Bishop charged with historical sex crimes, held in custody
Bishop Christopher Saunders has been arrested overnight.
Bishop Christopher Saunders has been charged with a string of alleged sex offences that date back up to five decades.
The 74-year-old spent the night in custody and will appear in Broome Magistrates Court on Thursday, charged with two counts of sexual penetration without consent, 14 counts of unlawful and indecent assault and three counts of indecently dealing with a child as a person of authority.
The events over which charges have been laid allegedly occurred in Broome and Kununurra, in WA's north-west, between 2008 and 2013.
His arrest follows several raids on his home by police in recent months, and comes after WA Police received a report from the Vatican detailing allegations of sexual assault and grooming against the cleric.
WA Police previously investigated a member of the Catholic Church brd in the Kimberley between 2018 and 2020, however said at the time there was insufficient evidence to lay criminal charges.
Saunders has always denied any wrongdoing.
He began working in Broome as a deacon in 1975 and became bishop in 1996.
He resigned from his post in 2021.

Former home of Broome Catholic Bishop Christopher Saunders raided by police
Police remove a black and yellow suitcase from a home
Police say detectives are in Broome as part of an ongoing investigation into historic child sex offences.
Child abuse detectives have searched a house owned by the Catholic Church in WA's north amidst a long-running investigation into sexual assault allegations.
Two police cars and five unmarked police vehicles were parked at the property in suburban Broome on Monday.
The ABC understands the Piggott Way address is where Broome's former Catholic Bishop Christopher Saunders lived up until late last year.
The bishop made international headlines last year after an independent report commissioned by the Vatican described him as a sexual predator.
Bishop Saunders has denied any wrongdoing.
On Monday afternoon, officers blocked the two entry gates and have taken storage containers into the property, which is bordered by a brick wall and mango trees.
Western Australian police would not be drawn on why the officers were at the home.
"Child Abuse Squad detectives are in Broome as part of an ongoing investigation into historic child sex offences," a spokesperson said in a statement.
One neighbour who wished to remain anonymous said the house had been empty since last year.
"We just found all the cars here - the detectives - all raiding the house, so we were curious about what's going on," she said.
"[Mr Saunders] keeps it very low key."
The woman said locals would likely be rocked by the news of the search.
An investigation into the Bishop commenced in early 2020 with allegations of sexual misconduct levelled against the cleric.
Police spent more than a year investigating, but closed the file in May 2021 without laying charges.
The Bishop resigned his position after that, but remained in the Kimberley town until recently after the case again made headlines with the leaking of the independent Vatican inquiry.

The long-serving Catholic Bishop of Broome, Christopher Saunders, has been the subject of a Vatican-led investigation into allegations of sexual and professional misconduct, first revealed by the ABC in 2020.
The 73-year-old, who lives in the Kimberley town, denies any wrongdoing.
He resigned from his post in August 2021 and retains the title Emeritus Bishop of Broome.
Extracts from the report to the Holy See which have been made public allege the Bishop sexually assaulted four teenagers and young men, potentially groomed another 67 and kept a cache of guns and cash on church premises.
The Archbishop of Perth Timothy Costelloe, who is also the Conference president, said the allegations levelled at the Bishop in the report were "very serious" and "deeply distressing".
In a rare statement about the case, Archbishop Costelloe said he hoped the Holy See would not delay its determinations on the Kimberley cleric.
Archbishop Costelloe described the Vatican's investigation, called Vos Estis, as a "long and painful process."
Church transparency questioned
The Vos Estis investigation, carried out by two former WA police detectives, has not been released in full by the Vatican.
An advocate for accountability within the Catholic Church said it was common for investigations to be shrouded in secrecy.
Anne Barrett Doyle is the co-director of a website called Bishop Accountability, tracking cases of alleged abuse and investigations around the world.
"It is a very secretive process," she told the ABC.
"The slowness and lack of updates are par for the course in just about every Vos Estis case and just complete silence for months or even years from the Vatican.
"This is the Vatican reasserting control."

