Va. Beach city manager says Floatopia meeting comment was 'poor choice of words'

VIRGINIA BEACH, Va. - Virginia Beach City Manager Dave Hansen is facing criticism after remarks he made at a meeting about the issues involving the Floatopia event.

When confronted with questions at Thursday's meeting about the use of police at the one-day festival near Ocean Park Beach off Shore Drive, Hansen said, "If you act a fool, they're (Virginia Beach Police) going to tag you. Is that fair? 'Cause otherwise, you've got to paint yourself a certain color so we (city police) know not to stop you. Alright?"

The unpermitted Memorial Day weekend event left many Virginia Beach residents upset after waking up Monday morning to trash sprawled across Ocean Park Beach.

The emergency meeting was called by the Ocean Park Civic League. Hansen and other city officials attended.

At the meeting, Hansen apologized for the city's response to the event.

Hansen said he's going to put more police officers and sheriff's deputies on duty to help enforce potential drunk drivers and public intoxication, though he didn't specify exactly how many.

In a statement issued Friday, Hansen said his comment was a "poor choice of words:"

"Nothing was intended by the comment that I made last evening. It was a poor choice of words, especially in today's climate...I probably should have said wear a different hat or something that would identify a person as a local. The point of the entire meeting last evening was the City needs to enforce standards and the thread of that brief point in the discussion was going down a path of treating locals differently than visitors, which we do not. Our rules are applied fairly, and we expect everyone to respect our beaches and act appropriately."

A former officer in the United States Army, Hansen has worked for the City of Virginia Beach since 2006 after ending his military career as Deputy Chief of Staff for Resource Management for the U.S. Army's Training and Doctrine Command headquartered at Fort Monroe.

Two City Council members are calling for City Manager Dave Hansen to be fired after finding out that Hansen emailed developer Bruce Thompson about a closed-door council meeting related to proposals for a new Oceanfront pier.
Councilman John Moss said he discovered recently that Hansen forwarded Thompson an email he had sent in December about an upcoming council executive session. Thompson, at that point, had been in negotiations with the city for nearly two years to build a new concrete pier at 15th Street.

"I just found that action to be inexcusable and unacceptable," Moss said. "I think if you did that to your employer, to your boss at work, you would probably find yourself on the other side of the hiring line. How much of this lack of integrity can we tolerate?"
The city manager should not share conversations about closed-door council meetings, Moss said. The law allows the council to meet privately under certain circumstances, including for contract negotiations and discussing proprietary information included in public-private partnerships.

4:42 P.M. - City Manager Dave Hansen confirmed there is an active shooter situation at the Virginia Beach Municipal Center. He says the suspect hasn't been apprehended, and he's seen people coming out of the city's public utilities department in need of medical treatment.
As WAVY's Tamara Scott was reporting live, an injured person was being carried in the back of a car surrounding by police, heading toward an ambulance. Moments later, two other victims were being carried in the back of a pickup truck.

6:46 p.m. 11 victims have been pronounced dead, as well as the gunman, and another six are injured following Friday's shooting at the Virginia Beach Municipal Center, Virginia Beach Police Chief Jim Cervera confirmed in a press conference.

A Virginia Beach police officer was shot in the incident, but was protected by a bulletproof vest. He's expected to be OK.
The gunman was a longtime public works city employee.
Virginia Beach Mayor Bobby Dyer said this goes down as the most devastating day in the city's history.
