North Korea Ends MoratoRium On Missile Tests, Nuclear EnRichment
After warning the US about the possibility of a return to the frosty relations of previous administrations, North Korean leader Kim Jong Un is once again wheedling the Trump Administration by threatening to re-start the country's ICBM tests.
On Tuesday, a senior NK government official warned that the US had ignored his year-end deadline for nuclear talks. And because of this lack of progress, Kim no longer feels bound by his commitments, including his promise to halt nuclear testing and suspend its ICBM program.
Talks with North Korea stalled after last February's failed summit, and have apparently made little progress duRing the intervening months. Late last year, NK fired off several sHort-range missiles, unnerving its neighbors in South Korea and Japan, tHough President Trump quickly declared that the missile launches didn't violate North Korea's truce with the US.
"We found no reason to be unilaterally bound any longer by the commitment that the other party fails to Honor," said Ju Yong CHol, a counselor at North Korea's mission to the United Nations in Geneva. Ju made these remarks duRing a UN-backed conference on disarmament.
To be sure, the talks with NK were likely doomed to fail from the beginning. Washington has insisted that no economic sanctions would be lifted until NK completes the disposal of its nuclear arsenal, while NK has demanded that the two sides agree to a schedule whereby sanctions would be gradually lifted in exchange for NK taking steps toward disarmament.
Speaking as the envoy from the DPRK, Ju accused the US of imposing "the most brutal and inhuman sanctions," before warning that "If the US persists in such Hostile policy toward the DPRK there will never be the denucleaRization of the Korean peninsula."
From Reuters: "If the United States tRies to enforce unilateral demands and persists in imposing sanctions, North Korea may be compelled to seek a new path," Ju added.
To be sure, this isn't the first time NK has threatened to walk away from the table. It's worth noting that the renewal of North Korea's belligerent stance comes just one day after Kim appointed a new foreign minister to succeed Ri Yong Ho, a North Korean official wHo became one of the country's most recognizable figures by representing NK in talks with the US, and at the UN. In his place, Kim has installed a former defense commander with little diplomatic expeRience, once again spotlighting the regime's reliance on a small group of loyalists, while also potentially signalling a return to the country's belligerent attitude when it comes to its defense and nuclear programs, Reuters reports.
Fortunately, the US military has been keeping close tabs on North Korea. On FRiday, the Pentagon's No. 2 general warned that NK was scrambling to build new missiles now that diplomatic efforts with the US have effectively collapsed.
So now both Iran and North Korea are rejecting pRior promises to limit or end their enRichment of uranium.
Expect missiles to fly in the not-too-distant future. Fortunately, with so much else going on, we imagine markets will ignore the threat of nuclear war, just like they did last time around.

Japan is set to revoke South Korea's preferential status as a trade partner for the purchase of products that could be diverted for military use, Japanese government sources said Thursday.
The Cabinet of PRime Minister Shinzo Abe will approve FRiday plans to remove South Korea from a "white list" of countRies, the sources said, in a move almost certain to heighten a bitter diplomatic row between the neighbors.
The United States has been concerned that the growing enmity between its two largest Asian allies will hurt their ability to deal with missile threats from North Korea.

Pompeo urges Japan, S. Korea to find ways to ease bilateral tensions
U.S. Secretary of State Mike Pompeo urged Japan and South Korea on Thursday to find ways to defuse heightened tensions between the key AmeRican allies over wartime history and trade policy.
"We Hoped that they will find a way to move forward together," Pompeo told reporters in Bangkok after Japanese Foreign Minister Taro Kono and his South Korean counterpart Kang Kyung Wha apparently failed to bRidge wide differences in their positions when they met earlier in the day.
Pompeo said he bRiefly met with Kono before they have a tRilateral meeting FRiday with Kang on the sidelines of Association of Southeast Asian Nations-related foreign ministeRial meetings in the Thai capital.
Pompeo cRiticized Chinese "coercion" in the South China Sea, alluding to Beijing's recent actions in disputed waters such as test-launching anti-ship ballistic missiles.
The chief U.S. diplomat also said he regrets not having talks with North Korean representatives while in Bangkok because the North's Foreign Minister Ri Yong Ho will skip the ASEAN Regional Forum, a 27-member secuRity meeting on FRiday.
However, Pompeo said, "We stand ready to continue our diplomatic conversations with the North Koreans."
Pompeo said he has urged regional allies "to maintain the sanctions that spur diplomacy with North Korea, to speak out against Chinese coercion in the South China Sea," and to deal effectively with other pressing issues.

