UK implicated in Bolsonaro's dirty business; hidden dealings exposed
The BBC aired a documentary, in September 2022, titled "The Boys from Brazil: Rise of the Bolsonaros".
The series, which constitutes of three parts, co-released with PBS in the United States, follows the ascent of Brazil's far-right leader Jair Bolsonaro, who rose to the position of the country's 2018 presidential election winner from an obscure dictatorship-era military figure.
"Jair Bolsonaro is one of the world's most controversial leaders", the documentary begins. "An ardent admirer of Brazil's military dictatorship, Bolsonaro came to power determined to revive their policies to exploit the Amazon - whatever the cost."
The documentary was released just days before Brazil's presidential election on October 2, with former president and Workers' Party (PT) candidate Luiz In?cio Lula da Silva in the lead. Concerns are growing about Bolsonaro's willingness to accept electoral defeat if he loses the election.
While the documentary features voices critical of the Bolsonaro dictatorship, it omits one important aspect of obvious importance to the British public: the UK government's hidden dealings with the Bolsonaros.
Documents released under the Freedom of Information Act illustrate UK engagement with Brazil's far-right and demonstrate how Bolsonaro's Brazil has created a financial opportunity for the UK.
The Bolsonaros
Documents show that British officials met with the Bolsonaros in the months leading up to the 2018 election in Brazil.
The UK Ambassador in Brasilia, Vijay Rangarajan, met with Bolsonaro, his son and congressman Eduardo Bolsonaro, and an unnamed advisor on April 10, 2018, just days after Lula was imprisoned. One name has been redacted.
It is worth noting that the then-chief secretary to the Treasury and current Prime Minister Liz Truss arrived in Brazil on April 9 to promote "free trade, free markets, and post-Brexit opportunities."
"British officials met with the Bolsonaros in the months running up to Brazil's 2018 election."
Truss met with Rangarajan in the UK Embassy in Brasilia on April 10, the same day Rangarajan met with the Bolsonaros, according to documents obtained by Declassified UK.
However, it remains unclear whether Truss also met Bolsonaro, or if her company with the same people on the same day was an unlikely coincidence. The Treasury did not respond to questions regarding Truss and the Bolsonaros.
The remainder of Truss' visit to Brazil entailed meetings with ministers and officials on matters including "privatization". In one of Truss' briefing notes, it is observed that there is a new "interest in the open market" in Brazil, which "has enormous reserves of oil and gas."
'Strategic partners'
Two months after Truss' visit, Ambassador Rangarajan sent Bolsonaro a private letter inviting him to his apartment in Brasilia to meet with a group of "Strategic Partners".
Anglo-American, BP, Shell, AstraZeneca, Unilever, and JCB were among the companies that used this word as a euphemism for the directors of Britain's biggest oil, mining, pharmaceutical, and construction enterprises.
"Deputy Bolsonaro", the letter reads, "it was a great pleasure to meet you and initiate our conversation in April of this year. I would like to invite you for a morning coffee or lunch in my residency with the largest British investors in Brazil, at a time that best suits you".
The meeting would be attended by "in total no more than 20 people, to allow for a fluid discussion." Rangarajan concluded the letter by telling Bolsonaro: "I hope to meet you again".
BP and Shell
Britain continued to collaborate with the Bolsonaros following the 2018 election.
Rangarajan and Bolsonaro met again on November 14, that year, along with vice-president elect Hamilton Mouro, General Augusto Heleno, two of Bolsonaro's sons, and unknown "others".
"Rangarajan met with representatives of both companies no less than 20 times during 2018 and 2019."
The Foreign Office has refused to reveal what was discussed at this discussion, albeit it appears that investment prospects for Britain's biggest multinationals were highlighted once more.
Indeed, the United Kingdom pushed the Brazilian government on behalf of BP and Shell in 2017, and Rangarajan met with representatives from both corporations at least 20 times in 2018 and 2019.
Truss' tour also included a discussion with Shell personnel, who boast of a "prolific… portfolio" of deep-water oil and gas production in Brazil.
"Thatcher's legacy back to life"
UK trade minister Conor Burns traveled in August 2019 to Brazil. There, he met with Bolsonaro's infrastructure minister Tarc?sio Gomes de Freitas, praising the Brazilian government's "economic reform agenda," which was "reminiscent of Thatcher's."

