Kennedy shares opinion on key US mistake with Russia
Washington has lied and ignored Moscow's "red lines," the presidential candidate has said
Instead of listening to Russian President Vladimir Putin's warnings about "red lines," the US has repeatedly crossed them, Robert F. Kennedy Jr. said in an interview published on Wednesday. The Democrat running for US president also said Washington should have either invited Moscow to NATO or dismantled the anti-Russian alliance after the Cold War.
"We should have listened to Putin over many years. We made a commitment to Russia, to Gorbachev, that we would not move NATO one inch to the east. Then we went in, and we lied," Kennedy told the outlet UnHerd.
Instead of offering to integrate Russia into the West, as many diplomats urged in 1991, the US expanded NATO to its borders. "What is the purpose of NATO other than to oppose Russia? If you're addressing Russia in a hostile way from the beginning, of course their reaction is going to be hostile back," Kennedy said.
He described what happened in Kiev in 2014 as "essentially a coup d'etat" supported by the US, recalling the infamous phone call in which Victoria Nuland was "handpicking a new cabinet" hostile to Moscow.
"If Mexico did that and then started killing -they killed 14,000 Russians in Donbass, the Ukrainian government- if Mexico did that to expatriate Americans, we'd invade in a second," Kennedy said, adding that Putin"repeatedly told us: these are red lines, you're crossing."
American leaders should be able to "put yourself in the other guy's shoes," just like his uncle John F. Kennedy did during the Cuban Missile Crisis in 1962, stepping back from the brink of nuclear war, which all of his advisers were pushing for.
Kennedy condemned the "barbaric and illegal invasion" of Ukraine and called Putin a 'gangster', a 'thug' and a 'bully', but said the conflict needed to be settled quickly, because theUS had already "sacrificed 300,000"Ukrainians in battle. While the White House presented aiding Kiev as a humanitarian mission, "every step that we've taken has been to enlarge the conflict and to maximize bloodshed," he said.
"Let's be honest: It's a US war against Russia, to essentially sacrifice the flower of Ukrainian youthin an Abattoir of death and destruction for the geopolitical ambition of the neocons" to see regime change in Moscow, Kennedy said. He added that the people who created the problem weren't capable of settling it.

One of the five people killed in a helicopter crash at Mount Disappointment has been remembered as a "passionate" leader of the meat industry, as investigators continue to investigate the cause of the tragedy.

Paul Troja, 73, lived in Albert Park and was chairman of Radford Meats, which operated an Abattoir in Warragul, south-east of Melbourne.
Two helicopters which were part of a private charter were flying north from Melbourne's CBD over Mount Disappointment on Thursday when one disappeared just after 9am.
Police said the other four occupants of the plane, all of whom died, were a Cheltenham man aged 32, an Inverloch woman aged 50, and two men from New South Wales aged 59 and 70.
Mr Troja was flying with a major client and their working group to inspect a property, the company told the ABC.
Chief executive Paul Scanlon told the Victorian Country Hour that Mr Troja had had a long and distinguished career in the meat industry and his death had hit the company hard.
"It's a tragic time for us here at Radfords," he said.
"Our thoughts are with his wife Ann, his children and his grandchildren and the members of his extended family and friends and also the family and friends of the other people caught up in this accident," Mr Scanlon said.

Katy Perry just bailed on millions of Chinese fans.
The singer beloved in China, where fans call her "Fruit Sister" because of her colorful outfits canceled a headliner performance that would have kicked off Singles Day, a 24-hour shopping blitz made famous by tech giant Alibaba (BABA).
Perry pulled out early Thursday morning local time citing a family emergency, according to Alibaba.
"Regretfully, I must cancel my appearance ... due to a family emergency. I am very sorry to disappoint my fans and look forward to seeing you in China soon," Perry wrote on Chinese social media platform Weibo.
The American pop star is not having a great week: She is a fervent supporter of Hillary Clinton, having appeared at numerous rallies for the Democratic candidate during the presidential race.

Three days before voters went to the polls, Perry performed at a Clinton rally in the crucial swing state of Pennsylvania. She wore a blue cape emblazoned with the words "I'm with Madam President" during her set.

Singles Day is a huge online shopping event in China. Last year, gross merchandise volume settled through Alibaba's payment service, Alipay, hit $14.3 billion - more than Black Friday and Cyber Monday combined. Billions more were spent with other retailers.
Alibaba named Perry a "global ambassador" in October, and she was set to appear alongside former NBA star Kobe Bryant and the band OneRepublic at the company's gala.
While the "Fireworks" star will not be attending Alibaba's event in Shenzhen, she has continued to speak out about the election results. She's even changed her Twitter profile picture and header photo to simple black designs.

Great Koro Epidemic of 1967
7In 1967 there was an outbreak of koro following press reports of Koro cases due to the consumption of pork from a pig that had been inoculated against swine fever. The epidemic struck in October 1967 for about ten days. Newspapers initially reported that some people developed koro after eating the meat of pigs inoculated with anti-swine-flu vaccine. A headline from the Straits Times on November 5, 1967 read: "A Strange Malady Hits Singapore Men." Rumours relating eating pork and koro spread after a further report of an inoculated pig dying from penile retraction. The cases reported amounted to 97 in a single hospital unit within one day, at five days after the original news report. Dr. Gwee authored a study (in the Singapore Medical Journal 1969, 10, 234-242) about the 1967 epidemic, which affected over 500 persons. Some men were afraid that the oestrogen in the chicken would cause gynaecomastia and avoided chicken meat. If facts can no longer be accepted by the community, let alone by reporters, then journalism is being destroyed by opinion.
Social media certainly gives the ill-informed the ability to trumpet opinions more widely than in earlier eras, but much of the wider triumph of opinion is down to cheap clicks to online media businesses and shouty content in traditional media that consumers can agree with. Reporters have a duty to swim against this tide.
News coverage of last week's visit by Chinese Premier Li Qiang is illustrative.
Had China's diplomats not tried to shut out Sky News Australia reporter Cheng Lei from two Canberra events, our media would have let Prime Minister Anthony Albanese get away with a largely false narrative: he and Foreign Minister Penny Wong are repairing the China relationship broken by Albanese's predecessor, Scott Morrison.
Patricia Karvelas said as much on Friday when she introduced Defence Minister Richard Marles on ABC Radio National.
Australia, Karvelas said, had made progress in re-setting its "once shattered" relationship with China.
Yet public outrage at China's bullying of Cheng Lei, an Australian wrongly jailed for three years by Beijing, effectively undermined that Labor narrative. If ever Australians could see the ugly face of China's bullying, watching Chinese officials inside Australia's parliament trying to stop cameras filming an Australian journalist left no doubt China disrespects Australia.
Political journalists who have played along with the myth of the Coalition destroying Australia's China relationship should hang their heads in shame.
The rift started during Malcolm Turnbull's prime ministership when, in August 2018, Chinese telecommunications giant Huawei was banned from the 5G telecommunications rollout on security advice.
Other countries followed soon after, including the US, Japan, India, New Zealand, Singapore, Norway and Denmark. In April 2019, Labor ruled out reversing the Huawei ban if it was to win that year's election.
The Huawei ban here came only months after Turnbull first flagged new foreign interference legislation in June 2018. Turnbull was right on both counts.
The Australia-China relationship really hit the rocks at the end of January 2020, when prime minister Morrison banned flights from China in the early stages of the spread of Covid-19, and then called for an international investigation into the emergence of the pandemic in the city of Wuhan. Morrison was right on both counts.
China responded with a series of bans and restrictions on Australian exports. Barley, wine, lobsters and beef from some Abattoirs was banned. Some local restrictions were applied on shipments of Australian coal. This all came despite the China-Australia free trade agreement signed in 2015 by Tony Abbott's Coalition government.
Last week on Sky News' Sunday Agenda and on ABC's 7.30 on Tuesday, Trade Minister Don Farrell was given soft treatment to claim the Labor government's diplomatic efforts were succeeding in having those bans reversed.
The truth is that just as China's bullying of Cheng Lei backfired, its strategy of using trade to punish Australia for speaking up on Covid was a spectacular own goal. Some of the world's leading economics and foreign policy journals, including The Economist, The Atlantic and Foreign Policy, have not only called out the failure of China's bullying but praised Australia for resisting pressure from the world's number two economy.
In November 2021, Foreign Policy wrote: "But if Beijing hoped to punish Canberra for its defiance with economic pain - and send a warning to other countries not to oppose China - it has failed on both counts. The impacts on Australia have so far been surprisingly minimal. That fact will not be lost on other countries that have differences with China."
Many Australian journalists during the China freeze seemed unaware of the reality of our economic position. Partly because of rising coal and iron ore prices - and partly because our most affected exporters found alternative markets - China's bans were estimated by a Productivity Commission report to have cost us nine one-thousandths of a percentage point of GDP, or less than $225m.
As The Australian's Tom Dusevic reported on July 24 last year, if anything, the bans "have been an inglorious own goal for our largest trading partner".

