MOSCOW, January 21. /TASS/. Russian Foreign Minister Sergey Lavrov expects consistency in the dialogue with new UN Secretary-General's Special Envoy for Syria Geir Pedersen.
"We definitely highly value our cooperation in the Astana format and with the UN in promoting the political process in correspondence with [UN Security Council's] Resolution 2254. So, we hope for continuity and your working experience both in the structures of your homeland and in international organizations, including the UN," Lavrov said at a meeting with Pedersen on Monday.
The Russian minister especially noted the contribution to the work to implement Resolution 2254 made by former UN Special Envoy for Syria Staffan de Mistura, highlighted that the joint efforts of the UN, Russia and the Middle East countries made it possible to achieve numerous results "on land" in Syria, including humanitarian issues.
The Russian foreign minister also noted that there is the growing understanding in the region that it is necessary to apply more efforts now to create conditions which would facilitate the return to Syria of citizens which had to leave the country. "Just a few days ago participants of the meeting of the League of Arab States for economic issues spoke in favor of supporting Syria, so that the refugees could return faster," Lavrov specified.

Top diplomats from Russia, Turkey and Iran have agreed to ensure that a 150-strong committee to draft a new Syrian constitution will convene for the first time early next year as they wrapped up a meeting in Geneva on Tuesday.
"We have agreed to take efforts aimed at convening the first session of the Syrian constitution committee early next year. These steps will lead to the launch of a viable and lasting Syrian-owned, Syrian-led, UN-facilitated political process," Russian Foreign Minister Sergey Lavrov said in a statement following the meeting hosted by UN Special Envoy for Syria Staffan de Mistura.
The agreement, which could pave the way for political reconciliation in the war-ravaged country, was struck between Lavrov, Turkish Foreign Minister Mevlut Cavusoglu, and Iranian Foreign Minister Javad Zarif.
The creation of the 150-member body was first envisaged during a UN-backed summit in Sochi last January, which reinvigorated the stale Geneva peace process. However, efforts had been without a major breakthrough due the parties' inability to agree on the composition of the committee.
The body will consist of 50 representatives from the Syrian government, 50 representatives from the opposition, and the remaining 50 are intended to be "independent" delegates of civil society chosen by the UN.
The latter has become a bone of contention, with Damascus reportedly opposing some of the candidates.
The list has not been finalized as of yet, but the trio of Russia, Turkey and Iran is nearing a mutually acceptable solution, Cavusoglu said after the meeting.

The United States believes that the Syrian settlement talks in the Astana format can be discontinued if the participants fail to summon the Syrian constitutional committee by december 14, US Special Representative for Syria Engagement James Jeffrey said during a press briefing.
"They tried and they failed, or at least up to this point they failed. And if they are still failing by the 14th... let's pull the plug on Astana," Jeffrey said on Monday.
On december 14, UN Special Representative for Syria Staffan de Mistura is expected to present his report to the UN Security Council.
The 11th round of the Astana peace talks, with participation of Russia, Iran, and Turkey, as well as representatives of the United Nations, Syrian government and opposition, took place in late November. Following the negotiations, Russian Special Presidential Envoy for Syria Alexander Lavrentyev told Sputnik that formation of the committee was underway.
Russian Foreign Minister Sergey Lavrov has repeatedly stressed that there is no viable alternative to the Astana format on the Syrian settlement and criticized attempts to set a deadline for Syria's constitutional committee to form, saying that it is much more important to have a "functional and mutually acceptable constitutional committee" than an "artificial deadline."
The next round of the Syrian settlement talks in the Astana format is set for late February 2019.

US Secretary of State Mike Pompeo and UN Special Envoy for Syria Staffan de Mistura in a phone conversation discussed the importance of allowing humanitarian groups full access to deliver aid in Syria, State department spokesperson Heather Nauert said in a press release.
The US-led Coalition in a press release on Thursday said UN aid workers successfully delivered aid to the Rukban refugee camp in southern Syria for the first time since January.
"Pompeo and the Special Envoy also discussed ongoing needs for unhindered humanitarian access and the need to end ongoing violence," Nauert said on Thursday.
United Nations High Commissioner for Refugees (UNHCR) in the Middle East and North Africa Bureau Director Amin Awad told Sputnik earlier on Thursday that the situation in Syria's Rukban refugee camp has become "horrible" after several years without sufficient aid. Awad did say that the conditions appear very good on the Syria-Jordan border and hopes refugees can begin crossing it soon.
The Nassib checkpoint on the Syrian-Jordanian border was reopened in October for civilians and transit transport, an official told Sputnik.
de Mistura announced in October that he would leave the special envoy post at the end of November due to personal reasons. The diplomat has been working as the special envoy for the crisis-torn country since 2014.

