Johnson was aiming to tighten his grip on government after winning a big parliamentary majority in December's election. That victory allowed Johnson to take Britain out of the European Union last month, delivering on his key election promise.
Now his Conservative administration faces the even bigger challenge of negotiating a new relationship with the 27-nation EU by the end of this year. The two sides are aiming to have a deal covering trade, security and other areas in place by the time a post-Brexit transition period ends on Dec. 31.
So far, the two sides are far apart in their demands. And even with a deal, the U.K. faces a huge adjustment when decades of seamless trade and travel with the EU end at the start of 2021.
Johnson began his Cabinet shuffle by firing Northern Ireland Secretary Julian Smith - a surprise move. Smith had been widely praised for helping to end political deadlock that left Northern Ireland without a regional government and assembly for three years. After pressure from the British and Irish governments, the main Irish nationalist and British unionist power-sharing parties returned to work last month.
As well as shuffling his Cabinet, Johnson needs to appoint a new leader for the U.N. climate change conference that Britain is due to host later this year. The summit, known as the 26th Conference of the Parties, or COP26, is scheduled to be held in Glasgow in November.
Planning has got off to a rocky start, with Johnson last week firing Claire O'Neill, a former British government minister appointed last year to head up the event.

U.S. Warns Britain Accepting Huawei 5G Will Imperil Post-Brexit Trade Deal
The United States has responded to revelations that British Civil Servants have green-lit the involvement of Huawei in the nation's future 5G data networks with concern, given the widespread and repeated warnings over the company voiced by several top UK allies.
The United Kingdom is expected to make the final decision on 5G technology companies next week at a meeting of the UK National Security Council, but the reported decision of unelected UK civil servants that they approve the involvement of controversial Chinese tech giant Huawei gives a clear indication on the direction of travel. This is likely to cause major friction with top British allies at a time when the United Kingdom needs friends in the wider world, as it departs the European Union.
British newspaper The Times reports comments of a "senior US official" who said of the news: "The appetite for a US-UK trade agreement could be diminished by the UK making the wrong decision on Huawei", which the paper implied in its reporting is the view of President Trump himself.
It is not clear why the British government is setting course for such an obvious roadblock to a future UK-U.S. trade deal over the Huawei issue, given several British allies including the United States, Australia, and New Zealand have warned over the company, and how its involvement in technology infrastructure in any member nation would imperil the Five Eyes group. Five Eyes, founded in the Second World War is an intelligence-sharing alliance comprising the United States, United Kingdom, Canada, Australia, and New Zealand and makes it the closest military alliance on the globe.
Despite the warnings that taking on Huawei would cause problems for its allies, Britain's MI5 internal intelligence agency has insisted there is no reason for concern. President Trump has previously said the UK should be "very careful from the standpoint of national security".
Part of the problem for the United Kingdom, as expressed by government minister Andrea Leadsom, is simply that Huawei technology is cheaper and more advanced than any other on the market presently. The difficulty claimed by many is that Huawei is thought to be controlled by the Chinese government and allowing their equipment to route data traffic would offer unparalleled opportunities for espionage and even sabotage.
Even so, Australia has warned the cheap tech offered by China isn't worth the risk. The Times report cites Kimberley Kitching, an Australian Labor chairwoman of the senate foreign affairs, defence and trade references committee, who said: "It is the ultimate false economy to allow the commercial benefits to outweigh the security considerations where a vendor cannot offer 100 per cent integrity."
As Breitbart London reported Thursday, the U.S. reacted with apparent alarm at the news their British allies might consider allowing Chinese 5G into critical national infrastructure. Trade Secretary Steven Mnuchin has indicated he will be raising his country's concerns with his British counterparts at meetings today and on Sunday.

