Police in Puerto Rico fired tear gas to try and breakup thousands of protesters in the island's capital last night who were demanding the governor's resignation.
More than 500,000 people took to the streets of San Juan yesterday and officers moved in at around 11pm to break up those still in the old city.
Governor Ricardo Rossello, 40, on Sunday said he would not seek re-election next year and would step down as head of the New Progressive Party.
Earlier this month an obscenity-laced leaked online chat revealed the governor and 11 close male allies and members of his administration insulting women and mocking constituents, including the victims of Hurricane Maria.
Yesterday in San Juan, demonstrators dressed in black T-shirts filled the city's largest highway and marched in the pouring rain with celebrities like Ricky Martin and Reggaeton star Daddy Yankee in the 10th day of sometimes violent protests.
'In Puerto Rico we don't follow dictators. It's time for you to go,' a drenched Martin, 47, the target of homophobic messages in Rossello's chats, told cheering crowds.
'Despacito' singer Daddy Yankee was among protesters who headed to San Juan's old city where they demonstrated in front of police and orange plastic barriers near the governor's official residence, a mansion known as 'The Fortress.'
San Juan Mayor Carmen Yulin Cruz, an opposition politician running for governor in 2020, said Rossello had run out of time.
'The country can't put up with this anymore,' Yulin Cruz said in a video posted from protests, wearing a black T-shirt with the message 'The power is in the street.'
The political crisis has escalated to a point where many wonder how Rossello will be able to govern the U.S. territory in the coming days amid the protests to oust him.
Rossello asked for another chance on Monday after what seems to have been the biggest protest the island has seen in nearly two decades.
'I used words that I apologized for but I've also taken significant actions in the direction of helping vulnerable sectors,' Rosselló told Fox News, explaining he had made policy changes significant to women and the LGBTQ community.
Those two groups were frequent targets of misogynistic and homophobic messages exchanged between Rosselló and top aides in 889 pages of online group chats published July 13 by Puerto Rico's Center for Investigative Journalism.
The crass messages showed a political elite intent on maintaining power on an island where people still live under blue tarpaulins two years after hurricanes ripped roofs off their homes and killed over 3,000 people.
Rossello said he will not resign, noting that he already announced he would not seek re-election in 2020 and that he has stepped down as president of his party.

Puerto Rico governor will not seek re-election after leaked chat messages
Puerto Rico's governor said on Sunday he would not seek re-election next year and would step down as head of his party following nine days of sometimes violent protests demanding his resignation over vulgar chat messages.
A day before a planned general strike and more demonstrations in the U.S. island territory, Ricardo Rossello said he respected the wishes of Puerto Ricans and would not run for another term in 2020 elections.
He also said he would resign as head of his New Progressive Party but would remain as governor until the end of his term.
"I know that apologizing is not enough. It is only my work that will help restore the confidence of those sectors on the way to true reconciliation," Rossello said in a Facebook Live video.
In the online chats published on July 13, the center-right governor and his allies referred to politicians, celebrities and ordinary Puerto Ricans in misogynistic, homophobic and vulgar terms.
Anger over the messages has tapped into simmering resentment over Rossello's handling of devastating 2017 hurricanes, allegations of corruption in his administration and the island's fragile recovery from bankruptcy.
Puerto Rico's non-voting representative to the U.S. Congress, as well as Democratic presidential candidates and some Republican lawmakers have demanded he step down over the leaked messages.
The speaker of Puerto Rico's House of Representatives set up an independent panel on Friday to investigate whether the chats constituted crimes or warranted impeachment. He gave the panel 10 days to deliver their findings.
"I have to respect the constitutional order and welcome the process started by the legislative assembly, which I will confront with all truth and force in a responsible way," Rossello said in the video.

After a week of criminal corruption indictments and a bizarre leak of the Governor's inner circle private chat channel, an unprecedented collapse of the island government is unfolding at this moment.
The Puerto Rico Mayors Federation, a group that organizes the island mayors belonging to the governing New Progressive Party, has given a vote of no confidence to the government of Ricardo Rossello. Municipal mayors constitute the base of power for any island wide office holder, and this withdrawal of endorsement signifies the end of Rossello's political viability.
Rossello has fired everyone involved in the now infamous Telegram app chat that has been leaked over the past week, a chat that exposed the administration's executive core most intimate beliefs, but so far he has refused to step down from office.
We doubt he will survive the weekend in power. Since he has fired his second in command and next in line for the governorship, the Puerto Rico Secretary of State - Luis G. Rivera-Marin, it looks like the Secretary of Justice will have to take over the government.

Puerto Rico's federally created financial oversight board said on Sunday it has entered into an agreement with bondholders to provide "a framework for a plan of adjustment" to address $35 billion of claims against the U.S. territory.
The agreement establishes terms for the restructuring of more than $18 billion in Puerto Rico's General Obligation (GO) and Public Buildings Authority (PBA) debt.

