Iraqi PM threatens to quit if chaos persists
Iraqi Prime Minister Mustafa Al-Kadhimi said that "the security forces refused to aim their weapons at the Iraqis' chests, no matter how angry they were."
Al-Kadhimi added, "We formed an investigation committee to determine those responsible for placing weapons in the hands of those who opened fire on the demonstrators," and "If they want to continue to stir up chaos and conflict, I will take my moral and patriotic step by declaring the position vacant in accordance with Article 81."
Earlier in the day, Iraqi Prime Minister Mustafa Al-Kadhimi praised Muqtada Al-Sadr's call to stop violence, noting that it represents "the highest levels of patriotism, and keenness to preserve Iraqi blood."
Al-Kadhimi said, in a Tweet, that Al-Sadr's speech gives everyone a "moral and national responsibility to protect Iraq's capabilities, stop the language of political and security escalation, and initiate a quick and fruitful dialogue to resolve the crisis."
The words of the Iraqi Prime Minister came after Muqtada Al-Sadr's speech, in which he apologized to the Iraqi people for the armed clashes in which some of his supporters participated, and which resulted in the killing of 23 people and the wounding of hundreds.
Al-Sadr addressed his supporters participating in the protests by saying, "the party is disciplined and obedient, and I wash my hands of those who do not withdraw from the parliament building within an hour."
Iraq witnessed bloody events that began on Monday and continued today after Al-Sadr announced quitting politics and closing his party offices.
In today's series of political stances in Iraq toward Al-Sadr's resignation and speech, the Iraqi Coordination Framework called on Parliament and all the other state institutions to resume their constitutional duties following the latest round of tensions in the country.
The Coordination Framework stressed the importance of swiftly forming a government that serves the national interests and implements reforms, combats corruption, and strays away from meeting quotas.
For his part, Iraqi President Barham Salih said that the "scenes hurt the souls of all Iraqis, hurt their feelings, and made their hearts bleed, and we have to admit that the political system and constitutional institutions were unable to avoid what happened."
In turn, the Iraqi Popular Mobilization said, "We appreciate the calls for calm and an end to armed violence, launched by Muqtada Al-Sadr."
In a statement, the Popular Mobilization called for the establishment of security and the implementation of national duties in accordance with the law and the constitution.

Iraqi authorities last month issued arrest warrants against 21 high-ranking state officials, including a current minister, following an investigation that has seen 77 other officials summoned, according to a statement released on Wednesday by a commission that investigates corruption.
The statement by the Federal Commission of Integrity comes just days after the European Union Ambassador to Iraq announced on Twitter that the EU has removed Iraq from its list of countries at high risk of money laundering, six years since being added.
The move, welcomed by Iraq's Prime Minister Mustafa Al-Kadhimi, will "pave the way for deepening financial cooperation and investment," Ambassador Ville Varjola said.
But Iraq's troubles with corruption and money laundering run deep.
In a speech to the U.N. General Assembly last September, President Barham Salih attributed Iraq's struggles with corruption to "the heavy burden left behind by wars and conflicts that have squandered a huge part of the resources of the country, thus depriving Iraqis of the riches of their land."
His remarks came months after declaring on national TV that an estimated US$150 billion of stolen money has been smuggled out of the country since 2003.
In both speeches, President Salih conveyed the need to introduce new legislation into the legal system, which seeks to "recover the proceeds of corruption," hold the corrupt accountable and bring them to justice.
Ranking in the bottom 20 of Transparency International's 2020 Corruption Perception Index, the anti-corruption watchdog said in an analysis of Iraq that "corruption enshrined in the system deprives people of their basic rights, including access to safe drinking water, health care, uninterrupted electricity, employment opportunities and an adequate infrastructure."
The country declared in 2017 a national war on corruption, but progress has been slow. In 2020, as the pandemic was gripping the globe, Baghdad has been wracked by anti-corruption protests for months. Protestors even called on the coronavirus to take the corrupt politicians.