Beating victim's dad rages against Nadler, Schumer at House Judiciary hearing; says they 'enable' DA Bragg

The dad of the victim in a brutal anti-Semitic attack lashed out Monday at Jewish Democratic leaders Jerry Nadler and Chuck Schumer, accusing them during a contentious House Judiciary Committee field hearing of ignoring his son's plight while permitting Manhattan DA Alvin Bragg's soft-on-crime policies.
Barry Borgen told Nadler, the committee's ranking member, that he was "disappointed" with his fellow "Jewish New Yorker" over his response to the attack on Joseph Borgen, who was brutally beaten while walking to a pro-Israel rally near Times Square in May 2021.
"I called Mr. Schumer's office, another Jewish New Yorker, numerous times. No one called us back," Borgen told Nadler, who reps Midtown Manhattan as well as the Upper West Side and Upper East Side, of his treatment by the Senate's majority leader.
"You have Jewish roots here, and behavior like this enables DA Bragg to just do whatever he wants to do," the elder Borgen added. "We wouldn't vote for Mr. Schumer again. ... And if I lived in Manhattan, I wouldn't vote for you, either."
Joseph Borgen, 30, who was wearing a yarmulke, was attacked and pepper-sprayed by a pack of men who allegedly hurled anti-Semitic slurs at him. The beating left Borgen with a concussion, an injured wrist, a black eye and bruises all over his body.
Bragg triggered widespread outrage after offering one of Borgen's assailants, 24-year-old Waseem Awawdeh - who allegedly called the victim a "dirty Jew," - a plea deal allowing Awawdeh to serve just six months in prison.
Two of the other defendants in the case, Mohammed Othman and Mahmoud Musa, were offered sentences of three-and-a-half to 15 years in prison and released on bonds of $150,000 and $50,000 respectively. A fourth suspect, Faisal Elezzi is out on $15,000 cash bail. All three are still facing felony assault as a hate crime charges in connection with the beating.
Moments before Borgen spoke, the GOP-led committee, chaired by Rep. Jim Jordan (R-Ohio), listened to the mother of a murdered Army vet lay into Bragg as the audience cheered her on.
Madeline Brame, who chairs the nonprofit Victims Rights Reform Council, told committee members that Bragg's mishandling of her son Hason Correa's 2018 killing began a few months after the district attorney took office last year.
"When Alvin Bragg came into office, he was handed a strong, trial-ready murder case and gang assault case against all four of these individuals," she said, before recounting how "the case immediately began to unravel."
"He dismissed - completely dismissed - gang assault and murder indictments against two of the defendants clearly on video participating in the brutal, savage slaughter of my son," Brame went on. "Hason was kicked, punched, stomped and stabbed nine times by four individuals whom he did not know, nor had he done them any harm."
Four siblings - Christopher, James and Mary Saunders, and another brother, Travis Stewart - attacked the 35-year-old married father of three outside a Harlem apartment building.
James Saunders pleaded guilty to gang assault and second-degree murder and sentenced to 20 years to life in prison, below the maximum of 25 years to life - along with Christopher Saunders, who was also convicted of gang assault and sentenced to 20 years to life.
Travis Stewart also pleaded guilty to gang assault but was sentenced to just seven years in prison. Mary Saunders was released from prison last May on time served after having spent 14 months at Rikers Island.
"Travis will be out in the next 18 months," Brame said. "Mary Saunders - this savage is currently walking the streets of Harlem like she didn't just participate in the brutal slaughter of another human being - home with her family, home with her children.
"If that's not a threat to public safety, I don't know what is," she added. "And as far as the Manhattan district attorney's office, if he's receiving one penny of federal dollars, you need to pull that funding until he starts doing his damn job and prosecuting crime."
Audience members broke into applause several times during Brame's testimony, prompting Jordan to remind spectators of the hearing's rules of decorum.

