Vindman, Not Whistleblower, Was Driving Force Behind Impeachment
New book shows how Lt. Col. Alex Vindman was the real instigator of the Ukraine investigation that formed the pretext for Democrats' impeachment of President Trump.
The most interesting thing about Byron York's exhaustively reported and richly detailed new impeachment book, "Obsession: Inside the Washington Establishment's Never-Ending War on Trump," is that the whistleblower who filed the official complaint that got impeachment rolling isn't ever identified.
It turns out that the heated discussion over the whistleblower, who was previously identified by Real Clear Investigations as the CIA's Eric Ciaramella, was a diversion from allowing the American people to understand who was the actual instigator of the failed effort to oust President Donald Trump from office.
Rather than being a witness who independently supported the claims of the whistleblower, the National Security Council's Lt. Col Alex Vindman was the driving force behind the entire operation, according to the book's interviews with key figures in the impeachment probe and other evidence. The whistleblower's information came directly from Vindman, investigators determined.
"Vindman was the person on the call who went to the whistleblower after the call, to give the whistleblower the information he needed to file his complaint," said Rep. Lee Zeldin, R-N.Y.
"For all intents and purposes, Vindman is the whistleblower here, but he was able to get somebody else to do his dirty work for him," explained one senior congressional aide.
Vindman was the only person at the National Security Council (NSC) listening in on the infamous call between President Donald Trump and Ukraine President Volodymyr Zelensky to be concerned by it. Vindman immediately began talking to his identical twin brother Lt. Col. Yevgeny Vindman, who also worked at the NSC. The twins both complained to NSC Counsel John Eisenberg. Alex Vindman talked about it with his direct supervisor Tim Morrison, who was also on the call. He talked about it with another NSC lawyer, Michael Ellis.
Vindman testified that he talked to only two people outside the NSC. One was George Kent, a State Department official who dealt with Ukraine. He refused to say who the other person was. Both Vindman and Rep. Adam Schiff, D-Calif., who led the impeachment proceedings, strenuously resisted any attempt by investigators to discuss who the other individual was, admitting only that it was a member of the "intelligence community," the same nebulous descriptor used for the whistleblower.
In his complaint, the whistleblower claimed "multiple White House officials with direct knowledge of the call" described to him the contents of the conversation. It is unclear if he was sourcing his knowledge just to multiple Vindmans or any other White House officials.
The description of the call appeared to come from the White House's rough transcript, which Vindman helped prepare. It repeated Vindman's unique interpretation of the call as seeking foreign interference in a campaign. It mentioned that lawyers had been informed, and Vindman had done just that. The complaint also included information from public news reports.

Lt. Col. Alexander Vindman, a key witness in House Democrats' impeachment inquiry against President Donald Trump, announced his retirement from the U.S. military on Wednesday, blaming Trump for shortening his military career.
Vindman, a Purple Heart recipient in the Iraq War, had worked at the National Security Council (NSC) and heard the telephone call between Trump and Ukrainian President Volodymyr Zelensky in July which Democrats claimed Trump coerced his counterpart to interfere in the 2020 presidential election by launching investigations into Joe Biden.
After overhearing the call, Vindman complained to NSC counsel - though not to his immediate supervisor, Tim Morrison. In his closed-door tesTimony, he admitted that he did not think the president had done anything "illegal," merely that he had done something "wrong." He also complained that the president's policymaking in the region had gone outside the "interagency consensus," a claim that Republicans said showed Vindman's primary concerns were about foreign policy, which is set by the president and not by the executive agencies that are supposed to report to him.

Pg 15 Jennifer Williams states she was not on the April 21 st., phone call President Trump had with President Zelensky. She did read a transcript of the call in preparation of V.P. She stated it was a relatively brief call between POTUS and Zelensky focused on congratulating him on his victory in the Presidential Election which had taken place on that day. Pg 19 General Kellogg's role in preparing the calls: He was present for the call with V.P. Pence and well as the pre breifing and reviews the talking points that Jennfier Williams prepared. She also states that General Kellogg speaks with POTUS quite frequently though she has never been to the oval for those conversations.