Seyyed Ebrahim Raisi was sworn in as the 8th president of Iran this Thursday at the Majlis (Parliament), two days after being formally endorsed by Leader of the Islamic Revolution Ayatollah Khamenei.
Representatives of the UN secretary-general; OPEC; the EU; the Eurasia Economic Union (EAEU); the Inter-Islamic Union; and quite a few heads of state and Foreign Ministers were at the Majlis, including Iraq President Barham Salih and Afghan President Ashraf Ghani.
The Islamic Republic of Iran now enters a new era in more ways than one. Khamenei himself outlined its contours in a short, sharp speech, 'The Experience of Trusting the US'.
Khamenei's strategic analysis, conveyed even before the final result of the JCPOA negotiations in Vienna in 2015, which I covered in my Asia Times ebook Persian Miniatures , turned out to be premonitory: "During the negotiations I repeatedly said they don't uphold their promises." So, in the end, "the experience tells us this is a deadly poison for us." During the Rouhani administration, Khamenei adds, "it became clear that trusting the West doesn't work".

Macron's phone on list of spying targets
The French president is among 50,000 politicians, journalists and human rights activists around the world said to have been identified as 'people of interest' by clients of Israeli firm NSO, developer of a surveillance system called Pegasus.
The Paris prosecutor's office is investigating suspected widespread use of Pegasus spyware and an official in the president's office said: 'If this is proven, it is clearly very serious.'
Investigator Laurent Richard said on French TV: 'We found these numbers but we obviously couldn't do a technical analysis of Emmanuel Macron's phone to determine if it had been infected with a spying device.'
Other leaders on the list that emerged include South African president Cyril Ramaphosa and World Health Organisation chief Tedros Adhanom Ghebreyesus.
President Imran Khan of Pakistan was also among potential targets found on a list of numbers leaked to Amnesty and the Paris-based journalism nonprofit Forbidden Stories.
Last night the NSO Group denied that it had ever maintained 'a list of potential, past or existing targets'.
French President Emmanuel Macron was among a list of 14 current or former heads of state who may have been targeted for hacking by clients of the notorious Israeli spyware firm NSO Group, Amnesty International said Tuesday.
'The unprecedented revelation… should send a chill down the spine of world leaders,' Amnesty's secretary general, Agnes Callamard, said in a statement.
Among potential targets found on a list of 50,000 phone numbers leaked to Amnesty and the Paris-based journalism nonprofit Forbidden Stories include Presidents Imran Khan of Pakistan, Cyril Ramaphosa of South Africa and Barham Salih of Iraq.
Three current prime ministers and the king of Morocco, Mohammed VI, are also on the list, The Washington Post reported.
The Post said none of the heads of state would offer their smartphones for forensic testing that might have detected whether they were infected by NSO's military-grade Pegasus spyware. Thirty-seven phones identified in the investigation were either breached or shows signs of attempted infection, it has reported.
The Post and 16 other members of a global media consortium were granted access to the leaked list. Another member, the French daily Le Monde, determined that 15 members of the French government may have been among potential targets with Macron in 2019.
Following first reports by consortium members on Sunday, the Paris prosecutor's office said it was investigating the suspected widespread use of NSO's military-grade Pegasus spyware to target journalists, human rights activists and politicians in multiple countries.

While they were in office, 14 world leaders from Europe, Africa, Asia, and the Middle East appear to have been selected for targeting with NSO Group's Pegasus spyware. Analysis suggests that, in several cases, the users of the hacking tool were their own governments.
Key Findings
While in office, three current presidents, including France's Emmanuel Macron, as well as three sitting prime ministers, had their numbers selected for potential attack by Pegasus, spyware made by Israeli company NSO Group.
Numbers for seven former prime ministers and the King of Morocco were also selected.
Some of the most senior political figures in Kazakhstan and Morocco, as well as people close to the president of Mexico, appear to have been selected for targeting by their own countries.
Others, including Macron and seven prime ministers, appear to have been selected for targeting by foreign countries. Macron's number was selected during a political crisis in Algeria, and evidence suggests that Algeria's neighbor Morocco was behind the selection.
Kazakhstan's president was selected while he was still the regime's number two.
Data from an investigation into Israeli spyware company NSO Group's Pegasus technology shows that over a dozen current, former, and future world leaders were selected as potential targets of the spyware.
As well as run-of-the-mill ministers, diplomats, and civil servants, a list of numbers obtained by the Pegasus Project reveals that prime ministers, presidents, and even King Mohammed VI of Morocco were selected for targeting.
Typically, these high-profile figures appear to have been selected by countries that are rivals or curious neighbors. That is the case with French President Emmanuel Macron, Iraqi President Barham Salih, and South African President Cyril Ramaphosa.

