Taliban Reportedly Finds $6Mln, Gold Bars in Home of Self-Declared Afghan President Saleh
The Taliban (terrorist organisation, banned in Russia) found about $6 million in cash and at least 15 gold bars in the house belonging to former Afghan Vice President Amrullah Saleh, who had declared himself president of Afghanistan, Khaama Press reported on Monday.
The Afghan news agency shared a video circulated earlier on social media, saying it showed Taliban militants demonstrating the assets found in Saleh's residence.
A source in the movement confirmed to Sputnik that "huge sums of money" had been found in the house of the vice-president in the failed government of Ashraf Ghani.
Neither Saleh nor the members of the anti-Taliban resistance have yet commented on the claims.
Amrullah Saleh claimed presidential powers and duties on 17 August 2021, shortly after the Taliban took control of Kabul, forcing President Ashraf Ghani to flee and the Western-backed government to dissolve. Saleh had been serving as the country's vice-president since February 2020. He also was the interior minister in 2018-2019 and served as the head of the National Directorate of Security in 2004-2010.
On 10 September, a source close to the resistance forces said that the Taliban took prisoner and then killed Rohullah Saleh, a brother of the self-proclaimed Afghan president.
On 15 August, the Taliban entered Kabul and thus completed their takeover of Afghanistan, with the exception of the northern province of Panjshir, which remained the centre of resistance until its fall on 6 September. The next day, the Taliban announced the composition of the interim government. It will be headed by Mohammad Hasan Akhund, who served as a foreign minister during the first Taliban rule. Akhund has been under UN sanctions since 2001.
The resistance forces have since vowed to retreat into guerrilla warfare, while their leader, Ahmad Massoud, called on Afghans to rebel against the Taliban.

@RealGenFlynn, [07.09.21 08:00]
For two years they negotiated with United States and they secured the so-called Doha Agreement. But if you say, "How are we going to negotiate with them now?", we are not retreating from negotiations because war is tragedy; it
is better than to use bombs, bullets, guns and violence.
LARA LOGAN: What is the relationship between the Taliban and Al Qaeda?
Amrullah Saleh: they were supposed to sever and cut their ties with Al Qaeda.
LARA LOGAN: But they haven't.
Amrullah Saleh: Ideologically, the difference between ISIS, Al-Qaeda and the Taliban is the difference between the taste of Coke and Pepsi. If you remove the labels, can you say which one is Coke and which one is Pepsi?
LARA LOGAN: How do you deal with that? Do you have to deal with them as one?
Amrullah Saleh: In Afghanistan,we deal with them as one, absolutely, because, when we capture an ISIS person, within minutes of interrogation, we find out that, you know, last month, he was Taliban, two years ago, he was Al Qaeda, now he is ISIS, because the- -the foundation is the same.
LARA LOGAN: You said to me once, "If the light goes out in America, it goes out everywhere."
Amrullah Saleh: America is a respected country; it says what it means and it does what it says. If, God forbid, it says one thing and does another; we don't want America to slide. We want America to remain a great power, because it stands for values, principles. This is a generous nation. You see compassion here. They share their wealth, food, knowledge. It's open. They embrace you. You see humanity, pluralism. You don't see much arrogance when it comes to human to human relationships. And if you imagine and visualize the day when this is gone, who will replace it? That is why America remaining a superpower - from a human perspective - it is truly in the interest of humanity.