WA Bishop Christopher Saunders steps down over 'serious sex abuse allegations'
West Australian Catholic Bishop Christopher Saunders has stood down from his senior role administering the Broome diocese amid claims of serious but undisclosed sex abuse allegations.
The Catholic Church in Perth issued a communique from the Vatican, dated 10 March, indicating that Bishop Saunders, 70, had "voluntarily stood aside from the ordinary administration of the diocese."
The church move was in response to a Channel Seven TV report that police have been investigating historic allegations by two men that they had been victims of sex abuse by Bishop Saunders.
According to the Seven report, WA police have interviewed past and present members of the Bishop's staff, including priests, who allegedly laid complaints against his behaviour. No charges have been laid against him.
WA Police minister Michelle Roberts confirmed to The Australian that she had "directly referred correspondence in relation to Bishop Saunders to police."
When confronted by a reporter in Broome outside his church, Bishop Saunders said: "Without any reservation, without any doubt whatsoever, that has never happened, and it never would happen."
He is one of the Kimberley's most prominent religious figures, respected as an advocate and outspoken commentator on indigenous affairs and education in the region.
He spent his early life at missions throughout the northwest of the state before moving to the Kimberley. He arrived in Broome as a deacon in 1975 before becoming a priest the following year.
He served at La Grange Mission, 200 kilometres south of Broome and then at Kalumburu Mission, in the far north Kimberley, until 1988. As Bishop, he has been a regular visitor to far-flung Aboriginal communities.
Former Broome mayor Ron Johnstone, a friend of the bishop, said the airing of the allegations would be "a shock to Broome and the Kimberley."
"Bishop Saunders is a visionary who has done fantastic work for the community," he said. "He is a generous spirit, and I will not desert him in his hour of need," he said.

In April, Saunders' former secretary told The Pillar that she had been ordered by the bishop to make "hush money" payments to the bishop's alleged victims during her time working for him.
"There was a list of names on the wall in the secretary's office with victims, potential victims, and their bank account details," Cherrille Quilty told The Pillar. "It was so urgent that I pay them. It wasn't for odd jobs, I can tell you that now. It was hush money. One of the first victims that came forward was the one that I paid most frequently and it was to shut him up."
"You didn't dare ask why [Saunders] was paying them. Didn't dare," Quilty said. "He wasn't the sort of person you would ever cross or ask him anything."

One of Australia's longest serving senior Catholic clerics, Christopher Alan Saunders, has indicated he will plead not guilty to 19 criminal offences after being arrested at his WA home.
The former Bishop of Broome is facing 14 counts of unlawful and indecent assault, two counts of sexual penetration without consent, and three counts of being a person in authority indecently dealing with a child.
The charges were read out to Mr Saunders in the Broome Magistrates Court on Thursday.
In court, the 74-year-old's lawyer indicated the former Bishop would enter pleas of not guilty.
He's been released on bail on a $10,000 bond and will appear in court in June and must reside at his home in the northern WA town.
Emeritus Bishop Saunders was first ordained as a priest in 1976, and was appointed Bishop of Broome in 1996.
He has spent almost 50 years in the Kimberley, being based in both Broome and serving stints at several remote Aboriginal community parishes.