FTSE chief executive 'earn' average salary within three days.
FTSE 100 chief executives starting work on 2 January will by 17:00 GMT today have been paid more than the average wage of £29,559, the report suggests.
The data was compiled by the Chartered Institute of Personnel and Development and the High Pay Centre think tank.
Business Secretary Andrea Leadsom said the apparent pay gap was "concerning".
The figures - based on the latest available data - suggests the average FTSE 100 chief was paid £3.46m in 2018, equivalent to £901.30 an hour.

The government has signed off a £4bn takeover of UK defence company Cobham by US private equity firm Advent International.
A merger between the companies was agreed to in July, but the acquisition was delayed on the orders of Business Secretary Andrea Leadsom so that the government could address national security concerns raised by the takeover.
Advent is said to have proposed a number of legal undertakings aimed at mitigating any potential national security worries.
They include the ongoing protection of sensitive government information and requiring prior notice to the Ministry of Defence and Home Office on any future plans to sell the Cobham business.

Evidence of cocaine use has been found in four out of nine locations tested in areas accessible with a pass throughout the Houses of Parliament, the central workplace for UK politicians, according to an undercover probe.
Tests were conducted by a VICE journalist, using a simple cocaine testing kit, consisting of pale pink wipes that turn blue on a positive reading.
Traces of cocaine were discovered in several locations, with the largest amount detected in a toilet opposite the 'Strangers' Bar.'
There, I found a huge amount of cocaine residue - so much so that a good deal of the swab turned blue.
Cocaine was also detected in a disabled toilet outside the Woolsack, previously the Sports and Social Club Bar, one of several bars in the Palace of Westminster, as well as in two male toilets near the personal offices of MPs.
The investigation was prompted by recent admissions of past drug use by Tory leadership candidates. Environment Secretary Michael Gove revealed that he had taken cocaine at several social events as a journalist before he entered politics, while former House of Commons leader Andrea Leadsom confessed to smoking weed at university.

Mrs May officially stepped down as the leader of the Conservative Party last week, but will remain as prime minister until her successor is chosen.

LONDON (Reuters) - The prospect of a "no deal" Brexit was fast becoming the central battle of the race to succeed British Prime Minister Theresa May on Sunday, as environment minister Michael Gove became the eighth candidate to declare. May said on Friday she was quitting over her failure to deliver Brexit, potentially opening the way for a new leader who could seek a more divisive split with the European Union and lead to confrontation with the bloc or a possible parliamentary election.
Setting out their pitch to the Conservative Party's largely pro-Brexit membership who will decide the outcome of the contest, four of the leadership hopefuls have said Britain must leave the EU on Oct. 31 even if this means a no-deal Brexit. "I will fight for a fairer deal in Brussels … if not I will be clear we will leave on WTO terms in October," former Brexit minister Dominic Raab, who bookmakers rank as the second favorite to win, told BBC TV. "If you're not willing to walk away from a negotiation, it doesn't focus the mind of the other side … I will not ask for an extension." Fellow contenders Esther McVey and Andrea Leadsom both made similar comments on Sunday. Former foreign minister Boris Johnson, the bookmakers' favorite to replace May, wrote in his weekly column for the Daily Telegraph newspaper: "No one sensible would aim exclusively for a no-deal outcome. No one responsible would take no-deal off the table."
Gove, a leading campaigner for Brexit during the 2016 referendum campaign and a candidate in the Conservative leadership contest that May ultimately won, told reporters on Sunday that he planned to run again. On Wednesday, Andrea Leadsom, head of the House of Commons and prominent Leave campaigner, delivered a fresh blow to the PM by resigning from her position after announcing her fundamental disagreement with May's stance on Brexit.
So far Theresa May has managed to resist the mounting pressure on her crumbling leadership, saying that as long as she is in charge, it is her "duty" to try to get her Brexit deal through parliament. However her new proposal was met with a massive backlash even from those who supported her before.
With the Conservative party facing a wipeout in Thursday's European Parliament elections, the PM is under severe pressure to leave. If May announces she's stepping down on Friday, she will remain Prime Minister while her successor is being chosen, according to the Times.

