Ex-CIA chief wrote Hunter Biden laptop 'disinfo' letter for Joe Biden to use as 'talking point' during debate
The ex-CIA chief who wrote the letter signed by 51 former intelligence officials attempting to discredit The Post's report on Hunter Biden's infamous laptop told another former top intelligence official that he was drafting it as a "talking point" for Joe Biden to use during a debate with President Donald Trump.
Former acting CIA Director Michael Morell told fellow former CIA boss John Brennan in an Oct. 19, 2020, email - obtained by Just the News - that he was attempting to give Biden's 2020 presidential campaign some ammunition to "push back on Trump" during the debate as he urged Brennan to sign on to the letter calling Hunter Biden's laptop a possible Russian disinformation operation.
"Can I add your name to this list?" Morell asks Brennan in the email.
"Trying to give the campaign, particularly during the debate on [Oct. 22, 2020], a talking point to push back on Trump on this issue," Morell explains, admitting the letter was to help Biden during his showdown with Trump.
Brennan responded: "Ok, Michael, add my name to the list. Good initiative. Thanks for asking me to sign on."
The smoking-gun email exchange shows that Brennan knew Morell's political motivation before he signed on to the letter.
The Post learned on Thursday that Brennan will sit with members of the House subcommittee on the weaponization of the federal government for a transcribed interview related to the letter on May 11.
Former Director of National Intelligence James Clapper, who also signed on to the letter, will appear for an interview before the panel on May 17, a source familiar with the plans told The Post.
Morell's email also sheds light on other members of the US intelligence community who were asked to add their name to the project but didn't.
"Will be adding Leon, Sue Gordon, Jeh Johnson, George, Lisa Monaco, and Mike Rogers (DIRNSA) today. And working on adding Dan Coats, Mike Rogers (HPSCI), and Tom Bossert," Morell writes.
Of those officials Morell mentions, it appears that only former CIA Director Leon Panetta added his name to the letter.
The CIA's former Moscow station chief, Daniel Hoffman, told Fox News last week that he too was given the chance to sign the letter but he ultimately refused because there was "no evidence" of Russian involvement in Hunter Biden's laptop scandal.
"It was not up to us to speculate. So I didn't sign the letter. I typically don't put my name to other people's words," Hoffman said.
House Judiciary Committee Chairman Jim Jordan (R-Ohio), who also leads the government weaponization subcommittee, revealed last month that Morell testified before his panel that he drafted the letter and that Secretary of State Antony Blinken - then a Biden campaign adviser - was the "impetus" behind the attempt to discredit The Post.
Jordan and House Intelligence Committee Chairman Mike Turner (R-Ohio) informed Blinken last week that they would be investigating his role in the production of the letter.
On the same day Morell's email exchange with Brennan took place, Politico published a report on the letter, and during Biden's Oct. 22, 2020, debate against Trump, he used it to deflect accusations about his involvement in overseas influence-peddling schemes by claiming The Post had reported on "a Russian plant."

Former acting CIA director Michael Morell told fellow former CIA boss John Brennan in an Oct. 19, 2020, email - obtained by Just the News - that he was attempting to give Biden's 2020 presidential campaign some ammunition to "push back on Trump" during the debate as he urged Brennan to sign on to the letter calling Hunter Biden's laptop a possible Russian disinformation operation.
"Can I add your name to this list?" Morell asks Brennan in the email.
"Trying to give the campaign, particularly during the debate on [Oct. 22, 2020], a talking point to push back on Trump on this issue," Morell explains, admitting the letter is to help Biden during his showdown with Trump.
To which, Brennan responded: "Ok, Michael, add my name to the list. Good initiative. Thanks for asking me to sign on."
The smoking-gun email exchange shows that Brennan knew Morell's political motivation before he signed on to the letter.
The Post learned on Thursday that Brennan will sit with members of the House subcommittee on the weaponization of the federal government for a transcribed interview related to the letter on May 11.
Former Director of National Intelligence James Clapper, who also signed on to the letter, will appear for an interview before the panel on May 17, a source familiar with the plans told The Post.
Morell's email also sheds light on other members of the US intelligence community who were asked to add their name to the project but didn't.
"Will be adding Leon, Sue Gordon, Jeh Johnson, George, Lisa Monaco, and Mike Rogers (DIRNSA) today. And working on adding Dan Coats, Mike Rogers (HPSCI), and Tom Bossert," Morell writes.
Of those officials Morell mentions, it appears that only former CIA Director Leon Panetta added his name to the letter.
The CIA's former former Moscow station chief, Daniel Hoffman, told Fox News last week that he was also given the chance to sign the letter but he ultimately refused because there was "no evidence" of Russian involvement in Hunter Biden's laptop scandal.
"It was not up to us to speculate. So I didn't sign the letter. I typically don't put my name to other people's words," Hoffman said.
House Judiciary Committee Chairman Jim Jordan (R-Ohio), who also leads the government weaponization subcommittee, revealed last month that Morell testified before his panel that he drafted the letter and that Secretary of State Antony Blinken - then a Biden campaign adviser - was the "impetus" behind the attempt to discredit The Post.
Jordan and House Intelligence Committee Chairman Mike Turner (R-Ohio) informed Blinken last week that they would be investigating his role in the production of the letter.
On the same day Morell's email exchange with Brennan took place, Politico published a report on the letter and during Biden's Oct. 22, 2020, debate against Trump, he used it to deflect accusations about his involvement in overseas influence-peddling schemes by claiming The Post had reported on "a Russian plant."

