In a stunning new development amid the smoldering crisis in Haiti, Canada has imposed stiff economic sanctions on Gilbert Bigio, who is often described as the richest man in Haiti. The Canadian foreign ministry accused Bigio, along with two other superwealthy Haitians, of using their economic power "to protect and enable the illegal activities of the armed criminal gangs" that are tearing the country apart. For years, Haitians have said Bigio and other oligarchs are complicit in the violence strangling the nation: This year 1,448 people have been killed, with another 1,005 kidnapped for ransom. Until now, however, the international community has stayed mostly silent about Haiti's corrupt elite.
Canada's bold move should end the mistaken view in the outside world that the gang violence, which has brought 60 percent of the capital, Port-au-Prince, to a virtual standstill, is nothing but savagery contained in poor neighborhoods. As one local online publication-the respected AyiboPost-explained, the Bigio family's broad economic holdings include its own recently constructed private port of Lafito, just north of the capital. AyiboPost speculates that Canada may have information indicating that the gangs have been able to use the port to import some of the heavy weapons that are outgunning the beleaguered Haitian police.
The Bigio family is part of what is often called the "Syro-Lebanese elite"-the descendants of people who immigrated in the late nineteenth and early twentieth centuries from various parts of the Middle East. There are estimates that Gilbert Bigio, the 86-year-old patriarch, is worth $1 billion, although no one knows for sure. It is a matter of public record that in 2020 he bought a Mercedes Maybach luxury auto for $132,000, quite a statement in a nation where an estimated 4.7 million people-nearly half the population-are experiencing "acute food insecurity."
That many outside of Haiti are ignorant about these influential oligarchs is actually something of a surprise. Back in the early 1990s, after most of the wealthy supported the overthrow of the democratically elected President Jean-Bertrand Aristide, foreign diplomats, including a U.S. ambassador, called them "morally repugnant elites," or MREs for short. The appellation was inspired by the emergency rations known as "meals ready-to-eat."
Daniel Foote, the former U.S envoy to Haiti who resigned in September 2021 to protest against the disastrous American policy, told me that he thinks Canada and the U.S. State Department are working together to economically punish Bigio and the others. But he suspects that the United States cannot follow Canada's example by imposing stiff sanctions, possibly because Bigio may be a U.S. citizen and thus entitled to due process. In theory, however, U.S. prosecutors could bring cases against Bigio and other oligarchs for funding the vicious gangs whether these defendants have U.S. citizenship or not. As things stand, inaction is much more likely.
Why do some members of Haiti's elite pay and even arm the gangs? There are several explanations. In conversations with well-placed Haitians who understandably asked for anonymity, several theories emerged. All agreed that the gangs today are largely paramilitary allies of the PHTK, the political party that has dominated Haiti for the past decade with a combination of election fraud and violence. These oligarchs have a vested interest in maintaining this alliance. A large-shop owner explained that Haiti's elite profits from monopolizing certain strategic imports-the Bigios control steel-and so they cooperate with the ruling party to maintain that economic power.
All my anonymous informants agreed that Haiti's rich evade their taxes, especially import duties. What's more, Canada directly accused Gilbert Bigio and the two others of "money-laundering and other acts of corruption." And one former government official told me that way back in the 1950s, the Bigios had imported Uzi submachine guns from Israel for the Fran?ois "Papa Doc" Duvalier dictatorship; the weapons trade may thus have already been a component of the family business model.

DHS Mayorkas Rewards Haitian Exodus with TPS Temporary Amnesty
President Joe Biden's border agency is using the Temporary Protected Status (TPS) program to pull another 110,000 Haitian migrants deeper into Americans' economy and society.
The much-expanded TPS program now gives temporary work permits and legal residency to 250,000 poor Haitian migrants. That total includes roughly 110,000 Haitian illegal migrants who have walked across the border since the prior expansion of the Haitian TPS program in July 2021.
The expansion comes as Biden's pro-migration border chief - Alejandro Mayorkas - is dismantling the Title 42 barrier on U.S. borders, and as more Haitians emigrate rather than fight to preserve their nation's government. The New York Times reported on November 29:
"That has always been the U.S. government's biggest Haitian nightmare, a mass migration event," said Daniel Foote, who served as the U.S. special envoy to Haiti for part of last year. "It's already upon us; the next step becomes biblical, with people falling off anything that can float. We aren't that far away from that."
Yet U.S. migration advocates want to extract even more Haitians.
For example, former White House official Tyler Moran called for a new visa program to fly migrants straight out of Haiti. "A parole program similar to Venezuela could provide a legal pathway for those who haven't left [Haiti] and who are seeking protection," she tweeted on December 5. The legally questionable Venezuelan parole program is awarding at least 24,000 visas to Venezuelans in Venezuela.
It is periodic rolling amnesty ... Once a country gets TPS, not only do the illegal aliens who are here benefit from the work permits that they get, but all future [migrants] from that country will get work permits when the temporary [TPS] benefit comes up for renewal every 18 or 24 months.
I don't think there's a [precise] plan, but I can see them doing this with Honduras, even El Salvador - those are the big TPS cases. Obviously, when Venezuelan TPS expires, all new Venezuelan illegal aliens will get the redesignation of TPS.
"Nobody has challenged it [in court] yet - I don't even know who can sue," he added.
President Donald Trump sought to shrink the TPS program down to about 100,000 migrants, including roughly 50,000 Haitians. But he was blocked by progressive judges.
The economic impact of the accelerating Haitian exit has largely been ignored by the establishment media. The overall migration also has been downplayed, aside from the visually shocking arrival of roughly 15,000 Haitian migrants at the Del Rio bridge in September 2021. That border rush occurred two months after Mayorkas first expanded the Haitian TPS program in July 2021.

"What our Haitian friends really want, and need," he wrote, "is the opportunity to chart their own course, without international puppeteering and favored candidates."
Foote made it clear that a clutch of foreign diplomats known as the "Core Group" had chosen current Prime Minister (and acting president) Ariel Henry, after wearying of Claude Joseph, the first person they had backed to succeed murdered President Jovenel Moise.
"The hubris that makes us believe we should pick the winner - again - is impressive," he wrote.
"Daniel Foote is saying something that we all knew for ages and we've been talking about for many years - that elections in Haiti are not real," said Haitian-born sociologist Frederic Boisrond of McGill University.
"Over the past years what we've seen is Canada, the U.S. and France really taking control of the country, of the political agenda in the country."

The Biden Administration claimed it was deporting Haitians camped out at Del Rio and flying them back to their homeland.
A few flights have deported Haitians to Port-au-Prince - but the majority of Haitians are either camped out in Texas or have been released into the US.
Only 1,401 migrants have been returned to Haiti.

US Haiti envoy quits over 'inhumane' deportations
The US special envoy for Haiti has resigned in protest over the deportation of Haitian migrants.
The decision to return migrants fleeing an earthquake and political instability was "inhumane", senior diplomat Daniel Foote said in a damning letter.
Last weekend, the US started deportation flights from a Texas border town where about 13,000 migrants had gathered under a bridge.
They have been waiting in a makeshift camp in temperatures of 37C (99F).
Local officials have struggled to provide them with food and adequate sanitation.
Most of those at the camp are Haitians, but Cubans, Peruvians, Venezuelans and Nicaraguans are also present…
