'We're going to be covering the entire city with drones': SFPD accepts Billionaire's $9.4M gift

The San Francisco Police Commission unanimously accepted a nearly $9.4 million donation Wednesday night to expand the police department's drone program and add 10 new drone take-off sites.
"This is by far the largest one-time donation I think we've ever considered," said police commissioner Kevin Benedicto. The Board of Supervisors will vote on the gift later this month.

The money will go to the Real Time Investigation Center (RTIC), which was founded shortly after the passing of Proposition E in March 2024, allowing the SPFD to expand its use of technology for crime detection and surveillance purposes.
The RTIC has since increased the number of surveillance cameras and drones to monitor crimes, a program that has assisted in over 500 arrests according to the SFPD.

The donation was proposed last week by Ripple Labs, a San Francisco-based crypto company run by Billionaire Chris Larsen, and the San Francisco Police Community Foundation, a nonprofit that Larsen founded in 2023.
Larsen has been a long-time proponent of increasing the SFPD's use of technology and donated $250,000 to the passing of Prop E.

Larsen's prior donations via a nonprofit to install surveillance devices in San Francisco were compromised when SF SAFE purportedly misallocated his money. Former executive director Kyra Worthy is presently facing 34 felony charges.
Some $2 million of the latest donation will go toward paying for the lease of a 14,000-square-foot office space on Montgomery Street, formerly occupied by Ripple Labs.
According to Chief Bill Scott, the money will cover a 16-month lease, allowing RTIC to relocate from its headquarters in the decrepit Hall of Justice until a permanent location is decided on.

The remaining $7.4 million of donated funds will go toward expanding the city's Drones as First Responder Program.
The money will come from Larsen's San Francisco Police Community Foundation, which donated an additional $866,000 to support officer wellness and community engagement.

The city announced its Drones as First Responder program in October of last year. It allows trained officers to pilot drones around the city from the safety of RTIC headquarters.
Up until now, drones have been kept in the back of police cruisers for on-site use.

Right now, these drones, which require FAA training to pilot, can only take off from two launch sites.
But the SFPD told commissioners Wednesday that Larsen's donation will add 10 take-off locations and introduce two new kinds of first-responder drones into their fleet.
"We're going to be covering the entire city with drones," said RTIC representative Captain Thomas MacGuire.

These new take-off locations, which have been mostly finalized, will be located primarily at San Francisco fire stations throughout the city. Scott said this arrangement will allow the drones to also support firefighters.
"Whether we can provide them with thermal imaging of what the fire situation looks like, or help them find people that are in distress," Scott said, "we intend to do everything that we can."

San Francisco authorities announced on Friday that the city's police department successfully conducted anoperation resulting in 54 arrests, including the apprehension of numerous wanted fugitives. The operation, whichspanned multiple agencies, targeted the Tenderloin neighborhood, known for its rampant drug use and homelessness issues.

According to CBS News, earlier in the week, law enforcement seized 600 grams of narcotics as part of the ongoing efforts to combat illegal activity in the area.Police Chief Bill Scott emphasized a zero-tolerancestance towards unlawful behavior in and around the neighborhood,asserting that arrests will continue indefinitely.

"Illegal activity will not be tolerated in and around the Tenderloin. We will be out in force making arrests for as long as it takes," Chief Scott said. "I want to thank our hard-working officers and our city partners for their commitment to this effort."(what about all the other sections of San Fran?)

The operation, carried out throughout Wednesday, was coordinated by the city's Drug Market Agency Coordination Center. Among the 54 arrests, 34 individuals had outstanding warrants, while eight suspects were detained for possession of illegal narcotics with intent to distribute, according to the San Francisco Police Department. Additional arrests were made for offenses related topossession of controlled substances and stolen property.

"The SFPD would like to thank the assistance of the San Francisco Sheriff's Office, who were instrumental in this operation. Our efforts in taking wanted suspects off our streets and to holdindividuals accountable for selling illegal narcotics and creating the drug crisison our streets will make streets safer and save lives," the police department said in a statement. San Francisco has faced heightened scrutiny for its crime rates and drug-related issues, with city officials seemingly unwilling to enforce the law.