But Kazakhstan's current president and prime minister, a circle of people close to the current president of Mexico, and both the king and prime minister of Morocco appear to have been selected by their own countries.
In a statement to Pegasus Project journalists, NSO Group said the phone records are "not a list of targets or potential targets of NSO's customers." The company said that Emmanuel Macron and King Mohammed VI "are not, and never have been, targets or selected as targets of NSO Group customers."
The Pegasus Project is an international collaboration of more than 80 journalists from 17 media organizations, including OCCRP, that was coordinated by French journalism non-profit Forbidden Stories. Numbers for heads of states were identified and verified by reporters from a leaked list of over 50,000 phone numbers in around 50 countries. The list is believed to represent numbers that have been selected for targeting by NSO Group's clients.

Iraqi President Claims Baghdad Hosted Secret Saudi-Iran Talks 'More than Once'

Iraqi President Barham Salih claimed in an interview on Wednesday that Baghdad has "more than once" hosted secret talks between Saudi Arabia and Iran.
The Financial Times reported on April 18 that a single round of direct talks between Saudi and Iranian officials quietly occurred in Baghdad on April 9. The discussions were focused on the civil war in Yemen, where Saudi Arabia and Iran have intervened on different sides.
Saudi intelligence chief Khalid bin Ali al-Humaidan reportedly led his country's delegation, while Iranian Supreme National Security Council secretary Ali Shamkhani led his. Iraqi Prime Minister Mustafa al-Kadhimi "facilitated" the discussion.
Kadhimi is reportedly on good personal terms with Saudi Arabia's crown prince and de facto chief executive, Mohammed bin Salman, but Kadhimi's efforts to improve relations with Iran last year noticeably angered the Saudis.
"The prime minister is very keen to personally play a role in turning Iraq into a bridge between these antagonistic powers in the region. It's in Iraq's interest that it can play this role," an Iraqi official explained to the Financial Times.
Saudi and Iranian officials generally denied such a meeting took place, or refused to comment, but Salih said Wednesday that in truth more than one round of Saudi-Iran talks have been hosted in Baghdad. He provided no further details about the discussions.
"It is ongoing, and it is important and it is significant, and for Iraq to be able to play that convening role between these regional actors is important," he said.
Salih added that he would like to see a resolution to strife between the United States and Iran as well.
"The Middle East has been condemned to a cycle of conflict and instability over the last few decades," he said. "It's time to move beyond."
U.S. Secretary of State Antony Blinken on Tuesday refused to confirm reports that Saudi Arabia and Iran are quietly meeting in Baghdad, but added that "if they're talking I think that's generally a good thing."
"Talking is usually better than the alternative. Does it lead to results? That's another question," Blinken mused.
Blinken said America, "when we're acting at our best," retains "a greater ability than any other country to mobilize others in positive, collective action," but "if countries are talking directly together without us in the middle, that's maybe even better."

Back to Iraq: While Baghdad makes sense as a locale for negotiations, it is fair for Congress to ask with whom Burns is meeting, his objective, and what Biden or Sullivan authorized him to offer. Equally important, it is worth considering the price of any such meeting. Iraqi Foreign Minister Fuad Hussein lost Iraq's presidency to current incumbent Barham Salih despite McGurk trying to hand the position to Hussein. By helping broker the U.S.-Iran secret talks, Hussein may now expect as a reward renewed U.S. support for his presidency in Iraq. This would be a high price to pay indeed since Fuad Hussein's main source of political legitimacy has been as consigliere to Kurdish leader Masud Barzani whereas Barham Salih has proven himself a more able and more consistently pro-Western bridge builder. No single meeting or even series of meetings is worth sacrificing Iraq's long-term stability or promising its presidency to a man not competent to hold it.
Biden's enthusiasm for rapprochement is bad enough. That he feels he must keep the real true negotiations secret does not bode well for his confidence that Congress and regional states will find his compromises wise.

