In a statement, Tasmanian Liberals president Rod Scurrah said Mr Gutwein "led Tasmania with distinction through the COVID outbreak that would soon follow and would dominate Peter's premiership".
"Peter and his wife, Mandy, and children, Millie and Finn, have given up so much over the past 20 years, and in particular over the past two years. It's only fair that Peter now gets to spend more time with his loved ones."
Tasmanian Opposition Leader Rebecca White said she thanked Mr Gutwein for his service to the people of Tasmania.
"Mr Gutwein has governed through some of the most difficult times as Tasmanian faced the scourge of COVID-19," she said.
"I wish him and his family well for the future."
Senior Liberal senator Eric Abetz paid tribute to "an outstanding premier" saying Mr Gutwein took the reins unexpectedly when former leader Will Hodgman resigned.
"It is a sad day for Tasmania but it is fully understandable that he wants more time to spend time with his family," he said.
"Tasmania Will be worse off for not having him but I have no doubt the parliamentary Liberal Party Will elect a good successor for him."
"A big, big thank your to Peter from the Tasmanian community and to his family for making him available 24/7 in these exceptional times."
Senator Abetz said he was "shocked and surprised" at the news.
"Even at midday today I was not aware that was even in the offing," he said.
Abuse survivors have paid their own tribute to Mr Gutwein, who revealed earlier this month that he was himself a victim of child sexual abuse.
Steve Fisher from lobby group Beyond Abuse said Mr Gutwein's legacy would be the Commission of Inquiry investigating child sexual abuse and the response of Tasmanian government institutions.
"Peter has been there for survivors from when he first entered politics and that is something not a lot of people can say.
"We are going to miss Peter Gutwein because of the fact that he really understood what was going on and he really had a passion for it.
"We are going to miss that fight, that absolute understanding, however I also know that they [the Liberal Party] Will regroup, they Will be a force as far as survivors go."

Peter Gutwein quits politics leaving Tasmanian Liberals to pick new Premier

Tasmanian Premier Peter Gutwein has announced he is resigning from politics, saying he can "no longer give 110 per cent".
At a press conference in Launceston on Monday, Mr Gutwein said: "I've focused on everyone else's family, I now want to spend some time focusing on my own."
"It is with some sadness that I leave, but I know the foundations that have been laid, the path has been laid out that a new leader Will be able to make their own, and importantly, make their own decisions moving forward," he said.
The 57-year-old said he would remain Premier until the Liberal Party elected his replacement later this week.
He said Parliament would be prorogued until after Easter.
Mr Gutwein detailed the toll that the last two years had taken on him, with much of his time dedicated to managing the COVID pandemic.
"What I've found after the last two years especially is I have nothing left in the tank to give," Mr Gutwein said.
"Unless you can give 110 per cent to the role of premier, you should not be doing this job, and I can no longer give 110 per cent."
Mr Gutwein said the demands of the job had significantly restricted his time with his family over summer.
"My wife and kids have just been outstanding in their support, but that period through Christmas completely drained me," he said.
There Will be a recount in the seat of Bass for his replacement in state parliament.
"I know that I leave the state in a good place and with a team that can build on the foundations that have been made," he said.
In August 2021, Mr Gutwein was admitted to hospital after becoming unwell at his office.
He was released the next day and took several days off to recover from what was an undisclosed illness.
Mr Gutwein was elected by the Tasmanian Liberals to replace Will Hodgman in January 2020, after Mr Hodgman quit politics.
He hails from Tasmania's north, is a qualified black belt instructor in Tae Kwon Do and a former footballer.
Morrison's praise for 'invaluable contribution'
In a statement, Prime Minister Scott Morrison said Mr Gutwein "did not put a foot wrong" in his response to the COVID pandemic.
"He leaves politics with a world-best response to COVID and a Tasmanian economy thriving with jobs at a record high.
"As Prime Minister and beforehand as treasurer, I have always respected the way Peter has demonstrated strength and compassion in his leadership, delivering jobs and lifting communities," Mr Morrison said.
"Public life demands a great deal from all of us. Peter has come to the realisation that he has given it his all. Not only a public figure, Peter is a husband and father as well and he knows where he has to be.
"On behalf of his federal colleagues, I wish him and his wife Mandy, and children Finn and Millie, all the best for the next chapter in their life together."

