SICK: German Justice Minister Wants to Downgrade Possession and Distribution of Child P*rn From a Crime Into a Misdemeanor!
Germany's failing governing coalition is led by the most unpopular Chancellor of this century, Olaf Scholz.
And just when we thought that this government couldn't get any worse, it turns out it could - and much worse.
It was just 3 years ago when Germany decided to reform and strengthen Section 184b of the Criminal Code: then Justice Minister Christine Lambrecht oversaw the change that changed 'the distribution, acquisition and possession of child pornographic content' from a misdemeanor to a crime.
Now, there is a real risk of a year-long prison sentence.
Lambrecht's successor as Justice Minister, Marco Buschmann, wants to downgrade the offense to a misdemeanor again - and they are doing it with unconvincing justifications.
BILD reported:
"A corresponding draft law is to be passed by the cabinet: The minimum sentence will then be significantly less than one year in prison (the maximum sentence remains of up to ten years). The FDP man is thus responding to practical demands.
Lawyers, public prosecutors and judges complain that the tightening is unrealistic. Because: The judiciary complains that it has to increasingly investigate parents or teachers who find relevant material on children's cell phones and forward it to the police."
Judges complain that they have to pursue cases that don't belong in the criminal courts.
"Bavaria's Justice Minister Georg Eisenreich (53, CSU) explains to BILD: 'We want to prosecute child molesters, not parents who warn other parents about child pornography'."
Reporters from the German paper BILD decided to ask the Federal Ministry of Justice: 'In how many cases were parents or teachers actually investigated?'
The numbers are not available.
"There is criticism of the defusing. Rainer Becker, honorary chairman of German Children's Aid, says: 'What the Federal Minister of Justice has planned is a real hammer. His view is extremely friendly to perpetrators - that makes me very concerned'."
Buschmann is not even alone in his regrettable stance. German Interior Minister Nancy Faeser has also spoken out 'in favour of toning down legislation governing sexual offences in Germany'.

"'Tightened penalties have led to youths facing harsh charges if they share nude images with each other', Faeser told the newspapers of the Funke media group on Friday.
'It is more important to create awareness about the risks of sharing such private matters than to proceed with harsh criminal charges', Faeser asserted.
She said it is about priorities in this matter. 'The authorities would have the time and space to fight the actually bad offences happening'. Justice ministers at the federal and state levels are currently discussing potential changes."

EU country draws the line at fighter jets to Ukraine
Despite supporting the gift of Leopard tanks to Kiev, Germany's vice chancellor thinks planes are a step too far
German Vice Chancellor Robert Habeck has warned against supplying fighter jets to Ukraine, arguing the step would "probably" be crossing a line and risk drawing Berlin into direct conflict with Moscow.
"There is a difference between battle tanks and fighter jets," he told a TV host on Tuesday.
Habeck was a strong proponent of sending German-made Leopard 2 tanks to Kiev, and saw his wishes prevail over those of former Defense Minister Christine Lambrecht, who was replaced with Habeck's own pick, Boris Pistorius. Germany last week announced it will provide 14 Leopard 2 tanks to Kiev. Poland will supply another 14, Spain will offer between four and six, and Norway will contribute up to eight and some parts.
However, even including anAmerican pledge of 31 M1 Abrams tanks, current allocations barely meet a third of Ukraine's demands for 300 new tanks, and the machines are not expected to be delivered until the autumn. The Russian ambassador to Germany, Sergey Nechaev, condemned Berlin's gift of the Leopards as "highly dangerous" and warned it "takes the conflict to a new level of confrontation."
Despite Berlin's hesitance to supply Kiev with fighter jets, an adviser to Ukrainian President Vladimir Zelensky claimed on Wednesday that talks were already underway to provide their military with "attack aircraft."Former UK Prime Minister Boris Johnson has urged his erstwhile colleagues to fork over their fighter planes "as fast as possible," even as the current British leadership joined Habeck and US President Joe Biden in saying no to their ally's latest demand.

Annalena Baerbock made the admission in a debate with EU colleagues, pushing for the delivery of tanks to Kiev
Arguing in favor of sending tanks to Kiev, German Foreign Minister Annalena Baerbock said EU countries were fighting a war against Russia. US and EU officials have previously gone out of their way to claim they were not a party to the conflict in Ukraine.
"And therefore I've said already in the last days - yes, we have to do more to defend Ukraine. Yes, we have to do more also on tanks," Baerbock said during a debate at the Parliamentary Assembly of the Council of Europe (PACE) on Tuesday. "But the most important and the crucial part is that we do it together and that we do not do the blame game in Europe, because we are fighting a war against Russia and not against each other."
While Chancellor Olaf Scholz has insisted that Germany ought to support Ukraine but avoid direct confrontation with Russia, his coalition partner Baerbock has taken a more hawkish position. According to German media, her Green Party has been in favor of sending Leopard 2 tanks to Kiev, and eventually managed to pressure Scholz into agreeing. Defense Minister Christine Lambrecht, who was reluctant to send tanks to Ukraine, was pushed to resign.

Germany Says US Must Lead Way On Tanks For Ukraine, As GOP Also Piles On Pressure
Germany just upped the pressure on the Biden administration regarding growing calls to send Ukraine M1 Abrams tanks, which the White House has thus far resisted, fearing further escalation with Russia.
It comes as Germany just appointed a new defense minister, Boris Pistorius, after scandal-plagued Christine Lambrecht resigned the day prior, after also long being accused of representing weakness on arming Ukraine. The Scholz government said it will be up for the new defense minister to mull the question of tanks for Ukraine, as Kiev's pleas grow louder.
"Germany won't allow allies to ship German-made tanks to Ukraine to help its defense against Russia nor send its own systems unless the U.S. agrees to send American-made battle tanks, senior German officials said on Wednesday," according to fresh Wall Street Journal reporting.
Multiple NATO countries have now expressed their willingness to send the highly sophisticated German-made Leopard tanks to Ukraine, namely, Poland, Denmark and Finland - but Berlin has to sign off on it first.
This month has witnessed for the first time in the 11-month long war growing political momentum to ship Western-made heavy tanks to the Ukrainian battlefield, instead of the infantry carriers and Soviet tanks thus far supplied.
The German reluctance in approval comes after the opening months of the Russian invasion triggered an about-face in German foreign policy, as Berlin has now abandoned its historic neutrality. "One can't differentiate between direct exports (of German-made tanks) and exports by third countries," a senior German official was quoted in the WSJ report as explaining of Berlin's stance.
But it seems Germany is now clearly signaling that Washington must lead the way in opening the flood gates of a heavy weapons system as significant as tanks onto the Ukraine battlefield. But perhaps it's also calling a US bluff of sorts, essentially telling Biden: 'wanna talk big on Ukraine?… you first'.
The timing of the WSJ's German tank story is interesting, also given the same day top Republican committee chairs in Congress are ramping up the pressure on Biden, demanding that the US approve what are widely seen as 'weapons needed to win' against Russia.

The prime minister of Poland has urged Germany to send tanks to Ukraine
Ukraine's defeat may lead to a Third World War, meaning Germany and other NATO countries must step up and send Kiev more weapons, Polish Prime Minister Mateusz Morawiecki claimed on Monday.
Speaking in Berlin at a celebration of German politician Wolfgang Schauble's 50-year career, Morawiecki insisted that Germany must allow the delivery of Leopard 2 tanks to Ukraine. Poland and Finland have promised Kiev the tanks, but need formal German permission to actually hand them over.
"Today Ukrainians are fighting not only for their freedom, but also in defense of Europe," Morawiecki insisted. "I call on the German government to act decisively and deliver all types of weapons to Ukraine."
"The defeat of Ukraine may become a prelude to World War III, so today there is no reason to block support for Kiev and postpone matters indefinitely," he added.
The Polish PM also spoke of "Ukrainian blood being shed" to prevent what he claimed could be a Russian attack on other EU countries. Last week, Ukrainian Defense Minister Aleksey Reznikov said in an interview that Ukraine was shedding blood to carry out "NATO's mission," so the US-led bloc ought to supply it with weapons.
Germany has about 110 Leopard tanks that it could potentially hand over to Ukraine - 88 of which are the old Leopard 1s - but actually making them fit for service would cost hundreds of millions of euros and take about a year, Rheinmetall CEO Armin Papperger claimed in an interview over the weekend.
Moscow has repeatedly warned the West that sending weapons to Kiev prolongs the conflict but will not change its outcome. German tanks "will burn like the rest" of Western weapons, Kremlin spokesman Dmitry Peskov said Monday.
Morawiecki's visit came on the same day German Defense Minister Christine Lambrecht confirmed she was stepping down. Germany has pledged to begin the deployment of a Bundeswehr-operated Patriot air defense battery to Poland. That move was arranged after a Ukrainian missile struck a Polish village in November, killing two civilians. Warsaw ended up having to debunk Kiev's claims that the missile had been Russian.

German defense minister resigns
Christine Lambrecht had been repeatedly criticized over a series of recent gaffes
German Chancellor Olaf Scholz has accepted the resignation of Defense Minister Christine Lambrecht, government spokeswoman Christiane Hoffmann confirmed on Monday. Lambrecht will continue to serve in an acting capacity pending the appointment of her successor.
The minister made the decision as a result of "months-long media focus on [her] persona," according to her resignation letter, as quoted by the German press. This attention "hardly allows factual coverage about the soldiers, the Bundeswehr, and setting a course for security policy in the interest of German citizens," she explained.
Lambrecht added that the "valuable work" of military personnel and "many motivated people" should take center stage instead.
The minister's critics had insisted for some time that she had failed to develop a genuine interest for the military, and had not demonstrated the level of leadership needed for the position of defense minister.
The official's reputation was further damaged when she posted a New Year's Eve address on Instagram, in which she said the Ukraine conflict had given her many "special impressions" and allowed her to meet many "interesting and great people." In the video, her words were repeatedly drowned out by the sound of fireworks in the background.
Critics were quick to pan Lambrecht's speech as "embarrassing" and "inappropriate."
Others criticized her for a lack of enthusiasm for the continued supply of German-made heavy weapons to Ukraine.
However, Chancellor Scholz had backed Lambrecht as recently as last month, when he described her as a "first-class defense minister."
On Friday, reports appeared in Germany's SZ and Bild newspapers, suggesting the minister was going to step down in the coming days. The two outlets, citing sources close to the politician, claimed that Lambrecht had by then already discussed her decision with Scholz.

German Defense Minister Christine Lambrecht on Monday tendered her resignation, amid scrutiny over Berlin's response to the war in Ukraine.
"Today I asked the Chancellor to be released from the role of defence minister," Lambrecht said in a statement, according to a CNBC translation.
Her stepdown comes as Germany mulls whether to approve an increase in military support to Ukraine in order to help Kyiv's armed forces prevail against the Russian onslaught.
"The focus from the media over months on my person hardly allows for objective reporting and discussion about the soldiers, the armed forces and the course for security policy in the interest of Germany's citizens," Lambrecht said.
"The valuable work of the soldiers and the many motivated people in the industry needs to be at the forefront. I therefore decided to make my post available," she added. "I thank everyone who engages themselves for our security every day and sincerely wish them the best of luck for the future."
Lambrecht, a senior lawmaker in German Chancellor Olaf Scholz's Social Democratic Party, had faced sustained pressure over her credibility to lead the country's armed forces.
Multiple media outlets reported over the weekend that Lambrecht's resignation could be imminent, following a series of missteps.

