The other part of the formula is a consequence in the court system."
During the question and answer portion, the police department also released an update on the 11-year-old girl who was shot Sunday night, saying she is in stable condition. She's from out of town and caught in the crossfire of a drive-by shooting.

17 Defendants Charged in Drug Trafficking Probe Targeting Heroin and Cocaine Sales in Chicago
CHICAGO - A joint federal and local drug trafficking investigation has resulted in federal charges against 17 individuals for distributing or attempting to distribute heroin and cocaine in Chicago.
During the multi-year probe, dubbed "Operation Tragic Blow," law enforcement seized multiple kilograms of heroin and cocaine, including a 14-kilogram cocaine seizure in Chicago's Belmont Cragin neighborhood and a two-kilogram heroin seizure in a high-rise apartment building in Chicago's Buena Park neighborhood. The joint federal and local investigation, led by U.S. Homeland Security Investigations and the Chicago Police Department, utilized extensive undercover and covert surveillance operations to shut down the defendants' drug trafficking activities.
Many of the 17 federal defendants were arrested Wednesday and have begun making initial appearances in U.S. District Court in Chicago. In addition to the 17 federal defendants, two other individuals were charged in state court as part of this investigation.
The federal charges were announced by John R. Lausch, Jr., United States Attorney for the Northern District of Illinois; Angie Salazar, Special Agent-in-Charge of the Chicago office of HSI; and David Brown, Superintendent of CPD. Alleged Chicago Carjacker Arrested on Federal Charge
CHICAGO - A man has been arrested and charged in federal court with carjacking after he allegedly took a vehicle at gunpoint near Garfield Park in Chicago late last week.
KIAR EVANS, 22, of Chicago, is charged with one count of carjacking in connection with the Thursday afternoon incident. Evans is scheduled to make an initial appearance in federal court today at 1:00 p.m. before U.S. Magistrate Judge Jeffrey I. Cummings.
The arrest and federal charge were announced by John R. Lausch, Jr., United States Attorney for the Northern District of Illinois; Emmerson Buie, Jr., Special Agent-in-Charge of the Chicago Field Office of the FBI; and David Brown, Superintendent of the Chicago Police Department. According to a criminal complaint filed in U.S. District Court in Chicago, Evans approached the driver's side window of a Nissan Altima at the intersection of West Congress Parkway and Independence Boulevard in Chicago. Evans pointed a firearm at the Nissan's driver and demanded that the driver exit the vehicle, the complaint states. The victim complied and Evans drove off in the Nissan, the complaint states.
Shortly after the carjacking, Evans was driving the stolen Nissan when he was involved in a multi-vehicle crash at the intersection of Harrison Street and Ogden Avenue in Chicago, the complaint states. Chicago Police officers arrested Evans and discovered a loaded semi-automatic handgun in the Nissan, the complaint states.
The public is reminded that a complaint is not evidence of guilt. The defendant is presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt. The carjacking charge is punishable by a maximum sentence of 15 years in federal prison. If convicted, the Court must impose a reasonable sentence under federal statutes and the advisory U.S. Sentencing Guidelines.

Members of Chicago's biggest police union gave a vote of no confidence in Mayor Lori Lightfoot (D), police Superintendent David Brown, and First Deputy Superintendent Eric Carter on Wednesday.
The members cited what they described as a "lack of consideration" for police officers' working conditions, according to WTTW.
In a YouTube message, Fraternal Order of Police Lodge 7 President John Catanzara said the union's members spoke "loud and clear" during the general meeting Wednesday regarding the vote:
There was a motion from the floor and a second from the floor with the unanimous vote with zero dissent for a no confidence vote against the mayor, the superintendent, and the first deputy. The basis for this no-confidence vote is pretty simple. It's two-fold. It's a lack of respect for the Gold Star families and the cancellation of the St. Jude parade, not only to Gold Star families but our members who look forward to remembering the fallen every year.

The second part of the no confidence vote was the working conditions for our officers for the better part of a year now, and the lack of consideration for family life, social life, whatever the case may be. Too many of our officers have worked extended hours not voluntarily but forced, and the compensation, for starters, is the same whether you volunteer or not. That makes absolutely no sense, but the department doesn't give a damn.
"The cancellation of days off and 12-hour shifts, yet again, for no reason, it is pretty close to a contract violation which says it has to be an emergency. There is no emergency," Catanzara noted:
"The superintendent was very clear with me on the phone that the reason this was being done was because of the anniversary of George Floyd's death and the fear that something might happen. That's not justifiable," he said.
According to the New York Post, Lightfoot blamed the union for prolonging talks on a deal for thousands of rank-and-file police officers who worked without a contract for over three years, saying they were losing "literally tens of thousands of dollars" in back pay every year.
"So frankly, getting a vote of no-confidence from that guy is a badge of honor," Lightfoot commented in reference to Catanzara.

A 26-year-old man suffered a gunshot wound to the head and was transported to the University of Chicago Medical Center, where he was later pronounced dead, police said.
A 21-year-old was also struck in the head and taken to the same hospital, where he later died, police said.
And in once instance police arrested an 18-year old male with a rifle fleeing on foot in an urban neighborhood street after gunshots rang out, only to later find that a man was shot in the head and died in the same vicinity, which is now under investigation.
On Sunday morning two police officers were shot after they approached a suspect who "immediately began firing a gun at the officers," Chicago Police Superintendent David Brown told a news briefing. Thankfully their wounds were considered minor, and both are "stable, recovering and in good condition."

2 Chicago Police Officers and a Suspect Shot on the City's West Side
Two Chicago police officers were shot on the west side of the city Sunday morning and have been released from the hospital, and the suspected gunman was also shot, according to the Chicago Police Department.
Police Superintendent David Brown said officers responded to a ShotSpotter gunshot detection alert and calls of shots fired on South Lawndale Avenue after 7 a.m. CT. Two officers arrived and saw a man in a vacant alley nearby, and as they approached, the man turned and began firing at the officers, Brown said.
"This offender had no regard for their position as police officers-no regard-and began trying to kill them," he said.
One officer was struck in the hand, and another was struck in the leg and in the shoulder above his vest, Brown said.
One officer returned fire, hitting the man in the leg, police said in a statement. The man was then placed into custody, and a weapon was recovered, police said.
Both officers-who were in uniform-were taken to Mt. Sinai Hospital, Brown said. The suspect is recovering in stable condition at a separate hospital, he said.
It was the 29th time in 2021 that a Chicago officer has been shot or shot at by a suspect, Brown said. Today marks the fifth and sixth time an officer has been shot in 2021, he said.
"Thankfully none of the injuries were life threatening," Chicago Mayor Lori Lightfoot said Sunday morning. "It underscores the danger that our men and women in the police department face every single day. They run to danger to protect us. And we can't ever forget that."
City crime data shows there have been 865 shooting incidents in Chicago as of May 2 this year, a 33 percent increase over last year's total at this same point.