The update indicated that OMB was holding the assistance in order to conduct a further review to ensure that the security assistance was still in line with administration priorities. Dem Rep Spreads Chinese Propaganda While Blaming Coronavirus Deaths on Trump
An Illinois Democrat who accused President Donald Trump of killing Americans by lying to the public about the coronavirus also spread pro-China misinformation about the deadly disease during a townhall with constituents.
As COVID-19 spreads across the nation, Rep. Sean Casten (D., Ill.) has repeatedly attempted to blame Trump and Republicans for the death toll, accusing them of spreading fatal misinformation about the pandemic. Casten himself, however, has misinformed the public about China's role in the pandemic. When one of his constituents asked about the early Chinese response to the outbreak at a March 21 electronic town hall, the congressman refused to talk about the regime's coverup of the virus. Instead, he incorrectly said that China had successfully isolated the outbreak in Wuhan.
"China, to their credit, once they realize they had a problem, shut down the entire province that this was in and they seem to have largely isolated the cases in China," Casten said. "We have missed that window in the United States."
In reality, however, China has failed to isolate the cases in the province of Wuhan, the origin of the illness. The virus has spread to nearly every part of the country, killing thousands in distant provinces such as Guangdong and Zhejiang. And while China's self-reported data indicate the worst has passed, reports of funeral homes overflowing with urns have led critics to believe that the regime is grossly underreporting the impact of the pandemic. One media report, for instance, esTimates China's coronavirus deaths are in the tens of thousands, as opposed to the officially reported count of 3,308.
"A *single mortuary* in Wuhan reportedly ordered more urns in two days than the Chinese Communist Party has reported total deaths in the whole country," tweeted Sen. Tom Cotton (R., Ark.) on March 29. "I'm sure you're shocked by evidence of Chinese lies."
During his townhall, a constituent asked Casten why China did not react sooner during the early days of the pandemic. In response, the Illinois congressman said the origin of the outbreak was irrelevant since "viruses don't know borders."
"The best esTimate is that it did move into people from the wet market of China," Casten said. "But once that virus was out there, it's sort of trivial that it came from China."
In reality, China significantly exacerbated the coronavirus outbreak by initially downplaying its danger in state media outlets and punishing whistleblowers, doctors, and journalists who tried to collect accurate information about the disease. The delayed Chinese response to the outbreak-which only started in late January, more than a month since patient zero-has cost lives: One study found that if China started its response three weeks earlier, there would have been 95 percent fewer cases.
Casten's office did not respond to a request for comment.
Casten also asserted the United States shut down its pandemic response team in the National Security Council, a false claim repeated by many Democrats and mainstream media outlets. Trump merely consolidated several redundant teams, including those tasked with the pandemic response, into one office while retaining much of their original staff, according to Tim Morrison, who previously led the consolidated office.
Casten has frequently accused Trump and his Republican allies of disseminating misinformation about coronavirus. He went as far as to demand that media outlets refuse to broadcast the president's daily coronavirus press conferences, arguing that the briefings are "getting people killed."
"Media: stop spreading lies," he tweeted on March 27. "That includes the President's press conferences. They are getting people killed. I have constituents who are convinced this is a hoax and they need to go back to work. Take away his platform."