What makes the United States a great nation is when we stand up for and protect our values instead of solely protecting our interests. A nation that only protects its interests will lose to a nation that loses site of its values.
Below is a summary from Lara Logan on the evolving situation in Afghanistan. Amrullah Saleh is a historic figure and someone who deserves great respect. His predicament is an American predicament. If we give up on freedom loving people because US interests in Afghanistan and the region are no longer a priority, we begin to lose site of and potentially give up on our values as a nation. Our values and not our interests are what makes America the greatest nation in the history of the world.
Decision makers in the USG have made horrendous decisions based on the wrong criteria. I pray they realize the errors of their ways.
______
The Pakistani Intelligence Services, (ISI), are fighting side-by-side with terrorists in the Pansjir Valley, targeting Afghans who want to live free of tyranny & do not support fear as a form of governing. Top of their kill list is the democratically elected leader of Afghanistan, Amrullah Saleh, who they want dead more than anyone else in the country. It is possible that as you slept, a great and principled leader was taken off the battlefield and out of the fight but written into the history books for all of time because he is there with his people & has refused many offers to leave.
This man has been a steadfast ally of the US for more than three decades. Many in the State Dept, military & intelligence services know the former Intel Chief well. So when they watch him fighting & leading Afghan government forces who have not given up & did not surrender, it is personal for many. These are not nameless, faceless Afghans to the US - we know Saleh and many of those fighting around him. So to stand by & do nothing to help, to further abandon those who fought alongside us week after week, year after year - in spite of all the risks and countless losses - that is a bridge of betrayal too far. It stains the conscience & the legacy of America & all who represent her & most Americans do not support this but their voices need to be heard.
To understand the nature of the man, here are some excerpts from my last interview with Saleh a few months ago in DC, when he was still the Vice President & a guest of President Joe Biden in Washington DC - I think it will be be obvious why we became friends over the years after I first interviewed him for 60 Minutes more than a decade ago when you see the measure of the man and judge his words and his character for yourself:
LARA LOGAN: It's 20 years since 9/11. Where is Afghanistan now?
Amrullah Saleh: Afghanistan is in a stalemate situation. The Taliban are not defeated. They have not cut or severed ties with terrorist groups. They are boosted. But when it comes to their ideological gene, they are as radical and as irrational as they were before. Even more radical; they believe they have defeated the western armies.
LARA LOGAN: What do you mean, "More radical than before" ? Can you explain that?
Amrullah Saleh: Without showing any concession, they received a one-way concession from the U.S. in terms of withdrawal, and they have not agreed to enter into meaningful negotiations for settlement They are of the view that without changing ideology, without stopping violence, without stopping the challenging of global order, they are recognized.
LARA LOGAN: Well, they are, right - they have a de facto embassy in Qatar, thanks to the US and their allies there, where they sit down at the negotiating table with the Americans, the world's superpower. So they've been given that defacto status.
Amrullah Saleh: I think that's a mistake, that they are given those concessions without us collectively using our leverage to change them.
LARA LOGAN: So how do you begin to even negotiate if you've given up everything from the start?
Amrullah Saleh: The Taliban have not negotiated with us.

Top US general expects civil war, terrorism resurgence & more American airstrikes in Afghanistan
Following the chaotic US withdrawal, there is a "very good probability" that Afghanistan will descend into civil war, Army General Mark Milley said, vowing to continue strike operations when "opportunities present themselves."
"My military estimate is... that the conditions are likely to develop of a civil war," the chairman of the Joint Chiefs of Staff told Fox News' Jennifer Griffin on Saturday. Following its blitz takeover of Afghanistan, the Taliban now controls most of the country except for last pockets of resistance in the Panjshir Valley. Heavy clashes continue in the strategic region, despite both sides insisting to have advantage and claiming to have inflicted heavy losses on their enemies.
Milley expressed doubt that the Taliban will be able to establish a sustainable government, and warned that power vacuum and chaos could lead to resurgence of Al-Qaeda, Islamic State (IS, formerly ISIS) and "other myriad" of terrorist groups. In order to keep America 'safe', President Joe Biden's administration previously vowed to continue "over-the-horizon" counterterrorism missions, but Milley admitted that with no troops on the ground and crippled intel gathering capabilities, the US "will have to reestablish some human intelligence networks."
And then as opportunities present themselves, we'll have to continue to conduct strike operations if there's a threat to the United States.
One such opportunity presented itself last week, when a US drone targeted a vehicle in Kabul, which the US Central Command said posed an "imminent" threat to the evacuation efforts ongoing at Hamid Karzai International Airport at the time. It followed a suicide bombing by a local offshoot of the IS terrorist group, Islamic State Khorosan (IS-K), in which at least 95 Afghans and 13 US soldiers were killed, just before the last American troops left the country.
Milley called the raid a "righteous strike" that eliminated "at least one" person who was a "facilitator" for IS-K terrorists. Local media and the Taliban, however, said that 10 civilians were killed as a result - seven of them children.
Meanwhile, the standoff between the Taliban and the Panjshir resistance, which has been shaping up since mid-August, continues.
The valley is located north of Kabul and controls a key strategic road to eastern Afghanistan. The region was made into a separate province by the US-backed Afghan government after the Taliban was ousted in 2001. It is currently held, at least partially, by fighters loyal to Ahmad Massoud, son of an anti-Taliban leader assassinated in 2001, who declared themselves the National Resistance Front of Afghanistan (NRFA). Also among the 'resistance' is Amrullah Saleh, who served as vice president in the US-backed government and now styles himself the rightful president of Afghanistan.