British Prime Minister Theresa May was hunkered down with close allies on Thursday as she considered whether to give in to relentless pressure to resign, or fight on to save her Brexit plan and her premiership.
May was due to meet senior ministers to discuss her Brexit bill as plans to put it to a vote in Parliament were thrown into doubt.
May's fate looked sealed after the resignation late Wednesday of House of Commons leader Andrea Leadsom, who said she could not support May's European Union withdrawal bill.
Leadsom had been due to announce in the Commons on Thursday when a vote on the bill would be held.
But Leadsom said May's Brexit plan did not "deliver on the referendum result" that saw voters in 2016 opt to leave the EU.
"No one has wanted you to succeed more than I have, but I do now urge you to make the right decisions in the interests of the country, this government and our party," Leadsom wrote in a resignation letter to May.
May moved quickly on Thursday to replace Leadsom with former Treasury minister Mel Stride.
But she was forced to delay plans for the bill, which is May's fourth and likely final attempt to secure Parliament's backing for her Brexit blueprint.
The draft legislation contains measures aimed at winning support from the opposition, including a promise to let Parliament vote on whether to hold a new EU membership referendum.

Theresa May's House leader Leadsom resigns over 'new' Brexit plan
House of Commons leader Andrea Leadsom has resigned from the government, citing frustration with Prime Minister Theresa May's latest Brexit plan and "dangerous" proposals such as the second referendum.
"I no longer believe that our approach will deliver on the referendum result," Leadsom wrote in her resignation letter, handed to May on Wednesday. Leadsom stated that the chance of a second Brexit referendum - offered by May to MPs who agree to back her withdrawal agreement bill - is "dangerously divisive," and could risk "undermining our union."
"The tolerance to those in Cabinet who have advocated policies contrary to the Government's position has led to a complete breakdown of collective responsibility," Leadsom, who had opposed any deal that may involve a customs union with the EU, added.
The chance of a customs union made it impossible for Leadsom to support May's deal, she told BBC Radio 4 on Tuesday.
"I have been very clear for years - leaving the EU means leaving the single market, leaving the customs union, taking back control of our money, border and laws," she said.
Leadsom's resignation is the 36th ministerial resignation under May, and the 21st over the PM's handling of Brexit. May now faces increasing pressure to resign or call a general election, with Labour leader Jeremy Corbyn describing a fresh election as a chance to "break the Brexit deadlock and give the country a say."
A Downing Street spokesman said that May's office is "disappointed that she has chosen to resign," and added that May "remains focused on delivering the best Brexit people voted for."

Theresa May is to make a statement to MPs at 15:30 GMT amid reports Tuesday's vote on her Brexit deal is being delayed.
That will be followed by a statement from Commons leader Andrea Leadsom - and then a statement from the Brexit secretary on Article 50.
Two cabinet sources have told the BBC's Laura Kuenssberg Tuesday's planned Brexit vote will be delayed.
There is not yet any official confirmation of the move.
Downing Street had been insisting the vote would go ahead, despite Mrs May being widely expected to lose it.
A third Cabinet source has told the BBC the vote is "definitely off".
UK can cancel Brexit, says EU court
Mrs May has been trying to convince MPs to back her deal by suggesting the Northern Ireland backstop - the main item they object to - could be modified.
She has also been speaking to EU leaders about re-opening the withdrawal agreement, something both sides have previously ruled out.
It comes as the European Court of Justice ruled the UK can cancel Brexit without the permission of the other 27 EU members.
European Commission spokeswoman Mina Andreeva said the EU would not renegotiate the Withdrawal Agreement.
In a press briefing, she said: "We take note of the Court of Justice judgment today on the irrevocability of Article 50.
"We have an agreement on the table which was endorsed by the European Council in its Article 50 format on the 25th November.
"As President Juncker said, this deal is the best and only deal possible. We will not renegotiate - our position has therefore not changed and as far as we are concerned the United Kingdom is leaving the European Union on 29 March, 2019."
The pound fell 0.4% against the US dollar to £1.26, following reports the Brexit vote would be delayed. Against the euro, the pound was down 0.6% at £1.10.

