'Explosive situation': German minister fears a constitutional crisis in the U.S.
PUBLISHED WED, NOV 4 20205:49 AM ESTUPDATED WED, NOV 4 20209:04 AM EST
https://www.cnbc.com/2020/11/04/us-election-2020-germany-warns-of-explosive-situation.html
LONDON - With President Donald Trump falsely claiming victory in the 2020 election, warning of legal action despite millions of votes still uncounted, a top German official has warned of an "explosive situation" and a potential constitutional crisis in the U.S.
"This is a very explosive situation. This is a situation that can lead to a constitutional crisis in the U.S., as experts are rightly saying. And it is something that must cause us great concern," German Defense Minister Annegret Kramp-Karrenbauer told German television channel ZDF early Wednesday, according to a Reuters translation.
The comments by Kramp-Karrenbauer, who at one stage was largely seen as a successor to German Chancellor Angela Merkel, came after Trump had taken to Twitter to accuse the
opposition of trying to "steal" the election. Twitter attached a label over the tweet, warning that some or all of the content is disputed and might be misleading.
So a German Defense Minister is quoted by a Fishwrap in London about a potential constitutional crisis in the US? What they care?

Soldiers must tolerate protection
-Corona vaccination obligation in the Bundeswehr
Corona vaccination is becoming mandatory for men and women in the German armed forces. They must now tolerate this protection as the first occupational group - with reference to the operational capability.
Soldiers must tolerate corona vaccination. The Defense Ministry has made this vaccination mandatory for the more than 180,000 men and women in the Bundeswehr.
The caretaker defense minister Annegret Kramp-Karrenbauer (CDU) has decided and instructed this, as a spokesman for the ministry explained on Wednesday.

Major anti-terrorist joint drills staged by Russia & post-Soviet allies conclude on Afghan border in Tajikistan
A large-scale military exercise carried out by member countries of the Collective Security Treaty Organization (CSTO) has concluded in Tajikistan. The drills involved repelling a cross-border attack from a mock terrorist group.
The exercise, which took place close to the Afghan border, concluded in southern Tajikistan on Saturday. Six CSTO nations, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan, took part in the drills.

NATO not ready for equal dialogue, Russian defense minister says as German counterpart warns bloc ready to deter Moscow with nukes
Security in Europe can only be collective, but NATO is not ready for equal dialogue, Russian Defense Minister Sergey Shoigu has said. NATO earlier agreed on a master plan to deter Moscow, including with nuclear weapons.
German Defense Minister Annegret Kramp-Karrenbauer has been one of the most active backers of NATO's new master plan to counter Russia in case a military conflict breaks out between the sides. The strategy, which was agreed on Thursday, envisages the military alliance's troops fighting Russian forces in the Baltic region and across the Black Sea, while also calling for non-conventional warfare, including nuclear weapons, cyber-attacks, and space military technology, to be employed.
"This is the way of deterrence," Kramp-Karrenbauer told German radio Deutschlandfunk earlier this week, commenting on the idea of deploying nuclear weapons in the air above Latvia, Lithuania, and Estonia to protect them from what NATO calls the "Russian threat."
"We must make it very clear to Russia that we are ready to use such measures as well, so that it would have an early deterrent effect… This is being adapted to the current behavior of Russia," she insisted.
On Saturday, Shoigu told his German counterpart that "security in Europe can only be collective without infringement of Russia's interest. But currently NATO is the party that's not ready for equal dialogue on this issue."
"Amid calls to deter Russia militarily, NATO is consistently building up its forces near our borders. The German foreign minister must know quite well how such actions have ended for Germany and Europe previously," he added.

Germany Makes Huge Anti-China Move; Will Send Warship To Indian Ocean To Deepen Xi's Woes
Germany's Defence Minister has announced that one of the country's warships will patrol the Indian Ocean as part of plans to manage China's influence there
Germany's Defence Minister Annegret Kramp-Karrenbauer has announced that one of the country's warships will patrol the Indian Ocean as part of plans to manage China's influence in the region. The development comes at a time when India's Foreign Secretary Harsh Shringla held talks in Berlin on Monday to boost cooperation in areas ranging from post-pandemic recovery to the Indo-Pacific, and with China being increasingly encircled.
'Key is to translate this into real muscle'
Ahead of Shringla's arrival in Berlin as part of a three-nation tour, the German Defence Minister told The Sydney Morning Herald that a German frigate is set to patrol the Indian Ocean next year and the country's naval presence in the Indo-Pacific will help safeguard the rules-based order. "We hope to be able to deploy next year," she said.
"We will be spending more on defence in 2021 than in 2020 despite the fact that [the Covid-19 pandemic] has hit our budgets. Now the key is to translate this into real muscle. I am convinced territorial disputes, violations of international law and China's ambitions for global supremacy can only be approached multilaterally," she said.
The Indian Navy has also significantly increased its deployment in the Indian Ocean Region in an attempt to send across a message to China in the wake of escalation in tension between the two countries over the border standoff in eastern Ladakh.
Meanwhile, Foreign Secretary Harsh Vardhan Shringla on Monday met German Foreign Minister of State Niels Annen and held a productive exchange on shared priorities, including strengthening of multilateral structures. Shringla arrived in Berlin from France on the second leg of his three-nation European tour that also includes the UK.

He also met with Jan Hecker, the Foreign and Security Policy Advisor to German Chancellor Angela Merkel, and discussed with him on the multi-dimensional and rapidly growing cooperation between the two democracies, it said. Shringla also interacted with top German diplomats and think-tanks.

'Flying the flag': Germany sends warship to South China Sea for first time in two decades amid rising tensions
A German frigate has set sail for the South China Sea for the first time in some two decades as part of a six-month mission, as Berlin pledges its commitment to its allies and to 'freedom of navigation'.
One of Germany's four Brandenburg-class frigates, the Bayern (Bavaria), departed the German naval base of Wilhelmshaven on Monday during a ceremony attended by Defense Minister Annegret Kramp-Karrenbauer.
The military vessel carrying 46 anti-submarine torpedoes, as well as anti-ship missiles and anti-aircraft weapons, will spend the next six months at sea and is expected to sail near the Horn of Africa, Australia, and Japan, according to the German Navy.

Merkel visits areas ravaged by floods, says Germany needs more climate-focused policy
During a visit to Germany's heavily flooded areas, Chancellor Angela Merkel said the country will continue to "oppose" the destructive forces of nature, but a policy is needed that would focus more on climate than it did before.
The chancellor arrived in the western state of Rhineland-Palatinate on Sunday to get the real picture of what she called surreal "ghostly images" of the territories devastated by the record floods from heavy rains earlier this week.
Merkel promised speedy assistance to all the affected areas and said that the natural disaster has clearly shown that more climate protection is needed. "We stand by your side, at the federal level and that of the state," the chancellor said, adding that everyone can now see "with what force nature can act."
The German authorities would "make a stand" against the destructive forces of nature - now and in the future - Merkel said, adding that a new policy is required: one that "takes nature and climate into consideration far more so than we have done over recent years."
The chancellor also said that the federal government and the state authorities would team up to "bring the world in order step by step in this beautiful place." On Wednesday, her cabinet is expected to adopt a quick aid program. Finance Minister Olaf Scholz already announced that Berlin would spend ?300 million ($354 million) on it.
The Prime Minister of Rhineland-Palatinate Malu Dreyer said, however, that a "long-term effort" is needed for the affected areas to recover. "It will be a long time before people can say: I recognize my home country again," she said, adding that, so far, rescue efforts are top priority.
"We will not rest until the people who are missing are found," she said. At least 157 people died in Germany because of the flooding, according to the German media. In the small rural area of Ahrweiler, Rhineland-Palatinate, the death toll reached 110 while 670 people were injured.
In the neighboring state of North Rhine-Westphalia, the number of confirmed deaths reached 46. At least one person died in the floods in Bavaria, which is the latest German region to be hit by the disaster.
Some 600 kilometers of railway tracks were damaged in Germany, according to Deutsche Bahn - the German railway operator. Transport Minister Andreas Scheuer said that the true extent of the damage can be assessed only after all the clearance works are finished. Yet, even now, the devastation appears to be immense."Since 20 of the 35 bridges on the Ahr [River] have been destroyed, you can already guess the huge task that lies ahead of us," Scheuer told the local media.
Some 800 soldiers and around 110 military vehicles were deployed to the affected areas to deal with the consequences of the flooding. Germany's Defense Minister Annegret Kramp-Karrenbauer also traveled to the flooded areas on Sunday to meet with the military engaged in the relief operation.
Even the most experienced soldiers, who had already been deployed on similar missions abroad, said they have never seen anything like this before, the defense minister told the media. "Everyone is deeply affected," said Kramp-Karrenbauer. Germany is not the only European nation hit by the disaster, though. In Belgium, 31 people died in the floods and 163 are missing. Some 11,000 families were left without power in the Liege area. In Wallonia, some 20 villages were left without drinking water and rail infrastructure was damaged.
In Switzerland, Lake Zurich broke its banks, and there are fears that lakes Lucerne, Biel and Thun will follow suit. In Austria, towns near Salzburg were affected by the flooding.

Entire Police Special Operations Team Dismantled Over Far-Right Allegations
The German city of Frankfurt has entirely dissolved its police special operations team after allegations of far-right extremism among its members in chat groups.
The Spezialeinsatzkommando (SEK) of Frankfurt, an elite police tactical unit, was disbanded by the city government this week after chats emerged revealing officers in the unit making allegedly far-right remarks and statements.
Altogether, 19 SEK officers, as well as a former SEK official, are under investigation for their alleged far-right sympathies, including 17 who are alleged to have shared content relating to the former National Socialist regime headed by Adolf Hitler, Deutsche Welle reports.
Hesse Interior Minister Peter Beuth commented on the situation with the SEK officers, saying that "Today we are initiating a fundamental restart for the SEK" and that there would be a large reorganization of the Special Operations Command.
According to Interior Minister Bleuth, the chats uncovered were from 2016 and 2017. He also noted that while there would be a reorganisation, police special forces were still "indispensable."
Nancy Faeser, group leader in the Hesse parliament for the leftist Social Democrats, suggested that Bleuth resign, saying: "Hesse needs not only a fundamental restart for the SEK, but above all at the head of the Interior Ministry."
The populist Alternative for Germany (AfD) party, meanwhile, said that the dissolving of the entire SEK was unfair to those officers who had not taken part in the chats.
The case is not the first to see German police or military, particularly elite special units, accused of sympathies with allegedly far-right ideologies in recent years.
Last year, the German armed forces considered disbanding the elite Special Forces Command (KSK) military unit after similar allegations of far-right extremism among its ranks.
While one company of the unit, around 70 soldiers, was disbanded, German Defence Minister Annegret Kramp-Karrenbauer rejected the idea of disbanding the entire special forces, which is often used in hostage situations abroad.

'Merkel Successor' Calls for Germany to Enter Even Tougher Lockdown
The new chairman of Germany's ruling CDU who may yet replace Angela Merkel as Chancellor has called for the nation to enter an even deeper lockdown, as it battles with low rates of vaccination and coronavirus 'third wave'.
Armin Laschet, who is the President of German state North Rhine Westphalia and since January the Chairman of the nation's ruling Christian Democratic Union (CDU) party argued for what he called a 'bridge lockdown' Monday, saying present terms were not harsh enough.
Using the metaphor of a bridge over troubled waters, Laschet fundamentally implied that lockdown needed to go deeper and longer, until enough Germans were vaccinated to make coronavirus less of a threat to German society. This, in many respects, is no small ask - after months of failures at European and national level, Germany is well behind first-world peers like the United Kingdom and United States in vaccination levels.
EU Members Fight Among Themselves as Bloc Lags UK, U.S. on Vaccines https://t.co/TWmsTI1amk
- Breitbart London (@BreitbartLondon) April 2, 2021
Deutsche Welle reports Laschet's comments, when he said: "We need a bridge lockdown. We have to build a bridge to the point in time when a lot of people are vaccinated... We are very close to the goal... For the last meters we need an extra effort and that's what I'm calling for today."
Reuters report his proposal includes a potential nighttime curfew, for Germans to come into physical contact with fewer people, and more home working.
Critics within Germany dismissed Laschet's calls as vague and ill-thought-through.
The comments come as part of a series of such claims, as would-be successors of Chancellor Merkel attempt out outbid one another in coronavirus policy as the party picks its next Chancellor. The answer of who will follow Merkel is expected in the coming weeks.
Britain Should Stop Brexit 'Divorce' Money if 'Brutish' EU Blocks Vaccines, Says Farage https://t.co/gPTj306eat
- Breitbart London (@BreitbartLondon) March 23, 2021
Markus Soeder, the leader of Bavaria and another contender in the race, slammed Laschet last week for being too soft on lockdown.
This would not be the first time Germany's political juggernaut, the CDU, has tried to retire Angela Merkel as leader. Annegret Kramp-Karrenbauer replaced Dr Merkel as party leader in 2018, with a timetable to take on the leadership of the nation by 2021 - this giving Germany time to get used to its new leader in time for this year's elections, it was said at the time.
Yet Kramp-Karrenbauer, known as 'AKK', failed to gain support and traction nationally, and by 2019 it was said that Merkel had 'unresigned'. AKK herself later quietly resigned the party leadership, triggering the contest that saw Laschet become the new party leader this year. Yet even this doesn't guarantee that he will be next chancellor. The CDU is expected to announce who it will put forward for this year's Federal elections before Whitsun.