Amrullah Saleh told India Today that he is in Panjshir valley with commanders and political leaders of the resistance and managing the situation.
"There are some media reports being circulated around that I have fled my country. This is absolutely baseless. This is my voice, I am calling you from the Panjshir valley, from my base. I am with our commanders and our political leaders and are managing the situation. Of course, it's a difficult situation, we are under the invasion of the Taliban and Pakistanis and Al Qaeda and other terrorist groups," Amrullah Saleh said.
He further maintained that they have not lost the territory to the insurgents yet.
"Over the past four-five days the Taliban have launched their offensive but they have not been able to achieve any significant gain. They have suffered casualties, we have suffered casualties too," Amrullah Saleh said.
Some media reports claimed that Amrullah Saleh had fled to Tajiskistan amid increasing heat from the Taliban, along with Panjshir commanders in two planes on Thursday.

US Troops Need to Go Back and Fight in Afghanistan, Says Former CIA Director
A former CIA director called the Aug. 26 terrorist attack in the capital of Afghanistan President Joe Biden's "worst nightmare," adding that he believes American troops need to return to the war-torn nation to combat terrorism.
"I understand that we're trying to get our troops out of there, but the bottom line is, we can leave a battlefield, but we can't leave the war on terrorism, which still is a threat to our security," said former CIA Director Leon Panetta, the secretary of defense under President Barack Obama who oversaw the U.S.-led mission that killed al Qaeda terrorist leader Osama bin Laden.
"We're going to have to go back in to get ISIS," he added.
The attack on Kabul's airport last week killed 13 Americans, more than a hundred Afghan civilians, two British nationals, and the child of another British national.
Panetta said U.S. troops should return to Afghanistan when "al Qaeda resurrects itself," explaining that the United States has not finished its work there and the Taliban, ISIS, and other terrorist groups still remain a national security threat.
"They gave safe haven to al Qaeda before, they'll probably do it again," he said, referring to the Taliban, which previously helped al Qaeda by providing sanctuary, allowing terrorists to plan and carry out deadly attacks around the world.
Although the Taliban recently reassured world powers that it will present itself as "more moderate" than when it imposed Sharia in the late 1990s, Panetta said they are still "terrorists and certainly supporters of terrorists."
Amrullah Saleh, who says he is Afghanistan's acting president according to its constitution, has claimed that the Taliban were behind the suicide bombing at Kabul airport.
The United States has also not ruled out the possibility of the Taliban being involved in the attack, with Pentagon spokesman John Kirby saying on Aug. 27 that U.S. officials were unsure if the Taliban were involved.
Terrorist group ISIS-Khorasan, an ISIS affiliate, did claim responsibility for the terror attack on Aug. 26, bragging that its suicide bomber managed "to penetrate all the security fortifications" put into place by U.S. forces and the Taliban.
ISIS-K is reportedly made up of mostly disenchanted Taliban fighters drawn to an even more extreme view of Islam that prides itself on a focus of global, rather than local, jihad. They are said to be enemies of the Taliban, but have seen a boost to their ranks after the Taliban freed ISIS prisoners across the country.
U.S. Secretary of State Antony Blinken on Aug. 29 revealed that 300 Americans remain in Afghanistan and are awaiting evacuation amid a heightened terror threat near the airport.
Biden and other officials set an Aug. 31 deadline for all troops to leave Afghanistan, raising questions about whether the administration can successfully evacuate any remaining Americans in the country by that time.
During the pullout, the Biden administration has received significant bipartisan backlash over his handling of the evacuations and for apparently failing to predict that the Taliban would take control over the country, including Kabul, in just a matter of days. Some have also questioned statements made by Biden and his top deputies that U.S. officials are working with, and even reportedly sharing intelligence with, the Taliban.