Australian Catholic Bishops Conference president Archbishop Timothy Costelloe SDB has said the investigation into allegations against the former Bishop of Broome Christopher Saunders is "right and proper, and indeed necessary" after he was arrested by Western Australian police over nearly 20 charges of historical sexual abuse.
Police launched their second investigation into Bishop Saunders after the church provided a Vatican report detailing its own Vos Estis Lux Mundi investigation last September.
A statement by Western Australia police said that Child Abuse Squad detectives had arrested a 74-year-old Broome man on 21 February in Broome.
He was subsequently charged in relation to 19 alleged historical offences including two counts of rape, 14 counts of unlawful and indecent assault, and three counts of indecently dealing with a child aged 16-18 years old.
He was refused bail and scheduled to appear in court the following day.
"Allegations against the former Bishop of Broome, Christopher Saunders are very serious and deeply distressing, especially for those making those allegations," said Archbishop Costelloe.
"It is right and proper, and indeed necessary, that all such allegations be thoroughly investigated.
"The Church will continue to cooperate fully with the police and take every necessary step to avoid any actions which may compromise the integrity and autonomy of the police investigation."
The investigation by the church included both alleged canonical crimes and alleged breaches of the church's Integrity in Ministry protocols by Bishop Saunders.
It was launched after WA police had closed an earlier investigation without laying any charges.
A 7 News report, which aired on 18 September 2023 said the alleged offences date back to 1976.
Bishop Saunders was ordained for the Diocese of Broome in 1976. He was installed as its bishop in 1996 and spent almost 50 years in the Kimberley mission. His resignation was accepted by Pope Francis in 2021.

Brisbane, Australia (CNN) - A senior Australian Catholic clergyman has been charged with historical sex offenses allegedly committed while he was serving as the bishop of Broome, a remote diocese in Western Australia.
Emeritus Bishop Christopher Saunders was arrested on Wednesday at his home in Broome, where he became bishop in 1996, according to CNN affiliate Seven News.
Police did not name Saunders in a statement, which said a 74-year-old man had been charged with two counts of sexual penetration without consent, more than a dozen unlawful and indecent assault charges, and three counts of indecently dealing with a child age 16 to 18.
He was refused bail and was expected to face court on Thursday.
In a statement, Archbishop Timothy Costelloe, president of the Australian Catholic Bishops Conference, said the allegations against Saunders were "very serious and deeply distressing, especially for those making those allegations."
"It is right and proper, and indeed necessary, that all such allegations be thoroughly investigated," Costelloe said. "The Church will continue to cooperate fully with the police and take every necessary step to avoid any actions which may compromise the integrity and autonomy of the police investigation."
In his statement, Costelloe didn't specify the allegations against Saunders, who stepped down as bishop in 2020 after claims emerged of sexual misconduct. Saunders denied the allegations at the time.
The allegations against him were initially the subject of a Vatican investigation, and last September the Australian Catholic Bishops Conference confirmed it had passed a copy of its findings to the WA Deputy Commissioner of Police.
Saunders is the highest-ranking Australian Catholic official charged with historical sex abuse charges since Cardinal George Pell faced court over historical assaults allegedly committed in the late 1990s.
Pell was found guilty, but his conviction was later overturned on appeal by Australia's High Court. The former cardinal was freed from prison and later died in a Rome hospital in 2023 age 81.
Scandals surrounding alleged sexual abuse by members of the Catholic Church have emerged in many countries in recent decades, prompting apologies but also claims that not enough is being done to stamp it out.
The extent of the problem in Australia was detailed in the findings of a wide-ranging government inquiry released in 2017 that found a "serious failure" by Australian institutions to protect its most vulnerable citizens. Of the survivors who reported being abused in a religious institution, 61.4% said the abuse occurred in a Catholic organization.
The Royal Commission into Institutional Responses to Child Sexual Abuse reported that 7% of Australian Catholic priests had been accused of abusing children. In some orders, more than 40% of brothers were implicated, the report said.

Australian bishop Christopher Saunders has been charged with rape and a string of historical sex offences - some against children.
The 74-year-old was arrested in Broome on Wednesday, after parallel investigations ordered by Western Australian police and the Pope.
Mr Saunders, who has denied allegations in the past, was refused bail and will appear in court on Thursday.
He is one of the most senior Catholic clerics to face charges of this nature.