The call follows a scandal triggered by Christine Lambrecht's NYE greetings
The leaders of Germany's largest opposition party - the conservative Christian Democratic Union (CDU) - and their Bavarian allies, have demanded Defense Minister Christine Lambrecht be fired amid a scandal over her New Year's Eve address.
Lambrecht has landed in hot water over her comments on Instagram that the conflict in Ukraine had brought her many "special impressions" and allowed to meet many "interesting and great people." Her speech was immediately lambasted by opposition politicians and journalists as "embarrassing" and "inappropriate."
"Every hour that Ms. Lambrecht remains in office weakens the authority of the federal chancellor," Friedrich Merz, the leader of the CDU, told the German newspaper Merkur on Wednesday. "The whole of Germany is just shaking its head, not just our soldiers," he said, adding that "defense experts around the world are speechless over how embarrassing and lacking in expertise a minister in our country can appear in public."
That sentiment was echoed by Markus Soeder, the leader of the Bavarian Christian Social Union (CSU) - the CDU's longstanding ally.
"This minister must finally resign - or be fired,"Soeder told Merkur, adding that "our soldiers did not deserve this minister." The CSU leader also said that Chancellor Olaf Scholz must "solve this personnel problem" since it was he, who appointed Lambrecht in the first place.
Lambrecht herself has so far not commented on the scandal. The federal government has also declined to make a statement. "I don't see any reason to evaluate this now," deputy government spokesperson Christiane Hoffmann told journalists amid the outcry. Scholz previously defended Lambrecht by highlighting her as a "first-class defense minister" in December.
The opposition now accuses the chancellor of intentionally seeking to further weaken the German armed forces by appointing such a defense chief. Lambrecht was supposed to continue the policy devised by Scholz's Social Democrats for "the unloved child - the Bundeswehr," Merz told Merkur, claiming it was planned thatthe German army should stay "inconspicuous, unambitious and with an ever-decreasing budget."
"That's what the then Federal Minister of Finance, Olaf Scholz, had intended in the financial planning for the Bundeswehr," he added, referring to the chancellor's position in the cabinet of his predecessor, Angela Merkel.

Puma tanks unusable: Is Germany's military unfit for action?
The German military faced yet another PR disaster on Monday after reports emerged over the weekend that a training exercise involving one of its key weapons, the Puma tank, left not a single one operational.
The conservative opposition was quick to jump on the news as supposed evidence of Chancellor Olaf Scholz's mismanagement of the Bundeswehr, particularly under the control of Defense Minister Christine Lambrecht.
"It's a nightmare," Christian Democrat (CDU) parliamentary group leader Johann Wadephul told the ARD broadcaster. "The Puma is supposed to be a main weapon system of the German army. And if the Puma is not operational, then the army is not operational."
"The criticism from parliament is entirely justified," Lambrecht said in statement released Monday. "Our troops must be able to rely on weapon systems being robust and stable in combat."
Lambrecht said she had commissioned the relevant departments of the military and manufacturers Krauss-Maffei Wegmann and Rheinmetall to provide her with an analysis of what has gone wrong by the end of next week. The older Marder tanks will be used in NATO exercises for now, as had already been planned, she said.
The highly complex Pumas, which cost ?17 million ($18 million) each, took over a decade to develop. Originally green-lit in 2002, the tank was meant to replace the older Marders, which Germany has been using since the 1970s. But the Puma was plagued with technical issues, including a leaky roof hatch, restricted sight-lines for the driver, and electronics issues. even when completed in 2015, not all the Pumas could be used.
Bullets running out
The new debacle comes on top of several alarming headlines in the German media recently about the state of the country's military. These suggested the Bundeswehr only has enough ammunition for two days of intense fighting - a figure apparently leaked by unnamed sources in defense circles.
If this is true (and such information cannot be confirmed, as it is a state secret), German ammunition supplies are well below the standards expected by NATO, which requires each member to have 30 days' worth of ammunition. To make up that shortfall alone, defense experts say Germany needs to invest another ?20 - ?30 billion.

Germany's Federal Ministry of Finance has reportedly rejected an urgent call by Defense Minister Christine Lambrecht for more money to deal with a massive ammunition shortfall in the country's military.
In a letter seen by the German Press Agency (DPA), Finance State Secretary Steffen Saebisch said there appeared to be a "different perception" as to the cause of the ammunition crisis among munitions manufacturers.
The finance ministry's response comes after the SPD's Lambrecht had reportedly written to her coalition partner, Federal Finance Minister Christian Lindner of the FDP, demanding more funds.
While Lambrecht blamed a lack of funding for the ammunition shortfall and requested more money "immediately in a significant amount," Saebisch said industry representatives believed the sluggish availability of equipment and ammunition was 'not due to a lack of budgetary funds' but to the defense ministry's "complicated, sometimes non-transparent and inconsistent" ordering processes.
The finance ministry did commit, however, to supporting the defense ministry in "improving their planning processes."
For one, Saebisch recommended Lambrecht engage in talks with the arms industry and have a "sufficiently concrete exchange of information" with manufacturers, as well as "realistic and continuous monitoring" of funding requirements.
Last month, the Bundestag's commissioner for the armed forces, Eva Hoegl, warned that the country's military was facing severe ammunition shortages and said it would cost ?20 billion to replenish stocks.
In October, Business Insider also reported that the German military only had ammunition for one or two days of fighting, citing defense industry and parliamentary sources. While the problem has existed for years, the outlet said it was exacerbated when Germany began providing weapons to Ukraine, the outlet claimed.
The German coalition's rift over weapons comes amid reports that arms transfers to Ukraine have left most NATO nations' stockpiles strained. The New York Times said this week that smaller countries had "exhausted their potential" to supply Kiev with more arms and at least 20 of the block's 30 members were "pretty tapped out."

The defense ministry ordered troops to "cut off" the letters associated with the infamous Nazi organization
The German Defense Ministry was forced into damage-control mode last week after uniforms bearing the initials 'SS' were delivered to thousands of soldiers.
The controversial abbreviation merely stood for the uniform size, identified as 'S-Short' by the Bild tabloid, which branded the incident a "mega fail." Despite the innocent meaning of the SS on the uniforms, the letters were still a no-go for the German Armed Forces, given the strong association with the infamous Nazi "Schutzstaffel" (Protection Squadron) unit.
A paramilitary wing of the Nazis, the SS grew into a major force responsible for state security surveillance and Nazi terror policies, including running concentration and extermination camps, where millions of people perished. It was declared a criminal organization at the post-war Nuremberg trials.
The soldiers who refused the uniforms were instructed to get rid of the letters themselves. According to Bild, Defense Minister Christine Lambrecht ordered the troops to either completely "cut off" the labels containing the letters, or just to cut out the part with the size designation.
Only "a few hundred soldiers" were affected by the incident, a spokesman for the German Armed Forces - the Bundeswehr - told Berliner Zeitung, adding that some manufacturers had failed to comply with the Bundeswehr requirement to use "S-Short" instead of "SS."
The minister's reaction was, however, met with criticism by some MPs, who said Lambrecht should focus on more pressing matters instead of chasing the shadows of the past.
"You have to ask yourself why such incidents only ever happen in the Bundeswehr," a member of the German Bundestag's Defense Committee said, calling on the defense minister not to "overdo it" and "finally get down to important tasks, like armaments and modernization."
According to Bild, the controversial garments were part of a large procurement ordered by the defense ministry, which included 313,000 "combat clothing sets" as well as hundreds of thousands of helmets and sleeping bags, at a cost of ? 2.3 billion ($2.41 billion).
The ministry told the The Times newspaper on Monday that it was aware the incident looks "very strange" to the public and that it is still in contact with the manufacturer to "investigate what happened."

German top officials disagree on 'war with Putin'
Health minister Karl Lauterbach said Berlin is locked in a direct conflict and Defense Minister Lambrecht promptly denies that this is so
Two federal ministers in the German government have offered mutually exclusive assessments over whether Germany is at war with Russia. The difference of opinion became obvious after health minister Karl Lauterbach claimed Berlin was a belligerent nation pitted against Russian President Vladimir Putin.
On Saturday, Lauterbach took to Twitter, inquiring: "Seriously: What on earth should kneeling before Putin bring now?"
"We are at war with Putin and not his psychotherapists," the official went on.
He insisted that Germany's focus should be on ensuring Ukraine's victory on the battlefield.
According to Lauterbach, "whether Putin's psyche can handle that is irrelevant."
The tweet came in response to a suggestion made earlier byphilosopher David Precht, who argued that individual NATO member states should give Russia guarantees that Ukraine will not join the military alliance. Precht suggested this would open the door to peace talks between Moscow and Kiev.
Defense minister Christine Lambrecht, however, was quick to qualify her colleague's remark.
She reiterated that "it is completely clear - both for the German federal government and for the whole of NATO - we won't become a war party."
Appearing on Sunday on ARD news channel's Report from Berlin program, Lambrecht stressed that not letting Germany be dragged into the Ukraine conflict has been Berlin's guiding principle since the start of Russia's offensive against its neighbor.
"And nothing has changed in that respect," the minister added.
Following criticisms, Lauterbach clarified on Tuesday that he actually believes that Germany is "of course not a war party," though it does stand "fully on the side of the Ukrainians," including with regard to weapons shipments.
Incidentally, the country's finance minister Christian Lindner has also used somewhat similar wording to Lauterbach's.
On Friday, the official posted a tweet suggesting that Germany is currently in an "energy war" which calls for an "All-In strategy." Lindner advocated extending the operational lives of all "available nuclear power plants" in the country to keep its economy afloat.
Russian officials, in turn, make a point of referring to the ongoing armed conflict with Ukraine as a "special military operation," rather than a war.

Germany will do everything to avoid NATO becoming a direct party in the Russia-Ukraine conflict, Foreign Minister Annalena Baerbock has said. Her remarks came after Kiev requested to become an official member of the US-led military bloc.
"We have made it clear from day one that we have a responsibility to ensure that the war does not spread to other countries, that NATO does not itself become a party in the war. And that remains true today," Baerbock told the broadcaster ARD on Friday evening.
"We are doing everything we can to ensure that other countries and NATO are not drawn into this war," she added.
The minister reiterated, however, that Berlin will continue to "support Ukraine, including by [sending] heavy weapons, in its right to self-defense."
German Defense Minister Christine Lambrecht said the decision on Ukraine's membership would ultimately be made jointly by all NATO members. "Germany will not do it alone," she stated.
Ukraine formally applied to join NATO on Friday. President Vladimir Zelensky argued that Kiev and the bloc's members are already "de facto allies" and asked for accelerated admission.
NATO Secretary General Jens Stoltenberg said that the bloc supports Ukraine's right to choose its alliances, but the issue of its membership will be decided by a consensus of all 30 existing member states.

Ukraine makes decision on mobilization
Kiev will not call up additional troops in response to Russia's partial mobilization, a presidential adviser said
Ukraine will not announce additional mobilization in response to the referendums on joining Russia currently underway in the eastern part of the country, Mikhail Podolyak, adviser to Ukrainian President Vladimir Zelensky, told German TV program Tagesschau on Monday.
"We have already created reserves through the territorial defense system and will actively use these reserves. We should not announce additional mobilization today," he told the outlet. "We have everything, and we are ready for more Russian troops." (Kek)
Podolyak insisted Ukraine was losing far fewer soldiers than Russia, echoing the words of Zelensky, who said last week that his army was suffering at least 50 daily casualties but that Russian losses dwarfed that figure by a factor of five. Russian Defense Minister Sergey Shoigu had announced just days earlier that, while Russia has lost 6,000 troops since the beginning of the offensive in February, Ukraine has lost about 61,000. According to the Ukrainian side, about 55,000 Russian soldiers have been killed. According to the CIA, by the end of July Russia had lost more than 15,000 troops in Ukraine. British intelligence reported 20,000 deaths back in June.
The Ukrainian presidential adviser also claimed Russia uses 90% of its firepower destroying critical and civilian infrastructure and the civilians who need it, blaming its military for wiping out 1,200 settlements in areas Kiev has been shelling for eight years. Amnesty International had earlier criticized Ukraine for stationing its soldiers inside residential buildings, schools and hospitals, denouncing the use of civilians as human shields as a violation of international humanitarian law.
While Ukraine may not need additional manpower just yet, Podolyak said, a military victory would require tanks - and not the low-budget Soviet variety, either. Only "Western-style machines such as the Leopard 2" will do, he told his German audience.
Ukraine and Germany have locked horns over Berlin's refusal to supply Leopards, with German Defense Minister Christine Lambrecht declaring earlier this month that her country had reached its limit for supplying military aid, and could not give away more weapons without endangering its own security. Germany has already delivered Singer anti-aircraft missile systems, Gerard anti-aircraft gun tanks, and Panzerhaubitze 2000 self-propelled howitzers to Ukraine, but Kiev - and even some German officials - are unsatisfied with anything short of the Leopards.
Referendums on joining Russia are underway in the Russian-controlled eastern regions of Kherson and Zaporozhye as well as the independent Donbass republics of Donetsk and Lugansk. Moscow announced a partial mobilization last week.