CPD Superintendent Answers Questions On Police Delays With Investigation On Child Sex Abuse Case: 'We Will Hold Officers Accountable
CHICAGO (CBS) - Chicago's top cop now answering to the delays by police in a horrendous child sexual abuse case first exposed by the CBS 2 Investigators.
CBS 2 Investigator Megan Hickey reports on what Superintendent David Brown said about the lag time in this investigation.
Two men have now been arrested and charged thanks to CBS 2 reporting. That is two men out of a total of five men who have been accused of assaulting that 10-year-old girl in a string of sexual assaults dating back years.
Both of these men were identified as suspects months ago but these arrests didn't come until after the CBS 2 Investigators exposed this story. Superintendent Brown told they're investigating how and why the ball was dropped.
Two men are now behind bars facing charges that they sexually abused a 10-year-old girl. In the case of 43-year-old Joseph Brinner, arrested this week, he's accused of taking her to this South Side motel and raping her on more than one occasion.
At one point, dressing her up to look older and trafficking her to other men. During the same period, 37-year-old Samuel Brown was accused of meeting the girl on a dating app and sexually assaulting her in a garage.
Police had DNA evidence linking Brown to the rape since November, and yet he wasn't arrested until March, after our story started raising questions.
CBS 2 asked Superintendent Brown why.
"We are currently having an administrative investigation to determine if there are any officers that need to be held accountable," Brown said. "We will hold officers accountable for not doing their job fully."
Brown did not comment on specifics about the lags in this investigation. But he said CPD immediately reassigned the case to a new detective following questions raised by our report in February.
Police reports obtained by the CBS 2 Investigators identified five possible suspects. CPD said a third suspect with ties to this victim was released without charging but the investigation is ongoing.
CBS 2 also asked Brown about Mayor Lori Lightfoot's comments about this case:
"We must also stop the adultification of Black girls, who too often are blamed when they should be treated as victims, particularly in cases of sexual abuse."
Brown didn't quite answer.
"I will refer you to my first answer," Brown said. "We are hoping any and all officers accountable who didn't do their job and we are going to continue to pursue justice for this 10 year old."
CPD said it is continuing to revise its policies, procedures and training to prevent any unnecessary investigative delays from happening in the future.

Man Sentenced to More Than Nine Years in Prison for Illegally Possessing Ammunition in Chicago
CHICAGO - A man has been sentenced to more than nine years in federal prison for illegally possessing ammunition near Garfield Park on Chicago's West Side.
RODNEY BURNETT, 25, of Chicago, illegally possessed four rounds of .40-caliber ammunition on May 15, 2018. Burnett, driving a stolen vehicle and fleeing the area where a shooting had recently occurred, led Chicago Police on a high-speed chase that ended when he crashed his car at the intersection of Hamlin and Jackson Boulevards near Garfield Park. Burnett and two passengers in his vehicle then fled on foot and discarded two firearms. CPD officers apprehended them a short time later.
Burnett pleaded guilty to a federal charge of illegal possession of ammunition by a convicted felon. He had previously been convicted in state court of a felony criminal offense and was not legally allowed to possess ammunition or a firearm.
U.S. District Judge John Z. Lee on April 27, 2021, imposed a 110-month federal prison sentence. Judge Lee found that, in addition to possessing the ammunition, the government met its burden in proving that Burnett possessed a firearm and was involved in the nearby shooting that preceded the vehicular chase.
The sentence was announced by John R. Lausch, Jr., United States Attorney for the Northern District of Illinois; Emmerson Buie, Jr., Special Agent-in-Charge of the Chicago Field Office of the FBI; and David Brown, Superintendent of the Chicago Police Department. The government was represented by Assistant U.S. Attorney Katie M. Durick.
Holding illegal firearm possessors accountable through federal prosecution is also a centerpiece of Project Guardian and Project Safe Neighborhoods, the Department of Justice's violent crime reduction strategies. In the Northern District of Illinois, U.S. Attorney Lausch and law enforcement partners have deployed the Guardian and PSN programs to attack a broad range of violent crime issues facing the district, particularly firearm offenses.

Chicago bodycam footage that captured the fatal police shooting of Adam Toledo, 13, will be released on Thursday, according to the Civilian Office of Police Accountability.
The materials related to Toledo's March 29 shooting death will include footage from body-worn cameras, third-party video and other recordings, COPA said Wednesday in a news release.
Toledo died of a gunshot wound to his chest, according to the Cook County Medical Examiner's Office. Officers responded to an area on Chicago's West Side after learning that gunshots were detected by police-operated technology. Toledo and a 21-year-old man fled on foot when confronted by police and an officer shot the teen once, authorities said. The department described it as an armed confrontation.
A handgun the teen was carrying was recovered at the scene, police said. Prosecutors allege that Toledo had gun residue on his hand.
The police accountability board initially said it was legally prohibited from releasing video of the shooting because the teen was a minor, but that changed after Chicago Mayor Lori Lightfoot and Police Superintendent David Brown called for the video's release.
Lightfoot on Wednesday said she had viewed the police body camera videos. She declined to comment on the videos or describe them.
"I want to be respectful of family, but I do also think a police-involved shooting, particularly under these circumstances, it's important for us to be transparent," the mayor said, according to FOX 32 of Chicago.
On Tuesday, COPA said in a statement that it provided the Toledo family an opportunity to view the video from the March 29 shooting and "at the request of the family" will "not immediately release video and other materials as the family continues to grieve their loss."
COPA said in a statement Wednesday that the video and other materials would be released Thursday.
"COPA has remained sensitive to the family's grief and is carrying out this release in accordance with the City's Video Release Policy," COPA said in a statement.
The footage has been widely anticipated in the city after other videos of violent police encounters around the country sparked civil unrest. The family praised the community for non-violent protests a day after they viewed video of the fatal police shooting.
"We appreciate the community support and are grateful that events so far have remained peaceful," the family said in a statement issued Wednesday by their attorneys.
Police said the other person who fled from police officers, Ruben Roman Jr. was arrested on a misdemeanor count of resisting arrest.