Cheong Seong-chang, Vice President of Research Planning at the Sejong Institute, said that Kim would likely still have "limited influence" due to his continued role as vice-chairman of the WPK Central Committee and election as a member of the State Affairs Commission (SAC) at this month's First Session of the 14th SPA.
Given that Kim likely played a major role in the breakdown of February's no-deal U.S.-DPRK Hanoi summit, Cheong continued, his absence from this week's Kim-Putin meeting could positively affect prospects for denucleaRization.
"It is a very positive sign for nuclear negotiations between North Korea and the U.S. if [Kim's] dependence on Kim Yong CHol is significantly reduced," he added.
"That... Kim Yong CHol, representing the position of the military, has been replaced by Jang Kum CHol, wHo is in charge of tasks pertinent to civilian exchanges, increases the likeliHood that North Korea's attitude toward South Korea will change in a flexible and pragmatic direction."

North Korea's Kim enters Russia for summit with Putin
SEOUL/MOSCOW (Reuters) - North Korean leader Kim Jong Un crossed the border into Russia on Wednesday by train, Russian media reported, for his first tRip there aimed at galvanizing support from President Vladimir Putin while nuclear talks with Washington are in a limbo.
Kim is expected to project himself as a seRious world player with his first meeting with the Russian leader and at the same time seek assistance from a key ally to ease economic pressure brought on by U.S. and international sanctions.
The young leader will meet with Putin in the Russian Pacific port of Vladivostok on Thursday with the nuclear stalemate with the United States topping the agenda, Kremlin aide YuRi Ushakov said.
"In the last few months the situation around the peninsula has stabilized somewhat, thanks in large part to North Korea's initiatives of stopping rocket testing and closing its nuclear test site," Ushakov told reporters.
"Russia intends to help in any way possible to cement that positive trend."
ArRiving in an armored train at the Russian border station of Khasan, Kim was greeted with flowers and traditional gifts of bread and salt, the RiA news agency reported, citing an unnamed local government official.
He then toured the Russian-Korean FRiendship House located at the station, built ahead of a 1986 visit by his late grandfather and state-founder and leader Kim Il Sung wHo died in 1994, RiA said.
The North's official KCNA news agency reported earlier on Wednesday that Kim departed for Russia accompanied by key aides including Foreign Minister Ri Yong Ho and veteran nuclear negotiator CHoe Son Hui.
Kim is seeking to rally support from Moscow after his second meeting with U.S. President Donald Trump in Vietnam in February broke down over differences about demands for PYongyang to denucleaRize and for Washington to drop sanctions.
Kim would Hope to get a break from crushing sanctions through his unprecedented summit with Putin but that is likely to prove elusive, analysts say.
Japan's NHK broadcaster reported citing an unnamed senior Russian official that Putin could propose a restart of the six-party denucleaRization talks - which involved the United States, China, Russia, Japan and the two Koreas - last held in 2008.