ISTANBUL (Reuters) - The leaders of Russia, Germany, France and Turkey stressed the importance on Saturday of a lasting ceasefire in Syria, and said a committee to create a new constitution should meet by the end of the year. The leaders of the four countries gathered for a summit in Istanbul to discuss Syria, where violence this week in the last remaining major rebel stronghold has highlighted the fragility of a deal to avert a massive government offensive.
Ankara, which has long backed rebels seeking to overthrow President Bashar al-Assad, and Moscow, Assad's principal foreign ally, brokered a deal last month to create a demilitarized zone in the northwest Idlib region. Idlib and adjacent areas are the last stronghold of the rebels, who rose up against Assad in 2011. The area is home to an estimated 3 million people, more than half of whom have already fled other areas as government forces advanced.
"Russia and Turkey have negotiated an agreement that must be strictly implemented. Assurances were made on this point… We will all be extremely vigilant to ensure that these commitments are met and that the ceasefire is stable and sustainable," French President Emmanuel Macron told reporters. "We are counting on Russia to exert a very clear pressure on the (Syrian) regime which very clearly owes it its survival." Shelling in Idlib killed at least seven civilians on Friday, the largest one-day loss of life there since Russian air strikes stopped in mid-August, a war monitor said.
Under their deal last month, Turkey and Russia agreed to set up a buffer zone running 15-20 km (9-13 miles) into rebel territory that had to be evacuated of all heavy weapons and all jihadist fighters. Russian President Vladimir Putin said Turkey was fulfilling its obligation regarding the agreement on Idlib. The process was not easy, and Russia plans to continue cooperating, he said. Erdogan told reporters that should be done "as soon as possible", adding he hoped it would be before the end of the year.
Participants at a Syrian peace conference in Russia in January agreed to form the 150-member committee to rewrite the Syrian constitution, with a third chosen by the government, a third by opposition groups and a third by the United Nations. U.N. envoy Staffan de Mistura told the Security Council on Friday that Damascus now wants the United Nations to facilitate the writing of the constitution, but does not want it to name a third of the committee members.

Istanbul (AFP) - The leaders of Turkey, Russia, France and Germany on Saturday called for a fragile ceasefire to be preserved in Syria's last major rebel-held bastion of Idlib, following a major summit aimed at finding a political solution to the country's devastating seven-year civil war.
In a joint statement adopted at the end of the talks in Istanbul, the four nations "stressed the importance of a lasting ceasefire, while underlining the necessity to continue to fight against terrorism".
Turkish President Recep Tayyip Erdogan read the statement, which hailed "progress" following a deal last month between Syrian-regime supporter Russia and rebel-backer Turkey to create a buffer zone around the northwestern province of Idlib.
Erdogan met with Russian President Vladimir Putin, France's Emmanuel Macron and German Chancellor Angela Merkel for extended talks on the Syrian conflict, in which more than 360,000 people have been killed since 2011.
The statement also called for a committee to be established to draft Syria's post-war constitution before the end of the year, "paving the way for free and fair elections" in the war-torn country.
A rival United Nations plan for a committee to write the constitution ran aground this week, with UN special envoy Staffan de Mistura, who attended the summit, saying Damascus rejected the UN having a role in the selection process.
The four leaders in Istanbul vowed to work "together in order to create conditions for peace and stability in Syria" and "encourage a political solution and strengthen international consensus".

The summit's statement also spoke of "the need to ensure humanitarian organisations' rapid, safe and unhindered access throughout Syria and immediate humanitarian assistance to reach all people in need."
The summit addressed the plight of the millions displaced by the grinding conflict, saying that conditions needed to be created "throughout the country for the safe and voluntary return of refugees".
The talks came after a week of escalating violence in Idlib culminated in Syrian regime artillery fire killing seven civilians on Friday, the highest death toll there since the fragile ceasefire began last month.
Following the joint press conference in Istanbul, Macron urged Russia to pressure the regime of Syrian President Bashar al-Assad to bring about a "stable and lasting ceasefire in Idlib".
"We rely on Russia to exercise very clear pressure on the regime which depends on it for survival," he said.
However Putin warned that if "radicals" were to "launch armed provocations from the Idlib zone, Russia reserves the right to give active assistance to the Syrian government in liquidating this source of terrorist threat".