Germany Prepares to Stay in Afghanistan
Berlin's Cabinet approved a draft mandate that would allow German troops to stay in Afghanistan through January 31st, 2022
Germany is taking steps to allow its military to stay in Afghanistan beyond the May 1st deadline set by the US-Taliban peace deal. On Wednesday, Chancellor Angela Merkel's Cabinet approved a draft mandate that would allow German troops to stay in Afghanistan until January 31st, 2022.
The mandate still needs to be approved by Germany's parliament. The current mandate for Afghanistan expires at the end of March. Germany currently has 1,100 troops in Afghanistan, the second-highest number next to the US, which currently has 2,500 troops in the country.
No official announcements have been made by either the US or NATO on the Afghanistan withdrawal, but Berlin seems keen to keep the war going. Over the past few months, German officials have been urging their allies to stay in Afghanistan.
Last week, German Defense Minister Annegret Kramp-Karrenbauer warned against an Afghanistan withdrawal while acknowledging staying in the country means putting German troops in danger.
Kramp-Karrenbauer said staying in Afghanistan "means a changed security situation, an increased threat for the international forces, also for our own forces. We have to prepare for this, and we will certainly discuss this."
While proponents of continuing the war in Afghanistan like to say the Taliban isn't living up to its end of the deal, one pledge the Taliban has kept is not attacking the US or other coalition forces. February 8th marked one year without a US combat death in Afghanistan.

German Special Forces soldiers training in Arizona mistaken for TERRORISTS after 'bizarre' visit to local hospital
Two members of Germany's Special Forces Command (KSK) were reported to the FBI as likely terrorists after they showed up acting "strange" at a hospital near where they had been conducting weeks of military exercises.
The pair of plainclothed Bundeswehr soldiers turned up at an Arizona medical clinic looking to find out whether Germans would be able to receive treatment there in case of injury or infection with Covid-19. But the mystery men's visit set off alarms among the hospital staff, German outlet Der Spiegel reported on Monday.
Hospital workers immediately alerted the FBI, suspecting the visitors could have been terrorists casing the hospital for an attack.
The hospital staff reportedly said the Germans were behaving strangely - for example, by appearing in plain clothes and refusing to show any form of identification aside from NATO marching orders - which apparently only increased their suspiciousness.
The FBI responded to the hospital staff's tip with "great urgency," according to Der Spiegel. To make matters worse, the commandos were operating under their unit's strict level of secrecy, and the German embassy in Washington was unaware of their mission - a situation which no doubt further panicked the FBI. The misunderstanding was reportedly only resolved after multiple phone calls between the two governments.
While the local clinic would have been unaware of their existence, the KSK's US training missions are not exactly a state secret. Not only had a full company including a commander been conducting a weeks-long parachute course in Arizona since the beginning of the year, but journalists had been invited along on similar missions in the past, and the Bundeswehr had even used dramatic skydiving footage from such training missions on its YouTube channel, posting the video in the hope of piquing the interest of adventure-seeking young Germans.
The report is far from being the worst misadventure of German commandos as of late. The KSK was ground zero for an extremist plot in which an underground network of far-right soldiers had plotted to murder senior German politicians, including Green MP Claudia Roth, Foreign Minister Heiko Maas, and former President Joachim Gauck. The participants had actually stockpiled supplies, including weapons and ammunition - some taken from military storage - and substances known to be used for body disposal.
The problem had grown to such an extent that Defense Minister Annegret Kramp-Karrenbauer opted to partially disband the unit rather than attempt to reform its problem members - who had managed to largely extricate themselves from the military chain of command. One of the KSK's four companies was considered so beyond redemption that it was to be dissolved completely.

US 'freezing' Trump plan to withdraw 12,000 troops from Germany while Pentagon reviews policy - general
The US will halt its planned withdrawal of 12,000 troops from Germany while the Pentagon conducts a review of the Trump-era plans, the head of the US European Command said on Wednesday.
The plans have been "put on freeze" while new US Secretary of Defense, Lloyd Austin, is "in the process of conducting a very thorough review" of the policy, Air Force General Tod Wolters told reporters, without giving a timeframe for the audit.
The planned drawdown included relocating the US European Command from the city of Stuttgart to Belgium and returning the 2nd Cavalry Regiment, currently based in the German town of Vilseck, to the US.
Only 6,000 of the troops scheduled to leave Germany were set to return to the US, with some also intended for deployment to the Baltic region.
"Every single one of them are on hold, and will be reexamined [so as] to have a comprehensive look at all the options, from A to Z, so you can take a strategic examination on every one of those options," Wolter added.
Then-president Donald Trump ordered the removal of some of the 34,000 US troops posted in Germany, accusing the fellow NATO member of being "very delinquent" and "making a fortune" off American soldiers.
Wolters and Trump's Defense Secretary at the time, Mark Esper, have both previously said taking US troops from Germany and posting them elsewhere would increase security in Europe.
However, a bipartisan group of American lawmakers questioned how the move would allow the US and NATO to keep up their pressure on Russia over Crimea.
The troop-change plans angered officials in Germany when they were announced last summer, including Bavarian Prime Minister Markus Soeder, who said: "We very much regret the US government's decision."
Defense Secretary Austin has reportedly assured his German counterpart, Annegret Kramp-Karrenbauer, that the US will liaise with Germany over similar moves in the future, according to Reuters.

CDU Anoints Merkel's Successor In Party Leadership Vote
Ever since Angela Merkel's protege, Annegret Kramp-Karrenbauer, resigned as minister of defense and Merkel's hand-picked successor as leader of the CDU 11 months ago after defying Merkel's ban on working with the far-right AfD (Alternative for Germany) party (the two parties worked together to install a conservative, pro-business candidate as premier), Germany, and its European allies, have been eagerly anticipating the election of her successor.
The wait is now over. On Saturday, Armin Laschet, prime minister of the German state of North Rhine-Westphalia, has officially been elected to lead the CDU. With Merkel set to retire at the end of the year, Laschet has roughly 10 months to convince Germans that he could be a responsible steward, since - as he made clear in his first post-election remarks - "continuity" is the name of the game.
Laschet is now the front-runner in the race to succeed Merkel at the close of her 15+ year Chancellorship, during which time she has emerged as the de facto protector of the European political status quo. He won the vote for party leader on Saturday by a solid margin, beating Friedrich Merz, the former chairman of BlackRock Germany, by 521 votes to 466 in a poll held digitally, since Germany is in the middle of a strict lockdown.
Analysts at Goldman wrote in a recent note that Laschet has "styled himself as a safe pair of hands with executive experience who can appeal to conservaties and more centrist voters."
Among his top policy positions, Laschet has called for the return of the "black zero" - Germany's balanced budget rule at the federal level - to be reinstated by 2024.
In terms of European integration, Laschet and his 'running mate' Jens Spahn, Germany's health minister, who is expected to stand for deputy party leader, would support the idea of a multi-speed European Union based more on majority voting (which might mean he's more amenable to working with EU rebels Poland and Hungary).
The FT lays out Laschet's appeal, which calls for protecting the CDU's status as a big tent party.
His win marks a triumph for the liberals and centrists in the CDU, who want it to continue the moderate, middle-of-the-road policies pursued by Ms Merkel in her 16 years as chancellor. Mr Merz was backed by those who want the party to tilt the right. Mr Laschet, 59 years old, won with an emotional speech that emphasised his humble beginnings - his father was a coalminer - and conveyed a message of conciliation and compromise.

BERLIN (AP) - Chancellor Angela Merkel's center-right party is choosing a new leader this weekend, a decision that will help shape German voters' choice of her successor at the helm of the European Union's biggest economy after her 16-year tenure.
Merkel, now 66, has steered Germany, and Europe, through a series of crises since she took office in 2005. But she said more than two years ago that she won't seek a fifth term as chancellor.
Now her Christian Democratic Union party is seeking its second new leader since she quit that role in 2018. That person will either run for chancellor in Germany's Sept. 26 election or have a big say in who does run.
Current leader Annegret Kramp-Karrenbauer announced her resignation last February after failing to impose her authority on the party. A decision on her successor was delayed repeatedly by the coronavirus pandemic. Eventually, the CDU decided to hold an online convention this weekend.
Delegates from Germany's strongest party can choose Saturday between three main candidates who differ markedly, at least in style. There's no clear favorite.
Friedrich Merz, 65, would mark a break from the Merkel era. The party has dominated the center ground, ending military conscription, enabling if not embracing same-sex marriage, and allowing in large numbers of migrants, among other things.
He has a more traditionally conservative and pro-business image, and recently wrote in Der Spiegel magazine that "the CDU must, whether it wants to or not, step out from the shadow of Angela Merkel."
Merz has said he wants to give a "political home" to disillusioned conservatives, but won't move "one millimeter" toward the far-right Alternative for Germany party.
This is Merz's second bid for the party leadership after he lost narrowly last time to Kramp-Karrenbauer, considered Merkel's preferred candidate. He led the center-right group in parliament from 2000 to 2002, when Merkel pushed him out of that job, and left parliament in 2009 - later practicing as a lawyer and heading the supervisory board of investment manager BlackRock's German branch.
Merz has sought to portray his decade out of politics as a strength but lacks government experience. Armin Laschet, the governor of Germany's most populous state, North Rhine-Westphalia, offers that.
Laschet, 59, is a more liberal figure, elected as governor in 2017 in a traditionally center-left stronghold, and viewed as likely to continue Merkel's centrist approach. In a debate among the candidates last week, he said: "What I bring is government experience, the leadership of a big state, balancing different interests and - this perhaps doesn't hurt for a CDU leader - having won an election."
The third contender, Norbert Roettgen, lost the 2012 state election in North Rhine-Westphalia. Merkel subsequently fired him as Germany's environment minister. Roettgen, 55, says he has learned from that experience. He has proclaimed himself a candidate for the "modern center" who emphasizes issues such as fighting climate change.
Roettgen, now chairman of parliament's foreign affairs committee, was long considered the outsider but surveys have showed him gaining ground among CDU supporters. He suggested last week he would be a palatable alternative to backers of both Merz and Laschet.
"I am not in one camp," he said. "I stand for everyone, and I think those who don't vote for me will be able to live with me and will accept me if I am elected."
Laschet is the only candidate who had to make big decisions in the coronavirus pandemic. That's both a strength and a weakness: it has raised his profile, but he has garnered mixed reviews, notably as a vocal advocate of loosening restrictions after the pandemic's first phase.
The CDU as a whole has benefited from the coronavirus crisis, taking a strong poll lead into an unusually uncertain election year thanks to good reviews for Merkel's pandemic leadership. Whether any of these candidates could take those ratings through to the election is uncertain. Saturday's decision won't be the final word on the center-right candidate for chancellor.
That's partly because the CDU is part of the Union bloc, which also includes its sister party, the Bavaria-only Christian Social Union. The two parties will decide together who runs for Merkel's job, though no timetable has been set.