Islamic State Returns: Claims Baghdad Suicide Bombing Killing 32
Representatives of the Islamic State jihadist group confirmed Thursday that they organized twin suicide bombings in Baghdad, Iraq, that day that left 32 dead and over 100 injured.
The attack was the largest of its kind in years in the capital, and the biggest significant attack by the Islamic State in the country since the demise of the group's "caliphate" in 2017, prompting panic from the Iraqi government. The location is a particular cause of concern for Iraq given that ISIS was traditionally most active in the north of the country, taking over the then-second-largest city in the country, Mosul, and invading areas populated by the nation's Yazidi minority. Baghdad is about 250 miles from Mosul. ISIS is a Sunni jihadist group, bringing it into conflict with the majority-Shiite Iraqi government and Iranian proxy militias like the Popular Mobilization Forces (PMF), which became an official wing of the Iraqi military during the ISIS occupation.
The Kurdish outlet Rudaw confirmed on Thursday that members of the Islamic State used the encrypted application Telegram to confirm that the suicide bombers responsible for the attack this week were members of their jihadist outfit.
"Two suicide bombers belonging to the terror group detonated explosive belts in the crowded square, the group confirmed via its propaganda telegram channels late on Thursday," Rudaw reported. "It said the second bomber struck as people gathered after the first explosion."
Reports indicated the bombers waited for the square's markets to become crowded before attracting locals by claiming to be sick. The Iraqi government had recently loosened mobility restrictions in place to fight the Chinese coronavirus pandemic, leading to a larger-than-usual crowd at the square.
The jihadist group also claimed in al-Naba, the most recent iteration of its propaganda newspaper, that it had conducted 30 attacks throughout Iraq in the week of January 15 to January 21, without providing evidence. Those attacks, ISIS boasted, killed another 40 people. Al-Naba appears to be a successor to Dabiq, the high-production Islamic State magazine that ceased publication in 2016, after U.S. and coalition forces launched a targeted campaign to eliminate ISIS's top propagandists.
Rudaw reported that the Islamic State had killed 28 people in a similar attack in the same location in Baghdad in 2018, but these types of suicide bombings had become unusual in the capital in recent years.
The attack on Thursday prompted alarm from the Iraqi government, which rapidly moved to dismiss security officials who failed to act to prevent it. Iraqi Prime Minister Mostafa al Kadhimi reportedly dismissed at least four top officials - the head of the Iraqi federal police, two top Interior Ministry officials, and the director of Intelligence and Security of Baghdad Operations Office - in the aftermath of the attack.
"The two terrorist explosions against the safe citizens of Baghdad, at this time, confirms [sic] the endeavor of shadowy groups to target national achievements and the aspirations of our people for a peaceful future," Iraqi President Barham Salih wrote in a statement posted on Twitter. "We stand firmly against these rogue attempts to destabilize our country."
Iraqi government spokesman Yehia Rasool announced via Twitter on Friday that Baghdad would launch a campaign called "revenge of the martyrs" to eliminate the last of ISIS on Iraqi soil.

MOSCOW, April 17. /TASS/. Other countries have no right to use Iraqi soil to settle scores with each other, Russian Foreign Ministry Spokeswoman Maria Zakharova said at a briefing on Friday.
"We believe that decisions about the presence of foreign troops in Iraq, including US troops, should be made through dialogue based on respect for Iraq's sovereignty and territorial integrity. We consider attempts to use Iraqi soil for settling scores between countries to be unacceptable because such actions run counter to international law, violate Iraq's sovereignty and harm the country's national interests," Zakharova pointed out.
According to her, Moscow expects the domestic political situation in Iraq to improve following the formation of a new government. "We believe that Mustafa al-Kazemi, nominated for Prime Minister, will succeed in achieving this goal as, according to available information, most of the Iraqi parliamentary factions are ready to support him," the Russian diplomat added.
On January 3, a US drone strike near Baghdad's airport killed General Qasem Soleimani, the head of Iran's Islamic Revolutionary Guard Corps' Quds Force. Iran targeted Iraq's Ain Al-Asad air base and a facility in Erbil, which house US troops, in retaliation for the attack. On April 9, Iraqi President Barham Salih ordered intelligence chief Mustafa al-Kazem to form a new cabinet.