In a major reversal, Donald Trump has stripped chief strategist Steve Bannon of his position on the National Security Council, resolving a long simmering source of tension in national security circles. Since his appointment to the N.S.C. in January, critics had raised concerns that Bannon, a political operative with no relevant experience, might push the Council to make military decisions with political considerations in mind. Now Bannon is out, according to a notice filed Wednesday in the Federal Register. Trump's reshuffling of the Council consolidates the power of his national security adviser, Gen. H.R. McMaster, by giving him control of the Homeland Security Council and effectively demoting Homeland Security Adviser Tom Bossert.

The White House sought to spin the shake-up as a minor change. Bloomberg cited an anonymous White House official as saying that Bannon had never attended an N.S.C. Principals meeting, and that his key function had been to monitor General Michael Flynn, Trump's first national security adviser. Bannon, who will retain his security clearance, was presumably no longer needed on the council after Flynn resigned in February over his conversations with the Russian ambassador. "It's not like this is a major shake-up," one administration official told Politico.

In a statement to The Wall Street Journal, Bannon said that his role on the committee was to "de-operationalize" the N.S.C. after former national security adviser Susan Rice, whom Trump recently accused of "unmasking" campaign officials in contact with the Russian government, had "operationalized" it during the Obama era. "General McMaster has returned the N.S.C. to its proper function," he said, without explaining what any of these terms meant. (As several reporters were quick to point out, Bannon's statement closely mirrored the quotes a "senior W.H. official" gave multiple publications.)

The announcement came as something of a shock to the political world, in which Bannon had increasingly come to be seen as a "shadow president" within the White House, and its ideological architect. But it appears that Bannon, who has no prior governmental experience, may have overreached. While the former Breitbart executive had always been an object of fascination, and repulsion, in the media, in recent weeks Bannon had also become an object of ridicule. He was blamed for much of the early chaos in the West Wing, such as the uproar over the president's so-called "Muslim ban," which now seems more incompetent than strategic. He was widely mocked for his ineffectual demand that recalcitrant G.O.P. lawmakers support the president's doomed health-care bill, and got caught in the crossfire when Breitbart took aim at the bill. And he appears to be losing key allies in the White House. While McMaster was said to have orchestrated Bannon's ouster, Politico reported later Wednesday that the move was encouraged by Jared Kushner, Trump's son-in-law, who had in recent weeks asked "searching questions" about Bannon's performance. "Big fight is between nationalists and the 'West Wing Democrats," one senior administration official told the outlet, noting that Kushner sees Bannon as a greater problem for the administration than Chief of Staff Reince Priebus.

Bannon's outsized profile may have irked Trump, too. "We are also told though that maybe the president wasn't particularly happy with the way that Bannon had been grabbing the limelight and that may have played into all of this," Fox News's John Roberts reported.

The reshuffling restores national intelligence director Dan Coates and the chairman of the Joint Chiefs of Staff General Joseph Dunford to the status of "regular attendees" of the Principals Committee meetings. Their initial removal from the council stirred outcry during the beginning of the administration, and was widely seen as a power move by Flynn to consolidate his power by limiting the influence of active military personnel over his decision-making.

The Trump administration's move to loosen rules of engagement for U.S. cyberattacks has prompted questions about how the military will carry out offensive digital strikes, and whether hostilities with foreign adversaries will rapidly escalate.

Cybersecurity experts and former officials said it was impossible to determine whether President Trump's move was a step in the right direction or a mistake because the details of such policies are classified.

