INDIANAPOLIS (Feb. 15, 2021) - Indiana Secretary of State Connie Lawson announced today that she will step down as Secretary of State. Secretary Lawson has notified Governor Holcomb and will submit a formal resignation once Governor Holcomb selects her successor and the successor is ready to serve.
"I have dedicated the last 32 years of my life to public service," said Secretary Lawson. "I have served with all of my heart and soul. It has been an honor to serve, but it is time for me to step down.
"Like many Hoosiers, 2020 took a toll on me. I am resigning so I can focus on my health and my family. I will work with Governor Holcomb to ensure our next Secretary of State is up to the task and has the tools and resources to hit the ground running."
Secretary Lawson was first appointed Secretary of State on March 16, 2012, by then Governor Mitch Daniels. She successfully ran for election in 2014 and 2018. She is the longest serving Secretary of State in Indiana history and Indiana's 61st Secretary of State.
As Indiana's chief elections officer, she focused on ensuring the integrity and security of our state's elections. She championed sweeping election reforms and led the effort to clean Indiana's voter rolls. Thanks to her efforts, all Indiana counties now have access to cybersecurity tools to protect not only elections, but every county and the entire state from adversaries who seek to destroy our republic.
A tireless advocate for increasing Indiana's financial literacy and protecting Indiana investors, Secretary Lawson educated Hoosiers about smart money decisions and fought for stringent penalties for white collar criminals. She directed substantial innovation and leveraged cutting edge technology to improve how businesses interact with government by leading the charge on the state's business one-stop portal. INBiz is now a nationally recognized portal that serves as businesses' single point of contact for registration, filing, reporting and making payments across state agencies.
Prior to serving as Secretary of State, Lawson served in the Indiana Senate for sixteen years, where she accomplished significant legislative success. Respected across the aisle, she quickly earned the admiration of her colleagues and made history in 2006 when she was selected as the first woman to serve as Majority Floor Leader in the Indiana Senate.
Before joining the Indiana Senate, Lawson served as Clerk of the Hendricks County Circuit Court for eight years. During her tenure, she was named elections administrator of the year by the Indiana State Election Board and clerk of the year by the Indiana Clerk's Association, both in 1993.
As a public servant, Lawson has been a true inspiration to women in government, an agent of change for Indiana counties and a determined advocate for the prevention of diseases that would rob us of our loved ones. In addition to her public work, she and her husband Jack own Lawson & Company, an auctioneer and real estate company.

Kobach, who serves on the elections committee of the National Association of Secretaries of State (NASS), wrote to the top election official in every state requesting they turn over voter data ostensibly to aid a countrywide search for evidence of election irregularities. Besides information such as the names and party affiliations of all registered voters, Kobach sought birth dates, felony conviction records, voting histories for the past decade and the last four digits of all voters' Social Security numbers. This precipitated a resounding bipartisan rejection of his inquiries with 22 states quickly rejecting his requests. Former U.S. Attorney General Eric Holder will address state delegates at the Indiana Democratic Party State Convention on Saturday in Indianapolis. Holder is expected to discuss the political landscape heading into the 2018 election.
Indiana Democratic Party Chairman John Zody was excited to welcome Holder to the Hoosier State, especially considering Holder's new role as chair of the National Democratic Redistricting Committee, a collaborative effort to end gerrymandering.
"Indiana is ground zero for the fight to ensure fair elections and redistricting reform," Zody said. "I know Hoosier Democrats will be excited to hear Attorney General Holder's focus on ending gerrymandering."
Holder was the 82nd attorney general for the United States and served in the Obama administration from 2009 to 2015 and has been a civil rights advocate throughout his legal career.
The Indiana Democratic Party State Convention is a part of Big Dem Weekend, a biannual event when Hoosier Democrats gather to conduct party business. State delegates will nominate the party's candidates for secretary of state, auditor and treasurer and ratify the party's 2018 platform.
On Friday, Ohio Congressman Tim Ryan will keynote the Hoosier Hospitality Dinner.
Democrat files for treasurer nod
Former state representative John Aguilera of East Chicago filed last week to seek the Democratic nomination for state treasurer.
"I'm running because Hoosiers deserve a state government that reflects the communities it serves," Aguilera said. "As treasurer, I will go to work for working families and give every Hoosier a voice in state government."
Aguilera owns a small business and previously was president and CEO of the Indiana Latino Institute and a Lake County council member.
He believes one-party control of Indiana government has shifted the focus to special interests and away from working families.
"Government works when it's inclusive, when it fights for families," Aguilera said. "When one party controls the process from top to bottom, Hoosiers' interests take a back seat. This campaign is about making everyday Hoosiers priority No. 1 again."
Aguilera must next be nominated by a majority of delegates at the Democratic Party's state convention Saturday. He is the only candidate.
He would face Republican Treasurer Kelly Mitchell in the general election.
Donnelly approval declines in poll
Sen. Joe Donnelly, D-Ind., is treading water in Morning Consult's "2018 Midterm Wave Watcher."
The polling firm reported Wednesday that Donnelly's approval rating has dipped a bit this year, as have the ratings for most incumbent senators in 10 states thought to be competitive in advance of the general election Nov. 6.
Donnelly began the year approved by 43 percent of registered voters in Indiana and disapproved by 30 percent. In May, 41 percent approved of him and 34 percent disapproved.
Approval fell and disapproval rose for seven other senators - six Democrats and a Republican. Sen. Heidi Heitkamp, D-N.D., saw her approval rating drop from 51 percent to 44 percent and her disapproval rating jump from 34 percent to 45 percent.
Two senators - Democrats Jon Tester of Montana and Tammy Baldwin of Wisconsin - each gained 1 percentage point of approval and lost 1 percentage point of disapproval from January to May. Tester, at 52 percent, was the only senator of the bunch to have an approval rating higher than 50 percent in May.
Granger resident Donnelly is being challenged in the general election by Republican Mike Braun of Jasper and Libertarian Lucy Brenton of Indianapolis.
Campaign cruise in Kosciusko
Kosciusko County Democrats are taking Indiana secretary of state candidate Jim Harper for a ride.
Harper will be the guest of honor for the county Democrats' second annual Lake Wawasee Boatride on June 24. The group will board the SS Lillypad for a two-hour cruise.
Tickets are $43 for adults and $20 for children and can be bought online at secure.actblue.com/donate/lakewawasee18, or checks can be mailed to the Kosciusko County Democratic Party.
Harper is expected to be nominated at Saturday's Democratic state convention. The Valparaiso lawyer would challenge Republican Secretary of State Connie Lawson in the general election.