US tanks 'absolutely on the table' for Ukraine: Pentagon
The United States may give "NATO compatible" tanks to the Ukrainian military to replace outdated Soviet-era equipment as Kiev continues to press for a constant stream of Western weapons despite severe fighting with Russian troops, according to a senior Pentagon official.
The defense employee was questioned by reporters at an unnamed briefing on Monday about whether the White House would take into account heavy armor in future aid packages to Ukraine, adding that Ukrainian MPs had just traveled to the US capital to specifically demand tanks.
"Tanks are absolutely on the table along with other areas," the official said, noting that while Ukrainian troops are more familiar with "Soviet type tanks," the Pentagon recognizes "that there will be a day when they may want to transition and may need to transition to NATO compatible models."
When questioned about whether Western tanks would be part of the next arms shipments, the official said that would depend on how quickly Ukrainian forces could be trained to operate and maintain the vehicles, but added that the Joe Biden administration is "definitely receptive" to the notion.
Last week, the White House revealed a $600 million security package to Kiev, marking Biden's 21st Presidential weapons drawdown for Ukraine. The package includes additional rounds for US-provided High Mobility Artillery Rocket Systems (HIMARS), 36,000 artillery shells, 1,000 precision-guided munitions, anda number of tansport vehicles and small arms.
Washington has increased its armament supplies throughout the crisis, eventually deciding to give long-range artillery platforms and multi-launch rocket systems like the HIMARS months into the conflict. The Pentagon has chosen instead to enable the transfer of equipment from third nations like Poland and the Czech Republic rather than providing some of the most advanced weaponry now used by the US military, such as heavy armor or fighter jets.
Ukrainian leaders continue to demand heavier weapons, despite the fact that Biden has approved more than $15 billion in direct military aid to Ukraine since Russia sent soldiers there in late February. Kiev has recently asked Germany for Leopard battle tanks, Marder infantry combat vehicles, and Gepard anti-aircraft tanks in addition to American armor, but Berlin has been hesitant to comply.
"No country has delivered Western-built infantry fighting vehicles or main battle tanks so far," German Defense Minister Christine Lambrecht said in an event last week, adding "We have agreed with our partners that Germany will not take such action unilaterally."
The US defense official did not specify what kind of tanks the Pentagon considers for Ukraine, referring only to "NATO compatible models." Several M1 Abrams configurations are currently export-ready and serve as Washington's primary battle tank, according to the official.

The head of NATO's Military Committee, Admiral Rob Bauer, stated on Saturday that NATO began planning its expansion near Russia's borders several years ago.
Earlier on Saturday, the NATO Military Committee met in Estonia, where Supreme Allied Commander Europe General Christopher Cavoli outlined to NATO member countries his strategic considerations for NATO's efforts on the eastern flank, among other things.
"We're talking about the biggest overhaul of our military structures since 1949. The planning for that started several years ago, but now we're implementing it," Bauer said at a press conference.
NATO leaders agreed on a plan for a significant build-up of the alliance's forces at the end of June, on the eastern flank by 2023, amid Russia's military operation in Ukraine.
The alliance revealed plans to increase the number of prepared forces on the eastern flank to more than 300,000 soldiers in the near future. In addition, it intends to increase the composition of combat groups to the brigade level.
Moreover, NATO countries pledged to increase defense spending.
NATO is closely collaborating with the defense sector to restock its arsenal, which has been depleted as a result of the supply of armaments to Ukraine by the bloc, according to the NATO Secretary-General.
"NATO is working closely with defense industry in order to replenish stocks for the military equipment the allies have sent to Ukraine," Stoltenberg said on the sidelines of a forum organized by US magazine Foreign Policy, adding that NATO countries were also asking defense companies to ramp up their production.

Despite pledging more assistance, senior EU officials admit that there will most likely be a "crunch point" in the fall or early winter when EU countries begin to feel acute domestic economic pain as a result of the crisis.

Military officials from various NATO members argue, though, that most of their nations' stocks are reserved for the national armies, Der Spiegel says. The defense alliance has reportedly offered to replace the uniforms and equipment member states hand over to Kiev, using the so-called NATO trust fund, amounting to $40 million.

Germany has pledged an additional 200 million euros ($199.02 million) for Ukraine, though this time it's for aid programs for internally displaced refugees, claimed German Development Minister Svenja Schulze on Sunday.
Ukrainian Prime Minister Denys Shmyhal will visit Berlin on Monday to meet with German Chancellor Olaf Scholz and discuss the flow of more money into Ukraine.
"I will speak to Prime Minister Shmyhal about how we can continue to support the Ukrainian government in caring for the displaced people," Schulze said.
Schulze also claimed that the money was "intended to help the displaced people in Ukraine to continue to be able to provide for themselves with the essentials."
Data by the United Nations' International Organization for Migration showed that around seven million people have been internally displaced in Ukraine since the start of the war.
A German government official said last month the European Union sought to finance an aid package worth some 8 billion euros by September for Ukraine, which goes to show that the EU found it easier to finance arms than aid for refugees.
Despite pledging more assistance, senior EU officials admit that there will most likely be a "crunch point" in the fall or early winter when EU countries begin to feel acute domestic economic pain as a result of the crisis.

The German Armed Forces can't send any more weapons to Ukraine if they want to retain their ability to defend their own nation, Defense Minister Christine Lambrecht told the German government on Tuesday. As the defense minister, her focus is Germany's national security, she added.
"I have to admit, as the Minister of Defense, ... we are reaching the limits of what we can give away from the Bundeswehr [stocks]," Lambrecht told the cabinet during a meeting on Tuesday. The German Armed Forces - the Bundeswehr - must be able to "guarantee" security at the regional and national levels, she said, vowing to ensure that this "continues to be the case."
Germany has been supplying Kiev with various weapons since the onset of the conflict in Ukraine in February. Berlin has delivered Stinger anti-aircraft missile systems, Panzerhaubitze 2000 self-propelled howitzers, and Gepard anti-aircraft gun tanks to Ukraine, among other weapons.
Lambrecht had previously already said that the Bundeswehr's ability to supply Kiev with weapons was limited. Germany could not "give away much more," she warned as early as mid-July.
Meanwhile, the head of the German parliament's Defense Committee, Marie-Agnes Strack-Zimmermann, called on the government to continue to supply Ukraine from the Bundeswehr stocks. Germany will not be supplying weapons to Ukraine that would allow for strikes on Russian territory, German Chancellor Olaf Scholz said on Friday.
"I believe that this principle should be followed by everyone else," German newspaper T-Online quoted Scholz as saying.
The German Chancellor then underlined that Berlin's goal is preventing Russian President Vladimir Putin from "winning the war […] so that the sovereignty and territorial integrity of Ukraine is preserved."
"The President of the United States formulated this quite clearly: he said that he would not supply weapons with which to shell the territory of Russia. I consider this a principle that we all agree on. And therefore we look at what others are doing," he underlined.
"Germany will not act alone and will focus on the actions of its allies," Sholz noted.
With Berlin acting this way, the German leader explained, the ongoing war would be contained and would not escalate from a Ukraine war into a "completely different war."
During his first visit to the training program of Ukrainian soldiers in Germany, Scholz underscored that his country would continue supplying Ukraine with weapons.
He reiterated what his government had said regarding supplying Kiev with the Flakpanzer Gepard self-propelled anti-aircraft guns, howitzers, and the Iris-T infrared air-defense system. According to German Foreign Minister Annalena Baerbock, the Iris-T should be delivered to Ukraine in the coming weeks.
Baerbock had said Wednesday that Germany could not send more weapons to Ukraine from its own military stocks, because it was already facing serious equipment shortages.

"It is no longer possible to support the MINUSMA reconnaissance missions on an operational basis," the spokesman added.
The spokesman announced that without the new troops planned to "replace the French forces" withdrawing after Mali's discontent of France's violations in the country, "security on site is not assured" as the "remaining forces must be kept ready for security operations".
The flyover rights were refused despite assurances to the contrary from Malian Defense Minister Sadio Camara in a call with German counterpart Christine Lambrecht on Thursday, according to the spokesman.
Lambrecht said in a statement posted by her ministry on Twitter that "Camara's actions tell a different story than his words..."

Mars-II rocket system arrives in Ukraine from Germany
The rocket-launcher system is part of Berlin's latest weapons transfer to Kiev.
The third in a batch of Mars-II multiple-launch rocket systems (MLRS) from Germany has arrived in Ukraine, the country's Defense Minister Alexey Reznikov announced on Twitter on Monday.
"Third brother in the Long Hand family - MLRS MARS II from Germany - has arrived in Ukraine. Thank you to Germany and personally to my colleague #DefenceMinister Christine Lambrecht for these systems. Our artillerymen salute our German partners!" the minister tweeted.
The Mars-II is a German, Italian and French-developed modification to the US-made MLRS M270 multiple rocket launcher. According to the German company KMW, one of the system's producers, the Mars-II is capable of firing up to 12 missiles per minute with a range of over 70 kilometers. These missiles can be guided using a GPS or mine-ejecting missiles.
Berlin confirmed the shipment to Ukraine of the rocket systems last week, along with three PzH 2000 self-propelled howitzers, totaling ten such pieces of equipment. In her remarks last week on the subject, German Defense Minister Christine Lambrecht also spoke of five self-propelled 'Gepard' anti-aircraft guns, whereas Berlin had previously promised at least 30. Kyiv confirmed receiving three of them, along with "tens of thousands of rounds"of ammunition.

The office of German Chancellor Olaf Scholz is to blame for the arguably slow pace of weapons deliveries to Ukraine, the head of the Bundestag's defense committee, Marie-Agnes Strack-Zimmermann, has said.
"The narrowest point that slows down Germany's military commitment is, for whatever reason, the chancellery," the MP with the Free Democratic Party (FDP) said in an interview with the Bayern media group published on Saturday.
The conflict between Russia and Ukraine is set to continue, Strack-Zimmermann believes, and thus German politicians "should not relax" but should rather focus on speeding up the delivery of military aid to Ukraine. Berlin must fix the situation with the stalled deliveries by September-October, the MP warned.
The parliament, which is dominated by the so-called 'traffic light' coalition of the Social Democratic Party of Germany (SPD), FDP and Alliance 90/The Greens, is ready to take "responsibility" for helping Kiev, she asserted.
"This House is the linchpin of decisions. That's where the threads come together and that's where the signals are sent. We Free Democrats and many other MPs from the traffic light groups are ready to take on the responsibility accordingly," Strack-Zimmermann said.
While Berlin had previously sent thousands of portable anti-tank and anti-aircraft missile systems, ammunition, helmets and other equipment to Ukraine, it's been lagging far behind Kiev's top suppliers of heavy military hardware. So far, Germany has sent seven Panzerhaubitze (PzH) 2000 self-propelled howitzers and pledged a further three, and the Mars II, a European modification of the US-made MLRS M270 multiple rocket launcher.
It has also pledged some 30 Gepard anti-aircraft vehicles, the first of which were delivered this week. Earlier this month, however, German Defense Minister Christine Lambrecht said that the country's military stocks had limited capacity for sending weapons to Ukraine.
Despite the support demonstrated by Germany, Kiev - and former Ukrainian Ambassador Andrey Melnik in particular - have repeatedly criticized Berlin over what they have called a reluctance to send military aid to Ukraine and the overall slow pace of the deliveries.