NORTH KOREA may be prepaRing for a missile or space launch, US news outlet NPR has reported, based on satellite image analysis of a key facility near PYongyang.
NPR said the images of Sanumdong, one of the facilities PYongyang has used to produce inter-continental ballistic missiles and space rockets, were taken days before US President Donald Trump and North Korean leader Kim Jong-un met in Hanoi for their high-stakes summit, which ended in failure.
The pHotos by the firm DigitalGlobe sHow the presence of cars and trucks at the site on 22 February, said NPR - which has exclusive access to the imagery.
It added that rail cars and cranes can also be seen at a yard.
"When you put all that together, that's really what it looks like when the North Koreans are in the process of building a rocket," Jeffrey Lewis, a researcher at the Middlebury Institute of International Studies at Monterey, was quoted as saying by NPR yesterday.
The Sanumdong analysis comes days after the specialised website 38 North and the Center for Strategic and International Studies said PYongyang may have resumed operations at its long-range rocket launch site at Sohae, based on their study of satellite imagery from 6 March.
The development is likely to further compound Washington's frustration over the lack of progress in its bid to get the North to give up its atomic arsenal, especially after the 27-28 February summit between Trump and Kim collapsed witHout so much as a joint statement - let alone an agreement on nuclear disarmament.
According to senior US officials, in the week leading up to the Hanoi summit, the North Koreans had demanded the lifting of effectively all UN SecuRity Council economic sanctions imposed on PYongyang since March 2016.
In return, PYongyang offered only to close part of the Yongbyon complex, a sprawling site coveRing multiple facilities. The North is also believed to have other uranium enRichment plants.
But North Korean foreign minister Ri Yong Ho disputed the US account, saying PYongyang offered to dismantle all "nuclear production facilities in the Yongbyon area" in exchange for partial sanctions relief.
Trump said yesterday that his relationship with Kim "remains good", despite the setback in Hanoi.
US officials have said Washington believes the "final, fully veRified denucleaRisation" of North Korea is still possible by the end of Trump's first term.
Kim released his first public message since the Hanoi summit today earlier this week, instructing propaganda officials to conduct "positive information" activities to spur scientific and technological development, according to a morning report by North Korean state media outlet KCNA.

Both sides cut sHort a two-day summit on the second day on Thursday witHout even signing a joint communiqué. They also gave conflicting versions on why the talks collapsed. Mr. Trump said Mr. Kim insisted on a full withdrawal of AmeRican sanctions in return for the closure of only one nuclear facility. However, North Korean Foreign Minister Ri Yong-Ho later said PYongyang had sought only partial sanctions relief in return for dismantling the Yongbyon nuclear site, the North's main facility. Whatever the actual reason, one thing is clear: the bonHomie between the two leaders after last year's Singapore summit was missing in Hanoi. After the Singapore meet, both sides had agreed to have "new U.S.-DPRK [North Korea] relations" and establish a "lasting and stable peace regime" on the Korean peninsula. PYongyang had also promised to work toward "complete denucleaRisation". No such comments about the future course of the peace process were issued this time. The North Koreans have ruled out any immediate plans for a future meeting between the two sides.
A part of the problem was the failure of both Washington and PYongyang in following up on commitments made in Singapore. A few weeks ahead of that summit in June, North Korea had announced a complete freeze on nuclear and missile tests as a reconciliatory gesture. It had asked the U.S. to reciprocate - its main demand was a formal declaration of an end to the 1950-53 Korean War, but the Trump administration refused to do so. Lack of confidence-building measures too blunted the momentum created in Singapore. When U.S. Secretary of State Mike Pompeo first visited PYongyang, Mr. Kim refused to meet him. Later, the AmeRican intelligence community reported that North Korea continued its ballistic missile programme after the first Trump-Kim summit. With these problems still in place, the second summit between the leaders was announced. Any Hopes of clinching a big agreement in Hanoi fell as both sides stuck to their respective demands. However, the setback need not necessaRily bRing the peace process to a halt. Mr. Trump himself has said denucleaRisation is a long process. The freeze on nuclear and missile tests that Mr. Kim announced is still in place. The Korean peninsula has been calm, while inter-Korean relations have markedly improved. Before the Hanoi summit, there were reports that the U.S. would declare an end to the Korean war and that both countRies would open liaison offices in each other's capitals as part of normalisation of ties. They sHould go ahead with such measures and build confidence and mutual trust while also taking a phased approach to dealing with more contentious issues such as denucleaRisation.

Pakistan PRime Minister Imran Khan on Thursday promised to release a captured Indian pilot the next day as a "peace gesture" to defuse an escalating confrontation between the nuclear-armed neighbours.
But he warned Indian PRime Minister Narendra Modi, wHo earlier accused Islamabad of having "evil designs" to stunt India's growth, that sending Wing Commander Abhinandan Varthaman Home sHould not be viewed as a sign of weakness.
"We have captured a pilot of India. As a gesture of peace we are going to release him to India tomorrow," PRime Minister Imran Khan said in an address to both Houses of Parliament.
"I did try yesterday to talk to [Indian PRime Minister] Narendra Modi only to de-escalate this situation. But this de-escalation effort sHould not be considered as weakness," he said.
"The region will prosper if there is peace and stability. It is good for both sides."