Multiple states lack the ability to guarantee the accuracy of election outcomes in the event of a suspected breach.
The big picture: Five states - Louisiana, Georgia, South Carolina, New Jersey and Delaware - have no paper trails of votes. The other nine are in better shape, but still do not have all their counties' machines spitting out a paper record.

The backstory: This is due to the direct recording electronic machines (DREs) these states use in some counties, which don't cough up a paper copy of cast ballots.
Why it matters: Russia is likely hacking again this year, according to intelligence directors. And a hacker who wanted to insert doubt in the outcome of an election would just have to target the counties and states that lack 100% verification capabilities.
What the 9 states are doing:
The Governor of Pennsylvania announced a directive that voting systems be required to provide a paper trail, with a goal of getting counties on board by November 2019.
Texas has 23 counties that have updated their election systems since 2016. Eight have updated to systems with paper trails, Texas' Secretary of State Communications Director Sam Taylor tells Axios.
In Kansas there is a bill that is circulating in the state senate that would mandate all voting systems produce paper ballots, but it hasn't made it out of the Senate yet. On the House-side, there is an election audit bill with similar provisions, the legislature's elections committee's vice chair, Representative Keith Esau, tells Axios.
In Florida, Gov. Rick Scott's recommendations for the 2018-2019 budget includes about $2.5 million to bolster cybersecurity at the Division of Elections as well as adding five cyber security roles to the team. Gov. Scott's proposal also recommends $2 million from the Help America Vote Act (HAVA) in cyber security funds be granted to counties.
In Tennessee, a bill that would have backed a paper trail of votes failed to reach the full committee in February. The bill's sponsor, state senator Jeff Yarbro, told Axios he drafted an amendment to the bill so that it proposes that new machines in the state produce a paper trail.
In Arkansas the Secretary of State's office has received legislative approval for several years now to upgrade its election systems, but the state legislators have not allocated the funds. "We're still working on that," Chris Powell, the secretary's spokesperson, told Axios. "We expect approval this week to spend additional money" on upgrading machines, he said.
Indiana Secretary of State Connie Lawson said in February she is "skeptical" about returning to paper ballots. "Given the release of the remaining HAVA dollars in the omnibus bill, we're looking at options for security upgrades and election maintenance," Ian Hauer, deputy communications director for Lawson, told Axios, adding they will "likely avoid making changes" this year.
Kentucky: The State Board of Elections this year passed a resolution that will require all new voting equipment to have a paper trail of votes. One measure being discussed is one that would require future equipment purchased to produce a paper trail, Secretary of State Alison Lundergan Grimes told the AP. A state official told Axios "there's just not the funding available for that right now."
Mississippi's secretary of state's office, election officials, and state officials declined to comment for this story.