Ukraine has received its first shipment of German 'Gepard' anti-aircraft systems, as well as thousands of rounds of suitable ammunition, according to a statement made by Defense Minister Aleksey Reznikov on Monday.
"We are waiting for the first 15 Gepards. Three have arrived in Ukraine today. They are already at the disposal of the Armed Forces of Ukraine," Reznikov said on national television. "These are anti-aircraft systems, for which tens of thousands of rounds of ammunition have been transferred to us."
Germany had previously promised to deliver at least 30 'Gepard' air-defense tanks to Ukraine. The first shipment of 15 tanks is expected to have arrived before the end of this month, while another 15 are to be delivered in August.
Monday's delivery marks the second time Germany has handed over heavy weapons to Ukraine after it transferred seven Panzerhaubitze (PzH) 2000 self-propelled armored howitzers along with other military hardware back in mid-June.
So far, Berlin has supplied the Ukrainian Armed Forces with 3,000 Panzerfaust 3 man-portable anti-tank rocket launchers, 14,900 anti-tank mines, 500 US-designed Stingers, and 2,700 Soviet-designed Strela man-portable anti-aircraft missiles. On top of that, 100 MG3 machine guns, 50 bunker-busting rockets for launchers, 21.8 million rounds of ammunition for light weapons, and 100,000 hand grenades have also been delivered, among other items.
Despite Berlin consistently providing Kiev with assorted weaponry since the beginning of Russia's military operation in February, however, some Ukrainian officials have continued to criticize the German government for lagging behind the US and the UK in terms of arms deliveries.
Meanwhile,German Defense Minister Christine Lambrecht has insisted that Berlin can't "give away much more," and that it would not send Kiev weapons at the expense of its own defense capabilities.
Russia has repeatedly warned the West against sending weapons to Kiev, saying this would only prolong the conflict, increase the number of casualties, and result in long-term consequences.
Moscow sent troops into Ukraine on February 24, citing Kiev's failure to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014. Former Ukrainian president Pyotr Poroshenko has since admitted that Kiev's main goal was to use the ceasefire to buy time and "create powerful armed forces."
In February 2022, the Kremlin recognized the Donbass republics as independent states and demanded that Ukraine officially declare itself a neutral country that will never join any Western military bloc. Kiev insists the Russian offensive was completely unprovoked.

German weapon stocks depleting, no longer able to provide to Ukraine
The German military is running out of weapons that can be sent to Ukraine, but Ukraine may still rely on Germany's assistance in the future, according to German Defense Minister Christine Lambrecht, as reported by Germany's DPA news agency.
"We are unable to send many [weapons] from the Bundeswehr," Lambrecht said.
The minister also said that Oleksii Reznikov, her Ukrainian counterpart, was already informed about the limited capacities of the Bundeswehr, as the German minister added that Ukraine may still rely on German assistance in the future.
Earlier this month, the Federal Ministry for Economic Affairs and Climate Action announced that Ukraine became the second largest importer of German weapons after Berlin approved the exporting of $584 million worth of weaponry to Ukraine within the first 6 months of 2022.
BMWK said in a report that the German cabinet had approved a total of $4.31 billion in arms exports worldwide, a two-fold increase year on year.
The Netherlands still held first place in terms of arms exports from Germany, with arms deliveries amounting to $1.87 billion. Ukraine, on the other hand, came in second with approved exports averaging $584 million.
The European Union, NATO, and allies, including Ukraine and South Korea, accounted for 92% of all approved German arms export deals in the first half of the year - a total of $3.96 billion in agreed contracts.
For German arms-producing firms to sign defense contracts, they require the approval of the German cabinet. The number of concluded contracts, however, does not represent the actual arms supplies made during the said period since the deliveries could only be made after the government's approval and may take place after the reporting period.

Russia accuses Germany of "Russophobic hysteria"
Russia accused Wednesday Germany of anti-Russian sentiment in a statement on the anniversary of the invasion of the Soviet Union by Nazi troops in 1941.
"Russophobic hysteria is systematically fuelled by almost daily public attacks against our country by members of the German government," Russia's Foreign Ministry considered.
It pointed out that the authorities in Berlin "have recently been undermining the process of historical reconciliation between Russians and Germans" after World War II.
The Russian Foreign Ministry indicated that Berlin "jeopardizes the results of the efforts made by Russia and Germany for decades to overcome post-war enmity, hostility and distrust between the peoples of our countries."
It said "the anti-Russian propaganda campaign" has provoked "unmotivated aggression bordering on mass psychosis" against Russians and Russian speakers in Germany.
The ministry also accused NATO member Germany of building up its military presence near Russia's western borders, "bringing to mind the most bitter periods of Russian-German relations for our people, including the events preceding May 1945."
Earlier on Wednesday, Russian President Vladimir Putin laid flowers at the Tomb of the Unknown Soldier outside the Kremlin wall in Moscow on the anniversary of the Nazi invasion of the Soviet Union in 1941.
Last week Russia's energy giant Gazprom cut gas supplies to Germany via the Nord Stream pipeline, citing delayed repairs, a move Berlin called an "economic attack".

The West has been sending arms to Kiev even before the Ukraine war broke out, alleging that it was to help the country against Moscow. However, Ukraine has long been complaining that it had only received a fraction of what it needed, clamoring for heavy weaponry.
Russian Ambassador to the United Nations Vassily Nebenzia had warned in early June that the weapon systems the West was delivering to Ukraine were ending up on the black market "thanks to well-known, incredible corruption of Ukrainian officials," making it possible for international terrorist organizations to purchase such equipment.
"A very simple internet search will show you that American Stingers are being sold for $7,000 a piece, and Javelins for $30,000 each," Nebenzia told the UNSC. "Of course, these sales won't be missed out by international terrorists, including those that act in Europe and America."
Earlier that week, the United States decided to provide High Mobility Artillery Rocket Systems (HIMARS) to Ukraine due to the nature of the conflict changing to an "artillery duel".
The HIMARSs were the centerpiece of a $700 million package in mid-June which includes "Javelin anti-tank missiles, Stinger antiaircraft missiles, powerful artillery and precision rocket systems, radars, unmanned aerial vehicles, Mi-17 helicopters, and ammunition," President Biden said.
In addition to the US package, which raised the total of supplies from Washington to Kiev to more than $5 billion since Biden took office last year, the United Kingdom said it was giving the Eastern European country US-made long-range M270 multiple launch rocket systems.
Russia has repeatedly warned the West, even via a formal diplomatic note, against continuing to send arms to Ukraine over the war in the country, with Moscow stressing that it would only exacerbate the situation.

On September 29, 2014, the OSCE Special Representative for Combating Trafficking in Human Beings Madina Jarbussynova claimed that the mass graves discovered in the Donbas contained bodies missing internal organs, who have most likely become victims of black-market transplant surgeons.
The OSCE issued a statement on 30 October 2014 saying that Jarbussynova's remarks had been taken out of context and she was merely citing two Russian NGO reports about the possible removal and sale of human organs in Eastern Ukraine. "The OSCE does not possess any evidence regarding possible organ harvesting in Eastern Ukraine," the statement said.
In 2015 a video was posted online with an interview of an American transplant surgeon "working" in Odessa, Donetsk, Slavyansk, and Kramatorsk, revealing blood-chilling details of the mass removal of organs in Ukraine.
In 2017, the Russian newspaper Moskovskyi Komsomolets ("MKRU") reported that the former deputy of the Verkhovna Rada of Ukraine, Volodymyr Oleinik, predicted a planned Ukrainian kidney donor transplant program due to begin in 2018 would "not only destroy public health but turn Ukraine into a black market transplant centre". The pilot transplant program was to start in Nezalezhnaya and would "turn Nezalezhnaya into a centre for transplant tourism from rich countries," Oleinik added.
At the time, Ukraine's Deputy Health Minister Oleksander Lynchevskyi refuted this and said that such claims are part and parcel of a larger Russian disinformation narrative, that Ukraine is establishing an organ transplant black market.
Recently, a video interview of a former SSU employee was posted to the Internet, saying that being in the war zone in Donbas he was attached to the special medical group in Kramatorsk called "First Aid Group." Since 2014 the group was engaged in the illegal removal of organs from injured Ukrainian troops in the vicinity of the Donetsk and Lugansk regions.
In early 2022 the German Minister of Defence, Christine Lambrecht, announced that Ukraine received a field hospital and a crematorium. Some media connected such a "gift" with a long well-oiled illegal business of selling organs of Ukrainian troops to the EU, the US, and Israel under the protection of SSU as indicated by many traits.

Politico says Biden's reluctance to give Ukraine high-powered rocket systems has become a source of consternation for Kiev
Ukrainian officials are becoming increasingly frustrated with the Biden administration's failure to supply Kiev with US-made long-range multiple launch rocket systems, Politico reported on Wednesday.
According to the article, citing three unnamed officials "familiar with the issue," even though the Ukrainian government has been soliciting the delivery of the US-made Multiple Launch Rocket System (MLRS) for months now, the White House is apparently still dragging its feet over the potential shipment, concerned it could be construed as a further escalation by the Kremlin.
A congressional staffer "with knowledge of discussions" held at the US Ramstein Air Base in April told Politico that the "momentum" seen during the talks "seems to have cooled" now, with "frustration building" in Kiev as a result.
An anonymous Biden administration official, in turn, confirmed to Politico that Washington and Kiev were "in active discussion" about the MLRS, noting, however, that not all of the weapons Ukraine was asking for could be delivered quickly.
The unnamed staffer went on to explain that the White House has to "make decisions about what weapons systems provide the biggest bang for the buck." With this in mind, the Biden administration reportedly decided that "it was more effective and efficient to send the 90 M777 [howitzers] because you can send more of them" for the amount of money allocated, compared to the MLRS.
While the US has had no problem shipping Soviet-era multiple launch rocket systems to Ukraine, which America's Eastern European allies have in abundance, Politico noted, Washington has stopped short of providing Kiev with artillery systems with longer range and greater destructive power, which wouldallow the Ukrainian military to hit targets inside Russia. According to the article, President Volodymyr Zelensky listed the M142 HIMARS and M270 MLRS multiple launch rocket systems among the weapons his country needs the most.
The M270 MLRS boasts a range of up to 70km, and over 165km with more advanced missiles. The more modern HIMARS can hit targets between 300 and 500km away.
Judging by reports in the German media, it is not only the US that Ukraine is unhappy with. Die Welt reported on Wednesday that last Friday, Ukrainian Foreign Minister Dmitry Kuleba took to task German Defense Minister Christine Lambrecht during a meeting of G7 foreign ministers in the country. In a private conversation with Lambrecht, Kuleba reportedly asked her for an honest answer regarding the delivery of the Gepard self-propelled anti-aircraft gun, which was promised to Kiev by Berlin earlier.
According to the report, the Ukrainian official demanded that either the missing ammunition for the vehicle be promptly arranged, or Germany would have to finally admit that the topic is off the table - in which case, Berlin would be expected to "focus on a new project." Unnamed Ukrainian sources told Die Welt that it had been a "difficult conversation" in which Kuleba became "really furious."
The Ukrainian foreign minister had reportedly told Lambrecht it is "not ok" to "declare something, knowing that there is no ammunition." Anonymous Ukrainian officials told the outlet that the German defense minister promised Kuleba that Berlin would continue looking for the missing ammunition in third countries.
When asked for comment, the German Defense Ministry declined to disclose any details, citing the private nature of the conversation.
The German government gave the green light to the delivery of Gepards to Ukraine in late April. However, there has not been any progress since. Kekkity!
During their meeting, Kuleba also reportedly urged Lambrecht to issue an export permit for the shipment of Leopard 1 tanks and Marder infantry fighting vehicles along with ammunition to Ukraine.
(So with all the bravado of US and EU sending massive weapons to Ukraine they are sending parts of equipment and missing other materials. Its almost like these countries are doing PR only.)