Merkel, meanwhile, said that the leaders "have the duty to prevent another humanitarian disaster".
"The challenge is to end two wars: The war against terror and the war of the regime against large parts of its own population," she said.
"We must advance with the political process at the end of which there must be free elections open to all Syrians -- including those in the diaspora."
Erdogan, a vocal opponent of Assad, said that Syrians "inside and outside" the country will decide the president's fate.
Aid groups have warned that a government military offensive in Idlib, home to three million people, could spark one of the worst humanitarian disasters of the seven-year war.
With an assault by government troops seeming imminent, Moscow and Ankara agreed on September 17 to create a 15-20 kilometre-wide demilitarised zone ringing Idlib as Turkey sought to avoid an attack leading to a further influx of people across its border.
On Friday, Syria's UN envoy Bashar Jaafari maintained that the buffer zone is temporary and that Idlib would eventually revert to government control.
Turkey and Russia have held several talks with Iran on the Syrian conflict in efforts that have often been greeted with suspicion in the West, but Saturday's summit was the first to include the EU's two most significant national leaders.
Syria's opposition, which has previously described Russia's military intervention in 2015 as an occupation, on Friday said it welcomed dialogue with Moscow.
However US defense Secretary Jim Mattis told a security conference in Bahrain that Russia was no replacement for the United States.
"Russia's presence in the region cannot replace the longstanding, enduring, and transparent US commitment to the Middle East," Mattis said.

The leaders will gather in this format for the first time. Such a format is not conceived as an alternative to other consultations on Syria, but will instead allow to compare positions on the solution of the common problem - restoration of peace and stability in Syria.
UN Special Envoy for Syria Staffan de Mistura, who will leave his post at the end of November, will also arrive in Istanbul on Saturday to brief the participants in the summit on the recent developments. de Mistura said earlier that he wants to remind the four leaders that after localizing the problem in Idlib, an international consensus is necessary to support UN actions on establishing a constitutional committee.
The Turkish president was the first to come forward with a proposal to hold a quadrilateral summit. Russia supported this initiative. In mid-September, aides on international issues to the leaders of Russia, Germany, Turkey and France met to discuss the substantive part of the summit.
The meeting between Putin, Merkel, Erdogan and Macron is scheduled to start at 2pm Moscow time. After the meeting, the leaders are expected to make statements for the press.
The Kremlin press service said earlier that the summit's agenda will also include "several other pressing international issues," but did not clarify what other topics might be covered. The leaders are also expected to hold a series of bilateral talks in addition to the quadrilateral summit.

deputy Prime Minister, Foreign and Expatriates Minister Walid al-Moallem on Wednesday received UN Special Envoy for Syria Staffan de Mistura and the accompanying delegation.
Talks during the meeting touched on efforts for achieving progress in the political track regarding the crisis in Syria.
The two sides also followed up on the concepts related to the political process and the committee for discussing the current constitution, which were discussed during the meeting between al-Moallem and UN Secretary-General Antonio Guterres on the sideline of the UN General Assembly meetings.
Al-Moallem affirmed that Syria continues to support efforts for reaching a political solution for the crisis, noting that Syria has dealt positively with the output of the intra-Syrian national dialogue conference in Sochi and the formation of a committee to discuss the constitution.
He said that the work of the aforementioned committee must adhere to the UN Charter, international law, and UN resolutions on Syria in terms of commitment to Syria's sovereignty, independence, and unity, and in affirming that the Syrian people are the only ones who get to decide Syria's future, therefore this process must be led and owned by Syria.
The constitution and everything related to it is a purely sovereign affair decided by the Syrian people without foreign interference, al-Moallem said, noting that some sides and states seek are seeking to interfere and impose their will on the Syrian people.
For his part, de Mistura reviewed the meetings and activities he carried out recently to revitalize the political process and form the committee for discussing the constitution.
He said that during his years as Special Envoy, he did his best to reach a political solution under complicated circumstances.
The two sides agreed to remain in touch in order to discuss ideas for pushing the political process forward.
de Mistura told reporters in a brief statement at Four Seasons hotel "I held an expanded meeting with Minister al-Moallem and his deputy, during which we exchanged opinions clearly regarding the constitutional committee and the political process in general."