CIA's Candidate for Iraq PM Fails to Secure Support, the New PM-Designate Is Iran-Friendly
The new PM-designate was involved in the anti-ISIS campaign as intelligence chief
With the appointment of intelligence chief Mustafa al-Kadhimi as Iraq's new prime minister-designate, Iraq's President Barham Salih is attempting for the third time this year to end a months-long political deadlock.
Kadhimi is the latest candidate tasked with forming a government after Adnan al-Zurfi, unable to obtain support among Iraq's political parties, withdrew his bid Thursday morning.
"This decision will not stop me from serving the public through my current parliamentary position. I will continue to work and prepare the country for the upcoming early elections and other challenges," Zurfi said on Twitter.
Already facing resistance from Shiite blocs who labeled him a "candidate of the CIA," Zurfi's candidacy was dealt a major blow when the parliament's main Kurdish and Sunni parties pulled their support for the former Najaf governor this week.
Iraq's political crisis kicked off in late November when Prime Minister Adel Abdul Mahdi resigned amid sweeping anti-government protests aimed at dismantling the political establishment. Salih then tapped Mohammed Tawfiq Allawi, a former communications minister, who withdrew his candidacy for the premiership a month later.
The 53-year-old Kadhimi now has 30 days to assemble a cabinet subject to approval by Iraq's highly fractured parliament. The fact that nearly all Iraq's political bloc leaders were present at his nomination ceremony suggests that Kadhimi's candidacy has a greater chance of success than the two previous appointees. Kadhimi himself is unaffiliated with any political party.
Kadhimi has led the Iraqi National Intelligence Service since 2016, overseeing much of the battle against the Islamic State and his agency played a key role in the hunt for IS leader Abu Bakr al-Baghdadi. Kadhimi was also a prominent opposition figure during Saddam Hussein's rule and also worked as an author and journalist, including as the Iraq Pulse editor for Al-Monitor.
In a tweet Thursday, the new prime minister-designate promised a new government "that radiates the aspirations and demands of the Iraqis at the top of its priorities, safeguards the sovereignty of the country, preserves rights."
This latest attempt at forming a government in Iraq comes as the United States and Iraq prepare to meet next month to discuss the status of American troops in the country. Referring to the United States as "Iraq's closest friend," Secretary of State Mike Pompeo recently proposed a "strategic dialogue" with Baghdad to begin in June. The dialogue would include the continued partnership between the US-led coalition and Iraq against IS. Pompeo also warned that Iraq risked "economic collapse" as a result of falling oil prices and the impact of the COVID-19 virus.
The US-led coalition assembled to fight IS has in recent weeks pulled out of several smaller bases in Iraq in what military officials say was part of a long-planned repositioning unrelated to recent rocket attacks from Iranian-backed militias. Most recently, rockets landed near the site of the US oil company Halliburton in southern Iraq on April 6.

Iraq has been rocked by demonstrations since early October 2019, with protesters demanding the government's resignation and improved living standards while highlighting problems of corruption and unemployment.
At least 85 people have been injured, some seriously, as a result of clashes in the city of Najaf, Iraq, Al-Sumaria reported on Wednesday citing a security source.
According to the outlet, clashes in central Sadrin Square took place between demonstrators and supporters of Muqtada al-Sadr, an influential Shia cleric and politician.
Earlier in December, the Iraqi parliament passed a new election legislation, which the protesters had been demanding for several months.
According to the current Iraqi President, Barham Salih, more than 600 people have died and about 60,000 injured in the continuing unrest, which are the biggest mass protests since former Iraqi leader Saddam Hussein was toppled back in 2003.