How Police, National Guard And Military Are Preparing For Election Day Tensions
Nov. 3 promises to be an Election Day unlike any other, and public safety entities say they're preparing for tensions and the possibility of violence. Poll workers are usually the first line of defense in case of disputes between voters, though they may be backed up by private security guards. Some local election authorities say they'll be adding guards, and Washington state's King County says it will post guards to ballot drop boxes that in other years have been unattended. Most jurisdictions are not planning to post uniformed police at polling stations, because tradition and local laws keep officers at a distance to avoid an impression of voter intimidation. If things get out of hand, police are usually allowed in if called. Given this year's tensions, and the fact that the police themselves are a major issue in the election, the question of their presence at polling places has become a partisan flashpoint in some places. Democrats in Miami complained about a uniformed police officer wearing a Trump face mask at an early-voting location, and he faces potential discipline by his department. New Jersey is considering last-minute legislation to restrict the presence of officers at polling places, a debate that quickly acquired partisan overtones. A similar dispute broke out in North Carolina, where the Board of Elections issued a memo reminding uniformed police officers to stay away from polling places, and state Republicans objected.
Republican State Sen. Paul Newton says the Board, which is controlled by Democrats, "overstepped" its authority, and that it can't tell police what to do. "We want to respect the concern [about voter intimidation]," Newton says. But he says because voters have other ways to cast ballots, "it's not a valid issue, that someone has to face down a uniformed law enforcement officer to vote in North Carolina." One unresolved question in Michigan is whether private citizens will be allowed to carry firearms openly around polling places. The state's open carry law is generally quite permissive, but Secretary of State Jocelyn Benson issued a directive saying visible guns would not be allowed at the polls or other election-related offices this year. Chicago endured extensive looting and property damage over the summer, something police superintendent David Brown believes was coordinated by what he calls "agitators" embedded in legitimate protests. "From those lessons learned over the summer, we are planning for that to be a feature of peaceful protests," on Election Day, Brown said at a press conference last week. "We have operations in place to ensure that they don't destroy property, that they don't cause further violence and that they are held accountable," he says.
Military role? National Guard soldiers around the nation will take part in security operations for the election - but only for cybersecurity, assisting state officials by trying to prevent foreign governments and others from interfering with the vote. The National Guard, like the active military, does not want to get involved in physical security at the polls, leaving that up to poll workers and if need be local police. Military officials tell NPR they want to maintain their apolitical stance, and not get involved in partisan politics, saying uniformed soldiers at the polls would lead to charges the military favors one candidate over another. But Guard soldiers will come to the aid of the states as poll workers - dressed in civilian clothes - and performing the usual duties, setting up tables and handing out ballots. The coronavirus has led to a need for poll workers in several areas around the country, including Wisconsin and Kentucky. Other states are expected to request help as well, since many poll workers tend to be older and more at risk should they become infected.

Chicago Suffers 81 Homicides Last Month, Deadliest September In 25 Years
Chicago saw its deadliest September in a quarter-century last month with 81 homicides, and at least three more people were killed in a rash of gun violence over the weekend - an ominous sign for October.
The Chicago Tribune reports that last month, there were 81 homicides in the city of Chicago, just two fewer than there were in the same month in 1993 when the city suffered through 83 homicides. The record, the Tribune notes, was set in 1992, during the heat of a gang war, when 109 people lost their lives to violence.
Previously, the city was comparing 2020's numbers to 2016, when the city was also in the midst of a violent gang war and casualties were high. Now, the city seems poised to break those records.
"Overall, homicides are up 50% from last year as 2020 continues to be on pace as deadlier than 2016 when the city was hit with its worst violence since the 1990s," the Tribune noted.
"So far this year, there have been 588 homicides in Chicago compared with 392 last year, according to police statistics. The data does not include killings that occurred in self-defense or on expressways. More than 3,100 people have been shot this year, compared with just under 2,000 during the first nine months of 2019, a 56% jump, the statistics show," the outlet continued.
Like many major cities, Chicago saw an explosion in violence following the end of coronavirus-related restrictions and trailing the start of massive, national anti-racism and anti-police brutality protests. Other cities that played host to large protests, including New York City and Minneapolis, Minnesota, are now home to similar homicide spikes, though police in all three cities report that crime, overall, is down.
Chicago's police department tried to put September's violence in context Monday, noting that although it was the most violent September in 25 years, casualties are actually down compared to earlier summer months.
"At least 400 people were shot across the city last month," the Tribune continued. "But the Police Department noted that the number of both shooting incidents and victims was down 19% in September, compared with August. There were also declines in robbery, theft, and vehicle theft."
"This has been an unprecedented year in policing, as a global pandemic and civil unrest have converged to present law enforcement with a crisis on multiple fronts," Chicago Police Superintendent David Brown. "And yet, our officers remain committed to improving public safety despite these challenges. Murders and shootings continue to decline as we make inroads within the community and adjust our strategies to prevent crime before it occurs."
The city also remains hopeful that cooler weather will usher in a further decline in violence. Over the weekend, though, 3 people were killed and 34 were shot in the city, per Fox News. Two of the three fatal shootings happened in the same south side neighborhood within hours of each other according to police reports.

A four-month deployment by 1,200 members of the Illinois National Guard to stop Chicago's never-ending cycle of gang violence would cost taxpayers $54 million and stigmatize entire South and West side neighborhoods for years to come, aldermen were told Wednesday.
Alicia Tate-Nadeau was the Illinois National Guard's first-ever female general. She ran Chicago's Office of Emergency Management and Communications under former Mayor Rahm Emanuel and currently serves as acting director of the Illinois Emergency Management Agency.
Wednesday, Tate-Nadeau testified before the City Council's Committee on Public Safety about a resolution calling for declaring a state of emergency in Chicago that could pave the way for a four-month stint by the Illinois National Guard to either relieve police officers working 12-hour days or protect neighborhood assets so local officers can respond to violent crime.
Tate-Nadeau said a four-month deployment by 1,200 National Guard members would cost $13.6 million per month, or $54.4 million total. That money is "not reimbursable" by the federal government.
Even if a city facing a $2 billion budget shortfall could afford that hefty price tag, Chicago would first have to demonstrate that it has exhausted all of the other resources at its disposal: hundreds of officers from the Illinois State Police and Cook County Sheriff's office, and "mutual aid" from scores of suburban police departments.
Tate-Nadeau also warned of the limitations. National Guard members are limited to a "support role." They can help create roadblocks and staff checkpoints, but only with "on-site assistance" by Chicago police. The citizen soldiers cannot detain anyone.
"Also, it cannot be overstated the visual effect of having armed, uniformed soldiers on the streets of Chicago. This could have an unintended effect and make people feel less safe in their communities, and could result in areas of the city becoming stigmatized for days, weeks, and even years to come," Tate-Nadeau said.
Mayor Lori Lightfoot strongly opposes calling out the National Guard, pointing to the 1970 National Guard shooting at Kent State University that left four students dead and nine people injured.
On Wednesday, Police Superintendent David Brown was equally adamant.
He argued the National Guard "trains for matters of national security, natural disaster and major upheaval," but few guardsmen "have any experience policing civilians or dealing with the violent crime" Chicago faces.
They don't have "a standard set of rules of engagement on domestic soil." They can't be used to "free up CPD resources," since they don't have arrest powers.
"I firmly believe that Chicago needs to solve its own problems," he said.
"If we had sustained civil unrest akin to what you see in Portland - over 100 days of protest - that's more the National Guard's role. They can come in and be a relief factor at checkpoints where we had to shut down downtown. If we had to do that over several weeks, have our critical infrastructure protected - our water treatment centers, our electrical grid sites … hospitals and City Hall. We just don't have those circumstances."

