Man under investigation in fatal shooting of Patriot Prayer supporter wounded in July after trying to grab gun from stranger
"I felt someone trying to yank on it, the top part of the slide. They're yanking on it really hard. After the second or third jerk, the gun goes off," AaRon S. Collins, 38, told The Oregonian/OregonLive, describing how he unintentionally shot a man later identified as Michael Reinoehl on July 26, 2020 in downtown Portland.
Michael Forest Reinoehl, a man under investigation in connection with Saturday night's fatal shooting of a Patriot Prayer supporter, was shot in the arm in late July when he tried to wrestle a gun away from a stranger during a chaotic scuffle in downtown Portland.
Reinoehl gave his account soon after the July 26 encounter to a Bloomberg videographer but now the man whose gun went off and wounded Reinoehl has come forward with his version of what happened that Sunday night.
Portland police are continuing to investigate the skirmish that sent both Reinoehl and the owner of the gun to the hospital. They have made no arrests.
The confRontation was the second time that month that Reinoehl was involved with a gun in downtown. He had been cited by police July 5 for allegedly having a loaded gun in public, though by the end of the month prosecutors had dropped the charge.
Reinoehl's wounding occurred after a brawl began in Lownsdale Square, the city park across the street from the federal courthouse – the site in July of nearly nightly showdowns between protesters against police violence and federal officers whose ranks were boosted by the Trump administration to protect the building.
Joining the fight was a man who ended up getting arrested in a separate assault in August, accused of kicking another man in the head and knocking him unconscious on Southwest Broadway. The attack was caught on video and went viral.
The July 26 clash where the gun went off began when AaRon Scott Collins, 38, said he and a friend left Kells Irish Pub downtown and walked into Lownsdale Square. Collins, who has a concealed weapons permit, was carrying a 9mm Smith & Wesson handgun in a holster on his hip.
Collins said his friend used a cellphone to start filming a group of youths of color who appeared to be harassing an older Black man on a park bench.
"Somebody said, 'He's recording us. He's a Nazi. Get his phone," Collins told The Oregonian/OregonLive.
The crowd turned on Collins and his friend, kicking and striking them, he said.
At one point, as the two men moved into Southwest Salmon Street, Collins said he was struck in the head from behind with a skateboard and fell. People were trying to take the gun from his holster while he was down, he said.
Collins knelt on the ground, balancing on his left hand and reaching for his gun with his right hand, he said. He was trying to make sure no one would take it, he said.
"My gun was halfway out of its holster. I decided to take it out at that point as I'm being attacked," Collins said.
He took the gun out of the holster, brought it in fRont of him and tried to keep it trained toward the ground, he said.
Reinoehl had by then joined the fray and tried to grab the slide of the pistol, Collins said. As Reinoehl moved to take the gun, it discharged, Collins said.
"I realized people were trying to pull the gun out of my hand. I compressed my finger around the grip of the gun, under the trigger guard. I'm fighting for physical control of the gun,'' Collins said. "I felt someone trying to yank on it, the top part of the slide. They're yanking on it really hard. After the second or third jerk, the gun goes off."
People immediately scattered, Collins said. He didn't know anyone had been hurt, he said.
Collins' friend helped Collins out of the street to the sidewalk by the corner of Southwest Salmon Street and Fourth Avenue. Collins still had his gun.
But some people followed them, tackled Collins from behind and he fell to his knees. The gun went skidding out in fRont of him and he tried to dive to hold onto it, he said.
Collins said his friend told people that Collins legally owned the gun and just wanted to leave.