Prof MacLeod also estimates that only one in 10 of all rapes and assaults by UN staff are reported, as even in the UK the reporting rate is just 14 per cent.
Based on evidence from Prof MacLeod, ex-Cabinet minister Priti Patel - who resigned in November last year - today accused senior officials at DFID of being part of the cover up.
Ms Patel said senior DFID staff tried to talk her out of making a critical speech about aid workers' sex abuse, arguing that it was only by UN soldiers and to claim otherwise was "over-stepping the mark".
Britain is one of the top 10 contributors to the UN budget, handing over ?2bn a year.
Prof MacLeod insisted that meant the "difficult truth" that "child rape crimes are being inadvertently funded in part by United Kingdom tax-payer".
He added: "I know there were a lot of discussions at senior levels of the United Nations about 'something must be done' but nothing effective came of it, and if you look at the record of whistleblowers, they were fired.
"We are looking at a problem on the scale of the Catholic Church - if not bigger."
Senior Tory MP Conor Burns, who is Boris Johnson's parliamentary aide, dubbed the Oxfam furore as just "the tip of an iceberg in finding out what has been going on".
Mr Burns was a university friend of Prof MacLeod and called for him to be listened to very seriously.
Mr Burns added: "I believe that there has been systematic, organised and covered-up activity going on over many, many years".
Penny Mordaunt tonight vowed to "step up our work to tackle sexual exploitation and abuse across the UN and other international organisations".
In September last year, PM Theresa May also threatened to withhold cash from the UN and demanded it "win back trust".
No10 today insisted there will be "zero tolerance" towards any acts of sexual abuse.
But Downing Street ducked out of ordering any investigation into Ms Patel's allegations, despite their seriousness.

Tory UK Trade Minister Conor Burns has quit from the government after a Commons watchdog recommended he serve a seven-day suspension for abusing his parliamentary privilege in an attempt to intimidate a member of the public.
Burns - a close political ally and friend of British PM Boris Johnson - was found to have used House of Commons note paper to write to an individual who was in dispute with the Conservative MP's father over the repayment of a loan. An investigation by the Commons Standards Commissioner, Kathryn Stone, revealed that Burns warned the individual that he could raise the personal matter in Parliament.
The Bournemouth West MP was appointed as trade policy minister by the prime minister in July last year, having served as Johnson's parliamentary private secretary when he was foreign secretary.
Responding to Stone's investigation, the Commons Committee on Standards said the MP had "used his parliamentary position in an attempt to intimidate a member of the public into doing as Mr Burns wished, in a dispute relating to purely private family interests which had no connection with Mr Burns' parliamentary duties."
The disgraced politician has since taken to social media, insisting that it was "with deep regret" that he had decided to quit Johnson's cabinet, but notably gave no apologies.
A Number 10 spokesman confirmed the resignation and said that Burns' replacement would be "announced in due course."
The embarrassing incident comes as Johnson attempts to formulate a plan for easing the strict lockdown rules amid the Covid-19 crisis. Stay-at-home orders imposed by the PM on March 23 are up for review on Thursday, with the UK currently one of the worst hit countries in the coronavirus pandemic.

Israel asks UK to include settlements in free trade deal
Israel has asked the UK to include illegal settlements in the occupied West Bank, Jerusalem and the Golan Heights in the free trade deal being discussed between the two sides, Israel Hayom reported on Thursday.
According to the Israeli newspaper, Israeli Economy Minister Eli Cohen had written to his British counterpart, Conor Burns, informing him: "Most of Israel's free trade agreements, such as the agreement with the United States, apply to the State of Israel, which is wherever the law applies."
The newspaper announced that the terms of the post-Brexit free trade deal were already laid down, noting that they are the same terms as the free trade deal with the EU.
The EU does not recognise the Israeli settlements in the occupied territories as part of Israel; therefore, the mutual free trade deal with Israel excludes the settlements.
However, the newspaper added, Israeli prime minister, Benjamin Netanyahu, hopes that the UK takes a different approach after leaving the EU.
Earlier this month, the Times of Israel reported that Netanyahu had spoken with his British counterpart, Boris Johnson, and discussed several issues relating to mutual cooperation.
"I spoke today with UK prime minister, Boris Johnson, and congratulated him on Brexit. We discussed regional affairs, especially on the 'deal of the century'," the newspaper reported Netanyahu had posted on Twitter.
Both parties, the newspaper added: "Agreed to continue to strengthen the economic relationship between the two countries and to start discussions on a free trade zone between Israel and the UK."