The diocese stretches about 770,000 sq km (297,000 sq miles) - an area roughly the size of Turkey - and encompasses some of the most remote parts of the country.
Well known for socialising, his advocacy work, and escorting young men on camping and fishing trips, Mr Saunders has long been a powerful figure within the local community. He even has a beer named after him.
For years, he has faced dual investigations over allegations of sexual abuse made by several Aboriginal men from communities in his area.
The accusations were first aired in 2020, but the initial police investigation that followed was closed without charge.
He voluntarily stood down as the Bishop of Broome in 2020, but remains an emeritus bishop.
However after a historic inquiry was ordered by the Pope - and its 200-page report subsequently leaked to media last year - police began a new investigation.
Only a handful of Vos Estis Lux Mundi inquiries have been undertaken around the world. Meaning "You Are the Light of the World" in Latin, Vos Estis investigations are commissioned by the pontiff and were introduced in 2019 to combat sexual abuse and take action against bishops and other high-ranking officials in the Catholic Church.
Only the Pope can appoint or defrock a bishop.
Australia has faced a reckoning on the issue of child sex abuse in recent years, after a landmark national inquiry in 2017 found many institutions including the Catholic Church had failed victims.

Saunders was led out of the property by detectives and taken to the Broome police complex about 6pm on Wednesday.

This comes after a 7NEWS investigation unveiling alleged crimes by the bishop.

Christopher Saunders was arrested in Broome on Wednesday night, with WA Police on Thursday morning confirming that he had been charged with two counts of sexual penetration without consent, 14 charges of unlawful and indecent assault, and three counts of person in authority indecently dealing with a child between the ages of 16 to 18.
He has been refused bail and will appear in Broome magistrates court on Thursday.
The 74-year-old was a high-profile figure in WA's Kimberley Region for decades, famously piloting a light aircraft to visit communities across the remote region.
But he stood down from the role suddenly in March 2020, following a Channel 7 report that police had investigated historical sex abuse allegations. The church had also received multiple complaints from current and former members of his staff, including priests, who were concerned about his behaviour.
The bishop has always maintained his innocence.
The police investigation ended in May 2021 with no charges being laid.
But the church then appointed two investigators to look into the matter using Vos Estis Lux Mundi papal inquiry powers. Those investigators identified 67 Aboriginal boys and men who they said may have been subjected to delictual acts or grooming behaviours by the bishop.
"It has been established through the interview of witnesses and examination of documentary and other evidence that Bishop Christopher Saunders has developed a modus operandi of grooming young Aboriginal men for sex during his time within the Kimberley Region, both as a Priest and as Bishop," the Vos Estis Lux Mundi report said.
The investigation was based on dozens of interviews with witnesses, including previous secretaries of the bishop, alleged victims and past and present members of the clergy. The bishop declined to be interviewed by the Vatican-appointed investigators.
That report also described how Bishop Saunders hosted multiple "bunga bunga" parties for him and young Aboriginal men and boys at various church properties. The bishop was also alleged to have spent thousands of dollars of church money each month on cash payments, mobile phones, alcohol and cigarettes for "vulnerable" Aboriginal men and boys.

Police raid former Bishop of Broome's home for second time over child sexual abuse allegations

