Minnesota DHS Commissioner Tony Lourey Resigns, Effective Immediately. (Dig on Dr. Jeff Schiff!!!!)

Gov. Tim Walz announced Lourey's resignation on Monday. Pam Wheelock, who was the commissioner of finance in the administration of Gov. Jesse Ventura, has been appointed acting commissioner.

"I would like to thank Tony Lourey for his dedicated service to the state of Minnesota as the Commissioner of the Department of Human Services," Walz said. "Tony is passionate about improving the health care of Minnesotans, and I am proud of what we accomplished together this legislative session."

Lourey's resignation six months into the job marks the first major test for Gov. Walz, who took office in January. The agency is the state's largest and has been hit by recent criticism and internal turmoil.

The resignation follows the departures of deputy commissioners Chuck Johnson and Claire Wilson. They announced their resignations on Thursday but did not say why. The state's largest agency has now lost its three top leaders.

Their resignations come about a month after the ouster of the longtime medical director of Minnesota's Medicaid program. Dr. Jeff Schiff, who held the position for 13 years, said his elimination was sudden and done without clear explanation.

In a statement Thursday, Schiff said his elimination and the sudden resignations of Johnson and Wilson point to bigger issues within the department.

"This event, following the reorganization that led to my departure, points to serious systemic issues with the leadership culture of the agency," Schiff said. "I call upon Governor Walz and Lieutenant Governor Flanagan to live up to their pledge of 'One Minnesota', investigate, and act so that we can go back to being the healthiest state in the nation for all Minnesotans."

AGENCY UNDER FIRE

The leadership shakeup will likely raise questions about an agency that has come under fire for its handling of alleged fraud, data breaches and other administrative problems.

A March report from the Office of the Legislative Auditor found "pervasive" fraud in a state-administered child care program. DHS Inspector General Carolyn Ham was put on paid leave March 18 after the audit singled her out in detailing a rift within the ranks of those responsible for rooting out fraud. She has been paid about $42,000 since she was put on leave. And she told the Pioneer Press on Friday that the investigation into a complaint against her had not even started yet.

Earlier this year, it was announced that hackers breached DHS computers three times and put the information of 35,000 people at risk.

Senate Republicans threatened to freeze DHS funding and programs in response to the issues, saying the agency needed better oversight. They also pointed out that state spending on social programs had climbed more than 40 percent in the past decade.