"The devil is in the details," said Tom Bossert, who as Mr. Trump's homeland security adviser counseled him on cybersecurity, until he was forced out of his job in April by John Bolton, Mr. Trump's national security adviser.

Mr. Trump on Wednesday reversed an Obama-era set of classified rules dictating an elaborate interagency process that must be followed before cyberweapons can be deployed.

President Trump appointed Rear Adm. Douglas Fears Friday as his new homeland security adviser, the latest staff change at the White House National Security Council.
White House national security adviser John R. Bolton said Adm. Frears "brings more than three decades of experience across a range of vital homeland security areas including counterterrorism, cybersecurity, and disaster response, to the NSC."
"Doug will serve as the president's homeland security advisor and my point person on an array of vital tasks ranging from overseeing the NSC cybersecurity directorate to coordinating the interagency efforts during disaster response," Mr. Bolton said.
Adm. Fears has extensive experience in government and is a graduate of the U.S. Coast Guard Academy, the U.S. Naval War College, and Harvard.
The move comes after Tom Bossert was ousted as Mr. Trump's White House homeland security adviser this spring, shortly after Mr. Bolton took over for Gen. H.R. McMaster.
Adm. Fears has spent more than 30 years in the U.S. Coast Guard and had been serving as an acting homeland security adviser in recent weeks. He has been serving as senior director for resilience policy on the NSC staff. He also served on eight ships around the world, and served as commanding officer on three of those ships.

John Bolton is reportedly scrapping the White House cybersecurity chief position

As part of National Security Adviser John Bolton's full overhaul of the National Security Council, he's "leading the push to abolish the role of special assistant to the president and cybersecurity coordinator," the top White House cybersecurity job, Politico reports, citing one current and two former U.S. officials. One of the former officials said there's a "60-40" chance the White House eliminates the job, potentially leaving the U.S. government rudderless heading into elections in which Russia is widely expected to meddle.

When it comes to cybersecurity, a second former official told Politico, Bolton's "not interested in it. He doesn't see the point in it. … There's a serious concern on the [NSC] right now, particularly the [cyber team], of what the fate of their directorate is moving forward," and morale "is definitely low." The current cybersecurity coordinator, Rob Joyce, is returning to the National Security Agency, "in part because of frustration with how Bolton's team approaches cyber policy," Politico reports. "When Bolton arrived, he forced out homeland security adviser Tom Bossert, a cyber expert who supervised Joyce's team."

NSC spokesman Robert Palladino told Politico that "cyber is a key priority for the Trump administration." And if the coordinator position is eliminated, responsibility could shift to Bolton's deputy, Mira Ricardel, who reportedly supports eliminating the position, or Josh Steinman, a Michael Flynn protégé who reportedly has scant cybersecurity experience and is disliked by career staffers. Scrapping the job would also send a message to other countries "that the U.S. is taking the gas pedal off of cybersecurity as a key national security issue," warned former NSC cyber policy director Megan Stifel.

"The Obama administration was slow and ineffective in its response to Russian election interference in 2016," The Washington Post says in an editorial "But it is now on President Trump and his team to prepare for a new round of Kremlin cyberattacks - and this White House, too, is falling short." Tom Bossert, White House homeland security advisor, is resigning, the White House confirmed Tuesday.

Background, per Axios' Jonathan Swan: Senior staff were initially worried about former National Security Advisor Mike Flynn, and thought somebody was needed to "keep an eye on him." Bossert was partly brought in to fulfill that role, and focused more on domestic terrorist threats. But it never worked out that way, as Flynn was gone in a matter of weeks. Then General H.R. McMaster came in and essentially pushed that part of his job aside. He had a very important role on natural disasters, but very different than what he was brought in to do.

Bossert also didn't have much of a relationship with the president until the hurricanes, when he briefed Trump on those. Trump thought he did a good job and thought that for the most part he was pretty good on TV, but Bossert wasn't a guy who spent a lot of time with Trump in the Oval Office.
A source who's worked with Bossert in the White House tells Swan: "His primary role ended up being the point person responding to the natural disasters, of which there were many. He invested a lot of time, effort and energy in that.

"[W]hen McMaster came in he essentially took away [Bossert's] counter-terrorism portfolio. He never lost the title but in reality he was frustrated with the fact that whole half of his portfolio got taken away."
Bossert also tried to lead efforts on cyber security, which never fully came to fruition. A huge interagency process, lots of reasons for the hiccups. A lot of work has been done but it's never been completed.
White House statement: "The President is grateful for Tom's commitment to the safety and security of our great country," said Press Secretary Sarah Sanders. "President Trump thanks him for his patriotic service and wishes him well."