Police investigators from the Child Abuse Squad are again searching the home of the former Bishop of Broome Christopher Saunders.
WA Police last month confirmed they had restarted their investigation into sexual abuse allegations against the veteran cleric.
Bishop Saunders has denied any wrongdoing.
Half a dozen police officers are again scouring the Broome property, which is owned by the Catholic Church.
WA Police said child abuse detectives were in Broome investigating historic child sex offences.
It is the second time in a month the specialised police unit has flown from Perth to interview locals and search the home on Piggott Way.
The 73-year-old resigned from his position in 2021 after almost 50 years as a priest and bishop in the remote diocese.
"The Catholic Diocese of Broome will not comment on this matter at this time, given it is an 'ongoing investigation'," a Church spokesperson said.
"The Catholic Diocese of Broome will continue to respond positively to any requests by WA Police for assistance."
The Australian Catholic Bishops Conference declined to comment on the renewed search.
Waiting for Vatican decision
Christopher Saunders is believed to be in Perth as the second round of search warrants is executed.
It is understood he has not vacated the house, despite being ordered by the Vatican to leave the Kimberley region while both internal church and WA police investigations got underway.
In 2022, Pope Francis ordered a Vos Estis inquiry be undertaken into Bishop Saunders.
The resulting report, completed by two former police detectives, was leaked to the media, and catalogued allegations of bullying, financial mismanagement, and the grooming of young men.
A year on, the Vatican is still deciding what action to take.
In other cases internationally, Vos Estis inquiries have resulted in senior clerics being defrocked or having their movements limited and pensions imposed.
The Catholic Church has confirmed the full report was handed over to WA Police, triggering a fresh investigation into allegations of sexual assault first made by several young Aboriginal men in 2019.
WA Premier Roger Cook said he was pleased police had allocated resources to the investigation.
"The sexual assault teams in police are obviously investigating some very grievous allegations," he said.
"The fact that they're back there today really just demonstrates how seriously they're taking these accusations."

A top-secret investigation ordered by the Pope into an Western Australian Bishop - the first of its kind in Australian history - has found he is likely to have sexually assaulted four youths while potentially grooming another 67.
The bombshell 200-page report also found that 73-year-old Bishop Christopher Saunders spent hundreds of thousands of dollars in church and charity funds to groom the young men.
A 7NEWS investigation exclusively obtained a copy of the final report that has been handed to the Vatican for action by Pope Francis.
The report was completed six months ago in April and sent to Rome - but no decision has yet been made on the future of the former Bishop of Broome.
Only a Pope can appoint a Bishop - and only a Pope can de-frock one.
Since the acquittal of Cardinal George Pell in the High Court in 2020, Saunders has become the highest-ranked Catholic in the country to face a sex crimes investigation.
It's believed Bishop Saunders may be the highest-ranked official of any religion in Australia to face such serious accusations.
The report makes an astonishing number of findings against Bishop Saunders, who had been working in the Broome diocese for almost 50 years.
"The Bishop has been variously described by witnesses as ... a sexual predator that seeks to prey upon vulnerable Aboriginal men and boys," the report states.
"During the investigation, four victims of sexual acts were identified.
"67 additional Aboriginal boys and men were also identified as persons that may have been subjected to delictual acts or grooming behaviours by Bishop Saunders."
It claims the alleged offences date back 50 years - to the time when the clergyman was newly-ordained and first working as a priest in Sydney.
"One additional man was identified through the Church's National Redress Scheme as being an alleged victim of Bishop Saunders while (he) was a parish priest at Clovelly in 1976."
Saunders was ordained as a priest in 1976 and moved full-time to the Kimberley region. He became a Bishop in 1996.
The report claims he had developed a "modus operandi" of grooming vulnerable young Aboriginal males by plying them with alcohol, cash, phones, phone credit, hotels, air and bus travel.
It found he was spending between $3000 and $4000 per month on alcohol for the youths.
It also alleges he had five bank accounts - which at one time held a total of $3 million. The safe in the Chancery was found to have $80,000 in cash.
He also collected multiple guns, bought a $70,000 boat and several cars.

A longstanding Catholic bishop of Broome was a "predator" who sexually assaulted four Aboriginal men and boys and groomed dozens more, the Vatican's own investigation has found.
Christopher Saunders, who spent decades serving the church in Broome before resigning in the wake of alleged sexual misconduct and bullying, hosted multiple "bunga bunga" parties for him and young Aboriginal men and boys at various church properties, according to Vatican investigators.
The investigation under the Vatican's Vos Estis Lux Mundi papal inquiry powers also found Bishop Saunders spent thousands of dollars of church money each month on cash payments, mobile phones, alcohol and cigarettes for "vulnerable" Aboriginal men and boys.
The bishop strongly denied the allegations when the Vos Estis Lux Mundi investigation - the first of its kind in Australia - was first announced and police have not charged him in relation to any of the allegations.