The Syrian Arab Army (SAA) and the National defense Forces (NDF) restored security in the areas of Rashwani, Bir al-Hajjah, Wadi al-Salhub and Nayriyah in the Homs-deir Ezzor desert following a series of clashes between government troops and members of ISIS cells operating in the area.
According to the Syrian state-run media, the SAA and the NDF killed at least two ISIS members and arrested seven others in an ambush on an ISIS unit in the area 30km west of Palmyra. Government forces seized weapons of the terrorists and six motorcycles.

Macron's Envoy to Attend Meeting of 'Small Group' on Syria in Geneva - Sources
GENEVA (Sputnik) - Special envoy of French President Emmanuel Macron on the Syrian issue Francois Senemaud will attend the meeting of the so-called Small Group on Syria with UN Special Envoy for Syria Staffan de Mistura on September 14 in Geneva, two sources close to the talks told Sputnik on Monday.
Senemaud was named Macron's personal representative for Syria in June. Previously he served as the French ambassador to Iran.
"French special envoy for Syria will come for the small group meeting," one source close to the talks told Sputnik.
The other source confirmed that Senemaud would attend the talks.
US Special Representative for Syria Engagement James Jeffrey and Special Envoy Joel Rayburn will also attend the Small Group's meeting with de Mistura, according to the State department.
de Mistura will meet with senior diplomats from the Small Group on Syria - Egypt, France, Germany, Jordan, Saudi Arabia, the United Kingdom and the United States - a few days after the consultations with the guarantor states of de-escalation zones in Syria - Russia, Turkey and Iran - in Geneva. The talks with guarantors are taking place on September 10-11 with focus on the constitutional commission creation. Idlib situation is also likely to be reviewed.
With the small group, de Mistura will also discuss the United Nations' effort to establish a constitutional committee in the country.
The decision to set up the commission, tasked with introducing changes to the country's constitution, was made at the Syrian National Dialogue Congress in the Russian resort city of Sochi in January. de Mistura, who is in charge of forming the commission, is expected to single out some 40 people from 150 candidates from guarantor countries, government, opposition groups and civil society.

UN Says the Obvious: Al-Qaeda Able to Produce Chlorine Gas in Syria
Al-Qaeda affiliated Al-Nusra terrorists have the resources and ability to produce chlorine gas to use against the population, UN special envoy to Syria Staffan de Mistura told a news conference on Tuesday.
"I have said and confirm my view that both the government and the [al-Nusra] Front - which is an organization declared as terrorist by the Security Council - have the ability to produce chlorine for armed use," Staffan de Mistura told reporters.
The envoy stressed that chlorine has a "horrible and unique feature of being in the gray zone between what is considered a chemical attack or not."
The Russian defense Ministry has recently warned that the leader of the terrorist group Tahrir al-Sham, which is affiliated with the al-Nusra Front, is planning a chemical attack on civilians in Syria's Idlib province, in order to provoke retaliation against Damascus.
Last week, Russian defense Ministry spokesman Igor Konashenkov said that terrorists carried eight cans of chlorine gas to a village southwest of Idlib. According to Konashenkov, a chemical attack would create a pretext for Western intervention in the case of an Idlib operation.
The Syrian government has already accused terrorists of using chemical weapons on other occasions. On the other hand, Damascus eliminated all its chemical arsenals in 2013 and no longer resorted to chemical weapons.
The question of chemical weapons is once again being raised as the Syrian Army makes final preparations to launch an operation to clear jihadist-held Idlib province of terrorist organizations.
All the elite units of the Syrian Army, including the Tiger Forces, the 4th Mechanized Units and the Republican Guards will participate in this operation. The defeat of terrorism in Idlib will mean that only small pockets of ISIS in eastern Syria and Kurdish-held regions in eastern and northern Syria will need to be dealt with so that Syria once again becomes a united and sovereign state.