No, the White House didn't 'dissolve' its pandemic response office. I was there
Tim Morrison is a senior fellow at the Hudson Institute and former senior director for counterproliferation and biodefense on the National Security Council.
President Trump gets his share of criticism - some warranted, much not. But recently the president's critics have chosen curious ground to question his response to the coronavirus outbreak since it began spreading from Wuhan, China, in December.
It has been alleged by multiple officials of the Obama administration, including in The Post, that the president and his then-national security adviser, John Bolton, "dissolved the office" at the White House in charge of pandemic preparedness. Because I led the very directorate assigned that mission, the counterproliferation and biodefense office, for a year and then handed it off to another official who still holds the post, I know the charge is specious.
Now, I'm not naive. This is Washington. It's an election year. Officials out of power want back into power after November. But the middle of a worldwide health emergency is not the Time to be making tendentious accusations.
When I joined the National Security Council staff in 2018, I inherited a strong and skilled staff in the counterproliferation and biodefense directorate. This team of national experts together drafted the National Biodefense Strategy of 2018 and an accompanying national security presidential memorandum to implement it; an executive order to modernize influenza vaccines; and coordinated the United States' response to the Ebola epidemic in Congo, which was ulTimately defeated in 2020.
It is true that the Trump administration has seen fit to shrink the NSC staff. But the bloat that occurred under the previous administration clearly needed a correction. Defense Secretary Robert Gates, congressional oversight committees and members of the Obama administration itself all agreed the NSC was too large and too operationally focused (a departure from its traditional role coordinating executive branch activity). As The Post reported in 2015, from the Clinton administration to the Obama administration's second term, the NSC's staff "had quadrupled in size, to nearly 400 people." That is why Trump began streamlining the NSC staff in 2017.
One such move at the NSC was to create the counterproliferation and biodefense directorate, which was the result of consolidating three directorates into one, given the obvious overlap between arms control and nonproliferation, weapons of mass destruction terrorism, and global health and biodefense. It is this reorganization that critics have misconstrued or intentionally misrepresented. If anything, the combined directorate was stronger because related expertise could be commingled.
The reduction of force in the NSC has continued since I departed the White House. But it has left the biodefense staff unaffected - perhaps a recognition of the importance of that mission to the president, who, after all, in 2018 issued a presidential memorandum to finally create real accountability in the federal government's expansive biodefense system.
The NSC is really the only place in government where there is a staff that ensures the commander in chief gets all the options he needs to make a decision, and then makes sure that decision is actually implemented. I worry that further reductions at the NSC could impair its capabilities, but the current staffing level is fully up to the job.

WASHINGTON (AP) - The Trump administration has informed Moscow that the U.S. is open to holding a summit with other permanent members of the United Nations Security Council in hopes of pushing for three-way arms control pact with Russia and China, a senior administration official said Friday.
The New START treaty, the last major arms-control treaty remaining between the U.S. and Russia, expires in 2021. There has been talk of negotiating an extension to the existing treaty, but the White House thinks the next generation of arms control must also include China, which is expected to at least more than double its stockpile during the next decade
Russia has asked the U.S. to extend the New START treaty for up to five years, but Moscow also has embraced the idea of bringing China into an agreement. The U.S. and Russia have has three bilateral meetings. The U.S. and China have discussed having a similar dialogue, but the planned meeting would be the first Time that representatives of all three countries would be at the same table discussing the issue.
"Russia wants to make a deal very much on arms control and nuclear. And that's smart. And so do we. We think it would be a good thing," Trump said at a news conference in December in London with NATO Secretary-General Jens Stoltenberg. "And we'll also certainly bring in, as you know, China. And we may bring them in later, or we may bring them in now."
China has nuclear weapons, ballistic missile capabilities and the know-how to make chemical and biological weapons - and it is updating its nuclear arsenal. Beijing also has signed various international weapons agreements, but none limiting nuclear weapons.
The Time and place of the meeting has not been determined, but a senior administration official said the U.S. will use the gathering to pursue a trilateral arms control agreement that would bring China into the fold. The meeting is expected to include leaders of the U.S., Russia, China, Britain and France - the five permanent members of the United Nations Security Council. The official spoke on condition of anonymity according to White House guidelines.
The United States will use this opportunity to bring both Russia and China into the international arms control framework and head-off a costly arms race, the administration official said.
Tim Morrison, former senior director for countering weapons of mass destruction at the National Security Council at the White House, said other countries might need to be pulled into arms control agreements in the future.
"I think it is essentially the direction of the future not only to bring the Chinese around to the necessity of negotiated restraint on weapons of mass destruction, and particularly nuclear weapons, but also to begin to think about the other nuclear weapon states … particularly India and Pakistan and focus on how we ensure that we do not face a highly nuclearized security environment in the future," Morrison said at a recent event at George Washington University.

Vindman's boss Tim Morrison testified that Vindman was untrustworthy, was a leaker who thought he was in charge.