"The Bishop has been variously described by witnesses as having two personalities, one of a wonderful orator and strong leader yet the other of a sexual predator that seeks to prey upon vulnerable ?Aboriginal men and boys and ?attack any person that challenges his behaviour or attempts to jeopardise the flow of church funds required to facilitate it," the report said.
"Many of the church community that have stood up, over the years, against the Bishop and his behaviours have either lost their jobs, lost their faith, or suffered both psychological and reputational damage and some continue to live in fear of the Bishop and his followers while he remains in the Broome Diocese."
The Vatican's report was also critical of the West Australian police investigation into Bishop Saunders' alleged offending. The first complaint about the bishop was made in 2018 when a 27-year-old man told a Catholic priest at Halls Creek that he had been sexually abused by Bishop Saunders from the age of 16. Police began investigating, and by March 2020 Bishop Saunders had stood aside from the ?administration of the diocese. By May 2021, however, police had decided not to press criminal charges as the ages of the victims at the time of the alleged acts were unable to be substantiated through evidence at that time.
The allegations first came to light in a Channel 7 news report in 2020. Channel 7 ?reported that Bishop Saunders ordered his staff to collect and burn hundreds of office documents, files and photographs after the network first aired the abuse allegations. The Vatican's investigators said police had "mishandled" the inquiry for various reasons, "including limited resourcing and competing priorities, a lack of will by senior management to tackle the systemic issues, a strained ?relationship between police and the Kimberley Aboriginal Legal Service and evidence gaps relating to establishing the ages of the victims at the time of the alleged offences".
Bishop Saunders started working in Broome as a deacon in 1975. He was named Bishop of Broome in 1995, taking on responsibility for what is one of the church's biggest dioceses in the world by land mass.
The Australian Catholic Bishops Conference late on Monday released a statement describing the allegations as "very serious and deeply distressing, especially for those making the allegations".
It said the independent report had been provided to the Holy See, with the Dicastery for the Doctrine of the Faith continuing the investigation.
"We will respect the enduring confidential nature of this process by not commenting on specific allegations that have been raised," it said.
"Bishop Saunders, who has maintained his innocence, is able to respond to the report by communicating directly with the Holy See. In due time, the Holy See will make its determinations. It is hoped that this will not be unduly delayed."
The bishop declined to be ?interviewed by the investigators.

The resignation of Bishop of Broome Christopher Saunders has been met with relief, sadness and anger by those embroiled in the three-year saga.
Some parishioners walked out of Sunday Mass in disgust at praise being lavished on the departing cleric.
Over the weekend, the Vatican issued a statement accepting the resignation of the 71-year-old, who has been a priest and bishop in the remote Kimberley region for almost 50 years.
He was subject to a lengthy police investigation into reports of inappropriate behaviour with young men before prosecutors in May decided not to lay charges.
In his first public statement in almost two years, Bishop Saunders confirmed his resignation was accepted by Pope Francis last Thursday.
"My decision to resign was made after a great deal of thought and prayer," he wrote in the communique to priests and parishioners.
"While I have never been one to walk away from a commitment, the fact is that I must now consider the status of my health and well-being.
"With the help of medical professionals, I have concluded that I am no longer able to adequately serve the needs of a vast and diverse diocese such as the Kimberley."
Question marks remain
But many are questioning the official narrative, with one former priest describing it as the bishop putting a positive spin on a deliberate dismantling of the diocese administration by the Vatican.
Those with knowledge of the Church response have told the ABC that church officials were strongly advising Bishop Saunders to step aside for months prior to the decision.
They have pointed out it is unusual for the Pope to accept the resignation of a bishop before the age of 75, and are linking it to the resignation of several other bishops in trouble-plagued dioceses globally in recent months.
Matt Digges, who worked under Bishop Saunders for more than a decade before resigning the ministry, says the church needs to be honest about the reasons for the departure.
"Unfortunately, the statements that have been released fail to mention the elephant in the room," he said.
"They have missed the controversy that has surrounded Bishop Saunders for the last few years, and missed the reason why he actually is not an active bishop at the moment."
Mr Digges says he expects the Church's investigation into the sexual misconduct allegations will continue, despite Bishop Saunders' retirement.
"Any complaint made against a member of the clergy is not abrogated because they retire or resign a position," he said.
"If that person is still on the books of the church, for want of a better phrase, then there's an active process that would still need to be fulfilled."
There is also the potential for the allegations to be subject to civil litigation, with at least one of the men who made a complaint against Bishop Saunders engaging lawyers to look at legal options.