Former Senate president Scott Ryan named as new envoy to Canada

Former Liberal Senator and Senate President Scott Ryan has been named as Australia's new High Commissioner to Canada, lifting the number of political appointees to senior diplomatic posts to a record high.
Foreign Minister Marise Payne announced the appointment of her former colleague on Monday, lifting the number of ambassadors, high commissioners and consuls-general drawn from the ranks of former politicians to 11.
The appointment is significant, given Canada's status as a longstanding ally and member of the Five Eyes intelligence sharing network.
Mr Ryan replaces career diplomat Natasha Smith.
"Australia and Canada have a close relationship founded on shared values and experiences. We are proud liberal democracies and federal systems," Senator Payne said.
"Australian and Canadian defence personnel have served side-by-side for over 100 years. We also share a deep commitment to celebrating our indigenous heritages."
Australia and Canada have a strong economic relationship with two-way trade standing at $6.4bn last year.
Canada is Australia's 11th-largest source of foreign investment, with two-way investment currently standing at $159bn.
Senator Payne said Canada was also a vital partner in key international bodies, particularly the UN, APEC, WTO, G20 and the OECD.
"Our two countries work together closely through the Five Eyes group. We co-operate on international issues such as climate change, global peace and security, human rights, and the empowerment of women and girls," she said.
Mr Ryan, who was travelling on Monday and unavailable for comment, was senator for Victoria from 2008-2021, and served as 25th president of the Senate from 2017-2021.
He previously served as special minister of state; minister assisting the prime minister for cabinet, minister for vocational education and skills, and assistant cabinet secretary.
Liberal MP Dave Sharma, a former ambassador to Israel, said Mr Ryan would make "a great High Commissioner to Canada".
"His political credentials mean he Will be able to plug into senior decision-makers in Ottawa, whilst his connections to the federal government in Canberra Will make him a trusted counterpart for this important Five Eyes partner," he said.
"This is one of those roles where a political appointment Will often prove more effective than a career diplomat."
The number of political appointees to top diplomatic posts has risen from two under the Whitlam government in 1974.
The Morrison government has now made nine political appointments to lead diplomatic missions, including former frontbencher Arthur Sinodinos as ambassador to the US, replacing former treasurer Joe Hockey, and former NSW premier Barry O'Farrell as High Commissioner to India.
Other Morrison government political appointees include former Liberal frontbencher Mitch Fifield (UN), former NSW premier Nick Greiner (New York), former Liberal senator David Bushby (Chicago), former Tasmanian premier Will Hodgman (Singapore), and former NSW Liberal MP Patricia Forsythe (Wellington).
Not all of the Coalition government's political appointments have been Liberals, with former Labor minister Gary Gray named ambassador to Ireland by the Morrison government.

Ms Dong's profile when she attended the Australia-China Youth Dialogue in Beijing with Mr Yang in 2014 said she had "enjoyed a rich experience as the editor of Youth newspaper (China) and national reporter for CCTV television station (China)".
China Central Television is the predominant network in mainland China, owned and controlled by the Chinese Communist Party.
It is not clear which newspaper Ms Dong was describing in her reference to "Youth". Asked whether she was referring to the China Youth Daily - run by the Communist Youth League of China - a spokesman for Ms Dong played down her role. "Jean has never been a career journalist," he said. "She was briefly a volunteer reporter for a high school student newspaper before she came to Australia as a teenager."
Ms Dong studied commerce at the University of Adelaide, graduating in 2009, and gained employment with consulting firm PwC.
"At the age of 21 I presented and convinced the PwC Australian leadership to consider Asia growth as a priority strategy and to achieve a clear advantage over its competitors," Ms Dong says in her video as photos are displayed of her with former prime minister Malcolm Turnbull, then Tasmanian Liberal premier Will Hodgman and former Labor foreign minister Bob Carr.
"At the age of 26 I successfully facilitated a mutual and long-term economic collaboration agreement through China-Australia free-trade agreement for both countries," she says as a photo appears of then prime minister Tony Abbott, Mr Xi and then trade minister Andrew Robb signing ChAFTA. The Australian has established that in 2014 Ms Dong entered the orbit of Mr Yang. The two emerging influential figures in the Chinese-Australian community were delegates at the 2014 Australia-Chinese Youth Dialogue in Beijing.
Mr Yang worked for Mr Andrews while he was opposition leader, from 2011 to 2013, and is credited with being the architect of the now Premier's pro-China strategy. There were only 30 delegates to the Beijing conference.
While it is unclear if the pair interacted during the conference, it is the first known association between Ms Dong and someone close to the Andrews camp.