German Foreign Minister Annalena Baerbock confirmed during a visit to Kiev that her country, along with the Netherlands, will provide Ukraine with state-of-the-art heavy weapons, including the Panzerhaubitze 2000, and will begin training for the Ukrainian military "over the next few days."
Accompanied by her Dutch counterpart, Wopke Hoekstra for part of the visit to Ukraine, Baerbock said the seven howitzers Germany is giving Kiev to enable it "to protect its cities against future attacks" will arrive in Ukraine before the military training is complete. This way, she explained at a press conference with her Ukrainian counterpart, Dmitry Kuleba, the soldiers will be prepared to operate the equipment immediately after their return to the warzone from Germany.
Berlin's decision to send self-propelled howitzers to Ukraine, announced three days ago by Defense Minister Christine Lambrecht, marked yet another U-turn in Germany's post-Nazi policy of not sending heavy weapons to war zones.
"We will continue to support the European, free Ukraine. Humanitarian, financial, economic, technological, political and energy issues," Baerbock said.
Russia has consistently warned the West against "pumping up" Ukraine with weapons, saying it will only lead to a prolonging of the conflict and long-term problems. Moscow also made it clear that it would consider any foreign weapons within Ukraine as legitimate targets.
During her surprise trip to the conflict-torn country, Baerbock said that Germany stands "unchangeably on the side of the Ukrainians and free Kiev," adding that she is happy not only to announce the reopening of the German embassy in the capital, but to be able to say "free Kiev." The minister explained that "in the dark days after February 24," when Russia launched the military operation, the minister "had doubts about saying that phrase anytime soon."
Germany is committed to continuing its pressure on Russia, Baerbock said, as the EU now considers its sixth package of sanctions against the "aggressor."
"That's why we are reducing our dependence on Russian energy to zero with all consistency - and forever," she said.
However, the German minister had some disappointing news for Ukraine.Baerbock stressed that there would be "no shortcut" to EU accession, and while Ukraine would certainly receive "clear candidate status," there should be "no empty promises" on the way forward.
During her visit to Ukraine, Baerbock was welcomed by President Volodymyr Zelensky. Hoekstra also attended the meeting.
Earlier, Baerbock visited the battle-scarred Kiev suburb of Irpen and the town of Bucha, the site of alleged atrocities against civilians that Kiev attributes to Russian forces. Moscow has denied the accusations and says they are part of a Ukrainian "smear campaign" against its military.

The full text of the letter was published on the website of Germany's Emma magazine. The authors warn that such deliveries may lead to a third world war. That said, they express their support for Scholz's efforts on preventing the events in Ukraine from becoming a new global conflict.
"This is why we hope that you (the German chancellor - TASS) would recall your initial stance and won't directly or indirectly supply more heavy arms to Ukraine. On the contrary, we are urging you to do everything possible for the soonest attainment of a ceasefire, for a compromise that both sides can accept," the letter said.
That said, the authors stressed that the deliveries of large quantities of heavy weapons to Kiev would make Germany itself a party to the conflict which in turn is fraught with risks of a global war.

Germany warned about its role in Ukraine conflict
Providing training and arms deliveries to Ukrainian troops could make Germany a party to the war, an expert report says
If a nation provides "instructions or training" to a party to a conflict, including in using specific weapons in addition to supplying it with arms, this nation could lose its "safe" status as a neutral party in the conflict under international law,the panel of experts told German MPs in the report.
The weapons deliveries themselves do not pose such a risk under international law, the 12-page document issued back in mid-March says.
Berlin has brushed off the concerns, saying it does not believe it is crossing a red line by allowing Ukrainian troops to be trained at US bases on German soil. The government is well aware of the March report, spokesman Steffen Hebestreit told the media.
"We are convinced that the training of Ukrainian soldiers [in using] weapons systems in Germany still does not mean directly joining the war," he said.
Germany's government announced plans to supply Ukraine with self-propelled anti-aircraft guns last week. Defense Minister Christine Lambrecht also announced at the US' Ramstein base that Berlin would support the training of Ukrainian soldiers with Western artillery systems.
Ukrainian troops have reportedly been receiving military training on German soil for quite some time. In mid-April, the Pentagon announced it would provide training to Ukrainian troops in another country - and last Friday, the US military confirmed soldiers had been trained at its German bases.
The Bundeswehr - the German Armed Forces - and the Dutch military are also involved in this training process, according to the newspaper Die Zeit.
The German government has faced criticism from Left Party MPs who argue Berlin is pushing Europe into a large-scale conflict. The government and Bundestag have made Germany "an active party to the war" with the recent decisions, Left Party MP Zaklin Nastic told RND media group on Monday.
"The federal government is exposing the whole of Europe to a completely uncontrollable danger," she warned.
Two groups of politicians and public figures have recently separately addressed Chancellor Olaf Scholz with open letters urging Berlin to stop arms deliveries to Ukraine and contribute to negotiations between Kiev and Moscow instead.
The German government has so far not reacted to any of the letters. Initially reluctant to do so, Germany has been supplying Ukraine with arms together with other NATO nations almost since the start of Russia's military offensive in Ukraine. Berlin has mostly provided Ukraine with small arms, as well as portable anti-tank and anti-air missiles.
However, Germany's Rheinmetall defense company has also contemplated sending old Leopard 1 tanks to Ukraine. Berlin has also considered sending Marder infantry fighting vehicles.

Mark Milley and Defense Secretary Lloyd Austin - the latter fresh off his trip with Secretary of State Blinken to Kiev where they met with President Zelensky. Representing Ukraine at the Ramstein meeting was Defense Minister Oleksiy Reznikov.
As for Scholz's prior very clearly articulated warnings against sending items like tanks direct from Germany to the Ukrainians, here's what he told Spiegel in an interview published only last Friday…
"We need to do everything to avoid a direct military confrontation between NATO and a heavily armed superpower such as Russia, a nuclear power," the chancellor said at the time. "I will do everything to avoid an escalation that could lead to World War III - there can be no nuclear war."

Israel, Germany to expand bilateral defense and industrial cooperation
Berlin has increased its defense budget and has set up special fund to upgrade its armed forces
Israel's Defense Minister Benny Gantz discussed ways to expand bilateral ties with his German counterpart on Thursday.
Posting on Twitter, Gantz said that he spoke with German Defense Minister Christine Lambrecht "about the international effort to support Ukraine and its citizens. We also discussed ways to expand bilateral defense and industrial cooperation and agreed to meet soon in Israel."
Following Russia's invasion of Ukraine, Germany increased its defense budget to 2 percent of the GDP and said it would set up a special fund of ?100 billion in order to swiftly upgrade its armed forces.
As part of that, Reuters reported that the German Air Force will reportedly get 40 billion euros, 27 billion euros will be spent on upgrading command and control capabilities, the army will get 17 billion euros and the navy will receive 10 billion euros.
It is understood that Israel will play a key role in helping Germany's force buildup.
A leader in defense, the world has for many years looked to the Jewish State for security and intelligence and Israel's defense industry has leading international companies exporting to countries across the globe.
Military exports by Israel brought in $11.2 billion dollars last year with the largest distribution of Israeli defense exports in Europe with 41%-an increase from 30% in 2020.
At the beginning of the month, the head of the German Air Force Lt. Gen. Ingo Gerhartz told The Jerusalem Post that Berlin got the approval from Jerusalem and Washington to purchase the Arrow 3 missile defense system.
German legislators have in the past pushed to purchase Israel's Iron Dome system to ward off aerial threats, and Gerhartz told The Post that the Arrow 3 is the most relevant system for the threats facing the European nation.
"The Iron Dome is used for short-range threat and we have quite a capable industry back home and we will procure systems for that," said Gerhartz who was in Israel to attend the change of command ceremony of the Israel Air Force. "And for higher interceptors, we have the Patriot weapons system that we will modernize. If it means [threats at a range of ] 15,000km and then it is exoatmospheric we dont have anything and that is why I had a close look at the Arrow 3 and we are really interested in the system."
The purchase of the system, which has been pushed by Chancellor Olaf Scholz, "starts with the approval of Israel and the United States and they gave us the approval," Gerhartz said. "They gave us the approval that we can cooperate on it. But, we still have to talk about the details."
Defense industries have in recent years tried to sell Israel's high-quality combat-proven missile defense systems abroad with the government's permission.

New arms shipments to Ukraine announced
Berlin and Stockholm will send a combined 7,000 anti-tank weapons to Kiev
Sweden and Germany both announced on Wednesday that they will send thousands of anti-tank weapons to Ukraine. Both countries have flooded Ukraine with anti-armor weaponry, with Germany renouncing earlier commitments to pacifism in light of Russia's military offensive.
Swedish Foreign Minister Ann Linde said her country will send 5,000 anti-tank weapons to Ukraine, on top of the 5,000 already provided. Linde called the decision "historic."
Meanwhile, the German Press Agency reported that German Defense Minister Christine Lambrecht has asked the country's armed forces to provide 2,000 rocket-propelled grenades from its own stockpiles to Ukraine.

Germany's military has been in a state of dereliction for many years, and its troops are reportedly short on ammunition, equipment, and even boots. German Foreign Minister Annalena Baerbock told German lawmakers on Wednesday that while the country's military is low on supplies, the government will push arms manufacturers "for more deliveries being possible."
Both countries have promised to hike defense spending following the outbreak of war in Ukraine. Sweden, which has steadily increased its military budget since 2014, announced recently that it will boost spending to 2% of GDP "as soon as possible," an increase of around a third over its present level.
German Chancellor Olaf Scholz also announced last month that he'll hike defense spending to 2% of GDP and invest ?100 billion ($113 billion) in weaponry, including Israeli drones and American F-35 fighter jets.
NATO tasks its members with spending a minimum of 2% of GDP on defense, a target many fall short of. This shortfall was repeatedly criticized by former US President Donald Trump, who accused European nations, particularly Germany, of freeloading off of US military protection.
Unlike Germany, Sweden is not a member of NATO, and the government in Stockholm has said that it intends to remain out of the Cold War-era alliance.
It is unclear when and how the German and Swedish arms will be delivered to Ukraine. Russia has declared that it considers military supply convoys into Ukraine "legitimate targets," and Germany's government stated last week that details of such shipments will no longer be made public, presumably to avoid Russian intelligence tracking their route.

The 5,000 helmets Germany committed to sending to Ukraine last month are finally on their way to the Eastern European country on the second day of Russia's invasion.
On Jan. 26, Germany Defense Minister Christine Lambrecht announced Berlin would be sending the headgear to support Ukraine's armed forces.
At the time, Vitali Klitschko, the mayor of Kyiv - Ukraine's capital city - slammed the commitment as a joke.
"The behavior of the German government leaves me speechless," Klitschko, who was elected mayor of Kyiv in 2014, told German tabloid Bild, according to Reuters. "The defense ministry apparently hasn't realized that we are confronted with perfectly equipped Russian forces that can start another invasion of Ukraine at any time."
"What kind of support will Germany send next?" Klitschko added. "Pillows?"
On Friday, German media company Der Spiegel confirmed the shipment of helmets was now on its way to Ukraine. The handoff is expected to happen outside the country.
Unlike its fellow NATO allies including the United States, Germany said it would not send weapons to Ukraine despite the growing tensions with Russia.
"We are standing on Kyiv's side," Lambrecht said in an interview with the Welt am Sonntag newspaper. "We have to do everything to de-escalate. Currently, arms deliveries would not be helpful in this respect; there is agreement on this in the Germany government."
In January, German Chancellor Olaf Scholz reiterated the government's stance, saying: "In recent years, the German government has repeatedly decided not to supply lethal weapons. There are reasons for this, which are of course also based on all the developments of recent years and decades."
This week, Germany has moved forward with sanctions against Russia, including halting the certification of the Nord Stream 2 natural gas pipeline - which would have transported gas and fuel from directly Russia to Germany.
The shipment of helmets comes on the second day of Russian attacks in Ukraine, seizing control of multiple villages and cities, as well as the Chernobyl nuclear power plant.
While more than 100 people have died and hundreds more have been wounded, the US has observed at least 200 missile launches since the invasion began, according to a senior defense official.

Germany Ends Bundeswehr Mission In Syria, Extend Operations In Iraq
On January 12, the German Cabinet ended Syria's status as a site of military operations of the German Armed Forces, the Bundeswehr.
The German Air Force, the Luftwaffe, ended its operations over Syria around two years earlier. German fighter jets flew reconnaissance missions over the country until March 2020.
Germany remains a key member of the US-led coalition against ISIS. While the German Cabinet ended the Bundeswehr mission in Syria, its operations in Iraq were extended.
The Bundeswehr was allowed to keep a maximum of 500 personnel in Iraq up until October 31. Most of Germany's soldiers in the country are currently stationed in the northern region of Kurdistan.
The German military will provide "air refueling, air transport, air surveillance and situational awareness capabilities as well as staff," according to Foreign Minister Annalena Baerbock and Defence Minister Christine Lambrecht.
A German supply base in Jordan will also remain operational for the time being, likely to support the Bundeswehr's operations in Iraq.
The end of German military operations in Syria will weaken the position of the US-led coalition, who maintains troops in the northeastern and southeastern regions of country. It's worth noting that as for now coalition members France and the UK are still active in the country.

