Armenian president announces his resignation

Armenian President Armen Sarkissian has announced his resignation.
"It is not an emotion-driven decision and it has certain logic. The country's president has no instruments to influence important issues either in the domestic or foreign policy," according to a statement posted on his official website on Sunday. "In this difficult period for our country, when nationwide unity is needed, the institute of presidency must not be a target for gossip and conspiracy theories that only distract the attention of society from major problems."
The country, in his words, is living "in a strange reality when the head of state cannot influence matters linked with war and peace," cannot veto laws he considers as inexpedient for the nation and for the state.
Armenia's president is elected by the National Assembly (parliament) for a term of seven years and, correspondingly, the National Assembly accepts his resignation. Under the country's constitution, the National Assembly organizes early presidential election not earlier than 25 days and not later than 35 days after the presidential office is vacated.
"In line with the procedure established by the constitutional amendments of 2015, Armenia has shifted from the semi-presidential to the parliamentary form of government since April 9, 2018, when Armen Sarkissian took office," the presidential website noted.
The president is the head of state and is in charge of "supervising the observation of the constitution," appointing regular and early elections to the National Assembly, accepting the resignation of the government. At the suggestion of the government and the prime minister, the president initiates cabinet reshuffles, appoints and recalls ambassadors, signs and denounces international agreements, addresses issues of citizenship and pardoning.

From Hiding, Pashinyan Issues More Excuses Through Facebook, Doesn't Mention Resignation
On November 12th, Prime Minister of Armenia Nikol Pashinyan and the President of Armenia Armen Sarkissian met and discussed the current situation in the country.
Prior to that, Artsakh Justice Minister Siran Avetisyan presented a letter of resignation to the President of Artsakh Araik Harutyunyan explaining the decision as coming down to differing political views.
Around midday on November 12th, Prime Minister, again through Facebook, issued an address to the Armenian people.
The statement, in its entirety can be read below:
"Having signed this sad document, I knew that I was under threat not only politically, but also physically, but it was more important for me to save the lives of 25 thousand of our soldiers.
Why didn't you resign in order not to sign this document? This would be desertion and an attempt to leave a difficult situation to another leader.
This document does not imply a meaningful solution to the Karabakh conflict. This document is about ending the war in Karabakh. The Karabakh conflict was not resolved then, and it is not resolved now.
I and the President of Karabakh did not provide full information about the deplorable situation, so as not to cause panic.
We have done everything to preserve every inch of Karabakh.
We fought against three armies. But, unfortunately, we were not able to fully support our army.
Yes, the signed document is very bad for Armenia, but we should not make it worse.
The document provides for the unblocking of all regional roads and provides for a railway between Iran and Armenia.
Russian peacekeepers will ensure the security of the residents of Karabakh throughout the territory. They will ensure the stability of the road connection between Stepanakert and Yerevan. Our task is to ensure stability in the country.
We will not allow representatives of the former government to create chaos in the country. We have a future. We must draw conclusions and understand the mistakes.
The problem is that the most important function of the commander is to solve the problem for the soldier. But when a soldier cannot influence further events in any way, it is no longer the soldier who must die, but the Motherland must make sacrifices for the sake of the soldier's life.
That's why I signed this infamous contract. I chose the lives of 25,000 soldiers over my career and my life.
Why didn't I consult with the people before signing the document? For a very simple reason. In the course of communicating with the people, I had to publicly and honestly present an objective situation, and this meant providing detailed information to the enemy as well, informing a detailed plan for the encirclement of our soldiers in the amount of 25 thousand people in a matter of hours.
They talk about the surrender of Meghri. This is absolutely ridiculous. We are just talking about opening regional transport links. In this case, the roads from Azerbaijan to Nakhichevan are opened, but at the same time the road from Yerevan to Syunik region via Nakhichevan is also unblocked."
What becomes apparent is this: Pashinyan refuses to resign and clings to power, he says he "ended his career" but he plans on continuing to lead the country.

YEREVAN, JANUARY 17, ArmenPRESS. President of Armenia Armen Sarkissian, who is in the United Arab Emirates (UAE) on an official visit, has departed for Sharjah from Abu Dhabi to meet with Ruler of Sharjah, Sheikh Sultan bin Muhammad Al-Qasimi, the Office of the President said on Facebook.
Thereafter, President Sarkissian will meet with the UAE Vice-President, Prime Minister, Minister of Defense and Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum.

Pashinyan, who has led the demonstrations, said earlier on Friday he had met President Armen Sarkissian to discuss a political solution.
Protesters have called for Pashinyan, a former journalist turned lawmaker, to become Armenia's new interim prime minister and for him to organise fresh parliamentary elections.

Sarksyan was president from 2008 and demonstrators said he was switching jobs but clinging to power. Under a revised constitution approved by referendum in 2015, the prime minister will hold power while the presidency becomes largely ceremonial.
Sarksyan's ally Armen Sarkissian was sworn in as president last week after being elected by parliament and in March Sarksyan said he would become prime minister to allow him to share the benefit of his experience.
"I have enough influence and power to make the executive and legislative branches of power work effectively," Sarksyan told parliament on Tuesday. Parliament voted 77 to 17 in favour of his appointment.
Armenia seceded from the Soviet Union in 1991 but remains dependent on Russia for aid and investment. Many Armenians accuse the government of corruption and mishandling an economy that has struggled to overcome the legacy of central planning.