Vice President Amrullah Saleh on Sunday fled north to the Panjshir Valley, according to the former official, with other individuals leaving the presidential complex "shortly after when there was gunfire outside the palace."
"At that point, our goal was to save the city and its citizens from fighting in the streets," the former official told CNN. "This was maintained and the deal we had started negotiating [that] continues today in the hands of [former Afghan chief executive] Abdullah Abdullah and [former President Hamid] Karzai."
He added: "Before Kandahar fell, a strategy of consolidating forces was drawn with the help of US forces. However, the speed of collapse, which no one foresaw, never allowed for the consolidation of forces to be completed."
The former official further described the manner in which Ghani left the country in exile.
"He went to Termez in Uzbekistan, where he spent one night and then from there to the UAE [United Arab Emirates]. There was no money with him. He literally just had the clothes he was wearing," he said.
In a videotaped statement, Ghani on Wednesday said that he fled the country to avoid being lynched by the Taliban.
"If I had stayed in Afghanistan," he said, "the people of Afghanistan would have witnessed the president hanged once more."
Ghani referred to the 1996 murder of former President Mohammad Najibullah, who was executed after the Taliban seized control of the country and took over Kabul.
The ousted president vowed to return to the country and denied allegations leveled by Mohammad Zahir Aghbar, the Afghan ambassador to Tajikistan, who said that he stole nearly $169 million from the country as he fled in exile.
"Accusations were charged in these days that money was transferred, these accusations are fully baseless," Ghani said on Wednesday.

Son of the slain 'Lion of Panjshir', Ahmad Shah Massoud, is taking forward his father's legacy of anti-Taliban resistance in the picturesque valley of Afghanistan's Panjshir province, which still remains free from the Taliban.
The slain 'Lion of Panjshir', Ahmad Shah Massoud, who was the face of resistance against the Taliban and earlier the Soviets in Afghanistan, left behind the legacy to his 32-year-old son. Like his father, Ahmad Massoud is now standing up for the Afghan people.
Ahmad is the eldest among Massoud senior's six children and he is the only son. He has launched an anti-Taliban front from the picturesque valley of Afghanistan's Panjshir province along with Amrullah Saleh, who was the Vice-President of Afghanistan in the Ashraf Ghani government and now claims to be the caretaker President.
Massoud senior, a loyal son of Panjshir - the epicentre of the anti-Taliban movement - was killed in a conspiracy hatched by the Al-Qaeda and the Taliban in 2001 just before the 9/11 attacks. Ahmad was only 12 when his father was assassinated.
"I write from the Panjshir Valley today, ready to follow in my father's footsteps, with mujahideen fighters who are prepared to once again take on the Taliban. We have stores of ammunition and arms that we have patiently collected since my father's time, because we knew this day might come," Ahmad wrote.
He claims his anti-Taliban front has the support of members of the Afghan military and has weapons and arms for the fight.