He advised on direct action, foreign internal defense, intelligence and Pakistani aspects of the war in Afghanistan.
He also was the national security and foreign affairs adviser for GOP Senators Gordon Smith and Mike Johanns and worked on Iran sanctions measures during the 110th Congress.

The husband of Democrat Rep. Debbie Mucarsel-Powell (D-FL), who sits on the House Judiciary Committee, reportedly took $700,000 from firms connected to a Ukrainian oligarch who has allegedly been "accused of ordering contract killings."
Democrats are set to move their impeachment hearings from the Intelligence Committee to the Judiciary Committee this week with hearings to officially begin tomorrow.
The Miami Herald reported last year:
Public records show that Debbie Mucarsel-Powell's husband, Robert Powell, spent much of the last 10 years as general counsel for companies owned at least in part by Igor Kolomoisky, a wealthy Ukrainian businessman involved in banking and mining. In federal financial disclosures, Mucarsel-Powell reported that her husband of 15 years earned most of their household income during the previous two years - at least $695,000 - from a ferroalloys trading corporation associated with Kolomoisky.
The connections between Robert Powell and Kolomoisky were first reported by Daily Beast reporter Betsy Swan last year - who also highlighted some of the allegations that have been made against the Ukrainian oligarch.
Swan reported in April 2018 that the FBI was "investigating" Kolomoisky over "potential financial crimes, including money laundering, according to the sources, who say the probe is wide-ranging and has been under way for quite some Time. Kolomoisky has not been charged with any crime, and a lawyer representing him said he denies any wrongdoing."
"Kolomoisky has a host of enemies. He's been accused of commissioning contract killings," Swan continued. "And in 2016, Ukraine's central bank nationalized Kolomoisky's PrivatBank because it didn't have enough cash. Billions of dollars disappeared from its coffers because it lent so much to Kolomoisky associates, according to the FT. The move was widely viewed in the West as a victory for transparency and good governance, in a country whose politics are impoverished on both counts."
Robert Powell's connections to Kolomoisky could create a significant distraction for Democrats during their impeachment hearings since they launched their inquiry into President Donald Trump over a July 25 phone call that he had with Ukrainian President Volodymyr Zelensky.
Democrats claim that Trump pressured Zelensky into investigating former Vice President and current Democratic presidential candidate Joe Biden in exchange for U.S. military assistance to Ukraine, which Democrats claim amounts to a quid pro quo or bribery.
So far, Democrats' claims that Trump engaged in a quid pro quo or bribery have largely not been substantiated in their public impeachment hearings as multiple witnesses, including Ambassador Marie Yovanovitch, Senior NSC official Tim Morrison, Ambassador Kurt Volker, and Ambassador Gordon Sondland all testified that there was no quid pro quo during the phone call.
In a separate report, The Daily Beast noted that the connections between Debbie Mucarsel-Powell's husband and the Ukrainian oligarch left many concerned. "Anders Aslund, a senior fellow at the Atlantic Council who focuses on Russia and Ukraine, said the link is concerning, citing accusations that Kolomoisky has been involved in billion-dollar criminal schemes and contract killings," The Daily Beast reported. "He called the ties 'highly suspicious."
"When you work for a guy like that, you know what you're dealing with," said Edward Chow, a senior fellow at the Center for Strategic and International Studies. "There should be no illusion of what you're dealing with, even if the business you have to conduct for him in the United States is completely clean. You know where the wealth came from. There should be no reason not to know, because everyone knows."