A report by Al Hurra reporter Steven Nabil shows that sources close to the Iraqi government said to him hours before the U.S. attack that killed Iran Quds Force leader Major General Qassem Soleimani as he arrived at the Baghdad airport-reportedly from Syria-that there were fears in the Iraqi government that Soleimani was going to lead a coup and overthrow the government, arrest President Barham Salih and takeover the U.S. embassy.
"What if the strikes were meant to stop a plan, this morning I was hearing from trusted sources close to the government leadership that they were worried of an Iranian backed plan by the Militias and Sulaimani to seize power and arrest the president and declare a new Iraqi norm."
One since deleted translation read, "Because Iranian militias and leaders are present, intending a coup and the elimination of important governmental, military and party figures. At the head of the list is Barham Salih, under the charge of working for America. Their plan is to withdraw all their military units and declare a people's government on this basis while they control the branches of government and give a deadline for the American embassy to withdraw its employees."
Another since deleted translation reads, "The image says: The militias and the Iranian leaders want to overthrow and kill Iraqi big officials and parties leaders, and military leader ms. Barham Salih is on the top of the list. Their plan is to seize power in Iraq, giving the U.S embassy a time-limit to withdraw

Following UAE, Bahrain set to reopen diplomatic mission in Syria
Arab states are preparing to restore their presence in Syria after years of absence following the outbreak of a foreign-sponsored conflict more than seven years ago, with Bahrain being the next in the line of countries to reopen its embassy in Damascus.
Diplomatic sources, speaking on condition of anonymity, told the Arabic service of Russia's Sputnik news agency that Bahrain's mission in the Syrian capital would resume its activities next week.
Bahrain decided to shut down its embassy in Damascus and to withdraw all diplomats and staff on March 15, 2012.
On Thursday, the United Arab Emirates officially reopened its embassy in Damascus.
The Emirati Ministry of Foreign Affairs and International Cooperation said the reopening of its embassy "reaffirms the keenness of the United Arab Emirates to restore relations between the two friendly countries to their normal course."
The move "will strengthen and activate the Arab role in supporting the independence, sovereignty and territorial integrity of the Syrian Arab Republic and to prevent the dangers of regional interference in Syrian Arab affairs," the ministry pointed out.
UAE's charge d'affaires Abdul Hakim Naimi visited the embassy in the afternoon, and witnessed his country's flag being raised on the compound in central Damascus.
The development is another sign that the incumbent Damascus government is being admitted back into the Arab world.
On December 18, an Iraqi diplomatic source, requesting not to be named, said President Barham Salih was going to pay an official visit to Damascus.
The report came only two days after Sudanese President Omar al-Bashir became the first Arab League leader to visit Damascus.
Syria's official news agency SANA said Bashir was greeted by his Syrian counterpart Bashar al-Assad upon arrival at Damascus International Airport, before they both headed to the presidential palace.
The two leaders discussed bilateral ties and the "situations and crises faced by many Arab countries," the Syrian presidency said in a statement.
SANA quoted the Sudanese leader as saying during the meeting that he hoped Syria will recover its important role in the region as soon as possible.
He also affirmed Khartoum's readiness to provide all it can to support Syria's territorial integrity.
Syria has been gripped by foreign-backed militancy since March 2011. The Syrian government says the Israeli regime and its Western and regional allies are aiding Takfiri terrorist groups wreaking havoc in the country.

Panic Mod: U.S Proxies In al-Tanaf Deny Reality & Their Own Claims
In a sign of panic, Hammurabi's Justice News denied that the US-led coalition is withdrawing from its base in the Syrian area of al-Tanaf and the 55km de-escalation zone around it. The pro-opposition blog added that the coalition dropped resupplies near the base on December 22.
"The coalition have dropped resupply near al-Tanaf to insure the commitment of the Revolutionary Commando Army and coalition forces in securing the civilians of 55km de-escalation zone," Hammurabi's Justice News said in a short report.
The blog's report was a clearly propaganda stunt to manipulate the reality, as no one had claimed that the U.S. began withdrawing its forces from the al-Tanaf base. Furthermore, the report hints that the coalition is not planning to withdraw, which contradicts with recent statements by officials in the Pentagon and the Revolutionary Commando Army.