In talks between Japanese Defence Minister Nobuo Kishi and his German counterpart, Annegret Kramp-Karrenbauer, Kishi hoped that a German warship would hold joint exercises with Japan`s Self-Defense Forces in 2021.
Japanese Defence Minister stressed told Germany that China is "strengthening its attempts to unilaterally change the status quo with force in the background."
The communist giant has also taken over islands and reefs, often violating the exclusive economic zones (EEZ) of the Association of South-East Asian Nations (ASEAN) by sending fishing trawlers, research and exploration vessels and even Coast Guard ships.

Merkel's Germany Tells Trump Not to Bring Troops Home from Afghanistan
The German government has come out in opposition to President Donald Trump's plan to bring American troops home from Afghanistan, arguing that putting an end to America's longest war would be too "hasty".
Members of Chancellor Angela Merkel's government said that President Trump's planned reduction of the American military presence in Afghanistan from 4,500 troops to 2,500 troops by January 15th would endanger peace negotiations between the Taliban and the Afghan government.
German Foreign Minister Heiko Maas said: "It shouldn't be taken for granted that these two sides, after decades of conflict, are sitting at the negotiating table to begin talking to one another in a constructive way."
"That's why we shouldn't add even more hurdles, which a rash exit from Afghanistan would lead to," he said.
Germany's Defence Minister, Annegret Kramp-Karrenbauer, argued that there should not be a reduction in NATO forces in the country if a peace agreement is not reached, saying: "As before, that is the basis we're working off of."
The German military joined the coalition efforts in Afghanistan following the September 11th terror attacks. At its height, Germany deployed 5,000 soldiers to the South Asian country, but now has approximately 1,250 soldiers deployed.
In 2015, German soldiers were removed from the combat, now serving as support units and helping to train the Afghan army. Since the outset of the war, some 59 German soldiers have lost their lives, compared to over 2,400 U.S. military and Defense Department civilians who have died in Afghanistan, with a further 20,721 wounded.
Conservative German MP Roderich Kiesewetter said that the United States is "morally obligated" to rebuild the Afghani military and civil society, saying in September: "A hasty and rash withdrawal would only lead to the collapse of social structures and the return of organized violence of all kinds."
The Germans do not appear to be considering filling the gap left by a potential American withdrawal with their own forces, however.

German Defense Minister Annegret Kramp-Karrenbauer doubled down Tuesday on her assertion that Europe must continue to rely on U.S. security guarantees, citing "sobering facts" in a response to criticism from French President Emmanuel Macron.
Kramp-Karrenbauer had become embroiled in an unusual public spat with Macron after the latter, in an interview with Le Grand Continent published Monday, criticized her over an op-ed in POLITICO in which she had argued that "Europe still needs America."
The French president said that he "profoundly" disagrees with Kramp-Karrenbauer's position and described her argument as "a historical misinterpretation," claiming that German Chancellor Angela Merkel doesn't agree either.
In a keynote speech on security policy Tuesday, Kramp-Karrenbauer tried to calm tensions by saying she agrees with Macron that Europe must do more to look after itself. "Only if we take our own security seriously, America will do the same. The French president has just stated this. And I agree with him," she said.
Yet the defense minister did not back down on her core argument - her insistence that the EU has no choice but to depend on the U.S. as a close partner. "For the foreseeable future" the U.S. will remain "the most important ally in security and defense policy," Kramp-Karrenbauer told the German army university in Hamburg in a virtual speech.
"Without the nuclear and conventional capabilities of the U.S., Germany and Europe cannot protect themselves. These are the sobering facts," she added.

'Explosive situation could lead to constitutional crisis': Politicians across the globe react to US election
Officials overseas have been monitoring the US presidential election, with some expressing support for one of the candidates, while others warned of a full-blown political crisis.
German Defense Minister Annegret Kramp-Karrenbauer noted that "the battle for the legitimacy of the result" has begun. "It is a very explosive situation," she told public broadcaster ZDF, adding that the events in the US "can lead to a constitution crisis."
On election night, Trump claimed that there were widespread attempts to "disenfranchise" his supporters and threatened to appeal to the Supreme Court to halt "all voting." German Vice Chancellor Olaf Scholz said the vote count should continue so that the democratic procedures are carried out "in full."
The Chair of the Bundestag Foreign Affairs Committee, Norbert Roettgen, wrote on social media that Berlin is "not set to work with Trump for four more years," and his re-election would "fundamentally challenge us in a way for which we are not yet prepared." He also said that while "many had expected a clear victory for Biden... this scenario is now off the table."
In a similar vein, London Mayor Sadiq Khan wished Biden good luck. "We're rooting for you," he tweeted, adding that "we've seen people come together across the globe to fight for a better future."
"We can't win that fight without America," he wrote.

Why Is Europe Courting Revolution?
All eyes remain on the U.S. election, and on fathoming its consequences. But in the shadow of 'The Election', there are other 'moving parts': Germany just offered Washington 'a sweetheart deal' in which, Europe - with Germany leading - accepts to leverage America's full-spectrum strategy of isolating and weakening Russia and China. And in return it is asking the U.S. to acquiesce to German leadership of a 'power-political', European entity that is raised to parity with the U.S. That, bluntly, is to say, Germany is angling for 'superpower' status, atop an EU 'empire' for the new era. Putin recognised such a possibility (Germany aspiring to be a superpower) during his recent speech to Valdai.
But the other 'moving parts' to this bid are very much in motion, too: Firstly, Germany's ploy is contingent on their hopes for a Biden win, which may, or may not, occur. And then, too, President Macron seeks for himself, and for France, the leadership of Europe - with this latter - to an extent - being contingent on a 'no deal' Brexit taking place at the end of the year, that would further weaken a dis-animated and fading Merkel. France rather, plots the 'Great Reset' of Europe: A regulatory and values enforced 'space', underpinned by a common fiscal and debt regime that would rebuild France's economic infrastructure.
All this raises many questions: Should Trump win, he can be expected to puncture any German (or French) aspiration to drain away some of America's power, however nicely the German FM wraps it, as the U.S. not so much losing power, but as gaining "a strong partner on equal terms". Huh!
The idea that Europe can leverage this partnership through sweet-talking Germany's commitment "to the West as a system of values", which is "at risk in its entirety", and which, only Germany and the U.S. together can keep strong - does seem a bit of a daydream. Even when sugar-wrapped with "defending against the unmistakable Russian thirst for power, and Chinese ambitions for global supremacy". Firstly, there is still Trump, and secondly -
China and Russia clearly see the game. Yet European leaders seem to expect that the former will continue as if nothing is awry. Annegret Kramp-Karrenbauer seems to think so (she is both Defence Minister, and Chair of the CDU, Merkel's own party). In terms of containing "China's aggressively controlled state capitalism", she suggests creating a European trade sphere that is open only to those who want to strengthen and support the liberal, rules-based order - and to which other states must 'submit' (Macron's words). These are the bones to how Brussels proposes to achieve 'strategic autonomy' (Charles Michel's term).

Germany far right: Intelligence chief forced out amid criticism
The head of Germany's military intelligence agency is to be replaced as the government seeks to ramp up its efforts to combat the far right.
Christof Gramm had begun reforms to tackle links between the far right and the army, but the defence ministry said "additional efforts" were now required.
He has faced calls to take firmer action during his tenure.
In January, military intelligence said there were hundreds of suspected far-right supporters in the army last year.
They said the KSK (Special Forces Command) was seen as a particular problem, with 20 members of the elite force suspected of right-wing extremism.
Mr Gramm, who has led the military counterintelligence agency (MAD) since 2015, is not suspected of having far-right links himself.
He has been leading reforms and efforts to combat the problem, which included working to identify extremist tendencies in soldiers and uncovering possible far-right networks.
But the MAD has come under fire in recent times for not doing enough to tackle extremism in the Bundeswehr [German army]. A series of high-profile incidents has also raised concerns over the influence of the far right.
In a surprise statement on Thursday, the defence ministry praised Mr Gramm's work thus far but said he would be removed from his role. "He is to be put into temporary retirement," it said.
"Further implementation of the reforms… will require additional effort and momentum," it added. "This new phase should also be made visible in terms of personnel."
His successor has not yet been named.
What's the background?
The German military's problem with far-right supporters emerged in 2017.
Inspections were ordered on all military barracks when Nazi-era memorabilia was found at two of them. Many of those suspected of far-right links are thought to be sympathetic to Germany's main opposition AfD party.
In May, police investigating links between the military and the far right seized weapons and explosives from the home of a special forces soldier. The 45-year-old sergeant major was in the elite KSK.
Defence Minister Annegret Kramp-Karrenbauer promised further investigation of possible extremist networks and said it was clear there was no place for anyone in the armed forces who acted "in a radical way".
And just weeks later, she ordered the partial dissolution of the KSK force which had come under growing criticism over right-wing extremism in its ranks.
The KSK had "become partially independent" from the chain of command, with a "toxic leadership culture", Ms Kramp-Karrenbauer told the Süddeutsche Zeitung newspaper at the time.

German Defence Minister Says Nord Stream 2 Sanctions Depend on Russia's Steps Regarding Navalny Case
German Chancellor Angela Merkel has been under increased pressure to stop the construction of the nearly complete joint pipeline project of numerous European energy companies and Russian Gazprom ever since Berlin claimed to have found traces of nerve agent from the Novichok group in the blood of a hospitalised Russian opposition figure.
German Defence Minister Annegret Kramp-Karrenbauer has said that the possibility of sanctions being imposed against the Nord Stream 2 pipeline project will depend on how Moscow reacts to the situation with political activist Alexei Navalny, who had purportedly been poisoned with a Soviet-era military-grade nerve agent. She noted that Russia's cooperation on the case of the poisoning, which Berlin has so far blamed on the Kremlin despite presenting no proof of their claims, will determine Germany's response.

Israel Air Force prepares to train with Luftwaffe over Germany for first time
Monday exercise will be air force's only international drill in 2020; Israeli aircraft to fly over Munich to mark 1972 Olympics massacre, and over Dachau to commemorate Holocaust
By JUDAH ARI GROSS
16 August 2020, 6:20 pm
The Israeli Air Force will take part in its first ever exercise in Germany on Monday, flying dozens of sorties with the Luftwaffe and other NATO countries' air forces, over the course of two weeks, the military said.
This will be the only international exercise to which the IAF will send aircraft this year, in light of the coronavirus pandemic.
"This exercise has great strategic importance and has immense influence on the air force, the IDF, and the State of Israel. Israeli-German relations and the arrival of Israeli Air Force planes on German soil is a historic event," the IAF said.
On Tuesday, the IAF is also scheduled to perform a flyover with the German Air Force, flying over the Dachau concentration camp, in memory of the Holocaust, as well as over the outskirts of Munich, to commemorate the murder of 11 Israeli athletes in the 1972 Olympics, the military said.
Though the Israeli Air Force has performed flybys over former Nazi concentration camps before, this will be the first time that the German Luftwaffe will participate.
We will be "flying side by side with the Israeli Air Force for the first time in our history," Ingo Gerhartz, chief of the German Air Force, told the German press agency dpa last Thursday.
According to the Israeli military, six F-16 fighter jets, two Gulfstream G550 command-and-control planes, and two Boeing 707 planes will travel to Germany for the two-week exercise.
"Holding this exercise at this time comes from a need to continue to hold exercises in unknown landscape, as part of the importance of preserving the fitness of the air force, of being able to deal with a variety of scenarios and in order to preserve the close cooperation between the [Israeli] Air Force and foreign air forces," the military said.
The IAF said the exercise would include simulated dog-fights, air-to-ground attacks, advanced surface-to-air missile threats and operations behind enemy lines.
The air force's flyby over Dachau and then Munich - known as "Memory for the Future" - will include the Israeli Gulfstream plane and F-16 fighter jets, along with two German Eurofighter jets.
The flyby will be led by IAF chief Amikam Norkin, who will fly the lead Gulfstream with his German counterpart Gerhartz; and the first female commander of an IAF air squadron, who can only be identified by her rank and first initial of her Hebrew name, Lt. Col. "Gimel."
Following the flyby, a joint memorial ceremony will be held in Dachau, which will be attended by German Defense Minister Annegret Kramp-Karrenbauer, Israeli Ambassador to Germany Jeremy Issacharoff, Norkin, Gerhartz and other attaches.
An IAF officer whose grandfather survived the Dachau concentration camp will speak at the ceremony, which will be broadcast live on the IDF's social media channels.
Following the Dachau event, air force commanders Norkin and Gerhartz will hold a smaller memorial ceremony at the monument to the 11 Israeli athletes killed by Palestinian terrorists in the 1972 Munich Olympics, the IDF said.