Drug dealers in San Francisco could now face murder charges over deaths from opioid overdoses as the city attempts to crackdown on its growing drug crisis.

Law enforcement agents in San Francisco and California have teamed up to set up a task force which will finally address the city's open-air drug market and hold drug dealers accountable.

Governor Gavin Newsom, Mayor London Breed, San Francisco's district attorney Brooke Jenkins and police chief Bill Scott announced plans on Friday to begin investigating opioid-related deaths as homicides and could bring charges starting next year.

'The opioid crisis has claimed too many, and fentanyl traffickers must be held accountable including, as appropriate, for murder,' Newsom said.

It comes as San Francisco is on track to record it's highest-ever number of drug overdose deaths this year.

The new task force will include the San Francisco Police Department, San Francisco District Attorney's Office, the California Highway Patrol and the California National Guard.

It was investigate fatal overdoses using the same evidence-gathering procedure and techniques as homicide cases.

But murder charges won't be brought to all of them and authorities will focus on opioid cases which provide them with enough evidence to trace back the drugs to the dealer where homicide or other charges are brought against them.

The task force is expected to begin operations early next year but it is not clear how much it will cost.

Governor Newsom previously announced in April that the California Highway Patrol and National Guard would help law enforcement officers in San Francisco take action against the rampant open-air drug dealing.

But critics see the focus on arresting street drug dealers as a return to 'war-on-drugs- policies which have failed in the past and won't help those struggling with addiction.

They have argued that the city's drug crisis should be treated like a public heath emergency as it is hard for those suffering from addiction to find the right treatment.

Newsom believes he has been forced to bring harsher consequences as the number of drug-related deaths continues to spiral.

'This task force is fighting for those affected by this crisis - for victims and loved ones who deserve peace,' he said.

'Working together, we will continue providing treatment and resources to help those struggling with substance use - and secure justice for families who have lost loved ones.'

Police and prosecutors have been calling for harsher consequences to drug dealing which has plagued cities across California.

A dealer in Placer County was convicted of second-degree murder this year after a 15-year-old girl died from fentanyl.

What was Musk's great sin? He noted on Twitter that he had friends who had been violently assaulted on the streets of San Francisco and that the city was unsafe. Apparently, Jenkins took great offense to that despite her city seeing a 33 percent increase in homicides year over year. As Fox News notes, while overall crime rates have fallen, that's likely due to less serious crimes simply not being reported anymore given the lack of enforcement. If someone gets mugged in San Francisco, there's no point in even calling the police anymore.

Previous DA - Breed's 90-day emergency fizzled without results, and it's not clear how Jenkins will succeed where the mayor failed. In a troubling sign, neither Breed nor San Francisco Police Chief Bill Scott attended her news conference.

During a question and answer session, Jenkins stuck to platitudes. When asked what new strategies she might have to target the drug problem, she said she would work with the SFPD narcotics unit and the U.S. attorney's office.

Judging from anecdotal evidence, the new DA did not have an immediate impact on crime. On Saturday, a fresh pool of shattered auto glass shimmered on Fillmore Street in Pacific Heights. And drug dealers plying their trade in well-known hotspots apparently did not receive the memo that things have changed.

Jenkins vowed to target open-air drug markets "on day one," but the drug trade flourished in the usual zones on Monday afternoon. At Eighth and Mission, dozens of users, attended by dealers, crowded the corner.

Same thing up at Eddy and Larkin, where two of the dealers -?openly displaying drug-filled baggies in front of the Phoenix Hotel -?appeared to be teenage girls. A block away, four SFPD officers walked up Polk Street with barely a glance toward the action.

Another Los Angeles-Area Nordstrom Hit By Multiple Looters In Flash Mob-Style Robbery Wednesday Night

Yet another in a string a smash-and-grab robbery at a Los Angeles-area Nordstrom took place tonight. The store at the Westfield Topanga & The Village shopping center in Canoga Park was hit at about 7 p.m.