Theresa May has postponed the final vote on her Brexit deal, according to reports.
If the development is confirmed it will be seen as a clear admission by the prime minister that she does not believe she can get the unpopular withdrawal agreement through the House of Commons.
As the reports emerged, the Speaker's office confirmed that May would give an oral statement to the House of Commons on the European Union at 3.30pm on Monday. It will be immediately followed by a business statement from the leader of the House of Commons Andrea Leadsom.
The pound immediately tumbled to its lowest level in 18 months.
The prime minister spoke to cabinet colleagues on Monday in a hastily arranged conference call, after apparently concluding she could not win over enough of the 100 Tory MPs who said they were against the deal.
The postponement the day before the vote is a significant blow to May's authority, although it will theoretically give her extra time to negotiate with the European Union and to win over hostile Tory MPs.
Downing Street and key ministers had repeatedly said the vote would not be delayed, in an attempt to concentrate the minds of MPs. Earlier on Monday morning, Michael Gove categorically stated the vote would go ahead.
Asked on BBC Radio 4's Today programme if the vote was "definitely, 100%" going to happen, the environment secretary replied: "Yes". Pressed on the point, he said: "The vote is going ahead."

UK govt ministers have been found to be in contempt of parliament for failing to publish the full legal advice concerning the Brexit deal agreed with the EU, an offence that can result in expulsion from the house of commons.
The contempt of parliament motion tabled by Labour and other opposition parties, including PM Theresa May's confidence and supply partners, the DUP, was passed by 311 votes to 293.
Responding to the government's defeat, Leader of the House, Andrea Leadsom, told MPs that the final and full legal advice would be published on Wednesday.
The government had initially lost a vote, 311 votes to 307, on their own amendment which would have meant the case of 'contempt' being referred to the Parliamentary standards committee.

Theresa May has asked the EU 'a few extra months' in order to secure the best possible trade deal for Britain and to reach an acceptable solution to the Irish border.
However, last night, leaders said that any transition period extension would have to be at least one year. On top of this, Brussels negotiators have said that it will add an extra £10 billion on top of the already sizeable £40bn divorce bill.
After Brexiteer cabinet members putting pressure on her to change Writing in the Sun on Sunday, May warned what might happen if she is ousted as leader or her deal is rejected:
"If MPs reject the deal, they will simply take us back to square one. "It would mean more division, more uncertainty and a failure to deliver on the vote of the British people.
"There is no alternative plan on the table. There is no different approach that we could agree with the EU. "The course I have set is the right one for our country and the only one that will work.
"The path before us is not easy, but with determination and hard work, I know we can deliver a deal in the national interest. One that builds a more secure, prosperous Britain, whose best days lie ahead. That is the brighter future that awaits us.
"I am determined to get us there. I will not let you down."
However, Commons leader Andrea Leadsom and one of the 'gang of five', including Leave supporters Michael Gove, Liam Fox, Chris Grayling and Penny Mourdant, insist there is more to be done on the withdrawal terms set out in the current agreement.
In addition, so far 23 out of the 48 Conservatives required have written letters of no confidence in May in order to trigger a leadership election.
Should May keep her position, the Prime Minister's biggest fight will come around December, when Parliament will vote on the Deal. 318 votes will be needed in the Commons if all 650 MPs are present, but May will only be confident of around 230 votes.
Whether she can win over a majority of the 80 hardcore Tory Brexiteer rebels, the 10 DUP MPs, and potentially dozens of Labour MPs, in order to push the deal through remains to be seen.