Thousands of US troops to begin moving out of Germany within weeks - Pentagon chief
The US will begin redeploying troops stationed in Germany within weeks, Defense Secretary Mark Esper has said. Some 12,000 troops will move - around half will be brought home, and half will move to European countries like Italy.
Esper told reporters on Wednesday that out of 11,900 American soldiers to be moved from Germany, around 6,400 will return to the US, and 5,600 will be redeployed to other NATO countries.
The troops staying in Europe will be moved to Italy and Belgium, US Air Force General Tod Wolters, commander of the US European Command, said.
In addition, the Pentagon will also move its headquarters from Germany's Stuttgart to Belgium, Esper said.
A fighter squadron and elements of a fighter wing will be repositioned to Italy, moving them closer to the Black Sea region, and [making them] better capable of conducting dynamic force employments and rotational deployments to NATO's southeastern flank.
The plans follow up on US President Donald Trump's vow last month to pull out a portion of American troops stationed in Germany. Trump made the move after repeatedly criticizing his NATO ally for failing to increase defense spending.
German officials have called the move politically motivated, criticizing Trump for cutting the US military presence in the country without any consultations with Berlin. Defense Minister Annegret Kramp-Karrenbauer argued earlier this month that NATO's goal of increasing defense spending to two percent of GDP is losing relevance amid the economic crisis caused by the Covid-19 outbreak. Last year, the German government promised to hit that spending target by 2031.

2% GDP mark is inaccurate, Germany claims, after sparring with Trump over cost of running NATO
In a new twist, Berlin has suggested that a country's commitment to NATO be measured by the proportion of its armed forces allocated for the alliance's needs, not by the well-worn rule of spending two percent of GDP on defense.
The customary rule, fiercely adhered to by the Trump administration, is no longer an accurate way to assess each country's individual contribution to NATO, German Defense Minister Annegret Kramp-Karrenbauer argued on Friday.
She dismissed the two-percent benchmark as "a cipher" that is losing relevance, given the damage the Covid-19 crisis has inflicted on NATO members' gross domestic product (GDP) and proposed using other measurement methods instead.

Trump Administration Reportedly Considers Reducing US Troop Presence in South Korea
In a similar move, the administration of US President Donald Trump recently approved plans to withdraw 9,500 US troops from Germany, an important US Army base in Europe, arguing that Berlin was failing to live up to its military spending obligations as a NATO partner.
The US Department of Defence has presented the administration of US President Donald Trump with options to cut the US military presence in South Korea after Trump's demand for Seoul to significantly increase payments to Washington for US troops stationed in the country, The Wall Street Journal reported on Friday, citing a Pentagon official.
The US military official reportedly said that the DoD's Joint Staff had reviewed a reduction of the 28,500 US troops deployed in South Korea, a US military ally since the Korean War in the 1950s, as a part of an extensive plan for repositioning and reducing deployments across the world.
According to the outlet, Trump administration officials refused to provide details on troop reduction plans in the East Asian country, saying that no decision to reduce its military presence has been made.
The idea of a reduction of the US military presence in South Korea was slammed by US lawmakers, with Nebraska GOP Senator Ben Sasse, a member of the Senate Select Committee on Intelligence, calling the move "strategic incompetence".
"This kind of strategic incompetence is Jimmy Carter-level weak. Why is this so hard? We don't have missile systems in South Korea as a welfare program; we have troops and munitions there to protect Americans," Sasse said in a statement on Friday. "Our aim is to give the Chinese communist leadership and the nuclear nut tyrannizing his North Korean subjects something to think about before they mess with us."
The disclosure came soon after Trump in late June approved a Pentagon plan to pull 9,500 troops from Germany after he said the country was failing to fulfill its spending obligations as a NATO partner.
The president argued that Berlin only pays 1.4% of its gross domestic product (GDP) toward defence, at the time when the nonbinding NATO standard is 2% of GDP.
The move was met with regret from Berlin, with German Defence Minister Annegret Kramp-Karrenbauer saying, "We on German soil are also contributing to American Security".
However, Secretary of State Mike Pompeo later said the forces would be redeployed somewhere in Europe to "make sure we're postured appropriately" to counter China. Trump offered that troops could be sent to bases in Poland, instead.

Germany Disbands Elite Army Unit With 'Toxic Leadership Culture' Amid Far-Right Sympathy Uptick
Germany's defense minister revealed on Wednesday that a unit of the Kommando Spezialkraefte (KSK), the country's elite commando force, would be disbanded. The dissolution follows a report published in January revealing that hundreds of soldiers may embody far-right extremist ideologies.
On Wednesday, Defense Minister Annegret Kramp-Karrenbauer told the Süddeutsche Zeitung newspaper that the KSK, an anti-terrorism and hostage rescue unit with roughly 1,300 soldiers, had created "a wall of secrecy" around itself and that the force has a "toxic leadership culture" that "cannot continue to exist in its present form," NPR reported.
Kramp-Karrenbauer also confirmed that some of the 70 soldiers from the disbanded force would be reassigned to other combat companies while "those who made clear they are part of the problem and not part of the solution must leave the KSK," military.com reported.
"We will give the KSK time to press the reset button," she added, although she also noted that "we need the KSK."
"The vast majority of the men and women in the KSK and in the Bundeswehr, or German military, as a whole are loyal to our constitution, with no ifs or buts," she added.
On Wednesday, Gen. Eberhard Zorn, inspector general of the armed forces, also revealed that around 48,000 rounds of ammunition and 62 kilograms worth of explosives had gone missing from the special forces, which had raised additional concern among officials.
Kramp-Karrenbauer's announcement also comes six weeks after investigators found Nazi memorabilia and stolen ammunition and explosives on the property of a KSK seargeant major who had served since 2001.
A January report by Germany's Military Counterintelligence Service revealed that around 500 soldiers in the German military were being investigated for right-far extremism; 20 were linked to the KSK.
"We are currently dealing with around 20 suspected cases of right-wing extremism in the KSK alone while at the beginning of 2019, there were half as many," head of the Military Counterintelligence Service (MAD) Christof Gramm said in January.
In a recent interview with the New York Times, Gramm revealed that elite units can get big heads about their status.
"Elite units such as these have cultural factors that may develop into susceptibilities," Gramm noted. "For example if there is a misguided sense of tolerance."
"The soldiers have an elitist self-confidence. They have special capabilities and skills and a well-developed sense of loyalty. Such a mind-set can involve risks," he added.

Germany has received no official confirmation of Trump's reported plan to withdraw US troops
The German government said that it has not received official confirmation from Washington about US plans to withdraw thousands of soldiers from the country.
Earlier, US media had reported that President Donald Trump plans to pull out nearly 10,000 American troops from Germany by September. However, Defense Minister Annegret Kramp-Karrenbauer said at a media conference on Monday that she had not had official confirmation from Washington.
Kramp-Karrenbauer emphasized that US troops stationed in Germany also served the security of the United States within the framework of the NATO alliance and would significantly reduce US commitment to European defense.
Johann Wadephul, a senior member of Chancellor Angela Merkel's conservative CDU party, said the US plan to withdraw troops without consulting NATO allies shows that the Trump administration is "neglecting an elementary leadership task: involving alliance partners in the decision-making process."

German politician calls for US to withdraw nukes from Germany
Rolf Mützenich, the Acting Chairman of the Social Democratic Party's (SPD) parliamentary bloc, called on the US to withdraw its nuclear weapons from Germany on Saturday.
The stationing of American nuclear weapons on German territory - which have been in the country continuously since the early years of the Cold War - has long been a contentious issue for Germans. Germany has no nuclear weapons of its own, but the presence of US weapons on its soil makes it a potential target for America's nuclear-armed adversaries, such as Russia, China, or North Korea.
Mützenich made the comments in the Tagesspiegel newspaper. He said that "atomic weapons on German territory do not heighten our security, on the contrary," according to a report by Deutsche Welle. "It is time that Germany ruled out their deployment in the future."
He justified his statement by pointing to the more confrontational approach taken by the Trump administration against America's adversaries, claiming that this means there is an increased risk of nuclear war in the world today.
Mützenich stressed that ordering the removal of the weapons would not mean that Germany would withdraw from NATO.
Although he didn't mention it is a rationale, Mützenich's remarks come after Germany's Minister of Defence, Annegret Kramp-Karrenbauer, called for Germany to acquire American F-18 fighter aircraft. F-18s are capable of carrying nuclear weapons.
The SPD, the second-largest party in the country, is presently in a coalition with Germany's ruling Christian Democratic Union (CDU), but representatives of the CDU and the Free Democrats (FDP) moved to distance themselves from Mützenich's remarks.
"The demand from SPD parliamentary leader Mützenich is the wrong signal at the wrong time," FDP spokeswoman Marie-Agnes Strack-Zimmermann said, saying that Germany would cease to have an influence on NATO nuclear strategy if the American weapons were taken out.
Norbert Röttgen, the Chairman of the Foreign Affairs Committee from the CDU, likewise criticized the move, saying that "the SPD has fallen back mentally and in terms of foreign policy into the 1950s."
"Trump serves as an excuse for his own isolationist ideology," he added, according to a report by Junge Freiheit.
Tensions between NATO and the rest of the world remain high, especially with Russia. The Russian military recently stationed a new missile system in Kaliningrad which is believed to be capable of overwhelming NATO's missile defence systems in Lithuania and Poland, as previously reported by Voice of Europe.

What pandemic? German minister blasted for wearing NO MASK to receive Covid-19 supplies AND flouting social distancing rules
Germany's defense minister seems to have missed the memo on 'social distancing' and compulsory mask-wearing, showing up to receive a shipment of pandemic supplies wearing nothing on her face but a smile, prompting ridicule online.
Annegret Kramp-Karrenbauer appeared at Leipzig/Halle Airport on Monday, flanked by aides and army personnel (in surprisingly close proximity) and surrounded by a huddle of tightly-packed reporters - almost as if there was no global pandemic to be worried about.
AKK (as she is known in Germany) was there to greet the Bundeswehr-chartered Antonov An-225 cargo plane as it touched down with over 10 million face masks on board. The delivery was part of a mammoth package of supplies arriving from China this week, which has received extensive coverage in the German media and was intended to showcase the army's role in battling the Covid-19 outbreak.
However, Kramp-Karrenbauer's maskless face attracted more attention online than the military's PR exercise. Protective face coverings on public transport or while shopping became compulsory in almost every German state as of Monday. Social distancing is also being preached, and has been for quite a while now - but it seems that word of the new rules and the government's own advice may not be spreading as fast as the virus.
It wasn't only AKK who failed at following the Covid-19 guidelines; the majority of aides, other officials and army personnel standing behind her were also not wearing masks. As for the reporters swarming the minister, only a few had them - and none appeared to be particularly interested in social distancing, either.
It wasn't long before German netizens began ridiculing the minister for the easily preventable blunder. "I support your policy, but if you can't stick to it yourself...," one Twitter user wrote.

Merkel's Office Denies Report She is Mulling Running for Another Term Despite Plans to Resign
The chancellor previously announced that her fourth term would be her last and stepped down as party leader of the CDU. The latter position was then assumed by Defence Minister Annegret Kramp-Karrenbauer, who was expected to replace Merkel as chancellor, but recently announced that she will not pursue the post.
The German chancellor's chief of staff, Helge Braun, has dismissed reports that Angela Merkel will seek a fifth term in her post, saying that to his knowledge, Merkel hasn't changed her mind about leaving office in 2021.
"I don't think this is any time to discuss something like that. She has said that this is her last term in office and I believe nothing has changed about that", he said.
Braun's response comes two days after the German tabloid BILD suggested that Merkel might run for office again in 2021 amid her apparent success so far in handling the coronavirus outbreak, citing anonymous officials who said they were "really glad" that she was in office when the disease struck. Germany has recently seen a decline in the daily rate of infections and deaths, although new cases are still emerging.
Angela Merkel announced in October 2018 that she would be stepping down as the CDU party leader that same year and wouldn't run for the chancellorship again after her term ends in 2021. Annegret Kramp-Karrenbauer, now the German defence minister, replaced her as the CDU leader and was widely regarded in the German media as Merkel's likely successor.
Kramp-Karrenbauer, however, announced in 2019 that she will not be pursuing the position of chancellor in 2021 and added that she will remain the party leader until a new candidate is found. Merkel "greatly" regretted her decision, which, as she suggested, was an "uneasy" one, but thanked Annegret Kramp-Karrenbauer for sticking with the CDU to "steer the process of choosing a successor".