The German defense minister's recipe for de-escalating tensions boiled down to "diplomacy" paired with "credible deterrence" in response to what the West believes is Moscow's desire to invade Ukraine. The official, who was sworn in last week, said it was no coincidence that her first foreign visit in her new capacity was to Lithuania. She assured Anusauskas, that Berlin "understands the concerns of its Baltic allies who are feeling threatened."
Following talks that were dominated not only by the ongoing escalation over Ukraine but also by the migrant crisis on the Belarusian border, Lambrecht concluded that "NATO is ready to stand up for the security of its member states, in a determined and united way."

More German Politicians Resign over Face Masks Bribery Scandal
Another German politician joined the list of suspects in a corruption scandal involving the procurement of COVID-19 face masks that has rocked the country's conservatives and prompted the Bundestag to introduce a lobby register.
Niels Korte withdrew his candidacy for the Bundestag on Monday due to the media coverage of the mask affair which has implicated him in the bribery scheme. He denied the accusations, saying that they had "left him stunned."
Korte is the latest member of the Christian Social Union party, CSU, who has stepped down from a post because of the scandal that erupted at the end of February.
Last week Bavarian authorities arrested a person suspected of having bribed CSU members, including lawmakers, to broker face mask procurement deals. The statement by the Prosecution Office did not reveal the suspect's name, but German magazine Der Spiegel said the arrested person was Thomas Limberger, 53, an entrepreneur affiliated with the party.
Limberger reportedly used his companies to arrange the mask deals with the German government and pay commissions to the MPs who facilitated the contracts. The Sueddeutsche Zeitung cited reports claiming that between five and six million euros in commissions were supposed to be paid.
Among the suspects who have allegedly profited from the procurement deals are Georg Nüßlein, who resigned from his post at the CSU earlier this month but kept his seat in the Bundestag. He reportedly received a commission of 660,000 euros (US$800,000).
Another member of the CSU, Alfred Sauter, is believed to have received about 1.2 million euros ($1.4 million) in bribes. Both men have vehemently denied the allegations.
Additionally, the company of former lawmaker Nikolas Löbel also allegedly pocketed 250,000 euros ($295,000) in commissions as part of the mask affair. Löbel left the party and the Bundestag.
The German press has reported that the mask affair investigation originated from an alert from a bank in Liechtenstein, which found Limberger's transactions suspicious and blocked them.
In the light of the recent events, the Christian Democratic Union (CDU) and its sister party CSU drafted a series of ethical rules that their members are obliged to follow, which states, among several guidelines, that politicians are prohibited from accepting financial contributions.
The Bundestag, meanwhile, approved the introduction of a transparency register that will require lawmakers to declare any interests they represent in a public directory. The MPs will also have to reveal details about their lobbying work.
"With the introduction of a lobby register, we are finally creating an effective instrument for more transparency in legislation," said Justice Minister Christine Lambrecht from the Social Democratic Party, SPD.

Germany is investigating 30,000 suspects as part of a probe into an online paedophile network, the latest in a series of child sex abuse scandals that prompted authorities to promise a crackdown.
The probe began last October with the arrest of a suspected perpetrator in Bergisch Gladbach, near Cologne.
But investigators digging into the case have turned up a far bigger paedophile network than expected.
"I did not expect, not even remotely, the extent of child abuse on the internet," North Rhine-Westphalia's justice minister Peter Beisenbach told reporters on Monday.
What the investigation team had uncovered was "deeply disturbing", he said.
"We must recognise that child abuse on the internet is more widespread than we had previously thought."
The cyber crime office in North Rhine-Westphalia is now "investigating 30,000 unknown suspects" in the case linked to the city of Bergisch Gladbach, said Beisenbach.
"We want to drag perpetrators and supporters of child abuse out of the anonymity of the internet," he added.
Those being investigated are suspected of sharing "child and youth pornographic content" including "fictitious and/or real acts of abuse" in anonymous online discussion forums and chat groups, the cyber crime office ZAC NRW said in a statement.
To date, just over 70 suspects have been identified throughout Germany.
In May, the first offender - a 27-year-old soldier - was sentenced to 10 years in prison and placed in a psychiatric hospital for an indefinite period.
'Emotional murder'
Germany has been shocked at the discovery of several serious cases of child sex abuse over the past 18 months.
In early June, 11 people were arrested on suspicion of sexually abusing children and filming their actions after videos and photos were seized from the cellar of a 27-year-old man from the city of Muenster, also in North Rhine-Westphalia state.
Investigators said they had identified at least three victims, aged five, 10 and 12 years old.
Officials said then that investigative capacities on child abuse had been increased, which would likely lead to the discovery of more cases.
The case triggered calls from politicians to crack down on those using and sharing child pornography, with calls for it to be classed as a crime rather than just an offence.
"Child abuse cannot be punished like shoplifting. It is murder. Not physically but emotionally. Anyone who molests children must be punished as a criminal, fullstop," said North Rhine Westphalia interior minister Herbert Reul.
Justice Minister Christine Lambrecht in mid-June conceded offenders would in future receive a sentence of at least one year. "Anyone who commits such disgusting crimes must feel the full force of the law," she said.

The German Parliament has voted to make the public burning of the national flags of other countries a criminal offence. The burning of the German flag is already a criminal act.
The decision, which was made Thursday, also applies to defiling the European Union's anthem, Beethoven's "Ode to Joy" from his Ninth Symphony, according to a report by BBC News. It also applies to other forms of destroying a flag, such as by ripping it up.
Being convicted of desecrating these symbols is classified as a hate crime, and will be punishable by a prison sentence of up to three years.
The initiative to pass this legislation came after the Social Democrats complained about protesters burning the Israeli flag at a 2017 demonstration in Berlin.
Christine Lambrecht, Germany's Minister of Justice, said that the burning of flags in public does not contribute in any constructive way to peaceful protests, claiming that it stokes "hatred, anger, and aggression."
Germany's Right-wing Alternative for Germany party opposed the new legislation, saying that it interferes in the people's right to free speech and artistic expression.

Germany's Bundestag has approved a new law imposing a prison sentence of up to three years for damaging or destroying a European Union flag, in an effort to curb "hate".
The national parliament voted on Thursday to amend the criminal code to protect the European Union flag from being destroyed, damaged, or defaced. Punishments for contraventions of the law range from a fine or even a prison sentence of up to three years.
The vote follows months of debate on the law, and a previous session in parliament on protecting the EU flag from physical expressions of criticism in January. Reporting at the time, Germany's Deutsche Welle noted strong controversy around the subject, with some members insisting the burning of flags is a legitimate form of political speech and to ban it would be a curb on freedom of expression.
Various parties opposed the proposal at the time, including Die Linke (The Left Party), and the populist-right Alternative fur Deutschland (Alternative for Germany, AfD) who insisted that as the European Union is not a state, it does not deserve to be protected as one. Fabian Jacobi of the AfD said the real purpose of the law was to make "citizens to think twice about whether they dared to publicly criticize the EU", the report stated.
In the end, only the AfD voted against the ban, citing "excessive interference with freedom of expression".
Previously it had been a crime to burn a publicly displayed flag if, for instance, a foreign embassy was attacked. But if a private individual purchased a flag and set fire to it, that would not be a problem - until now.
Speaking in support of the change, Angela Merkel's justice minister Christine Lambrecht said burning a flag could not be a peaceful protest, and therefore should not be protected. Quite the opposite, in fact, as she said flag burning fuels "hatred, anger and aggression" and "hurts the feelings of many people", reports German newspaper Die Presse.
The report notes the change of the law closes a loophole in the German penal code, and means the EU flag now has equal protection to national flags.
These laws are part of a suite of laws in Germany where the government claims a monopoly on organising relations with foreign nations, with private citizens banned from a range of actions, ranging from burning flags to even insulting foreign politicians.
This has been used - and some have claimed, abused - by the German government in recent years against even artists who have satirised foreign leaders. Breitbart London reported in 2016 on the curious case of German television comedian Jan Böhmermann, who used his show to take aim at Turkish president Recep Tayyip Erdogan, mocking the Islamist for his treatment of journalists and minorities.
The Turkish government was so outraged by the comedian's behaviour that the German ambassador was summoned and demands Germany prosecute the comedian made.
The poem was banned in Germany that year after a court found just six of its 26 lines were legal, and Böhmermann faced up to five years in prison under paragraph 103 of the German criminal code, which forbids insulting a foreign head of state or diplomat, when the Merkel government gave the nod for the prosecution to proceed.
A counter case by the comedian claiming that his treatment amounted to state persecution was thrown out by a judge in 2019.

German Chancellor Angela Merkel was seen trembling once again during a ceremony in Berlin on Thursday, eight days after a similar incident.
Video showed Mrs Merkel, 64, gripping her arms as her body was shaking on Thursday. After about two minutes, she looked steadier and shook hands with the new justice minister.
She was offered a glass of water, but did not drink it.
Mrs Merkel had blamed the previous incident on dehydration.
She later set off for the G20 summit in Japan as planned at lunchtime.
"All is going ahead as planned. The federal chancellor is fine," spokesman Steffen Seibert said.
German news agency DPA said that despite the spell of very hot weather it was cool during the ceremony in Bellevue Castle, where President Frank-Walter Steinmeier was presenting Justice Minister Christine Lambrecht.
Last time, Mrs Merkel trembled while standing next to Ukraine President Volodymyr Zelensky in the hot sunshine. She said she had felt revived after drinking some water.

Government sources told German media there was nothing to worry about and, as she left for Osaka, her spokesman tweeted that she had "numerous bilateral talks planned with other heads of state and government".
However, Mrs Merkel did have an earlier bout of shaking in hot weather on a visit to Mexico in 2017, as she was attending a military honours ceremony.
She was given thorough medical checks and nothing was found to be wrong, reports said. There was no evidence, for example, of Parkinson's disease, for which uncontrollable tremors are a symptom.
Asked by the Focus website what might be wrong this time, leading Bavarian GP Jakob Berger said she would need to be checked out as soon as possible. He ruled out Parkinson's disease, as the trembling had been too pronounced. But he said "if she were my patient, I would definitely clarify the symptoms before the trip (to Japan)".
Another health specialist, Dr Christoph Specht, told German media that the chancellor may have contracted an infection, as shivering indicated an infection that was flaring up again. An infection was potentially the cause of something else, he said, and Mrs Merkel would need to be checked out.
What medical care does Merkel have?
The chancellor does not have a personal doctor, DPA reports, but she does have easy access to top medical care. Her office is right near the Charité hospital and the military hospital in Berlin, and the head of the chancellery is a qualified intensive care doctor.
A government spokesman refused to comment on any care she may have had, but it is likely she will have access to medical care on her trip to Japan, as a foreign ministry doctor always accompanies German delegations on major overseas visits.
Mrs Merkel is now in her fourth term as chancellor, a role she first began in November 2005. She has said she will leave politics when her current term ends in 2021.
She has been in good health while in office, and even worked from home after a knee operation in 2011; she suffered a fall while skiing in 2014. Her absences were only brief on those occasions. Her mother died earlier this year.
If she were found unable to fulfil her duties, Vice Chancellor Olaf Scholz would step in. He is currently the finance minister, and is in the centre-left Social Democratic Party (SPD), the CDU's coalition partner.
She has a reputation for remarkable stamina - during intensive late-night discussions at EU summits, for example.
She is Germany's third-longest serving post-war chancellor. The record was set by her centre-right Christian Democrat predecessor, Helmut Kohl (more than 16 years), and the second longest-serving chancellor was Konrad Adenauer (more than 14 years).