Any Coalition staffers found to have committed lewd sex acts in Parliament Will be sacked, Finance Minister Simon Birmingham has warned.
Channel Ten and The Australian newspaper reportedly obtained videos and images of sexual encounters filmed inside Parliament House
Four Coalition staff members were reportedly involved, with one allegedly committing a lewd act on the desk of a female Liberal MP.
In a statement, Prime Minister Scott Morrison confirmed a staffer "at the centre of the allegations" had been identified and sacked.
"The reports aired tonight are disgusting and sickening," he said.
"It's not good enough and is totally unacceptable.
"My government has identified the staff member at the centre of these allegations and has terminated his employment immediately."
Senator Birmingham said he'd made attempts to contact the whistleblower.
"We Will undertake whatever other investigations we can, having acted swiftly last night where we could identify one individual," he told the ABC.
"And if we identify any others, then similar action Will be taken in relation to them."
Mr Morrison urged anybody with more information to come forward.
"The people who come to work in this building are better than this," he said.
"The actions of these individuals show a staggering disrespect for the people who work in Parliament, and for the ideals the Parliament is supposed to represent.
"I Will have more to say on this and the cultural issues we confront as a Parliament in coming days."
Earlier on Monday evening, Minister for Women Marise Payne told a parliamentary committee the allegations highlighted the need for the independent inquiry into the workplace culture of Parliament House, headed by Sex Discrimination Commissioner Kate Jenkins.
"As a senator for New South Wales, as a minister in this government, and a human being, it's appalling, " she said.
"The degrading nature of those actions which were shown in the media this evening is beyond disappointing and reinforces the imperative of the review that the Sex Discrimination Commissioner Will carry out.
"What I think that piece tonight reinforces is that the behaviours of perpetrators which are beyond unacceptable - and Will hopefully be dealt with through appropriate legal processes - must stop. And the only way they Will stop in this building is if the members and senators of this building make that happen."
Appearing on 730, Shadow Minister for Women Tanya Plibersek described the revelations as revolting.
"Obviously anyone who's behaved that way shouldn't be working in Parliament House," she said.
"But the bigger question is, how do we make sure this isn't a 24-hour political problem managed away by the government, but that real action is taken to provide a safe place for women who work in Parliament House?"
In a statement, a spokesperson for the Speaker of the House of Representatives, Tony Smith, and President of the Senate, Scott Ryan, said the Presiding Officers "were not aware of the incidents or allegations until they aired on Channel Ten".
"MPs and senators employ their own staff," they said.
"If the Presiding Officers are informed of the identities of the staff members, they are of course prepared to take action within the context of their responsibilities."
The man's sacking comes at a time when the workplace culture, particularly for women, within Parliament House is being intensely scrutinised.
Former staffer Brittany Higgins's allegation she was raped by a colleague in March 2019 resulted in Mr Morrison announcing a series of inquiries into the adequacy of support measures for women in the building, as well as the broader culture and how to improve it.
Sex Discrimination Commissioner Kate Jenkins has been appointed to head up the independent, cross-party review into the culture.
Ms Higgins's allegations and the treatment of women Australia more broadly, sparked marches and protests across the country.
Last week a federal government staff member resigned shortly after being accused in Tasmanian Parliament of calling a senior female politician a "meth-head c***" during his time working for then-premier Will Hodgman.