According to an August 26 'situation information report' from Chicago-based FBI officials, "members of these gang factions have been actively searching for, and filming, police officers in performance of their official duties. The purpose of which is to catch on film an officer drawing his/her weapon on any subject and the subsequent 'shoot on-site' of said officer, in order to garner national media attention."
Alerts based on police intelligence, no matter how unspecific, are frequently distributed to law enforcement agencies according to investigators, especially when they involve threats to officers. The FBI's "Potential Activity Alert" is from "a contact whose reporting is limited and whose reliability cannot be determined." That could mean the information came from a police street source, a cooperating witness in an ongoing case, or from discussions overheard on a wiretap or other surveillance recording. -ABC7
According to CPD Superintendent David Brown, there is an overall "sense of lawlessness" felt by local police, and the 'danger to police officers is real and increasing.'
"I think it's bigger than a suggestion," said Brown. "I think 51 officers being shot at or shot in one year, I think that quadruples any previous year in Chicago's history. So I think it's more than a suggestion that people are seeking to do harm to cops."
The alleged pact comes amid national protests over several high-profile incidents between black suspects and police officers which has resulted in arson, looting, murder and other violent acts in cities across the country sparked by the death of George Floyd - a black suspect who died in police custody after an officer knelt on his neck for over eight minutes.
As ABC7 notes, the warning comes after 54 people were shot in the windy city - including two Chicago PD officers who are expected to live, while 10 victims died according to the report. That said, there is no indication that the officers were targeted as part of the alleged gang assassination pact described in the FBI alert.
The FBI alert, headlined "Pact Made by People Nation Gang Factions to 'Shoot On-Site' Any Police Officer with a Weapon Drawn" lists street gangs that have become well-known in Chicago the past five decades, from the Latin Kings and Vice Lords to the El Rukns and Black P Stones.
Supt. Brown said on Monday the spike in attacks on police makes it clear to him that "people are seeking to do harm to cops."
"We need police officers and as community members we need to push back fervently against lawlessness," Brown said. -ABC7
Chicago PD told the outlet that they are aware of the gang threat, and take all threats to officers' safety seriously. Federal authorities have not provided additional information.

The George Floyd protests have devolved into violent and destructive riots in cities across America as Democratic politicians have carried water for the rioters, insisting they are merely "peaceful protesters" demonstrating against "police brutality." They have ordered police to stand down in the face of violence and condemned President Trump for sending federal law enforcement to protect the federal courthouse in Portland. Yet many of these leftist politicians are quick to defend their own homes and families from the violence they publicly deny exists. The Chicago police have banned protests of any kind in front of Mayor Lori Lightfoot's residence, for instance.
Lightfoot, who has vocally supported the protesters, defended her double standard in a press conference on Thursday.
"I think that residents of this city, understanding the nature of the threats that we are receiving on a daily basis, on a daily basis, understand I have a right to make sure that my home is secure," Lightfoot said, the Chicago Tribune reported.
Reporters pressed Lightfoot on the issue at a press conference focused on an unrelated topic. The police ban on protests in front of the mayor's house surfaced in a July email from then-Shakespeare District Cmdr. Melvin Roman to officers under his command.
"Please be advised that we are no longer allowing (any) protesters across the street from mayors (sic) residence ... please make sure every officer in the house knows that if anyone shows up to protest (they) are to be immediately told that it is against the city code and state law to protest on a residential neighborhood," Roman wrote. "They need to be told to leave immediately."
Lightfoot's predecessor, Rahm Emanuel, never enjoyed such protection, while former President Barack Obama's residence was shut down for everyone except residents after his election in 2008.
The mayor insisted that such comparisons "don't make sense" amid the George Floyd riots.
"I'm not going to make any excuses for the fact that, given the threats I have personally received, given the threats to my home and my family, I'm going to do everything I can to make sure they're protected," Lightfoot declared. "I make no apologies whatsoever for that."
Since the order and even before it, Chicago cops have used barricades to repeatedly block protesters from accessing the block around Lightfoot's residence. In one standoff, police even brought in an armored vehicle to secure the area.
In addition to the police presence on her block, Lightfoot receives 24/7 protection from police, including officers stationed at her residence. Sources told the Tribune that the policing has "sometimes siphoned away resources from the area's police district ... leading to quiet grumbling."
Chicago law bans protests in residential neighborhoods, but Chicago Police Superintendent David Brown admitted that the cops do not always enforce it. He said the city tries to give "wiggle room" for protesters.
Yet Brown defended the police presence on Lightfoot's block by citing the fact that peaceful protests have been "hijacked" by agitators. "We have seen very peaceful First Amendment protests for the most part but embedded in each of those protests have been very violent people. And they're embedded. They put up umbrellas. And they come for a fight," he said. "So we have to prepare for what we've seen."
He did not explain why other Chicago residents do not enjoy the privilege of having police "prepare for what we've seen" by protecting their neighborhoods.

As Chicago has faced weeks of increased violence and looting, the elected leaders in the Windy City have faced ongoing questions of whether they are capable of protecting the city's residents and businesses.
In an attempt to quell the public's rising concerns about the city's preparedness and effectiveness in combatting increased crime, Mayor Lori Lightfoot (D) and members of city, state, and federal law enforcement announced a new plan to battle looting, WMAQ-TV reported Friday evening.
Social media monitoring
Lightfoot revealed that the Chicago Police Department established a 20-person unit to monitor social media activity that could give clues to future looting plans, WMAQ said, and will watch all open-source sites 24 hours a day.
"As we've seen over these past few months, social media platforms have repeatedly been used to organize large groups of people to engage in illegal activity," Lightfoot said.
Along with the social media task force, the CPD also created a Task Force of Detectives, in conjunction with the FBI, to focus on looting investigations. According to the mayor, the unit is going over video surveillance and compiling evidence to identify looters and put them away.
Cook County State's Attorney Kim Foxx promised that people arrested for looting will be prosecuted and announced that just last week, 43 of 44 charges brought to her office for felony approval received approval.
Chicago Police Superintendent David Brown said the city wants "to send a message."
"If you come downtown or to any one of our retail corridors in the neighborhoods of Chicago to loot, CPD is going to arrest you," Brown said, WMAQ reported. "If someone is attempting to break windows to loot, CPD is going to arrest you. If you're going in our stores that have been broken into in attempt to loot, CPD is going to arrest you. If you are carrying or transporting merchandise from a store that has been looted, you will be stopped and arrested.
"We are going to deploy all tactics necessary to prevent and stop looting," Brown added.
What's next?
According to WMAQ, the CPD has canceled all days off and has cops working 12-hour shifts. The outlet also noted that the department is increasing its presence by 1,000 officers.
"We've increased our numbers on the street, on the ground, in our downtown area, in our neighborhoods," Brown said. "That's the number one difference. We have extended hours that our officers work, we have extended the number of days they work in a week by canceling days off. So there is an increase of 1,000 officers above what would normally be here."

"We have activated a neighborhood protection plan, as the Superintendent [of the Chicago Police Department, David Brown] alluded to, which involves city agencies like Streets and San, CDOT, Aviation working coordination with the Chicago Police Department," Lightfoot said. "These resources are being deployed throughout our city to protect our neighborhood. And, likewise, these measures will be in place for the foreseen days until we know that our neighborhoods are safe".
She stressed that the looting and riots are unacceptable and have no "excuse".
"What occurred in our downtown and surrounding communities was abject criminal behavior, pure and simple," Mayor Lori Lightfoot said. "And there cannot be any excuse for it".