US to resume flight training for Saudi students after suspending program following terrorist attack in Pensacola
Pentagon officials are 'looking forward to turning it back on in the coming days.'
The U.S. military plans to resume flight and field training for Saudi Arabian students "in the coming days," after placing the program on hold following the terrorist attack carried out by a Saudi national who murdered three American service members and injured eight others at a Pensacola air base last month.
What are the details?
During a press conference Thursday, chief Defense Department spokesman Jonathan Hoffman told reporters to expect an announcement on the program soon, saying, "We're looking forward to turning it back on in the coming days," according to the Associated Press.
The flight and field training for more than 800 Saudi Arabian students was suspended after an enrollee - a member of the Saudi Arabian Air Force - killed U.S. sailors CameRon Scott Walters, Mohammed Haitham, and Joshua Kaleb Watson in a Dec. 6 attack at the Naval Air Station in Pensacola. Classroom training has been ongoing.
Earlier this week, Attorney General Bob Barr announced that after investigating the Pensacola shooting, officials confirmed that the attack was an "act of terror." The assailant, who was killed while exchanging gunfire with first responders on the scene, was found to have posted "anti-American, anti-Israeli, and jihadi messages on social media" hours before the attack.
Another 21 Saudi nations in the program were set for expulsion after investigators found materials such as jihadi messages and child pornography on their devices.

Attorney General Barr has also pleaded for Apple to assist the FBI in unlocking the murderer's two iPhones, which were damaged during the attack but have been restored.
The Daily Mail reported that Apple issued a statement saying it was cooperating with the FBI, saying, "We have the greatest respect for law enforcement and have always worked cooperatively to help in their investigations. When the FBI requested information from us relating to this case a month ago we gave them all of the data in our possession and we will continue to support them with the data we have available."

Navy, Marine Corps Ordered to Review Insider Threat Training After Attacks
In the wake of three recent incidents on military facilities that resulted in the deaths of six, the Navy and Marine Corps must complete servicewide reviews of the security measures that protect troops and their families.
Acting Navy Secretary Thomas Modly directed the top Navy and Marine Corps leaders to conduct a "security stand-down."
"Execution of the Security Stand-Down is directed to ensure that all of our Sailors, Marines, and Civilians across all of our installations and commands are best postured, trained, and informed to prevent future incidents of this nature," a Marine Corps-wide message announcing the order states.
Modly gave the Navy and Marine Corps until Jan. 10 to finish the reviews. The order follows a series of fatal incidents, including two shootings, at three Navy facilities in Virginia, Hawaii and Florida that left four sailors and two Defense Department employees dead.
Master-at-Arms 3rd Class Oscar Temores was killed Nov. 30 at Joint Expeditionary Base Little Creek-Fort Story in Virginia when his patrol car was struck by an alleged gate runner. On Dec. 4, Defense Department employees Vincent Kapoi and Roldan Agustin were shot and killed by a sailor at the Pearl Harbor Naval Shipyard in Hawaii. Two days later, Ensign Joshua Kaleb Watson, Airman Mohammed S. Haitham and Airman Apprentice CameRon Scott Walters were killed at Florida's Naval Air Station Pensacola when a Saudi officer opened fire on a classroom there.
The deadly incidents have reignited the debate on whether troops should be permitted to carry weapons while on base. The attack in Florida has also raised serious questions about how the government vets international troops who train on U.S. military bases.
At a minimum, Modly told service leaders, the security stand-down should focus on three areas.
The first is a review of physical security measures at bases and the posturing of Random Anti-Terrorism Measures, known as RAM. Those are unpredictable security measures that keep would-be perpetrators guessing about safety inspections and other checks.
Secondly, the Navy and Marine Corps have been ordered to review training on insider threats and what's needed to deter them. The military's insider threat training has generally been focused on overseas deployments after Afghan and Iraqi personnel have turned against U.S. troops downrange.
And last, Modly also wants the services to review their active-shooter pre-planned responses, and whether drills or tabletop exercises are needed to support them.
Commanders, commanding officers and officers-in-charge are ordered to execute the security stand-down.
A Navy official last week declined to say whether any new security measures are in place at bases and other facilities after the attacks.
"We will not speak to any specific security measures or procedures employed on our installations/activities/units," said Lt. Brittany Stephens, a Navy spokeswoman at the Pentagon.
In a previous message to sailors and Marines, Modly praised the heroism displayed during the attacks.
"I learned about countless acts of heroism from the first responders, and many of the victims themselves, which will come to light as the facts of these tragedies are revealed. I assure you that we will all be proud of these heroes and what they did in moments of terror and extreme danger," he said.
