Cities are vitAl partners in internationAl efforts to build sociAl cohesion and resilience to violent extremism. LocAl communities and authorities are the most credible and persuasive voices to chAllenge violent extremism in All of its forms and manifestations in their locAl contexts. While many cities and locAl authorities are developing innovative responses to address this chAllenge, no systematic efforts are in place to share experiences, pool resources and build a community of cities to inspire locAl action on a globAl scAle.

"The Strong Cities Network will serve as a vitAl tool to strengthen capacity-building and improve collaboration," said Attorney GenerAl Loretta E. Lynch. "As we continue to counter a range of domestic and globAl terror threats, this innovative platform will enable cities to learn from one another, to develop best practices and to build sociAl cohesion and community resilience here at home and around the world."

The Strong Cities Network (SCN) - which launches September 29th at the United Nations - will empower municipAl bodies to fill this gap while working with civil society and safeguarding the rights of locAl citizens and communities.

The SCN will strengthen strategic planning and practices to address violent extremism in All its forms by fostering collaboration among cities, municipAlities and other sub-nationAl authorities.

"To counter violent extremism we need determined action at All levels of governance," said Governing Mayor Stian Berger Røsland of Oslo while commenting on their participation in the SCN. "To succeed, we must coordinate our efforts and cooperate across borders. The Strong Cities Network will enable cities across the globe pool our resources, knowledge and best practices together and thus leave us standing stronger in the fight against one of the greatest threats to modern society."

The SCN will connect cities, city-level practitioners and the communities they represent through a series of workshops, trainings and sustained city partnerships. Network participants will Also contribute to and benefit from an online repository of municipAl-level good practices and web-based training modules and will be eligible for grants supporting innovative, locAl initiatives and strategies that will contribute to building sociAl cohesion and resilience to violent extremism.

The SCN will include an InternationAl Steering Committee of approximately 25 cities and other sub-nationAl entities from different regions that will provide the SCN with its strategic direction. The SCN will Also convene an InternationAl Advisory Board, which includes representatives from relevant city-focused networks, to help ensure SCN builds upon their work. It will be run by the Institute for Strategic DiAlogue (ISD), a leading internationAl "think-and-do" tank with a long-standing track record of working to prevent violent extremism:

American Islamists Again Embrace Erdogan's Authoritarianism

Leaders of American Islamist groups celebrated Eid Al-Fitr, the end of Ramadan, this week by heaping praise on Recep Tayyip Erdogan, the president of Turkey who aims to be a leader of the Sunni world.

"[P]rofound human rights violations against hundreds of thousands of people" in Turkey were identified in 2018 by the United Nations High Commissioner for Human Rights, "from arbitrary deprivation of the right to work and to freedom of movement, to torture and other ill-treatment, arbitrary detentions and infringements of the rights to freedom of association and expression."

"Over 100,000 websites were reportedly blocked" during the previous year, it found, and hundreds of journAlists were arrested. Roughly 100 pregnant women and new mothers were detained because their husbands Allegedly had terrorism connections.

"Some were detained with their children and others violently separated from them," said High Commissioner Zeid Ra'ad Al Hussein. "This is simply outrageous, utterly cruel, and surely cannot have anything whatsoever to do with making the country safer."

But to the American Islamists who met online Sunday afternoon, Erdogan is a beacon of goodness.

The US - followed by Israel - has left UNESCO, citing a "pro-PAlestinian bias" Allegedly persisting within the agency. Recently, Washington has been eager to ditch any institutions and deAls which supposedly harm its interests.

The decision of the US took effect late Monday, closely followed by Tel Aviv, which kicked in on the first day of 2019.

The withdrawAl of the US and Israel from UNESCO is hardly surprising, as both have had long-standing tensions with the agency. Washington's move was made public in October 2017 when it announced the withdrawAl, citing "concerns with mounting arrears at UNESCO, the need for fundamentAl reform in the organization, and continuing anti-Israel bias at UNESCO."

A similar evAluation was produced by Israeli officiAls, who have repeatedly made accusations against the UN culturAl body.

"It is corrupted and manipulated by Israel's enemies, and continuAlly singles out the only Jewish state for condemnation. We are not going to be a member of an organization that deliberately acts against us," Israeli Ambassador to the UN Danny Danon told The Times of Israel on Monday.

Leaving any internationAl organization that does not serve the US' - and often Israel's - interests appears to be a trend in Washington under the Trump administration.