The mask is back on again. The Chinese Communist Party removed the mask of friendship four years ago and showed us its true face - the face of a malign bully. Now it wants us to forget what we saw. To "shelve our differences", in the words yesterday of Premier Li Qiang.
Why? Because the bullying wasn't working. And because Beijing realised that it had overreached so much that it had alienated and alerted many countries at once in its "wolf warrior" phase. It wants us to relapse into our customary stupor so it can work towards dominance without disturbance.
To show its munificence, it's generously removing the illegal trade bans on Australian products - as if trade is some kind of favour rather than an exchange for mutual benefit - and giving us a pair of therapy pandas.
You'd imagine that the Albanese government won't fall for it. To the prime minister's credit, he did raise directly with Li Qiang several of Beijing's more egregious harms to Australia. These include the People's Liberation Army's dangerous and deliberate harassments of the Australian Navy in international waters, the CCP's illegal interference operations against Australian citizens on Australian soil, the imprisonment of Australian citizen Yang Hengjun under sentence of death, and the last remaining trade bans on Australian Abattoirs and lobsters.
Australian companies have been smart enough to learn from the four years of Beijing's coercive trade bans. Australia's export dependency on China stood at a staggering 40 per cent before the bans, the greatest exposure to a single nation since Australia's naive dependency on Mother Britain in the 1950s and 60s. Today, Australia's export dependency on China is down from an idiotic 40 per cent to an imprudent 25 per cent.
Some Australian business people have learnt more than others. The Future Fund's chief executive Raphael Arndt said last week that the fund was keeping its $200 billion in assets more diversified and more domestic because the world "looks much more like the world of the 1930s than recent decades".
The world is heading towards a great crisis as the US braces for a confrontation with the "no limits" partnership of China and Russia. China's President Xi Jinping has himself warned of a dire outlook. He addressed a top-level national security meeting last year with these words: "We must be prepared for worst-case and extreme scenarios, and be ready to withstand the major test of high winds, choppy waters and even dangerous storms."
A week later he urged China to prepare to operate the economy "under extreme circumstances". We can't say he hasn't warned us. Curiously, Australia claims to be gripped by the importance of the China relationship yet somehow fails to report, to discuss or even to comprehend the speeches of its leader.
And there are more troubling signs that Australia is turning a blind eye to critical areas where Beijing is encroaching on Australian sovereignty and rights.
Why would Albanese go easy? Because the government has adopted a policy of "stabilisation", a self-imposed trap. If your stated aim is "stabilisation", you don't want to do anything that might roil relations. The moment there's a sign of destabilisation, your policy has failed.

Chinese Premier Li Qiang has arrived in Australia for a four-day visit, declaring he wants to leave the nations' differences in the past.
China's No. 2 leader arrived in Adelaide about 4.50pm on Saturday, where he was met by Penny Wong, South Australian Premier Peter Malinauskas, Chinese Ambassador Xiao Qian and Australia's ambassador to China, Scott Dewar.
He is the most senior Chinese leader to visit Australia in seven years, and the Albanese government is hailing the trip as a fresh milestone in its stabilisation of the nation's China relationship.
In a statement released by the Chinese Embassy, Mr Li said "shelving differences" had helped get the bilateral relationship "back on track after a period of twists and turns", and China was looking forward to renewing the nations' cooperation and "friendship".
"China stands ready to work with Australia," he said. "A more mature, stable and fruitful comprehensive strategic partnership will be a treasure shared by both countries."
Mr Li is accompanied on the trip by a senior delegation including Commerce Minister Wang Wentao, Science and Technology Minister Yin Hejun, and the Vice Chairman of China's National Development and Reform Commission, Liu Sushe.
Treasurer Jim Chalmers talked up the economic significance of the trip, saying it was "significant step in the relationship" that would deliver dividends for everyday Australians.
Dr Chalmers revealed he would sign a memorandum of understanding with Mr Liu concerning the nations' annual strategic economic dialogue, which was restored last year after a three-year hiatus.
He said the government's re-engagement with China had seen "billions of dollars of trade restrictions eased".
"This relationship has no shortage of complexities, no shortage of challenges, but it's a really, really important relationship for Australia," Dr Chalmers said.
He said Labor believed "you get more for Australia and its people and its economy when you engage meaningfully ... in the interests of our workers and our employers and our investors and our economy".
On Sunday, Mr Li will announce Adelaide Zoo will be leased two new giant pandas, and will meet with South Australian winemakers whose products are once again flowing into China after Beijing dropped its punitive sanctions against the sector.
He will meet Anthony Albanese for bilateral talks in Canberra the following day, amid a major security lockdown aimed at preventing clashes between "patriotic" Chinese and human rights protesters.
Temporary fencing has been set up around Parliament House and the city's Hyatt Hotel where the Chinese delegation will stay.
Dr Chalmers said the arrangements reflected the status of the visit and said he would not second-guess the scale of the precautions.
Mr Albanese will accompany Mr Li to Perth for meetings with business figures on Thursday, and tours of Tianqi Lithium's Kwinana processing plant and a Fortescue Metals Group hydrogen project.
The visit follows China's removal of almost all of its trade bans on $20bn worth of Australian exports that were put in place after the Morrison government called for an independent inquiry into the origins of Covid-19.
Australian rock lobster and red meat from a small number of Abattoirs are the only products that remain sanctioned by Beijing.
Donald Trump's former Asia tsar Matt Pottinger urged Mr Albanese to have his "eyes wide open" when he met with Mr Li, warning him not to be lured into believing the visit would result in any real changes to Beijing's behaviour.
Opposition foreign affairs spokesman Simon Birmingham said dialogue with China was important, "but we should also expect China to use its influence globally to support good and not tolerate evil".
"Immense human suffering and economic disruption has been caused by Russian provoked war and Iranian sponsored terrorism, yet China still undertakes military exercises with these nations and offers them economic lifelines," Senator Birmingham said.
"Closer to home, the conduct of China's military forces endangers our own region by unnecessarily pressing boundaries and crossing lines of acceptable engagement or conduct.
"Everyone wishes this to be a positive visit, but for a positive future the world needs a lot more than panda diplomacy. We need China to play a constructive role in pursuing peace and stability, not one that empowers those destabilising the world."
Mr Li arrived in Australia from New Zealand, where he announced visa-free travel for Kiwis, in a move the Australia-China Business Council hopes will be replicated for Australian travellers.