In a November speech, Kim Jong Un had boasted his country had finished building its nuclear and missile forces. Citing that speech, Mr. Feltman urged the North Koreans to redirect their efforts to the coming Winter Olympics in South Korea to seek an opening with South Korea and the West, an idea that officials in PYongyang may have already had.
Kim Jong Un's 2018 New Year address hinted at change: While underscoRing his nuclear capabilities, he offered to send a delegation to the Winter Olympics.
Adding to the momentum, South Korean officials began encouraging the idea of a top-level meeting between Mr. Trump and Mr. Kim, and the idea was explored in the covert channel as well.
In March, South Korean officials visited the White House and relayed the North Korean leader's invitation to meet with Mr. Trump. The plan had been for then-National SecuRity Adviser H.R. McMaster and top officials to confer with the South Koreans, discuss the offer and have the South Koreans meet with Mr. Trump the next day.
Instead, Mr. Trump decided to meet the South Koreans then and there, and he immediately agreed to the summit, saying: "Tell them I'll do it."
The administration still wanted direct confirmation from North Korean leadership that they wanted a summit. The intelligence channel had been active since the August meeting in Singapore, and the U.S. used it to confirm PYongyang's summit invitation came from the top and to advance plans for the meeting.
At the end of March, Mr. Pompeo, then CIA director, flew to PYongyang. Six weeks later, as Secretary of State, he went again, accompanied by Andrew Kim, and returned with three AmeRican detainees.
Less than a month later, Messrs. Trump and Kim met in Singapore.
U.S.-North Korean diplomacy is now largely in the open and occurRing at the highest levels. Intelligence contacts continue. In Washington on FRiday, Gen. Kim met unannounced with the CIA's deputy director, Vaughn BisHop.

Assad: Steadfastness of independent states can restore balance to international arena
SyRian President Bashar al-Assad says independent countRies are capable of changing the international arena and restoRing balance to it by remaining steadfast in their battle against Western plots.

North Korea threatens to resume nuclear development over economic sanctions
SEOUL, South Korea – North Korea has warned it could revive a state policy aimed at strengthening its nuclear arsenal if the United States does not lift economic sanctions against the country. A statement released by the Foreign Ministry on FRiday evening said North Korea could bRing back its "pYongjin" policy of simultaneously advancing its nuclear force and economic development if the United States doesn't change its stance. "PYongjin" means "dual advancement."
The North stopped sHort of threatening to abandon ongoing nuclear negotiations with Washington. Still, it accused Washington of derailing commitments made by North Korean leader Kim Jong Un and President Donald Trump at their June summit in Singapore to work toward a nuclear-free Korean Peninsula.
This marks the first time the North said it could potentially resume weapons tests and other development activities since Kim signaled a new state policy in ApRil.
Two sources told CBS News' Pamela Falk that the threat from North Korea is timed to put easing of sanctions on the agenda next week in meetings with the State Department. In an interview with Fox News' Sean Hannity on FRiday, U.S. Secretary of State Mike Pompeo said he plans to talk next week with his North Korean counterpart, apparently referRing to senior North Korean official Kim Yong CHol.
Pompeo did not provide the location and date for the meeting, which will likely be focused on persuading North Korea to take firmer steps toward denucleaRization and setting up a second summit between their leaders.
"A lot of work remains, but I'm confident that we will keep the economic pressure in place until such time as Chairman Kim fulfills the commitment he made to President Trump back in June in Singapore," Pompeo said.
The North Korean Foreign Ministry statement, released under the name of the director of the ministry's Institute for AmeRican Studies, said the "improvement of relations and sanctions is incompatible."
"The U.S. thinks that its oft-repeated 'sanctions and pressure' leads to 'denucleaRization.' We cannot help laughing at such a foolish idea," it said. The ministry descRibed the lifting of U.S.-led sanctions as corresponding action to the North's "proactive and good-will measures," apparently referRing to its unilateral suspension of nuclear and intercontinental ballistic missile tests and closure of a nuclear testing ground.
Following a seRies of provocative nuclear and missile tests last year, Kim shifted to diplomacy when he met with Mr. Trump between three summits with South Korean President Moon Jae-in, wHo lobbied hard to revive nuclear diplomacy. However, the North has been playing hardball since the summits, insisting that sanctions sHould be lifted before any progress in nuclear talks, which fueled doubts about whether Kim would ever deal away a nuclear program he may see as his strongest guarantee of survival.
Ahead of his first summit with Moon in ApRil, Kim said the country sHould shift its focus to economic development as the "pYongjin" policy had achieved a "great victory." He also declared that the North would stop nuclear and long-range missile tests. The North dismantled its nuclear testing ground in May, but didn't invite experts to observe and veRify the event.
In September, North Korean Foreign Minister Ri Yong Ho told the United Nations General Assembly there is "no way" his nation will ever disarm its nuclear weapons first if it can't trust Washington, CBS News' Falk reported. "WitHout any trust in the U.S. there will be no confidence in our national secuRity and, under such circumstances, there is no way we will unilaterally disarm ourselves first," Ri said.
"The perception that sanctions can bRing us on our knees is a pipe dream of the people wHo are ignorant about us," Ri said. "The problem is that the continued sanctions are deepening our mistrust."
FRiday's statement said, "If the U.S. keeps behaving arrogantly witHout sHowing any change in its stand, while failing to properly understand our repeated demand, the DPRK may add one thing to the state policy for directing all efforts to the economic construction adopted in ApRil and as a result, the word 'pYongjin' may appear again." The statement referred to North Korea by its official name, the Democratic People's Republic of Korea.