Merkel's failing CDU to elect new party leader in April
BERLIN (AP) - German Chancellor Angela Merkel's Christian Democratic Union will elect a new leader at the end of April, party officials said Monday.
Current party chief Annegret Kramp-Karrenbauer had been Merkel's preferred heir-apparent, but announced earlier this month that she would step down and not seek to become the next chancellor in the 2021 election.
The decision came after a series of poor showings in state elections, and a failure by Kramp-Karrenbauer, who is also Germany's defense minister, to establish her authority over the party.
That trend continued Sunday with the state election in Hamburg, where the CDU saw its support drop by 4.7 percentage points to 11.2% overall, putting the party behind the surging Greens and the Social Democrats.
It was, according to Kramp-Karrenbauer, a "bitter evening."
There are three favorites to succeed her - former parliamentary group leader Friedrich Merz, Armin Laschet, the governor of Germany's most populous state, North Rhine-Westphalia and Health Minister Jens Spahn.
Merz planned to officially declare his candidacy Tuesday, while Laschet and Spahn have yet to do so. A fourth candidate, former environment minister Norbert Roettgen, announced last week that he would seek the CDU leadership.
The choice of a new leader will be made at a special party meeting in Berlin on April 25, said Kramp-Karrenbauer.
The Christian Democrats campaign nationally with the Bavarian-only Christian Social Union, and the two parties will together have to decide on a joint candidate to run for chancellor.

Merkel in Danger as Fight to Succeed Her Runs Out of Control
Bloomberg) – A 1920s-themed Berlin ballroom packed with several hundred supporters was the unlikely stage for Chancellor Angela Merkel's conservative nemesis to unveil his comeback bid.
"I'm ready to do this," Friedrich Merz told the audience when someone asked whether he was going to enter the race for the leadership of Merkel's party and run to succeed her as chancellor in Germany's next election.
The supervisory board chairman of BlackRock Inc.'s German unit, who is leaving the post to focus on politics, sprinkled his speech late Thursday with criticism of Merkel's climate policy and her response to European proposals by France, suggesting she's too cautious. He also expressed "a lot of respect" for the four-term chancellor, who has said she won't run again in 2021.
Still, there's no mistaking it: Merz is back and that's bad news for Merkel. Her plan to serve out her term through 2021 may run into trouble if her longtime critic finally wins the party chairmanship. And it's not the only risk. Another leading contender – Health Minister Jens Spahn – has also gone on the attack, with Merkel seen as weakened by the collapse of her succession plan.Merz, 64, comes from the conservative wing of the Christian Democratic Union and has been a harsh critic of Merkel's more centrist approach ever since she fired him as her caucus leader in 2002.
His first comeback attempt failed in 2018 when he narrowly lost the contest for the CDU leadership against Merkel's protege Annegret Kramp-Karrenbauer. Now, the chance for revenge is coming into sight again.
Merkel's team is alarmed about the prospect of Merz becoming party leader, according to one official with knowledge of their thinking. They are hoping that North Rhine-Westphalia state premier Armin Laschet will strike a deal with Spahn to avoid an open power struggle.
What worries Merkel is that Merz could force an unpredictable three-way contest by seizing the initiative early and pressing his claim with members, the official said.
Adding further complexity to the situation, Spahn – a frequent Merkel critic in the past – is giving no signs of playing nice. He called on the CDU to emancipate itself from Merkel.
"We have to look forward", Spahn said in an interview with Spiegel magazine. "After so many years marked by Angela Merkel, the CDU has to learn to walk again."
His choice of words is highly provocative, as they echo Merkel's 1999 attack on Helmut Kohl, when the former chancellor was damaged by a party finance scandal. Her assault at the time contributed to his downfall and paved the way for her rise.
Polling Tension
Merz has an early edge in the race. Seven out of 10 CDU supporters see him as a good chancellor candidate, and across the political spectrum he's ahead of his rivals with 40% approval, compared with Laschet's 30% and Spahn's 24%, according to an Infratest dimap poll conducted for public broadcaster ARD.
Still, just tossing Merkel aside would be dangerous. Given her public support, the CDU could lose about 2.4 million voters, or nearly a quarter of its support, after she steps down, according to a Forsa poll published in German business newspaper Handelsblatt.
Parliamentary President Wolfgang Schaeuble, the elder statesman of German politics, said the CDU should stick to the process laid out by Kramp-Karrenbauer.
"She will now talk with all those within the CDU who have shown interest," and then discuss the situation with the Bavarian sister party, he said in an interview with Deutschlandfunk radio on Friday. The former finance minister, who supported Merz in the party leadership race in 2018, didn't want to publicly voice his support for Merz when asked by the interviewer.

Merkel's Succession Battle Kicks Off Ahead of Contender Talks
The search to replace Angela Merkel as chancellor has started to get rolling as the first two contenders register their interest amid growing pressure to accelerate the process to choose a candidate for the next election.
Friedrich Merz will run to be leader of Merkel's Christian Democratic Union and is open to a non-binding membership vote, where he's optimistic about getting a majority to support him, according to a person familiar with his plans. The former CDU heavyweight, a longtime Merkel antagonist, launched a failed bid for the post in 2018.
Health Minister Jens Spahn, 39, said he's prepared to "take on responsibility" and signaled that potential Merkel successors were holding talks to discuss how to proceed.
"We'll be discussing in the coming days what form that takes," Spahn said in Berlin, according to Deutsche Presse Agentur. "We all need to make sure to give it a few days so that we can discuss things in quiet."
Annegret Kramp-Karrenbauer, the CDU leader who shook up the establishment this week by dropping her ambitions for the chancellorship and announcing she'd quit as party chairwoman, will begin talks with potential candidates next week, a CDU spokesman said on Wednesday.
Meanwhile, the party's Bavarian allies demanded a say in choosing the conservative bloc's next chancellor candidate, throwing a twist into the process and foreshadowing months of potential acrimony over who gets to run for the job of leading Europe's biggest economy.
At stake is Germany's future orientation as Merkel's succession evolves into an ideological battle over where the CDU, which has governed for Germany for most of its post-World War II history, is headed. The political fallout was triggered by an outcry over CDU lawmakers in the eastern state of Thuringia aligning with the far-right Alternative for Germany to install a regional leader last week.
Kramp-Karrenbauer said Monday that she'll stay on until a new CDU leader is found, who would also be the chancellery candidate. The new setup would be approved by a party conference in December, but that time frame was quickly assailed by party grandees who said a new leader should be found sooner. Merkel has said she'll stand down after the next election, in autumn 2021 at the latest.
For its part, the Christian Social Union, the Bavarian sister party of the CDU, said the decision on a candidate would be made by both parties. CSU leader Markus Soeder, also touted as a potential successor, will likely meet Kramp-Karrenbauer over the weekend at the Munich Security Conference, she said during a NATO meeting in Brussels.
In addition to Spahn, Soeder and Merz, another likely candidate is Armin Laschet, a CDU moderate who leads Germany's largest state, North Rhine-Westphalia.
Markus Blume, the CSU general secretary, was the latest official to rule out waiting until December to seal a decision at the CDU's conference.
A party spokesman left open the possibility of an extraordinary meeting to install a new chair, but said no decision had been made.
The CDU must first decide on a replacement for Kramp-Karrenbauer as party leader and then a joint decision will be made on the best candidate from the conservative bloc to contest the next election, Blume told Deutschlandfunk radio.
"This can of course in the end be the same person, but that doesn't have to be the case," he added.

Merkel Successor Unexpectedly Resigns As CDU Leader In Latest Shock To Germany's Political Establishment
Following a series of reports in the German and broader European press claiming her imminent resignation, Annegret Kramp-Karrenbauer - better known as AKK - has confirmed that the rumors are indeed true. She will step down as the leader of Angela Merkel's Christian Democratic Union, the center-right party that has ruled Germany for two decades, and won't run as the party's candidate to succeed Merkel during the federal election to pick Germany's next chief executive in 2021.
AKK reportedly resigned in protest over flirtations by the party's conservative wing to ally with Alternative für Deutschland, or the AfD, to achieve common political aims.
The centrists in the CDU, including Merkel herself, have denounced the AfD as a far-right borderline hate group populated by Nazi sympathizers. Meanwhile, AfD's leaders have taken steps to expel Nazi sympathizers and others who might alienate the general German public.

Merkel's party trembles: AKK departure sparks predictions of 'CDU end' & calls for German govt reshuffle
The announcement of Angela Merkel's heir apparent, Annegret Kramp-Karrenbauer, saying that she is resigning as her party's head and won't run for the post of chancellor, has stirred up a political storm in Germany.
Kramp-Karrenbauer, often shortened as AKK, on Monday said she is stepping down as the leader of the center-right Christian Democratic Union (CDU), clarifying she's also abandoning her bid to run for chancellor in the next election.
The shock announcement came after AKK appeared powerless to stop CDU delegates from siding with the right-wing Alternative for Germany (AfD) in the eastern state of Thuringia, sending her party into domestic crisis.
The 57-year-old's partial departure - already dubbed the CDU "earthquake" - was met with mixed reaction in Berlin

Merkel party's crisis deepens as designated successor quits
By FRANK JORDANS
BERLIN (AP) - Chancellor Angela Merkel's center-right party plunged deeper into crisis Monday following a debacle in a regional election, as the long-time German leader's successor unexpectedly announced that she wouldn't stand for the chancellorship.
Annegret Kramp-Karrenbauer informed leading members of Merkel's Christian Democratic Union that she will begin the process of organizing a leadership contest in the summer. Germany is scheduled to hold its next general election in the fall of 2021 and the 65-year-old Merkel, who has led Germany for 15 years, said two years ago that she won't run for a fifth term as chancellor.
The move throws German politics into further turmoil, days after Merkel's party was heavily criticized for its handling of a vote for governor in the state of Thuringia that saw both the Christian Democrats and the far-right Alternative for Germany party back a centrist candidate. The vote broke what is widely regarded as a taboo around German political parties cooperating with extremist parties.

'Taboo gone': Ruling coalition in Germany shaken by fresh crisis after Merkel's CDU breaks ranks on not cooperating with AfD
Germany's Christian Democrats - the ruling party of Angela Merkel - have found themselves in a fresh crisis after members in the state of Thuringia defied 'recommendations' to avoid working with the anti-establishment AfD party.
The political mayhem stems from the election in eastern Germany's Thuringia region last October, when the Alternative for Germany party (AfD) more than doubled its support and came in second after the ruling Left Party. Chancellor Angela Merkel's Christian Democratic Union (CDU), on the other hand, was left red-faced, losing 13 seats in regional parliament and finishing third.
After months of arguments, the Left, Social Democrats (SPD) and the Greens agreed to form a minority government, expecting to easily re-elect the Left's incumbent Bodo Ramelow as Thuringia's minister president. Their plans were unexpectedly halted on Wednesday when the AfD sided with the CDU and pro-business Free Democratic Party (FDP) to narrowly outvote Ramelow's candidacy and elect FDP's Thomas Kemmerich instead.
The move instantaneously sent shockwaves across Germany, creating a rift between Thuringia's CDU branch and its leadership in Berlin. CDU's chief and Federal Defense Minister Annegret Kramp-Karrenbauer accused her colleagues of breaking rank by violating the party's usual policy of avoiding any cooperation with the anti-establishment and anti-migrant AfD.