"I think the biggest concern is making sure you get good Papua New Guineans that are not going to cause you any problems down there with unfortunate situations," Mr Tkatchenko said.
"We need to make sure that those that we send have gone through a proper process so we don't get any riff raff problems for both of us."
The Albanese government is expected to look favourably at the request, given the nation's dire skills shortages and the need to ensure Australia retains its edge over China as PNG's closest partner.
But the number of available positions for PNG workers will ultimately be determined by the demand of Australian employers.
Deputy Prime Minister Marles and Foreign Minister Wong will be joined on the June 19-20 trip by Attorney-General Mark Dreyfus, Home Affairs Minister Clare O'Neil, International Development Minister Pat Conroy, Emergency Management Minister Murray Watt, and Assistant Trade Minister Tim Ayres. They will meet with 14 PNG counterparts.
PNG's internal security woes will be a major focus of Wednesday's talks, amid soaring crime rates and ongoing tribal fighting in the country's remote highlands.
Mr Tkatchenko said his country was keen to bed down Australian support for police training promised under the nations' December 2023 security pact, so it could get more officers onto the streets and into the country's provinces.
"This is about getting the bilateral security agreement moving forward, and making sure that that's not only talk. We want to make sure everything is being actioned," he said.
Mr Marles and Senator Wong will travel from Port Moresby to Enga Province on Thursday to inspect the site of a devastating landslide last month that killed an estimated 670 people.

At Beaumaris Primary, Steele had lured young footballers into a makeshift medical treatment area, sexually abusing them under the guise of sports massage.
At Ormond East, they were pulled from class in groups of four and ferried around town in Steele's Valiant to set up sporting events which often didn't seem to take place.
The destinations included St Kilda Football Club's Moorabbin base - a frequent haunt of other Beaumaris Primary abusers associated with the club's Little League team - where Holland recalls waiting in the grandstand as Steele led other boys into the change rooms, disappearing for hours on end.
Naively, parents at both schools saw nothing untoward in Steele taking four boys at a time on long weekend trips to his holiday home in seaside Inverloch.
It was on just such a trip, alongside three other boys who were part of Steele's "special" group, that the course of 11-year-old Grant Holland's life drastically changed.
'I just knew this stuff was wrong'
Where Steele had previously dangled the carrot of preferential treatment, on the trip to Inverloch, Holland says, the boys saw his darker side even before they'd reached their destination.
"The abuse was horrible and traumatic and has affected my life," says Holland. "But there is also what he did on the first day we went down."
Taken to an Abattoir not far from Steele's home, the boys sensed their teacher had connections with the slaughtermen whose bolt guns, knives and trails of blood scared Holland rigid.
"I can still see it now, all this blood," he says.
"They cut the sheep's throats in front of us, slashing them so the blood flowed out right near us. I'd never seen anything like that in my life. It was horrific. I couldn't say it was more horrific than what [subsequently] happened to us, but it's imprinted on my brain as a terrible thing."
To Holland, Steele's message was clear: "Don't say anything."
At length and repeatedly over the days that followed, the boys were sexually abused in the shower at Steele's home.
"I wasn't sexually aware or anything. I just knew this stuff was wrong," Holland says.
"But I was completely obedient. I kept wondering, and talked to the boys, asking why we had to have so many showers during the day - in the morning, the afternoon, at night.
"It left me pretty bewildered, thinking, 'This is wrong but I don't know what to do about it or how I do it. I can't say anything.'"
'I was just off the rails, really'
It is hardly surprising in hindsight that the once happy and bright schoolboy was a different child in the aftermath.
"I was defiant against teachers," Holland says. "I was a pretty good student up until then ... I was just off the rails, really."
An "up and down teenagehood" gave way to a restless and transient early adulthood. Career plans were constantly made and dropped.
"I was going to be a PE teacher," says Holland. "I went to uni and quit. Then I was going to be a motor mechanic, but I quit."
"I was going to do all sorts of things, but really just messed around."
The blessing and curse of Holland's work life is that he fell into child welfare and social work, which, along with family therapy and work as a mental health clinician, has occupied his mind with other people's problems - so much easier to process and rationalise than his own.
Marriage and children of his own came later than they might have, in Holland's mid and late 30s, respectively. Inevitably, he's been a paranoid and hypervigilant parent.
For decades, Holland says, he has battled emotional disturbance and suicidal ideation, including an attempt on his own life - moments of quiet desperation he now brushes past quickly, without self-pity.
"I know in my heart of hearts that I'd never do it to my kids," he says. "I don't want them to think, 'Well, if Dad can't handle adversity, how do I handle it?'"