Today on 28 August 2021, on the feast of Saint Augustine, the Holy Father, Pope Francis, has accepted the resignation of the Most Reverend Christopher Saunders as the Bishop of the Diocese of Broome.
Bishop Saunders was ordained as a priest of the Diocese of Broome on 28 August 1976. The Bishop was consecrated as the second Bishop of the Diocese of Broome on 8 February 1996. This year he has completed 45 years as a priest of the Kimberley mission and 25 years as the Bishop of the Diocese of Broome.
During his time in office Bishop Christopher initiated many pastoral and spiritual initiatives for the growth and betterment of the People of God in the Kimberley region. He has long established an active presence throughout the vast region and is well known to many people, Catholic and non-Catholic alike.
We wish Bishop Saunders an enjoyable and fruitful retirement. When the opportunity becomes available people will have the chance to farewell the Bishop.
On this same day, 28th August 2021, the Holy Father, Pope Francis, has appointed the Most Reverend Michael Morrissey, Bishop of Geraldton, as Apostolic Administrator of the Diocese of Broome, as an interim measure until such time as a new Bishop for Broome is appointed.
We welcome Bishop Michael and look forward to working with him for the wellbeing of the Broome Diocese.

WA Bishop Christopher Saunders steps down over 'serious sex abuse allegations'
West Australian Catholic Bishop Christopher Saunders has stood down from his senior role administering the Broome diocese amid claims of serious but undisclosed sex abuse allegations.
The Catholic Church in Perth issued a communique from the Vatican, dated 10 March, indicating that Bishop Saunders, 70, had "voluntarily stood aside from the ordinary administration of the diocese."
The church move was in response to a Channel Seven TV report that police have been investigating historic allegations by two men that they had been victims of sex abuse by Bishop Saunders.
According to the Seven report, WA police have interviewed past and present members of the Bishop's staff, including priests, who allegedly laid complaints against his behaviour. No charges have been laid against him.
WA Police minister Michelle Roberts confirmed to The Australian that she had "directly referred correspondence in relation to Bishop Saunders to police."
When confronted by a reporter in Broome outside his church, Bishop Saunders said: "Without any reservation, without any doubt whatsoever, that has never happened, and it never would happen."
He is one of the Kimberley's most prominent religious figures, respected as an advocate and outspoken commentator on indigenous affairs and education in the region.
He spent his early life at missions throughout the northwest of the state before moving to the Kimberley. He arrived in Broome as a deacon in 1975 before becoming a priest the following year.
He served at La Grange Mission, 200 kilometres south of Broome and then at Kalumburu Mission, in the far north Kimberley, until 1988. As Bishop, he has been a regular visitor to far-flung Aboriginal communities.
Former Broome mayor Ron Johnstone, a friend of the bishop, said the airing of the allegations would be "a shock to Broome and the Kimberley."
"Bishop Saunders is a visionary who has done fantastic work for the community," he said. "He is a generous spirit, and I will not desert him in his hour of need," he said.