Widespread violence and looting erupted in downtown Chicago after a police-involved shooting that left a man injured. On Sunday, Chicago police shot and injured a gun-wielding man who fired shots at the officers during a pursuit, according to Fox 32, a local Chicago affiliate. "During the foot pursuit, the offender turned and fired shots at the officers. The officers then returned, discharging their weapon," said Deputy Chief Tally. Neighbors became angry and started protesting against law enforcement. Authorities said this began after a false rumor that police shot and wounded a young child.

The Tuesday shooting death of a newly promoted Chicago police deputy chief has been ruled a suicide, according to an autopsy released Wednesday.
Dion Boyd, 57, died from a self-inflicted gunshot to his chest, according to the Cook County medical examiner's office.
Boyd, a nearly 30-year veteran of CPD, was found unresponsive in his office Tuesday morning at the Homan Square facility on the West Side, the Chicago Sun-Times reported.
He'd been sworn in July 15 as deputy chief of criminal networks in a series of leadership changes by Supt. David Brown.
In announcing Boyd's death Tuesday afternoon, Brown told reporters "There's really no way to convey or express the magnitude of this loss."
A 2017 report by the U.S. Department of Justice found Chicago's suicide rate among officers was 60% higher than the national average.

Denver's Democratic Mayor Michael Hancock delivered his annual State of the City address on Monday and was candid about the city's increasing lawlessness, admitting that "crime is a growing risk." He called the trend "unacceptable" and "troubling," and said, "not just in Denver, but nationwide."
Hancock has been opposed to #DefundThePolice, stating in his address that he would not defund "the very programs and initiatives that make Denver an innovator in reform."
The numbers elsewhere bear out Hancock's concerns for the nation as a whole.
At the start of July, Chicago officials said that "shootings and murders rose significantly in June compared to the same month last year." While the overall crime rate is down, 329 people had been killed in Chicago in the first half of the year, "an increase of about 34% from the 246 homicides during the same period last year." Or as NBC Chicago dryly noted, "The city has already seen more than 300 homicides this year, blowing past the benchmark that Supt. David Brown challenged the police department to stay under in April."
Far from jumping on the #DefundThePolice bandwagon - at least so far - Chicago police rolled out two new "gun violence" units in June. Even so, the radical increase in murders there has Mayor Lori Lightfoot complained on Sunday that her city is "inundated with guns" from "states that have virtually no gun control."
Out-of-state guns don't commit murder, Madam Mayor. In-Chicago killers do.

Between June 1 and June 30, there was a 130% increase in the number of shooting incidents across the city (205 v. 89) as the number of shootings rose in every borough of New York. The number of people murdered citywide increased to 39 v. 30, (+ 30%) for the month, while the number of burglaries increased to 1,783 v. 817 (+118%) and the number of auto thefts increased to 696 v. 462 (+51%) citywide.
De Blasio initially resisted the #DefundThePolice movement but caved earlier this month. Calling it "a transformative moment," de Blasio has committed in principle to slashing a billion of dollars out of the NYPD budget, a 15% cut. The money won't go to robbed or murdered taxpayers, but to social services and "youth" groups often pushing for even more cuts.
On the other side of the country, Los Angeles reported a "14% increase in homicides compared to last year."
Minneapolis - where George Floyd was killed by police - is arguably home to the entire #DefundThePolice movement, and the City Council there has already voted (in violation of the city charter) to eliminate the police department entirely.

CHICAGO - Mayor Lori Lightfoot reportedly plans to remove the Christopher Columbus statue from Grant Park.
The Chicago Tribune reports the removal of the statue could happen as early as Thursday night. The move is reportedly being made in order to avoid another confrontation between protesters and police.
Last Friday night, 49 police officers were hurt in what police said were organized attacks. Chicago Police Department Supt. David Brown said 18 officers needed treatment at the hospital.
Protesters were also injured. One woman said she had her teeth damaged by police officers while she was recording the scene.
The protest started as a peaceful Black Lives Matter rally downtown. The crowd eventually moved to the statue around 7 p.m. that Friday near Columbus Drive and Roosevelt Road in Grant Park. About 1,000 people rushed the statue, which is when the chaos ensued.
Protesters tried at one point to yank down the statue of Columbus. Columbus Day has in recent years been controversial because the day has been used to commemorate the Italian explorer who claimed to have discovered the region now known as the Americas in 1492. The area was already populated by indigenous people and some have argued that Columbus' actions led to their genocide.
Those opposed to renaming the holiday argue that the day is meant for celebrating Italian heritage and historical contributions.
At last Friday's protest, demonstrators at one point threw fireworks, cans and rocks at police officers who used batons. Some people climbed the wall surrounding the statue and some tried for 30 minutes to bring it down.
"They tear gassed real people," one protester said. "They threw bricks at real people, and hit batons on real people to protect the statue. So when we say, 'Who do you protect and who do you serve?' It's a statue of Christopher Columbus."
Twelve people were arrested for mob action.

There are more than 100,000 gang members in Chicago, the city's top cop said Wednesday, hours after a shooting at a funeral, believed to be gang retaliation, left 15 people wounded.
In total, Supt. David Brown said, there are 117,000 gang members, who are part of the city's 55 known gangs.
Of those 55 gangs, there are 747 factions, which also have 2,500 subsets.
"Any day of the week, any hour of the day, [there are] several hundred gang conflicts related to that 117,000 gang members," Brown said.
According to Brown, that fuels what he described as a "cycle of violence."
"Someone was shot, which prompts someone else to pick up a gun," he said.
That, they believe, was the motive behind the shooting at a funeral in the city's Gresham neighborhood Tuesday.
Chicago authorities said they "had intelligence" that the man being mourned by family and friends was killed in a drive-by shooting in the nearby Englewood neighborhood earlier this month.
"We investigated further and there was a gang connection and we deployed our resources accordingly," Brown said.
Authorities said they believe the shooting, which unfolded around 6:30 p.m. Tuesday in the 1000 block of West 79th Street, involved that "cycle" of gang retaliation.
According to Chief of Detectives Brendan Deenihan, the funeral was for a man who had been fatally shot in a drive-by shooting, which was also retaliation for a previous shooting incident.
"The individuals involved in this tit for tat have no interest in cooperating," Deenihan said. "They just want to go on to the next shooting incident."
Police said gunmen in a black vehicle opened fire on people attending the funeral Tuesday evening. People at the funeral in turn fired back and the vehicle crashed midway down the block, where the suspects then fled, Deenihan said.
One person of interest was in custody shortly after the incident, police said.
It was not immediately clear if all of the victims were attending the funeral.
"Too many people in Chicago have been touched by gun violence and the response too often is picking up a gun to seek vengeance," Brown said. "There is no comfort in revenge."
Chicago Mayor Lori Lightfoot called those responsible for the shooting "cowardly."
"The senseless violence, this cycle of retaliation, picking up a gun - many times in petty grievances - picking up a gun solves nothing but causes so much lifelong pain," she said Wednesday. "I pray for you but I also pray that we find you and that we bring you to justice."
Both the mayor and police pleaded for anyone who may have information on the shooting to come forward.
"This cycle of violence in Chicago needs to end," Brown said. "It ends when someone who has been hurt doesn't reach for a gun. It ends when instead someone calls our detectives, gives them a tip that might break a case open so we can hold people accountable in the criminal justice system."