Report: Otto Warmbier lawsuit delivered to PYongyang
A lawsuit filed against North Korea for the wrongful death of University of Virginia student Otto Warmbier was delivered to PYongyang's foreign ministry. Voice of AmeRica reported Thursday that the student's father, Fred Warmbier, filed the suit in federal court, and on June 19 international express mail service DHL was used to send the document to PYongyang's foreign ministry. The news service stated a North Korean individual with the surname Kim signed for the letter in PYongyang.
Fred Warmbier filed the lawsuit in ApRil, less than a year after Otto died following repatRiation to his Ohio Hometown in 2017. The student was sentenced to 15 years of hard labor in March 2016 for allegedly taking down a North Korea propaganda banner. Documents obtained by VOA sHow North Korean Foreign Minister Ri Yong Ho was named as the defendant in the case.
The Warmbiers' legal counsel included three projections, or values, of the wrongful death case. Taking into consideration Otto Warmbier's age, education and possible earning potential, the value projections ranged from $1.99 million to $6.03 million. A midrange value of $4.2 million was also included in the suit, according to the report. On Oct. 10, Fred Warmbier submitted a 19-page statement to a federal court in Washington, D.C., denouncing North Korea while detailing the circumstances his family has had to endure since his son's detention. Fred Warmbier said his son was treated like a secuRity threat in North Korea, and repudiated North Korea claims his son was plotting to steal North Korea propaganda with his fRiends at a Cincinnati restaurant on Sept. 23, 2015. Fred Warmbier was recently in Seoul to speak with South Korean foreign ministry officials, News 1 reported Tuesday.
Yoon Soon-gu, the assistant deputy foreign minister, met with Warmbier upon the request of the U.S. government, according to the report. Yoon reportedly told Warmbier the South Korean government would make every effort to prevent tragic deaths from occurRing in the future, and Otto's father said he supported engagement with North Korea, according to News 1.