Taliban celebrates Afghan independence and faces new challenges
KABUL (AP) - The Taliban celebrated Afghanistan's Independence Day on Thursday by declaring that it defeated the United States, as challenges to its power began to emerge, ranging from the management of the paralyzed national government to the possibility of facing a armed opposition.
From cashless ATMs to concerns about food in a country of 38 million people dependent on imports, the Taliban face all the challenges that the civilian government they toppled had without the level of international aid available to it. Meanwhile, opposition figures who fled to the Panjshir Valley are now talking of launching an armed resistance under the banner of the Northern Alliance, which allied with the United States in the 2001 invasion.
At the moment, the group has not disclosed its plans for the government it plans to head beyond saying it will abide by sharia, or Islamic law. But the pressure continues to mount.
"A humanitarian crisis of incredible proportions is unfolding before our eyes," warned Mary Ellen McGroarty, director of the World Food Program in Afghanistan.
Afghanistan's Independence Day commemorates the 1919 treaty that ended British rule in the central Asian nation.
"Fortunately, today we celebrate the anniversary of Britain's independence," the Taliban said. Afghanistan".
What the insurgents did not recognize, however, was the violent crackdown on a protest in the eastern city of Jalalabad, in which protesters removed the Taliban flag and replaced it with the Afghan tricolor. At least one person passed away.
In Khost, Taliban authorities instituted a province-wide 24-hour curfew after dispersing a similar protest by force, according to reporters from journalists monitoring the situation from abroad. The insurgents did not immediately acknowledge the incident or the restrictions.
Although they have urged the population to return to work, most government officials are still hiding in their homes or trying to flee from the Taliban. On the other hand, doubts persist about the country's 9 billion dollars in foreign currency, most of which would be frozen in the United States. The Central Bank warned that the amount of dollars in cash in the country is "close to zero", which will cause inflation to increase the prices of basic foods while depreciating the local currency, the Afghani.
On the other hand, a drought has spoiled more than 40% of the country's crops, McGroarty noted. Many escaped the Taliban advance and now live in parks and outdoor spaces in the capital Kabul.
"This is truly Afghanistan's time of greatest need and we urge the international community to support the Afghan people at this time," he added.
Mahdi Ali, a grocery store owner in western Kabul, said that although some markets and shops have started to open, challenges remain.
"Today I bought everything I could from local companies that bring food supplies by car," he said. Meanwhile, he saw Taliban fighters seize government cars and lift controls to search vehicles. Insurgents have also searched his store on several occasions.
Two of the main border crossings with Pakistan, Torkham - near Jalalabad - and Chaman - near Spin Boldak - are now open for trade, Pakistani Interior Minister Sheikh Rashid Ahmed said. But traders continue to fear insecurity on the roads, confusion over customs duties and pressure to raise prices even higher given economic conditions.
There has been no armed opposition to the Taliban. But videos shot in the Panjshir Valley, a region north of Kabul that is a stronghold for Northern Alliance militias that allied with the United States against the Taliban in 2001, appear to show potential opposition figures gathering there. It is the only province that has not yet fallen to the Taliban.
These personalities include members of the overthrown government - Vice President Amrullah Saleh, who declared on Twitter that he is the legitimate president of the country, and Defense Minister General Bismillah Mohammadi - as well as Ahmad Massoud, son of the murdered head of the Alliance. of the North, Ahmad Shah Massoud.
In an opinion piece published by The Washington Post, Massoud asked for arms and help to fight the Taliban.
"Today I write from the Panjshir Valley, ready to follow in my father's footsteps, with Mujahideen fighters who are ready to face the Taliban again," the text reads. "The Taliban is not the exclusive problem of the Afghan people. Under the control of the Taliban, Afghanistan will undoubtedly become ground zero for radical Islamist terrorism: conspiracies against democracies will be hatched here again. "

Afghan embassy in Tajikistan demands Interpol ARREST exiled president Ghani over 'treasury theft'
Afghanistan's embassy in Tajikistan has demanded that Interpol detain ousted president Ashraf Ghani, accusing him of "stealing" from the Afghan people after he reportedly fled Afghanistan on a helicopter filled with cash.
The Afghan ambassador to Tajikistan said in a press statement on Wednesday that he "demands" the "thieves" who stole from the Afghan people be arrested, including Ghani. The envoy said that he asked the Interpol to pay attention to the case.
The ambassador, Mohammad Zahir Aghbar, insisted that the former Afghan officials, including the ousted president, should be brought to an "international court" so that they could be tried and "the people's wealth and finances can be returned." The envoy said that the president and some other officials "stole" from Afghanistan's treasury.
Ghani left Afghanistan as the Taliban closed in on the capital last weekend, and later posted on Facebook to explain that he left his presidential post in an effort to thwart the "massacring" of civilians and avoid heavy bloodshed in Kabul.
According to the Russian Embassy in Afghanistan, Ghani arrived at the Kabul airport with several cars laden with cash and valuables. On Wednesday, the United Arab Emirates (UAE) confirmed that the ousted Afghan president and his family were allowed into the country "on humanitarian grounds."
The Afghan embassy in Tajikistan also stated that First Vice President Amrullah Saleh was "officially the acting president" after Ghani's "escape" from Afghanistan. The embassy also posted photographs of Ghani's framed image being replaced with that of Saleh.
Saleh declared himself Afghanistan's new, legitimate leader in a tweet on Tuesday. He also said he was currently in the country and vowed not to give in to the Taliban militants, whom he described as "terrorists" and said he would not work with the Islamist regime.
It is unclear if Saleh wields any real power on the ground, despite his declarations on Twitter, since the Taliban is now in firm control of all major cities, including Kabul.
A spokesman for the militant group, Zabihullah Mujahid, held its first international media press conference on Tuesday, where he made numerous sweeping statements and said the Taliban is focused on forming a new government, claiming it would observe women's rights and pardon its wartime enemies.