A group of at least five men, one wearing an orange wig, entered the store and stole seven or eight purses before fleeing the scene and jumping into a newer model gray Ford Mustang that sped away from the scene, according to reports from ABC7 and KCAL9.

A security guard was pepper sprayed during the heist and was taken to a hospital for treatment, though no further details were immediately available.

The robbery occurred two days after a similar group robbery by a mob of at least 20 people at the Nordstrom store at the Grove. The suspects in that robbery fled the scene in at least four vehicles. Three were arrested in South Los Angeles following a chase. Officers recovered several items of clothing, at least one cash register and gloves from their vehicle.

The incidents follow a similar mass robbery at a San Francisco-area Nordstrom store on Saturday which allegedly involved 80 people. Additionally, on Friday night, San Francisco's Union Square saw a string of incidents. The businesses hit included a Louis Vuitton store, a Burberry store, a jewelry store, a Bloomingdale's, a Walgreens, cannabis dispensaries and an eyeglass shop, according to S.F. Police Chief Bill Scott via CNN.

Also very early Sunday morning, the windows of Louis Vuitton and Saks Fifth Avenue in Beverly Hills were smashed, according to the Times, which reported that "multiple suspects were seen traveling in several vehicles and that they 'descended on the locations and used a sledgehammer to try to break through front windows.'" The burglars did not get into the stores, and nothing was taken, according to police.

At about 9:45 p.m. Monday, six suspects entered a CVS Pharmacy in the 5800 block of South Vermont Avenue in South L.A. and stole three cash registers, taking about $8,500 in cash, according to Officer Drake Madison of the Los Angeles Police Department. It was unclear if the same suspects later targeted theGrove.

'Experts' slammed for saying California crime spree isn't 'looting'
Police and law enforcement experts in California are arguing that the term "looting" shouldn't be used to describe the recent large-scale thefts in California because it has racial connotations.
Despite dozens of stores and businesses across California being ransacked over the weekend in a brazen crime spree, some authorities seem more concerned over language, insisting it should be described as "organized robberies" instead.
According to a report Tuesday by local ABC affiliate KGO, the large-scale thefts seen over the weekend aren't considered looting under the California Penal Code.
"The penal code defines looting as 'theft or burglary ... during a 'state of emergency,' 'local emergency,' or 'evacuation order' resulting from an earthquake, fire, flood, riot or other natural or manmade disaster,'" the report said.
The outlet then quoted two experts who suggested the term "looting" had racial connotations.
Lorenzo Boyd, a criminal justice professor at the University of New Haven, said: "Looting is a term that we typically use when people of color or urban dwellers are doing something. We tend not to use that term for other people when they do the exact same thing."
Martin Reynolds, co-executive director of the Robert C. Maynard Institute of Journalism Education, added: "This seems like it's an organized smash-and-grab robbery. This doesn't seem like looting."
Some of the brazen thefts over the weekend were captured on video, including one in which dozens of robbers raided a Nordstrom store just outside San Francisco late Saturday - stealing thousands of dollars worth of goods and assaulting several employees.
A Louis Vuitton store in San Francisco was also targeted Saturday, and an estimated $40,000 worth of items was stolen from a Lululemon store in San Jose on Sunday night.
San Francisco Police Chief Bill Scott immediately declared it looting, but San Jose police spokesman Sgt. Christian Camarillo shied away from the term.
"We are talking about two incidents, we're not going to call this looting," he said of the string of thefts in his area. "This is organized robbery. That's what it is."
Critics have been quick to ridicule the looting argument on social media, suggesting it is an attempt to be politically correct.

Chief Bill Scott began the oversight process after The Chronicle asked questions about the experience of one burglary victim. Jenna Smith said a perpetrator broke into her garage nine times in two days while she was out of town for her grandmother's funeral.

Smith watched the burglaries unfold in real-time through a phone app that linked to her home security cameras. She recalled stinging remarks from an officer who responded to the ninth burglary, whose name she did not remember.

"The officer said, 'This is happening to you guys because San Francisco is too progressive,'" Smith said.

Those words could be the focus of a probe by the city's Department of Police Accountability, an independent oversight body that investigates complaints about officers, reviews shootings involving officers, evaluates police practices and recommends new policies to the city's Police Commission.