US-Style "Troops Withdrawal": Pentagon Plans To Keep Special Forces In Syria
The Pentagon is planning to use small units of Special Forces to carry out missions against ISIS inside Syria after withdrawing its troops from the country, the New York Times reported on December 22, citing U.S. officials.
Under the new plan, U.S. forces in Syria, which are estimated at 2,000 service members, will be redeployed to Iraq than "surge" into Syria to carry out special operations. The plan will also allow the Pentagon to continue its support for the Syrian Democratic Forces (SDF) and its aerial campaign against ISIS in Syria.
U.S. officials told the New York Times that the Pentagon will submit these plans to President Donald Trump before Secretary of Defense James Mattis leaves office in the end of February. Mattis resigned after he had allegedly clashed with Trump on several issues, including the decision to withdraw American troops from Syria.
The Pentagon has not commented on the New York Times' report yet. However, Dana W. White, a spokeswoman for the Department of Defense, said on December 21 that the military "will continue working with our partners and allies to defeat ISIS wherever it operates."
"The campaign against ISIS is not over," White added, according to the New York Times.

Iraqi Hezbollah Is Ready To Protect Syrian Kurds After U.S. Withdraw
The spokesman added that the U.S. withdrawal was expected and revealed that Kata'ib' Hezbollah has "continuous and intensive communications" with Kurdish commanders in northeastern Syria
"We have a full conception of what is going on in northern Syria, including U.S. movements," Jafar al-Husseini said during the interview.
According to al-Husseini, the U.S. is planning to hand over its role in Syria to Saudi Arabia and UAE. Both countries are already funding the US-led coalition operations against ISIS.
"We'll be coming out of Syria, like, very soon. Let the other people take care of it now." U.S. President Donald Trump said last March.

Iranian firms dominate Baghdad expo as Saudis steer clear
BAGHDAD (Reuters) - While Saudi Arabia courted Iraqi leaders behind closed doors at the weekend, its arch-foe Iran made a more public showing by turning out at the Baghdad International Fair, a shop window for business in Iraq.
An entire hangar was set aside for some of the 60 Iranian firms participating. Vendors of steel, chemical products and carpets greeted prospective Iraqi customers with tea and sweets, exchanging pleasantries in Persian and broken Arabic.
If the region's most bitter rivalry was expected to be on display - last year dozens of Saudi companies also took part - it was an indication of how that is playing out in Iraq. No Saudi firms attended this year.
Riyadh instead focused on high-level meetings, with Oil Minister Khalid al-Falih paying a visit to Prime Minister Adel Abdul Mahdi in Baghdad. The countries pledged to co-operate on oil and energy, while new Iraqi President Barham Salih made Gulf Arab states the destination for his first official trip abroad.