Afghan Govt Accuses Pakistan of Giving Military Support to the Taliban
Pakistan rejected an accusation that it is providing the Taliban air support
On Friday, Afghan President Ashraf Ghani accused Pakistan of providing support to the Taliban and called on Islamabad to use its influence to push for peace.
"Intelligence estimates indicate the influx of over 10,000 jihadi fighters from Pakistan and other places in the last month, as well as, support from their affiliates and the transnational terrorist organizations," Ghani said at a summit in Uzbekistan.
The Taliban and the Afghan government have been fighting over the Spin Boldak border crossing with Pakistan. On Thursday, Afghanistan's First Vice President Amrullah Saleh accused Pakistan of giving the Taliban air support in the fighting, which Pakistan denied.
Saleh said Islamabad had issued a warning to the Afghan army that any move to "dislodge the Taliban from Spin Boldak" would be repelled by the Pakistani air force. Pakistan's foreign ministry denied the charge and said its air force was restricted to protecting Pakistan's air space.
"Pakistan responded positively to Afghan government's right to act in its territory. In spite of very close border operations normally not acceded to by internationally accepted norms/standards/procedures, Pakistan took necessary measures within its territory to safeguard our own troops and population," Pakistan's foreign ministry said.
A report from Afghanistan's Tolo News said the Afghan government "aborted" airstrikes after warnings from Pakistan that Afghan warplanes were too close to its border. A document obtained by Tolo said the Pakistanis warned the planes not to come within 18 kilometers (11.1 miles) of the border.

Report: Afghanistan Lets Go 10 Chinese Caught Building Fake Uyghur Terror Cell
The human rights magazine Bitter Winter reported on Wednesday that the government of Afghanistan deported ten Chinese nationals last week initially accused of engaging in terrorist activity, but later believed to be attempting to create a fake Uyghur terrorist cell to defame the ethnic group.
Reports of the arrests in Kabul first surfaced in India's Hindustan Times and named the alleged leader of the group as Li Yangyang, a Han Chinese name. The Hindustan Times was the first to report, last week, that Kabul had reached a deal with China to return the Chinese citizens implicated to their home country without creating a public scandal.
"Last week, a chartered plane left Kabul airport to an unknown destination in China. Aboard were ten Chinese nationals, who had been arrested in Afghanistan on December 10," Bitter Winter noted on Wednesday, "some in the house of one Li Yangyang, believed to be a high-profile intelligence agent, where weapons, ammunitions, and drugs had also been found."
Afghan authorities had collected evidence linking the group of ten to the Haqqani Network, a deadly jihadist organization with ties to the Taliban. Subsequent evidence seemed to indicate, however, that the group in question was not looking to engage in legitimate jihadist activity but, rather, create a fraudulent jihadist organization presumably manned by ethnic Uyghur people, according to the initial report from the Hindustan Times.
The Indian newspaper stated that China attempted to pressure the Afghan government to "hush up the case." Given the little information from officials in either Afghanistan or China, if the story is true, Beijing may have succeeded. Afghanistan's First Vice President Amrullah Saleh publicly denied that any arrests of Chinese citizens had occurred at all.
"No foreign citizen has been arrested in an effort operation in the Khairkhaneh area. The arrested are the palmadis that are under the scope," Saleh said in December in a Facebook post. "A number of them have been arrested on suspicion of being involved in kidnapping and assassination."
By the new year, however, the head of Afghanistan's National Directorate of Security (NDS) admitted that Chinese individuals had been arrested in the country.
"Regarding the Chinese network, I can confirm for you that, yes, they have been arrested; however, I can't go into the details because of the sensitive nature of the case," Ahmad Zia Saraj affirmed last week, according to Afghanistan's Tolo news agency.
The Bitter Winter details largely regurgitate a Hindustan Times report from last week that claims the Chinese citizens arrested have returned home. Citing "people familiar with the matter," the Indian newspaper claimed that Afghanistan had demanded a formal apology not to file charges against those arrested. No evidence exists that China provided an apology, but "diplomats and security officials in Kabul ... confirmed to Hindustan Times that the 10 had been allowed to board a chartered aircraft that flew them out of the country on Saturday," January 2, the newspaper claimed. The report asserted that Afghan President Ashraf Ghani had personally approved the release.