The UN special envoy for Syria, Staffan de Mistura, has said panic is spreading among the 3 million citizens of Idlib province as he suggested the Assad government and its allies had set 10 September as the date for a full-scale bombardment of the last large rebel enclave.
de Mistura pleaded with the Russian and Turkish presidents to "look each other in the eyes" and find a solution that avoids a humanitarian tragedy in the region.
Vladimir Putin and Recep Tayyip Erdo?an, who have backed the Syrian government and rebels respectively, are due to meet in Tehran on Friday to discuss Idlib. de Mistura suggested that if their discussions fail, it is likely that as many as 800,000 citizens will try to flee the province, including over the border to Turkey.
The northern province and surrounding areas are the last major swathe of territory held by insurgents fighting the Syrian president, Bashar al-Assad, who has been backed by both Russian and Iranian forces in Syria's seven-year-old civil war. It is held by a complex array of rebels and jihadists, many of whom have been blacklisted as "terrorists" by world powers. Syrian government forces are massing around the north-western province in preparation for the assault.

The situation when terrorists are using Syria's Idlib province as a staging ground for attacks on the positions of Syrian troops and Russia's Hmeimim air base is unacceptable, Russian Foreign Minister Sergey Lavrov said following talks with his Syrian counterpart Walid Muallem.
"It is unacceptable when terrorists who are gathered there, first and foremost, members of the Jabhat al-Nusra terror group [outlawed in Russia - TASS], try to use this de-escalation zone to carry out attacks on the positions of the Syrian Army and target Russia's Hmeimim air base with drones," Lavrov said.
Strong warning to West
Moscow has sent a clear and strong warning to the West against playing with fire in the Syrian province of Idlib, Lavrov said.
"It is no secret that not everyone is happy with progress in resolving the Syrian issue, fighting against terrorism and creating conditions for the return of refugees," Lavrov said. "Attempts are being made to impede these processes and use various provocateurs, including extremists and well-known provocateurs calling themselves the White Helmets, who are famous for staging chemical weapons attacks and blaming them on the Syrian government in order to provide the western countries with an excuse to carry out attacks on Syria," the Russian top diplomat pointed out.
"Another provocation is being prepared in order to impede plans to carry out an anti-terrorist operation in Idlib," he said. "Our defense and Foreign Ministries presented facts to send a clear and strong warning to our western counterparts against playing with fire," Lavrov added
"We call on everyone, including the Arab states, Europe and the US, to pool their efforts to make sure that Syria is a peaceful and stable country, instead of developing unilateral political projects," he went on to say. "Stability in Syria is particularly important for ensuring security and prosperity in the entire Middle East and North Africa," he noted.
According to the Russian foreign minister, Moscow and Damascus also agreed to continue coordinating their activities aimed at resolving the situation in Syria.
Idlib is the only Syrian province still controlled by illegal armed groups. In 2017, a de-escalation zone was established in the region, where militants reluctant to lay down their arms can move together with their families. According to United Nations Special Envoy for Syria Staffan de Mistura, Idlib currently hosts about 10,000 militants from the Jabhat al-Nusra and Al-Qaeda terror groups (both outlawed in Russia).
On Wednesday, Lavrov expressed hope that western countries would refrain from impeding plans to conduct an anti-terrorist operation against Jabhat al-Nusra in Idlib.
Reconciliation in Idlib
Damascus is making steps to arrange local reconciliation in Idlib Governorate with the paramilitary units, the leaders of which are seeking to break away from the Jabhat al-Nusra terrorist grouping, Lavrov said.
"Our Syrian friends shared with us the information on the progress of their efforts to arrange more local reconciliations with the armed units stranded in Idlib and willing to break away from Jabhat al-Nusra, as well as on the efforts to ensure civilians' security in that zone of de-escalation," he said.

United Nations plans to draft a new constitution for Syria
The United Nations envoy to Syria, Staffan de Mistura, plans to hold a meeting with Russia, Iran and Turkey regarding the formation of a constitutional committee to draft a new constitution for Syria.
In a statement, Tuesday, the United Nations said that de Mistura held "unofficial discussions" in Sochi, Russia, with representatives from Iran, Turkey and Russia about the formation of the committee, which will include representatives of the Syrian government and opposition.
The statement continued: "The Special Envoy seeks to hold unofficial discussions in early September with Iran, Russia and Turkey to finalise the constitutional committee."
Last August, de Mistura held a similar meeting at the United Nations headquarters in Geneva. However, he only received a list of 50 names from the Syrian regime, while the opposition submitted its list of 50 candidates just in July.
de Mistura, who has handled UN efforts on Syria since 2014, was tasked to form the commission at a Russian-backed meeting in Sochi in January that the opposition boycotted.
Since 2016, de Mistura has led nine rounds of talks between the regime and the opposition in Geneva and Vienna but has achieved nothing.