REPORT: Brexiteer Ministers to Demand May Make Changes to Brexit Deal as PM Faces Potential Leadership Challenge
Environment secretary Michael Gove is said to be leading a group of pro-Brexit Cabinet ministers to pressure the prime minister into renegotiating the deal with Brussels.
Mr Gove, Penny Mordaunt, Liam Fox, Andrea Leadsom, and Chris Grayling are reported by The Telegraph to be planning to move in exchange for withdrawing their threats to resign from their Cabinet posts en masse.
The five are expected to tell Mrs May that there must be a way for the UK to leave the Irish "backstop" arrangements unilaterally, without the need for mutual agreement with the EU.

Pound Rallies As Key Cabinet Ministers Begrudgingly Back May's Brexit Plan
After nearly two years of painstaking negotiations, UK Prime Minister Theresa May appears to have finally secured a Brexit deal that has received the begrudging support of her cabinet. The pound rallied Tuesday evening, breaking above $1.30 as traders' swallowed their doubts and embraced what, if accurate, could be a groundbreaking report from the Sun's chief political correspondent, Tom Newton Dunn.
According to Dunn, Brexit Secretary Dominic Raab, Foreign Secretary Jeremy Hunt, Home Secretary Sajid Javid, Environment Secretary Michael Gove, Transport Secretary Chris Grayling and Commons Leader Andrea Leadsom have all begrudgingly agreed to back May's 500-page plus revised Brexit plan after the prime minister pleaded with them to acquiesce "in the national interest."
Prepping the ground, The Sun has learned that Mrs May told the Cabinet's regular weekly meeting [Tuesday] morning: "We will have to sit there as a Cabinet and consider what is in the national interest".
A senior No10 source added that the PM will tell today's showdown that the negotiation "has been pushed as far as it can go" and that the UK "cannot get any better deal than this one".
The source added: "The PM is firmly of the view that the deal will not be improved by dragging it out any longer".

The Sun understands that none of the key players are expected to resign today, with all grudgingly agreeing to go along with her plan at least for now.
The news sent the pound rallying Tuesday evening: GBP/USD climbed as much as 0.5% to 1.3036, breaching its 55-day moving average and nearing its Nov. 7 high of 1.3175.

Government ministers have rehearsed for the Queen's death for the first time in an "unprecedented" exercise to prepare for 10 days of national mourning, it has been reported.
Cabinet ministers and Whitehall officials this week met for the exercise, apparently known as Castle Dove, to discuss 'D+1', the day after the monarch's death, according to the Sunday Times.
According to the newspaper, Theresa May's deputy David Lidington chaired the meeting on Thursday which was also attended by home secretary Sajid Javid, leader of the commons Andrea Leadsom and Scottish secretary David Mundell.

UK ministers took part in a secret exercise to prepare for the aftermath of the Queen's death, according to a report by the Sunday Times. The scale of the high-level gathering was dubbed "unprecedented."
Thursday's meeting was chaired by UK Prime Minister Theresa May's deputy David Lidington, and was attended by Home Secretary Sajid Javid, Leader of the House of Commons Andrea Leadsom, and Scottish Secretary David Mundell, the paper reported. The exercise took place in the same Cabinet Office room where the Cobra emergency committee meets and political aides were banned in an effort to prevent any leaks.
Plans for the 92-year-old Queen's death have long been in place, and are referred to as 'London Bridge'. However, the scale of this week's exercise along with the ministers' attendance has been described as "unprecedented."
"This is the first time different ministers have come together in one room," an unnamed Whitehall source told the Times. "Previously it has only been officials."
The exercise, called 'Castle Dove', focused on plans for the day after the Queen's death, known as 'D+1', and the planned 10 days of mourning that would follow the monarch's passing.
Plans are in place for 600 members of the privy council to gather at Buckingham Palace to set in motion the new king's accession to the throne. The Queen's eldest son Prince Charles is next in line for the crown, with his son William to take his place after his death. New currency with the new king's face on it would begin to circulate.
The exercise took place on the same day that the Queen cancelled an appearance at St Paul's cathedral because she was feeling "under the weather," a statement from the palace said. The Times reports the Castle Dove exercise was not carried out because of any particular concerns about her health.