Beijing has agreed to review its crippling tariffs on Australian wine, a breakthrough for the Albanese government that leaves only the live lobster trade and a clutch of beef Abattoirs on China's trade blacklist ahead of Anthony Albanese's trip to meet Xi Jinping.
The Prime Minister unveiled the deal on Sunday as he revealed he would travel to Beijing and Shanghai from November 4 to 7 to meet with President Xi and Chinese Premier Li Qiang.
"I look forward to visiting China, an important step towards ensuring a stable and productive relationship," Prime Minister Albanese said in a statement.
"I welcome the progress we have made to return Australian products, including Australian wine, to the Chinese market. Strong trade benefits both countries."
The trade win comes days after the Albanese government announced that it would allow Chinese company Landbridge to continue its controversial lease over the Port of Darwin.
Beijing's wine tariffs - which Australia challenged in the World Trade Organisation - were a centrepiece of the sweeping trade sanctions China imposed in 2020 after the Morrison government called for an inquiry into the origins of Covid.
Australia has agreed to put its WTO case over the wine tariffs on hold while China undertakes an "expedited review" of its duties, which is expected to take five months. Canberra will resume the dispute in the WTO if the duties are not removed.
China's backdown had been widely expected in the wine industry after Beijing last month said it had proposed a "package" deal to end them, seen by Canberra as a face-saving exercise.
The WTO had in recent days delivered a draft report on the more than 200 per cent wine tariffs, which sources familiar with the matter said had found in Australia's favour.
It follows a similar path that Australia convinced China to take in a separate case on an 80 per cent tariff placed on Australian barley. That deal was also agreed to days before an unfavourable WTO report into China's tariff was to be released.
Opposition foreign affairs spokesman Simon Birmingham - who was Australia's trade minister in 2020 - said the wine tariffs were "an attempt at economic coercion by China".
"And it is no doubt, no coincidence that China and Australia received the draft report from the World Trade Organisation into Australia's appeal against these tariffs only in the last week," Senator Birmingham said.
"I am confident that draft report would have found that these tariffs were an act against the rules of the WTO. They are clearly in breach of the China-Australia Free Trade Agreement and the undertakings that China had given to Australia.
"And so, they should not just be reviewed, but they should be removed and removed forthwith."
Australia overtook France as the biggest exporter of wine to China in 2019, the year before the tariffs all but eliminated the trade. At their peak Australian wine exports to China were worth almost $1.2 billion.
Treasury Wine Estates, Australia's most valuable wine exporter, is poised to be the biggest beneficiary of the removal of the tariffs. Treasury's Penfolds label is the best known in the Chinese market.
"It's great news to see an agreement for a path forward to allow our Australian brands and wine to be sold in the Chinese market," said Treasury CEO Tim Ford.
"There are only positives to come out of a favourable tariff review for the Chinese consumer, customers and wine category, for the Australian wine industry and for [Treasury]."
Australian Grape & Wine CEO Lee McLean said it had been a very difficult time for Australia's grape growers and wine producers, as China's tariffs compounded a slump from the pandemic and various weather events.
"So this is very welcome news for grape growers and winemakers across the country," he said.
Li Wei, chairman of Barossa winery Swan Wine Group, said he had "encouraging" feedback in recent surveys of Chinese wine distributors.
"Some dealers who have never sold Australian wine in the past are now considering it," he told The Australian.
Wine industry experts have forecast that, despite the end of the impost on Australian exports, the trade will not return to its previous levels. Many Australian producers remain wary of the political risk of the Chinese market while wine consumption in China has shrunk over the last four years as its economy has slowed.

A convicted Islamic State terrorist linked by marriage to "ISIS bride" Mariam Raad is expected to return to his home in the rural NSW town of Young after his ?release from prison this year, angering residents already reeling from the arrest last week of the 31-year-old mother of four.
Haisem Zahab was arrested in Young in 2017 and later jailed for nine years with a non-parole period of six years and nine months for designing guided missiles and laser warning devices for Islamic State.
The highly skilled electrical engineer is the cousin of now-deceased Islamic State fighter Muhammad Zahab, whose widow Ms Raad, was charged last week with entering an ISIS-controlled area, believed to be the Syrian city of Raqqa.
Ms Raad was released on bail to continue living in Young.
A former Sydney maths teacher, Muhammad Zahab became a prolific Islamic State ?recruiter and was responsible for luring dozens of his family members to Syria before being killed in a targeted air strike in 2018.
The two families are close. Members of the Raad family gave character evidence at Haisem Zahab's 2019 sentencing, describing him as "reliable and trustworthy" after he pleaded guilty to knowingly providing support or resources to a terrorist organisation.
Zahab moved to Young from Sydney in 2012 claiming to be looking for a "quieter life in the country" but built and tested guided rockets on the cherry orchard hobby farm on the outskirts of town where he lived with his wife and six children.
Since being jailed the one-time solar panel installer has complained that his family has been "terrorised" by locals who arrive at their house late at night and create loud disturbances
Zahab unsuccessfully appealed his sentence on the grounds that he had renounced Islamic State and this made his prison conditions - in Goulburn's high-security Supermax, among Australia's most dangerous convicted terrorists - extremely onerous.
A clinical psychologist's report on Zahab said his arrest had been highly traumatic for his family "given the sudden and dramatic nature of the police raid", when police reportedly blew down the front door with explosives and held guns to family members' heads.
Zahab told the psychologist that since his arrest locals would come to his family home "sightseeing".
"Some hoons went to the front gate in utes and terrorised the family," he said. The family continued to be affected by noises in the night, he said.
His wife, Mervat Zahab, had been shunned by the community, had suffered a stroke as a result of the stress and wanted to sell the house, he claimed.
However, property records show the 4ha property, which Zahab bought in 2012 for $360,000 is still owned by the family.
Young in recent years has become known as "the unofficial Muslim capital of the outback", with at least 500 permanent residents identifying as Muslim and many more flocking to the town during holiday periods.
The establishment of halal Abattoirs almost a decade ago saw an influx of Muslim families and workers, especially of Lebanese heritage, migrate to the small rural town.
With time already served from his arrest in 2017, Haisem Zahab becomes eligible for parole in December this year.
Many Young locals - including members of the Muslim community - are dismayed at the prospect of him returning to live in the town.
However, neighbour Kerry Barr, 78, said she had a lot of sympathy for Mervat Zahab, who came to her house and apologised after her husband's arrest.
"She was crying and shaking," recalled Ms Barr. "She said 'I'm sorry if you were frightened.' I don't think she really knew what was going on. She's a very pleasant neighbour."
Ms Barr, a retired schoolteacher, said Haisem Zahab had paid for his crime and deserved a chance.
"I hope there's no trouble. He's had a lot of time to think about how he was conned."