German parliament presses Merkel to extend insolvency waiver
Germany's upper house of parliament called on Monday for Chancellor Angela Merkel's government to extend a waiver on insolvency filings for firms hit by the coronavirus crisis. The provision, which is due to expire at the end of the month, has helped reduce the number of bankruptcies in Europe's largest economy through lockdown, with the Federal Statistics Office last week reporting a 31.9% year-on-year drop in October.
The Bundesrat upper house called unanimously in a resolution for an extension to the waiver, saying that without it healthy but indebted companies would be forced to file for insolvency "through no fault of their own".
Justice Minister Christine Lambrecht and the parliamentary group of the Social Democrats (SPD), junior partners in the ruling coalition, are also pushing for an extension. They have met resistance from Merkel's conservatives. Critics say Berlin risks impeding what economic liberals call "creative destruction", the term popularised in the 1940s by Austrian economist Joseph Schumpeter to describe unviable firms folding to make way for more dynamic newcomers.
The issue is knowing how to distinguish the zombies, generally defined as companies which would anyway struggle to cover their interest payments, from essentially healthy firms that have run into temporary trouble. Germany's central bank, the Bundesbank, said on Monday the economy is managing to stay afloat but could suffer a "sizeable setback" if coronavirus curbs are extended again.
Merkel wants "very fast action" to counter the spread of COVID-19 mutations and has brought forward a meeting with regional leaders to Tuesday to discuss tougher restrictions.

During a visit to the West African country of Niger, German Defence Minister Christine Lambrecht promised her country's continued support in the fight against terrorism in the Sahel region. She said it is Europe and Germany's responsibility to maintain a presence in the Sahel, a vast region that stretches across northern parts of Africa and which is home to numerous terrorist groups. In a major reversal following Chancellor Olaf Scholz only days ago voicing strong resistance, it appears Berlin has bowed to the mounting pressure among allies and approved new tank deliveries to Ukraine from Germany's own stock, which Scholz had previously said was depleted.
The German Ministry of Defense announced Tuesday that delivery of Gepard anti-aircraft tanks to Ukraine has been approved. As part of Scholz's earlier rejection of sending heavy weapons systems, he had cited the potential for the West and Russia sliding into a WW3 and nuclear war scenario.
Axios reports that "The new shipment of the German-made Flakpanzer Gepard was announced by Germany's Minister of Defense Christine Lambrecht during a meeting with more than 30 defense officials from dozens of NATO and non-NATO countries at Ramstein Air Base."
Among the officials there at Ramstein for the meeting which was focused on how to help Ukraine defeat the Russian invasion were US Chairman of the Joint Chiefs of Staff Gen. Mark Milley and Defense Secretary Lloyd Austin - the latter fresh off his trip with Secretary of State Blinken to Kiev where they met with President Zelensky. Representing Ukraine at the Ramstein meeting was Defense Minister Oleksiy Reznikov.
As for Scholz's prior very clearly articulated warnings against sending items like tanks direct from Germany to the Ukrainians, here's what he told Spiegel in an interview published only last Friday…
"We need to do everything to avoid a direct military confrontation between NATO and a heavily armed superpower such as Russia, a nuclear power," the chancellor said at the time. "I will do everything to avoid an escalation that could lead to World War III - there can be no nuclear war."
Defense Minister Christine Lambrecht made the announcement at Ramstein…
"That's why it is all the more important that we consider each step very carefully and coordinate closely with one another," Scholz had stressed.
He added: "To avoid an escalation towards NATO is a top priority for me," and "That's why I don't focus on polls or let myself be irritated by shrill calls. The consequences of an error would be dramatic." But given this fresh reversal it seems he did in fact, in his own prior words, let himself "get irritated by shrill calls".
And certainly the risks he previously laid out haven't suddenly or somehow become mitigated, given Monday's alarming comments out of Russian Foreign Minister Sergey Lavrov, who said the risk of nuclear war remains a "serious, real" danger and that "we must not underestimate it."

Die Sprecherin des Justizministeriums, Rabea Bönnighausen, erklärte am Montag auf der Pressekonferenz in Berlin, dass zwei Bußgeldverfahren gegen die Messenger-App Telegram eingeleitet worden seien, da es keinen "leicht erkennbaren und unmittelbar erreichbaren Meldeweg für strafbare Inhalte" gibt, sowie für das Fehlen eines "Zustellungsbevollmächtigten für Ersuche von Gerichten in Deutschland".
Das Ministerium berief sich dabei auf das sogenannte Netzwerkdurchsetzungsgesetz, welches vorsieht, dass strafbare Inhalte konsequent und schnell gelöscht werden müssen.
Die Justizministerin Christine Lambrecht kündigte an, sämtliche Messenger-Dienste schärfer regulieren zu wollen. "Wir dürfen nicht zulassen, dass ungebremst strafbare Hasskommentare oder Aufrufe zur Gewalt verbreitet werden", erklärte die Ministerin Anfang dieses Jahres. Vor allem Telegram steht unter dem Vorwurf, mit rund 500 Millionen Nutzern aus der ganzen Welt eine Plattform für den Austausch von rechten und volksverhetzenden Inhalten zu sein.
Das Justizministerium habe zwei Anhörungsschreiben an Telegram in den Vereinigten Arabischen Emiraten gesandt, erklärte Bönnighausen und fügte hinzu, Telegram habe nun "Gelegenheit, Stellung zu nehmen".

Bundespräsident Frank-Walter Steinmeier hat die zurückgehaltenen Gesetze gegen Rechtsextremismus und zur Bestandsdatenauskunft jetzt unterzeichnet.
Bundesjustizministerin Christine Lambrecht zeigte sich am Donnerstag erleichtert, dass das Gesetzespaket gegen Hass und Hetze nach einigen Verzögerungen und Auseinandersetzungen nun in veränderter Form doch noch greift. Die Initiative diene "dem Schutz aller Menschen, die im Netz bedroht und beleidigt werden", betonte die SPD-Politikerin. Künftig könnten Polizei und Justiz sehr viel entschiedener gegen menschenverachtende Hetze vorgehen: "Wir erhöhen die Abschreckung und den Ermittlungsdruck deutlich."
Steinmeier verweigerte Unterschrift
Der Bundestag verabschiedete daraufhin Ende Januar die Reform der Bestandsdatenauskunft, um damit auch das Gesetz gegen Hass und Hetze zu "reparieren". Der Bundesrat stimmte dem Entwurf Mitte Februar aufgrund zahlreicher rechtlicher Einwände aber nicht zu, sodass die Bundesregierung den Vermittlungsausschuss zwischen beiden Gremien anrief.
Dieser verständigte sich vorige Woche auf einen Kompromiss, eine Passwortherausgabe kommt demnach nur noch bei bestimmten, besonders schweren Straftaten in Betracht. Die Vertreter von Bund und Ländern schränkten zudem die Abrufmöglichkeit für Nutzungsdaten wie URLs, Kommunikation auf sozialen Netzwerken und Pseudonymen ein.
"Billigen" von Straftaten als Verbrechen
Mit dem Anti-Hass-Gesetz wird das Strafgesetzbuch erweitert und verschärft. Schon das "Billigen" oder Androhen von Straftaten etwa in sozialen Netzwerken gilt wieder als Verbrechen, wenn entsprechende Äußerungen geeignet sind, den öffentlichen Frieden zu stören. Drohungen mit Taten gegen die sexuelle Selbstbestimmung, die körperliche Unversehrtheit, die persönliche Freiheit oder gegen Sachen von bedeutendem Wert, die sich gegen die Betroffenen oder ihnen nahestehende Personen richten, werden ebenfalls strafbar.
Wer öffentlich im Netz andere beleidigt, dem drohen bis zu zwei Jahre Haft. Den Katalog der rechtswidrigen Inhalte im Netzwerkdurchsetzungsgesetz hat der Gesetzgeber um das "Delikt der Verunglimpfung des Andenkens Verstorbener" ergänzt.
Pflicht zur Passwortherausgabe
Anbieter von Telemediendiensten wie WhatsApp, Google, Facebook, Tinder & Co. müssen sensible Daten von Verdächtigen wie IP-Adressen und Passwörter künftig an Sicherheitsbehörden herausgeben. Dazu kommt eine Pflicht für Betreiber großer sozialer Netzwerke wie Facebook, TikTok und Twitter, strafrechtlich relevante Inhalte wie Hassbeiträge, Terrorismuspropaganda oder Bedrohungen und Darstellungen sexuellen Kindesmissbrauchs nicht mehr nur zu löschen, sondern parallel unaufgefordert -zusammen mit aussagekräftigen Internetkennungen inklusive Portnummern - ans Bundeskriminalamt (BKA) zu melden.
Für diese lange besonders umstrittene Bestimmung gilt eine Übergangsklausel bis zum 1. Februar 2022, damit die Provider und das BKA ihre Prozesse umstellen können. Netzpolitisch aktive Vereine hatten gewarnt, dass dort eine umfassende "Verdachtsdatenbank" in Form eines polizeilichen Zentralregisters entstehe. Die Grünen forderten daher ein entschärftes zweistufiges Verfahren, fanden dafür aber auch im Vermittlungsausschuss keine Mehrheit.
Wegen enthaltener Vorschriften zur Bestandsdatenauskunft hing auch das neue Zollfahndungsdienstgesetz bei Steinmeier fest. Dieses trägt mit den Korrekturen von Bund und Ländern nun ebenfalls die Unterschrift des Bundespräsidenten. Es tritt so am Freitag in Kraft. Die Kompetenzen des Zollkriminalamts und der Zollfahndungsämter etwa bei der - auch präventiven - Überwachung der Telekommunikation sowie des Brief- und Postverkehrs hat der Gesetzgeber hier deutlich ausgeweitet. Verbunden ist damit erstmals auch die Befugnis, Staatstrojaner für die Quellen-TKÜ nutzen zu dürfen.

BERLIN taz | Die Bundespolizei soll künftig präventiv Telefonate und Email-Verkehr überwachen können. Darauf einigten sich am Wochenende führende Innenpolitiker von CDU/CSU und SPD. Die so genannte Quellen-TKÜ mit Staatstrojanern soll die Bundespolizei aber nur punktuell gegen Schleuser einsetzen können.
Die Polizei ist in Deutschland vor allem Sache der 16 Bundesländer, der Bund ist hier nur in Randbereichen zuständig. So hat das Bundeskriminalamt vor allem Befugnisse in der Terror-Bekämpfung und zur technischen Unterstützung der Landespolizeien. Die Bundespolizei ist im Kern für die Sicherheit an den Grenzen, im Bahn- und Flugverkehr zuständig. Bis 2005 hieß die Bundespolizei noch Bundesgrenzschutz.
In einem größeren Paket wollte Bundesinnenminister Horst Seehofer (CSU) seiner Bundespolizei ursprünglich mehr Befugnisse geben. So hätte sie flächendeckend in Bahnhöfen und Flüghäfen auch biometrische Gesichtserkennung betreiben können, um zum Beispiel gesuchte Terroristen zu fassen. Ein entsprechender Pilotversuch im Berliner Bahnhof-Südkreuz zeigte, dass die Technik inzwischen einsatzreif ist.
Im Januar legte Seehofer einen ersten Referentenentwurf vor, den allerdings das Justizministerin Christine Lambrecht (SPD) abblockte. Im Sommer scheiterte ein abgespeckter Entwurf am Widerstand von SPD-Chefin Saskia Esken. Seehofer hatte deshalb intern das Projekt wohl schon begraben.