A 10-member Chinese module operating a terror cell in the capital city of Kabul was busted
Afghanistan has busted a 10-member Chinese module operating a terror cell in the capital city of Kabul, according to diplomats and security officials in the West Asian country. The crackdown has come as a huge embarrassment for Beijing, which has been trying to persuade the Ashraf Ghani government to hush up the case, people familiar with the matter in Kabul and New Delhi said.
The 10 Chinese citizens, detained recently in this connection by Afghanistan's National Directorate of Security (NDS) on charges of espionage and running a terror cell, are believed to be linked to China's spy agency, Ministry of State Security. The crackdown by the NDS started on 10 December.
This is the first time in years that Chinese nationals have been caught spying in Afghanistan where the country was looking at rapidly expanding its influence even as the US?withdraws its troops. At least two of the 10 Chinese nationals were in contact with the Haqqani Network, the terrorist group that doubles as the sword arm of the Taliban, a senior diplomat in Kabul said.
President Ashraf Ghani has been briefed about the detentions and has authorised First Vice President Amrullah Saleh, a former chief of the Afghan intelligence agency, to oversee the investigation and engage the Chinese in view of the sensitivities involved, the people cited in the first instance added.
Amrullah Saleh has held a meeting with the Chinese envoy to Kabul, Wang Yu to brief him about the detention. Saleh is learnt to have indicated that the Afghan government could consider a pardon for the Chinese spies if Beijing submits a formal apology that admits to the violation of international norms and a betrayal of Kabul's trust.
Otherwise, Amrullah Saleh is believed to have told the Chinese ambassador, the Afghan government would go ahead with criminal proceedings. One of those detained, Li Yangyang, according to a counter-terror official in Kabul, has been operating for the Chinese Intelligence since July-August . He was arrested by the Afghan NDS on 10 December from his house in western Kabul neighbourhood of Kart-e-Char.

The NDS team seized arms, ammunition and Ketamine powder, a recreational drug , from his residence when the first round of raids were carried out on 10 December. NDS officials who have questioned Li have reported that he had been gathering information about al Qaeda, Taliban and Uyghurs in Kunar and Badakhshan provinces, according to this counter-terror official. A Chinese woman was the second person to be arrested. Sha Hung, who runs a restaurant in Kabul's Shirpur was also arrested the same day.
"From her place, NDS recovered explosive material and other incriminating items," the counter-terror official said.
He added that Li and Sha have been in contact with the Haqqani Network
Eight more Chinese nationals were subsequently arrested.
Investigators, a diplomat in New Delhi said, were still trying to ascertain the precise activities of the espionage ring and any possible linkage to Pakistan's deep state. One view within the Afghan security establishment is that the detainees were creating a fake East Turkestan Islamic Movement (ETIM) module in Afghanistan to entrap ETIM operatives in Afghanistan.
ETIM is a small Islamic separatist group alleged to be active in Xinjiang province, home to China's ethnic minority Uighur Muslims. Its founder Hasan Mahsum, an Uyghur from Xinjiang's Kashgar region, was shot dead by Pakistani soldiers in 2003. Rights groups say China uses the ETIM threat as an excuse to impose restrictions on Uyghurs and discredit human rights activists outside China. The United States last month revoked the terror tag slapped on ETIM although the group continues to be designated by the UN Security Council.