The rescue effort under way in Lismore was like nothing I've seen in Australia. It was not a perfectly executed emergency plan run by the authorities, but one dependent on an army of private citizens doing everything they could to help strangers.
At one point on Monday afternoon - as boatload after boatload of frightened, soaked elderly people turned up at the edge of the flood zone having fled their nursing home - I had to take off my reporter hat and just help the SES and police, tying up tarps to protect the evacuees from the rain and knocking on doors of nearby houses to find blankets and towels.
The police and SES officials were doing everything they could but there were no supplies to keep the evacuees warm. There were no ambulances waiting to take them somewhere safe. They lay on the ground on nothing but a tarp, lined up like the casualties of war.
Some of the stronger ones had to stand, holding on to whatever they could because there was nothing on which they could sit. Some of them waited an hour for transport, just lying there, flimsy nightgowns soaked through and clinging to their legs. They were the frailest of the frail, skin and bones, lying on hard bitumen. They watched everything but barely spoke.
Eventually, a bus came down the hill and the evacuees who could walk were helped on board. Those who couldn't sit up were carried by Fijian men in slings made from sheets. Two hours later, the authorities were still trying to work out where to take them all.
To see these big strong Abattoir workers, who had turned up at first light to help, scoop up these frightened elderly people in their arms and carry them out of the boats and to shelter with the gentleness you would show a small child ... I'm crying as I remember it.
The sheer speed of the rising water was likely a factor - people likened it to a tsunami once the river breached the flood levy in the early hours of Monday - but the apparent lack of planning for this emergency is stark. No one seems to have known what was coming - not even the authorities - and no one was prepared for it. Survivors recounted calling the SES and emergency services over and over again for help, to no avail.
It has been 20 years since I last reported from the streets of Lismore. There's a photo somewhere of me standing on the main street in my last week as a cub reporter for The Northern Star, notebook in hand, smiling for the photographer. The sun is shining.
That street is now under water; I couldn't even get close to it on Monday. Even locals are struggling to recognise their town, so disorienting is the water.

Shepparton woman faces court over alleged forced marriage of slain daughter

A Victorian woman has appeared in court accused of forcefully marrying off her daughter to the West Australian stranger who later murdered the young bride.
If the matter is sent to trial and the woman is convicted, she would become the first person in Australia to be successfully prosecuted over their alleged role in orchestrating a forced marriage.
Sakina Muhammad Jan, 45, appeared at Shepparton Magistrates Court via video link on Wednesday charged with one count of causing a person to enter a forced marriage.
Police claim Ms Jan coerced her 21-year-old daughter Ruqia Haidari to marry 25-year-old West Australian Uber driver and Abattoir worker Mohammad Ali Halimi in exchange for a $15,000 dowry in November 2019.
The hearing was dominated by the testimony of Shukria Muqadas, a family friend of Ms Jan responsible for the pair's matchmaking, who had to be reminded on multiple occasions to directly answer the questions from defence lawyer Shaun Ginsbourg.
Ms Muqadas, who regarded Ms Haidari as a younger sister, told the court she had arranged the engagement at the request of Halimi's sister, who lived in Pakistan and was a close friend of hers before moving to Australia.
The court heard Ms Haidari, who was studying year 12 at the time, had met Halimi alone only for about half an hour before her family was asked to decide on the pair's engagement.
The next time she met her husband was at their nikah, a traditional Afghan religious ceremony to confirm their marriage, two weeks after Halimi's first visit.
Ms Muqadas claims Ms Haidari had previously told her Halimi seemed "a good man", but she wanted to graduate before getting married.
But as the couple was due to hold a second nikah ceremony on the Islamic holiday of Eid al-Ghadir, Ms Haidari stopped responding to text messages and calls from Halimi, Ms Muqadas said.
Ms Muqadas said Ms Haidari was in tears when she told her she wasn't ready to get married but was pressured by her mother and sisters to follow through with the wedding.
She told the court she believed Ms Haidari had been forced to go through with the second nikah and the wedding by her family and urged Ms Jan not to go ahead with the ceremony, but after it was decided the wedding would go ahead, she helped Ms Jan prepare.
The event, held at a hall in Maroondah, was attended by hundreds of members of the Afghan community.

Australia's exports to China hit new highs

Australia's exports to China hit a new record in the first three months of 2021 as strong demand for iron ore continues to more than offset Beijing's strikes on coal, wine, lobster, timber and barley.
The total value of goods exports from Australia rose by 20.7 per cent to $44.36bn ($US33bn) in the first quarter of the year, according to data released by China's customs agency.
Exports in March were $17.4bn, the highest monthly total ever.
China's exports to Australia for the three months to the end of March were up 50.5 per cent to $18.5bn.
The elevated prices of iron ore and liquefied natural gas - Australia's two biggest exports to China - has undermined the campaign of economic punishment President Xi Jinping's regime has waged on the Morrison government.
Australia's ambassador in China Graham Fletcher last month said the lack of impact of the trade restrictions had contributed to the ongoing "stand off" between Beijing and Canberra.
"The total impact on the economy, and on [Australian] government policy frankly, is not delivering the result that China wanted," Mr Fletcher told the Australia China Business Council at a briefing.
Beijing's trade strikes - which Ambassador Fletcher described as "deliberate coercion" - began with a thumping 80 per cent tariff on Australian barley exports, imposed weeks after Foreign Minister Marise Payne last April called for an independent inquiry into the origins of the coronavirus without forewarning her Chinese counterparts.
The barley tariff was followed by the suspension of licences for six Australian beef Abattoirs, the imposition of a 200-plus per cent tariff on Australian wine that priced the industry out of what had been its biggest market, the banning of timber after Chinese officials said they had detected pests in Australian cargo, and a blacklisting of lobsters and coal which has never been made official.
Australia had been the dominant supplier of coking coal to China, the world's biggest steel maker.
Beijing's ban on coal - which had been Australia's third biggest export to China, worth $14bn in 2019 - has increased the cost of the steel making ingredient for its local industry.
"It just shows the extent to which China is prepared to pay a price itself to make a political point," Mr Fletcher said.
According to numbers by China's customs, no Australian coal has entered China this year.
Despite reports that copper concentrate had also been blacklisted, China's official numbers show the metal has continued to enter the world's second biggest economy.
Industry in China has been concerned that copper from Chile - the world's biggest - may be disrupted by a huge wave of coronavirus in the South American country.
The China Iron and Steel Association met on Tuesday to discuss the high costs of its resource inputs. Australia is China's main supplier of iron ore, which continues to trade without interruption.
That meeting came a week after President Xi's top economic adviser Liu He discussed the increase in the prices of bulk commodities with officials.
The new trade numbers show the deep complementarity between resource rich Australia's resource and China, its biggest trading partner.
They come after new analysis by the Lowy Institute's chief economist Roland Rajah found most Australian industries caught up in China's trade campaign have been able to offset much of their lost income by finding new markets.
Australia's lobster industry - which sold more than 90 per cent of its product to China - and the country's most China-exposed winemakers have felt the most pain.
"Our friends had to bite the bullet," China's deputy head of mission at its Canberra Embassy Wang Xining told a separate Australia China Business Council function in February.