Doch dann verhandelten die Innenpolitiker von CDU/CSU und SPD ohne das Ministerium und fanden einen nochmals abgespeckten Kompromiss, den sie bis zur Bundestagswahl im nächsten Herbst umsetzen wollen. Federführend waren hierbei die Fraktionsvize Thorsten Frei (CDU) und Dirk Wiese (SPD). Die größten Streitpunkte wie die Gesichtserkennung fehlen in ihrem Eckpunktepapier. Auch die heimliche Durchsuchung von Computerfestplatten (Onlinedurchsuchung) soll der Polizei nicht erlaubt werden.
Erstmals soll die Bundespolizei aber Telefone, Email- und SMS-Verkehr abhören oder mitlesen dürfen, um Straftaten zu verhindern. Es geht hier um Maßnahmen im Einzelfall mit Richtervorbehalt. Bei Landespolizeien ist präventives Abhören schon länger erlaubt. Die Bundespolizei durfte Telekommunikation dagegen bisher nur zur Strafverfolgung überwachen.
Wenn verschlüsselt kommuniziert wird, soll die Bundespolizei künftig die so genannte Quellen-Telekommunikations-Überwachung (Quellen-TKÜ) nutzen dürfen - allerdings nur, wenn es um die Verhütung von Menschenhandel und die geplante Einschleusung von Ausländern geht. Bei der Quellen-TKÜ platziert die Polizei eine Spähsoftware auf dem Computer oder dem Smartphone der Zielperson, die die Telekommunikation an der Quelle abgreift, bevor sie verschlüsselt wird.
Ob die Bundespolizei die Quellen-TKÜ auch bei verschlüsselten Messenger-Diensten einsetzen darf, geht aus dem Eckpunktepapier, das der taz vorliegt, nicht hervor. Bei Messengern ist die Quellen-TKÜ besonders umstritten, weil die Spähsoftware hier nicht nur laufende Kommunikation abfängt, sondern auch auf gespeicherte Nachrichten auf der Festplatte zugreifen muss. Zur Strafverfolgung ist dies allerdings bereits seit 2017 erlaubt.
Spektakulär klingt, dass die Bundespolizei nun auch die Befugnis zum "finalen Rettungsschuss" erhalten soll. Es geht dabei um die Erlaubnis, zum Beispiel einen Geiselnehmer im Bahnhof zu töten, wenn sonst keine andere Möglichkeit besteht, das Leben und die Gesundheit der Geisel zu retten. Faktisch haben solche Befugnisse aber nur symbolischen Wert, weil Polizisten sich auch im Dienst auf die allgemeinen Rechte zu Notwehr und Nothilfe berufen können.
Im Lauf dieser Woche wollen sich die Innenpolitiker mit Minister Horst Seehofer über das weitere Vorgehen verständigen.

Das Vorhaben, das auf eine Initiative der Grünen zurückgeht, war in der Bundesregierung zunächst auf Widerstand gestoßen. Nun soll das Wort "Rasse" aus dem Grundgesetz gestrichen werden, der Schutz vor Rassismus aber bleiben. Justizministerin Christine Lambrecht (SPD) soll mit Seehofer einen Gesetzentwurf erarbeiten. "Das Vorhaben ist aus meiner Sicht richtig und sehr in Ordnung", sagte er der Süddeutschen Zeitung.

Wegen Internet-Hetze gegen den erschossenen Regierungspräsidenten Walter Lübcke sind Ermittler am Donnerstag bundesweit gegen 40 Beschuldigte vorgegangen. Es habe in zwölf Bundesländern Durchsuchungen und Vernehmungen gegeben, erklärte eine Sprecherin des Landeskriminalamts in Wiesbaden. Den Verdächtigen wird vorgeworfen, sich mit Äußerungen über den CDU-Politiker in sozialen Netzwerken strafbar gemacht zu haben.
Die Aktion sei eine Zusammenarbeit der Generalstaatsanwaltschaft Frankfurt am Main, des Hessischen Landeskriminalamts sowie weiterer Staatsanwaltschaften in elf Bundesländern. In Hessen werden fünf Männer und eine Frau im Alter von 25 bis 62 Jahren beschuldigt. Vorgeworfen wird ihnen öffentliche Aufforderung zu Straftaten, die Billigung von Straftaten und das Verunglimpfen des Andenkens Verstorbener.
Lübcke war in der Nacht zum 2. Juni 2019 auf der Terrasse seines Wohnhauses im nordhessischen Kreis Kassel mit einem Kopfschuss getötet worden. Auslöser der Tat sollen Äußerungen Lübckes zur Aufnahme von Flüchtlingen gewesen sein. Die Ermittler gehen von einer rechtsextremistischen Motivation des Schützen aus. Der Hauptverdächtige Stephan E. und ein mutmaßlicher Unterstützer stehen ab Mitte Juni vor dem Oberlandesgericht Frankfurt. Bereits vor der Tat hatte Lübcke Morddrohungen erhalten. Auch nach seinem Tod gab es abfällige Kommentar im Netz - mutmaßlich aus der rechten Szene.
Nach dem Mord war das Thema Internet-Hetze bundesweit in den Fokus gerückt. Die Generalstaatsanwaltschaft Frankfurt und das Landeskriminalamt ermitteln deswegen seit Mitte September. Dabei seien zahlreiche Kommentare gesichert und einer strafrechtlichen Bewertung unterzogen worden, erklärte die Sprecherin.
"Wer im virtuellen Raum hetzt und Hass schürt, muss ganz reale Grenzen aufgezeigt bekommen", sagte Hessens Innenminister Peter Beuth (CDU) zu der Aktion. Der Rechtsstaat habe damit ein Stopp-Signal gegen "die geistigen Brandstifter, Aufwiegler und Hetzer gesetzt". Hessen hatte Anfang des Jahres die Meldestelle "hessengegenhetze.de" eingerichtet. 1.350 Meldungen seien seitdem dort geprüft worden, nach der ersten Bewertung erfüllten rund 350 Straftatbestände.
Bundesjustizministerin Christine Lambrecht (SPD) sagte der Deutschen Presse-Agentur: "Menschenverachtende Drohungen und Diffamierungen schaffen ein gefährliches Klima der Gewalt." Dem Mord an Walter Lübcke sei widerliche Hetze im Netz vorausgegangen. "Deshalb muss klar sein: Wer Menschen bedroht, muss mit konsequenter Strafverfolgung rechnen."

Berlin - Nur neun Tage nach ihrem Aufsehen erregenden Schwächeanfall hat Bundeskanzlerin Angela Merkel (CDU) am Donnerstag die gleichen Probleme wieder gehabt. Bei der Überreichung der Ernennungsurkunde an die neue Bundesjustizministerin Christine Lambrecht (SPD) fing die Kanzlerin im Schloss Bellevue plötzlich an, am ganzen Körper zu zittern. Sobald sie sich anschließend bewegte, sei es ihr wieder besser gegangen, berichtete ein dpa-Fotograf, der die Szene festhielt. Merkel bekam ein Glas Wasser angeboten, das sie aber nicht annahm.
In der vergangenen Woche hatte Merkel bei einem Empfang des neuen ukrainischen Präsidenten Wolodymyr Selenskyj erheblich gezittert. Während sie gemeinsam mit Selenskyj auf das Abschreiten der Ehrenformation der Bundeswehr wartete, begannen ihre Beine und ihr Körper heftig zu zittern. Als sie mit dem Präsidenten dann die Formation abschritt, hatte sich das sichtbar wieder gelegt. Merkel erklärte später, sie habe an dem heißen Tag zu wenig getrunken.

Regierungssprecher Steffen Seibert sagte auf Anfrage der Deutschen Presse-Agentur über mögliche Auswirkungen des neuerlichen Vorfalls auch auf Merkels am Mittag geplante Reise zum G20-Gipfel nach Japan: "Alles findet statt wie geplant. Der Bundeskanzlerin geht es gut." Merkel saß anschließend im Bundestag auf der Regierungsbank.

On September 29, 2014, the OSCE Special Representative for Combating Trafficking in Human Beings Madina Jarbussynova claimed that the mass graves discovered in the Donbas contained bodies missing internal organs, who have most likely become victims of black-market transplant surgeons.
The OSCE issued a statement on 30 October 2014 saying that Jarbussynova's remarks had been taken out of context and she was merely citing two Russian NGO reports about the possible removal and sale of human organs in Eastern Ukraine. "The OSCE does not possess any evidence regarding possible organ harvesting in Eastern Ukraine," the statement said.
In 2015 a video was posted online with an interview of an American transplant surgeon "working" in Odessa, Donetsk, Slavyansk, and Kramatorsk, revealing blood-chilling details of the mass removal of organs in Ukraine.
In 2017, the Russian newspaper Moskovskyi Komsomolets ("MKRU") reported that the former deputy of the Verkhovna Rada of Ukraine, Volodymyr Oleinik, predicted a planned Ukrainian kidney donor transplant program due to begin in 2018 would "not only destroy public health but turn Ukraine into a black market transplant centre". The pilot transplant program was to start in Nezalezhnaya and would "turn Nezalezhnaya into a centre for transplant tourism from rich countries," Oleinik added.
At the time, Ukraine's Deputy Health Minister Oleksander Lynchevskyi refuted this and said that such claims are part and parcel of a larger Russian disinformation narrative, that Ukraine is establishing an organ transplant black market.
Recently, a video interview of a former SSU employee was posted to the Internet, saying that being in the war zone in Donbas he was attached to the special medical group in Kramatorsk called "First Aid Group." Since 2014 the group was engaged in the illegal removal of organs from injured Ukrainian troops in the vicinity of the Donetsk and Lugansk regions.
In early 2022 the German Minister of Defence, Christine Lambrecht, announced that Ukraine received a field hospital and a crematorium. Some media connected such a "gift" with a long well-oiled illegal business of selling organs of Ukrainian troops to the EU, the US, and Israel under the protection of SSU as indicated by many traits.
Recently a German-language publication, Neues aus Russland, published a fascinating story about mobile crematoriums in Ukraine which help conceal the major selling of organs to the EU.

Advanced German artillery systems have been deployed in Ukraine as part of the latest deliveries of the long-term precision weapons that it has been asking for, Kiev said Tuesday.
"Panzerhaubitze 2000 are finally part of 155 mm howitzer arsenal of the Ukrainian artillery," Ukrainian Defense Minister Oleksiy Reznikov wrote on social media, thanking his German counterpart Christine Lambrecht.
Berlin had said in May that it would send self-propelled howitzers to Ukraine as part of its bid of intensifying deliveries of heavy arms to help Kiev against Russia.
A Ukrainian diplomatic source in Germany told AFP that all the seven pledged German howitzers had made it to Ukraine.
The German army has about 100 howitzer 2000s in its stocks, but only 40 are combat-ready.
The United States and France, among several other allies of Ukraine, have vowed to up their supply of weapons for Kiev, with a number of US deliveries making it to Ukraine later this month.
The West has been sending arms to Kiev even before the Ukraine war broke out, alleging that it was to help the country against Moscow. However, Ukraine has long been complaining that it had only received a fraction of what it needed, clamoring for heavy weaponry.
Russian Ambassador to the United Nations Vassily Nebenzia had warned in early June that the weapon systems the West was delivering to Ukraine were ending up on the black market "thanks to well-known, incredible corruption of Ukrainian officials," making it possible for international terrorist organizations to purchase such equipment.
"A very simple internet search will show you that American Stingers are being sold for $7,000 a piece, and Javelins for $30,000 each," Nebenzia told the UNSC. "Of course, these sales won't be missed out by international terrorists, including those that act in Europe and America."
Earlier that week, the United States decided to provide High Mobility Artillery Rocket Systems (HIMARS) to Ukraine due to the nature of the conflict changing to an "artillery duel".
The HIMARSs were the centerpiece of a $700 million package in mid-June which includes "Javelin anti-tank missiles, Stinger antiaircraft missiles, powerful artillery and precision rocket systems, radars, unmanned aerial vehicles, Mi-17 helicopters, and ammunition," President Biden said.
In addition to the US package, which raised the total of supplies from Washington to Kiev to more than $5 billion since Biden took office last year, the United Kingdom said it was giving the Eastern European country US-made long-range M270 multiple launch rocket systems.
Russia has repeatedly warned the West, even via a formal diplomatic note, against continuing to send arms to Ukraine over the war in the country, with Moscow stressing that it would only exacerbate the situation.

In the light of the recent events, the Christian Democratic Union (CDU) and its sister party CSU drafted a series of ethical rules that their members are obliged to follow, which states, among several guidelines, that politicians are prohibited from accepting financial contributions.
The Bundestag, meanwhile, approved the introduction of a transparency register that will require lawmakers to declare any interests they represent in a public directory. The MPs will also have to reveal details about their lobbying work.
"With the introduction of a lobby register, we are finally creating an effective instrument for more transparency in legislation," said Justice Minister Christine Lambrecht from the Social Democratic Party, SPD.