Democrats Announce New Impeachment Moves On Trump
The Democrat-controlled House Judiciary Committee announced on Tuesday that it is moving forward with Democrats' impeachment hearings and has scheduled hearings for next week.
Chairman Jerry Nadler sent a letter to the White House on Tuesday notifying the Trump administration that his committee had scheduled its first impeachment hearing for next Wednesday, December 4.
"The Committee intends this hearing to serve as an opportunity to discuss the historical and constitutional basis of impeachment, as well as the Framers' intent and understanding of terms like 'high crimes and misdemeanors,'" Nadler wrote. "We expect to discuss the constitutional framework through which the House may analyze the evidence gathered in the present inquiry. We will also discuss whether your alleged actions warrant the House's exercising its authority to adopt articles of impeachment."
"The Committee looks forward to your participation in the impeachment inquiry as the Committee fulfills its constitutional duties," Nadler continued. "While we invite you to this hearing, we remind you that if you continue to refuse to make witnesses and documents available to the committees of jurisdiction, under H. Res. 660, 'the chair shall have the discretion to impose appropriate remedies.'"
The move comes after Democrats on the House Intelligence Committee held public impeachment hearings over the last two weeks on President Donald Trump's July 25 phone call with Ukrainian President Volodymyr Zelensky.
During the hearings, multiple witnesses, including Ambassador Marie Yovanovitch, Senior NSC official Tim Morrison, Ambassador Kurt Volker, and Ambassador Gordon Sondland all testified that there was no quid pro quo during the phone call.
Lieutenant General Keith Kellogg, who is Vice President Mike Pence's National Security Adviser, released a statement last week stating that he was on the call and nothing improper took place.
"I was on the much-reported July 25 call between President Donald Trump and President Zelensky," Kellogg wrote. "As an exceedingly proud member of President Trump's Administration and as a 34-year highly experienced combat veteran who retired with the rank of Lieutenant General in the Army, I heard nothing wrong or improper on the call. I had and have no concerns."
Kellogg's statement came in response to tesTimony from Pence adviser Jennifer Williams before the Intelligence Committee.
The New York Times reported on Williams' closed-door tesTimony last month, noting that she felt that the phone call was 'unusual and inappropriate.'"
Democrats' impeachment momentum appears to have started to gradually slow down as new polling found that interest in impeachment had dropped 5-points among Democrat voters.
At the start of the week, Democrat Rep. Brenda Lawrence (MI) - who beat her Republican opponent by 64 points in 2018 - said on a podcast that she saw "no value" in impeachment after she had repeatedly supported the effort in the months prior.
"You can censure, you don't have to remove the president," Lawrence said. "We are so close to an election. I will tell you, sitting here, knowing how divided this country is, I don't see the value of kicking him out of office, but I do see the value of putting down a marker saying his behavior is not acceptable."

A CIA officer who filed a second-hand whistleblower complaint against President Trump has gotten cold feet about testifying after revelations emerged that he worked with Joe Biden, former CIA Director John Brennan, and a DNC operative who sought dirt on President Trump from officials in Ukraine's former government.
According to the Washington Examiner, discussions with the whistleblower - revealed by RealClearInvestigations as 33-year-old Eric Ciaramella have been halted, "and there is no discussion of tesTimony from a second whistleblower, who supported the first's claims."
Ciaramella complained that President Trump abused his office when he asked Ukraine to investigate corruption allegations against Joe Biden and his son Hunter, as well as claims related to pro-Clinton election interference and DNC hacking in 2016.
On Thursday, a top National Security Council official who was present on a July 25 phone call between Trump and Ukrainian President Volodomyr Zelensky testified that he saw nothing illegal about the conversation.
"I want to be clear, I was not concerned that anything illegal was discussed," said Tim Morrison, former NSC Senior Director for European Affairs who was on the July 25 call between the two leaders.

And now, the partisan whistleblowers have cold feet;
"There is no indication that either of the original whistleblowers will be called to testify or appear before the Senate or House Intelligence committees. There is no further discussion ongoing between the legal team and the committees," said the Examiner's source.
The whistleblower is a career CIA officer with expertise in Ukraine policy who served on the White House National Security Council during the Obama administration, when 2020 Democratic presidential candidate Joe Biden was "point man" for Ukraine, and during the early months of the Trump administration. -Washington Examiner

On Thursday, the House passed a resolution establishing a framework for Trump impeachment proceedings, belatedly granting Republicans the ability to subpoena witnesses, but only if Schiff and fellow Democrats on the Intelligence Committee agree.
Mark Zaid, who along with Andrew Bakaj is an attorney for both the original whistleblower and the second whistleblower, told the Washington Examiner the legal team was willing to work with lawmakers so long as anonymity is ensured. "We remain committed to cooperating with any congressional oversight committee's requests so long as it properly protects and ensures the anonymity of our clients," Zaid said.