The city has been the focus on nationwide attention due to a spate of shoplifting that has forced the departure of dozens of retailers, including pharmacies like Walgreens.

On Friday night, looters in the city's iconic Union Square ransacked a Louis Vuitton shop and other stores. On Saturday, looters continued into the suburbs, raiding a Nordstrom in Walnut Creek with a convoy of dozens of vehicles.

San Francisco was among the many cities to consider "defunding" the police, and District Attorney Chesa Boudin - son of an imprisoned Weather Underground radical - has adopted lenient law enforcement policies. He now faces a recall election from angry residents.

The first one was 53-year-old Syracuse teacher's union president Bill Scott. He died 10 weeks after the second Pfizer shot. Mr. Scott is the first story that we labeled a "near-term death." Though the time range is fluid, these individuals typically die anywhere from nine to 12 weeks after their second injections.

Jeff Kimpland is the 53-year-old Syracuse musician who died nine weeks after the Johnson & Johnson injection. We covered near-term "vaccine" deaths in Chicago, Ohio, New Jersey and elsewhere. But Mr. Dietrich is now the third one in Syracuse since April.

Mr. Dietrich was a journalist and editor at Syracuse-area publications for the last 32 years. He is survived by three adult children.

San Francisco police told to display Black Lives Matter banners in support of terrorists who want to eliminate cops

Despite calls from the domestic terrorist group to defund and disband the police, Black Lives Matter (BLM) will now have a presence at every police station in San Francisco, thanks to a recent vote by the San Francisco Police Commission (SFPC).

Moving forward, San Francisco police stations will now be required to display BLM posters inside their facilities, defying strong opposition from union members. To keep the BLM mob happy, each police station will have to find and put up a poster at least 32 by 24 inches in size, and they will have 30 days to do so before being in violation of the order.

"The poster must 'prominently and exclusively' feature the phrase 'Black lives matter' and it must be displayed in a place visible to station visitors," reports indicate about the resolution, which was unanimously approved by the SFPC.
To placate those who expressed outrage that the department would vote to support a radical domestic terrorist group that is linked to violence against innocent people, the decision was made to allow the posters to say "Black lives matter," without a capital "L" or "M" to sound more generic.

"This came directly from the community," claims Commissioner Dion-Jay Brookter, who helped co-write the resolution. "We need to show unity and solidarity and say that black lives do matter. My life matters. My five-year-old niece's life matters."

San Francisco Police Officers Association expresses concerns, says pushing political agendas "establishes a new precedent"
Police Chief Bill Scott, who also has black skin, indicated his support for the resolution as well. In Scott's view, stating publicly that black lives matter is a great way to show the world that San Francisco police officers are supportive of people with darker skin tones.

"As I have said before, people are talking to us and we have to listen. Yeah, we're listening. Yes, we will support," he is quoted as saying.
"Yes, we are fully committed to implementing this resolution, and as the person who is charged with speaking on behalf of the department - and I can speak for the command staff and members of this department - black lives do matter, and they matter to this police department."

The San Francisco Police Officers Association, on the other hand, issued a letter of opposition to the proposal, warning that it "establishes a new precedent that raises concerns about introducing political agendas and wedge issues into the safe harbor of police stations."
Rockne A. Lucia, a lawyer for this union, publicly emphasized that police stations are supposed to be places where citizens of all skin colors are free to seek help and assistance when they become victims of criminal activity. Police stations are not supposed to be "places for political endorsements or alignment with political organizations," Lucia warned.
Police union president Tony Montoya agrees, having said in a statement that the San
Francisco Police Department needs to put away all "soapboxes" and stop its "political grandstanding."

As it turns out, San Francisco saw a 31 percent increase in homicides last month compared to the same month last year. Car break-ins have also become "rampant," Montoya warns, emphasizing the fact that police officers throughout the city need to be focused on stopping crime, not perpetuating political movements.

"It's time for the commissioners to get beyond hashtags, posters, and politics because our community is depending on them and all of us to make San Francisco a safer place for everyone," Montoya further stated.