Chinese envoy defends 'panda huggers' and blames media over 'totally ridiculous' concerns

A senior Chinese diplomat in Canberra has blamed the Australian media and "totally ridiculous" security concerns for the breakdown in Australia's relationship with China.
Addressing an audience of business people at a Chinese Lunar New Year dinner, China's deputy head of mission Wang Xining said the rising power would remember who was on its side during the bilateral dispute.
"History will prove that it is wise and visionary to be China's friends," said Minister Xining in the first lengthy address given by China's embassy in Canberra since he spoke at the National Press Club six months ago
Mr Wang also delivered a warning to those "people in Australia [who] choose to make enemies to sustain a living".
"Those who deliberately vilify China and sabotage the friendship between our two countries ... will be [cast] aside in history," he said.
"Their children will be ashamed of mentioning their names," he said, according to a transcript of the speech posted on the Embassy's website.
The combative speech - given on Thursday night at Ruby Chinese, a restaurant in Dickson that was once owned by the father of movie star Jackie Chan - is the latest public intervention by China's Canberra embassy since the already strained bilateral relationship spiralled to historic depths last April after the Morrison government called for an inquiry into the origins of the coronavirus without forewarning their Chinese counterparts.
Weeks after Foreign Minister Marise Payne first called for the inquiry on the ABC's Insiders show, China's ambassador Cheng Jingye gave an interview in which he warned of a boycott of Australian beef, wine and universities.
'Rift will hurt millions'
In late August - by which time Beijing had imposed a crippling 80 per cent tariff on Australian barley exports to China, suspended multiple beef Abattoirs and threatened huge tariffs for Australian wine - Minister Wang gave a relatively conciliatory speech about the frayed relationship, which he compared to marriage.
"While a rift between husband and wife hurts one family, a rift between two countries will hurt millions," he said in August.
The next day, the Morrison government revealed legislation that allowed the federal government to rescind Victoria's Belt and Road deal.
In November, diplomats at China's embassy in Canberra circulated a list of 14 grievances with Australia, which included restrictions on Chinese investment, the ban on Huawei's involvement in the 5G network and investigations into foreign interference.
By the end of 2020, more than $20b of annual Australian exports to China - over 10 per cent of the total - had been banned or interfered.
Minister Wang's latest speech - titled "It Is So Difficult to be China's Friends in Australia Today" - was given at a dinner held by the ACT branch of the Australian China Business Council.
The Chinese diplomat said many of the business association's members understood his country better than most Australians.
"Maybe you don't fully agree with our model of governance and administration, but at least you respect and understand the reason behind our development path and model of governance."
Media blamed for bad sentiment
Minister Wang said much of the bad sentiment in Australia towards China was the media's fault.
"If these people are immersed by those negative portraits of China by the major media outlets and brainwashed by the vulgarised and simplified political slogans, how would they understand China and agree with your assessment and impression of China."
He said it was now a "really difficult time to be China's friend in Australia".
"Currently, the friends of China are given a nickname 'panda-hugger'. It used to be a word of appreciation but now it carries derogatory meanings. It seems that being friendly to China, to be a friend of China becomes a sin and mistake in Australia."
In addition to the media, Minister Wang said the bilateral relationship had been undermined by the suspicions of "a small number of people", who he did not name.
"The excuse for such suspicion is China's threats to Australian sovereignty and security, which is totally ridiculous. Because up to today no one single case has been substantiated or supported by evidence," he said.
"And based on my observation, most of those people are siphoning off Australia's financial coffer, and they squander on the cornucopia which is the hard-won product of the majority of Australian labour force."
"When these people were barking loud, our friends had to bite the bullet," he added.

The US secretary of state, Mike Pompeo, has said he raised China's "coercion" of Australia during a frank, six-hour meeting with China's top diplomat in Hawaii.
It comes as experts say some of the same computer code and tactics used in cyber-attacks revealed by the Australia prime minister, Scott Morrison, on Friday were also used in a February 2019 hack into Parliament House, which was also blamed on China.
Pompeo said he confronted Yang Jiechi with a list of China's actions around the globe, including hitting Australia with steep barley tariffs and banning beef exports from four Abattoirs after Morrison "had the audacity" to lead global calls for a Covid-19 probe.
Pompeo said he told Yang in Honolulu on Wednesday the US was no longer just listening to what China was saying but was watching its actions.
"We can see their actions," said Pompeo, speaking at the virtual Copenhagen Democracy Summit on Friday.
"I ticked through a few of them: Hong Kong, Tibet, Xinjiang, what they're doing in India, what they've done in the economic zones along the Philippines and Malaysia and Indonesia and Vietnam, the coercion on Australia - when they had the audacity to demand that there would be an investigation of how this virus got from Wuhan to Milan, how this virus got from Wuhan to Tehran, how this virus got from Wuhan to Oklahoma City, and to Belgium and to Spain, and decimating the global economy."
Earlier, Sean Duca, a cybersecurity expert from Palo Alto Networks, told the ABC the cyber-attacks in Australia had similarities with the February 2019 assault on the Parliament House system.
"We found in analysing the code itself … the attackers had reused a lot of the code that had been used by other people in the past," Duca said. "And one particular tool that was used was a tool that was actually used in the February 2019 attack against Parliament House."
He said it was important every Australian organisation step up their security, patching systems and using multifactor authentication and biometrics.
"Australia is definitely a leading country around driving a digital economy, but there's attackers out there looking to try and disrupt our economy, and also disrupt our livelihoods," he said. "We need to think about better, smarter ways of trying to do this."
On Friday, Morrison called for a renewed focus on cybersecurity in government and business as he briefed reporters on Friday about a large-scale attack by a "sophisticated state-based cyber actor". While Morrison was reluctant to point to a source, experts said they believed China was behind the attack.
The Australian Strategic Policy Institute said the attacks were "95% or more" likely to have been launched from China because of their scale and intensity.
Chinese foreign ministry spokesman Zhao Lijian dismissed the allegations, and took particular aim at ASPI, saying their accusations were "totally baseless nonsense".
Asked on ABC TV why ASPI was singled out when other experts had also suggested the attacks came from China, Jennings said the institute had done a range of work the Chinese does not like. This included analysis on forced labour using prisoners and on the Chinese agency that pushes propaganda both at home and abroad.
"We have freedom of speech, which is something that you have also not got in China, and I think the Chinese officialdom find that uncomfortable and unusual," Jennings said.
The decision by the Australian government to raise concerns over cybersecurity came at a time of growing tensions with China, with the two countries falling out over the origin of the coronavirus, trade, travel and, most recently, the death sentence handed to Australian drug smuggler Karm Gilespie.
Federal LNP MP Andrew Laming said the "cacophony" of accusations over the cyber-attack was not helping.
"Clearly there was a line in the sand with [the prime minister's] statement, but it's not constructive then for additional commentators to engage in a tit-for-tat," Laming said.
On Saturday, Australia's deputy prime minister, Michael McCormack, campaigning with Nationals candidate Trevor Hicks for the upcoming Eden-Monaro byelection, said the Australian government took the security of the nation's data "very, very seriously".