Islamic State Returns: Claims Baghdad Suicide Bombing Killing 32
Representatives of the Islamic State jihadist group confirmed Thursday that they organized twin suicide bombings in Baghdad, Iraq, that day that left 32 dead and over 100 injured.
The attack was the largest of its kind in years in the capital, and the biggest significant attack by the Islamic State in the country since the demise of the group's "caliphate" in 2017, prompting panic from the Iraqi government. The location is a particular cause of concern for Iraq given that ISIS was traditionally most active in the north of the country, taking over the then-second-largest city in the country, Mosul, and invading areas populated by the nation's Yazidi minority. Baghdad is about 250 miles from Mosul. ISIS is a Sunni jihadist group, bringing it into conflict with the majority-Shiite Iraqi government and Iranian proxy militias like the Popular Mobilization Forces (PMF), which became an official wing of the Iraqi military during the ISIS occupation.
The Kurdish outlet Rudaw confirmed on Thursday that members of the Islamic State used the encrypted application Telegram to confirm that the suicide bombers responsible for the attack this week were members of their jihadist outfit.
"Two suicide bombers belonging to the terror group detonated explosive belts in the crowded square, the group confirmed via its propaganda telegram channels late on Thursday," Rudaw reported. "It said the second bomber struck as people gathered after the first explosion."
Reports indicated the bombers waited for the square's markets to become crowded before attracting locals by claiming to be sick. The Iraqi government had recently loosened mobility restrictions in place to fight the Chinese coronavirus pandemic, leading to a larger-than-usual crowd at the square.
The jihadist group also claimed in al-Naba, the most recent iteration of its propaganda newspaper, that it had conducted 30 attacks throughout Iraq in the week of January 15 to January 21, without providing evidence. Those attacks, ISIS boasted, killed another 40 people. Al-Naba appears to be a successor to Dabiq, the high-production Islamic State magazine that ceased publication in 2016, after U.S. and coalition forces launched a targeted campaign to eliminate ISIS's top propagandists.
Rudaw reported that the Islamic State had killed 28 people in a similar attack in the same location in Baghdad in 2018, but these types of suicide bombings had become unusual in the capital in recent years.
The attack on Thursday prompted alarm from the Iraqi government, which rapidly moved to dismiss security officials who failed to act to prevent it. Iraqi Prime Minister Mostafa al Kadhimi reportedly dismissed at least four top officials - the head of the Iraqi federal police, two top Interior Ministry officials, and the director of Intelligence and Security of Baghdad Operations Office - in the aftermath of the attack.
"The two terrorist explosions against the safe citizens of Baghdad, at this time, confirms [sic] the endeavor of shadowy groups to target national achievements and the aspirations of our people for a peaceful future," Iraqi President Barham Salih wrote in a statement posted on Twitter. "We stand firmly against these rogue attempts to destabilize our country."
Iraqi government spokesman Yehia Rasool announced via Twitter on Friday that Baghdad would launch a campaign called "revenge of the martyrs" to eliminate the last of ISIS on Iraqi soil.

Japan to extend $300 mil. in loans for upgrading Iraq refinery
Japan will extend up to 32.7 billion yen ($300 million) in low-interest loans to Iraq to assist the country's plan to upgrade one of its oil refineries, Foreign Minister Toshimitsu Motegi told his Iraqi counterpart Fuad Hussein on Saturday.
Motegi made the pledge during an unannounced trip to Baghdad, the first visit to Iraq by a Japanese foreign minister after Taro Aso in August 2006. Separately, the Japanese Foreign Ministry said a meeting has been set for Sunday between Motegi and new Iranian President Ebrahim Raisi, an anti-U.S. conservative hard-liner who took office this month, in Tehran. The meeting comes as Iran faces a deadlock in nuclear talks with the United States and Europe. Japan has built a friendly relationship with Tehran while also being allied with Washington. Besides Hussein, Motegi held separate talks in Baghdad with Iraqi President Barham Salih and Prime Minister Mustafa al-Kadhimi, and the two sides agreed to step up cooperation in ensuring peace and stability in the Middle East country.
The Japanese Foreign Ministry did not announce Motegi's visit to Iraq which came between his trip to Turkey and planned travel to Iran as part of his Middle East tour due to safety reasons. The originally released itinerary said he would fly from Istanbul straight to Tehran on Saturday morning.
The financial aid will be used to expand one of Iraq's major refineries in Basra, southern Iraq, as part of efforts to rebuild the economy, according to the ministry. Motegi and Hussein also discussed regional issues including the crisis in Afghanistan, as well as ways to expand business between Japan and Iraq, the ministry said. Prior to the trip to Iraq, the Japanese minister visited Egypt, the West Bank to meet with Palestinian leaders, Israel, Jordan and Turkey.
During the visit to Iran, he will also meet with Foreign Minister Mohammad Javad Zarif and Hossein Amir Abdollahian, a former deputy foreign minister who is set to succeed Zarif under the Raisi administration. Raisi has called for the lifting of U.S. sanctions on Iran, which have been strengthened since 2018 when then President Donald Trump's administration pulled out of the 2015 nuclear deal with Tehran.
After Iran, Motegi will travel to Qatar before returning home on Tuesday.