Mayor Lori Lightfoot says there will be 1,200 more cops on the streets this weekend. That's fine, except there were 1,400 extra police on the streets last year.

Boosting the number of officers on the street is a tactic that was also a staple of warm-weather holiday crime-fighting efforts under former Mayor Rahm Emanuel.
Asked about the lower number of cops on the street this year, Lightfoot said, "I think we've got the right number of people coupled with all the resources of our community partners, our other city agencies that are going to be out there and visible."
Also on the street as a "community partner" will be 150 unarmed workers for the Institute for Nonviolence Chicago. Their job description may be a little hazy but it's hoped that they won't get in the way of the numerous drive-by shootings that will pepper the neighborhoods with gunfire.
They may or may not help, but what can they do? Solve the gang problem by talking to gang members and leaders? Almost all the violence this weekend will be gang-related and I don't think talking will do any good.
Superintendent David Brown said earlier in the week that the police will clear "drug corners" of loiterers. Sounds like a good idea - except activists don't think so.
Activists and civil libertarians have criticized the city over Brown's plan to clear people off of "drug corners" by making arrests in an effort to tamp down gun violence over the Fourth of July weekend.
Though critics have raised questions about the legality of Brown's proposal and cautioned that sweeping arrests will further harm the relationship between police and Black residents, the mayor earlier in the week said such condemnation is misplaced as officers try to save young lives.
The last thing Lightfoot needs is a riot after cops rough up some kids standing on a corner not doing anything.
Brown appeared to back off the plan to "sweep" the corners.
For his part, Brown attempted to make clear that the goal is to bring down high-level drug dealers.
"We are aggressively going after drug and gang criminal networks," he said, and added that they're focused on midlevel and upper-level "masterminds behind the drug trade in Chicago because that's what's fueling city violence."

Earlier that morning, a teenage boy was shot to death in Humboldt Park on the West Side.
The most recent fatal shooting happened early Monday in Brighton Park on the Southwest Side.
A 21-year-old man was walking about 2:22 a.m. in the 4400 block of South Whipple Street when a male suspect approached him and shot him in the face and leg, police said. He was pronounced dead at the scene.
Nearly two hours before that, a man was found shot to death in Humboldt Park.
On Sunday night, a man was shot and killed in Garfield Park on the West Side.
The 23-year-old was found unresponsive with gunshot wounds to the hip about 11:04 p.m. in the 4500 block of West Maypole Avenue, police said. He was pronounced dead at the scene.
Earlier Sunday night, another man was killed in West Pullman on the Far South Side.
Three people were killed in separate shootings within 90 minutes Sunday morning.
Last weekend 104 people were shot in Chicago, 15 fatally, including 5 children.

he city of Chicago has become a shooting gallery in recent weeks and Donald Trump has become so concerned that he penned a letter to Illinois Governor J.B. Pritzker and Chicago Mayor Lori Lightfoot, criticizing them for a lack of leadership.
While Pritzker has pretty much ignored the carnage on Chicago streets, Lightfoot has come under fire for low morale in the Chicago Police Department and her seeming paralysis over the shootings.

The president said while he has been heartened to see crime reductions nationally the last few years, he has been "horrified by the continued violence in this great American city."
The letter goes into detail on the city's violence numbers from the last weekend in May, when more than 80 people were shot and nearly two dozen killed. Last weekend, the numbers climbed even higher, with 104 people shot and 14 killed, including a 3-year-old boy and multiple teens.
"Your lack of leadership on this important issue continues to fail the people you have sworn to protect," the letter reads. "I am concerned it is another example of your lack of commitment to the vulnerable citizens who are victims of this violence and a lack of respect for the men and women in law enforcement."
Naturally, Lightfoot cried "racism" and said Trump was using shooting victims to "score cheap political points."
"As our police officers, street outreach workers and residents continue to work tirelessly to keep our communities safe, he's using the victims of gun violence in our city to score cheap political points, spew racist rhetoric, and ignore the impact of COVID across this country," she wrote.
Lightfoot has repeatedly cited the pandemic among the reasons for a rise in violence.
Huh? People stay indoors during a lockdown and the coronavirus is the reason so many are getting shot?
Where does Trump use "racist rhetoric"? Just goes to show you can't criticize a lesbian black mayor without being called a racist.
Chicago Police Supt. David Brown has repeated the need to keep violent offenders in jail and revamp the home monitoring system, explaining it's simply not working.
Pritzker has not yet publicly responded to the letter.
Allowing violent offenders out of jail because they might get sick is about the dumbest thing Democratic mayors and governors have done. It's not just Chicago that's seen an uptick in violence. Cities across the country are reporting more shootings, more assaults. While no one has bothered to keep stats on released offenders committing crimes, the superintendent's complaint says a lot about the policy.
Lightfoot tried to blame the federal government for the shootings.
After the city saw one of its deadliest Memorial Day weekends in years, Lightfoot pointed to a lack of federal resources, jail admittance and court hearings during the coronavirus pandemic for making community policing the most difficult she's seen in more than 20 years.
It's not rocket science, your honor. People who are violent belong in jail. Virus or no virus, they're going to do what they do if they're out on the street. Stop blaming a "lack of federal resources" for acting like a deer in the headlights during this shooting spree.

One of the children was a 3-year-old who was shot in the back as his father was driving. The police said Mekay James was struck in the back at about 6:25 p.m. and his father they believe was the intended target. His father rushed him to West Suburban Medical Center in Oak Park, but he was later pronounced dead.
The only time a black life matters to Black Lives Matter, is when it's a white police officer. This is sickening.

So the allegation that Chicago police officers made themselves at home in Congressman Bobby Rush's burglarized campaign office located in a South Side strip mall that was being looted is not as shocking as it is galling.
According to Rush, 13 Chicago police officers - including three supervisors - slept on a couch, popped popcorn and drank coffee while looters ransacked the strip mall where Rush's campaign office is located.
Mayor Lori Lightfoot has vowed to track down the officers involved. Discipline will be forthcoming.
"You know who you are. You know what you did. Don't make us come find you," the mayor said, during an emotional news conference.
While she's at it, maybe she could track down the police officers that should have been at the Jewel-Osco store on 75th Street and Stony Island Avenue when it was being looted in broad daylight on June 1.
The looting was so brazen, with people calmly entering the store and exiting the grocery store pushing overflowing shopping carts, it looked like a fire sale.
There wasn't a cop in sight.
According to the mayor, the police officers that were in Rush's campaign office in the Grand Boulevard Plaza at 54th and Wentworth for "four or five" hours "came in and out," the Chicago Sun-Times reported.
I have to digress here: Are bad cops just dumb cops?
I mean, shouldn't they have known the congressman's campaign office would have a security camera? Even if there is a legitimate explanation as to why the police officers were holed up in the congressman's campaign office while all hell was breaking loose next door, shouldn't at least one supervisor have reached out to the congressman to explain the circumstances?
The irony is striking.
In the midst of a violent uprising, where property was being stolen and/or destroyed, these cops chose to camp out in the office of not just a congressman, but a former ranking member of the Black Panther Party.
Is there anyone in America who doesn't know about the enmity that existed between the Black Panther Party and police?
Rush certainly hasn't forgotten.