The deeper reasons are found in post-war German culture. I've been on domestic flights in the U.S. when the pilot announced that a soldier was on board and the whole cabin spontaneously applauded. Roughly the opposite atmosphere exists in Germany. For decades after West Germany in 1955 established a new army, soldiers often got spat at while going out in uniform. Traumatized by the guilt of having started two world wars, Germans sought a new identity in being anti-war and anti-military.
Over time that understandable reaction to their own past morphed into a more off-putting smugness. Modern Germans don't shoot, they trade, became the implicit mantra. In effect, Germany outsourced its defense, as well as the burdens of policing international order, to the U.S and, to a lesser extent, France and the U.K. Simultaneously, many Germans, especially on the political left, got on a high horse and moralized to their allies about being warmongers. All the while, Germany was exploiting the order thus preserved by becoming a mercantile superpower.
Some in Germany's policy elite knew this wasn't sustainable. In 2010, Horst Koehler, the federal president, said Germany should participate in more foreign deployments to protect its own national interests, which include keeping trade routes open. The outraged response was instant, widespread and hysterical. Koehler had to resign. Most politicians concluded that calling for a stronger army is the third rail of German politics.
It shouldn't be. The world is a dangerous place, and NATO faces many perils, while a European Union army remains a pipe-dream. The biggest threat to Europe remains Russia. As researchers for the Swedish defense ministry have detailed, Russia has in the past decade made itself militarily much stronger, and could defeat (or blackmail) Europe by combining hybrid warfare, conventional military superiority and the threat of nuclear weapons deployed by new types of missiles.
So who should make that case to the German public? One possibility is Defense Minister Annegret Kramp-Karrenbauer, who's a rather hapless candidate to succeed Merkel as chancellor. She's even broached the subject, by suggesting a German-led effort in Syria at one point and more cooperation with the French in fighting terrorists in Africa. But each time she raises the topic she seems to sink further in the polls.
That leaves only Merkel. She's already made herself a lame duck by declaring she won't run again next year. But she remains popular and credible, having governed for more than 14 years and steered through many crises, including Russia's aggression in Ukraine. She's now trying to mediate in other conflicts, including the civil war in Libya. And she worries enormously about the U.S. under Trump withdrawing from its role as guarantor of Europe's peace. She has less than two years left in office. She should use them to open a historic debate, by urging Germans to think differently about their army.

A Russian lawmaker warns that a conflict between the U.S. and Iran might lead to a nuclear war. It was just one of many responses by world leaders and other officials after Iran launched a missile strike against bases in Iraq that house U.S. forces. The strike was in retaliation for the U.S. killing Iran's top military commander last week.
"Reciprocal strikes by the U.S. and Iran may lead to an all-out war in the region," said Vladimir Dzhabarov, a lawmaker with Russia's upper house of parliament. "If Washington sees that it can't achieve its goals, there's a danger of a nuclear war."
The Russian lawmaker said the U.N. Security Council should get involved to prevent further escalation in the Middle East.
Germany condemned the missile strike. Defense Minister Annegret Kramp-Karrenbauer urged Iran "not to engage in further escalation."
None of the German troops stationed in Iraq were injured.
Japan says it will urge governments to do their utmost to help ease tensions following an Iranian missile strike at bases in Iraq used by U.S. forces.
Japanese Chief Cabinet spokesman Yoshihide Suga said Japan remained on track to soon deploy a warship to the Gulf to help safeguard Japanese vessels and oil tankers transiting the area.
Australian Prime Minister Scott Morrison says all of his country's troops and diplomatic staff in Iraq are safe after Iran's firing of missiles at two military bases there. Around 300 Australian defense personnel are stationed in Iraq.

Germany to withdraw part of its military forces from Iraq
Germany will pull out some of its troops from Iraq, following an Iraqi parliamentary resolution calling on all foreign military forces to leave the country.
Some of Germany's small contingent of troops in Iraq will be moved to neighboring Jordan and Kuwait, the German government said on Tuesday. German Defense Minister Annegret Kramp-Karrenbauer and Foreign Minister Heiko Maas wrote to lawmakers that the troops stationed in Baghdad and Taji would be "temporarily thinned out."
Thirty out of an estimated 120 German soldiers are set to be redeployed. The German government says they could be moved back if their training mission resumes.
The move comes a day after German Chancellor Angela Merkel spoke with Iraqi Prime Minister Adel Abdul Mahdi about the issue. Merkel had stressed the importance of continued cooperation between Iraq and the EU in the fight against terrorism.

U.S. envoy slams Germany after reluctance on Hormuz mission
U.S. ambassador to Germany launched a scathing attack on Chancellor Angela Merkel's government on Thursday for its reluctance to join a naval mission
BERLIN (Reuters) - The U.S. ambassador to Germany launched a scathing attack on Chancellor Angela Merkel's government on Thursday for its reluctance to join a naval mission in the Strait of Hormuz, saying Europe's biggest economy must assume more global responsibility.
Relations between the United States and Germany have soured since U.S. President Donald Trump took office, due to disagreements on a range of issues from defense spending to trade tariffs, the NordStream 2 gas pipeline and Iran.
On Wednesday, German Foreign Minister Heiko Maas ruled out German participation in a planned U.S.-led naval mission to the Strait of Hormuz, close to Iran, after the U.S. said it had made a formal request. He said Germany wanted to ease tensions with Iran and everything should be done to avoid an escalation.
Expressing frustration about that decision, Ambassador Richard Grenell said Germany had a duty to fulfil and told the Augsburger Allgemeine newspaper:

He said the United States had been trying to get support from Germany for weeks for the military mission in the Strait of Hormuz, and that while one minister spoke of looking at the requests, the foreign minister had rejected it.
Defense Minister Annegret Kramp-Karrenbauer had said in Brussels that Germany was "reviewing" the request, striking a softer tone than Maas.

German Minister of Defence takes Oath of Office with satanic Handsign
Annegret Kramp-Karrenbauer (the "surprise" canditate for german Minister od Defence) took her Oath of Office with the Baphomet Gesture.
Common pratice is the flat right hand.
Less Common but still a Christian Oath is are the 2 fingers as in the depictions of saints above.
The crossed thumb is what makes the gesture different.

Annegret Kramp-Karrenbauer, germanies new Minister of Defense swore her Oath of Office today.
Against common practice of raising the flat right hand, she showed THIS gesture.
Since her and Ursula von der Leyen where pretty much suprise candidates noone even thought possible before (except in thinktanks like the Bilderberg Group or Transatlatic Bridge https://www.atlantik-bruecke.org/ ) and are politically almost indistiguishable from each i think this quite notable.

Germany's Next Chancellor: Merkel's Protege Keeps Digging Herself Into Deeper Hole
At the center of public interest, throughout not only Germany, but most of Europe in the months of June and July is "Who will be Germany's next Chancellor?"
Angela Merkel's "shoes" are not exactly easy to fill.
After around the end of 2018, Merkel announced that she would not take part in the 2021 elections. She transferred the leadership position of the Christian Democratic Union to her protégé Annegret Kramp-Karrenbauer, who is referred to as AKK in Germany.
But she did not endorse AKK, not for the party leader position, nor as chancellor. AKK barely won the vote for leadership with 25 votes.
AKK is unlikely to become chancellor. Shortly after she became leader of the CDU, she drew criticism for a joke about transgender people.
A few months after that, she botched her response to a viral YouTube video that sought "the destruction" of the CDU.
https://youtu.be/4Y1lZQsyuSQ
The CDU had poor performance in the European elections this May, losing many seats to the Greens, as well as to the Progressive Alliance of Socialists and Democrats.
Kramp-Karrenbauer drew sharp criticism across the spectrum of the German media due to the poor result, despite actually winning the election.
Her poll numbers have been dropping steadily since she was elected, and she now faces a 36% approval rating.
Most recently, Germany Defense Minister Ursula von der Leyen was confirmed as European Commission President, and the seat became vacant.
AKK was announced as Germany's Defense Minister, which is widely considered as a "poisoned chalice."
Kramp-Karrenbauer's colleagues welcomed the appointment. "When such an important position, a core job in the cabinet, becomes available, then a CDU leader must step up and take responsibility, and she is doing that," said Ralph Brinkhaus, the leader of the CDU parliamentary caucus.
"If you want to show leadership you don't consider the risk, you get on with the job. In life as in politics, there are always risks. If you don't trust yourself to take on hard tasks, you don't belong in politics."
The job of Defense Minister is a hard one, Germany's armed forces, according to critics chronically underfunded, are consistently accused of inefficiency and of having inadequate or defective equipment. It is a difficult position to improve one's reputation in.
And, surely enough, on July 20th, AKK's approval fell further, with only 17% of people wanting to see her as the next Chancellor.
The next possible successor as Chancellor that comes to mind is the possibility of a Green politician taking up the role, after the exquisitely high performance at the European Parliament elections.
The possible options are two - Annalena Baerbock or Robert Habeck, the co-leaders of the Green party.

Merkel's conservatives hit new low, piling pressure on coalition
BERLIN (Reuters) - Germany Chancellor Angela Merkel's conservatives slumped to a record low and fell further behind the resurgent opposition Greens in a survey published on Saturday, reflecting growing disillusionment with the ruling coalition.
Doubts are mounting that Merkel's right-left alliance can last its full term until 2021, largely due to disarray within her Social Democrat (SPD) partners, and many experts now see increasing chances of a federal election next year.
The Forsa poll put the conservative bloc on 24%, down two points from a week ago.
The Social Democrats (SPD) remained stuck at their low of 12% - level with the far-right Alternative for Germany (AfD) - a week after their leader quit because of a dismal performance in regional and European elections. Many members want to quit government and rebuild in opposition.
The Greens, buoyed by growing concern across Europe about climate change, which helped propel them to second place in European Parliament elections, remained the most popular party, on 27%.
"The Greens are benefiting from high voter mobilization, the self-destruction of the SPD and attempts by the conservatives to trump the Greens on climate protection," said Forsa chief Manfred Guellner.
If Merkel's coalition collapses, Germany faces the possibilities of a snap election, a minority government or an unwieldy alliance of three blocs.
Any of those scenarios would be likely to hasten the exit of Merkel, chancellor for almost 14 years, who has handed over the leadership of her Christian Democrats (CDU) to protege Annegret Kramp-Karrenbauer. Merkel has said she will not stand again as chancellor of Europe's biggest economy.
Kramp-Karrenbauer has failed to boost the CDU and in the Forsa poll, only 19% of respondents said they would back her as chancellor in a direct vote, two points down from a week ago.
The SPD have yet to decide how to elect their next leader and no one has yet stepped forward.
The weekly Der Spiegel ran a title story on Kevin Kuehnert, the hoody-wearing 29-year-old head of the SPD youth wing, a divisive figure who campaigned against the grand coalition last year and wants to shift the party to the left.
It quoted some party members as saying they would like him to stand as leader and others saying it would be madness.
The media-savvy Kuehnert is no stranger to controversy; last month he caused a storm by saying companies such as carmaker BMW should be taken into collective ownership.

Merkel Unretires: Chancellor Determined To Remain In Power Until 2021 As Succession Plan Implodes
The CDU's abysmal showing in last week's EU Parliamentary election marked the party's worst result ever in a national election. And apparently, the the loss of the CDU/CSU's position as the largest party in the bloc's largest legislative body was the last straw for Chancellor Angela Merkel, who reportedly regrets her decision to step aside as party leader last year - a decision she made to clear the way for her chosen successor, Annegret Kramp-Karrenbauer, or AKK.
According to media reports, Merkel is so frustrated with AKK over a series of missteps by the new CDU party leader that the chancellor has decided to withdraw her political support, throwing her well-laid succession plans into disarray.
Merkel's determination that AKK is not 'up to the job' of being chancellor comes as AKK and others within the CDU have pressured Merkel to step down early to give AKK a better shot at securing a full term in 2021.
Though her ability to influence the party is limited now that she has handed over control of the party's machinery, Merkel can still throw a massive wrench in the works by deciding to spend no more political capital helping AKK, whose chances of winning the chancellorship are fading.
Merkel's decision to withdraw support for her erstwhile protege is the latest sign that the longtime German leader is determined to stay on as Chancellor at least until her term ends in 2021, despite growing pressure from AKK and others within the party to step aside before the vote. The latest conflict between the two women erupted after AKK called an impromptu party conference next week to examine the CDU's poor showing in the EU vote, a meeting that' sure to produce some awkward encounters between Merkel and AKK.
And who knows? If the acrimony between the two female conservative leaders continues to intensify, Merkel may yet change her mind and decide to seek an unprecedented fifth term in office. She certainly has the popularity to make a credible go at it.
Even if she doesn't actively campaign for AKK, Merkel has plenty of incentive to quit while she's ahead. Not only was the CDU pummeled during the last two national elections, but AKK's approval rating recently slipped three points to 36%, according to broadcaster ARD. That's the lowest since she became CDU party leader, and almost 20 points behind Merkel. AKK's standing has been hurt by a series of gaffes, including an off-color joke about transsexuals that alienated many moderates. Adding insult to injury, as the CDU's popularity wanes, support for the progressive Greens has surged, with the party doubling its vote share to 20% last week compared with the 2014 EU Parliamentary elections.
If she presses ahead, we wouldn't be surprised to see the chancellor draw comparisons to other infamous German authoritarians. Though conveniently, soon it will be time to distract from the possibility that Merkel will stay on as German emperor with speculation that Trump will ignore the results of the 2020 vote and refuse to give up the White House, or worse (for liberals), win in 2020 then decide to run for a third term.
But no matter what Merkel decides, for AKK, there might still be a way out.