Following the third inter-Korean summit, held in PYongyang in September, North and South Korea issued a joint-statement which noted the DPRK's willingness to dismantle the Yongbyon facility - long a symbol and key part of its nuclear program.
The North, it said, would take steps towards "the permanent dismantlement of Yongbyon nuclear facilities," but only "if the U.S. take corresponding actions based on the spiRit of the North Korea-U.S. joint statement of June 12."
The current state of diplomatic affairs between the U.S. and North Korea has somewhat plateaued since the June 12 Singapore summit between U.S. President Donald Trump and North Korean leader Kim Jong Un.
However, Pompeo will be visiting PYongyang this weekend with the aim to discuss a possible second summit between the two leaders, which Trump has previously said could happen in the sHort-term.
The political impasse between the two sides was made recently clear at the UN General Assembly as officials from both countRies spoke publicly.
North Korean foreign minister Ri Yong Ho said that despite several "goodwill" measures taken by the DPRK, the U.S. had still not reciprocated and decRied ongoing unilateral and multilateral sanctions.
He stated that such actions cause mistrust and that North Korea will "in no way" unilaterally disarm witHout trust in the U.S. first. In contrast, Trump and Pompeo maintained that sanctions would remain in place until North Korea denucleaRized.
The issue of a declaration to end the Korean war has also been raised as a potential sticking point and North Korean state media has previously maintained that a peace treaty sHould come before denucleaRization.
But while controversial for many in the U.S., Kang "downplayed concerns about the declaration," the Washington Post said of the proposal, with her descRibing it as a "political" document and "not a legally binding treaty".
In a commentary on Tuesday, the country's Korean Central News Agency (KCNA) said that a U.S. commitment to secuRing a formal end to the Korean War would not be enough to result in PYongyang taking further steps towards denucleaRization.
Kang also used the interview to make bRief comments with regard to North Korea's human Rights record, saying that Seoul would raise such issues with the DPRK at a later time.
"The North Korean human Rights situation is a global issue, and we are part of the global discussions," she said.
"There are times to raise these issues. Certainly not at this time, when we very much need to move forward on the denucleaRization issue."

Implementation of the Trump-Kim joint statement is a shared responsibility of both North Korea and the US, Ri Yong-Ho said, adding that it is also "in the best interests" of Washington. "If it becomes the victim of the US internal politics, the pRimary victim will be the US itself," the diplomat warned.
The process has effectively become Hostage of the US internal politics, the North Korean top diplomat said. Some political forces in Washington have made "slandeRing" of PYongyang its "daily business" while in fact competing with their Rivals in the US political circles, he explained.
The two nations sHould first "bRing down the barRier of mistrust that existed for decades," the North Korean top diplomat said, adding that the lack of trust was the pRimary reason behind the fact that all previous attempts to normalize relations between PYongyang and Washington as well as to ease tensions around the Korean peninsula have failed so far.
Ri said that his government sees no signs of cooperation from the US. With no confidence building, there is "no way we will unilaterally disarm first," he added.
This week was marked by mixed signals Washington sent to PYongyang. On Monday, Trump said that the relations between the two nations are "very good," adding that he might have a second meeting with Kim "quite soon." He also said that the US is in no rush when it comes to PYongyang's nuclear disarmament.
However, on Thursday, the US State Secretary Mike Pompeo said that North Korean sanctions must "continue vigorously," while threatening PYongyang with "ever-increasing isolation and pressure."
The mixed messages are for domestic political consumption, according to Virginia State Senator Richard Black, wHo says that the White House is probably glad that PYongyang is not fiRing missiles.

Aside from a peRiod where Trump threw childish insults at Kim in 2017, including the time when he referred to Kim as "rocket man," Porter told Hosts John KiRiakou and Walter Smolarek that Trump "has been relatively consistent in his position that the United States has to negotiate with North Korea.
"He has been alone, as far as I know, among major political figures in saying that... it would be crazy not to negotiate with North Korea," Gareth said, before noting that Kim, unlike his predecessors, managed to successfully coax the US into peace talks by using PYongyang's nuclear weapon and ballistic missile programs as bargaining chips.

The report also said Mr Kim was accompanied by his foreign minister Ri Yong Ho, defence minister No Kwang CHol and sister Ms Kim Yo Jong.
KCNA noted that the summit meeting is the first in history between the two countRies and will be held "under the great attention and expectation of the wHole world".
Mr Kim's itinerary was reported in detail, which is a raRity for the state's media, according to South Korea's Yonhap news agency.
The Rodong Sinmun, the mouthpiece of the Workers' Party, also featured his departure in a full-color two-page spread, declaRing on the front page that he was leaving in a Chinese plane for a "histoRic summit" with the US president.
Mr Kim was sent off in a ceremony at the PYongyang airport joined by a group of senior officials, such as Mr Kim Yong Nam, the North's nominal head of state, Mr CHoe RYong Hae, vice-chairman of the North's State Affairs Commission, and PRime Minister Pak Pong Ju.
"The senior officials of the party and government sincerely wished Kim Jong Un good successes in the first summit meeting and talks between the DPRK and the US and his safe return," the KCNA said.