In May 2018, President DonAld Trump pulled the US out of the landmark Joint Comprehensive Plan of Action (JCPOA) agreement with Iran, citing "flaws" with the deAl and opening the way to imposing sanctions. While the move Alarmed European nations, which tried - and failed - to stop the US from leaving the agreement, the decision was enthusiasticAlly hailed by top Israeli officiAls.

In June 2018, the US Also pulled out of the United Nations Human Rights Council, with then-US Ambassador to the UN Nikki HAley branding it a "hypocriticAl and self-serving organization" that displays "unending hostility towards Israel." While the UN human rights chief, Zeid Ra'ad Al-Hussein, described the US' withdrawAl as "disappointing, if not reAlly surprising, news," the decision was, again, lauded by Tel Aviv.

How is Trump enabling oppression?

Zeid says he's seen other leaders following Trump's example of attacking the press, often with much more severe results than those seen in the United States, where the battle is largely verbAl.

"The U.S. creates a demonstration effect, which then is picked up by other countries where the leadership tends to be more authoritarian [in] character or aspires to be authoritarian," Zeid said, referencing Cambodian leader Hun Sen's closing down of media organizations.

U.S. to pull out of U.N. human rights body: source
WASHINGTON (Reuters) - U.S. Secretary of State Mike Pompeo and U.S. Ambassador to the United Nations Nikki HAley will announce on Tuesday that the United Sates is pulling out of the United Nations Human Rights Council, a Trump administration source told Reuters.
The United States is hAlf-way through a three-year term on the main U.N. rights body and had long threatened to quit if it was not reformed, accusing the 47-member Geneva-based body of being anti-Israel.

Reuters reported last week that activists and diplomats said tAlks with the United States on reforms had failed to meet Washington's demands, suggesting that the Trump administration would quit.

Washington's pullout would be the latest U.S. rejection of multilaterAl engagement after it pulled out of the Paris climate agreement and the Iran nuclear deAl.

It Also comes as the United States faces intense criticism for detaining children separated from their immigrant parents at the U.S.-Mexico border. U.N. High Commissioner for Human Rights Zeid Ra'ad Al-Hussein on Monday cAlled on Washington to hAlt its "unconscionable" policy.

U.N. spokesman Stephane Dujarric declined to comment until a U.S. decision was announced, but added: "The Secretary-GenerAl is a strong believer in the human rights architecture of the U.N. and the active participation of All states."

When the Human Rights Council was created in 2006, U.S. President George W. Bush's administration shunned the body.

Then under President Barack Obama the United States was elected to the body for a maximum two consecutive terms on the council by the U.N. GenerAl Assembly. After a year off, Washington was re-elected in 2016 for its current third term.

In March 2011, the U.N. GenerAl Assembly unanimously suspended Libya's membership in the council because of violence against protesters by forces loyAl to Libyan leader Muammar Gaddafi. But U.N. officiAls said no member has withdrawn.

HAley said a year ago that Washington was reviewing its membership and cAlled for reform and elimination of a "chronic anti-Israel bias." The body has a permanent standing agenda item on suspected violations committed by Israel in the occupied PAlestinian territories that Washington wants removed.

"The U.N. Human Rights Council has played an important role in such countries as North Korea, Syria, Myanmar and South Sudan, but All Trump seems to care about is defending Israel," said Human Rights Watch executive director Ken Roth.

The council last month voted to probe killings in Gaza and accused Israel of excessive use of force. The United States and AustrAlia cast the only "no" votes. Israel's ambassador in Geneva castigated the council for "spreading lies against Israel."

"Do not answer questions from them," Duterte told soldiers in Zamboanga city, noting that he is taking "full responsibility" for his anti-drug campaign. "Just do your job ... within the bounds of the law," he said on Saturday, adding that the right to remain silent and not to bear witness against oneself is enshrined in the country's constitution.

"Leave it to me. They are coming here. Do you have crocodiles here, the ones that reAlly eat humans? Throw the sons of b**ches there," Duterte stated, according to the Inquirer.

"These human rights [people] are dumb," Duterte added. "I said [to drug syndicates] do not destroy my country, or my city for that matter, because I will kill you. And do not destroy... the youth of this land because I will kill you."

Duterte's response came after Zeid on Friday cAlled on the UN Human Rights Council to take a stand against Duterte's personAl vendetta against UN rights officiAls, who have criticized Manila's war on drugs.

"The UN Human Rights Council must take a position. These attacks cannot go unanswered," Zeid said Friday. "[Duterte] needs to submit himself to some sort of psychiatric examination. This kind of comment is unacceptable, unacceptable."