Merkel heir faces widespread criticism after proposal to regulate online opinion
Chancellor Angela Merkel's heir apparent faced criticism from across Germany's political spectrum on Tuesday after she called for rules about expressing online opinions before elections in response to a YouTube video that criticized her party.
Annegret Kramp-Karrenbauer, who replaced Merkel as leader of the ruling CDU last year, denied she was promoting censorship after her comments, which were prompted by a YouTube video by a popular 26-year-old blogger named Rezo.
Germany's two main parties were both hammered in an election for the European Parliament over the weekend, with voters under the age of 30 in particular largely deserting the conservative CDU and its Social Democratic coalition partners, the SPD.
In the video, seen by millions ahead of the vote, Rezo called on voters to reject the two parties for betraying the young by not addressing the climate crisis.
"I asked myself what would be the response in this country if say 70 newspapers issued a joint appeal two days before the election, saying: 'Don't vote CDU or SPD.'" Kramp-Karrenbauer, widely known by her initials AKK, told reporters on Monday.
"That would have been clear propagandizing before the election, and I believe it would have unleashed a lively debate," she added. "So the question remains: what are the rules from the analogue era and how do they apply in the digital era?"
She later defended her remarks: "It is absurd to assume that I want to regulate opinions," she tweeted. "But what we have to talk about are the rules that apply during election campaigns."

European Commission President Jean-Claude Juncker told Germany's Funke Media Group on Saturday that German Chancellor Angela Merkel is "highly qualified" for a top European Union job.
Asked whether he could imagine her assuming an EU office after her term as chancellor ends in 2021, Juncker said he "could not imagine" Merkel "disappearing into thin air."
"She is not only a person of respect, but also a complete and endearing work of art," Juncker said.
Merkel steered the bloc through a period of economic crisis and political turbulence after becoming chancellor in 2005, earning her the reputation of being Europe's most powerful leader.
Upon announcing her intention to step down as leader of Germany's Christian Democratic Union (CDU), Merkel said she would not seek any other political offices after 2021. Her longtime ally Annegret Kramp-Karrenbauer has succeeded her as party leader and is widely seen as a contender for the chancellorship.

Industrial policy row masks deeper German struggle over post-Merkel era
BERLIN (Reuters) - After a brief ceasefire, Angela Merkel's Christian Democrats are fighting among themselves again over the future shape and leadership of their party as the chancellor stage-manages her exit as German leader.
The battle, ostensibly over a new industrial strategy led by Economy Minister Peter Altmaier, is symptomatic of a deeper struggle in the party over its future and has broken a truce agreed in December after a divisive leadership contest.
At stake are both the direction the Christian Democratic Union (CDU) takes as it starts to chart a course for the post-Merkel era, and the prospects of Annegret Kramp-Karrenbauer - the new party leader and Merkel's protege.
The debate pits supporters of a more interventionist industrial policy like Altmaier against CDU traditionalists who seek to limit the state's role to creating the right legal framework for competition to flourish. They see this approach, known as "ordo-liberalism", as key to Germany's postwar economic revival.
Altmaier was forced on Friday to dismiss reports his job was under threat from Friedrich Merz, who narrowly lost out to Kramp-Karrenbauer in December's run-off vote to decide the CDU leadership.
"This standoff is clearly about the future of the CDU," said Carsten Nickel at Teneo Intelligence, a consultancy.
"Under Merkel, the party has focused on the new urban middle classes. The looming end of that era seems to be reinvigorating the more traditional parts of the CDU's base such as small business owners," added Nickel. "Merz is their hero."
Altmaier, a close Merkel ally and formerly her chief of staff, annoyed the CDU's free-market-loving base in February with plans for a more defensive industrial strategy that could see Berlin buy stakes in companies to prevent foreign takeovers.
His policy pivot was driven by concerns about Chinese firms acquiring German know-how, but by riling CDU traditionalists it has challenged Kramp-Karrenbauer to define her economic stance.

Campaign manager CDU: "Merkel unlikely to complete her term"
The conflict between Fidesz and the European People's Party (EPP) is almost a tragedy, Werner J. Patzelt, campaign manager of the CDU in Saxony, political science professor at Technische Universitat Dresden, told Magyar Hírlap, adding that it's very important for non-leftist parties to stay together, despite the pressure of the left-wing media and parties.
Patzelt said that Germany's CDU is under fire by the media, but despite the critical remarks they make about Fidesz in public, the majority in the party wants to have good relations with the Hungarian government.
According to Patzelt, the CDU "has its date with reality", the alliance has realised that the time when right-wing voters had no other choice but the Union-parties is over. The federal elections in 2017 showed that they have to count with the AfD and now the CDU/CSU wants to regain the trust of the voters who left them for the AfD.
He added that it seems CDU's new president, Annegret Kramp-Karrenbauer is not simply a copy of Angela Merkel and there are several political disagreements between them.
"I wouldn't bet on it," the professor said when asked whether Merkel will complete her term, "because the SPD is likely to break the coaliton by the end of this year."
Werner J. Patzelt spoke at the MCC Summit on Migration in Budapest, organised by the Mathias Corvinus Collegium.

German Conservatives demand Merkel's resignation
The conservative wing of the CDU/CSU push for Angela Merkel's resignation citing the believed impending collapse of the Grand Coalition with the Social Democrats(SPD).
Alexander Mitsch, the leader of the conservative group within the Union, openly asks Merkel to resign her position in favor of the newly elected leader of the CDU Annegret Kramp-Karrenbauer.
"It would be in the best interest of the Union if Mrs. Merkel would hand over control to Annegret Kramp-Karrenbauer as soon as possible in an orderly fashion."
The CDU-leader could then initiate the political change for migration and economic policies needed by Germany, according to him.
He believes after state elections in the East in which the SPD is projected to perform poorly, will lead to an exit of the Grand Coalition by them.
To prepare for this scenario Mitsch wants the CDU to be proactive in the call for a change in the chancellery.
Just Friday several SPD-politicians threatened to exit the coalition if there was an attempt to replace Merkel with Kramp-Karrenbauer.
On Thursday leaders from both parties will meet again in a coalition committee.

Orbán faces backlash over billboard campaign
The Hungarian government's ad hoardings campaign on "Brussels' plans" contains accurate, true and tenable statements, Gergely Gulyas, the head of the Prime Minister's Office, told a regular press briefing.
European public officials, the European Commission (EC) and the European People's Party (EPP) should all be capable of self-criticism, he said. The five-year EU parliamentary cycle about to end is best described by failed attempts to keep migrants outside the EU and the UK within the bloc, he said.
Gulyas added that EC President Jean-Claude Juncker, who is featured on the ad hoardings, had done "all he could" to have Hungary's ruling Fidesz party expelled from the EPP, and publicly declared this intention recently, during the EP election campaign. "Fidesz has always been loyal to the EPP", he said. In response to a question about the billboard campaign, Gulyas said the government will reach out to every voter by mail to inform them about the details of the campaign.
This week Juncker and several other EPP politicians rejected the campaign. At the plenary session of the European Economic and Social Committee (EESC) in Brussels, Juncker said that he is "totally unable to hate someone" and very surprised to see "these posters now spread around in Hungary full of hatred".
Swedish EPP MEP Gunnar Hökmark urged group leader and spitzenkandidat Manfred Weber to "address the question of Mr. Orban and Fidesz at the next group meeting and at an extra meeting with the Bureau of the group already next week", according to Politico.
German Chancellor Angela Merkel told at a press conference on another subject that Juncker has her "full solidarity." Meanwhile, Merkel's successor as chair of the CDU, Annegret Kramp-Karrenbauer, did threaten Fidesz with halting bilateral cooperation between the two parties, unless they could find common ground on the EPP's broader aims, DW reported. "It's up to the Hungarians to clearly prove that they still belong in the EPP," Kramp-Karrenbauer told Der Spiegel.

Past Their Sell-By Dates, Merkel and May Cling on to Power with Plot and Process
UK Prime Minister Theresa May has promised parliamentary colleagues she would not fight the next British general election, a price paid for her short-term political survival also employed by Germany's Chancellor Angela Merkel.
The two world leaders, overtaken by events of their own making, within their own control, but beyond their competence now rely on party processes and hastily made deals to sustain them beyond what their rivals see as their natural points of departure.
Germany's Merkel sowed the seeds of her own demise in 2015 when reacting to emerging illegal migration streams from the Syrian civil war, she declared on the behalf of both her nation and the European Union at large "wir schaffen das" - 'we can do it'. The ensuring rush at national borders thrown open metastasized into the Europe migrant crisis, and robbed Merkel of her moral authority as a leader, which was expressed in a series of poor election results at the national and local level.
Merkel's Christian Democratic Union (CDU-CSU) party saw their worst national result since 1949 at the 2017 general election, leaving her to form another so-called 'grand coalition' with her left-wing opposition to maintain power. The result came among others in Hesse, Bavaria and Berlin which saw record lows for Merkel's candidates.
Finally concluding her days were numbered, Merkel struck a Faustian pact with the party to give herself years more at the top of German politics. Going against her own previously stated belief that leadership of her party and leadership of the nation should go hand in hand, Dr Merkel gave up leadership of the party but said she would stay chancellor until 2021.
Despite German voters turning against Merkel's policies in droves, party members chose her eventual replacement to provide more of the same, voting for 'Mini Merkel' Annegret Kramp-Karrenbauer in December.
While Merkel's undoing is widely thought to have been her handling of the migrant crisis she was midwife to, Britain's Theresa May has also fallen victim to her own political works thanks to her handling of Brexit.
Taking on the mantle of leadership of the Conservative Party in the wake of the resignation of Prime Minister David Cameron and the Brexit referendum he lost as the British people - against expectations - voted to leave, May made a series of grand promises she has subsequently failed to keep.

German CDU elects Kramp-Karrenbauer as new party leader
HAMBURG (Reuters) - Germany's Christian Democrats elected Annegret Kramp-Karrenbauer on Friday to replace Angela Merkel as party leader, a decision that moves her into pole position to succeed Europe's most influential leader as chancellor.
Kramp-Karrenbauer, 56, is Merkel's protege and was the continuity candidate favored by the party elite. She won the leadership with 517 votes from 999 votes cast by delegates. Her rival, Friedrich Merz, won 482 votes in a run-off.

Merkel's Party Votes for New Leader, and New Era in Germany
HAMBURG-Angela Merkel's Christian Democrats vote on Dec. 7, to decide who replaces her as party leader and moves into pole position to succeed her as German chancellor.
The frontrunners are Annegret Kramp-Karrenbauer, a Merkel protege seen as the continuity candidate, and Friedrich Merz, a Merkel rival who has questioned the constitutional guarantee of asylum to all "politically persecuted" and believes Germany, Europe's biggest economy, should contribute more to the European Union.
Merkel said in October she would step down as party chief but remain chancellor, an effort to manage her exit after a series of setbacks since her divisive decision in 2015 to keep German borders open to refugees fleeing war in the Middle East.
The new CDU leader will be chosen by 1,001 delegates who vote at a party congress in Hamburg. The winner will likely lead the CDU in the next federal election due by October 2021.