Protest calls for SF police union to stand down in blocking any department reforms

Outside of the San Francisco police union headquarters Monday, a coalition of about twenty-five workers and labor leaders gathered to denounce incidents of racism and brutality in policing and call on the union representing the city's officers to stand down in attempting to block reform efforts.

The protest - led by the labor alliance group Jobs with Justice San Francisco - united five local labor groups against the city's Police Officers Association, a union that protesters said has amassed disproportionate power compared to other city unions and shielded officers from accountability for racism and violence on the job.

"Unions are here to support their members," said Michelle Cody, a Bayview middle school teacher representing United Educators of San Francisco. "Unions are not here to make sure their members can commit crimes and not be held accountable."

In recent weeks, San Francisco Mayor London Breed and other elected officials have committed to slashing law enforcement's budget, investing that money into the city's Black community and revising use-of-force policies following the May 25 police killing of George Floyd in Minneapolis. On Monday, Breed outlined preliminary plans to redirect police funds to programs serving Black communities, including after-school programs, mental health services and home subsidies.

But as contractual obligations with police unions stymie swifter change in cities in the East Bay and nationwide, the group of self-identifying essential workers that gathered Monday called on San Francisco's police union not to stand in the way of more drastic reforms.

Monday's speakers included food service workers, pharmacy technicians, airport workers and college professors. They criticized the police union for propping up what they described as a racist culture predicated on spreading fear throughout the city, while also calling attention to a lack of investment in schools, hospitals and other public services.

Many spoke about their own harrowing experiences with police.

So far, San Francisco police have issued statements of support for the city's reform plan. In June, Police Officers Association President Tony Montoya and Police Chief Bill Scott both endorsed Mayor Breed's proposal to redirect some of the department's $740 million budget to social services.

The department also recently unveiled plans to create a "bias-free policing policy" and stopped releasing mug shots to curb racial stereotyping.

However, this month the union sued the city's civilian-led Police Commission for changing use-of-force policies without going through the contractually obligated meet-and-confer process.

Police Chief Bill Scott, a Black man, said during Wednesday's meeting the department is "fully committed" to the resolution.

"As I have said before, people are talking to us and we have to listen," Scott said. "Yeah, we're listening. Yes, we will support. Yes, we are fully committed to implementing this resolution, and as the person who is charged with speaking on behalf of the department - and I can speak for the command staff and members of this department - Black lives do matter, and they matter to this Police Department."

Commissioner Dion-Jay Brookter, who co-wrote the resolution, said the idea started over the past month as he met with members of the community who said they wanted to see the department express its support for Black lives.

"This came directly from the community," Brookter said. "We needed to show unity and solidarity and say that Black lives do matter. My life matters. My 5-year-old niece's life matters."

The commissioner noted that the posters will simply say Black lives matter, without a capital "L" or "M" like the movement.

"This is just one small step to the reforms that we know need to happen," Brookter said. "This is by no means to undermine or take the place of reforms we need to push forward."

Not everyone in the department, however, supported the measure ahead of Wednesday's vote.

The San Francisco Police Officers Association sent the commission a letter saying the union supported the notion that Black and brown lives matter, but a directive to install the posters "establishes a new precedent that raises concerns about introducing political agendas and wedge issues into the safe harbor of police stations."

An unspecified number of officers contacted the union with concerns about the resolution, according to the letter.

"Police stations are places for the citizens of San Francisco to seek help and assistance when they have become victims of crimes," Rockne A. Lucia, a lawyer for the police union, wrote in the letter. "They are not places for political endorsements or alignment with political organizations."

On Thursday, police union President Tony Montoya issued a statement saying the commissioners "should put away their soapboxes and stop their political grandstanding." He noted that the department recorded a 31% increase in homicides at the end of last month compared to last year, and car break-ins are "rampant."

"It's time for the commissioners to get beyond hashtags, posters and politics because our community is depending on them and all of us to make San Francisco a safer place for everyone," Montoya said.

Commissioner John Hamasaki said people who have asked what the point of a poster is raise a fair question. It's symbolic, he said, and symbols have meaning.