Coalition of 116 countries back Australia's push for independent coronavirus inquiry
A group of 54 African nations has joined Australia's push for an inquiry into coronavirus, taking the total number of countries on board to 116.
More than 110 countries have backed Australia's push for an independent coronavirus inquiry which has caused a damaging rift with China.
The African Group's 54 member states will co-sponsor the motion, joining 62 other countries including Russia, Indonesia, India, Japan, Britain and Canada.
The European Union's 27 members are all on board, along with Brazil, South Korea, Mexico, Turkey and New Zealand.
Foreign Minister Marise Payne on Monday said it was encouraging to see so many countries backing the inquiry.
"I think what it illustrates is a broad view that given the experience of COVID-19 - over 300,000 deaths, millions of people around the world losing their jobs, the impact on economies from one corner of the globe to the other - that there is a strong view that it is appropriate to engage in a review of what has happened.
"I don't want to preempt speculate about the outcome, those discussions will be under way later this evening. I think it's a win for the international community."
The draft resolution calls for impartial, independent and comprehensive evaluation of the international response to the pandemic.
It doesn't mention China, but Australia's push for the inquiry has angered Beijing, which has threatened a huge tariff on barley and blocked some beef imports.
Health Minister Greg Hunt will represent Australia at the virtual World Health Assembly meeting on Monday night.
A vote is expected in the early hours of Tuesday.
In relation to the motion pushing federal Deputy Chief Medical Officer Paul Kelly said on Monday it was important to "get to the bottom" of what had happened.
"I think the most important thing, rather than apportioning blame to one particular country or another country, is that we get to the bottom of what's happened. And part of that is about the origin, where this virus came from," he told reporters.
"Looking at the entire way that it has spread so rapidly around the world and what's happened in different countries in the ways that different countries have approached that problem will be part of that investigation. And I hope that that resolution will be successful," he added.
Agriculture Minister David Littleproud said the inquiry was about investigating what the world could learn from the devastating pandemic.
"That's the responsible thing to do when 300,000 souls have lost their lives around the world," he told the ABC on Monday.
Mr Littleproud said his Chinese counterpart had indicated he would not discuss trade issues in the near future.
Trade Minister Simon Birmingham has not received a return call from his Chinese counterpart.
Australia isn't ruling out taking China to the World Trade Organisation over the 80 per cent tariff on barley.
Mr Littleproud said he would continue to make the case to China that exporters were not dumping product.
"We will prosecute that case on behalf of Australian exporters," he said.
"If those that we're prosecuting against don't understand it, we'll take it to an umpire for them to understand."
Prime Minister Scott Morrison has described the push for an inquiry into the origins of coronavirus as completely unremarkable.
But China's Foreign Minister Wang Yi lashed out at foreign lawmakers for politicising the pandemic.
Beijing's man in Canberra raised the prospect of consumer boycotts of Australian products because of the push for an inquiry.
Since then, the barley threat has surfaced, while four major Australian Abattoirs have been blocked from sending their product to China.

Australia National day of action by animal activist group causes chaos.
Animal rights activists have launched protests across the country, with 38 protesters arrested after blocking a major Melbourne CBD intersection for most of the morning.
The vegan activists have also swarmed Abattoirs in Goulburn and Queensland (no comment made about these nutters chaining themselves to the equipment), with protests held to mark one year since the release of the film Dominion -a documentary focusing on factory farming in Australia.
There have been multiple arrests across the country this morning and Prime Minister Scott Morrison has admonished the group as "un-Australian".
Police confirmed protesters had blocked the intersection of Flinders and Swanston streets using vehicles, which a small number have chained themselves to.
A total of 27 people - including two 17-year-olds and a 15-year-old - have been arrested following the CBD protest.

The world's largest meat processing company is getting back online after production around the world was disrupted by a cyberattack just weeks after a similar incident shut down a U.S. oil pipeline.
Brazil's JBS SA said late Tuesday that it had made "significant progress" in dealing with the cyberattack and expected the "vast majority" of its plants to be operating on Wednesday.
"Our systems are coming back online and we are not sparing any resources to fight this threat," Andre Nogueira, CEO of JBS USA, said in a statement.
Earlier, the White House said JBS had notified the U.S. of a ransom demand from a criminal organization likely based in Russia. White House principal deputy press secretary Karine Jean-Pierre said the White House and the Department of Agriculture have been in touch with the company several times this week.
JBS is the second-largest producer of beef, pork and chicken in the U.S. If it were to shut down for even one day, the U.S. would lose almost a quarter of its beef-processing capacity, or the equivalent of 20,000 beef cows, according to Trey Malone, an assistant professor of agriculture at Michigan State University.
The closures reflect the reality that modern meat processing plants are heavily automated, for both food- and worker-safety reasons. Computers collect data at multiple stages of the production process, and orders, billing, shipping and other functions are all electronic.
JBS, which has not stated publicly that the attack was ransomware, said the cyberattack affected servers supporting its operations in North America and Australia. Backup servers weren't affected and it said it was not aware of any customer, supplier or employee data being compromised.
JBS plants in Australia resumed limited operations as of Wednesday in New South Wales and Victoria states, Agriculture Minister David Littleproud said. The company hoped to resume work in Queensland state on Thursday, he said.
JBS is the largest meat and food processing company in Australia, with 47 facilities including Abattoirs, feedlots and meat processing sites.
Littleproud said his department and Australian law enforcement officials were due to meet with their counterparts in the U.S. on Wednesday.
Even before the attack, U.S. meat prices were rising due to coronavirus shutdowns, bad weather and high plant absenteeism. Malone said the disruption could further raise meat prices ahead of summer barbecues. The U.S. Department of Agriculture estimates beef prices will climb 1%-2% this year, poultry as much as 1.5% and pork 2%-3%.
JBS, which is a majority shareholder of Pilgrim's Pride, didn't say which of its 84 U.S. facilities were closed Monday and Tuesday because of the attack. It said JBS USA and Pilgrim's were able to ship meat from nearly all of its facilities Tuesday. The company also said it was making progress toward resuming plant operations in the U.S. and Australia. Several of the company's pork, poultry and prepared foods plants were operational Tuesday and its Canada beef facility resumed production, it said.
Earlier Tuesday, a union official confirmed that two shifts at the company's largest U.S. beef plant, in Greeley, Colorado, were canceled. Some plant shifts in Canada were also canceled Monday and Tuesday, according to JBS Facebook posts.