As protests across Chicago devolved into chaos last week and residents started to loot nearby stores, police officers were making popcorn and drinking coffee while "lounging" inside Congressman Bobby Rush's office, officials said in a stunning news conference on Thursday.
Speaking alongside Mayor Lori Lightfoot, Rush said at least 13 Chicago Police officers were loitering inside his South Side campaign office in the early hours of June 1 and were "relaxing" while nearby stores were being looted and burned, and their fellow officers were clashing with demonstrators.
"They even had the unmitigated gall to make coffee for themselves and to pop popcorn, my popcorn, in my microwave, while looters were tearing apart businesses within their sight and within their reach," Rush (D-IL) said.
The incident, which Rush and Lightfoot said was captured on CCTV, showed the officers-and at least three supervisors-with feet up on desks. One officer "was asleep on my couch" while another "was on his cellphone," Rush said.
"They were in a mode of relaxation and did not care about what was happening. They did not care. They absolutely did not care," Rush added.
Rush's office is located in a strip mall that had been looted for several hours that night. While Lightfoot clarified that the officers were responding to a call that the campaign office had been broken into and burglarized, Rush said that when he finally got around to viewing the CCTV-he was horrified to see it filled with cops.
The shocking news comes amid scrutiny of Chicago cops, who have been accused of using excessive force during protests and riots in the wake of George Floyd's death. The Cook County state's attorney's office and the FBI are reviewing allegations that one Chicago officer pulled a woman from a car by her hair before placing a knee on her neck-a move similar to how Floyd died at the hands of police in Minneapolis.
Lightfoot, at times visibly angry and tearful during the Thursday press conference, said the officers "demonstrated a total disregard for their colleagues [and] for the badge" and should be held accountable. She said she and her team were "enraged" when they learned of the incident. None of the 13 officers has been identified, and she urged them to come forward before investigators find them.
Calling it a "personal embarrassment," Lightfoot offered an apology on behalf of the city, saying the officers had "abandoned" their obligations to keep the city safe. She said she would push for the state to pass a law requiring police officers to be licensed.
"We should all be disgusted, and we should all feel hurt and betrayed in this moment, of all moments," Lightfoot said, adding that the officers were inside Rush's office, located in a shopping plaza that had been looted for about "four to five hours."
Chicago Police Supt. David Brown also condemned the officers' actions, stating that he planned to hold them accountable and "uphold the nobility of this profession."
"If you sleep during a riot, what do you do during a regular shift when there is no riot?" Brown asked, before apologizing on behalf of the police department.
Rush, the co-founder of the Illinois Black Panther Party, has been a member of Congress since 1993. The Democratic lawmaker has had a tense relationship with Lightfoot in the past, after Rush falsely accused her of being the Fraternal Order of Police's preferred candidate in 2019.
While he was campaigning for a Cook County Board president last year, Rush said those who vote for Lightfoot would have "the blood of the next young black man or black woman who is killed by the police" on their hands. Seemingly alluding to their history on Thursday, Lightfoot said that, despite their differences, she would work together with Rush against misconduct during a historical period of reckoning for the police.

Chicago Mayor Lori Lightfoot threatened to issue citations and even arrest anyone who violated stay-at-home orders. Lightfoot issued a strong warning to her constituents who don't comply with the lockdown orders during a COVID-19 press conference on Saturday.
"We will shut you down, we will cite you, and if we need to, we will arrest you and we will take you to jail," Lightfoot said. "Don't make us treat you like a criminal, but if you act like a criminal and you violate the law and you refuse to do what is necessary to save lives in this city in the middle of a pandemic we will take you to jail, period."
Lightfoot said that compliance with the stay-at-home order has gone down from 82% to 77% over the last week.
"This frankly doesn't come as a surprise, given the warm weather. We've all been cooped up. We all miss our friends, and we all want to go outside and gather in groups," Lightfoot said. "However, those aspirations simply cannot become a reality in the middle of a pandemic."
Lightfoot also addressed the numerous house parties that have grabbed headlines in the past week, including one shindig that allegedly had 1,000 people.
"When you go out and party, when you go home to your momma, your grandma, or anybody in your household who has an underlying medical condition, you are bringing death to their doorstep," Lightfoot said.
Lightfoot said Chicago police broke up several social gatherings between 50 and 150 people on Friday night. She added that the authorities were tipped off to at least six parties that were scheduled to happen on Saturday night.
"If you host a party, promote a party, or go to a party, we are not playing games. We mean business, and we will shut this down one way or another," the Democratic mayor said. "The time for educating people into compliance is over. Don't be stupid. We're watching you, and we're going to take decisive action."
"Your actions are going to make a difference between whether or not we get out sooner or later, whether or not we have a summer or we do not," Lightfoot said. "It's absolutely essential that we stay the course and people stay home."
CPD Superintendent David Brown said on Saturday, "We've lost officers to COVID-19, we've lost firefighters to COVID-19. They've given the ultimate sacrifice, willing to risk their lives, to save all of us. For a silly party, you are risking first responders' lives."
"We have given enough warning. We're getting to the point where we're trying to save lives and if our message is not resonating with people who are promoting parties, or coming out to parties, we have to take that next level of enforcement to make sure that we save lives," Brown said.
Lightfoot and Chicago police also encouraged residents to anonymously submit tips about anybody breaking the lockdown rules, including throwing house parties.
After her news briefing, Lightfoot and police officers patrolled the streets and ordered a group of young kids to go home. One young man responded: "Y'all need to find a cure. You talk about going home. You go home."