Yes, i know.
But it is important who will be head of the party.
When i read comments under youtube videos about Annegret Kramp-Karrenbauer, i had feeling that people hate her more then Merkel.

BERLIN (Reuters) - Annegret Kramp-Karrenbauer, leading polls to succeed Angela Merkel as head of Germany's Christian Democrats, said she would consider legislation to ensure better representation of women in parliament, unless her party changed its approach.
A new poll conducted for public broadcaster ARD showed 46 percent of CDU supporters backed Kramp-Karrenbauer for the post, compared to 31 percent for businessman Friedrich Merz and 12 percent for Health Minister Jens Spahn.
Among women, support for Merz dropped to around half the level achieved by Kramp-Karrenbauer, ARD said.

Merkel will not seek new term as chancellor & CDU chair as party faces support slump
Angela Merkel has said she will not seek re-election as Germany's chancellor as well as CDU's party chair. The decision comes after a debacle for her ruling party in the local elections in the federal state of Hesse.
On Sunday, Merkel's Christian Democratic Union (CDU) received 28 percent of the votes. Although that was more support than other competitors received, it was a significant drop from the 38.3 percent won by the party in the state's last election in 2013.
However, Merkel claimed that her decision not to run for party chair again was made before the plebiscite and even before German parliament's summer recess. Party chair aside, the top politician also would not be available for another term as a chancellor.
This fourth term is my last as German chancellor. At the federal election in 2021, I will not stand again as chancellor candidate, nor as a candidate for the Bundestag, and…I won't seek any further political offices.
What's more, if snap elections need to take place before 2021, Merkel would not run for the top post either.
She also stated that the government has "lost credibility."
A decision not to head for re-election as chief of the CDU and to not ditch the chancellorship "looks like a plan" that has been carefully devised, German lawyer Maximilian Krah told RT.
Merkel's favored person to take over as party boss is Annegret Kramp-Karrenbauer. If she gets in, Merkel will "have a clone of herself as a party leader so she can remain in the chancellor's office... she could stay in power for the next five or six years!"
However, if a Merkel critic takes center stage as party leader, there will be a different outcome. But even if that were the case, the CDU is unlikely to publicly turn on its current leader, as it is "very submissive" towards the chancellor.
"It would give a development against Merkel, but not a revolution. The CDU is not a party that makes revolutions. In no way."
As the CDU experiences losses in support, the right-wing Alternative for Germany (AfD) party is seeing a rise in popularity. It received 12 percent of the votes in Hesse on Sunday, and now holds parliamentary seats in every single German state.
Speaking to RT following the Hesse elections, independent political observer Steven Meissner said that Merkel "is getting weaker and weaker and more unpopular." That brings her team more problems than benefits, he alleged.
Merkel's popularity has indeed been slipping for a long time, with her handling of the 2015 migrant crisis being a major contributing factor. A July poll found that only one in five Germans were happy with her performance as leader.

Q Research General #4635: Big Week Ahead Edition
Merkel To Step Down As CDU Leader In Dramatic Move
Angela Merkel will not seek re-election as chair of Germany's ruling CDU party, effectively standing down as leader of the Christian Democratic Union, a post she has held for 18 years, after a disastrous performance by her party in regional elections in the German state of Hesse on Sunday badly dented her authority, and followed an ultimatum by her junior coalition partner, the SPD which also suffered a devastating loss in latest elections.
According to Spiegel and Bild, Merkel, who has chaired the Christian Democratic Union (CDU) since 2000, was expected to compete again at the party congress in Hamburg in early December. however in what many are calling "the end of an era" during which her command of Germany put its stamp on Europe and beyond for more than a decade, on Monday morning she told senior party executives that she would not stand again.
Merkel is scheduled to speak to the media at 1 p.m. local time on Berlin.
The Chancellor will reportedly retire after the end of her current term in 2021, which will give the CDU time to groom a successor. Though she remains one of Germany's most popular politicians, her fellow Christian Democrats have long been demanding that she clear a path for her successor. After leaving German politics, Merkel has reportedly said she won't consider any EU-wide posts.
As we reported on Sunday, the CDU won the election in Hesse, but its share of the vote fell by more than 11 points, while the junior partner in her governing grand coalition, the Social Democrats, also slumped. The party's poor showing reignited calls for the SPD to quit the government.
While Merkel can assume she'll have the support to remain chancellor, "she's broken the game for her succession wide open" according to Bloomberg, although doing it in a dramatic fashion, a surprise, as she has here, may help throw her competitors off balance. That would help her hand-picked successor, CDU General Secretary Annegret Kramp-Karrenbauer. But others are waiting in the wings. Bild reports that Friedrich Merz, her main antagonist in the first years after she took over the CDU in 2000, has thrown his hat in the ring.
Other possible contenders include Health Minister Jens Spahn, who has publicly criticized her open-doors refugee policy and is championed by the CDU's social conservatives and Ralph Brinkhaus, a fiscal hawk who unexpectedly ousted Merkel's longtime parliamentary caucus leader. Others include two state premiers Armin Laschet and Daniel Guenther, who carry weight after recently leading the CDU to victory in regional elections.
However, as Bloomberg notes, the potential for change in Germany is hemmed in by the country's constitution and relatively strong political center.
"Even if Merkel were to be replaced and/or if a new government were to take power in Berlin, with or without new elections, it would not make a major difference once the dust has settled," Holger Schmieding, chief economist at Berenberg, said in a note. "Any conceivable coalition in Berlin would still be dominated by the mainstream parties CDU/CSU, SPD, Greens and the smaller Liberals."
The repercussions of her decision will resonate far and wide, not least in the U.K., where Brexit is the all-consuming topic. As Bloomberg notes, there might be dismay at the prospect of someone so influential disappearing from the scene.
The news sent the Euro sliding to session lows, down as much as 0.3% to 1.1360 before staging a modest rebound. Meanwhile, Germany's DAX30 has extended gains to more than 1% since the first media reports of Merkel not seeking to continue as CDU leader, largely on the back of the weaker euro.

Merkel declines to back any of the candidates seeking CDU party chair
BERLIN (Reuters) - Chancellor Angela Merkel on Monday declined to back any of the candidates seeking to replace her as party leader of the center-right Christian Democrats (CDU) at a convention in December.
"It's true that Annegret Kramp-Karrenbauer and Jens Spahn both announced their candidacy today," Merkel told reporters after a closed-door meeting. She added she did not want to influence the election of her successor as CDU party leader.
Asked whether her announcement not to run for a fifth term as chancellor also applied for a snap election before 2021, Merkel said that she just made this clear and that she did not want to participate in any further speculation.

NATO to agree master plan to deter growing Russian threat
Prepares for simultaneous attacks including nuclear and cyber. Officials and diplomats say no such attack is imminent. Russia denies any war-like intentions.
NATO defence ministers are set to agree a new master plan on Thursday to defend against any potential Russian attack on multiple fronts, reaffirming the alliance's core goal of deterring Moscow despite a growing focus on China. The confidential strategy aims to prepare for any simultaneous attack in the Baltic and Black Sea regions that could include nuclear weapons, hacking of computer networks and assaults from space. "It recognises a more 21st century threat and how to deal with it," British defence minister Ben Wallace told reporters.
Officials stress that they do not believe any Russian attack is imminent. Moscow denies any aggressive intentions and says it is NATO that risks destabilising Europe with such preparations. But diplomats say the "Concept for Deterrence and Defence in the Euro-Atlantic Area" - and its strategic implementation plan - is needed as Russia develops advanced weapon systems and deploys troops and equipment closer to the allies' borders. "This is the way of deterrence," German Defence Minister Annegret Kramp-Karrenbauer said of the plan. "And this is being adapted to the current behaviour of Russia - and we are seeing violations particularly of the air space over the Baltic states, but also increasing incursions over the Black Sea," she told German radio Deutschlandfunk.
Approval will allow for more detailed regional plans by the end of 2022, a U.S. official said, allowing NATO to decide what additional weapons it needs and how to position its forces.

Defense Secretary Lloyd Austin announced on Tuesday that he is expanding the U.S. military presence in Germany by 500 troops and has stopped planning for large-scale troop cuts ordered by the Trump administration. "This planned increase in U.S. personnel underscores our commitment to Germany and the entire NATO alliance," Austin said in a notable counterpoint to the Trump administration's repeated complaints that Germany is a weak partner on defense and security. Austin made the announcement after talks with German Defense Minister Annegret Kramp-Karrenbauer on his first tour of Europe since becoming Pentagon chief in January.

Japan, Germany to hold 2-plus-2 talks
Japan and Germany plan to hold the first-ever talks between their foreign and defense ministers as early as next week. The sides are making arrangements to hold the "two-plus-two" talks in a teleconference format.
Japan's Foreign Minister Motegi Toshimitsu and Defense Minister Kishi Nobuo are expected to hold discussions with German Foreign Minister Heiko Maas and Defense Minister Annegret Kramp-Karrenbauer. The sides are expected to confirm the view that recent activities by China, including efforts to expand its maritime reach in the East and South China seas, reflect increasingly hegemonic ambitions. They are also expected to exchange opinions on how to work together toward ensuring a free and open Indo-Pacific based on the rule of law. The German military plans to send a frigate to the region this summer.
The ministers will also likely confirm a plan to deepen security cooperation through joint exercises held by their defense personnel. Last year, the German government compiled guidelines on security in the Indo-Pacific region among other matters which signaled that the country is shifting from a China-centered diplomatic strategy in Asia. It is now looking to strengthen ties with countries like Japan.
Meanwhile, the Japanese government has been seeking to deepen cooperation with countries, like Germany, that it says share Japan's values.

Germany refuses to turn a 'blind eye' to China, teams up with Australia

German officers are expected to be deployed with the Australian Navy and a German frigate will patrol the Indian Ocean under Berlin's plan to manage China's influence in the Indo-Pacific region.
Annegret Kramp-Karrenbauer, the German Defence Minister, said the Indo-Pacific had become crucial to the world's well-being.
"We believe that Germany needs to mark its position in the region," she said in an exclusive interview.
Kramp-Karrenbauer, popularly known by her initials AKK, said that Europe had become increasingly aware of China's economic agenda and geopolitical tactics in the past year.
"China is an important trading partner for Germany and we have strong economic ties which are in the interest of both sides," she said.
"At the same time, we do not turn a blind eye on unequal investment conditions, aggressive appropriation of intellectual property, state-subsidised distortion of competition or attempts to exert influence by means of loans and investments."
In 2018 the 58-year-old became the secretary general of the Christian Democratic Union, Germany's largest political party. Subsequently she was touted as a successor to Chancellor Angela Merkel. However, in February she announced she would not run for chancellor in the expected 2021 election and would relinquish the party leadership.
Kramp-Karrenbauer is the first German minister to confirm publicly that restrictions on Chinese telecommunications giant Huawei would effectively exclude the company from Germany's 5G network.
"Germany is, in principle, open to investment from all sides. But if the technology offered to us is not beyond reproach, it cannot be used," she said.
"The political ramifications would simply be too grave. China is a country that understands very well the political dimension of IT networks and data flows. I am sure our counterparts in Beijing understand that we Europeans can only operate technology we trust."
Australia was the first western country to ban Huawei over national security concerns in 2018. The United States and Britain have since followed suit.
Kramp-Karrenbauer will speak at a virtual Australian Strategic Policy Institute event co-hosted by the Konrad-Adenauer Stiftung foundation on Thursday evening alongside Australia's Defence Minister Linda Reynolds.
She said a German naval presence in the Indo-Pacific would help to safeguard the rules-based international order. The region stretches from the Indian Ocean to the Coral Sea and includes India, China, Japan and Australia.
"We hope to be able to deploy next year," she said. "We will be spending more on defence in 2021 than in 2020 despite the fact that [coronavirus] has hit our budgets. Now the key is to translate this into real muscle."

Fischer: "Es gelten hier unsere Regeln"
Danach werde man überwachen müssen, so Lambsdorff.

Italiens Regierung fürchtet soziale Revolten wegen Corona-Krise