Mr Wang also delivered a warning to those "people in Australia [who] choose to make enemies to sustain a living".
"Those who deliberately vilify China and sabotage the friendship between our two countries ... will be [cast] aside in history," he said.
"Their children will be ashamed of mentioning their names," he said, according to a transcript of the speech posted on the Embassy's website.
The combative speech - given on Thursday night at Ruby Chinese, a restaurant in Dickson that was once owned by the father of movie star Jackie Chan - is the latest public intervention by China's Canberra embassy since the already strained bilateral relationship spiralled to historic depths last April after the Morrison government called for an inquiry into the origins of the coronavirus without forewarning their Chinese counterparts.
Weeks after Foreign Minister Marise Payne first called for the inquiry on the ABC's Insiders show, China's ambassador Cheng Jingye gave an interview in which he warned of a boycott of Australian beef, wine and universities.
'Rift will hurt millions'
In late August - by which time Beijing had imposed a crippling 80 per cent tariff on Australian barley exports to China, suspended multiple beef Abattoirs and threatened huge tariffs for Australian wine - Minister Wang gave a relatively conciliatory speech about the frayed relationship, which he compared to marriage.
"While a rift between husband and wife hurts one family, a rift between two countries will hurt millions," he said in August.
The next day, the Morrison government revealed legislation that allowed the federal government to rescind Victoria's Belt and Road deal.
In November, diplomats at China's embassy in Canberra circulated a list of 14 grievances with Australia, which included restrictions on Chinese investment, the ban on Huawei's involvement in the 5G network and investigations into foreign interference.
By the end of 2020, more than $20b of annual Australian exports to China - over 10 per cent of the total - had been banned or interfered.
Minister Wang's latest speech - titled "It Is So Difficult to be China's Friends in Australia Today" - was given at a dinner held by the ACT branch of the Australian China Business Council.
The Chinese diplomat said many of the business association's members understood his country better than most Australians.
"Maybe you don't fully agree with our model of governance and administration, but at least you respect and understand the reason behind our development path and model of governance."
Media blamed for bad sentiment
Minister Wang said much of the bad sentiment in Australia towards China was the media's fault.
"If these people are immersed by those negative portraits of China by the major media outlets and brainwashed by the vulgarised and simplified political slogans, how would they understand China and agree with your assessment and impression of China."
He said it was now a "really difficult time to be China's friend in Australia".
"Currently, the friends of China are given a nickname 'panda-hugger'. It used to be a word of appreciation but now it carries derogatory meanings. It seems that being friendly to China, to be a friend of China becomes a sin and mistake in Australia."
In addition to the media, Minister Wang said the bilateral relationship had been undermined by the suspicions of "a small number of people", who he did not name.
"The excuse for such suspicion is China's threats to Australian sovereignty and security, which is totally ridiculous. Because up to today no one single case has been substantiated or supported by evidence," he said.

"The two municipalities can aptly be described as dysfunctional and delinquent.
The residents involved in this litigation are all paying consumers of prepaid electricity.
However, the municipalities have failed to honour their payment obligations to Eskom for years," Judge Meyer said, noting that as at June 2020, each municipality owed more than R1 billion and they were "indisputably in breach" of their agreements with Eskom.
Nevertheless, he said, Eskom had not previously limited electricity supply, but instead had raised penalties and refused to increase NMD levels. In July 2020, it implemented a decision to reduce supply, resulting in rotational load shedding, on top of national load shedding.
As a result, Parys had sometimes experienced load shedding for more than 22 hours a day.
Judge Meyer said each of the affected towns experienced "socio-economic and humanitarian consequences that adversely impacted the health and well-being of individuals within their jurisdictions".
Hospitals could not function, essential services were paralysed. Taps ran dry and bulk water users, such as the poultry industry and Abattoirs, shut down. Sewage spilled into the streets and into the Vaal River.
Referring to case law, Judge Meyer said the relationship between Eskom and the municipalities fell within the provisions of the Intergovernmental Relations Framework Act (IRFA), which provided that they were required to make reasonable efforts, in good faith, to settle intergovernmental disputes.
But this had not been done, apparently because Eskom was not prepared to wait for that process to unfold.
"Eskom, therefore, was not constitutionally and statutorily permitted to unilaterally reduce the bulk electricity supply without ... first making every reasonable effort to settle the intergovernmental dispute.
"Had this been followed, it may well have resulted in the intervention of both provincial and national levels of government, without which the Ngwake and Lekwa municipality are unlikely to turn their fortunes around on their own."
Instead, Judge Meyer said, Eskom had rendered the two municipalities unable to fulfill their constitutional obligations to their citizens, resulting in the unfolding catastrophe.

By the end of 2020, more than $20b of annual Australian exports to China - over 10 per cent of the total - had been banned or interfered.
Minister Wang's latest speech - titled "It Is So Difficult to be China's Friends in Australia Today" - was given at a dinner held by the ACT branch of the Australian China Business Council.
The Chinese diplomat said many of the business association's members understood his country better than most Australians.
"Maybe you don't fully agree with our model of governance and administration, but at least you respect and understand the reason behind our development path and model of governance."
Media blamed for bad sentiment
Minister Wang said much of the bad sentiment in Australia towards China was the media's fault.
"If these people are immersed by those negative portraits of China by the major media outlets and brainwashed by the vulgarised and simplified political slogans, how would they understand China and agree with your assessment and impression of China."
He said it was now a "really difficult time to be China's friend in Australia".
"Currently, the friends of China are given a nickname 'panda-hugger'. It used to be a word of appreciation but now it carries derogatory meanings. It seems that being friendly to China, to be a friend of China becomes a sin and mistake in Australia."
In addition to the media, Minister Wang said the bilateral relationship had been undermined by the suspicions of "a small number of people", who he did not name.
"The excuse for such suspicion is China's threats to Australian sovereignty and security, which is totally ridiculous. Because up to today no one single case has been substantiated or supported by evidence," he said.
"And based on my observation, most of those people are siphoning off Australia's financial coffer, and they squander on the cornucopia which is the hard-won product of the majority of Australian labour force."
"When these people were barking loud, our friends had to bite the bullet," he added.

A senior Chinese diplomat in Canberra has blamed the Australian media and "totally ridiculous" security concerns for the breakdown in Australia's relationship with China.
Addressing an audience of business people at a Chinese Lunar New Year dinner, China's deputy head of mission Wang Xining said the rising power would remember who was on its side during the bilateral dispute.
"History will prove that it is wise and visionary to be China's friends," said Minister Xining in the first lengthy address given by China's embassy in Canberra since he spoke at the National Press Club six months ago
Mr Wang also delivered a warning to those "people in Australia [who] choose to make enemies to sustain a living".
"Those who deliberately vilify China and sabotage the friendship between our two countries ... will be [cast] aside in history," he said.
"Their children will be ashamed of mentioning their names," he said, according to a transcript of the speech posted on the Embassy's website.
The combative speech - given on Thursday night at Ruby Chinese, a restaurant in Dickson that was once owned by the father of movie star Jackie Chan - is the latest public intervention by China's Canberra embassy since the already strained bilateral relationship spiralled to historic depths last April after the Morrison government called for an inquiry into the origins of the coronavirus without forewarning their Chinese counterparts.
Weeks after Foreign Minister Marise Payne first called for the inquiry on the ABC's Insiders show, China's ambassador Cheng Jingye gave an interview in which he warned of a boycott of Australian beef, wine and universities.