It may be an exaggeration to call Pom Wonderful's founder, Lynda Resnick, the Forrest Gump of the American business world. But she does have a way of being part of events that capture the spirit of the age.
She was born in Baltimore – don't ask her when, but she's in her mid-60s – while her father was stationed at Fort Meade. She grew up in Philadelphia. As a child she did scripted stand-up comedy on "The Horn & Hardart Children's Hour," one of the live local variety shows that flourished in postwar America.
Her father, Jack Harris, was a movie distributor who wanted to make movies. In 1958, he made his first: "The Blob," now a cult classic. It is about an amoeba-like creature that comes to Earth in a meteor and proceeds to consume people in a small Pennsylvania town.
"The Blob" combined a growing fascination with space and the amorphous anxiety of the Cold War. It made a fortune, helped make Steve McQueen a star and allowed Harris to move his family to Southern California.
In her recently published book, "Rubies in the Orchard," Resnick explains that despite owning two Rolls-Royces, her father wouldn't pay for her to go to art school after she graduated from high school. She briefly attended community college, quit, opened her own advertising agency, got married and had two children.
By the fall of 1969, Resnick (then Lynda Sinay) was divorced and dating Anthony J. Russo, an engineer at the Rand Corp., a think tank in Santa Monica, Calif. He prevailed on her to allow him and a colleague, Daniel Ellsberg, to duplicate a large document using the Xerox 812 machine in her ad agency.
Starting the night of Oct. 1, Russo, Ellsberg and various helpers copied 7,000 pages of the government-ordered secret history of America's involvement in Vietnam: the Pentagon Papers.
After extracts of the Pentagon Papers were published by the New York Times in 1971 (and soon after by The Post and other newspapers), Ellsberg and Russo were arrested. Resnick was an unindicted co-conspirator and spent the next two years in and out of court: "a very dark time," she says. All charges against Ellsberg and Russo were dismissed in May 1973.
In 1985, Resnick and her second husband, Stewart Resnick, bought the Franklin Mint. They made a fortune essentially making toys for grown-ups: meticulously detailed model cars and dolls that nobody would let a child touch.
In 1996, Resnick paid $211,000 at auction for a string of fake pearls once owned by Jacqueline Kennedy. The Franklin Mint copied them and sold reproductions for $200 apiece, grossing $26 million, according to the book.
The couple bought Fiji Water in 2004. They increased their fortune (estimated to be about $1.3 billion) selling as an affordable luxury small bottles of artesian water from a volcanic paradise halfway around the world.
And now it's pomegranate juice, a boutique health drink.
Along the way, the Resnicks have become major philanthropists. They are giving more than $50 million in cash and art to the Los Angeles County Museum of Art, paid for a neuropsychiatric hospital at UCLA, and have supported many educational and medical institutions in California's Central Valley, where their agricultural holdings are located.
They give each of their companies' employees $1,000 a year to give to charity and have contributed toward the college education of many employees' children.

A 30-year-old White House contractor wanted for attempted murder was arrested as he reported to work at the White House complex Tuesday, authorities said.

Chicago bodycam footage that captured the fatal police shooting of Adam Toledo, 13, will be released on Thursday, according to the Civilian Office of Police Accountability.
The materials related to Toledo's March 29 shooting death will include footage from body-worn cameras, third-party video and other recordings, COPA said Wednesday in a news release.
Toledo died of a gunshot wound to his chest, according to the Cook County Medical Examiner's Office. Officers responded to an area on Chicago's West Side after learning that gunshots were detected by police-operated technology. Toledo and a 21-year-old man fled on foot when confronted by police and an officer shot the teen once, authorities said. The department described it as an armed confrontation.
A handgun the teen was carrying was recovered at the scene, police said. Prosecutors allege that Toledo had gun residue on his hand.
The police accountability board initially said it was legally prohibited from releasing video of the shooting because the teen was a minor, but that changed after Chicago Mayor Lori Lightfoot and Police Superintendent David Brown called for the video's release.
Lightfoot on Wednesday said she had viewed the police body camera videos. She declined to comment on the videos or describe them.
"I want to be respectful of family, but I do also think a police-involved shooting, particularly under these circumstances, it's important for us to be transparent," the mayor said, according to FOX 32 of Chicago.
On Tuesday, COPA said in a statement that it provided the Toledo family an opportunity to view the video from the March 29 shooting and "at the request of the family" will "not immediately release video and other materials as the family continues to grieve their loss."
COPA said in a statement Wednesday that the video and other materials would be released Thursday.
"COPA has remained sensitive to the family's grief and is carrying out this release in accordance with the City's Video Release Policy," COPA said in a statement.
The footage has been widely anticipated in the city after other videos of violent police encounters around the country sparked civil unrest. The family praised the community for non-violent protests a day after they viewed video of the fatal police shooting.
"We appreciate the community support and are grateful that events so far have remained peaceful," the family said in a statement issued Wednesday by their attorneys.
Police said the other person who fled from police officers, Ruben Roman Jr. was arrested on a misdemeanor count of resisting arrest.

A series of stories in major U.S. publications raised questions about what else Mr. Giustra gets from the relationship, beyond the satisfaction of giving back. The stories revolved around uranium and oil assets acquired by companies in which Mr. Giustra was involved. In 2005, he visited Kazakhstan with Mr. Clinton and, soon after, acquired uranium interests in the former Soviet republic. In 2007, he secured the rights to operate one of Colombia's largest oil fields.
In both instances, Mr. Clinton introduced Mr. Giustra to the president of the country before the asset sales were completed. Mr. Giustra has repeatedly denied that there was any political interference or that he donated to the charity to further his business interests. Though many have tried over the years, no one has produced evidence that it was the Clinton connection that helped to secure the deals. "Brief meet-and-greets and photo-ops with politicians and heads of state are simply that, nothing more or less, and any sophisticated deal maker will attest that it would be naive to believe that a photo-op will secure anything in a large, complex private transaction," said David Brown, Mr. Giustra's lawyer, in a written response to questions from The Globe.

A consistent and disturbing trend in post-apartheid South Africa is the rate that state-owned guns land in the hands of criminals through theft, negligence, fraud and corruption. The police's secretariat recently said that more than 1 900 guns belonging to the police, defence force and the prisons went missing over the past year.
The AK-47, an iconic struggle weapon of African liberation, lasts 20 to 40 years. It is also the weapon of choice for terrorists and drug lords globally. It is easily transported, smuggled to conflict zones and cached.
The sources of the proliferate weapons in Africa are many and diverse, legal and illegal. Their flow is extremely difficult to track or monitor. One important source is the stockpiles of Cold War weaponry still circulating throughout the continent. Small arms and light weapons are frequently recycled from conflict zone to conflict zone, and among fighters, security forces and war profiteers.
With post-Cold War weapons still in circulation and caches of arms of the liberation armies seemingly not accounted for, post-apartheid South Africa was always at risk of continued instability from armed crime.
This has been the post-conflict experience in Africa, where criminal syndicates fill the vacuum caused by the cessation of political hostilities, capitalising on existing arms networks. Porous and extensive borders such as those of South Africa facilitate the illegal trafficking of weapons, other illicit goods and the movements of crime syndicates.
Research confirms that the proliferation of arms and the process of militarisation in regions where structural violence is the norm exacerbate societal dysfunction, political turmoil and erode state authority.

Fifteen years later, the story of how 30 [more like 40] tons of weapons and ammunition were smuggled into the country by, among others, an A-level student from the Midlands, has been rescued from obscurity by South African television. David Brown made Secret Safari, broadcast in South Africa this week, after learning that his father, Mannie, had helped to set up a travel agency in London which for seven years was a front organisation for transporting guns and ammunition into the hands of Umkhonto weSizwe, the armed wing of the ANC, in the days when war in South Africa seemed inevitable.
What they didn't know was that it had been set up by the ANC. The agency, Africa Hinterland, had premises in Greenwich High Road, south-east London. "We had a budget of ?80,000," says Mannie Brown. "That was to buy the vehicle, convert it and get it to Mombasa. We bought a second-hand Bedford and converted it on farmland near Ipswich. My nephew did all the welding."