Victoria's top health bureaucrat Kym Peake resigns following coronavirus hotel quarantine inquiry
The head of Victoria's health department has resigned "to pursue other opportunities", less than two months after facing the state's hotel quarantine inquiry.
Department of Health and Human Services (DHHS) secretary Kym Peake came under fire at the inquiry for refusing to accept blame for the ill-fated program, claiming it was not solely her department's responsibility.
Ms Peake told the inquiry the program was run across multiple government departments despite evidence at the inquiry stating the public health administration body was in charge after the program was established.
During two days of at-times heated questioning, Ms Peake said it was a "matter of profound regret" that Victoria experienced a second wave.
"Kym Peake, who has served in the role for the last five years, has decided to step down from the position to pursue other opportunities," the Government said in a statement on Thursday afternoon.
Ms Peake announced her departure in an email to DHHS staff on Thursday, and referenced the "enormous collective effort" of recording consecutive days without coronavirus cases.
"You know that I believe in depth of leadership and the importance of new perspectives. This is how we Will continue to maintain the hard-won gains against the virus and ensure we build back better," she wrote.
"After deep reflection, I have decided to leave the Department. I do so knowing I leave it in incredibly capable hands."
Ms Peake's resignation comes a month after the head of the Department and Premier and Cabinet, Chris Eccles, quit his role.
She was one of several politicians and bureaucrats, including the state's Chief Health Officer, asked to provide additional evidence to the inquiry last month.
The wait for the documents meant the final findings Will be handed down before December 21, instead of the original deadline of November 6.
Instead, an interim report handed down last week made recommendations for the resumption of the state's hotel quarantine scheme.
Ms Peake revealed to the inquiry that she did always pass on issues in hotel quarantine to then-minister Jenny Mikakos, an issue that the interim report of the Coate inquiry highlighted.

Former Premier Will Hodgman steps down as business fund chair
FORMER Premier Will Hodgman has stepped down as the chair of the Australian Business Growth Fund, Federal Treasurer Josh Frydenberg announced.
Mr Hodgman, who resigned as Premier in January this year, was appointed as the inaugural chair of the fund in April.
No reason for Mr Hodgman's departure was revealed by Mr Frydenberg.
He Will be replaced by former NSW Premier Michael Baird.
The $540 million fund was announced as a federal government measure to support small and medium businesses through to coronavirus pandemic.
At the time of his appointment, Mr Hodgman said he was excited about the new opportunity.
"It won't be a full time job, but I'll be giving it 100 per cent. Coming from a state that's predominantly a small business state, I certainly understand the power of the small business sector to drive our economy and as we enter into recovery, this fund Will play a very important role in that."
Comment was sought from Mr Hodgman.

Tasmanian premier Will Hodgman resigns in shock announcement
The Tasmanian premier, Will Hodgman, has announced he Will resign from politics to spend more time with his family, in a shock announcement on Tuesday afternoon.
Hodgman, who has been premier since 2014, said he believed now was the "right time to allow for new leadership".
"I have this morning informed my cabinet colleagues and the prime minister of what is a very difficult decisions," he told media on Tuesday.
"I have been premier for just on six years and leader of the Liberal party for 14. I have given this job, which is an enormous honour and privilege, absolutely everything, and it is a job I have loved.
"It is undeniable that it had impact on my family and I want to thank them for their amazing support for the 17 and a half years that I have been a member of parliament -our children's whole lives.
"As we approach the halfway mark, with two more years of government, I believe that now is the right time for me to allow for new leadership."
Hodgman had previously told media in December he had no plans to step down, but he revealed on Tuesday he changed his mind after discussing it with family over Christmas. "I didn't finally arrive to it until the last day or so," he said.
"I've taken time to reflect with my family over the Christmas period [and realised] it was unlikely, indeed would not be the case, that I would want to contest the next election.
"This gives new leadership an opportunity, at this point in time with the foundations well set."
He said his replacement as premier would be a matter for the state parliamentary Liberal party, which would meet next week to determine the new party leader.
Hodgman was first elected as a state MP for the seat of Franklin, in the state's south, in 2002, and was elected leader of the Tasmanian Liberal party in 2006.
At the 2018 state election, his government was returned with a majority of 13 seats out of 25 in the lower house, making him the second Liberal premier to win consecutive elections in the state's history.
"I leave this job with Tasmania in a better place than when we started," he said on Tuesday.
The outgoing premier listed his achievements in education, renewable energy and the establishment of the state's first minister for the prevention of family and sexual violence.
"As we face the reality of climate change, we are delivering a Tasmanian climate action plan," he said. "We are on track to 100% self-sufficient in renewable energy generation by 2022 [and] Tasmania is ready to play its part in Australia's response to climate change by becoming the renewable energy powerhouse of the nation."
He said school retention rates had increased by 10% since 2014 and his government had boosted access for disadvantaged communities and students with disabilities.
"I have given this job everything but I do believe it is the right time for someone else to do it," Hodgman said.
"Our children have grown up with me in the public spotlight and it often hasn't been easy. There is no denying that this job has an impact on your personal life and your family."