Chinese Intelligence Cell Busted In Afghanistan - Report
Afghanistan's spy agency, the National Directorate of Security (NDS), has busted a 10-member Chinese intelligence cell that was operating in Kabul, the Hindustan Times reported on December 25 citing Afghan diplomats and security officials.
The outlet said the uncovering of the cell was a huge embarrassment for Beijing, which is now persuading the Afghan government to keep the case secret.
"The 10 Chinese citizens, detained recently in this connection by Afghanistan's NDS on charges of espionage and running a terror cell, are believed to be linked to China's spy agency, the Ministry of State Security," the Hindustan Times reported.
The crackdown by the NDS reportedly started on December 10. One of the first cell members to be arrested was Li Yangyang. He has been allegedly working for the Chinese intelligence since July-August.
In Yangyang's house in the western Kabul neighborhood of Kart-e-Char, NDS officers seized arms, ammunition and Ketamine powder, a recreational drug.
The operative was tasked with gathering information about al Qaeda, Taliban and Uyghurs in Kunar and Badakhshan provinces. According to the Hindustan Times, the Chinese cell's members were allegedly linked to the Haqqani Network linked with the Taliban.
Afghan President Ashraf Ghani was reportedly briefed about the Chinese intelligence cells. The President authorized First Vice President Amrullah Saleh to oversee the investigation and engage in talks with the Chinese side over the issue.
Saleh held a meeting with the Chinese envoy to Afghanistan, Wang Yu, and briefed him about the detention. Saleh allegedly told the envoy that the Afghan government could consider to pardon the detailed members if Beijing submits a formal apology.
Afghan officials told the Hindustan Times that the NDS is now working to ascertain the precise activities of the Chinese intelligence cell. Possible links to Pakistan's deep state are also being investigated.
China and the NDS have not made any official comment on the Hindustan Times' report, thus far. The issue will likely be solved behind closed doors.

On Sunday, at least two people were reported killed and 25 more wounded as a result of the bombing that occurred near Saleh's electoral office. Militants detonated an explosive laden vehicle at about 05:00 p.m. local time (12:30 GMT). The country's Interior Ministry said later in the day that the group of four militants stormed Saleh's office following the explosion.
No militant group has claimed responsibility for the bombing so far.
The attack came after electoral campaigns for the upcoming presidential election started earlier in the day. The vote is set to take place on September 28.

Afghan President names two former spy chiefs to key posts
KABUL (Reuters) - Afghan President Ashraf Ghani named two former heads of the intelligence services to key security posts in his government on Sunday in a step that could affect both next year's presidential election and moves toward peace with the Taliban.
Asadullah Khalid, who suffered horrific injuries in a Taliban suicide attack shortly after taking over the National Directorate for Security in 2012, was named as acting defense minister. Amrullah Saleh, who served as NDS chief until 2008, was appointed acting interior minister.
Both men, veterans of decades of conflict in Afghanistan, have been uncompromising opponents of the Taliban and of Pakistan, which they accuse of supporting the insurgency, but both have also been at times strongly critical of Ghani.

Afghanistan's Ghani replaces top security chiefs
Afghan President Ashraf Ghani on Sunday replaced two of the country's top security chiefs with staunch anti-Taliban officials, in a major shake-up days after US President Donald Trump's decision to slash troop numbers in the country.
Amrullah Saleh and Assadullah Khaled, both former heads of the Afghan intelligence agency, have been appointed to the critical posts of interior minister and defence minister, respectively, a presidential decree said.
There was no official explanation for the sudden reshuffle.
But it comes four months after Mr Ghani rejected the resignations of former interior minister Wais Ahmad Barmak and defence minister Tariq Shah Bahrami following criticism over an increasingly deadly insurgency.