The move paves the way for a plan of adjustment for PREPA, which filed for a form of bankruptcy in July 2017 after a previous restructuring deal fell apart. The latest agreement, which requires support from at least 67 percent of voting bondholders to materialize, would shed about $3 billion in debt service payments over the next decade. The deal also requires the approval of a U.S. judge hearing Puerto Rico's bankruptcy cases, as well as legislative action.
Under the agreement, investors will exchange their PREPA bonds at 67.5 cents on the dollar for new Tranche A bonds and 10 cents on the dollar for new Tranche B bonds. The latter would be contingent on full payment of Tranche A bonds and future electricity demand on the island. PREPA will pay off the new bonds through a special charge levied on its customers. The new charge starts at approximately 1 cent per kilowatt hour prior to the deal's closing, increasing to some 2.768 cents per kilowatt hour upon closing and gradually increasing to approximately 4.552 cents per kilowatt hour during the expected 40-year lifespan of the bonds. The deal still lacks the support of other PREPA creditors, most notably bond insurer National Public Finance Guarantee Corp. A spokesman for National declined to comment.
National Public Finance filed an objection last month when a deal in principle was announced, saying that "until very recently" it was excluded from negotiations even though it is PREPA's largest creditor. National has also asked the court to appoint a receiver for PREPA, support among other creditor remains unclear following Friday's announcement. According to government and board officials, the privatization of PREPA is under way, with transmission and distribution contracts with private companies expected to be in place by the second quarter of 2020.
"Now with this agreement we take a monumental step to provide for the restructuring of the debts and obligations of PREPA and finally conclude the bankruptcy process," Governor Ricardo Rossello said in a statement. If approved in federal court, PREPA's restructuring would mark the third major deal in Puerto Rico's efforts to restructure about $120 billion of debt and pension obligations. Deals involving the island's sales tax-backed bonds and Government Development Bank have been approved by U.S. Judge Laura Taylor Swain. PREPA's financial and operational problems were compounded by Hurricane Maria, which slammed into the island in September 2017, decimating an electric grid already struggling due to poor rate collection, heavy management turnover and lack of maintenance.

Trump's tweets came as the Carolinas braced for Hurricane Florence, which could drench the homes of up to 10 million people.

According to a local news report from El Vocero de Puerto Rico, the FBI is investigating several suppliers for alleged corruption in San Juan.
It says the investigation was launched after former procurement director Yadira Molina filed a lawsuit claiming she faced punishment for reporting illegal activities to the local comptroller. The investigation has since grown to include several contractors.

Puerto Rico's entry into court protection is exacerbating tensions between Wall Street firms holding sales-tax bonds that the territory's federal overseers want impaired. Bank of New York Mellon alleges default on $17 billion in sales tax bonds
Bank of New York Mellon Corp. , the trustee for $17 billion in sales-tax bonds known as Cofina s, notified Puerto Rico in a Thursday letter that it believes events of default have occurred, according to a copy reviewed by WSJ Pro Bankruptcy. The alleged defaults stem from the controversial fiscal plan that Puerto Rico's oversight board adopted as its framework for restructuring a $73 billion mountain of public debt. Last week Governor Ricardo Rossello signed a local law to comply with the fiscal plan that allows him under certain circumstances to break the lockbox securing the sales tax revenues and move them into Puerto Rico's grasp. "As a result of these limitations and restrictions on Cofina's rights and ability to meet its obligations to bondholders, the commonwealth's enactment of the fiscal plan compliance law constitutes a default," BNY Mellon said in the letter. A spokeswoman declined to comment further.
A spokesman for the federal oversight board didn't immediately respond to a request for comment. Creditors holding Cofina bonds, which Puerto Rico began issuing a decade ago as an alternative way to borrow, have continued to be paid even after Puerto Rico stopped servicing other debts. Even so, Bank of New York's position has become increasingly untenable. All signs indicate that Cofina's special status is likely to end, leaving the bank caught between senior creditors arguing that the oversight board's stated plans to confiscate the pledged sales tax revenues are a default, and junior creditors who want to avoid an acceleration of the senior bonds.
This week the oversight board placed Puerto Rico under a restructuring proceeding akin to bankruptcy that empowers a federal court to write down bonds by force. The fiscal plan allocates roughly $800 million a year in payments for creditors, compared with the $35 billion they are owed over the next decade. Sales taxes that had previously serviced only Cofina bonds would be commingled with other revenue streams and used for general purposes.
U.S. Supreme Court Chief Justice John Roberts on Friday appointed U.S. District Judge Laura Taylor Swain of the Manhattan, New York federal court to preside over the unprecedented proceeding. Federal officials didn't invoke the same bankruptcy option for Cofina, the public entity that issued the sales tax bonds, though they could do so at any time without public notice. Judge Swain is a Brooklyn native who practiced employment law at Debevoise & Plimpton LLP before assuming a bankruptcy judgeship in 1996. Former President Bill Clinton appointed her to the federal bench in 2000. Whitebox Advisors LLC, a holder of senior bonds, and Ambac Assurance Corp., which guarantees senior bonds, recently sued Bank of New York complaining that the trustee had failed to protect their interests and prioritize their holdings over those of junior creditors. Accelerating the maturity of senior bonds after a default would put their claims ahead of subordinated holders that include some of Puerto Rico's largest mutual-fund creditors.
Negotiations between Puerto Rico and major creditor groups collapsed last week when the territory indicated it wanted deeper debt concessions from Cofina creditors than from competing general obligation bondholders. The territory released offers to pay sales tax bondholders a maximum of 58 cents on the dollar, compared with 77 cents for so-called G.O. creditors.
Puerto Rico later revised its offer to 90 cents on the dollar for the G.O.s, after which the oversight board stopped negotiations and placed the territory under bankruptcy protection, as reported by WSJ Pro Bankruptcy.

Royal Caribbean International canceled one of its cruise ship's stops in San Juan, Puerto Rico, on Tuesday due to ongoing protests against the governor that have roiled the capital city.
The Port Authority of Puerto Rico announced Tuesday afternoon that the Miami-based cruise corporation had canceled its San Juan port visit. A spokesman for Royal Caribbean confirmed that the ship will be docking in Tortola, in the British Virgin Islands, instead.