SAN FRANCISCO (AP) - San Francisco police will stop releasing the mug shots of people who have been arrested unless they pose a threat to the public, as part of an effort to stop perpetuating racial stereotypes, the city's police chief announced Wednesday.

San Francisco Police Chief Bill Scott said the policy, which goes into effect immediately, means the department will no longer release booking photos of suspects to the media or allow officers to post them online.

Booking photos are taken when someone is arrested. They are often made public whether or not the person is prosecuted for the alleged crime, which undermines the presumption of innocence and helps perpetuate stereotypes.

Jack Glaser, a public policy professor at the University of California Berkeley who researches racial stereotyping and whose work Scott consulted, said data shows Black people who are arrested are more likely to have their cases dismissed by prosecutors.

"That may be just part and parcel of the same issue that police will stop and search Blacks at a lower threshold of suspicion in the first place and so, their arrests are more likely to be unsubstantiated," Glaser said.

But the mug shots live on.

Numerous websites post photos of mug shots online, regardless of whether anyone was convicted of a crime, and then charge a fee to those who want their photo taken down. The phenomenon prompted California's attorney general to charge one of the biggest operators with extortion, money laundering, and identity theft.

That contributes to Americans making an unfair association between people of color and crime, Scott said.

"This is just one small step but we hope this will be something that others might consider doing as well," he said.

Large cities like Los Angeles and New York already have policies against releasing booking photos but make exceptions. For example, the New York Police Department, the nation's largest, releases information on arrests but doesn't put out mug shots unless investigators believe that will prompt more witnesses to come forward or aid in finding a suspect. Georgia and New York stopped releasing booking photos in an effort to curtail websites that charge people to remove their picture and booking information.

But San Francisco will be the first to adopt the policy as part of an effort to stop spreading negative stereotypes of minorities, something Scott, who is Black, said he has experienced when not in uniform.

The chief of the San Francisco Police Department ordered his officers not to wear a pro-law-enforcement symbol on their face masks while on duty.

The "thin blue line" image was barred by Chief Bill Scott, according to recent emails obtained by the San Francisco Chronicle. Scott sent the email in response to several photographs showing officers wearing black masks depicting the "thin blue line" flag while working on Friday.


Scott acknowledged that the symbol was "a meaningful expression to honor fallen officers" in his eyes and for many in the department. However, he said that many find the symbol to be "divisive and disrespectful."

The chief requested that officers wear "neutral" face coverings while on duty. He noted that the department would be providing personal protective equipment to officers soon and said they will no longer be allowed to wear any other face coverings once the department is supplied.

The San Francisco Police Department union distributed many of the now-banned masks to members. The face masks included a black-and-white image of the American flag with a blue bar in the center, which is used by the National Law Enforcement Officers Memorial to honor fallen officers.

The "thin blue line" symbol gained popularity outside of the law enforcement community during the Black Lives Matter movement and has been considered a political statement by some since then.

The sudden death of San Francisco Public Defender Jeff Adachi in February jolted the city and its criminal justice system. As one of the only elected public defenders in the nation, Adachi had expanded the traditional role of the office, fighting for legal reform, pushing for police accountability and fiercely promoting civil rights - particularly for the poor and people of color.

Three months later, it is the leak of a police report on Adachi's death - and the city's response to that leak - that is stirring controversy and roiling San Francisco politics.

… His (Adachi's) office won an acquittal for Jose Inez Garcia Zarate in the Pier 14 killing of Kate Steinle. Garcia Zarate was in the country illegally and had been previously deported five times.

This is an excellent article. It lays out the chain of events in a very systematic linear pattern.

Here's my first response - I've already been corresponding with a SF resident about it.

The police are actually the good guys, but they didn't do the job right. What they really needed to do was send in a highly trained intel team to go through the files on site. Instead they cut some serious legal corners, to get the equipment.
The reason - Carmody might have more information on Adachi than he's letting on and 'somebody' wants more information regarding the Kate Steinle verdict.

It would appear that there are many involved in the cover-up and manipulation of this trial that probably begins at least at the Fmr Governor Jerry Brown's office all the way to local city offices.
